MESSAGE FROM THE GENERAL CHAIR I am extremely glad to be the general chair of WCCA – World Congress on Communication and Arts that is in its X edition and that once again is organized by COPEC – Science and Education Research Council. Our host for this edition is UNEB – State University of Bahia in the beautiful city of Salvador Bahia, the first capital of Brazil with beautiful nature and historical sites, with the largest number of Catholic Churches in the country, and home one of the most important universities of the Bahia State fostering the work of artists and scholars. Communication is may be the oldest of the liberal arts, an art for people engaged in selfgovernment, intellectual inquiry and speculation. The ancient Greeks called it the art of rhetoric, and they argued over its relationship to knowledge and to justice. Without rhetoric, we would lose the ability to establish commonality and achieve goals. Therefore, rhetoric— in all of its manifestations such as communication, understanding, or influence, will always be valuable for human beings. Over the years of history art has been part of daily lives and over the past few decades, art and tech have become more intertwined than ever before, whether it’s through providing new ways to mix different types of media, allowing more human interaction or simply making the process of creating easier. However one of the effects of new technologies are unpredictable: for example the predicted “paperless office” has failed to materialize, for example, and word-processing software has transformed the labor of writing in a way that was never anticipated by computer developers. In terms of art education it is important to point out that artists of all disciplines, as well as cultural professionals, should also be given the opportunity to improve their pedagogical capabilities and develop the skills needed both to cooperate with educators in schools and learning centres and, more directly, to communicate and interact. WCCA2017 is another important opportunity for artists and educators to hear the latest on artistic and communication productions and to see all the latest publications and art materials, as well as network with a broad group of academics, professionals and independents from all over the world. This edition theme “Communication and Arts on time of Technological Innovation” seeks to explore the complex relationships between the technology and the artistic process, the new ways of creation and its impact on cities or even nations. The conference main objective of it is to provide a forum with the real presence of people who have relevant research and their commitment to the world of art and communication and working to produce art and communication in this technological environmental. It is a pleasure to organize this conference, in Salvador, Bahia, a city full of history and beautiful nature, with well-preserved old town illustrating the history of the city. The WCCA2017 – X World Congress on Communication and Arts is organized by COPEC – Science and Education Research Council and promoted by WCCA – World Council on Communication and Arts in Technical Cooperation (in alphabetical order): AAMP (Fishing Museum Friends Society), ABENC (Brazilian Society of Civil Engineers), ABENGE (Brazilian Society for Engineering Education), AENUI (Asociación de Enseñantes Universitarios de la Informática), ASEE (American Society for Engineering Education), ASIBEI (Ibero-American © 2017 COPEC

MESSAGE FROM THE TECHNICAL PROGRAM CHAIR As the technical program chair of another edition of WCCA – World Congress of Communication and Arts I want to start this message expressing my gratitude to all the authors for their collaboration, the reviewers for their time and efforts, the coordinators and committees members of WCCA2017, whose endeavors resulted in a successful event and to the participants for their presence and insightful presentations. The work along the process of reviewing papers has been very grateful once it shows the different papers and the many innovative ones all referring to the technology and education in the fields of art and communication, in this present world. The theme of the congress “Communication and Arts on time of Technological Innovation” has brought very interesting papers dealing with the world of technology. The dynamic changes in art and communication brings the organization, processes and effects of traditional and new communications technologies such as print, television, film, electronic and digital media, and the complex relationships between audiences, producers and policy-makers. Under this environment it is crucial to critically analyze the present media and learn about the structure of communications industries and the relations between communication art, culture and power. My special thanks to all the coordinators from UNEB – State University of Bahia in special the UNEB local committee in the person of Prof. Valnice S. Paiva, Local Chair of WCCA2017 and their group the TIPEMSE Research Team for their efforts and the great job in the accomplishment of WCCA2017. We are sure that all will enjoy the scientific and pleasant experience of this edition of WCCA2017!

