Message from the General Chair On behalf of the organizing committee I would like to welcome the authors and participants of the WCSEIT2017 – IV World Congress on Systems Engineering and Information Technology that takes place in the Center for Computer Graphics (CCG), in University of Minho, our hosts institutions, in the city of Guimarães, the cradle of Portugal on the period of November 26 to 29, 2017. COPEC - Science and Education Research Council is internationally recognized for its accomplishments as an organization that works for the advancement of science, education and engineering research and that provides an environment in which professionals’ capabilities can be fully developed. The rapid advances in sciences require a substantial number of researchers, doctoral and postdoctoral fellows to be trained and a massive investment in research. WCSEIT is a forum to discuss the latest developments as well as to promote research and development in the core areas of Systems Engineering and Information Technology. WCSEIT2017 theme is “Efficient Engineering of Complex Systems and Information Technology: a Symbiotic Relationship” a theme that has brought up many quality papers. Message from the Technical Program Chair As the Program Chair, I want to express how we are glad that you have accepted our invitation to join WCSEIT2017 – IV World Congress on Systems Engineering and Information Technology. It is certainly another successful event that is the accomplishment of those who have dedicated time and efforts to make it happen. In special these people’s hard work starting with the Prof. Dr. Luis A. Amaral, President of Centre for Computer Graphics (CCG) and Prof. Dr. Rosa M. Vasconcelos, President of Pedagogical Council of University of Minho as well as Prof. Dr. Claudio R. Brito, President of IEEE Education Society. We could never forget to point out the host Institution Centre for Computer Graphics (CCG) and University of Minho, principally the local committee members who made a great job. Together we all have organized an exciting conference with a wide representation of specializations and interests. The program includes a variety of panels and roundtables designed to present cutting-edge research and theory. This successful conference program was possible thanks to the hard work of all staff members, reviewers and the local committee. We are sure that the conference will contribute to enlighten and provide a unique experience to all who take part in the event. WCSEIT2017 as a conference in the field of Systems Engineering and Information Technology that will add to the scientific community for its quality and for providing an opportunity to advance communication between academics, researchers and industry. Message from the Local Chairs

It is our great pleasure to welcome you to the WCSEIT2017 – IV World Congress on Systems Engineering ant Information Technology, to be held in Guimarães, Portugal, organized by COPEC – Science and Education Research Council and hosted by University of Minho and CCG – Centre for Computer Graphics. Guimarães is located in one of the most beautiful landscapes of the North of Portugal. In 2001, the Historic Centre of Guimarães was declared a World Heritage Site by UNESCO. The city is recognized by its beauty and historical monuments. As the first capital of Portugal, Guimarães is known as the place where the country was born - "The Cradle City" or "Birthplace City". The University of Minho (UMinho), founded in 1973, began its academic activity in 1975/76. UMinho is renowned for the quality of its research and teaching, the quality of its students, the public recognition given to its Alumni, and for its intervention and strong links with the local community and the surrounding region. UMinho has a student population of 19.500, out of which 7.000 are postgraduate students. The University has 1.300 teaching staff, all with a PhD, and 800 administrative and technical staff. UMinho has two major campi located 20 km apart: one in Braga and the other in Guimarães. Based on the campus of Azurém, in Guimarães, CCG – Centre for Computer Graphics is a private owned and non-profit association that positions itself as an "interface" between the source of knowledge (University of Minho) and market through applied research and technological development in fields related to computer graphics, information technology, communication and electronics and its applications. This is the environment that we provide to the WCSEIT2017 and we are making our best to welcome everyone. SESSION AND PRESENTATION CODES Codes are used to determine when and where a paper is presented.

