Challenging year will bring opportunities too

Welcome to the 2021 edition of Farmer! – the yearbook and annual directory for agriculture across East Anglia and the Midlands.

The coming year heralds a new dawn for UK farmers. The end of the Brexit transition period marks another milestone in the UK’s journey out of the European Union – and the coming 12 months will see that journey continue.

In farming terms, growers and livestock producers will start to see some real changes this year. They include changes to farm support – some of which will be welcomed although others will be less popular.

Applying for farm support under the basic payment scheme (BPS) will become easier, as the government streamlines the process – ending the requirement for farmers to manage a proportion of their land as Ecological Focus Areas (see page 6)

But payments received will be reduced too – at least for some farmers – as Defra starts the seven year process of gradually phasing out BPS in favour of its forthcoming Environmental Land Management scheme (ELMs).

The shift away from direct payments is set out in the government’s Agriculture Bill, which has been described as “one of the most significant pieces of legislation for farmers in England for over 70 years”.

We analyse the implications of the Agriculture Bill – and what it means – on pages 8-9 of this yearbook. It is clear that implementing ELMs will be a challenge for many farmers, but others will view it as a business opportunity.

Making farm businesses resilient to change will become increasingly important. Some of this can be planned – especially when we know what is coming down the track. But that is not always the case.

The ongoing coronavirus pandemic shows that some change is unexpected and can have a long-lasting, serious impact. Businesses need to be fleet-footed and adaptable. But even then it may be a battle for survival.

That is the case too when it comes to the weather. There is no reason to expect 2021 to be any different from the past year in terms of extreme weather events, which are becoming more frequent and more severe.

Coping with these all these challenges will take courage and determination. But growers and livestock producers who are able to adapt and adjust are more likely to see their businesses thrive, rather than survive only (see pages 10-11).

As always, we wish our readers all the best for the 12 months ahead. There is no doubt that 2021 will be challenging –but it will be a year of opportunities too.

BASIC PAYMENT SCHEME

Simpler direct payment applications start now

Basic payment applications for 2021 will be easier following the government’s decision to abolish so-called greening requirements.

Complex rules around crop diversification, Ecological Focus Areas (EFAs) and greening permanent grassland have all been removed from the direct payments regime. The change won’t affect the Basic Payment received by each farmer – but will make it easier to claim.

Devised by Brussels, greening rules for direct payments have required farmers to carry out specified practices in order to qualify for additional payments. But the rule no longer applies following the end of the Brexit transition period on 31 December 2020.

Environment Secretary, George Eustice, said: “We believe that farmers will benefit from this reduced bureaucratic burden as we begin the move towards our new Environmental Land Management scheme which will deliver greater benefits for the environment.”

“The change removes some of the complexities faced by farmers.”

Welcome decision

The decision follows months of lobbying by farm leaders. NFU vice president Tom Bradshaw said: “I am hopeful that the changes to greening rules will remove some of the complexities farmers face in interacting with multiple scheme rules.

“At the same time, I am confident that farmers will use experiences of greening to develop their existing approaches to land

farmers’ activities. They required farmers with more than 15ha of arable land to manage 5% of it for the environment.

Management options included buffer strips, field margins, fallow, cover crops and nitrogen fixing crops. And while some farmers were able to meet their EFA requirement using existing environmental features, others needed to create additional features on the farm.

Countryside Stewardship

Creation of additional features often reduced agricultural cropping areas – and discouraged farmers from applying for Countryside Stewardship agreement as this would further reduce the acreage they could crop.

Mr Jenkins said: “Now that the greening rules are set to be axed, there is an opportunity for farmers to reconsider their participation in Countryside Stewardship and begin working on plans to use their EFA features within a CS agreement ready for when the application window opens in 2021.”

The UK’s new Agriculture Bill has been called “one of the most significant pieces of legislation for farmers in England for over 70 years”.

It could directly affect the livelihoods of 460,000 people and determine the future of the 70% of UK land area (17.4 million hectares) currently under agricultural management. The bill sets out the UK’s approach to farming as it prepares to leave the European Union, replacing the Common Agricultural Policy (CAP) that the UK has been part of since 1973.

