FIRST WORD

Welcome to the autumn edition of Profile - which I’m delighted to say is being produced in partnership with the University of Exeter.

The University plays a vital role in our region, not only as a globally respected centre of teaching and research, but as a key driver of innovation, enterprise and skills.

With a strong focus on sustainability, technology and collaboration with the business community, the University of Exeter is helping shape the South West’s economic future.

From groundbreaking work in artificial intelligence to supporting high-growth startups, their impact is felt far beyond the lecture theatre.

This packed edition features a section that focuses solely on Exeter and, in particular, the city’s thriving Business Support Services sector.

We were lucky to get the opportunity to celebrate with so many of you at our Summer Bash and Exeter Impact Awards, powered by Optimising IT.

The sold-out event had everything from sunshine and surprise performances to DJ cameos - and was the perfect way to toast the individuals, businesses and groups who are making such an impact in Exeter and the greater area.

Our attention now turns to the 2025 Devon Business Show, which returns to the Plymouth Life Centre this October.

Headline partners for this year’s Show will again reflect the Chamber’s three strategic priorities, with City College Plymouth, YGS Landscapes Ltd/Societree and Destination Plymouth on board as our respective ‘People & Skills’, ‘Planet’ and ‘Purpose’ partners.

I’d like to say a huge thank you to all our

incredible partners and exhibitors, without whom events like this would not be possible. And I’m thrilled to reveal that nearly all of the 116 stands have already been secured, with only limited opportunities remaining.

This Profile also looks at the Devon & Somerset Local Skills Improvement Plan’s Summer 2025 Progress Report - which outlines how employers, educators, and regional leaders are transforming the skills system to meet the future head-on.

Finally, don’t forget to check out our Social Diary for brilliant photos from our own events and yours, plus expert insights from our valued patrons, partners and members.

It’s a great reminder of the breadth and diversity of our Chamber Family - and the incredible work being done across Devon to connect, grow and succeed.

Our Chamber Family has a packed programme coming up in September and October - and beyond - and we look forward to seeing even more of you in the coming months.

SOUTH DEVON COLLEGE LAUNCHES STATE-OF-THE-ART CLEAN ENERGY CENTRE

Businesses and leaders from across the South West joined together to celebrate the launch of South Devon College’s new state-of-theart Clean Energy Centre, a regional centre of excellence for clean energy technologies and training.

Local dignitaries, employers and stakeholders connected with staff at the grand launch event of the new facility and were given an insight into the cutting-edge training equipment and facilities used to upskill new and existing workforces in emerging clean energy solutions.

The new centre, created using £1.5 million funding from Devon County Council and Torbay Council’s Devolution Deal, is now a central hub for businesses across the South West to upskill a new and existing workforce. It will also host training curriculums for students enrolling on green energy technology courses, learning on modern equipment such as air source and ground source heat pumps, solar thermal and EV chargers.

Karl Tucker, Chair of Yeo Valley and Chair of the Great South West, welcomed guests and

officially opened the Centre. He highlighted the importance of developing and educating a workforce in future technologies: “This new Clean Energy Centre is a clear example of how the Great South West region is leaning into its strengths. As a region, we have a compelling offer to the UK and the world based around our core strengths of the three securities that are vital to our nation - energy, defence, and food.

“This Centre sits firmly in that energy strand and will help us in developing the expertise and workforce we need, to lead on the delivery of clean and sustainable power.

“We will need thousands of people across the UK who can install and service heat pumps, service electric vehicles, fit solar panels, retrofit buildings and manage increasingly smart energy systems. These will be some of the key jobs of the future but they are also jobs that exist right now that we are struggling to fill.

“That is why this Centre matters. It’s not just a building - it’s a response. A response to an increasing climate emergency, to a current and future skills gap and to a huge opportunity for our region.”

The UK Government has set a Net Zero target for 2050, which includes reducing emissions by 45% and achieving 95% lowcarbon electricity, as well as having a goal of installing 600,000 electric heat pumps a year by 2028 – all great news for our cleaner environment,

but the emerging technologies involved in achieving this are still relatively new and the workforce needs upskilling in order to deliver these aims.

The Clean Energy Centre will be at the forefront of driving this training forward and, thanks to the newly-installed market-leading facilities, is uniquely placed as the South West’s focal point for emerging clean energy technologies. Guests were given tours of the ACS Research Centre and two new workshops - specialising in plumbing and electrical - and introduced to each piece of equipment by staff from the College’s construction team who will be delivering the new courses.

Exeter College has been officially recognised by The Sunday Times as one of the UK’s Best Places to Work

BABCOCK BLUEPRINT SPARKS NEW ERA FOR PLYMOUTH’S CITY CENTRE AND FREEPORT

Plymouth City Council has hailed Babcock International Group’s Defence Dividend Blueprint as a game-changing investment that will supercharge the city’s economy, skills base, and regeneration ambitions.

Cllr Tudor Evans, Leader of Plymouth City Council, said: “This is a really significant moment for Plymouth and I’m absolutely thrilled. Babcock’s plans to bring over 2,000 people into the heart of our city centre will have a huge ripple effect - not just in terms of jobs, but in how people live, eat, shop, and enjoy the city. It means more people living locally, supporting our cafés, restaurants, shops, and cultural venues, and helping to create a vibrant city centre economy.

YOUR PEOPLE DON’T RESIST CHANGE, THEY RESIST OUTDATED LEADERSHIP

We’ve all heard it: “People just don’t like change.” But what if that’s not the truth? What if your people aren’t resisting change - they’re resisting outdated, top-down, control-heavy leadership that belongs in a 1990s management textbook?

Neuroscience has something to say here. The SCARF model (Rock, 2008) tells us our brains treat social threats, such as change, the same way they treat physical ones. The real culprits? Uncertainty, lack of autonomy, and perceived unfairness. Not the change itself.

