The trial pedestrianisation projects in St Albans that have created people-focused spaces in the city centre are to change focus this autumn, following interim results from the public consultation and monitoring of the trial.
Under the new plans, High Street will reopen to traffic as normal, with the gates remaining in place to enable quick and easy conversion to public space for special events. George Street will be closed to motor vehicles on Saturday and Sunday, and the prohibition of motor vehicles and restricted parking zone in Market Place, Spencer Street and Upper Dagnall Street will be made permanent. The High Street Recovery Scheme was introduced in the summer of 2020 to allow more space for social distancing during Covid-19, and to encourage people to return to the town centre after the pandemic. While most people who responded to the consultation supported the idea of a trial and didn’t want a return to all roads being open all the time, only 33% supported the measures currently in place. Engagement with businesses in and around the trial area also showed that while some like the idea of traffic-free space, the majority preferred a reduction in the ambition of the project.

Hertfordshire County Councils Self-Help Scheme is now open. Applications close 31st Oct - Estimated delivery of Salt November.
We have a limited amount of salt to give to community organisations to help local people grit their own area. Resident associations, resident groups (with a constitution or agreed terms of reference) & community groups can request between 1 – 34 x 20kg bags of salt per group to grit the public highway in their area. Schools, Parish and Town Councils can choose to have either 1 tonne of salt in a hippo-style grab bag or 34 individual 20kg bags.
The salt will be provided for use on the public highway, not on private property, & the county council can only make one delivery of salt at the beginning of the winter. Application forms can be found at:www.hertfordshire. gov.uk/salting& must be received by the county council by 31st October.

Residents in St Albans District have another chance to join a scheme to cut carbon emissions & save on energy bills. St Albans City and District Council is continuing to support a group-buying initiative for solar panels & battery storage. Solar Together Hertfordshire helps people to purchase high-quality panels, installed by approved fitters at a competitive price.
More than 600 households in St Albans District benefited last year when the scheme was launched. Those who missed out can register an interest in joining Solar Together this year until the deadline of Friday 27 October.
The offer includes solar panels which generate clean energy along with optional battery storage and EV charge points. Residents who already have solar panels may acquire retrofit battery storage to get more from the renewable energy they generate while increasing their independence from the grid.
It is free to register at www.solartogether.co.uk/st-albans/home & there is no obligation to go ahead with an installation. The Council is working on the scheme, provided by iChoosr, with other Councils from across Hertfordshire. The aim is to make a transition to clean energy as cost effective and hassle-free as possible.
Solar Together Herts is part of a UK-wide programme that has delivered over 22,000 installations in the past six years which will avoid 460,000 tonnes of carbon emissions over the panels’ lifetime. and more. The lights will be switched on at approximately 6.15pm.

On a practical level, our Harpenden Town Council’s Town Rangers work tirelessly over the winter period responding to the challenges that cold weather presents, from clearing public footpaths to dealing with emergency repairs. In addition, HTC are thankful for their army of ‘Snow Angel’ volunteers whose main responsibility of clearing snow and ice from the pavements allows more vulnerable residents to get out and about more safely.

When separating or divorcing, a big concern for parents with children at a fee paying school is how those fees will continue to be paid. School fees are not covered by child maintenance. The court can, however, make an order for payment of school fees over and above maintenance payable through the Child Maintenance Service.
It has been noted by the courts that ‘private education is a luxury and must be balanced against the welfare and needs of all of the family’ but the welfare of a child will be considered, and in T v T (Financial Provision: Private Education) Bennett J noted that where plans had been made for the child to be privately educated ‘to pull the plug’ would be ‘not just unfair’ but ‘damaging’.
If one parent refuses to pay the fees, then the school may seek to recover them from the other parent depending on their terms of business. If you are concerned about fees that are imminently due, the first thing you should consider is approaching the school. They may have a system in place that can assist with any transition whilst you try to sort out your finances.
It may be that dividing a joint household income into two renders school fees unaffordable. It is important to consider that as children grow older the level of fees which are payable increases with their age. Different schools charge different fees so the type of independent school your child attends can also become a consideration.
Where both parents are determined that private education should be continued it may be possible to agree to ringfence part of the matrimonial capital to pay the school fees on an ongoing basis. Using matrimonial capital in this way would mean that is not available to meet other expenses and parents may have to compromise elsewhere.
Parents need to discuss and ideally agree on what is to be covered by a school fees order. Does it, for instance, include extras? Does it include the cost of trips, uniform, sports equipment, music lessons, etc? Are there boarding or flexi-boarding payments that need to be considered? If a judge is imposing a school fees order, clear guidance needs to be sought from the court as to the extent of the order that is being created and what extras the judge intends to include.
We recommend that you obtain early expert legal advice in order that your children face as little disruption to their education as possible.