Agriculture Bill: here’s what it means for farming

At the bill’s core is a shift away from direct payments to farmers based upon the amount of agricultural land they manage. This was a feature of the CAP that was heavily criticised as it pushed up land prices, creating an entry barrier for younger farmers, and benefited large landowners disproportionately. It also meant the farming them, like clean air and water.

Over the next seven years, farmers will move from the CAP regulations to a new system of environmental land management contracts. These will detail the terms and conditions under which farmers and land managers will receive funding.

Subsidies are expected to be paid out from taxpayer funds at the same rate as the EU – about £3 billion a year – to enable landowners to deliver the public goods set out in the UK government’s 25 Year Environment Plan and the Clean Growth Strategy.

Achieving these goals will seem rather daunting though. They include clean air and plentiful, clean water, but also thriving wildlife, reduced risk from environmental hazards such as flooding and drought, raising animal welfare standards and enhanced beauty, heritage and opportunities to engage with the natural environment.

One of the big priorities of the bill is soil. Erosion rates from ploughed fields are between ten and 100 times greater than rates of soil formation. As a result, the UK faces a crisis of food security within our lifetimes.

Growers are being asked to improve productivity alongside environmental enhancements.

The government will reward farmers who protect and improve soil quality with measures like crop rotation, and give ministers new powers to regulate fertiliser use and organic farming.

Building buy-in from farmers

Alongside the Agriculture Bill is the new Environment Bill, which will enshrine environmental principles in UK law after Brexit. The UK will lose access to EU bodies that monitor and enforce environmental laws, so the new Environment Bill is essential for maintaining standards.

With the EU watchdog gone, setting up a new independent Office for Environmental Protection has been proposed, but it’s unclear how effective it will be in imposing the heavy fines necessary to enforce standards.

Farmers often feel isolated from the powers of government and daunted by the task of delivering both agricultural productivity and environmental enhancements. Defra has at least committed to designing the new contracts in close collaboration with farmers and land managers.

Finding ways to engage those who will

be most affected by the changes will be important for ensuring the policy works on the ground. Landscape-scale solutions to decarbonising agriculture and averting the climate crisis will require huge changes. They won’t be possible without popular support.

The way entire landscapes are managed in the UK will have to change to tackle the climate crisis. But the bill still lacks crucial detail. There are no firm commitments to protect British farmers from cheap, low-standard foreign imports, which is particularly important as the government seeks to negotiate trade deals with countries whose standards are lower than Britain’s.

Building a post-Brexit food and farming system that protects the environment won’t be easy.

There are exciting opportunities embedded in this bill. But restoring land to health and guaranteeing food supplies will need proper engagement with those who will be affected and a solid scientific bedrock on which to build the government’s ambitious – but underdeveloped – plans.

Farmers face biggest challenges for 50 years

Growers and livestock producers face more challenges in 2021 than for the past 50 years, suggests the latest John Nix Pocketbook for Farm Management.

The magnitude of issues for agriculture to tackle is immense, suggests industry commentator Denis Chamberlain, writing the foreword to the book. Coronavirus, Brexit and increasingly frequent extreme weather events are the three main industry-wide challenges, he says.

The pocketbook explores the impact of Covid-19 in detail. Coronavirus affected all supply chains – triggering huge swings in market volatility. Food service outlets were shut, sparking an upsurge in demand for food from retailers.

“With sudden changes in where, how and what people eat, the responsibility of the food and farming sector to keep people fed and therefore healthy has been considerable” says pocketbook author Graham Redman.

Tremendous resilience

Potato growers and dairy producers were among the hardest hit sectors – with fish and chip shops, cafes and coffee outlets all forced to close. “Couple this with some hiccups in food supply and the overall challenge has been substantial,” explains Mr Redman.

The food and farming industry has been remarkably adaptive to achieve that, he adds. Farmers, farm workers, processors and retailers demonstrated astonishing resilience and flexibility – responding to the challenge and responsibility of keeping people fed.