So, when your team meets your new initiative with crossed arms and stony silence, ask yourself: Is the idea really the problem, or is it how it’s being delivered?

Let’s throw some stats in the mix. A McKinsey study revealed that 70% of change efforts fail, with poor leadership being a major contributor. Gallup found that 85% of employees aren’t engaged at work, and the biggest driver of that disengagement was leadership style.

Now, here’s the good news: modern

leadership is learnable. It's human. It's built on trust, psychological safety, and shared purpose, not control. When leaders shift their style to include collaboration, clarity, and compassion, resistance melts.

Giving teams clarity (Certainty), input (Autonomy), a voice (Status), and a sense of belonging (Relatedness) activates reward circuits in the brain. Change then feels like a challenge to lean into, not a threat to avoid.

Real transformation doesn’t come from slick slide decks or top-down memos. It comes from leaders who ask, “What do you need to thrive through this?” rather than “Why aren’t you on board yet?”

At the Smart Working Revolution, we help leaders reframe their approach. The SMARTER framework focuses on People, Purpose, Process, and Performance, not just profits. Because when your people feel psychologically safe and involved, they drive the change themselves.

Change isn’t the problem. Outdated leadership is. Let’s lead smarter.

CERTIFIED TO DELIVER: ANIMATION WITH STANDARDS

By Pushed, animation specialists based in Devon

As part of our ongoing commitment to quality and sustainability, we’re proud to announce that PUSHED has recently undergone its annual audit and successfully continued to achieve ISO 9001 (Quality Management) and ISO 14001 (Environmental Management) certification. It’s no small feat, especially for a tight-knit creative company of just five people, and even more so in a non-manufacturing sector like ours. So, what do these certifications mean?

ISO 9001 is the international standard for quality management systems. It ensures that we consistently deliver services that meet customer and regulatory requirements. For us, it’s helped sharpen our processes, improve communication, and provide clarity across every stage of production. It means if someone were to go under a bus (as the saying goes!), the rest of the team would know exactly where we are with any client or project, no scrambling, no guesswork, just solid systems.

ISO 14001 focuses on environmental management. It supports our ongoing efforts to reduce waste, improve efficiency, and operate sustainably. We’ve long ditched single-use plastics in favour of proper crockery, we recycle everything from paper to printer cartridges, and we make considered choices about suppliers and materials, all small but meaningful steps that, together, reduce our impact.

We chose to go for both standards because we care about the work we do, how we deliver it, and the legacy we leave behind. These

accreditations back that up with evidence, showing our clients and ourselves - that we’re serious about quality and responsibility.

Celebrating our 20th Business Birthday in December 2025, PUSHED creates 2D and 3D animated content from our studio in Plymouth. From explainers of processes to education, social media content, event graphics, promo videos and TV/online ads we bring ideas to life in ways that live-action sometimes can’t. Animation is engaging, memorable, diverse, cost-effective to update and stay relevant, and endlessly adaptable, ideal for today’s multichannel world.

Whether you’re launching a product/service, explaining a complex idea, or just want to make a strong first impression, our animations ensure you’re seen, understood, and remembered. Through ISO-backed systems and strong creative vision, we offer business messaging support that’s structured, sustainable, and smart.

Every business needs an animation - they just don’t know it yet!

Building skills, confidence and capability

People are at the heart of every organisation, and developing their skills is one of the most effective ways to support growth and innovation. At Exeter, we offer a growing portfolio of professional education programmes to help businesses thrive.

We’re proud to provide more Degree Apprenticeships than any other Russell Group university, built on strong partnerships with employers. These programmes combine learning with realworld experience, helping develop a motivated, futureready workforce. We offer both established and bespoke pathways, with flexibility to meet organisational needs. Funded through the Apprenticeship Levy, they provide a cost-effective way to build skills in areas such as digital technology, engineering, and healthcare.

organisations, our Responsible Leadership programme supports decision-making that's ethical, inclusive and future-focused. The Circular Economy Masterclass and its related Deep Dives is ideal for teams working to embed Circular Economy principles into their organisations.

Artificial intelligence is another area where businesses are seeking clarity and capability. We're proud to be at the forefront of this conversation, both through executive education and initiatives like the Devon AI Summit, which took place this summer.

Your science partner for a sustainable future

Exeter is home to over 1,500 climate and environmental experts, including many of the world's most influential climate scientists. Through our Green Futures Solutions initiative, we help businesses to access this expertise, tackle complex sustainability challenges, and lead with confidence.

Whether you're just beginning your sustainability journey

or looking to refine a mature strategy, our team can help you reduce your carbon emissions and impact on nature, build resilience against climate risk, and set the standard in your sector by embracing sustainable practices –from circular economy to naturebased solutions.

We work with organisations of all sizes – from regional SMEs to the National Trust, Howden insurance, and J O Hambro Capital Management – with an approach that’s grounded in science, tailored to your goals, and delivered with practical, hands-on support.

Bridging research and business through collaborative placements

Knowledge Transfer Partnerships (KTPs) offer a dynamic way for organisations to work with us. These are structured collaborations that allow a business to bring in new knowledge and expertise from the University, supported by a graduate working full-time within the organisation.

We're the leading KTP partner in the South West, with a 95% funding success rate and national recognition for our impact and technical excellence. Whether you're developing a new product, reshaping a service or embedding long-term capability, a KTP can be a transformative experience.

Supporting regional start-ups Innovation needs room to grow. That's where our business acceleration support comes in.

The Exeter Innovation Accelerator, based at Exeter Science Park, is designed for start-ups with big ambitions. We provide expert mentoring, workshops, investor introductions and a supportive community to help founders build sustainable, high-impact ventures.

For those at an earlier stage, our Innovation Hub in Exeter city centre offers pre-accelerator support, helping entrepreneurs refine their ideas and take the first steps towards building a business.

