A Message from the Interim General Manager

As we welcome the arrival of spring, I want to take a moment to share some updates on the important work happening across the District. The past few weeks have been busy, and I continue to be impressed by the dedication and collaboration of our team.
First, I want to provide an update on the General Manager recruitment process. Last week, the Board of Directors received an update on the search and selected a top group of candidates to move forward in the interview process later this month. This is a critical step toward finding the right leader for our team, and we anticipate welcoming our new General Manager later this spring. In the meantime, I will now serve as Interim General Manager, ensuring stability and continuity as we move through this transition.
As we plan for the District’s future, budget development is well underway. In late February, the Board of Directors held a Budget Priority Setting Workshop, where they reaffirmed key
priorities focused on community, fiscal responsibility, and highquality services. These priorities will help guide our biennial budget for fiscal years 2025-26 and 2026-27, ensuring we allocate resources effectively while maintaining long-term financial stability.
A biennial budget is a two-year roadmap for how we serve our community and support our employees. We are committed to responsible financial management while continuing to enhance services and employee compensation. Every department plays a crucial role in shaping this plan, and I appreciate your input and collaboration in creating a balanced, sustainable budget as we move forward toward our shared goals.

ERP Solution Takes Shape: Stakeholder Input and Insights

In February, BerryDunn facilitated ERP fact-finding sessions to assess what works well in our current system and define our desired future state for the new ERP solution. The session allowed stakeholders to provide input on critical functionalities and improvements needed to enhance operational efficiency. BerryDunn will now analyze the feedback and follow up with a report summarizing the key insights and priorities gathered during the discussions.


Staying Informed: Finance Team Attends CSMFO Conference

Our finance staff recently attended the California Society of Municipal Finance Officers (CSMFO) conference in San Jose, where they gained valuable insights on the financial implications of the Southern California fires on local agencies. They also got up-to-speed on key policy changes and legislative updates at the federal and state levels that will impact local jurisdictions, ensuring our team remains informed and equipped to navigate the everchanging financial landscape.

California Parks and Recreation Society District 2 Awards Banquet
The California Parks and Recreation Society (CPRS) District 2 Awards and Installation Banquet took place on Wednesday, February 26, at the Rocklin Event Center. Cosumnes CSD was well represented, both in attendance and on the board, and took home a prestigious award.
The Marketing and Communications Team received the CPRS District 2 Agency Showcase Marketing Award for its outstanding

campaign celebrating the 30th Anniversary of the Giant Pumpkin Festival. This recognition highlights the team’s creativity and dedication in making the milestone event a success.
In addition, Xavier Basquez, a Senior Park Maintenance Worker specializing in irrigation, was awarded the Jerry Fox Maintenance Management School Scholarship. This honor carries special significance for Cosumnes CSD, as Jerry Fox was a former employee and past CPRS District 2 President. His legacy lives on through this scholarship and the Jerry Fox Swim Center at Elk Grove Park, named in his memory.


The evening also included the installation of new CPRS District 2 board members, Recreation Supervisor Andre Pichly was sworn in as the Education Chair. His leadership will help guide professional development opportunities for parks and recreation professionals throughout the region.

Cosumnes Leadership Development: Empowering Future Leaders

On February 1st, the Parks & Recreation Department’s Cosumnes Leadership Development (CLD) event revolutionized professional development into an immersive, video game-themed experience. Seventy-four part-time staff members embarked on a journey of growth, exploring essential skills like:
• Project management
• Self-care
• Marketing
• Resume building
Inspiring keynote speakers Traci Farris, Mike Dopson, and Lana Yoshimura shared invaluable insights, while the IDEA committee ignited the event with a high-energy team-building exercise. With nearly 80 participants, the CLD event created a dynamic learning environment, garnering enthusiastic reviews and empowering



On February 22nd, the Cosumnes CSD Teen Action Academy partnered with City of Elk Grove’s Youth Commission for the annual Path to Positivity event. This event provided an opportunity for about 40 teens to socialize with their peers, get access to resources regarding mental health and take part in coping exercises. The Teen Action Academy put together welcome bags and ran a group activity. It was a day filled with great energy, all thanks to the Youth Commission, Teen Action Academy, and vendors! Supported by Measure E.

Grand Opening of McConnell Dog Park: A Tail-Wagging Celebration!

On February 22nd, dog lovers and their furry companions gathered for the grand opening of the new McConnell Dog Park. The event was a true celebration of community, and attendees were treated to a variety of fun and unique offerings that made the day unforgettable.
The turnout was fantastic, with a great mix of community members, pet owners, and local supporters, all excited to discover the park’s new features and improvements. The celebration began with a ribbon-cutting ceremony, officially unveiling the park and welcoming a fresh space where pups can play, socialize, and roam freely.
The event was designed to be as fun for the dogs as it was for their owners. Four-legged guests were pampered with delicious pupuccinos, tasty treats, and fun goodies to enjoy while making new friends. Their humans were not left out either, with refreshing mocktails served throughout the event, adding a fun touch to the celebration.