Technical Session Coding A three - character designator is associated with each technical session, as in LDT Where: L – is a letter that designates the language of the session: E – designates English sessions and papers; P – designates Portuguese sessions and papers; D – is a letter that designates the day of the session: M – designates Monday sessions and papers; T – designates Tuesday sessions and papers; T – is a number that designates the time slot for the session: 1 is early morning (9:00 am - 10:30 am); 2 is late morning (11:00 am - 12:30 pm); 3 is early afternoon (2:30 pm - 4:00 pm); 4 is late afternoon (4:30 pm - 6:00 pm); Note. Five minutes will be allowed for introductions and instructions at the beginning of each session. Each paper will be given 10 minutes for the total presentation, with two minutes for questions. Sunday – November, 26 2:00 pm – 2:30 pm REGISTRATION 2:30 pm – 6:00 pm CULTURAL SESSION The exceptionally well-preserved Historic Centre of Guimarães, located in the northern Portugal district of Braga, is often referred to as the cradle of the Portuguese nationality. The history of Guimarães is closely associated with the creation of the national identity and language of Portugal. The city was the feudal territory of the Portuguese Dukes who declared the independence of Portugal in the mid-12th century. Founded in the 4th century, Guimarães became the first capital of Portugal in the 12th century. Its historic centre is an authentic example of the evolution of a medieval settlement into a modern town, its rich building typology exemplifying the specific development of Portuguese architecture from the 15th to the 19th centuries through the consistent use of traditional building materials and techniques. This variety of different building types documents the responses to the evolving needs of the community. A particular type of construction developed here in the Middle Ages was used widely in the then Portuguese colonies. It featured a ground floor in granite with a halftimbered structure above, a technology that was transmitted to Portuguese colonies in Africa and the New World, becoming their characteristic feature.

The Historic Centre of Guimarães is distinguished in particular for the integrity of its historically authentic building stock. Examples from the period from 950 to 1498 include the two anchors around which Guimarães initially developed, the castle in the north and the monastic complex in the south. The period from 1498 to 1693 is characterized by noble houses and the development of civic facilities, city squares, etc. While there have been some changes during the modern era, the historic centre of Guimarães has maintained its medieval urban layout. The continuity in traditional technology and the maintenance and gradual change have contributed to an exceptionally harmonious townscape. Guimarães City reflects the evolution of some private buildings from medieval times to the present, with a particular focus between the fifteenth and nineteenth centuries. It is a city with a glorious past history, whose history is linked to the foundation of the Portuguese national identity and the Portuguese language in the century XII. In 1143, after a 15-year rebellion by Dom Afonso Henriques (Afonso I), who defeated his mother Countess Teresa of Portugal, regent of the County (Condado) of Portugal and loyal to the Kingdom of Leon, at the battle of Sao Mamede (Batalha de Sao Mamede) near the town of Guimaraes, in June of 1128. However, the true test of an independent nation did not happened until 1385. Joao Mestre de Avis (John of Avis), with the help of legendary supreme constable Nuno Alvares Pereira, defeated the Castilians at the epic Aljubarrota battle, where the Castilians outnumbered the Portuguese 6:1. John I (Dom Joao I) was crowned King of Portugal. Indeed, history is everywhere. Visitors can spend the night in regal 900-year-old pousadas or tour a restored 10thcentury castle. The Paço dos Duques de Bragança is an eye-catchingly austere palace and locals will point out that much of its imperial-Gothic grandeur is a product of a comprehensive 20th-century renovation during the regime of the dictator António de Oliveira Salazar. The city surely boasts museums that house extensive collections of historical pieces and artifacts. One of these is the Alberto Sampaio Museum, which mainly exhibits religious art. Its most important possessions are the tunic worn by Joao I in the 1385 Battle of Aljubarrota and a silver altarpiece that is said to have been taken from the defeated Spanish king. found from the Celtic settlement of Citania de Briteiros. Furthermore, the Citania de Briteiros is an archaelogical site that is open for visitors to marvel at. It is founded on 150 stone huts, two of which were restored to their original appearance.

