Late Monday afternoon, an officer involved shooting occurred at the Surf Apartments, in Crescent City.
Details remain sketchy due to the sensitive nature of the investigation, according to Police Chief Richard Griffin.

Smith River Fire: A Look at Its New Digs

Alas, the former Ray’s Food Store in conveniently located Smith River on 101 at Fred Haight Dr. will soon open as the new Smith River Fire Department. Smith River Fire District (SRFD) Fire Chairperson, Elaine Fallgren and Captain Geoff Antill, Medical Resident EMT shared details of the acquisition of the 21,000 sq.ft.former Ray’s Food Market in the heart of downtown Smith River. Captain Antill said, “We learned early on our current building was woefully inadequate, unsafe, and would need to be torn down. The Board went out looking for a new site with limited success. Then, the call from Ray’s Food came in; it was just too good an offer to pass up.” Fallgren added, “We weren’t looking for a building as large of what was offered. The location was superb which saved
homeowners on discounts on their fire insurance policies.” Both agreed the building’s size will allow Smith River Fire flexibility in expanding services. Currently, Smith River Fire serves about 2,800 businesses and residents in Hiouchi and another 1500 in Smith River. When completed, the new station can accommodate eight apparatus(es), training rooms, public lobby, administrative offices and other supplies, captain’s office, kitchen, sleeping quartets, hazmat area, and exercise room. The cost to operate the Fire station is about $2 million, annually. SRF is a volunteer department which saves the tax payer about $170,000 per year. With emphasis on non-fire response, fully 70 percent of all calls are medical emergencies, 15 percent are motor vehicle accidents, the remainder are structure and brush fires. SRF

Cal Trans updates Last Chance Grade Tunnel Project

The Crescent City Women’s Club hosted the Project Manager of Dept. of Transportation (Cal Trans) on Last Chance Grade for an update on the proposed Tunnel Project along Highway 101.
Lianna Winkler-Prins addressed Club members at the Second Street Art Gallery, this past Tuesday.
The Tunnel Project bypass on 101 at Last Chance Grade has a

target date to begin construction by 2030.
Winkler-Prins shared the current Environmental phase comes to a close by year’s end. The final Environmental Document will be published in December. Cal Trans District 1 is working on procuring a Construction Manager/General Contractor (CMCG) and obtaining funding for the Design Phase which begin in January 2026. Then existing 101 highway alignment will be decommis-
sioned and restored to pre-highway condition, to the extent feasible. This involves removal of retaining walls and recontouring and replanting the landscape.
Winkler-Prins continued, “The target to award the Construction project is October, 2030. Ground-disturbing activities would likely begin Spring 2031.”
The length of the tunnel is approximately 6,000 feet (1.1 miles).
The current capital cost estimate (in 2031 dollars) is $2.1 to $2.5 billion.

The Del Norte Supervisors, and the Cinema Props
It has been clear for a while now; the Del Norte County Board of Supervisors tolerate only a room with a few cinema props stationed within the Board’s chambers. Not anything for the Board to acknowledge, or turn up supervisors’ respective hearing aids, pay the slightest bit of attention, or focus anything resembling interest in anything the local cinema props might wish to offer.
Too busy looking for affirmation from the respective members and the unelected to have the slightest concern for the window dressing in the board Chamber, is it no wonder the Board of Supervisors fails to attract more than a meager handful of attendees at each of the twice-monthly meetings? It is the few who grace the chamber, in hopes the current members might remember it is the five thousand or so in each district who constitute the citizenry which they, Supervisors Short, Wilson, Howard, Starkey, and Chair Borges, have been elected to represent. Not each other, not the un-elected of County government, not even themselves.
The Board has failed miserably to either recognize or represent its constituents. Sadly, audience members are
simply props on the political stage of a not-so-Shakespearian play.
The Del Norte County Board of Supervisors show clear signs of treating the local residents with such disdain in the board chambers, is it no wonder few come more than once? The adoration expressed within the board members themselves and to the favored un-elected is almost palpable, simmering in the air as each member looks to other members for self-affirmation after each flowering of their inconsequential word salads.
I can see the next Consent Agenda item on the horizon: A brightly illuminated applause sign below the County seal.
The word obsequious comes to mind.
The little boy brings a shiny apple to his teacher and she pats him on the head like an obedient pet. That’s the Board of Supervisors. Pathetic!
At the most recent board meeting our illustrious mostly silent, Calvin Coolidgeesk Board Chair Borges was too busy after a rigorous two-hour sweat-inducing session to find time for a public comment from one of the few attendees. Clearly a five-minute recess was absolutely paramount for the health of the Board mem-
bers rather than endure another “public comment.”
While the event passed largely unnoticed, Chair Borges invoked “Public Comments are closed” to a surprised member of the public as he moved to the podium. Borges imprudently uttered, “You, (meaning the public member), have to move faster” when the public member dared requesting a comment. Such a prince, Chair Borges, a pigeon-proof statue in the public square is assured. Yet, it is somewhat disturbing behavior out of our elected, who seemed oblivious to the tone deafness of Borges’ action, must scurry to the bathroom after all. Chair Borges has much to learn about his unacceptable behavior during Board meetings. He is not omnipotent. He is there to accept civilized discourse from the public in whatever manner the public choose to present, not interrupt or dispute positioning, listen, and pay attention. The public is there in the room not as showroom dummies, but to render thoughtful commentary meant to direct the board along lines which most benefit the majority of their respective citizens.
If the Board of Supervisors continues to
choose to ignore reasonable and thoughtful public comment which show they are not allowing a voice to the public, this is censorship and unacceptable. This is a defect of local government which desperately needs correction. The public is not a prop to fill seats in the Board Chambers! No matter how few, the public is worthy of attention and refuse to be treated as an unnecessary invisible appendage to “proper” government proceedings. After all, this package of Supervisors Wilson, Short, Howard, Starkey, And Borges, haven’t exactly covered themselves in glory for some time.
This Board and the un-elected need to get off their self-adulation and aggrandizement and focus on what is important for the entire community, not what the individual board members think is necessary or even the un-elected’s opinion. In case the Board didn’t get the memo, government waste and corruption are in the news. The Del Norte County government is no exception to being wasteful, corrupt, and a burden to the local population! So, GET OFF YOUR LAZY POSTERIORS AND DO SOMETHING ABOUT IT! WE, THE PUBLIC ARE WATCHING!