A trading nation

The end of the Brexit transition period – and the UK’s quest to secure trade agreements with other countries is the second challenge faced by farmers in 2021. The coming years will see a big overhaul of the UK’s farm policy outside the European Union.

“It could send agriculture in either of two directions in 2021,” says Mr Redman.

The UK secured a free trade agreement with Japan last autumn. Described by the government as the UK’s first major trade deal as an independent trading nation, it largely replicates the agreement which already exists between the EU and Japan.

Securing a much sought after deal with the USA is likely to take much longer – and have bigger implications for UK farmers. The government is under pressure over its pledge that British farmers won’t be undermined by imports of food produced using methods that are illegal in the UK.

Chief among a range of concerns are potential shipments of hormone-treated beef and chlorinated chicken – both production methods that are banned in the UK.

The pocketbook takes a brief look at the impacts of trade changes and explores the planned changes to policy throughout the UK in detail. It explains how policy plans are changing, leading to varying devolved rules and new ways of farming for many.

“This will offer opportunities for some but lower subsidy claims for others,” says Mr Redman.

Extreme weather

Finally, the impact continues to be felt of one of the most challenging seasons in memory. It is likely to be well into 2021 by the time the full financial implications of 2019/20 unravel – when crop sales do not meet the usual levels on many farms.

The past season started with one of the wettest autumn’s on record. Drilling of winter crops was halted across much of the region – and finally abandoned altogether due to sodden fields. A big decrease saw a year-onyear 25% reduction in wheat area alone.

Many growers understandably shifted to planting spring barley – with a massive 76% increase in the area drilled. But it was not enough to offset losses with many barley crops yielding less than expected due to an exceptionally dry spring.

Costings reveal big variations in profitability

Whole-farm costings highlight wide variations in budgeted profitability for 2021 – both between farm sectors and also between farmers.

The John Nix Pocketbook includes whole-farm costings showing the profit and loss of key farm systems. They include figures from average performers as well as better performers.

Findings reinforce the view that the difference between average and best performance is immense – perhaps more so now than ever before. To survive, let alone thrive, managers must be at the top of their game in the year ahead, suggests the pocketbook.

Carbon emissions

A new section explores greenhouse gas emissions from farming. There is an increasing need for growers and livestock producers to become more aware of emissions – and reduce or remove them altogether with government help, says author Graham Redman.

The book is updated for 2021 with over 100 enterprises costed for the year ahead. It includes overheads, capital and other farming costs – as well as gross margin calculations.

Farming will continue however challenging the coming months turn out to be – and farmers and farm managers must continue to focus on the variables they can control within their farming systems.

Oxford Farming Conference celebrates 75th anniversary

The Oxford Farming Conference celebrates its 75th anniversary in 2021 – hosted as a one-day digital event on 7 January due to the coronavirus pandemic.

A range of top speakers are being lined up for the online conference. Politicians, industry commentators and forwardthinking farmers will deliver their speeches and presentations online – with conference delegates able to ask questions afterwards.

“Since the Oxford Farming Conference started in 1936, other than the war years it has been held annually ever since – so 2021 will see us host our 75th conference,” says Sally Williams, chairwoman of the event’s organising council.

A vibrant series of OFC Bitesize webinars has been held in the six months leading up to OFC 2021. Chaired by conference directors, the webinars have drawn opinion from a host of businesses and geographies.

‘Unprecedented time’

Each webinar has debated a theme from a past conference to commemorate the influence of the event over the past nine

decades. Headline themes have included Food and Farming in a Changing World (1961), The Shape of Things to Come (1965) and Farming Under Pressure (1971).

“People keep saying Covid has brought us an unprecedented time,” says Ms Williams. “This may, or may not be true, but what we do know is that there is likely to be a new normal that will force change.”

Right decision

Given the OFC’s charitable status, Ms Williams says it was important to make the right decision about holding the 2021 conference. “We run the event at breakeven or a slight loss, so we couldn’t have the uncertainty of booking the Oxford University only for us to have to cancel.