Behind the Scenes: CORE Construction Site Tour

Park Operations Hosts Successful Rain Bird Field Day

Park Operations hosted a highly successful Rain Bird Field Day on February 27th. The event brought together over 20 vendors, 150 attendees, and multiple agencies from across the region, creating a unique opportunity for industry leaders to connect and share knowledge. Many of our Park Operations staff attended, taking advantage of the chance to network with peers and explore the latest tools and equipment available in the market.

New Tiller Truck Enhances Fire Response

Cosumnes Fire has a new fire truck at Station 74 in Laguna, serving the entire 157-squaremile response district, including Elk Grove and Galt. This state-of-the-art tiller truck replaces a 2006 model and is designed for better maneuverability, making it especially useful on narrow streets as the community continues to change and grow.
Unlike fire engines, which carry water for firefighting, fire trucks specialize in rescue operations, ventilation, salvage, and overhaul work. Truck 74 is equipped with essential tools like ladders, saws, and the Jaws of Life. It also features a 100-foot ladder with a water pipe, which requires a fire engine to supply water.
With training underway, Truck 74 is expected to enter service this spring, staffed by four firefighters, including at least one paramedic for advanced life support.
Be sure to tell your kids to wave when you see it on the road—this new truck is a welcome addition to our fleet!

Fire Department Moves to Next Phase of Accreditation Process

The Fire Department has officially achieved Candidate Agency status in the Commission on Fire Accreditation International (CFAI) accreditation process, marking a significant milestone in its commitment to excellence.
To reach this stage, the department successfully submitted three critical documents:
• Strategic Plan
• Community Risk Assessment and Standards of Cover
• Self-Assessment Manual
As a Candidate Agency, the department will now undergo a rigorous evaluation by a Peer Assessor Team consisting of four industry professionals. This team will conduct an in-depth review of the submitted documents, followed by a week-long site visit to verify and validate the department’s operational effectiveness and adherence to best practices.
If all proceeds as planned, the Fire Department will be invited to attend the CFAI Hearings in Denver, CO, during the first week of August, where the final accreditation decision will be made.
This achievement reflects the Department’s dedication to continuous improvement and high-quality service for the community. Stay tuned for further updates as the process moves forward!


MARCH IS NATIONAL LADDER SAFETY MONTH!

Ladders may seem simple, but they can be surprisingly dangerous. Falls from ladders cause thousands of injuries and even deaths each year. In fact, falls are the leading cause of death in the construction industry and one of OSHA’s top workplace hazards.
National Ladder Safety Month is a great time for everyone—whether you use ladders regularly or just occasionally— to brush up on ladder safety and prevent accidents.
LADDER SAFETY TIPS FROM OSHA:
1. Read the labels: Always follow the ladder’s instructions and warning labels.
2. Check for power lines: Never use a metal ladder near electrical hazards.
3. Inspect before use:If a ladder is damaged, tag it and remove it from service.
4. Maintain 3-point contact: Keep two hands and one foot (or two feet and one hand) on the ladder at all times.
5. Use the right ladder: Only use ladders and accessories (levelers, jacks, hooks) for their intended purpose.
6. Keep it clean: Make sure the ladder is free of slippery substances.
7. Use a stable surface: Never place a ladder on boxes, barrels, or unstable bases.
8. Follow height rules: An extension ladder should extend at least 3 feet above the support point.
9. Set the right angle: Position the base of the ladder one-quarter of its height away from the wall.
10. Secure it:If a ladder is in a high-traffic area, secure it or use barricades to prevent displacement.
11. Respect the weight limit: Don’t exceed the ladder’s maximum load capacity, including tools and equipment.
LADDER SAFETY IS IN YOUR HANDS!
While some of these tips may seem like common sense, ladder injuries are 100% preventable with proper training and awareness.

This month, we shine the spotlight on Raul Fimbrez, our Information Technology Analyst, Sr., who has been with the District for 2.5 years. Raul finds technology and guitar to be his hobbies, but his family is what truly matters to him. He has played guitar for years, though humbly doesn’t claim to be great at it, and enjoys how it helps him unwind and carve out time for himself. Technology keeps his mind engaged both at work and at home. He loves to learn new things and spend quality time with his wife and kids.

• Kirsten Potter is the Executive Assistant to the Acting Administrator of General Services and has served the District for nearly 15 years. She applies her exceptional organizational and customer service skills to support the community and the District.
• Eric Sturges, Park and Golf Operations Manager, oversees the maintenance and management of the city’s parks and streetscapes on the east side, ensuring these public spaces remain well-kept, functional, and accessible for the community.
• Nou Vang, our Finance Director, has been instrumental in strengthening the District’s financial position since 2021 through her strategic leadership and expertise.