Hello my name is Michael Bruno and I’m am a disabled person. I moved to Crescent City in 2016 to care for my elderly mother, leaving my job and profession in Southern California.
I hired an attorney who I told about my disabilities before I was even served any paperwork.
Del Norte Law Court services and the Superior Court Clerk’s office are ill-equipped to handle services for people with disabilities.
One of my jobs in Southern California was to advocate for people with disabilities, and I would just like to share my story to improve services for those who are in need.

This is not acceptable. Thanks to technology, there’s no reason why attorneys judges courts can’t provide alternative documentation for people with disabilities.

On the positive side, Rite Aid and Tri-County Bank have turned on their audio buttons on their cash ATM machines so a blind person can hear that a button is being pressed. It might be annoying for those with Vision but people who can’t see need to hear.
In Southern California, one of my students was called for jury duty, and the court had her come in two weeks before the hearing just to learn where to go in the court room where
people sat who would be there.
None of these things were provided to me in Del Norte County. I received no accommodation from the opposing attorney from the clerk’s office, nor either of the three judges who served over me. It is not easy for a
disabled person to get employment, but I have volunteered every week since my mother’s death at three organizations here in Crescent City to help those in need. Thank you for your time.

Harbor Board Changes Meeting Dates
At last week’s Harbor meeting, commissioners changed the Harbor meeting dates.
Effective in March, Harbor meetings will be conducted the second and fourth WEDNESDAYS of each month.
The next Harbor meetings will be March 12th and 26th, respectively. The meeting times remain unchanged at 2PM at 101 Citizens Dock Rd.



2025 Night to Shine Follow Up

The Del County Fairgrounds was filled with the sounds of joy and laughter on Friday, February 7th as the 3rd Annual Night to Shine Event came to life. Night to Shine is an outgrowth of the Tim Tebow Foundation and provides an opportunity for adults with disabilities to enjoy a prom-like event. This year’s event had 117 guests registered and they were all given the opportunity to
bring a “plus one” as their guest. Many of the guests arrived via limousines which were provided free to all. A special thank you goes to LNL Construction who donated one of the limousines for the night. As the guests entered the fairgrounds, they were able to walk a red carpet and have their picture taken and receive a gift bag. Each of the guests had the opportunity to have a professional photo taken by Daniel Burshem who donated his services. The result was a room filled
with guests and volunteers all sharing in a time of celebration.
The Norris Family Kitchen catered the event for the third year and their food was amazing as usual. A small army of volunteers made sure every guest was served and then collected all the plates so that the guests could enjoy a time of dancing and fun. The music for the evening was provide by Corey and Sarah who served as DJs for the event, and everyone appreciated the wide variety of music including
a selection of Contemporary Christian songs during dinner.
A highlight of the evening was each guest receiving a crown or tiara as a way of honoring them and reminding them that that were all kings and queens in God’s eyes. This year Night Shine expanded into six more countries and events were held in 62 countries around the world.
The organizing committee is thankful for all who made our event possible and looks forward to what is ahead in 2026.

