LETTER TO THE EDITOR Supervisors Smith and House enhance political aspirations On Dec. 18, 2014 the Pinal County Planning and Zoning Board denied a request for a zoning regulation amendment requested by the Rose Law Firm to delete the requirement that cultivation of Medical Marijuana be inside a completely enclosed, locked building and to modify development standards by removing size limitations and storage areas. This was denied by a vote of 9-1.

The Rose Law Firm of Scottsdale’s lawyers connect wealthy investors with landowners and pursue the bureaucratic process of permitting and rezoning, making millions representing marijuana dispensaries throughout Pinal County and Arizona.

This firm is adept to plying the political campaigns in Pinal County with enough cash to ensure the Board of Supervisors approve anything they want.

On Feb. 18 of this year the Rose Firm’s lawyers argued for approval of eight open grow farms and 13 dispensaries. Our illustrious Supervisors, Anthony Smith, Todd House and

Steve Miller voted to approve the changes that Ms. Rose’s firm had requested. They determined that is was necessary for the health, safety, and general welfare of the public to amend Pinal County Development Services Code concerning Medical Marijuana Dispensary off-site outdoor cultivation locations and sizes, even in view of the fact that the Planning and Zoning Board voted against it 9-1! These Supervisors defended their votes as a “right for farmers to grow whatever they want”.

RUSD votes to keep all programs, discusses a ‘pay to play’ program for sports

Following a two and half hour executive session, the Ray Unified School District Governing Board last week voted unanimously to make the necessary cuts to the budget that were discussed in the executive session.

Board President, Brian Coleman explained to those in the audience that there would not be any programs cut at RUSD, however the board would still need the support of the community to fundraise to keep the ROTC program going, as well as fundraise for all programs including athletics and band.

The board did not elaborate on what cuts would be made to accommodate keeping the programs in place. President Coleman explained that those cuts would not be shared publicly until Superintendent Cook could inform the affected staff members. At a special board meeting in April, the board considered cutting the ROTC program due to the high costs and need to cut $110,000 from the 2015-16 budget.

During the call to the public, RUSD Parent Michael Hing suggested the possibility of Ray joining the Cobre Valley Institute of Technology. He asked the board to fund ROTC for one more year until an election could be held to join CVIT. He explained that Globe High School is able to run their ROTC program through CVIT. Parent Angela Gotto also explained that she was able to come up

with additional fundraising plans to help fund the ROTC program.

Athletic Director Jeff Cude made a presentation to the board on the possibility of implementing a pay to play program for the athletics program. He explained that ticket sales at football, basketball and volleyball games are not generating enough revenue to cover the cost of hiring officials. In 2014-15 the district auxiliary fund for athletics was overspent by $6,000 due to the increasing costs of officials and lower ticket revenue. In the pay to play plan, families could utilize the Arizona Education Tax Credit to pay for their students athletics and see a reduced tax bill by using that option. The maximum a family would pay on the fee scale would be $400 and that would be for multiple athletes playing three sports each. The policy would also include a hardship clause for families that could not afford the pay to play fees.

The board also heard a presentation on the purchasing of a new phone system for district. Funds to purchase the phones will come from E-Rate funds that help schools and libraries buy technology and communication equipment such as phones, computers, and other hardware. The total cost of the phone system will be $42,422, E-Rate will fund $37,937 of that expenditure leaving the district to cover $9,484. The new phone system will improve the district phone system which will operate off the internet and will allow more phone lines into the district.

made to the 2015-16 Budget once the affected staff has been notified. The RUSD Governing Board will convene a public hearing on the 2015-16 budget on Wednesday, May 27, at 6:30 p.m.

Four merchants honored by Chamber

In the past several years the Copper Basin area has celebrated Hayden and Winkelman’s 100 years and 50 for Kearny. As we continue to celebrate our heritage did you know that there are four businesses that have been here 50-100 years under the same family management?

They have survived two World Wars, Korean, Vietnam and the Persian Gulf wars, numerous strikes and layoffs and still kept their businesses running along with the hardships of their customers.

Last week, these four businesses were honored for their longevity.

In 1911 the first generation of Giorsettis arrived in Winkelman from Italy setting up a bakery and doorto-door delivery of those products. They raised their family at that same location expanding their business to a General store. Provino and Ruby Jean carried on the family tradition. At Giorsetti’s you could find clothing, boots, dry goods. Houseware, groceries and meat cut to your specification. Anything you wanted it was there.

Third generation Giorsettis still run the store and are an asset to the local area.

Raul Mendoza would not think of retiring. He was born and raised in the Copper Basin area, his parents owned a local ranch and his brother ran the Hayden Drug store.

He loves the area where he lives and works. Raul was bombardier in World War 2, came home and opened the Hayden Home Supply which was located on Main Street, Hayden. The building still stands and was later Gila Furniture. He is presently located in the building that was originally the Hayden Elementary and later Griffith Mortuary. He is known for his advertising technique, “Going Out of Business.” His wife Sophie, family and friends were there as he received his plaque.