A project to help survivors of domestic abuse gain sustainable employment has been launched in St Albans District.
St Albans City and District Council has joined forces with its housing repairs contractor Morgan Sindall Property Services (PS) to provide the Phoenix Programme. It will offer support for women victims to rebuild confidence and develop skills to enter or re-enter the workplace.
The initiative follows last year’s award to the Council of White Ribbon status for its work to end male violence against women.
Following this, the Council set up a multi-agency steering group to take further actions including the setting up of the Phoenix Programme.
Among the support offered is an assessment of job aspirations and needs, work experience and training in digital skills, CV preparation, interview techniques and personal finances.
Morgan Sindall PS will also guarantee interviews for roles within its business and with some of its suppliers.
The pilot programme was developed in partnership with Addressing Domestic Abuse, a community interest company.
It will be delivered by Morgan Sindall PS’s social value team who will work in with the Council to identify residents who may benefit and offer them the opportunity to do so.

1. Select a fresh pumpkin in a shape that pleases you. Some people prefer their pumpkins low and round, while others like them tall and oval-shaped but it’s up to you.
2. Draw a circle or hexagon on the top of the pumpkin in preparation for making an opening large enough for your hand to reach through.
3. Cut through the stem end of the pumpkin along your outline with a sharp knife. Use a back-and-forth slicing motion to cut through the thick, tough skin.
4. Remove the stem end, which will act as a lid, making sure you scrape off any seeds or pulp on to the newspaper.
5. Use a large spoon to scoop out the seeds and pulp from inside the pumpkin.
6. After you have emptied out the insides, draw a pattern for the face with a felt-tip pen, or scribe the lines into the skin using a pencil. Make sure to make the eyes, nose and mouth large enough to get the full effect later.
7. Follow your pattern as you cut all the way through the pumpkin.
8. Push the cut-out features gently from the inside of the pumpkin and discard the pieces.
9. Place a tea light inside the pumpkin to create an eerie glow.
10. Stand back and admire your handy work!

To keep health risks from alcohol to a low level, the UK Chief Medical Officers’ (CMO) low risk alcohol unit guidelines advise it is safest not to drink more than 14 units a week on a regular basis.

Ingredients:
• 1 tbsp olive oil, plus 1 tsp
• 2 onions, chopped
• 2 garlic cloves, chopped
• approx 800g chopped pumpkin flesh, plus the seeds
• 100g split red lentil
• small pack thyme, leaves picked, plus extra to serve
• 1l hot vegetable stock
• pinch of salt and sugar
• 50g crème fraîche, plus extra to serve
Method:
Step 1: Heat the oil in a large pan. Fry the onions until softened and starting to turn golden. Stir in the garlic, pumpkin flesh, lentils and thyme, then pour in the hot stock. Season, cover and simmer for 2025 mins until the lentils and vegetables are tender.
Step 2: Meanwhile, wash the pumpkin seeds. Remove any flesh still clinging to them, then dry them with kitchen paper. Heat the 1 tsp oil in a non-stick pan and fry the seeds until they start to jump and pop. Stir frequently, but cover the pan in between to keep them in it. When the seeds look nutty and toasted, add a sprinkling of salt and a pinch of sugar, and stir well.
Step 3: Whizz the cooked pumpkin mixture with a hand blender or in a food processor until smooth, then add the crème fraîche and whizz again. Taste for seasoning.
Step 4: Serve with a spoonful of crème fraîche, a few thyme leaves and the toasted seeds scattered on top.

Ingredients:
Prep: 15 mins - Cook: 3 hrs and 15 mins
Easy - Serves 4
Ingredients:
• olive oil, for frying
• 8 herby sausages
• 6 slices streaky bacon, chopped
• 1 large leek, sliced
• 1 clove garlic, sliced
• 1 glass white wine
• 100ml chicken stock
• a pinch dried chilli flakes
• 2 tbsp tomato purée
• 3 roasted red peppers, chopped
• 400g borlotti beans, drained and rinsed
• small bunch flat-leaf parsley, roughly chopped.
Method:
Step 1: Heat the slow cooker to high. Heat the olive oil in a frying pan and brown the sausages all over, making sure you get a really good colour on them. Remove from the pan then cook the bacon until crisp and golden.
Step 2: Add the sausage and bacon to the slow cooker with the leeks, garlic, wine, stock, chilli flakes and tomato purée, then cook for 2 hours.
Step 3: Add the peppers and beans and cook for another hour.
Step 4: Season and stir in the parsley before serving.

Easy - Serves 4
Ingredients:
• 140g plain flour
• 100g margarine
• 4 tbsp rolled oats
• 2-3 tbsp demerara sugar
• 1 tsp cinnamon
• 4 eating apples or pears or 6 plums (or a mixture)
• handful sultanas, soaked in hot water for 10 mins
• 1-2 tbsp honey
• natural yogurt, ice cream or crème fraîche, to serve
Method:
Step 1: Heat oven to 200C/180C fan/gas 6. Sift the flour into a bowl and add the margarine.
Step 2: Using a fork or your hands, mash together the margarine and flour until it resembles breadcrumbs and there are no remaining lumps of margarine.
Step 3: Add the oats, sugar, and cinnamon to the flour and margarine mixture.
Step 4: Core the apple and/or pears, and stone the plums, if using. Chop all the fruit, keeping the skin on for added flavour, vitamins, and minerals, and put in an ovenproof dish in layers.
Step 5: Drain the sultanas and add to the fruit. Drizzle with the honey.
Step 6: Sprinkle over the crumble mixture. Bake for 20-30 mins until the crumble topping is golden and the fruit is bubbling. Serve with a large spoonful of natural yogurt, ice cream or crème fraîche.