The California Department of Water Resources (Department) operates facilities which conserve, store, transport and deliver water to urban and agricultural water agencies throughout the State. Since 1960, the Department has approved, planned and constructed a system of water storage and transportation and power generation facilities (the State Water Project). Currently, State Water Project water is conveyed across the Sacramento-San Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years. The Department has undertaken to develop a comprehensive plan for the effective delivery of State Water Project water across the Delta. The Department is currently undertaking planning and design activities regarding potential new Delta conveyance facilities. The facilities under review would transport water from new intake points on the Sacramento River at the northern edge of the Delta through an underground tunnel running below the natural waterways of the Delta to State Water Project export facilities at or below the southern edge of the Delta. These facilities would be a further modification of the Feather River Project authorized pursuant to the Central Valley Project Act, Water Code sections 11100 et seq. The Department has established a proposed revenue bond financing to finance the cost of the environmental review, planning, engineering and design, and if and when appropriate, the acquisition and construction of Delta conveyance facilities.
On January 6, 2025, the Department adopted a bond resolution authorizing the issuance of revenue bonds for those purposes. Under the bond resolution, bonds for construction cannot be issued unless specific conditions precedent are satisfied, which include regulatory and statutory requirements regarding the physical and environmental aspects of approving,
constructing, and operating Delta conveyance facilities.
On January 7, 2025, the Department filed a validation action to confirm the legal validity of the Department’s proposed bond financing. A validation action is a judicial proceeding in which a governmental agency, like the Department, can confirm the validity of a proposed financial transaction before it commits to or undertakes the transaction. Dorothy May Bertolini, beloved by many, passed away on February 7, 2025 at the age of 94. She was born in Crescent City, CA at Seaside Hospital to Lorimer and Kathleen Lehman.
Dorothy May is survived by 4 sons, Rick (Karen) Bertolini, Lorimer (April) Bertolini, Tim (Paula) Bertolini, and Brian Bertolini. She is also survived by 7 grandchildren, Jon Bertolini, Kris Bertolini, Karla Whitlock, Brandon Bertolini, Ross Bertolini, Justin Bertolini, and Christian Banta. She also has numerous great-grandchildren as well as great-great-grandchildren.
Dorothy May graduated from Del Norte High School in 1948 and married her husband Primo
Bertolini the following year. She worked as a school secretary at Crescent Elk Elementary School and then became the secretary at the Ft. Dick Bible Academy. She faithfully attended Ft. Dick Bible Church and then upon moving to Gasquet attended Gasquet Bible Church.
In addition to being a loving wife to her husband Primo of 72 years, Dorothy May served her family well. She kept busy raising her 4 boys and managing a busy household. She loved crafting, camping, gardening, and was a wonderful hostess for many family gatherings and events. She Was a caring wife, mother, grandmother, great-grandmother, and friend. She will be remembered for her

Carmen Rose Hollinsead peacefully entered the embrace of her Lord and Savior on January 16, 2025, at the age of 94. Born on June 9, 1930, in Los Angeles, California, she graduated from Fremont High School before dedicating her life to family and service. In 1968, she and her beloved husband, Kenneth Hollinsead, moved to Crescent City with their three daughters, where they built a life centered on love, faith, and community. Both Carmen and Kenneth devoted their careers to Del Norte County Social Services, retiring together in 1980, leaving behind a legacy of kindness and commitment.
A gifted artist, Carmen found immense joy in painting and was a treasured member of the Harbor Art Gallery, where her talent was frequently recognized. Her award-winning artwork adorned local exhibitions and the courthouse, and she delighted in nurturing creativity in young minds through DNACA’s Artist in the Classroom program. Music was another of
Carmen’s great passions.
A dedicated piano teacher, she shared the gift of music with countless students and played for many church congregations. As a skilled violinist, she performed for years with the Curry Del Norte Orchestra and brought theater productions to life in the orchestra pit of the Lighthouse Repertory Theatre. Her love for the arts extended beyond performance - she found joy in attending concerts, dance recitals, and theatrical productions, always eager to support and celebrate the creative spirit in others.
A lifelong learner and adventurer, Carmen chronicled her travels in beautifully detailed journals. She had a deep appreciation for Japanese culture and Haiku, writing and illustrating three Haiku books that received numerous accolades and were cherished by those who encountered them.
Carmen embraced life with an open heart, whether cruising through the Caribbean, savoring new cuisines, or simply delighting in the beauty of everyday moments. Yet,