Salvador sits on a spit of land sticking southwest into the Atlantic Ocean. And although it sits well within the tropics at southern latitude of thirteen degrees, it receives a refreshing sea breeze, which seldom falters until the wee hours of the morning when things have generally cooled off anyway. The city sits on a huge bay, a Baía de Todos os Santos (the Bay of All Saints), and the topography is predominantly hill and valley. © 2017 COPEC

PLENARIES SESSION COMMUNICATION AND ARTS ON TIME OF TECHNOLOGICAL INNOVATION Claudio da Rocha Brito, Melany M. Ciampi, Victor A. Barros WCCA – World Congress on Communication and Arts is a congress that has been happening for 10 years and it is a congress that has been counting with many organizations participation besides authors and researchers from many parts of the world. It shows that it is an idea that encounters the expectations of scientific and research environment. This edition WCCA2017 is organized by COPEC – Science and Education Research Council and promoted by WCCA – World Council on Communication and Arts and the host is UNEB. These 3 organizations have been working together putting up a top scientific congress with quality and impact in academic and professional communities. WCCA2017 has the collaboration of many scientists in the several fields of expertize, and what makes it an extremely interesting event is the transdisciplinarity that exists in treating the communication and arts subject where this is discussed and examined in all their aspects. HOUSES OF KNOWLEDGE NETWORK - DIRECTIONS AND RESTRICTIONS Luis Amaral, Cláudia Amaro “Houses of Knowledge” (HoK) is a Portuguese network established, in 2012, between University of Minho and a group of Municipalities from the North Region of Portugal. Its main aim is to promote and strengthen synergies and cooperation among a Higher-Education Institution and local territories, and so create an active inter-municipal community committed to promote and co-create Knowledge and Innovation in the region where it is placed. After a first period the network is now planning to expand the concept and the number of its members, not only in the North of Portugal, but also to the Portuguese Region of Alentejo. This new multilevel network arises new organizational and management challenges, but it also widens the number of contributors and beneficiaries of the Houses of Knowledge Network. This article will focus on the process of enlargement, from a one level network to a multilevel network. TECHNICAL SESSION 1 FASHION BLOGS: COMPARATIVE ANALYSIS Margarida M. N. C. Ferreira, Rosa M. Nowadays it’s possible to notice an increasing dependence of the new communication technologies, particularly the ones that are related to the online universe. This evolution allowed fashion blogs to exponentially increase their audience, which then made their authors influent personalities in the business of fashion. The main focus of this study is a comparative evaluation of several fashion blogs, which were selected taking into consideration their relevance, visible through their blog fan base and in their social media ranking as well. Beyond the comparative analysis, it became necessary to make an opinion inquiry, both national and international, directly to the readers of the fashion blogs, to understand the reasons that causes the blog to have a faithful audience. The frequency and consistency with which they create new and innovative content also becomes important to keep the readers interested so that they visit the blog often. THE IMAGE OF THE UNIVERSITY:DEVELOPMENT OF A MEASURING INSTRUMENT Emilio Vilar Image is increasingly recognised as an important factor of overall evaluation, influencing choice and facilitating decision-making. Universities need to establish the shared image among its members in the empirical presupposition that an image transmitted by those attributed with higher credibility is more effective than one obtained by mass communication instruments such as advertising, whose high costs, in this sector, offer an uncertain return. This paper proposes a methodology to construct a measuring instrument for the “image of the university”. related activities, our imagination requires a tool to assist it, the design sketches. Extremely important in the initial phase of the projects, the sketches materialize the professional's thinking, highlighting the correctness and limitations of what had been imagined. The available technology, however, ends up by hiding the use of this important tool, which should not happen. The purpose of the present study was to demonstrate the great advantage of using the