Crescent City passed a resolution at the Monday council meeting to appropriate a $47.9 million. The discretionary general fund, which includes Measure S spending, is $11.052 million. With the exception of the financing and construction of the sewer treatment plant in 2006, the general fund budget established a record for fiscal year 2023/24.
The process in adopting the city’s budget was an arduous, intensive and highly scrutinized one. The city manager, finance director, department heads and the Measure S oversight committee met January 30, March
1, March 29 and April 10 to hammer out how the one percent sales tax increase would be
blended into the budget. The council held two open workshops May 9 and 11 to discuss and advise the public on how funds will be allocated.
The general fund of just over $11 million includes public safety (police and fire), community development (code enforcement, building inspection, planning and engineering, streets, economic development), recreation (swimming pool, parks and Cultural Center) and administration. The city reports these services are largely funded through sales tax revenues.
In addition to the general fund traditionally expended pre-Measure S budget, the additional two plus million in S funding has been allocated, accordingly. Here
are the disbursements of Measure S funding:
• The fire department budget for next year will be approximately $630,000 more, which will include three full time career
fire captain positions.
• The police department budget will be bolstered approximately $478 000 and include two new officers, one detective assignment, an expansion of the highly successful K9 program and one vehicle replacement.
• A record $935,000 will be allocated for street maintenance and repair. Almost one-half of the sales tax revenue increase will be dedicated to city streets.
• Swimming pool budget is allocated at $575,000
City Finance Director Linda Leaver conservatively estimates the anticipated general fund balance on June 30 will be approximately $3.808 million.

Tallan Smith is your normal run of the mill happy kid. The 6-year-old Redwood School kindergartner is quite exceptional. Tallan is a motocross motorcyclist and he’s going national.
Tallan has been motocross racing since he was 4 and performing on a dirt bike since he was three.
Tallan’s been competing and winning with kids in his age group in events across California, Oregon and Washington. Recently, he raced in the Hangtown MX in Rancho Cordova and took first place in the 50cc four-six age group. Up next was the regional qualifier at Washougal MX in Washington. Tallan advanced to the nationals, coming in third place and receiving an invitation to Hurricane Mills, Tennessee. This event will be held at Loretta Lynn’s ranch, where the top 42 kids in Tallan,’s age group in the nation will compete. The dates of the race will be July 31-August 5. The top 10 finishers will quality for substantial sponsorships
The Smith family will be travelling 2,500 miles east to Tennessee, in late July. The family is reaching out to the community in fundraising.

It was a season to remember in softball for the Del Norte Warriors, who reached the North Coast Section Division-4 championship game and qualified for the state playoffs.
After clinching their first Big 5 championship since 2018, the Warriors carried that momentum into the postseason where they won a pair of games on the way to the NCS final and would advance to the NorCal playoffs.
The season ended on Tuesday in a 2-0 loss to Capital Christian in Sacramento in the Division-IV CIF NorCal Championships.
The Warriors closed out the season with a record of 19-8 and went 10-2 on the way to winning the Big 5. And, according to head coach Jackie Heuberger, it was a total team effort this year.
“Everybody knows their role,” the head coach said during the playoff run. “Whether that’s on the field or on the bench they all know how important they are to this team.”

RV Park is anticipated to run an $86,000 deficit, next year. The sewer fund is operating on a $2 million deficit, one-half of the sewer deficit will be addressed in special capital improvement account. The city also passed two additional resolutions selecting annual adjustment factors for calculations for fiscal year 2023/24 and a resolution authorizing the creation of a new fund for volunteer firefighter support.
Noticeably absent during Monday’s meeting were public comments. No one in the sparse audience nor through ZOOM offered a comment or opinion on the budget. City Manager Eric Wier shared the hard work credit to his staff and department heads. The city manager called this current budget as transformational and completely transparent.

“May her spirit guide us as we navigate the journey of grief, always remembering the light she brought into our lives.” Those were the words Mandy Bloomfield wrote regarding the tragic car accident which took the life of her daughter, Kirsten Jean King, 19.
Kirsten was an aspiring nursing student who was living with her grandparents, Robert and Barbara Jimenez, and had just established California residency and was poised to enter the nursing program at College of the Redwoods in Crescent City. This shining star was working fulltime at Sea View Memory Care. Grandpa Bob said of Kirsten, “Kirsten just loved to help people.”
The details of the tragedy have been released by the Highway Patrol. At approximately 3 p.m. on May 31, Kirsten was driving east on Kristian Lane toward Highway 101. Attempting to turn left and head north, Kirsten’s vehicle was struck by a logging truck heading south on 101. The logging truck was unable to avoid the collision with Kirsten and struck the Mazda broadside.
Del Norte Ambulance rushed Kirsten to Sutter Coast where she succumbed to her injuries and pronounced deceased at the hospital. The cause if the crash is under investigation.
The shocking grief and funeral costs are more than formidable. A Go Fund Me page has been established by Kirsten’s great uncle, Chris Carpenter. The Go Fund Me account is called the Kirsten King Funeral Expenses account.
Kirsten’s remains were transported to San Leandro for possible organ, skin and corneal transplant procedures.
The family plans a private service and a celebration of life for Kirsten Jean King on July 16 in Crescent City.
In honoring Kirsten’s memory, the family asks the community to “cherish the moments we shared with her and carry forward the love and compassion she embodied.”