From the castle, the beautiful cobbled Rua de Santa Maria has remained essentially unchanged for centuries, and leads down into the heart of the old town, where there are superbly restored historic buildings. One of those buildings is the former 16th-century Baroque convent of Santa Maria, now serving as the City Hall. At the end of the street are two delightful squares with outdoor cafes and balconied houses, Praça de Santiago and Largo da Oliveira. At Largo da Oliveira are the old Town Hall and the Church of Nossa Senhora da Oliveira, with a Gothic shrine erected in 1340 standing before it. The sprawling Vila Flor, though, has been at the helm of the city’s awakening, hosting everything from revamped open-air Shakespeare productions to large-scale gigs by foreign indie acts. Outside the historic center, young creative talent is attempting a similar feat, transforming the city’s semiderelict industrial zones into hives of artistic enterprise. Guimarães has long been the country’s largest textile-manufacturing hub, but since the early ’90s, cheap overseas labor has lured businesses away from the area, and many factories stand vacant. One of these buildings is now home to the Center for Arts and Architecture. Opening to the public the center is the brainchild of the architects Ricardo Areias, a Guimarães native, and his wife, Maria Luis Neiva. In 2008, the pair returned from New York, where Mr. Areias studied and later taught at Columbia University, with the goal of opening an arts cooperative similar to places they’d seen develop in Brooklyn. The former mill now has production studios, an architecture library, a screening room, exhibition and rehearsal spaces and a black box theater. Sophisticated Portuguese fare can also be found in the city center, including at Histórico, which reopened in a smartly renovated 17th-century palace. In the restaurant’s picturesque courtyard, well-maintained middle-aged professionals drink rich Douro wines, listen to live fado music, and dine on bacalhau, or codfish, which is grilled or baked into creamy potato casserole. Another highlight is the alheira, a crusty sausage made from partridge, chicken and bread that was reputedly invented by Jews during the Inquisition in an attempt to pass themselves off as good, pork-loving Catholics. FUSION OF TRADITIONAL ENGINEERING PHYSICS WITH MODERN DEMANDS OF EXTRA-MURAL INDUSTRIAL EVENING EDUCATION Vladimir G. Zakharov, Irina A. Avenarius Lukhovitsy is a remote but very important industrial centre situated in 150 km southeast of Moscow. The industrial aviation is one of dominating branches of modern industry there. That is why the idea to bring the education closer to the students immediately involved in the industrial process became the principal goal of the educational project. The Extra-Mural Industrial Evening Education (EMIEE) is demanded by a large contingent of industrial workers dealing with modern technology and information techniques. The course of lectures and practicals (seminars) with laboratory works is intended for three semesters ending with exams and presented in this article. Here is presented an overview of the efforts involved in the development process of a new course in engineering design. This course would be a compliment to an existing senior design capstone project course currently offered, in addition to a project management course. The three-course package would be a robust sequence of courses for enhancing the skill sets required in designing new engineering products and improving the current ones. The economical and timesaving advantages are briefly addressed, and the prerequisites are presented and discussed. Furthermore, some computational tools and resources are identified to the extent provided here. It is recognized that the design software should be effectively integrated into the existing design tools to provide compatibility and efficiency in the form of ease of use. The overview concentrates particularly on physical modeling of the design for multi-disciplinary engineering systems with a focus on multi-body dynamics simulations. SOME THOUGHTS ON COMPLEXITY MANAGEMENT THROUGH SYSTEMS THINKING M. Kudret Yurtseven, Walter Buchanan The objective in this paper is to elaborate the use of Systems Thinking in complex systems management. The theme is that systems analysts or systems engineers have a better chance of handling complexity no matter what domain they are working in. This is especially true if they are involved in complexities of socio-economic systems. In particular, the role of General Systems theory (GST) and its main trends in complexity management will be emphasized in the paper. The trends that are well known in GST are Systems Approach, System Analysis, Operations Research (OR), Systems Engineering (including Cognitive Systems Engineering), System Dynamics, System Design, Teleology, Science of Complexity, Cybernetics and Bionics. Some general remarks will be made on how complexity and complexity management are viewed in Systems Thinking and in GST. The conclusion section discusses the limitations of the study and presents some suggestions for further research work. A FRAMEWORK TO ANALYZE MASSIVE DATA FROM APPLICATIONS AND SERVICES OF A METEOROLOGICAL DATA CENTER Eugênio Sper de Almeida, Ivo Koga The Center for Weather Forecasting and Climate Studies (CPTEC) produces and disseminates results from Numerical Weather Prediction (NWP) models simulations to Brazil and South America. In order to accomplish this task, its data center hosts a supercomputer and many other computational resources that receives data from many heterogeneous sources. To find and solve problems, it is important to monitor several computational resources of the data center twenty-four hours a day, seven days a week. This paper presents a framework to collect and analyze massive data from a meteorological data center. The results show the analysis of NetFlow and File Transfer Protocol (FTP) server log data, which helped the CPTEC monitoring team advance their knowledge of infrastructure usage and problems solution.