“As a council, we have talked long and hard about how we best deliver a successful and focussed conference. While disappointed at not being able to hold a physical conference, we are very excited at the possibilities afforded to us by taking the conference fully virtual.”

How to keep cash flowing in the coming year

Farmers should carefully budget their cash flow over the coming 12 months –to avoid risky pinch points at a time of great uncertainty, say financial experts.

Even in a normal year, cash is king. But the triple concerns of coronavirus, Brexit, and the need to secure good trade deals with other countries, budgeting is more important than ever, says Phil Kirkpatrick, rural accountant at Old Mill (pictured, below right)

“Though agriculture has largely been unaffected directly by Covid-19, knock-on effects including increased costs, limited sales and redundant diversifications mean farmers should plan now for the coming tax bills.”

With this in mind, Mr Kirkpatrick says there are a number of important dates to plan for in 2021.

1 January

Limited companies with a March year ends have until 1 January to pay

their corporation tax. The Covid-19 crisis was only just taking hold in March 2020, so profits for last year were probably higher than now – leading to correspondingly larger tax bills.

“However, since then, a combination of higher costs and reduced income may have depleted the cash generated, leaving little left over to pay tax,” says Mr Kirkpatrick.

“If it is not possible to pay tax bills from cash reserves, then farmers may be able to agree a Time to Pay Arrangement with HMRC, which will spread the liability over a number of

scheme to defer the 31 July 2020 payment on account until 31 January 2021, meaning that payment will be correspondingly higher.

As the payment will be based on income in the tax year to 5 April 2020 – most of which was pre-crisis – it’s likely that income levels will be higher than the current year, says Mr Kirkpatrick.

“It may be a good idea to reduce the 2021 payment on account that will be due in addition to the balancing payment. Preparing the 2019/20 tax return as soon as possible will therefore help with cash flow planning.”

31 March

One of the first Covid-19 measures announced by the government was the deferral of the VAT payment falling due during the coronavirus lockdown period. This postponed payments until 31 March 2021.

While agriculture has been less affected by the pandemic than other industries, this date could be critical for farm suppliers. There is a risk of cash flow issues and even

insolvency, warns Mr Kirkpatrick.

“This could affect farmers’ ability to source supplies easily and at pre-crisis prices, or they may find they are being chased for debts earlier. It would be wise to prepare for this.”

Quarter Days

Traditionally, quarterly land rents are payable by 25 March, 24 June, 29 September and 25 December; three of which closely coincide with other key dates above.

“If forecasts indicate that these dates could be a problem, now might be the time to start negotiating with your landlord; a switch to monthly rental payments would help to smooth cash flow.”

“Higher costs and reduced income may have depleted farm cash.”

April /May 2021

The Coronavirus Business Interruption Loan Scheme (CBILS) and Bounce Back Loan Scheme (BBLS) saw loans beginning to be advanced in April and May 2020 with a closing date to join of 4 November 2020 – most with 12-month repayment holidays. This means repayments will begin from April 2021.

While the CBILS loans were assessed for affordability – often assuming a return to 2019 trading levels by the time the repayments are due – BBLS loans were issued with no affordability checks. Preparing for payments which will soon be required is therefore important, says Mr Kirkpatrick.

“On the other hand, if cash is plentiful and the loan is no longer required, an early repayment – there are no charges for doing so – would avoid future interest costs.”

NUFFIELD FARMING SCHOLARSHIPS

Trust promotes resilience in farming

Anew initiative to help farmers improve their personal and business resilience has been unveiled by the Farming Community Network (FCN) and Nuffield Farming Scholarships Trust.

One of UK farming’s best-known charities, the FCN supports the agricultural community in times of need. It is working with the Nuffield trust, which provides scholarships for farmers to research topics of interest in agriculture, food, horticulture and the rural industries.

The partnership involves Nuffield scholars promoting wellbeing tips and their personal experiences via short video clips on the FCN’s FarmWell website – www. farmwell.org.uk – a one-stop resource to help farmers and their businesses stay strong and resilient.