More than 3,300 properties and their respective owners received a letter from the county, a public hearing will be held considering raising the assessment on anticipated sewer repairs in service area 1 (CSA 1). The hearing is scheduled for Wednesday, June 28, at 9 a.m. in the board chambers in the Flynn Center
There are no anticipated increases in sewer and water usage monthly fees. If supervisors approve the repairs and maintenance of the sewer infrastructure, revenues derived by the increase will generate approximately $400, 000 plus an addi-
tional $125,000 for capital improvements.
The CSA provides wastewater collection services to unincorporated areas within the Crescent City urban area. Sewer user fees are paid by property owners through county property tax rolls which fund the operation, maintenance, repair, rehabilitation and replacement costs associated with the CSA collection system.
The current fixed charge to the property owner is $78 in district 1 and $72 in district 2. In subsequent years, 2024 through 2028, the assessment will increase 50 percent next year, 25 percent in 2025, 15 percent in 2026, seven percent in 2027 and six
percent in 2028.
The cumulative adjustment over the next five years is 245 percent.
Written protests must be submitted prior to the public input portion of the public hearing and mailed or dropped off at the Del Norte County Clerk/ Recorder, 981 H St, Suite 160.
The protest must be in writing (no emails) include the position in opposition to the user fees increase, the parcel number, and signature of the property owner. Only one protest may be associated with the property in question.
Oral protests at the hearing will not qualify as formal protests, unless accompanied by a written protest.

Community leader and longtime Brookings booster Judith A. “Judi” Krebs passed away May 24, 2023, after a recent illness. She was 82. She will be remembered by family and friends as a tireless volunteer who enriched the lives of many and encouraged others to do the same with her signature phrase: “It’s YOUR community, get involved!”
Judi was born in Oklahoma City to Norman and Roma Walkup and went to school in the San Francisco Bay Area. She retired from Nevada Bell in Reno, NV, and moved to Brookings in the early 1980s. She was preceded in death by Robert E. “Bob” Krebs, her husband of 25 years who passed away in September 2008.
The two were instrumental in establishing the Chetco Senior
Center, now called the Chetco Activity Center.
Judi was a former chair of the Curry County Planning Commission and a member of the City of Brookings Planning Commission. She also served on the Sutter Coast Hospital board of directors. For more than a dozen years, she was “Mrs. Claus” during the annual Natures Coastal Holiday Festival of Lights in Azalea Park. She also volunteered with and supported the Civil Air Patrol, Safety City, the American Music Festival Summer Concerts in the Park, and scholarships for deserving high school students.
She is survived by her daughter, Kathy Krebs Haq of Santa Fe, NM; grandson Rob Krebs and wife, Kylie, of Brookings; their son, R.E., Judi’s beloved great-grandson;
and stepdaughter Debbie Vilotti of Escalon, CA. A memorial service will be held at a later date. In lieu of flowers, the family asks that you do something special for your community.