Let's work together

At Exeter, we believe universities should be active partners in their regions, not just

places of learning, but engines of progress. Through Exeter Innovation, we work closely with businesses every day to unlock potential, share knowledge, and shape a future that's greener, healthier, and fairer.

If that's something your organisation would like to be part of, we'd be delighted to hear from you.

EXETER COLLEGE RANKED 2ND NATIONALLY FOR CONSTRUCTION STARTS AMONG GENERAL FE COLLEGES

Exeter College is proud to announce its ranking as 2nd in the country among General Further Education (FE) Colleges for construction programme starts in the first half of this year (Q1 & Q2 data). This underscores the College’s role as a national leader in skills development, evidenced in 2022 by Ofsted's ‘Strong’ grading.

Central to this success is the College’s collaboration with local employers and schools. By co-designing skills programmes tailored to regional needs, the College has broadened learner opportunities and supported businesses in developing a talent pipeline. A recent example is their partnership with Building Greater Exeter and the Ted Wragg Trust, which provided Year 10 students with industry experience at a Vistry construction site.

“We are now among the top providers of construction apprenticeships in the country, and that wouldn’t be possible without our partners,” said Mike Blakeley, Executive Director of Partnerships and Apprenticeships at Exeter College.

The College has seen a record number of apprenticeship applications from 16 to 18 year olds, a clear sign that young people see construction as an attractive career path.

At a launch event at the College for Foundation Apprenticeships, Persimmon Homes South West Managing Director, Dan Heathcote, said:

“By working closely with local education and training providers, we’re helping to create real opportunities for young people to build successful careers in construction."

Employers are incentivised to grow their apprenticeship provision, with many using the £2000 employer grant for Foundation Apprenticeships, a scheme supporting new talent.

Willmott Dixon also supports the scheme and hosted the launch event. Sophie Dyer, Senior Build Manager for Willmott Dixon, commented; "Foundation Apprenticeships are a fantastic opportunity for young people to take their first step into the world of work while continuing to learn."

A LOCAL VIEW OF EXETER’S ECONOMIC LANDSCAPE

As many businesses reach their half-year point, I thought I’d take a peek under the bonnet of Exeter’s economy to see how local firms are faring and how they can best position themselves to ride out and succeed in what remain turbulent times.

Having lived in Exeter for nearly 35 years and worked here for more than 25, I’ve witnessed the city evolve from what felt like a large village with a magnificent Cathedral and University into a dynamic hub for business and entrepreneurship - a driving force for growth in Devon.

Alongside those two iconic institutions, we have an outstanding further education offer in Exeter College, where I’m proud to serve as a Governor. The city also boasts marquee retailers like John Lewis and IKEA, a Premiership rugby team in the Chiefs, a full Science Park and a growing tech scene, including numerous, exciting university spin-outs. I am particularly pleased to see Exeter Airport

of slight volume declines and valuation pressure but there’s optimism for increased activity later in the year. This is driven by continued interest from foreign buyers and private equity firms seeking to invest in Exeter and the wider South West, together with the active regional investment funds supporting startups and business growth.”

Businesses are facing multiple challenges - with rising input costs from energy and food to National Minimum Wage and higher Employers’ NI -but feeling squeezed with limited scope to pass these increases on in whole or part. Sectors reliant on discretionary spending are particularly exposed.

rebounding well after Flybe’s demise, with new routes including connections to Amsterdam’s global aviation hub.

"Exeter remains a great place to do business, which may explain why it has traditionally felt more resilient in the face of broader political and economic pressures."

political and economic pressures.

However, given the gloomy national backdrop, with sluggish growth, high taxation and persistent inflationary pressures, we can’t afford to be complacent.

To better understand the current picture, I asked a few of my Exeter colleagues for their perspectives:

“Exeter remains active in dealmaking, supported by strong local corporate finance expertise. Q1 followed the national trend

“Businesses continue to navigate shifting tax legislation, from rising NI costs for the business itself, to changes in CGT and IHT reliefs affecting business owners. The key in dealing with any of these changes is to plan early and to stay on top of the changes that are taking place. Exeter’s innovative and techdriven businesses still benefit from R&D tax relief, less generous than before but still one of the most valuable incentives. More generally, the tax system remains complex and businesses should always seek early advice to ensure they do not have any nasty surprises.”

“Overall, the local business environment feels flat. Construction is struggling under higher stamp duty and staffing remains tough, especially for Exeter’s leisure and tourism sector, partly due to fewer EU workers. Finding skilled talent is also a challenge. On the upside, we’re seeing more young people choosing to stay in the region post-study.”

I echo many of these points.

The greatest threat, however, to businesses in Exeter (and elsewhere) I feel may be the lack of visibility around the future direction of the economy and government policy. Business owners crave clarity and certainty to plan. This may explain the recent survey cited by the Institute of Chartered Accountants in England & Wales which shows business confidence at a threeyear low.

Still, perspective matters. Exeter does seem to buck the national trend and does have considerable advantages for a business operating and selling here. Many of our clients here are doing well - typically those with a clear niche and a sound business model, allied with the right support from their advisors.

Getting the basics rightmanaging cash flow and having a robust business plan, with contingencies built in - remains critical. And so does having the right advisors.

Our clients can benefit from not only the Westcotts Exeter team members featured, who cover a very wide range of services for SME clients, but also the connections we have into the wider Exeter business community. This ensures our clients have the best advice, when they require it, to enable them to make effective business decisions.

5 Hidden Pain Points That Quietly Undermine Your Business

In fast-growing or organically developed businesses, subtle issues often go unnoticed — yet they erode efficiency, morale, and profit.

At Improved Ways, we repeatedly see these five pain points:

• Inconsistent Work Practices Without standardised processes, quality varies, rework increases, and complaints rise.

• Weak Risk Management

Reactive approaches leave safety, environmental, and legal risks unmanaged.

