County Commissioners to Hold Town Hall Meeting on Illegal Camping Your Commissioners want to hear from YOU! The Curry County Board of Commissioners is hosting a Town Hall Meeting on Friday, January 16, 2025 at 6:00 p.m. at the Harbor Grange Hall – 97985 Shopping Center Avenue, Brookings, Oregon. Representatives from the Curry County Sheriff’s Ofﬁce, Curry County District Attorney, Oregon Department of Transportation, and Oregon State Police have been invited to attend as well. This Town Hall is being driven by continued community concerns regarding the

impacts of illegal camping and hazardous waste that is left behind by transients. By MIA MALDONADO Oregon Capital Chronicle Federal immigration agents arrested at least 1,100 people in Oregon this year, immigration experts estimate — a surge from the 113 arrests recorded in all of 2024. In August, the Trump administration said it would “come after” states like Oregon with laws preventing local law enforcement from coordinating with federal immigration ofﬁcials. Since then, Oregon’s been at the forefront of President Donald Trump’s renewed immigration enforcement efforts. From Trump’s attempt to deploy Oregon National Guard troops to Portland in the spring, to the state’s largest Latino labor union and a Portland immigration law ﬁrm suing his administration alleging it is blocking attorneys from accessing detained clients — the Beaver State in 2025 repeatedly drew the administration’s attention. Merkley, Wyden, Colleagues Urge Trump Administration to End Stafﬁng Crisis at Fish and Wildlife Service, Warn of Devastating Impacts to Ecosystems and Public Lands

Washington, D.C. – U.S. Senator Jeff Merkley (DOR)—the top Democrat overseeing funding for the U.S. Fish and Wildlife Service (FWS)—and U.S. Senator Ron Wyden (D-OR)—former chairman and current senior member of the Senate Committee on Energy and Natural Resources—joined their colleagues in urging the administration to immediately address and

reverse the stafﬁng crisis at the FWS, which has lost the capacity to properly manage most of America’s wildlife refuges, putting in jeopardy the ability to protect endangered wildlife species under the Service’s care. In a letter to U.S. Secretary of the Interior Doug Burgum and FWS Director Brian Nesvik, the Senators highlight the direct impacts cuts in stafﬁng are having on the 573 national wildlife refuges across the country—with

almost 60 percent of them lacking the resources and staff needed to fulfill their missions. According to public reports, Oregon and Washington have lost a combined 50 senior level scientists and staff. “Americans of all backgrounds love their public lands, and protecting wildlife refuges is a bipartisan cause that brings together environmentalists, sportsmen, and all who enjoy the outdoor recreation opportunities provided by America’s National Wildlife Refuge System. The Refuge System is the only federal network of public lands that is primarily dedicated to the conservation, management, and restoration of fish, wildlife, and plant species and their habitats,” the Senators wrote. “This downward trend did not begin under the Trump administration. Yet the current administration has not only shown an unwillingness to address the problem—it has made the situation far worse. The President’s Fiscal Year 26 budget request slashed funding for FWS’s overall Resource Management account, which included a proposed 22 percent cut to the National Wildlife Refuge System. Moreover, the administration has indicated that it is planning more firings for public land agencies,” the Sena-

The Senators also emphasized that operating with few or no employees has also hurt disaster resilience because FWS employees carry out projects to control flooding and prevent catastrophic wildfires. The open letter states: “We write to sound the alarm on the U.S. Fish and Wildlife Service’s (FWS) staffing crisis, which is causing particular harm to the National Wildlife Refuge System. A startling amount of staff and expertise needed to manage the Refuge System and protect America’s wildlife have been lost due to the administration’s firings, early retirement programs, and other efforts to push staff out of FWS.” “The agency is losing the capacity to manage America’s wildlife refuges and struggling to even keep them open. We ask that you provide Congress with your plan to address FWS’s staffing crisis and immediately act to ensure that FWS and the Refuge System have the staff and resources needed to guarantee a safe, quality experience for visitors to the Refuge System and to protect the invaluable wildlife species under the agency’s care.” The letter was led by U.S. Senator Adam Schiff (D-Calif.), Ranking Member of the Senate Environment and Public Works (EPW) Subcommittee on Fisheries, Water, and Wild-