Bring Safety to Summer Roads
Warm weather comes, and a lot happens on the roads. The period between Memorial Day and Labor Day are the 100 Deadliest Days of Summer due to an increase in fatal crashes. According to SWITRS (Statewide Integrated Traffic Records System), 4,969 crashes in 2021 contained alcohol. In 2022, there were 4,392 cases. DUI cases went down, but people still drive drunk.
A drunken driver hit me when I was 16 in 1992. After years of hospitals and therapies I can walk and talk, but lost my hearing abilities and cannot drive. For 30+years, each day is trying. Planning to take State Route 169 to and from a party? Do your part to end a tragedy that’s plagued communities for decades:
- If drinking, don’t risk it. Too many drinking people believe they are sober when they are not. Let a sober person or public transportation drive you.
- See a drunken friend stumble to a car to drive? Stop that person! Make arrangements for your friend to get home safely.
- Save lives. Call 911 to report an impaired driver. Keep California’s roads safe.
There has been a lot of talk lately about the potential for wind farms far offshore of Crescent City. There is an allure that we could get cheap, reliable energy if we convince the wind developers to connect these gigawatts of electricity to land in Crescent City.
As I learned more about the potential of wind power, this made me curious to understand where our power comes from now. Here’s what I learned.
CAISO
According to Wikipedia, the California Independent System Operator (CAISO) is a non-profit agency responsible for balancing the power grid for most of California. CAISO oversees the operation of California’s bulk electric power system, transmission lines and electricity market generated and transmitted by its member agencies.
The CAISO is one of the largest ISOs in the world, delivering 300 million megawatts-hours each year and managing about 80% of California’s electric flow. The three major partners with CAISO are Southern California Edison, San Diego Gas and Electric and Pacific Gas and Electric. This does not include Pacific Power, which provides our electricity.
We do not get our power from CAISO and are not even connected to the California Grid.
Pacific Power Our power comes from the Pacific Power Company, a subsidiary of PacifiCorp, which is owned by Berkshire Hathaway Energy, an affiliate of Berkshire Hathaway whose primary shareholder is Warren Buffett. This is who our power comes from.
Pacific Power and Light was formed in 1910 from the merger of several financially troubled utilities in Washington and Oregon.
In 1954 Pacific Power and Light merged with Mountain States Power Company and later acquired Utah Power and Light. It is only through a quirk of corporate acquisitions that the Del Norte County grid is connected to the north and not to the south.
In 1961, Pacific Power and Light purchased the California Oregon Power Company which extended their service area into southern Oregon and Northern California.
A reorganization in 2006 merged Pacific Power’s territory in Wyoming with Utah Power territory to form Rocky Mountain Power. Today PacifiCorp has two subsidiaries including Pacific Power and Rocky Mountain Power which include service areas in Utah, Oregon, Washington, Idaho, and California.
Power Peninsula
The main transmission line to our county comes from Grants Pass. The Del Norte County power grid is not connected to Humboldt County, and I learned recently that our grid does not connect to Brookings either.
This leaves us on a power peninsula jutting down from Oregon.
Several weeks ago, Pacific Power shut down our entire county grid for maintenance. I’ve never seen this before. That night I took a drive around the county, and everything was dark except for the occasional properties that had generators or battery back up power.
It was amazing to witness what our community looks like when all the power is out. I drove up to Brookings and as soon as I crossed the border to Oregon, it went from lights off to all lights on. This was a vivid visualization of our power disconnect to the north.
This single connection to electricity leaves us vul-
nerable to power interruptions. As a community we would benefit from having more locally generated electricity. This is one of the benefits that wind power could bring us.
Unfortunately, this lack of grid connections to California is also a major impediment to bringing wind power ashore in Del Norte County. How do we transmit this vast amount of power to the people that need it?
Current Power
I have covered how power is distributed and from whom. But what are the sources of our current power supplies?
In the CAISO service area, more than half of the electricity is produced from renewable sources. California is ranked first in the nation as a producer of electricity from solar, geothermal, and biomass and fourth in conventional hydroelectric power generation. But this does not include us.
According to their website, PacifiCorp owns 11,504 megawatts of generation capacity from a mix of hydro, wind, natural gas, coal, solar and geothermal sources. In 2022 the average mix of energy sources supplying Pacific Power customers is 42.0% coal, 19.1% natural gas, 15.7% wind, 4.3% hydro, 6.0% solar. 0.4% geothermal 0.4% biomass and 12% other.
With more than 60% of our power coming from fossil fuels, this is not a green energy portfolio.
Can’t Get There
The greatest challenge that we face in attracting offshore wind power companies to land a power transmission cable to our shores, is the reality that there are currently no transmission lines in place that can export this power out of our county. You can’t get there from here.
These wind energy developers may choose to run an underwater power cable to San Francisco, though this would be very expensive. They may decide to land the cable in Humboldt County where they can use existing high-capacity transmission lines that were installed to export electricity from the now closed nuclear power plant. It is a long shot possibility that this wind power cable could connect to the grid in Del Norte County, but right now there is no way to move the power out without going into Oregon. It is possible that the transmission lines between here and Grants Pass could be upgraded to increase transmission capacity, or a new line could be built over the mountains. There will be a lot of money made by these offshore wind developments. This level of funding makes the impossible more possible. The ideal outcome for us is to engineer a way to have the power cable land at the Crescent City Harbor, upgrade our power transmission lines and to negotiate a longterm, low-cost power purchase agreement.
It Could Happen
We could have cheap power that will benefit local residents and serve as an enticement for new businesses to locate here. Our electricity could be from 100% clean renewable wind energy. That would be cool.