• Compliance Gaps

Outdated documentation and poor traceability threaten audits and certifications.

• Wasted Time and Resources

Hidden inefficiencies — from energy waste to rework — drain profits silently.

• Lack of Accountability

Unclear roles lead to delays, blame, and poor performance visibility.

The good news? These are all solvable. With the right systems and support, your business can grow stronger, not just bigger. Let’s talk — before small issues become costly problems.

Discover how implementing robust Quality, Environmental, Occupational Health and Safety, and Energy (QHSE&E) management systems can elevate your productivity, ensure compliance, and boost profitability, regardless of your industry sector. Your trusted partner, Improved Ways.

Are You Ready For Making Tax Digital for Income Tax?

Each year, around 12 million taxpayers submit an annual self-assessment tax return. Remarkably, almost a third wait until the final week leading up to the 31 January deadline - nine months after the tax year end on 5 April. However, upcoming legislative changes are set to transform the way income tax is reported and when those reports are due.

HMRC is rolling out Making Tax Digital (MTD) for sole traders and landlords, requiring the use of digital tools and introducing quarterly reporting. The aim is to improve the efficiency and accuracy of tax submissions through digitalisation. This shift offers businesses a valuable opportunity to adopt digital solutions, enabling quicker access to precise financial data, improved budget management, and more accurate cashflow forecasting.

When will this impact me?

MTD is being phased in over the next 3 years depending on your qualifying income levels:

What do I need to do?

• Keep digital records

At a minimum, record a date, amount and category for each business transaction, either in a spreadsheet or on accounting software.

• Send quarterly updates to HMRC using MTD compatible software

Report total income and expenses by category for each business to HMRC every 3 months, within one month and 7 days after the end of an accounting period, using bridging software for your spreadsheet or directly from your accounting software.

• Submit your annual self-assessment using MTD compatible software

Add in your non-qualifying income (e.g. dividends, savings) to finalise your selfassessment and submit this to HMRC using bridging software for your spreadsheet or directly from your accounting software.

Don't panic!

If you are VAT registered, you should already have digital tools in place for submitting your quarterly VAT returns, with new functionality being launched within those tools to meet the MTD requirements. If you are not VAT registered, there are many easy-to-use MTD bridging and accounting software options available with more options still coming on to the market. If your qualifying income is more than £50,000, now is the time to get your systems in place and prepare.

I WANNA BID (WITH SOMEBODY)

Have you ever felt like tenders are written in a secret code designed to confuse you? - you’re not alone. For many businesses across Devon – from Plymouth’s bustling SMEs to innovative firms in Exeter and beyond – the world of bidding can feel like a high-stakes game with ever-changing rules.

But here’s the good news: with a solid bid and tender strategy in place, and the right support on your side, it becomes much less about guesswork and far more about results.

So, why bother with a strategy at all? And why bring in a specialist when you could just "have a go" yourself?

A Strategy Gives You Direction (and Keeps You Sane!)

Let’s be honest, tendering can feel like spinning plates while juggling flaming torches. Without a clear strategy, you’ll end up responding to every opportunity that lands in your inbox, whether it’s a perfect fit or not. A good bid strategy helps you:

Choose your battles – Not every tender is worth your time. A strategy helps you zero in on the ones you can actually win.

Play to your strengths – It’s about showcasing what you do best in a way that aligns buyer’s needs.

Plan ahead – No more last-minute scrambles. You’ll have policies, evidence, and case studies ready to go.

Quality Over Quantity: Winning Bids Doesn’t Happen by Chance

Submitting a compliant bid is one thing. Submitting a winning bid is another. There’s a world of difference between filling in a form and creating a compelling, well-structured submission that makes evaluators sit up and take notice - That’s where working with a specialist bid consultant comes in. They don’t just make your bid “tick-box compliant” – they elevate it.

Bidding is tough. It’s time-consuming, high-pressure, and the stakes are often high. But it’s also an incredible way to grow your business and secure long-term, lucrative contracts – if you approach it with a clear, well-thought-out strategy.

Bringing in a specialist bid consultant isn’t an indulgence – it’s an investment. It saves you time, increases your win rate, and gives you the peace of mind that your submissions are compliant, compelling, and competitive.

Whether you’re in Plymouth, Exeter, or somewhere in between, the message is the same: if you want to win contracts that will transform your business, stop winging it. Build a strategy, get the right help, and start planning to win.

If you’re ready to take your bids to the next level (and stop losing sleep over procurement jargon), we’re here to make it happen.

Regulatory change is coming –Owner-managed businesses should act now

FRS 102 is changing the way businesses report. Are you prepared to turn compliance into a competitive advantage?

With major updates to FRS 102 taking effect from January 2026, owner-managed businesses across Exeter and the South West are facing a critical shift in financial reporting. These changes will affect lease accounting, revenue recognition, and tax implications, and require more than technical updates.

They demand forward planning, stakeholder engagement, and strategic thinking. For businesses that embrace them early, they also present a valuable opportunity: to realign reporting with reality, upskill finance and commercial teams and better engage key stakeholders.

Why this matters for Owner-managed businesses

1. Leases on the balance sheet

No longer off the books. Most leases will now appear as both an asset and a liability, directly affecting gearing ratios, covenants, and financial KPIs. This could trigger renegotiations with lenders if not addressed early.

2. Revenue recognition is changing

A new five-step model means revenue must be tied to performance obligations, not just delivery. This is a big shift for businesses with staged contracts, services delivered over time, or bundled offerings.

3. Knock-on tax effects

Changes in timing and classification of income and leases may lead to tax mismatches, affect R&D claims, or alter capital allowance strategies.

"Owner-managed businesses need to act now to understand how the changes to FRS 102 will impact their financials, tax position, and stakeholder relationships. This isn’t just about compliance - it’s an opportunity to modernise systems, improve transparency, and future-proof the business."

