MESSAGE FROM THE GENERAL MANAGER I am pleased to share that the District is performing a review of our procurement policies, practices, and procedures. Financial Responsibility is one of the District’s core values and the intent of this process is to remain transparent, accountable, and innovative in our procurement processes. Personnel from every department are assisting to provide valuable feedback and input along the way.

Stage 3: Conduct Analysis – Assessments of best practices, structure, staffing, roles, and the use of procurement tools. Review policy and procedures.

The District is working with a procurement consultant (Baker Tilly, LLC) with the goal of assessing current procurement practices, reviewing existing policy, identifying measures that may improve efficiency and decrease exposure to risk, and developing an implementation plan to improve current processes. Baker Tilly will evaluate current practices, identify “pinch-points,” and assess efficiency. The organization has over 90 years of industry experience, with 4,000 public sector clients and references for organizations who have undergone a similar project as the District will undertake.

Stage 5: Report Results – Summary of observations and preliminary recommendations for organizational and process changes.

The project will follow a multi-stage approach outlined below. Stage 1: Project Kick-Off - Consisting of meetings with Management Staff to discuss the project approach and execution along with confirming deliverables and due dates. Stage 2: Gather and Review Information – Review the District’s background information and In-person Interviews with designated personnel.

Stage 4: Process Mapping – Facilitate process mapping session with the project team, which included identifying opportunities for improvement.

Stage 6: Draft Implementation Action Plan – Steps required for implementation, responsibility for action, and assignment of priority levels for each recommendation. Stage 7: Draft Purchasing Policy and Procedures Manual – Articulate procurement process requirements, authorities, principles, standards, and methods while referencing state and federal laws.