BUSINESS ALIGNMENT AND IT GOVERNANCE USING AGENT-BASED MODELING José Tomaz Business alignment and IT governance has became a key factor for enterprise success to face competitors, increasing business process changes, development of new products, outsourcing, cloud migration or mergers and acquisitions. In fact, empirical research has shown a strong link between effective IT governance and organizational performance: organizations may increase their return on IT investments by as much as 40% with the help of well-organized IT governance (Weill,2004). This paper describes an agent-based model simulation for IT governance analysis and evaluation. The model provides a characterization of a business organization (e.g. process maturity level, qualified agents, socio-technical context), IT resources and governance practices that can be used to study relationships related to governance practices, organizational goals, business risks and resource management. The agent based model simulation is implemented using Netlogo to evaluate agents performance according to each case-study and, to detect emergent behavior in response to risk events and constraints in an organization.

TECHNICAL SESSION PT1 EXPERT SYSTEM WITH OPTIMIZED DIAGNOSIS OF POWER TRANSFORMERS André Pereira Marques, Cláudio Henrique Bezerra Azevedo, José Augusto Lopes dos Santos, Leonardo da Cunha Brito, Cacilda de Jesus Ribeiro, Nicolas Kemerich de Moura, Yuri Andrade Dias, Adson S. Rocha This paper aims to present the development of the Expert System for Diagnosis of Power Transformers immersed in insulating mineral oil, which is justified as an efficient tool to help preventive maintenance teams. As an innovation of this system, we highlight the optimized diagnosis through the integration of predictive techniques, applying a new method of classifying the state of these devices, called Normally Double-Weighted Sum. In the methodology, it describes the predictive techniques integrated in this system, its functionalities and its differential in the use of the developed classification method (concepts from "A" to "E"), with their recommended actions to aid in decision making. The statistical analyzes obtained from the local electricity company's database, technical standards and experience of engineering analysts were also considered. The validation of this system was carried out through several real case studies, field tests and in laboratory, proving their applicability, with high accuracy percentages. ON IDENTIFYING PARAMETERS OF AN EPIDEMIC MODEL BY USING GENETIC ALGORITHM Deivison M. Gandini, Luiz H. A. Monteiro In this work, a genetic algorithm is used to identify the parameters of an epidemic model based on probabilistic cellular automaton (PCA). In this model, each cell of the PCA lattice corresponds to an individual of the host population. Each individual can be, at each time step, in one of three states: susceptible, infected, or recovered. The transitions among these states are driven by probabilistic rules. It is shown that different sets of parameter values (related to these probabilistic rules) can lead to similar long term-behaviors of the PCA model. It is discussed how this result affects the development of strategies to control the spread of contagious diseases.

The focus is language learning assisted by technologies: electronic learning is discussed and the CAMILLE group is presented. In the past, the group worked on the development of different tools and offered language courses. The electronic learning platform InGenio, which was developed by the CAMILLE group at the Polytechnic University of Valencia, will be highlighted in this paper. This platform was developed with the support of several European research projects in the area of computer assisted language learning. This work contributes to the understanding of several aspects, including the management and the evaluation of student learning. Other aspects to be considered are the development and the analysis of solutions for mobile devices. ANALYSIS OF COLLABORATIVE PROJECTS IN RESEARCH, DEVELOPMENT AND INNOVATION Joni A. The aspects considered include: (1) "office structuring", indicating that efforts have been made to improve management through the structuring of management offices; (2) "standardized processes", indicating that explicit and consolidated processes have been observed, and may even be disseminated through training; (3) "standardized documents", indicating that already consolidated document models have been observed to monitor the use of process-related tools and techniques, thereby facilitating the collection of data that can be stored and analyzed partially or totally in information systems; (4) "information systems", indicating that computer programs were in use to support the projects, in particular for the analysis of data collected throughout the projects; and (5) "increase in maturity", indicating that there were perceived initiatives to continuously improve management processes.