Fleur Lewis, Audit Partner, Head of Mid Markets, and Exeter Office Lead

Don’t just comply – Reassess and realign

At Bishop Fleming, we believe these changes present a moment for a strategic reset.

• Use the transition to strengthen your internal reporting and systems

• Revisit banking terms and investor communications now, not when the year end statutory accounts land

• Equip your finance and commercial teams to understand not just the “how,” but the “why” behind the changes

• Consider how updated figures may impact profit distribution, funding, or valuation

Too often, regulatory shifts are treated as technical hurdles. But handled well, they become a platform for smarter decision-making and better business discipline.

A new chapter in Exeter, built on regional strength

As the South West’s leading advisor to owner-managed businesses, Bishop Fleming continues to invest in the region, most recently through the opening of our new Exeter office at Winslade Park.

With over 100 specialists on site, we’re helping local businesses prepare for change and unlock their growth ambitions through our expert accountancy, audit, tax, and advisory services.

THE POWER OF PEOPLE: PRIORITISING MENTAL HEALTH AT WORK

Workplace wellbeing and mental health have never been more important. One in four people will experience a mental health challenge in their lifetime, and work-related stress remains one of the biggest causes of sickness absence in the UK.

Stress, burnout and lack of psychological safety can undermine staff morale and productivity, while a supportive culture can transform how people feel and perform.

With over 85 years' experience, Step One Charity (formerly St Loye’s College) has a proud history of supporting individuals with mental health needs, neurodiversity, and learning disabilities. Drawing on this legacy, we work with organisations to help create inclusive and resilient workplaces where everyone can thrive.

Our approach is rooted in evidence and enriched by lived experience. We understand

the pressures employees and managers face; tight deadlines, high workloads, job insecurity and isolation all take a toll. Left unaddressed, these factors impact entire organisations through increased absenteeism, presenteeism and staff turnover.

The law requires employers to tackle work-related stress, and new 2024 Health and Safety Executive (HSE) guidance includes mental health in first aid needs assessments, reinforcing the need for proactive and preventative action.

At Step One, we believe real change begins with open conversations about mental health. By breaking stigma and embedding wellbeing into workplace culture, organisations can unlock the full potential of their people.

Meet the team

Our Wellbeing@Work service, designed and delivered by Dr

Chandanee Kotecha and Dominic Bryant, combines expertise and innovation.

Chandanee, our in-house Clinical Psychologist, brings extensive experience in mental health, academic leadership, and Equality, Diversity and Inclusion (EDI). She is a strong advocate for equitable access to services and supports organisations in creating

healthier, more responsive workplaces.

Dominic is a registered Mental Health Nurse with specialist training in Cognitive Behavioural Therapy (CBT). He brings experience from NHS therapy services, community mental health, and delivers inclusive workplace wellbeing and neurodiversity programmes.

DEVON & SOMERSET LSIP SUMMER 2025 PROGRESS REPORT: BUILDING A FUTURE-FIT WORKFORCE

The Devon and Somerset Local Skills Improvement Plan (LSIP) has published its Summer 2025 Progress Report - a detailed account of how employers, educators, and regional leaders are transforming the skills system to meet the future head-on.

Spanning one of the UK’s largest and most diverse geographies, the LSIP continues to drive momentum behind a shared vision: a responsive, employer-led, and inclusive skills ecosystem.

This latest report captures what has already been achieved, where progress is accelerating, and what comes next as the region prepares to split into two locally focused LSIPs for Greater Devon and Somerset in Autumn 2025.

What is an LSIP - and why does it matter?

Local Skills Improvement Plans were introduced following the Skills and Post-16 Education Act 2022, with the aim of placing employers at the heart of the skills agenda. Designated employer representative bodies (ERBs) have led the development of LSIPs for 38 areas across the country.

Each plan sets out a locally agreed set of priorities that employers, training providers, and stakeholders can rally behind to better align education with regional economic needs. Since the plans were formally approved in 2023, each area has produced an annual progress report to assess:

• What actions have been delivered

• The measurable impact of those actions

• What remains to be achieved

A Skills Plan Powered by Business

This is a plan shaped not just for employers – but by them.

“The Local Skills Improvement Plan isn’t just about education; it’s about business and whether our region is prepared for the future we claim to want,” says Richard Marsh, Interim CEO of the Devon Chamber of Commerce.

“Employers haven’t just contributed to the plan; they’ve powered it. From shaping modular training to co-designing bootcamps and mentoring new talent, business has stopped waiting and started building.

“We’ve already seen what’s possible. Thousands of learners across Devon and

Somerset have benefited from LSIF-funded programmes and cutting-edge equipment. We made a clear decision to streamline skills access because six separate portals were six too many. And regional labour market data has been turned into action, not just spreadsheets.

“But we can’t afford to lose momentum. In a world that’s moving fast, standing still means falling behind.”

“The LSIP isn’t just about education—it’s about whether our region is ready for the future we want,” explains Richard Marsh, Interim CEO of Devon Chamber of Commerce.

Key priorities in action

The report tracks progress against 20 strategic priorities. Here are just a few where the region is setting the pace:

• Priority 1: Real Employer Voice: A crosssector ERB Steering Board meets bimonthly to ensure employer insight directly shapes post-16 provision. From engineering to tech, over 10 senior leaders help influence everything from policy to programme design.

• Priority 2: Rethink Days: Themed collaboration events have united educators and businesses to tackle shared issues. One major outcome was the creation of a single signposting hub in January 2025 - ending the confusion of multiple skills platforms. A standout success also came from Somerset’s returners programme, which supported over 100 women into STEM and construction careers - double the original target.

• Priority 3: From Data to Action: The Marchmont Observatory’s LMI dashboard is now used by more than 150 organisations to understand regional skills demands, helping providers shape curriculum planning in real time.