The small towns of Paonia and Hotchkiss in western Colorado are seeing fewer tourists this spring. Exceptionally high runoff blew out a culvert on State Highway 133 about seven miles northeast of Paonia, which then allowed rushing water to carve a gully into the roadbed.
Back in August 2020, the Colorado Department of Transportation (CDOT) evaluated the culvert, found it vulnerable, and put it in a queue for repair, said CDOT spokesperson Elise Thatcher. But Region 3, encompassing northern Colorado, had 100 culverts needing work. The one near Paonia apparently landed too far down on the list.
In what might be termed an oversight, CDOT issued statements to the media labeling the washout a “sinkhole.” According to the United States Geological Survey, however, sinkholes have no entry or exit. They occur when subsurface material caves in, usually during a drought.
The rusty culvert on Highway 133 crumpled on April 29, allowing the usually meek Bear Creek to start excavating the roadway. CDOT was alerted and began monitoring the situation. Meanwhile, drivers continued to use the road until the early morning of May 3, when high water pushed the culvert down the hillside. After that, a 10-foot-wide section of highway collapsed.
Over the next three weeks, high water gouged an ever-deeper streambed through the road.
Other road damage in the area was discovered May 24 when fast runoff washed out the seasonal Kebler Pass Road. The Forest Service said that a paved section near the resort town of Crested Butte was gone.
According to Gunnison County Sheriff Adam Murdie, “Kebler is a bigger washout than Bear Creek and took the whole road out.”
The good news is that Gunnison County Road and Bridge acted quickly to begin repairs, with June 9 as the expected
date of completion, said Sheriff Murdie.
CDOT put the road-rebuilding job near Paonia out for an emergency bid in early May, and Ralph L. Wadsworth Construction, with an office in Frederick, Colorado, was awarded the contract May 16. That’s when the company began engineering work on what will be a temporary bridge, said CDOT’s Thatcher.
Physical construction began Tuesday, May 30, almost a full month after the roadway collapsed. Thatcher said work should be completed well before the end of June.
Judging from comments on social media, many local residents think the state moved far too slowly to fix and reopen the highway.
“They could have dropped in a new culvert and backfilled the roadway with gravel,” said Somerset Water Superintendent John Mlakar. As the Colorado Transportation Department will tell you, however, they have to
proceed in a deliberate way.
Townsfolks are saying no one has seen road damage like this since the massive East Muddy Slide of 1986. The mile-wide slide was three-pronged and closed Highway 133 between Paonia and the town of Carbondale for four months.
Repairs progressed slowly as the landslides — which attracted geologists from all over the world — flowed downhill, initially at one foot per hour, then slowing before grinding to a stop 216 days later. The highway’s temporary repair — as the slide area is still considered active — involved lifting the road up 40 feet and dumping the sliding material into Muddy Creek. That fixed the problem but reduced the capacity of Paonia Reservoir, which sits downstream of the slide. It was meant to hold 20,950 acre-feet, but the reservoir today holds roughly 16,000 acre-feet.
Meanwhile, Paonia, with a population of about 1,500, lacks bustle from visitors to wineries,
restaurants, organic farms and shops. Julie Bennett, owner of Root and Vine Market and Qutori Wines on Highway 133, said visitors are down 50%.
A problem for nearby Somerset, population 100, has been sparse but fast-moving traffic.
Mlakar said that vans transporting coal miners around the washout to the West Elk Mine were ignoring his town’s 25-mile-perhour limit, tearing by at 50 mph.
Local law enforcement is problematic, due to the resignation of a Gunnison County deputy. Until a replacement arrives, Delta and Pitkin County sheriff’s departments are helping out.
With road damage blocking two roads in Gunnison County and personnel changes to boot, Sheriff Murdie admitted, “It’s been a heckuva time.”