design sketches together with new technologies, such as software, in a single project. The methodology is a bibliographical review with authors that deal with the subject, and the documentary corpus was constructed from questionnaires applied to students of the courses of Architecture and Civil Engineering. ADORNS AND JEWELRY: MATERIALS, TOOLS AND TECHNIQUES MAKING THROUGH TIMES Maria Antonia Benutti The adorn is probably one of the oldest manual arts objects produced by man. Since the Paleolithic, we find adornments produced with the most varied materials; from the use of a shell, found with a hole produced by nature, carved teeth and bones, to objects of precious metals, gems, acrylic and wood, among others, today. For making these objects were used instruments and several tools from a wide range of chisels in Prehistory to the computers in the Contemporary Age. This paper presents a brief survey of materials, tools and techniques used by artisans for making adornments and jewelry pieces over the historical times. BETWEEN TV AND VIDEO ART: SATIRE AND EXPERIMENTALISM IN THE ART OF THE SECOND GENERATION OF THE BRAZILIAN VIDEO Regilene Ap. Sarzi Ribeiro The video arises between the cinema and the infographic image, between electronic and analog technology. Video art was born between the 1960s and 1970s, in the midst of alternative television experiences. This essay aims to discuss the interactions between the fields of technology, communication, audiovisual art and experimentalism in Brazil. Among the researchers are Arlindo Machado, Christine Mello, Roberto Moreira S. Cruz and Yvana Fechine who report the use of video as part of the actions that expanded space-time issues in the visual arts and favored the introduction of critical looks in commercial television. Parents known as the "generation of the independents," the second generation of the Brazilian video is highlighted by two groups: the TVDO and the Electronic Look, whose satirical experiences and productions were introduced into television daily through the appropriation of how they used the camera and made, for example, their interviews for public entertainment. “VEJO NA ESCOLA” PROJECT IS A PROJECT DEVELOPED BY STUDENTS OF UNESP DE BAURU AIMING AT THE APPLICATION OF EDUCATIONAL VIDEOS IN ELEMENTARY EDUCATION, USING COMMUNICATION AND ART TO TEACH ENVIRONMENTAL PRESERVATION Maria do Carmo Jampaulo Plácido Palhaci, Talitha Plácido Palhaci The technologies used as means of communication were fundamental for the realization of the ‘See you in School ‘ project by students of several courses at UNESP, in Bauru. The present work objected to apply the aided technologies, C++ programing language, and printed circuit boards development in purpose to build a Lightemitting diode (LED), using open source design. This project is known as cube led, build with a matrix base with 512 LED (8x8x8) controlled by a shift register and storage register and a standalone Arduino board. On this way, each LED assumes the role of a pixel in space, making a three-dimensional agglomerate that can be programmed to light in and off in time intervals, creating the illusion of holograms with movements and shapes. This technique and control process amplify the creativity capacity and productivity of professionals and students from different areas of knowledge, such as arts, design and engineering, contributing to teaching and learning. TECHNICAL SESSION 2 THE WATERCOLORS OF NORBERTO STORI AS A RECORD OF THE ENVIRONMENTAL DEGRADATION OF CUBATÃO Romero de Albuquerque Maranhão, Norberto Stori The intense industrialization of the city of Cubatão (SP) devastated a portion of the Atlantic Forest and transformed the local landscape into a valley, commonly known as the "Death Valley" in the 1980s. Crying for recovery gained notoriety in the watercolors of the "Cubatão Series" of the artist Norberto Stori. The landscapes portrayed by Norberto are constructed with strong tones and broad spots, scattered with wide and tortuous gestures, exteriorizing their feeling of pain and distress when witnessing the destruction of nature. In this context, as a record of the environmental degradation of Cubatão, the artist's works refer to his memories and reveal that he was not concerned with the representation of © 2017 COPEC