EVOLUTION OF DISEASES IN THE PUBLIC HEALTH SYSTEM OF BRAZIL IN 15 YEARS OF SUS Carlos Acácio de Lima Issues of Innovation and Reliability are related to the Unified Health System (SUS) when a qualitative evaluation is made in the data of the Authorization of Hospital Hospitalization (IAH) in a period of 15 years. This article shows the results of all care given in the Brazilian health system, showing the changes, advances and setbacks of some diseases. The data evaluated are official (Reliability), made available for public consultation in a quantitative way, but not systematized to bring practical results for the evolution of the paths to be followed in the application of financial resources and the direction of preventive actions. Gomes, Anna Paula Maldonado Pereira Mobile Robotics is an area of knowledge in development, from the point of view of equipment or construction techniques. Taking into account the technology of the materials and the constructive techniques, especially in façades of old mortars in which there are serious limitations, combined with malpractice, deterioration, weathering, and accidents, they take some constructions, considering the purposes that they proposed, to present performance Unsatisfactory. The importance of façades goes beyond the fence and contact with the environment, it acts as a form of communication between the building, owner and community. To determine the pathologies it is necessary to perform the inspection and characterization of the degradation in mortars. This work aims to show that it is possible to use mobile robotics in the context of damage assessment in mortars, to analyze, to discriminate and to search the solutions in terms of photographs and to select those that allow their use for the determination of damages.

This system works only if trustable emitters exist and a vast belief that others will accept these obligations. Banks and governments usually perform both roles. With B2B, financial transactions between companies are digital. However, it is necessary a formal institution to validate and register the exchange values. In B2B, the communication was predominantly between commercial departments. Conversely, industry 4.0. includes direct link between machines (M2M). Virtual currencies introduce a concept which traditional agents are replaced by public digital ledger, called blockchain. The aim of this article is to evaluate the impacts of this technology in financial transactions. A systematic review did not identify blockchain in M2M. Since this context is not a practical reality, it is based on a literature analysis of the pertinent concepts. PROPOSAL FOR A PROTOCOL FOR THE EVALUATION OF POSTURAL CONTROL THROUGH CINEMETRY: AN ANALYSIS OF TEST "T" CONSTRUCTION AND VALIDATION OF THE TOPUS SCALE Lívia Cristina Mietherhofer de O. Lammoglia, Luiz Heleno Moreira Duque T Postural control is responsible for resisting gravity and maintaining the body's balance in motion. Cinemetry is a quantitative and qualitative method commonly used to measure and evaluate motor valences from the acquisition of motion images. The present study aimed to evaluate the angles of the T test, also known as the "inverted hamstring" exercise, and to define evaluative parameters that help in the elaboration of the therapeutic physiological diagnosis, besides the development of a classification scale of the motor test execution standard. Twenty female asymptomatic subjects, aged between 18 and 30 years, participated in this study. After the data collection, the angles were analyzed from the viewpoint of postural control. A flowchart was used as an analysis guide to evaluate each angle, the proposed classification scale for motor pattern and mobility; stability of the joints was validated experimentally then proposed whether a program of corrective

There is a growing need and interest of society in identifying and combating pollutant emission sources and its environmental impacts. In this sense, this work presents an alternative to the analysis and evaluation of pollutant emission, based on GIS - Geographic Information Systems. Fabiana Giusti Serra The world auto industry always develops new techniques to increase production efficiency, quality and currently, ecological efficiency, precisely because of the high volume of production of vehicles makes possible financial gains with the use of these techniques. On the other hand, the academy produces studies of the techniques used in the world of auto industry from their knowledge. Thus, this study aims, based on a study to identify an association between the number of publications on these techniques in the major vehicle producing countries. This association was made through a bibliometric study of the research of the key words. The results show that there is a relationship between the three vehicle producing countries with the number of articles published on the keywords. And it concluded by associating the importance of the contribution of the academy in the study of the practices used in the major vehicle producing countries.

The prototype in question was developed using Arduino Nano, in which, in its programming was employed the PID algorithm, responsible for achieving better performance and greater accuracy in the execution of the curves and the speed of the robot. The controls that relate to PID were regulated through errors, in which the follower suffered oscillations when used on/off technique. Finally, the PID is more agile, in relation to other commands tested, solving the errors encountered during the prototype construction process, providing the desired results.

