MESSAGE FROM THE GENERAL MANAGER
We are excited to announce that the District has contracted with Evergreen Solutions for the District’s upcoming classification and compensation study.
Evergreen Solutions was founded in 2004 and is headquartered in Tallahassee, Florida. Evergreen brings a wealth of experience, having completed over 1,000 classification and compensation studies nationwide. Their vast experience means they are wellversed with industry best practices and current market trends.
Mark Holcombe is the designated Project Manager assigned to this project and will be onsite at the District to facilitate employee orientation meetings. These introduction meetings are scheduled for Wednesday, October 18, 2023, please mark your calendar.
Classification Review Requests
To kick off the first phase of this study, we ask that any employee who believes their current duties may no longer be within the scope of the duties outlined in their job description submit a request for a classification review through their management chain. Your request must be submitted to your supervisor no later than Friday, October 13, 2023, at 4:30 p.m. Any requests received must be submitted to the SLT and SMT members of your division and/or department prior to being forwarded to Human Resources. This will allow each department to consolidate, review, and ensure accuracy for any requests that come through.
Linked here is an Introduction Letter from Evergreen Solutions that provides more insight into the anticipated project timelines, the various stages of the study, and an overview of what to expect at each stage. We urge everyone to thoroughly read the attached letter to understand the upcoming process better.
HR will keep employees updated as the project progresses and will be seeking input and feedback at various stages.
If you have any questions, please do not hesitate to reach out to HR Director Sheena Newman or HR Manager Amanda Verstl.

SEPTEMBER 11, 2023
It has been 22 years since our country was attacked on September 11, 2001. Four airplanes struck the north and south towers of the World Trade Center in New York City, the Pentagon in Arlington, VA., and a field in Shanksville, PA, respectively. The airplanes (two American Airlines and two United Airlines) departed from Boston (2), Washington, D.C. (1), and Newark, NJ (1), never to reach their destinations. Many lost their lives that day, with heroes emerging from many places, including from the inside of Flight 93. One poignant statement- “Let’s Roll.” Our country was changed forever that day. For those who remember 9/11, they can tell you exactly where they were when they heard the news. The remainder of that Tuesday was a somber day. One thing that is for certain… what was meant to divide us as a country, brought us closer together. May we never forget!
On September 11, 2023, Cosumnes firefighters ascended 110 stories in downtown Sacramento in memory of the 343 firefighters who paid the ultimate sacrifice on September 11, 2001. Over 3,000 people died on 9/11 at the World Trade Center, the Pentagon, and in a Pennsylvania field. Since then, thousands more have died while serving in the military to defend our freedom. It was an honor for our personnel to join a total of 343 local area firefighters at the 9/11 Stair Climb. Each firefighter replaces the name on the back of their turnout coat with the name of a firefighter who lost their life on 9/11. Additionally, a bio detailing that firefighter’s life is carried inside of each firefighter’s helmet- throughout the 110-story climb. This is a tradition that has occurred for many years to honor those who made the ultimate sacrifice.

JACK HILL PARK REVITALIZATION
The revitalization of Jack Hill Park is complete. The new play area for children ages 5 to 12 makes quite a large footprint in the park and lessens the amount of high wateruse turf. Typical goals of our park revitalization projects are decreasing water usage, increasing sustainability, and updating equipment to the newest standards and regulations. The surrounding community much appreciates this project. Many neighbors have voiced that they have lived near the park since it was built 29 years ago and are incredibly excited by the makeover. The Jack Hill Park renovation was celebrated on September 19, 2023.