• Priority 6: One Front Door: Businesses wanted clarity, not complexity. The new "single point of contact" blends personal support with AI-powered tools, with Devon Chamber’s platform leading the way.

• Priority 10: Modular Training That Works: Stackable, short courses - tailored around business needs- are enabling more people to upskill while working. Early pilots have shown strong uptake, particularly among time-poor SMEs.

The road ahead: What’s next?

As the LSIP prepares to evolve into two area-based plans for Greater Devon and Somerset, the region is not starting again - it’s building on solid foundations. But the report is clear: there’s more to do.

• The South West Institute of Technology (SWIoT) must now move from vision to visible delivery – with stronger employer engagement, consistent qualifications, and greater learner uptake.

• Access in rural and coastal communities must improve, with a renewed focus on outreach, signposting, and digital connectivity.

• Mentoring infrastructure for apprenticeships and entry-level workers needs to be scaled, particularly for SMEs struggling with retention.

• A modular training framework, clearly branded and regionally aligned, must be in place by 2026 to enable learners to build pathways from Entry Level to Levels 4 and 5.

“City College Plymouth is proud to be part of this collaborative effort,” says Jackie Grubb, Chief Executive and Principal. “It’s not just about employability - it’s about long-term regional prosperity.”

Baroness Jacqui Smith, Minister for Skills, echoed the sentiment: “We remain committed to the LSIP model and welcome the collaboration between employers, educators and strategic authorities. Skills England will work with all partners to ensure that more young people and adults benefit from opportunities wherever they live.”

Your Role in the Skills Revolution

If you’re an employer, training provider or local leader who isn’t yet involved - now is the time.

You can support the LSIP by: Offering apprenticeships or work placements

SUPPORTING SMES TO OFFSET RISING OPERATING COSTS FROM NATIONAL INSURANCE INCREASES

Small and medium-sized enterprises (SMEs) comprise 99.8% of UK businesses and are essential to the economy. However, they face mounting financial pressures from rising operating costs, including energy prices, inflation, supply chain disruptions, and high interest rates.

The employer NIC rate has risen from 13.8% to 15%, while the threshold at which NIC applies will decrease from £9,100 to £5,000 annually. This change will substantially increase payroll costs, affecting cash flow, recruitment, and employee retention—particularly in sectors reliant on part-time and low-wage workers. Additionally, more employees’ earnings will be subject to NICs, further straining businesses with tight margins.

can secure more competitive rates, reducing overall insurance costs and exposure to uninsured risks.

2. Ensure Adequate Asset and Property Coverage

Inflation and supply chain issues have led to widespread underinsurance, with an estimated 76% of buildings underinsured. This exposes property owners to lower settlement amounts in the event of a claim. Rebuild

to focus on growth. Their consultancy and technology solutions help manage employment, safety, and wellbeing challenges effectively.

"These pressures threaten profit margins and challenge SMEs’ ability to offer competitive wages or benefits, potentially impacting employee satisfaction and retention."

Cost Assessments can help ensure that sums insured reflect current costs, minimizing the risk of underinsurance and potential financial shortfalls.

4. Implement Salary Sacrifice Schemes Salary sacrifice, or salary exchange, allows employees to trade part of their salary for non-cash benefits such as pensions, cycle schemes, or electric vehicles. This reduces taxable income and NICs for employees, while employers can save up to 0.75% of payroll costs—especially through pension contributions. Such schemes can help offset rising workforce costs and enhance employee benefits. Help is at Hand

These pressures threaten profit margins and challenge SMEs’ ability to offer competitive wages or benefits, potentially impacting employee satisfaction and retention.

Despite these challenges, there are strategies to help offset rising costs and strengthen financial resilience:

1. Capitalise on Insurance Market Trends

The UK insurance market has softened, with premiums dropping by an average of 5% in Q4 2024, according to Marsh’s Global Insurance Market Index. Property, casualty, cyber, and financial lines insurance costs are declining, creating an opportunity to review and renegotiate policies. Demonstrating good risk management and claims performance

3. Outsource Core Functions like Health and Safety

Every business must appoint a competent person for Health and Safety. Marsh’s Risk Management team offers external support, ensuring compliance while allowing businesses

PEOPLE MAKE BUSINESS: WHY HUMAN CONNECTION IS AT THE HEART OF RECRUITMENT

In an era of algorithms, AI, and digital transformation, it’s tempting to think recruitment has become a numbers game, matching keywords on a CV to a job description. But after decades of working with businesses across Exeter and the wider Devon community, we can both say with certainty: recruitment is, and always will be, about people.

At Cathedral Appointments, we’ve built our success on long-term relationships with clients, candidates, and the business community we’re proud to serve. Our role goes beyond simply filling vacancies. We partner with organisations to understand their culture, ambitions, and the kind of people who will help them grow. That’s why we’re often seen not just as recruiters, but as trusted advisors and advocates for our clients.

Today’s business landscape moves fast. Sectors evolve, skills gaps appear, and competition for talent grows fiercer by the day. In this environment, businesses need recruitment partners who truly understand their world, the commercial drivers, the leadership challenges, and the importance of cultural fit. This is especially critical for SMEs and regional businesses, where every hire really matters and each team member can shape success.

As leaders of Cathedral Appointments,

and as Patrons of the Devon Chamber of Commerce, we’ve seen first-hand the power of connection within our business community. The Chamber plays a vital role in amplifying the voice of local business and driving collaboration - values that align perfectly with our own. Whether we’re supporting a start-up with its first key appointment or working with an established business on strategic leadership hires, we always put people first.

Earlier this year, we reached a significant milestone that reflects everything we stand for - becoming a certified B-Corp™. Achieving this status wasn’t about ticking boxes. It was about formalising our commitment to doing business the right way: with integrity, transparency, and a focus on people and purpose alongside profit.