Public Review and Comment on Draft Environmental Impact Report (EIR) under the California Environmental Quality Act for Adoption of a Regulation for the Hexavalent Chromium
Maximum Contaminant Level
Lead Agency: State Water Resources Control Board (State Water Board). State Clearinghouse Number: 2021110099.
Project Description: The State Water Resources Control Board (State Water Board) is proposing to adopt a primary drinking water standard for hexavalent chromium (Proposed Regulations), under the California Safe Drinking Water Act, which applies to public water systems. The Proposed Regulations include a maximum contaminant level (MCL) for hexavalent chromium of 10 micrograms per liter (μg/L) and a detection limit for purposes of reporting of 0.1 μg/L. Public water systems, depending on type, would be required to monitor their drinking water for hexavalent chromium on an initial and ongoing basis, and would need to comply with the MCL according to a compliance schedule. The Proposed Regulations include three best available technologies for removing hexavalent chromium from drinking water sources, including reduction/coagulation/ filtration, ion exchange, and reverse osmosis. However, public water systems are not limited to treatment using best available technologies and may consider other means of compliance, such as blending, drilling a new well, increasing reliance on surface water, purchasing water from or consolidating with another water system, or using another form of treatment such as stannous chloride.
Project Location: The Proposed Regulations apply to public water systems operating in California. Public water systems with hexavalent chromium contamination above the MCL will likely implement compliance projects, such as installation of treatment or obtaining new sources of supply. The locations of future compliance projects by public water systems are not currently known. Accordingly, it is unknown whether future compliance projects by public water systems will occur on properties with hazardous waste sites on any list specified under section 65962.5 of the Government Code.

On May 8, 2023, Neptune Pumped Storage 2, LLC filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Soldier Camp Pumped Storage Project (or project).
The project would be located on Lobster Creek in Curry County, OR, approximately 4 miles north of the Rogue River. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission.

2, LLC has proposed to construct: (1) an upper reservoir with a surface area of 50 acres and a storage volume of approximately 3,000 acrefeet created by a 5,600-footlong, 70-foot-high rockfill embankment ring dike; (2) a lower reservoir with a surface area of 50 acres and a storage volume of approximately 3,000 acre-feet created by a 5,700-foot-long, 70-foot-high rockfill embankment ring dike; (3) a 1,825 foot-long steel and concrete penstock with a diameter of 22-feet; (4) a 550-footlong, 120-foot-wide concrete powerhouse/pump station located on the lower reservoir shoreline containing 6 generating/pumping units for a total generating capacity of 550 MW; (5) an approximate 13-mile, 230-kilovolt (kV) transmission line from a proposed substation near the powerhouse to an existing substation on Nesika Beach Dump Rd that would interconnect to the regional transmission grid; (6) an approximately 1.7-mile-long underground pipeline with a 100 cfs capacity and a diameter of 2.5-feet diverting water from Lobster Creek for initial fill and annual maintenance fill; and, (7) appurtenant facilities. The proposed project would be operated as a closed-loop system and generate an estimated annual average of 1,606 gigawatt-hours.

Safekeeping: The Art of Val Polyanin
During First Friday events held May – October 2023, from 5 - 7:30 p.m., the public is invited to view the art of Val Polyanin. Polyanin recently donated his collection of over 900 pieces of art to the City of Crescent City when he was no longer able to house the work himself. The collection demonstrates a wide range of artistic ability and includes painting, sculpture, assemblage, and more, created from an array of materials in sizes ranging from 2 to 10 feet tall. The work on view was created between 1988 and 2023, and much of it was displayed in Polyanin’s art gallery and exhibited along US Highway 101 until 2022. Wisdom from our Watersheds Art and Poetry Exhibit
Del Norte Association for Cultural Awareness (DNACA) is pleased to present an art exhibit by poet artist Terri Glass, visual artist Alicia Wilson, and student artists from Sunset High School, now on display through June 8, 2023 at the Del Norte Courthouse. Terri, a published poet and author, led workshops about the

May the Force Be with you. Indeed, it was when the first ever Forest Moon Festival in Del Norte County took place, June 2-3. The Festival celebrated the 40th anniversary of Return of the Jedi, filmed at the Jedidiah Smith Redwoods State Park. Activities for all who love Star Wars filled the weekend. Day 1 featured an afternoon, guided Forest E-Wok walk through Redwood National Park and Simpson Reed Trail.
The evening featured the outdoor showing of Return of the Jedi on a special screen under the stars at Beachfront Park.
Saturday’s activities included a rebel training challenge obstacle course, costume contest and festival, with a galaxy-style DJ, assortment of booths and lots of great food.
The costume parade included ages groups for kids 12 and under, young adults 12-17, adults, and pets. Several different photo opportunities with Moon Festival partners featuring all the Star Wars characters were situated at various venues, including the Crescent City-Del Norte County Visitor Center, Beachfront Park, Howonquet Village in Smith River, Sea Quake Brewing, Tsunami Lanes, Enoteca Café, Port O’Pints Brewing, Redwood Hotel Casino in Klamath Rumiano Cheese, Hiouchi Café and the Yurok

All week-end long these special photo postings were set up with Darth Vader. Luke Skywalker, Yoda, R2-D2. Hans Solo, Chewbacca, Princess Leia, an Eeok and a storm trooper.