ROBOTIC MOVEMENTS COMBINED WITH MATHEMATICAL CALCULATIONS Polyane Alves Santos, Ítalo Santos Bonfim, Gabriela Gama da Silva This article aims to present the various applications of differential and integral calculus in a line follower robot to improve its movements. The robot was largely built by scrap metal, sensors, motors and an arduino platform. Its programming started with an on / off controller associated to the bases of calculations of the sensors and motors which was noticed sudden and imprecise movements, implying in the necessity of the use of another controller the PID (Proportional Integral Derivative) that is able to correct The errors causing oscillations in the system. With this controller it was noticed an improvement in its movements making them more precise and smooth. With these results it was possible to conclude how important the use of mathematics in robotics is, since only through it can we perfect the movements and trona-lós more precise. POTENTIAL OF THE ORIGINPRO 8 SRO V8.0724 (B724) COMPUTATIONAL TOOL IN THE GENERATION OF NONLINEAR FUNCTIONS DESCRIBING EXOTHERMIC AND ENDOTHERMIC CURVES IN A NI50TI30HF20.AT% METALLIC ALLOY WITH EMF Roniere Leite Soares, Walman Benício de Castro, José Lion Oliveira Julião, Kleanny Gama Sales de Souza This paper demonstrates 4 nonlinear regressions that it was determinate (with R2 > 0.99) in the OriginPro 8 SRO v8.0724 (B724) software from the DSC experimental result obtained from a Ni50Ti30Hf20 .at% metallic alloy with Shape Memory Effect (SME). The functions Pseudo-Voigt1 and Pseudo-Voigt2 are described in the martensite period (exothermic curve (cooling)) and in the austenite period (endothermic curve (heating)) with: parameters and respective errors (±), analysis of variance (ANOVA), Covariances, Correlations, dispersion diagrams and histograms of residues. The data analysis was done by means of graphs and tables and the statistical results were briefly discussed.

IMPACT OF THE INTERNET OF THINGS ON INDUSTRY 4.0: A SYSTEMATIC REVIEW OF LITERATURE Benedito Cristiano Aparecido Petroni, Irapuan Glória Júnior, Rodrigo Franco Gonçalves The Internet of Things (IoT) has become a recurring subject in virtually every discussion involving innovation and technology. IoT allows the existence of a wide variety of connected devices and exchanging information that, when applied to industrial production, can revolutionize production and logistics processes, composing a new production paradigm that some call Industry 4.0 (Ind4.0). This type of industry still requires the adoption of business models to be understood and transformed into industrial practice in conjunction with existing and future CyberPhysical Systems (CPS). In this context, this article aims to present a systematic review of the articles related to the analysis of impacts, forms of risks and benefits of IoT in Ind4.0 and CPS, in contexts involving society, economy, work and business.

COMPUTATIONAL THINKING, EDUCATIONAL ROBOTICS, AND SIGNIFICANT LEARNING: THE COMPETENCY OF THE INVISIBLE SUBJECT Elcio Schuhmacher, Vera Rejane Niedersberg Schuhmacher The article reports the development of a methodological proposal based on the assumptions of meaningful learning. The proposal shows a strategy for the teaching of Computational Thinking with high school students in a contextualized way, incorporating educational robotics within a flexible scenario, as well as the discussion of technological and scientific concepts in an attractive and playful way. The progress of the computational project required the students to organize thinking, problem solving, research and the development of analytical skills necessary for the construction of a sensor-controlled object. The results show students' interest in discussing scientific concepts, and Computational Thinking was used to motivate science teaching. Collaborative and interaction skills among students were developed, as well as the assimilation of curricular concepts from the use of robotics in pedagogical practice.

APLICATION OF AIDED TECHNOLOGY ON THE DEVELOPMENT OF AN EXTRUDER MACHINE TO PRODUCE 3D PRINTER RECYCLED FILAMENT Gabriel Seolin Jurisato, Luiz Antonio Vasques Hellmeister, Augusto Seolin Jurisato, Rodolfo Nucci Porsani The ascending popularization of the 3D printers uses in rapid prototyping processes reveals that the main cost of the raw material is very high. To face this aspect, this work aimed to apply the aided technology in the design, modeling and construction of an extruder for the filament production from recycled materials such as polyethylene terephthalate (PET), polylactic acid (PLA) and acrylonitrile butadiene styrene (ABS). By using simple and accessible equipment, a device controlled by ARDUINO was built, which transforms the raw material into filaments, following the molds and standards available in the market. In order to ascertain the quality of the recycled filament compared to the industrialized filaments, tensile tests are carried out on specimens printed on a printer, and it was concluded that recycling of materials for the production of inexpensive filaments is fully feasible.
