MESSAGE FROM THE GENERAL MANAGER

The CORE Recreation Center project (CORE) proposes a 54,000-square-foot recreation and wellness facility on three acres within Morse Community Park. The planning for the CORE Recreation Center began in 2000 with the adoption of the East Franklin Specific Plan. The plan identified the development of a recreation center along with a 30-acre community park at the site now known as Morse Community Park. The park portion of the project was completed in 2008 and approximately three acres of the site were set aside for the development of the center.

In April 2021, the Board approved the architectural and engineering contract to Barker Rinker Seacat (BRS) Architecture to develop conceptual plans, construction documents, and construction administration support for the project.

The recreation center will include two gymnasiums, two aerobic/dance spaces, a multi-purpose room, indoor and outdoor fitness spaces, an indoor jogging track, restrooms for individuals and families, and space for administration. The project also proposes an outdoor recreation space, an event lawn, new landscaping, lighting, and additional on-site parking.

On February 7, 2023, seven bids were received for the construction of CORE Recreation Center. After a review of the bids, personnel determined that S.J. Amoroso Construction Co. was the lowest bidder submitting the lowest responsive bid of $29,287,000.00. Furthermore, S.J. Amoroso Construction Co. has completed projects of a similar magnitude and type as CORE, such as the renovation project to DMV’s 520,000 sf headquarters building in downtown Sacramento, and the Earvin “Magic” Johnson Event Center and Park in Los Angeles.

On March 1, 2023, the award of contract going to S.J Amoroso Construction Co. for construction of CORE was approved by the Board of Directors. Construction is anticipated to begin in May 2023, with an estimated completion in fall/winter of 2024.

Congratulations and a job well done to the District's Facility and Development team for bringing this large-scale project to fruition!

FROM LIFEGUARD TO FIRST RESPONDER

An article that was written by Craig Pattenaude featuring the inspiring journey of Cosumnes CSD’s own Cole Munsey, “From Lifeguard to First Responder” was published in the March issue of the National Parks and Recreation Association (NRPA) Parks & Recreation Magazine and was also featured on the NRPA’s Open Space Radio podcast.

In the article, Cole talks about what led him to become a lifeguard for the District and how the skills and experiences he developed in that role helped prepare him for his first responder internship with the Cosumnes CSD Fire Department. In the podcast, they dive deeper into Cole’s journey and Craig and Cole talk in-depth about how early opportunities can have an impact on an employee’s future story and how the District supports the culture of growth by fostering partnerships among departments.

MILEAGE RATE INCREASE

The Internal Revenue Service (IRS) issued the 2023 standard mileage rates used to calculate the deductible costs of operating an automobile for business, charitable, medical or moving purposes. Effective January 1, 2023, the standard mileage rates for the use of a car (also vans, pickups or panel trucks) increased by 3 cents to 65.5 cents per mile driven. This rate applies to electric and hybrid-electric automobiles, as well as gasoline and diesel-powered vehicles. The District’s Mileage Reimbursement Form has been updated and can be found under “Forms and Documents” on the Cosumnes Connect Intranet.

SPRING CLEANING

It’s spring-cleaning time! The west coast has experience record rain fall since December 2022. Although great for our local reservoirs and water table, it will also cause higher-than-normal vegetation growth in our open space areas and around our homes. Because of this, it is imperative that time is spent cleaning around the perimeter of our homes and clearing overgrown vegetation during the spring time.

In just two months, we expect to have warm sunny days, and, as we have seen in recent years, more vegetation fires. To best protect your home, the National Fire Protection Association (NFPA) recommends the “removal of fuel sources from the area around the home – known as the ‘home ignition zone’ – and is a key component to making a home safe from embers and radiant heat from wildfires.”

The Cosumnes Fire Department recommends at least 30 feet of clearance and cleanliness around every home. Simple, low-cost home improvement projects should be focused on during the spring-cleaning time frame, including: clearing dead leaves, debris, and pine needles from roofs and gutters, keeping lawns and native grasses mowed to a height of four inches, removing anything stored underneath decks or porches that could burn, and other similar actions can be easily undertaken by homeowners. After months of rain, it is time to enjoy the spring time and prepare for the summer months.