the stimulus landscape, but rather with the aggressive, polluted and unhealthy landscape. BODY, ART AND ENVIRONMENT IN THE PERFORMANCES OF PAULA TURA Norberto Stori, Romero de Albuquerque Maranhão The environment, in this case, is the space that is built from the limits of the body and unlocks the possibilities of being. In this context, this work aims to present the visual performances of the visual artist Paula Tura, from the series Corporeal Poetics, developed in natural environments, more precisely, on the coast of the State of São Paulo. It is concluded that, in the view of the artist, the sensible body is exemplary in the construction of knowledge and in the production of subjectivities, for the body translates the environment and recreates it in its action. THE MURAL "ETNIAS" BY EDUARDO KOBRA IN THE CITY OF RIO DE JANEIRO Norberto Stori, Romero de Albuquerque Maranhão The redevelopment of the port area of Rio de Janeiro and the Olympic Games inspired the artist Eduardo Kobra to paint the Mural "Etnias". The work is composed of five indigenous faces, representing the five continents and, by extension, the Olympic rings. The aim of this text is to present the mural produced by the graffiti artist and his connections on the union of the peoples, as well as the diversity existing in the globe. On the mural the artist represents Indians of the Mursi ethnic group from Ethiopia, followed by one from the Karen tribe of Thailand, another from the Tapajós in Brazil, one from the Chukchi of Siberia and the last from the Hulis ethnic group of New Guinea. It is concluded that the work extols the importance of putting aside religious disputes and political differences; avoid conflicts; and the importance of unity among peoples. THE SEVERAL STARRY NIGHTS: A REFLECTION ON RE-READING AND CULTURAL APPROPRIATION Priscila Lenci Boccia, Norberto Stori This article discourses about the cultural appropriation process that involves artistic creation among a permanent context of cultures` hybridization that takes place in globalized world panoramas. It discusses the aspects that involve the inspiration of one artist for another, leading to the elaboration of re-readings, from an analysis of the works "Starry Night" by Vincent van Gogh, JeanFrançois Millet, and Nathan Sawaya - a contemporary artist who uses pieces of LEGO® in his creations. message and technical execution, and the relevance of the unique point of view prosecuted by the artist and resumes the discussion about the peculiarities of contemporary art. FROM INDEFINITION TO INDUSTRIALIZATION: THE SEARCH FOR AN IDENTITY Fernando Santos da Silva, Norberto Stori This article discusses the media`s key role in the continuity of a vision about the culture that is mixed with art. Over time, amidst various social and cultural transformations, there is a constant misconception between art and culture, enhanced by mass communication. The lack of understanding about the boundaries between the two areas can be due to a difficulty in conceptualizing them, which are erroneously understood in ambiguous and related ways, in discussions that are based on classical reflections, but without consensus. In this context of non-definition, especially on considering what are effectively art and culture, efforts to maintain economic control use communication strategies that aim at the re-signification of what art and culture really are, not only to establish this differentiation but also influence the individual's role socially. CONFIDENTIAL MEDIA ART: ARTISTIC-SCIENTIFIC PROCESSES AND PROCEDURES IN THE ATELIER-LABORATORY IN THE AGE OF TECHNOLOGICAL INNOVATION Célio Martins da Matta, André Martins da Matta, Fernando Berlezzi, Pelopidas Cypriano de Oliveira Pel The article reports part of the doctoral thesis entitled: Art Influential Media: Workshop-Laboratory in Interfaces Art, Science and Technology. The Thesis complements the work of art in the shape of a cube of 21 cm. This major hub withdraw Ten cubes gradually lower to the extent of 11 cm, minutely designed in their sockets. The textual elements are divided into chapters on the six faces of the ten cubes, allowing plurivocal reading likened to a hyperlink and can be read in any order in the ten planks generated by "deconstruction planned" cubes. A catalog contains the elements pre and post-textual, highlighting in Appendix form the artistic and scientific prototypes (exhibitions and works of art). The artistic and scientific writing used reflects the experience of artists researchers authors in laboratories, workshops and also in designing and delivering, seeking understanding and applications of created dichotomies (design-materialization and intuitive-rational) and its derivatives thereof. We propose to discuss the trajectory, the place and the value of the audiovisual scriptwriting in Brazil and show how the market paradigm changes with new technical / technological production devices, content platforms and media platforms and how they generated new public investment