E waste management in India Owing to the increase in consumer culture, urban growth, economic development, and a higher rate of obsolescence, there is an ever-escalating appetite for electrical and electronic equipment (EEE). This has culminated in India having its very own place among the world's largest e-waste producers and manufacturers. It is extremely necessary that e-waste is recycled in a safe, suitable and effective manner since I is toxic in nature. However, a very limited percentage of the total e-waste created is recycled because of inadequate infrastructure and poor implementation of legislation. Legislative framework in India Before E-Waste (Management and Handling) Regulations were enforced in 2011, the Hazardous Waste Management (HWM) Rules regulated e-waste. The E-waste (Management and Handling) Regulations, 2011, were enforced under the Environmental Protection Act 1986 and became effective as of 1 May 2012. The E-Waste (Management) Rules, 2016 were subsequently enforced after the 2011 Rules were suppressed and entered into force on 1 October 2016. Authorization related to E-waste Permission sort to be granted to manufacturers, dismantlers, refurbishers, and recyclers for the generation, handling, processing, procurement, storage, transport, refurbishment, dismantling,
recycling, treatment and disposal of e-waste is attributed to as permission under E-waste management or called as E-waste license. Requirement of e waste authorization E waste licence or authorization is required by the following entities: 1) 2) 3) 4)

What procedure to follow for E-waste authorization One must follow the requisite steps: 1) 2) 3) 4)
Filing of form in accordance with the business type. Drafts should be formulated and executed for all necessary attachments. All the documents deemed necessary must be duly signed by the designated person. After the process of proper preparation and execution of the requisite forms, it shall be sent to the state pollution control board along with the fee which is applicable. 5) If the application has been successfully submitted with the respective authorities, the authorities scrutinize the application meticulously and seek clarification if required. 6) Issuance of the certificate would be done provided the form conforms to being correct in substance and manner.
case pertaining to manufacturer 1) An authorization shall be obtained by the manufacturer generating E-waste, from concerned state pollution control board. 2) Within a period of 90 days of the date of entry into force of those regulations in Form 1(a), the manufacturer shall submit a request for authorization to the State Pollution Control Board concerned, and authorization shall be granted for a period of 5 years.
case pertaining to Recycler and dismantler Within a period of total of 120 days from the date of entry into force of these regulations, an application shall be made by each e-waste dismantler or recycler to the concerned state pollution control board along with documentation relevant for approval.