Joining the global B-Corp community holds us to a higher standard, for how we operate, how we support our clients and candidates, and the impact we have on our community and environment. For our partners, it means working with a recruitment business driven by values, not just targets. For us, it reaffirms our belief that ethical, people-first practices build stronger businesses and better communities.

Exeter and the wider Devon business landscape is evolving rapidly. We’re seeing a flourishing tech and digital sector, thriving professional services, dynamic SMEs, and a

renewed focus on sustainability and purposedriven enterprise. This growth brings fantastic opportunities and an even greater need for businesses to attract, retain, and nurture the right talent.

At Cathedral Appointments, we believe recruitment is about more than simply placing a candidate. It’s about shaping the future of a business. And that’s why we remain committed to working in partnership, offering honest advice, and staying true to our peoplefirst approach.

Being part of the Chamber network is a natural extension of our commitment to the local business community. It’s a space where we can both contribute, connect, and help build a vibrant, forward-thinking business environment in Exeter and beyond. Devon has an incredible business story to tell and we’re excited to play our part in helping businesses write their next chapter.

We’ll continue doing what we do best: connecting exceptional people with great businesses. And we’ll keep doing it with integrity, care, and a genuine passion for making a positive difference.

NEXUS TALKS AI AND CYBERSECURITY ON ITV WESTCOUNTRY

Nexus recently had the opportunity to feature on ITV Westcountry News, discussing how Artificial Intelligence (AI) is transforming cyber threats – and what this means for businesses across the South West.

As AI rapidly advances, it’s not just being used to drive efficiency and innovation – cybercriminals are also exploiting it to create more sophisticated, targeted attacks. From hyper-realistic phishing emails to deepfake scams, AI is lowering the barrier for cybercrime and making threats harder to detect.

Speaking on ITV Westcountry, our Head of Technical, Andrew Joy, highlighted how these developments are creating a "perfect storm" for businesses who may already be stretched thin on cybersecurity resources:

“AI is levelling the playing field for cybercriminals, giving them tools that were once out of reach. Local businesses need to understand that the threats they face today are more convincing and harder to spot than ever before.”

At Nexus, we see first-hand how these risks

are evolving for SMEs in the South West. Many organisations still believe that cyberattacks only target large enterprises, but the reality is quite the opposite: smaller businesses, often without dedicated security teams, are increasingly in the crosshairs.

That’s why we’re passionate about raising awareness across our local business community. At our recent Cyber Security event, we shared how companies can take proactive steps to protect themselves, such as:

• Training staff to recognise AI-driven phishing and social engineering attempts.

• Investing in modern security tools, like Managed SOC (Security Operations Centre) services, which monitor threats 24/7.

• Adopting a preventative mindset, ensuring systems are regularly updated and vulnerabilities patched.

We want to dispel the myth that effective cybersecurity is out of reach for SMEs. Today, tools like AI-assisted threat detection and automated phishing defences are more accessible and affordable than ever.

Our message is simple: local businesses

can’t afford to be complacent. By taking preventative action now, they can safeguard their operations, their clients, and their reputations in an increasingly digital world.

We’re proud to use platforms like ITV Westcountry to shine a spotlight on this critical issue and encourage conversations across our region. Cybersecurity isn’t just an IT concern; it’s a business essential.

THE EMPLOYMENT RIGHTS BILL: THE GOVERNMENT’S ROADMAP

On 1st July the Labour Government published its “Roadmap” or timetable for the implementation of the Employment Rights Bill, one of the most significant employment updates in the last decade.

The Roadmap has been published to provide employees, employers, trade unions and other stakeholders with more information on when consultations for key aspects of the Bill will take place and, perhaps more importantly, when the proposed changes will likely come into law.

What is included in the Employment Rights Bill?

The proposed changes are significant and cover a wide range of employment rights and laws from strengthening trade union rights, to providing employees with earlier access to paid leave (including but not limited to statutory sick pay and various forms of parental leave), to stricter rules over the implementation of zero hours and casual contracts of employment to unfair dismissal protections from the start of employment. Due to the volume of changes to the law, the government’s Roadmap is a useful and timely document to allow all interested parties time to prepare for the changes.

What are the expected timescales of the Bill?

At present the Employment Rights Bill is in

its reporting stage. The Roadmap explains that consultations will continue over the summer, autumn and winter of 2025 and the early months of 2026. Key areas under consultation at present include employees having unfair dismissal protection from day one of employment, statutory probationary periods, changes to the use of zero hours contracts and flexible working.

Stage One:

The government has confirmed that from April 2026 the first tranche of employment law changes will come into force which include: The extension of collective redundancy protective award cap (doubling the maximum period)

• ‘Day 1’ rights to paternity leave and unpaid parental leave

• Enhanced whistleblowing protections

• Establishment of the Fair Work Agency

• Reform of Statutory Sick Pay, including removal of the Lower Earnings Limit and waiting days

• Streamlined trade union recognition.

Stage Two:

October 2026 will see the next tranche of changes which include:

• A ban of the practice of firing and re-hiring

• The duty on employers to take “all reasonable steps” to prevent sexual

harassment in the workplace. At present employers have a responsibility to take “reasonable steps” but not “all”.

• Increases to employment tribunal limitation periods

• A tightening up of tipping laws

• The introduction of obligations on employers to not permit harassment of their employees by third parties.

Stage Three:

Following the Roadmap some of the most significant changes will come into force in 2027 (the government has not yet stated when in 2027). The changes include:

• The day 1 right to protection from unfair dismissal

• Mandatory gender pay gap and menopause action plans (voluntary from April 2026)

• Increased rights for pregnant workers

• An extension to bereavement leave

• New rules aiming to ban exploitative zero hour contracts

• Umbrella company regulation

These 2027 changes are significant and will have a transformative effect on the workplace. What should employers do to prepare for these changes?