While cleaning away condensation can help limit the chance of mould forming around windows and on walls, make sure your home is well ventilated and heated, and try to minimise the amount of moist air you produce through cooking and bathing.

Autumn is here and the clocks will be going back at the end of the month, meaning darker afternoons and increasing opportunities for criminals. Domestic burglaries often see an increase at this time of year, so now is the time to review your home security.
If a home is left unlit during the dark afternoons, burglars know that the property is empty, so residents are being urged to follow home security advice in the months leading up to Christmas.
Alarm systems and CCTV cameras, particularly visible ones, will act as deterrents to opportunists, while keeping valuables and keys out of view should be a standard activity. Lighting has long been an important weapon in the fight against intruders, so leave lights on and close your curtains when out at night.

Residents can make their homes more secure by following some basic crime prevention advice such as:
• Lock all doors and windows and ensure any uPVC doors are locked properly by lifting the handle & using the key to double-lock them

As we all know, having a broken smoke alarm is extremely dangerous, but did you know that a broken carbon monoxide alarm could also be deadly, with around 50 deaths and hundreds of injuries recorded nationally every year
Carbon monoxide is a clear, scentless gas which can be lethal if left undetected, so it’s vital to have your carbon monoxide alarm in working order.
This can happen when appliances such as boilers, cookers, heaters, gas fires and solid fuel burners are faulty, have been incorrectly fitted, or not regularly serviced. It can also occur if flues, chimneys or vents are blocked or poorly maintained.
Landlords, be aware that:
All landlords of private residential rental properties in England are required by law to install a carbon monoxide alarm in any room that contains a solid fuel burning appliance (e.g. coal or wood burning fires and stoves). The Government also ‘expect and encourage reputable landlords to cover all gas appliances’. Keep up to date with the regulations.

A visit to the woods during this spectacular season is always a treat. Grab your woolly scarf, pull on your wellies and venture out into the crisp autumn air. Listen to the crunch of leaves beneath your feet and get swept away in all that this season has to offer.
Woodland walks are a great way to get out and about during the autumn. Stroll along wooded paths, smell the ripening fruits and admire the beauty of the leaves as they change colour.
Autumn is one of the best times to head out foraging. The woods are filled with a feast of delights to forage, from hazelnuts to blackberries, sweet chestnuts to crab apples.
Weird and wonderful fungi is very much part of the woodland furniture at this time of year. Look out for the bright red caps of fly agaric, the aptly-named dead man’s fingers and the glow-in-the-dark honey fungus. Just remember lots of them will be poisonous, so look but don’t touch.
This time of year is perfect for observing wildlife. Watch the arrival of migrant birds, see the spectacle of deer rutting, admire the intricate spider webs as they appear & look out for foraging squirrels in search of nuts.

Autumn is a beautiful time of year with all the stunning tree colours and leaves on the ground. On breezy days it may see pointless raking up leaves, but if you do you can put them on the compost heap and look forward to rich leaf mulch next year. Leaf mould provides nutrients for the soil, helps reduce weeds and allows the soil to retain more moisture.
If you don’t already have a compost heap or bin then October is a great time to start one, with all those leaves and cuttings to dispose of.
Remember to be on the lookout for hedgehogs in any leaf piles, untidy areas or bonfires.

2. Cut back perennials that have died down
3. Divide herbaceous perennials
4. Divide established rhubarb crowns to create new plants

Driving conditions in autumn can become more challenging than other months due to heavy rainfall causing floods on the roads… to leaves piling up under trees causing cars to slip and slide. That’s why it pays to be prepared.
1. Preparing inside the car
Now’s the time to clean the inside of your car ensuring the windscreen is clean. Low sun in the autumn months are a potentially dangerous, as they bring out the worst in a dirty windscreen.
2. Preparing around the car
Be sure to check all the car’s bulbs are working and don’t forget the reversing light.
3. Preparing the tyres
Your tyres are vital to staying safe on the road. To ensure they perform as well as possible, the tread depth should be regularly inspected. If the tread drops below 3mm, you should consider replacing them.
4. Preparing under the bonnet
Grab your handbook, lift the bonnet (when the engine is cold) and roll up your sleeves: it’s time to check your car’s vital signs. Ensure the screen wash is full up, so it’s ready to use to clean your windscreen during autumn weather.
Next, ensure the level of engine coolant is correct; refer to the car’s handbook for the location of the reservoir and quantity required.
The last check is under the bonnet for engine oil. Do this at least 10 minutes after the engine is switched off, to allow oil to return to the sump. Grab two paper towels, one to grip and remove the dipstick and the other to wipe the end of the dipstick clean. The oil should be between the minimum & maximum marks.