above all, her greatest joy was her unwavering faith in Christ, a light she shared with all who knew her. She often spoke of angels guiding her through life’s challenges, always finding peace in the knowledge that Jesus was leading her home. Her warmth, humor, and loving spirit will be deeply missed but forever cherished.
A celebration of Carmen’s life will be held at First Baptist Church on February 26 at 11:00 a.m. In lieu of flowers, donations may be made to a local art program of your choice or St. Jude’s Children’s Hospital.
Dairy District Seeks Ambassadors to Serve as Dairy Princesses
Each year, an exceptional group of young women are selected to represent California’s dairy farm families and their respective districts on behalf of the leading agricultural commodity in the State. During the one year term, these Dairy Princess ambassadors represent the dairy industry in several local and state activities. Applications are now open for eligible candidates to compete in the District 1 Dairy Princess contest.
The District 1 Dairy Princess and her alternate will represent Del Norte and Humboldt counties.
The application deadline is March 28. The contest will be held Friday, May 9 at the River Lodge in Fortuna.
Contestants must be at least a junior in high school and can be up to 20 years of age by the contest date and be unmarried.
Other requirements include:
• Resided on a dairy farm during her lifetime or be the daughter or grand daughter of a past or present Dairy cattle farm owner
• Be the daughter or ward of a person presently employed full-time as an owner or employee of a Dairy cattle processing plant or Dairy distributor in California.
• Be the daughter or ward of a person employed full-time on an operating Dairy farm in California.
• Be currently employed, or the daugh-
ter or ward of any person employed in a dairy-related industry such as dairy financing, sales or service, veterinarian, milk tank, grain or hay truck, milk inspector, grain supplier, hay dealer, alfalfa and/or grain producer, or raise Dairy replacement heifers
• Currently is or has been of 4-H or FFA where she participates in Dairy cattle-related projects.
Dairy Princess ambassadors will showcase their speaking skills, knowledge of dairy and plans to represent the industry during their one-year term. Ambassadors serve as industry advocates in their home districts and throughout the State, supporting the reputation of milk and dairy products through appearances in schools, fairs, industry meetings, service clubs and parades. All dairy ambassadors and alternates will participate in a mandatory orientation week where they will receive professional development training.

College of the Redwoods Appoints
New Dean of Del Norte Center

College of the Redwoods announces the appointment of Dr. Kristin Lima as its new Dean of the Del Norte Center and Pelican Bay Program.
Dr. Lima’s professional experience includes a wealth of teaching administrative experience in elementary and secondary education. For the past decade, Dr. Lima served as a community College Dean in both California and Oregon. Her background includes extensive experience in instruction, accreditation, curriculum development, workforce partnerships and community collaboration. Dr. Lima’s leadership in fiscal planning, union negotiations and strategic enrollment has helped her to effectively
support faculty, students and community stakeholders as a new dean.
Dr. Lima comes to CR from Mt. Hood Community College in Oregon.

During the response a law enforcement officer discharged his weapon. An adult male was confirmed deceased at the scene by a DNSO deputy Coroner. Further details cannot be released due to the sensitivity and thoroughness of the investigation. A team from the Sacramento area California Highway Patrol (CHP) was requested by both the CCPD and DNSO.
The Sheriff’s Office states it will do all that it can to release further details of the incident once the Office is certain the information will not jeopardize a complete investigation by the CHP team.
Lt. Commander James Richards of the local CHP Office in Crescent City stated was scheduled to arrive at about 2300 hours (11:00PM), Monday night and the CHP Office will release additional information when appropriate.

Regional Tribal Justice Center Opens
The Tollowa Dee-ni Nation has opened a new Tribal court and much needed office space.
The completion of the new wing to the Nation’s headquarters at Mouth of the Smith River Road is a milestone in Tribal history. For years, the Nation’s Tribal Court operated in a building on non-trust land in Smith River that was too small and lacked adequate lobby and meeting space.
The new two-story Justice Center is approximately 8,000 square feet, located on Tribal Trust land and provides a safer and more secure venue for Tribal Court for the Tollowa Dee-ni Nation, Elk Valley Rancheria and Hoopa Valley tribe.
The facility was built using grant funds from the
U.S. Dept. of Justice and Tribal discretionary dollars. The building is fully ADA accessible a large lobby, Law library, judge’s chamber and a large courtroom. It provides space for justice-related victim services and drug and alcohol counseling. The building was designed with safety in mind, ensuring the security of court staff absences citizens.
The addition nearly doubles the size of the main Tribal campus and serves as the permanent venue for Tribal Council meetings and business. It includes much needed office spaces, meeting and training rooms and a sub-station open 24 hours hours, seven days a week for local Tribal and non-Tribal law enforcement agencies.