Oregon now ranks among the top five states with the largest year-over-year increases in ICE arrests, Stateline reported. The Oregon Capital Chronicle analyzed data from Deportation Data Project, a database run by lawyers and academics who collected national ICE arrest data from public records requests between Sept. 1, 2023 and Oct. 15, 2025, as well as data from immigration advocates to understand what federal immigration enforcement looked like in Oregon by the numbers. Oregon saw surge in arrests in summer and fall ICE agents arrested 660 people in Oregon in the first ten months of 2025, according to the Deportation Data Project. The project’s dataset doesn’t include arrests after mid-October, but U.S. Border Patrol Chief Michael Banks said on the social media platform X that federal agents arrested more than 560 people in Portland in October alone. Immigration experts assume his estimate is accurate, and the Portland Immigration Rights Coalition, which became a statewide hotline this year for Oregonians to report ICE sightings, confirmed with the Oregon Capital Chronicle that it’s had more than 1,000 arrests reported to the hotline this year. Oregon for All, a coalition of organizations advocating for immigrants rights, reported 1,900 arrests, coalition spokesperson Diane Goodwin told the Capital Chronicle. Detentions peaked in July, October and November, according to Stephen Manning, the director of Innovation Law Lab, a Portland-based law firm focused on immigration. The rise came after Trump in the spring raised the national daily ICE arrest quota from 1,000 to 3,000 per day. Regional director Cammilla Wamsley, responsible for ICE operations in Oregon, Washington and Alaska, also

set an internal goal of 30 arrests per day for the region — double the daily goal the regional agency had in 2024. ICE did not respond to the Capital Chronicle’s request for comment. “The data shows arbitrary quotas were imposed by Trump in June 2025 and apprehensions spiked and then in September 2025, they spiked again, and on October 15, 2025 they surged off the chart,” Manning told the Capital Chronicle. While ICE has claimed its crackdowns are catching criminals, the data shows that only 32% of people arrested in 2025 had criminal convictions. That’s down from 45% of the people ICE arrested in Oregon in 2024, according to the Deportation Data Project. People arrested by ICE came from at least 45 different countries, with the most people coming from Mexico, followed by Honduras, Venezuela, Guatemala and China. About 84% of those arrested in the ﬁrst 10 months of the year were male. Roughly two-thirds of people detained were between the ages 19 and 40. The youngest person detained was 4-years-old. Cities, counties respond to ICE action in Oregon Portland Immigrants Rights Coalition Coordinator Alyssa Walker Keller said there will be “many hard months” ahead. The group anticipates a looming eviction and hunger crisis for families who lost their breadwinners. “It will be important for local and state governments to invest in stabilizing, for mutual aid groups to supplement that support, and for all of us to be thinking about strategies of how to stabilize these families whose entire worlds have been rocked by their loved one being stolen away,” she told the Capital Chronicle. Cities and counties including Portland, Salem, Forest Grove, Woodburn and Multnomah and Washington counties have responded to ICE’s increased presence in their communities by declaring local emergencies, ordering

MIA MALDONADO Oregon Capital Chronicle After at least four humpback whales were entangled this year in Oregon commercial Dungeness crab fishing gear, conservation groups are petitioning the Oregon Fish and Wildlife Commission to adopt measures to reduce the amount of fishing gear during whale feeding and migration seasons. Filed by the Center for Biological Diversity, Oceana, Natural Resources Defense Council and the American Cetacean Society, the petition asks officials to open a pathway for fishers to use pop-up fishing gear, which eliminates untended buoy lines. The gear has been tested in the California Dungeness crab fishery, and conservation groups say it is reliable, profitable and safe for whales and other marine animals. “This year’s horrific entanglements show that humpbacks are in a lot of danger from Oregon crab gear,” said Ben Grundy, an oceans campaigner at the Center for Biological Diversity. “If state officials don’t move to adopt whale-safe fishing gear, like pop-up buoys for Dungeness crab pots, endangered whales will continue to suffer and die preventable deaths.” The petition, filed earlier this month, comes weeks after a young entangled humpback whale was found stranded on a beach north of Yachats. Veterinarians euthanized the whale after unsuccessful attempts to free it on Nov. 17. The Oregon Department of Fish and Wildlife is investigating the entanglement. The department on Dec. 5 issued a fleet advisory, urging fishers to be vigilant and take precautions to avoid entanglements. The advisory doesn’t include