policies, the exponential growth of new authors and a frantic search for qualification in the area. This paper has its sources on the unprecedented project research “Screenwriters Stories/Histories” and on data from seminars of the same name, the only professional-academic event that has taken place in the last seven years in Brazil. These are qualitative data. Although this paradigm shift is a strong impetus for the emergence of more writers, the screenwriters are still subjects of little relevance to academic reflection. We believe that whe can make academic events another space of expansion of these discussions and reflections. MEDIA ART IN YOUTUBE Sílvio Fernando Janson, Thiago Barbosa Alves de Souza, Pelopidas Cypriano de Oliveira Pel This is a reflection about Papo no Pau, a street talk show that exhibit video clips, interviews and sketches. This paper has its scientific fundaments in Pel (1992), video prototypes, and Zamboni (2001), artist researcher. We aim to understand entertainment audio visual language from the most accessed YouTube videos. Conclusion is that our show must go on in order to comprehend artistic scene and entrepreneurship that exists today. ARTISTIC-PROCEDURAL PERPASSES. A STUDY ON THE PHOTOGRAPHS OF EUSTÁQUIO NEVES, VIK MUNIZ AND LAURENCE GARTEL José Marcos Cavalcanti de Carvalho, Marcos Rizolli The paper develops some relationships around photography as a precursor of a technological visuality that provoked changes in relation to the languages of drawing and painting. It is an article that consolidates a doctoral research determined to reflect on the concept of artistic-procedural perpasses - thought from the photograph. Social status of photography changed in the course of its development, making it a creative platform of the most employed in contemporary times. The article develops some relationships around photography as a precursor of a technological visuality that provoked changes in relation to the languages of drawing and painting. Finally, we intend to deal with these relations in the production of three artists: Brazilians Eustáquio Neves and Vik Muniz; Looking for in their productions routes that guided our inquiries about the contemporary of photography.

Despite of advances happened in our society, especially those coming from information and communication technologies, we can see that school institutions still face the challenges of advancing inclusive education. From this perspective, we need to understand the relationship between education and social inclusion, and its theoretical-methodological assumptions of educating and educating educators. We use as a theoretical contribution: Brazil (2015), Crochick (2012), Mantoan (1998), Stainback (1999), Skilar (2014), among others. In the methodology we use bibliographical research, which discussions point to make inclusion in conflict mediation, guarantee the rights of people with disabilities, accessibility and respect for diversity. We conclude by pointing out the need to invest in teacher training in order to interconnect school knowledge with the challenges of the technological age, since inclusion implies breaking down barriers, including communication in different contexts. It aims to form professionals and community people interested in the care of individuals with disabilities, developmental disorder and high skills, reiterating the purpose of the UNEB, that is to develop teaching, research and extension. PROGEI has as assumptions the axes of Comprehensive Inclusion (CORREIA, 2013) that are organized with the studies of Duarte (1996), Vigotski (1984,1993,1999), Lucáks (1981) and Marcus (1974). The researches are directly related to the extension activities accomplished by the group, namely LIBRAS Course, Braille, Teacher Training Course in the area of visual deficiency, Forum about disability in indigenous communities, among others. What is expected is to develop more and more training so that the inclusion actually happens. CHILDREN WITH HIGH ABILITIES/GIFTEDNESS: A DISCUSSION ON THE ART STATE OF THIS THEME Daniela Fernanda da Hora Correia, Patricia Carla da Hora Correia, Paula Fabiana da Hora Correia Children with high abilities/giftedness are increasingly being recognized in our society. The search for demystifying misguided notions about this clientele grows considering the development of public policies and mainly of searches that come true with the theme. This article introduces theorists as Guenther (2000, 2006, 2011, 2012), Pérez (2000.2003, 2008, 2009), Renzulli (.1988 1985.1986, 2004) and researchs conducted in the period from 2000 to 2015 in some scientific databases in Brazil.
