MESSAGE FROM THE GENERAL MANAGER At the regular meeting of the Cosumnes CSD Board on August 3, 2022, District personnel provided an informational presentation regarding the District’s involvement and partnership with the City of Elk Grove regarding recent community outreach and engagement efforts assessing community needs and priorities, public interests, and a new funding mechanism to meet those Inneeds.preparation for any questions from members of the public, District personnel are to review the information contained within the Public Officials & Employee Actions Regarding Local Sales Tax Measure Executive Directive published on Cosumnes Connect. On July 27, 2022, the Elk Grove City Council adopted a resolution establishing November 8, 2022, as the date for an election on a proposed ballot measure seeking voter approval to impose a onecent transaction and use (Sales) general tax. This measure is anticipated to be called “Measure E” and will read: “Elk Grove Safety/Quality of Life Measure. To support essential services such as crime reduction; rapid 9-1-1, fire, police, medical emergency/disaster response; keeping public areas safe/clean; addressing homelessness; pothole repair/street/park maintenance; youth crime/gang prevention programs; and other general community purposes; shall the measure establishing a 1¢ sales tax providing approximately $21,300,000 annually until ended by voters; requiring audits, citizen oversight, public spending disclosures, and all funds locally controlled, be adopted?”

The California Public Employees’ Retirement System reported a loss of more than 6% last fiscal year - its first negative investment return since the Great Recession. At the close of the 2021-22 fiscal year, which ended June 30, the fund stood at $440 billion, a loss of nearly $30 billion from the previous year, when CalPERS reported a positive 21.3% return to bring the fund’s total to $469 billion. As a result of the overall loss, the fund ended the fiscal year with 72% of the money it needs to meet all its financial obligations. The system was reportedly 82% funded at the start of the 2020-21 fiscal year. CalPERS executives attribute the impact on returns to volatile global financial markets, geopolitical instability, domestic interest rate hikes, and Ultimately,inflation. after an auditing process, CalPERS’ 2021-22 final fiscal year investment performance will be reflected in contribution levels for State of California and school districts in fiscal year 2023-24, and for contracting cities, counties, and special districts in fiscal year 2024-25. As a component of the annual update, Miscellaneous PEPRA personnel will notice an increase of .5% in the employee’s share of the benefit withheld from earnings. ELK GROVE RECREATION CENTER If you’ve been on the east side of the Main Office in the past couple of weeks, you probably heard and saw quite a bit of construction activity. The Elk Grove Recreation Center Breezeway roofs were deteriorated and in need of replacement. Repairing them ensured asset longevity and reduced further structural damage from the Ourelements.Friendship

The Facility and Development Department is extremely excited about the progress at Elk Grove Park. The Elk Grove Veterans Memorial is located within Elk Grove Park (9950 Elk Grove Florin Road) to the north of the White Diamond ball field. Construction is progressing and will be completed in phases. Phase 1 of the project was finished in 2019, which included the construction of a decomposed granite trail, flagpole, and a large bronze-colored concrete star. This second phase of the project consists of installing concrete paving, benches for seating, and concrete pavers available for purchase as a dedication to local veterans. This beautiful memorial will honor those that have served our nation. If you are interested in honoring a loved one who has served, you can purchase an engraved brick or granite tile. JOHN DALY SR. MEMORIAL BENCH

Members from Park Operations (Kennett Glendinning, Jose Garcia, Eduardo Puentes, Lauren Hatch, and Traci Farris) collaborated with the Daly family to install a beautiful memorial bench in memorial of John Daly Sr., in Elk Grove Park.

While the Daly family was selecting the location of the bench, they realized how many memories they had together at Elk Grove Park. It was important to them that the bench location would provide a clear view of all the locations within the park where memories were made. The Daly children attended Elk Grove High School, played many softball and baseball games on the fields, had birthday parties at the picnic tables, and visited John while he was at the park for work. Elk Grove Park will forever be a place where the Daly family can continue to make memories, knowing John is there watching over them. The Daly family is thankful to have a place which can bring peace to all who loved John.