FCN chief executive Jude McCann is himself a Nuffield scholar. His 2017 scholarship focused on ways of building resilience in the agricultural sector. Mr McCann said the initiative allowed him to “give back” to the Nuffield trust which had

enabled him to undertake his own research.

“Farmers throughout the UK are facing many challenges, and developing personal and business resilience is essential for getting through these difficult times. We hope this collaboration helps to create a network of support for the farming community and people within the industry.”

Nuffield Farming director Mike Vacher said the trust was delighted to be working with the FCN charity on what was a crucially important issue during a challenging time. “We hope this initiative helps to provide a

How to apply for a Nuffield Farming Scholarship

Farmers and other people employed in food, agriculture and the rural industries are being urged to apply for a Nuffield Farming Scholarship.

Globally recognised, Nuffield Scholarships seek to unlock an individual’s potential and broaden their horizons through study and travel overseas –improving their food or farming business and the wider agricultural industry.

Applicants must be aged between 22 and 45, be well established in their career, and be at least three years post tertiary education. But formal qualifications are not required. Instead, scholars are selected with a view to developing tomorrow’s leaders within the industry.

The next deadline for scholarships is 31 July 2021. Applications can be made at www.nuffieldscholar.org.

OPPORTUNITIES

Climate change: why farmers are among our best guides for making sense of extreme weather

May 2020 was the driest on record in England and the second driest in Wales. Rainfall was about 17% of the average for May, and it was also the sunniest calendar month on record, with 266 hours of sunshine, surpassing the previous record of 265 hours in June 1957.

This dry spell followed one of the wettest autumns and winters in living memory, which significantly reduced the area of autumnsown cereal crops, which happen to be much higher yielding than those sown in the spring.

Spring cereals suffered low germination rates due to the sudden switch from wet to dry conditions and most crops never fully recovered, with the result that this topsyturvy weather put a big dent in the UK’s food production.

A warming world

As unprecedented as these conditions might seem, though, their volatility may become quite familiar for British farmers in a warming world.

A recent report from the UK Parliamentary Office for Science and Technology indicated that climate change will bring “warmer, wetter winters and hotter, drier summers” to the UK, with changes in rainfall and temperature that will have “overall negative impacts” on farming.

Scientists study the climate and model its future state and impacts, but perhaps knowledge gathered outside of their research could help paint a broader picture.

As people who inherit a familial memory

of the land and seasons, farmers stake their livelihoods on their ability to respond well to whatever the weather turns up, including extreme events like droughts and flooding. Their experiences could be just as useful for understanding climate change and its influence on the food we produce as the data scientists collect.

Oral history

We’ve been involved in an oral history project at the British Library, recording life story interviews with the nation’s farmers. While the project did not set out to directly investigate climate change, it soon became clear that farmers are a largely untapped source of weather and climate “data”.

Farmers recall strategies for coping with extreme weather events in the past and they’re able to tell stories about the effects of weather on farming that are lively, affecting and grounded in real times and places.

Especially wet summers are recalled as significant threats to harvested crops:

“In a very wet summer it was desperate, you know, that the corn was cut with a binder with sheaves stooked in the field to dry and after a fortnight of continuous wet weather these sheaves were green; they were growing”

Especially dry summers could be equally, if not more, worrying. Speaking in 2019, in her nineties, south Devon farmer Pippa Woods remembered vividly her anxiety during dry spells of the past:

“Drought is something that I worry about, because the grass doesn’t grow and then the animals have got nothing to eat... One year we had a very dry summer and didn’t make enough silage... and we got very, very short of keep in the winter, the animals got quite thin, but we didn’t really have enough to feed them.

It is possible that Woods is remembering the summer of 1976, described from the point of view of another farmer here:

“The whole farm was just like a desert scene, really. And we were having to buy food for the cows and it was so hot, unbelievably hot, day after day after day, and the cows suffered and actually getting enough water for the cows to drink was a challenge, because they were drinking so much.”

Farmers’ memories of weather and the effect on food production are usually tied to a single place over decades. This makes them incredibly valuable as a local perspective on climate change – something that is often obscured in scientific modelling of the effects on entire regions.