Now is the time for employers to assess current contracts of employment, policies and procedures to determine what changes may be required. Training of key members of management and HR is also recommended to allow as smooth a transition as possible when the changes come into effect.

If you need help reviewing your employment polices and handbooks, then GA’s employment team can provide advice at every step. We can also review these for you.

LOGANAIR LAUNCH NEW SOUTHAMPTON BASE AND NEW ROUTES FROM OCTOBER

Loganair, the UK’s leading regional airline, has announced that it is opening its tenth base at Southampton Airport, generating new jobs, specifically for pilots, cabin crew and engineers from the local area, and offering new flight connections to and from this strategically important and prosperous region.

The Southampton base allows the airline to efficiently serve southern mainland and island communities and will increase the number of seats available through the airline by over 140,000 per year. It is planned that the base will be operated by two ATR-72 600 aircraft, with the first aircraft arriving in October 2025.

New routes via Manchester to Inverness and Aberdeen will also become available.

The new Southampton to Manchester route is timed to meet key connections to Inverness, Aberdeen and Isle of Man. This new route enhances onward connectivity at Manchester via existing partnerships with Emirates, Qatar Airways, Turkish Airlines, Singapore Airlines and Aer Lingus. Offering customers the benefits of single ticket and through checked luggage to global destinations. Further affirming Loganair’s foothold on offering unrivalled connectivity.

In addition to the news of this new base for the airline, Loganair has announced plans to launch two new routes, as well as increasing capacity for one of its existing

Luke Farajallah, Chief Executive Officer at Loganair, said: “We are delighted to be announcing a new base in Southampton, which is a logical and important strategic step for the UK’s largest regional airline. Loganair is very familiar with operations to and from the South Coast, and we feel confident the local market will respond well to our more permanent presence and new routes through the basing of two aircraft later this year.

“The DNA of our business for over six decades has been to connect regions and cities and to connect island communities to the mainland. Southampton offers a unique location, and we believe the markets, local people and businesses will respond well to our presence in this thriving part of the UK. We are also looking forward to welcoming our new team members, who will be recruited from the local areas.

“We would like to thank our partners at AGS (Aberdeen, Glasgow & Southampton Airport Group) for working with our teams to deliver a new dimension to our existing partnership, and we look forward to enabling growth as we develop this new base.”

This new Southampton base places Loganair in a strategically important and prosperous region of the country, opening the possibility of additional future growth.

STEP INSIDE THE FAMILY-FRIENDLY AND FUTURISTICALLY FUN MGS5

Helen Hoskin, Finance Manager at the Devon Chamber, drives the All New MGS5 EV

As a working mum of two, I measure cars by three main things: safety, space, and whether I can get everyone in (and moving) without feeling like I’ve just completed an escape room challenge.

The MGS5 ticked a lot of those boxes, though it did throw me a couple of curveballs along the way!

It’s a fully electric SUV, so you can forget about fumbling for keys in the bottom of your bag. Simply walk up with the fob in your pocket and the dashboard wakes up as if it’s been expecting you.

I’ll admit, I felt a bit futuristic, until I noticed the “gear stick” wasn’t a stick at all but a neat little dial you twist for drive, reverse, or neutral. Very sleek, very minimal. Underneath that modern interior, you get a choice of two battery sizes: the 49-kWh pack gives you a range of around 211 miles, while the larger 64 kWh battery stretches that to closer to 298 miles on a full charge.

The bigger one is also noticeably punchier

(0–62 mph in around 6.3 seconds) which feels impressive for a family SUV, though my “testing” of that was strictly for science, naturally.

And for those always on the move, a rapid DC charger will get you from 10–80% in roughly 25–30 minutes - just enough time to grab a coffee and herd everyone back to their seats.

"Fold

the rear seats and you’ve got 1,441 litres to play with, which means IKEA runs or big family outings suddenly feel far less stressful."

Inside, the MGS5 leans into the techy vibe. The 10.25-inch driver display is clear and sharp, while the large 12.8-inch infotainment screen handles Apple CarPlay and Android Auto wirelessly - one less cable to wrestle with!

You also get the MG Pilot safety system as standard: lane-keep assist, adaptive cruise control, blind-spot monitoring, and automatic emergency braking. Plus, the car has a tendency to “remind” you if you creep over the speed limit or dare to glance away “to check the kids” from the road for more than a second. I can’t say I needed that level of judgement, but at least it’s looking out for me.

Practicality-wise, the MGS5 is a strong contender. The boot is a generous 453 litres, big enough for a pram, pushchair, changing bag, and still room for the week’s shop.

Fold the rear seats and you’ve got 1,441 litres to play with, which means IKEA runs or big family outings suddenly feel far less stressful. The cabin itself is airy, with enough rear legroom to stop the kids from elbowing each other, too much.

And then there’s the drive itself. Like most EVs, it’s eerily quiet, just a smooth, steady glide that makes you question whether

you’re actually moving. My only truly “rookie” moment came right at the beginning. After my introduction to the car’s features, I sat there waiting for that familiar engine hum. It never came. Eventually, I braved the dial, and to my relief the MGS5 rolled forward like a whisper.

All in all, the MGS5 is a smart, familyfriendly EV that balances tech, comfort, and practicality. It’s got enough range for a week’s worth of school runs and errands, enough space for all the gear that comes with kids, and enough style to make you feel like you’re driving something a little bit special.

Just keep the fob somewhere safe, because with controls this simple, the mini backseat drivers might think they’re ready for their turn!

What do you do and why do you enjoy it?

I’ve recently joined the Chamber as the new Membership and Events Administrator Apprentice. I have really enjoyed attending the events all over Devon and meeting all the members. No two days are the same and I have enjoyed the variety my new role has given me.

What inspires you?

My mum is a constant source of inspiration in my life. Her dedication and hard work have shown me the importance of resilience and determination. She always puts our family first and supports me unconditionally, which motivates me to give my best in everything I do.