enforcement measures, but it says the department is strongly considering further regulatory action to reduce entanglement risk. “The latest dead humpback whale should be a wake-up call that entanglements in Oregon crab gear are a major problem,” stated Ben Enticknap, fisheries director at Oceana. “Oregon fishery managers should act quickly to strengthen conservation measures to reduce whale entanglements.” The number of entanglements in Oregon commercial Dungeness crab gear this year is likely higher than just the four confirmed by the Oregon Department of Fish and Wildlife. The National Oceanic and Atmospheric Administration in Septem-

ber released preliminary results showing that there may have been as many as 20 entangled whales. Entanglements can cause starvation, infections, amputations, strangulation as well as impact a whale’s ability to reproduce, according to NOAA. “The four humpback whales found tragically entangled in Oregon crab gear are a signal of a much greater entanglement problem, as only a small fraction of them are ever detected,” said Francine Kershaw, a senior scientist at Natural Resources Defense Council. “The state should take swift, science-based management action to effectively protect endangered whales in Oregon waters.”

ODFW seeks nominees to represent Oregon on Paciﬁc Fisheries Management Council

ODFW is accepting nominations for a seat on the Paciﬁc Fishery Management Council (Council). The three-year term for this Oregon at-large seat begins Aug. 11, 2026. Completed application packets must be submitted no later than January 23, 2026. The Oregon at-large seat currently is held by Brad Pettinger who is not eligible for re-appointment to another three-year term, since he has completed

his full allotment of terms. ODFW will send all nominations to the Governor who will then forward the names of at least three candidates to the National Marine Fisheries Service (in the U.S. Department of Commerce) for consideration. Successful appointees must pass an extensive FBI background check. The Council manages fisheries for approximately 119 species of salmon, groundfish (rockfish, flounders, whiting), coastal pelagic species (sardines, anchovies, and mackerel) and highly migratory species (tunas, sharks, and swordfish) off the coasts of Oregon, Washington, and

California. It includes 14 voting members representing tribal and state fish and wildlife agencies, and private citizens knowledgeable about sport fishing, commercial fishing, and/or marine conservation. The ideal candidate would be knowledgeable about fishery resource conservation and management in marine waters off the U.S. West Coast. Specific knowledge of and experience in management issues and fisheries is important as is a strong conservation ethic. The successful candidate works collectively with other Council members, often making difficult

decisions to fulfill the standards set forth by the Magnuson-Stevens Act. Members make a substantial time commitment to fully participate in Council business and related activities. The Pacific Fishery Management Council is one of eight regional fishery management councils established by the Magnuson-Stevens Fishery Conservation and Management Act to manage fisheries from three to 200 miles offshore of the United States coastline. The Pacific Council is responsible for fisheries off the coasts of California, Oregon and Washington.

One Dead, Another Stable After Two Found Unresponsive on Roadside

On Saturday December 27, 2025 at about12:07pm, Sheriff’s Dispatch received a call regarding a white Dodge Ram pulling a Cargo trailer that was off the side of Airport Road, Sixes area north of Port Orford, and the engine had been running for over an hour and a half. Dispatch notified the Sixes River Fire Department and a volunteer, Ashley Moore, of that fire department arrived on scene first and then called 911 to report that there were two subjects in the vehicle and were unresponsive. Ambulance were paged while Moore started providing CPR to the male driver after she was able to get him out of the truck and onto the ground. Moore saw that the female passenger, later identified as fifty-year-old Sandra Lewis, was gasping for air so Moore and a couple people driving by helped get Lewis out of the truck and into a recovery position. Moore then continued providing CPR to the male driver, later identified as forty-seven-yearold Anthony Carlson. Cal Ore Life Flight arrived shortly after that and took over

CPR. Carlson was pronounced deceased at 12:55pm. Lewis was transported to Southern Coos Hospital in Bandon and then was transferred to River Bend Hospital in Springfield. We were told today that Lewis is in stable condition. Upon a visual search of Carlson’s truck, drug items were seized by CCSO and later tested. Some items tested positive for methamphetamine, and one item tested positive for fentanyl. The Curry County Sheriff’s Office would like to thank all those who respond-

ed from the Sixes River Fire Department, Cal Ore Life Flight, Bay Cities Ambulance, Oregon State Police and Port Orford Police. It is so unfortunate that a life was lost. Our condolences to the family. All information was provided to the Curry County District Attorney. The next of KIN was notified and the Curry County Sheriff’s Office is continuing the investigation.