Those we spoke to volunteered their own impressions, formed over years and decades, of the changing climate on their particular patch.

“We seemed to have maybe a series of slightly rather snowy winters, what, about ten or 20 years ago. … But it’s a long time ago now since we’ve had snow like that, in England, isn’t it?

“I’ve kept weather records for the last 50 years and the change I have recorded is… warmer nights. I am quite prepared to think that… it’s us [humans causing the warming]… That’s the evidence I’ve got…

“It’s becoming more violent isn’t it? It’s either a long dry period or a long wet period, that didn’t used to happen as much... I think it is changing slowly, yes.”

These memories aren’t just useful for complementing regional and global climate models, though.

Perhaps more than any other resource, these stories can bring home the significance of climate change to everyday life – and how rapidly extreme weather has become almost typical over the span of a single lifetime.

EVENTS Covid-19 means uncertain future for 2021 events

Farm events and agricultural shows face an uncertain 2021, with more cancellations expected due to the coronavirus pandemic.

Some events have already been rescheduled or postponed – especially those due to take place early in the year. Further cancellations are likely, with some events moving online, rather than taking place in person.

LAMMA

The LAMMA 2021 machinery has been moved from its usual January date. The twoday event will now be held on 25-26 May 2021 at the Birmingham NEC. Organisers AgriBriefing said pushing on with an earlier date would not have been right.

AgriBriefing group events director Elisabeth Mork-Eidem said: “The LAMMA show is a key part of the industry calendar, and we have seen an amazing amount of support from all our loyal exhibitors.

“We know how much everyone wants the show to take place; we’ve had record

listening to the wishes of visitors, exhibitors and sponsors, this will provide the best opportunity to ensure that everyone gets the experience and the value they have come to expect from LAMMA.”

LOW CARBON AGRICULTURE SHOW

Due to take place on 9-10 March, the inaugural Low Carbon Agriculture Show reflects growing interest in on-farm solutions that help mitigate climate change.

The two-day event – which has attracted cross-sector support – will showcase renewable energy generation, the implementation of low carbon initiatives and best practice in environmental and carbon management and sequestration.

FLOODEX

Organisers of Floodex – the trade event for sustainable drainage, flood risk and water level management – have been working hard to ensure the 2021 event goes ahead.

The exhibition is due to take place on 18-19 February at the East of England Showground, Peterborough. A revised floor plan has been drawn up with 4m wide aisles – so visitors will be able to get around the stands while meeting any

drainage companies and water management firms. A seminar programme will include speakers from Internal Drainage Boards, Environment Agency representatives, engineering firms and contractors.

DAIRY-TECH

The 2021 Dairy-Tech show will now take place as a series of online events held during the fortnight of 3-17 February.

Dairy-Tech Online will feature some of the popular attractions of the live show. These include the Innovation and Dairy Hub, foot trimming demonstration as well a series of online workshops, webinars, conferences, new product briefings and debates.

UK and international speakers will feature in many of the sessions. They will showcase the latest dairy innovations, discuss timely policy updates and host practical workshops – including sessions on mental health in farming and Brexit.

Organised by the Royal Association of British Dairy Farmers, the online events will start every day after morning milking at 10.30am. They will remain available for farmers and others to view afterwards.

Founded in 1993 by Richard Flach and Owen Le-Roy, together the partners have over 50 years experience in the crop drying and storage business. Their speciality is high quality drive -on flooring and box-store ventilation and conditioning systems. Based on the near-ambient drying method Flach & Le -Roy's drive-on floor drying system is fully automated, having fans and burners controlled via humidity sensors in the air duct and fan house. The drying rate for cereals is up to half a percent every 24 hours and the fans deliver air through the crop at between 20 and 24 feet per minute depending on stack height. Offloading the grain trailer into the store is time and labour saving and the crop needs no stirring. More recent application of the drying-floor system is the preparation of woodchip for biomass heating systems. Our system typically supports a 200Kw boiler drying 40 tonnes of woodchip at 1.5m deep from 40% to 25% moisture content over 2 to 3 days.