In 1958 the Slotter family moved to Winkelman and

settled on acreage a couple miles across the Gila on the Old Tucson Highway. They opened Palo Verde RV Park which was always busy especially during the building of ASARCO’s smelter and smoke stack. Mrs. Slotter who is in her 90s ran the trailer park all those years and has turned the Park over to her son Tom and Rose. Rose accepted the plaque on behalf of the Slotter family at Palo Verde Park.

After success at that they opened the Hamburger King in Superior. Lorna decorated the restaurant with bees and thus the name Buzzy’s which carried over to their famous establishment in Kearny.

Rubalcaba graduates from NAU Dylan Rubalcaba graduated from Northern Arizona University on May 9, 2015 with a Bachelor of Science degree in Biology with a minor in Chemistry. Dylan graduated with honors earning Summa Cum Laude distinction. Dylan plans to continue his education in the Fall of 2015 at Washington State University, College of Veterinary Medicine, in Pullman, Washington.

During his tenure at NAU, Dylan served as a Student Instructor (SI) in Biochemistry for four semesters, where duties included teaching and tutoring biochemistry students to help them understand and succeed in the Biochemistry programs at NAU. Dylan also was a Student Assistant in Statistics; some of the duties included tutoring students in the Statistics curriculum at NAU to help them succeed in the program.

In addition to his formal education, Dylan has volunteered in several animal and veterinary medicine programs, including volunteering at an animal shelter, a “raptor” program, and as a technician at a veterinary clinic. Dylan will continue to work as a veterinary technician until his departure to Washington State University in the Fall.

Dylan’s childhood ambition has always been to be a

veterinarian as far back as the fifth grade when he began to focus on academics. He now joins the ranks of other family members who are also NAU alumni that including older brothers, Ramon III, and Skylar.

Ray Jr. High girls end year with four championships

By Andrew Luberda Copper Basin News What a year it was for the female student-athletes at Ray Jr. High. They had a year to remember and perhaps not soon to be duplicated after winning championships in volleyball, basketball, softball and track.

As seventh graders, this group of girls won two championships; one in basketball and the other in track. The potential to exceed last year’s accomplishments was there when they returned for their final year of Jr. High School. But as most of us know, sometimes it’s easier said than done to meet such lofty expectations, which makes this year’s results even more rewarding.

positive attitudes and behaviors and “real” teamwork.

“They play as a team, they’re selfless, they’re good humored, and they don’t get down on each other if one makes a bad play,” Johnson told the Copper Basin News. “Selfless is the big thing, I think.”

In addition to be champions on the court, in the field, and on the track, these true student-athletes were champions in the classroom.

“These female athletes stayed eligible this entire school year and most of these girls maintained high academic standards by being on the various honor rolls provided at Ray JR/SR High School this year,” Johnson wrote in an email. “All of these girls knew that their class work needed to come first before they could succeed on the court or in the field. They proved that good things happen when you work hard at everything you do.”

Of course, the teams could not have had the success without the coaches who dedicated their time, energy, and love for their respective sport and players. Each of them helped ensure positive values were instilled at each game and practice, which led their team to a championship level.

Kearny begins work on multi-jurisdictional hazard mitigation plan The Town of Kearny, with other municipalities, and Pinal County, is working on the hazard mitigation plan for the area.

The hazard mitigation plan will focus on the area’s most threatening hazards and provide a strategy to reduce or eliminate the risk from those hazards to the people and property of the Town of Kearny.

All local, County, Tribal and State governments must have a FEMA approved hazard mitigation plan in order to be eligible for Federal disaster mitigation funds.

Bearcat season ends with state runner-up trophy

By Andrew Luberda Copper Basin News For a while it looked like the second-seeded Ray baseball team might lose last Saturday’s Division IV Baseball State Championship game without recording a hit against topseeded Desert Christian’s starting pitcher Andrew Edwards.

But the Bearcats wouldn’t go down without a fight, coming up with a valiant comeback attempt before being defeated by the now Three-Peat Champions, 13 – 6.

The Eagles senior left-hander no-hit the Cats during the game’s first five innings, as the back-to-back defending State Champion Eagles were making it look easy, leading 8 – 0 going into to the sixth inning.

Ray had a chance to score first in the bottom of the second with runners and second and third, no outs, and their 1-2-3 hitters coming up. But Edwards was able to get out of the jam without any damage being done.

“We felt our 1-2-3 hitters were capable of scoring at least one, if not two runs,” Ray head coach Rene Pacheco said after the game. “When you face a dominant pitcher like Edwards, he controlled those three at-bats.”

Copper Basin graduation ceremonies on Friday Both Copper Basin area high schools will be holding Commencement ceremonies this Friday, May 22.

Hayden High School seniors will enter Lalo Serrano Memorial Field to the strains of “Pomp and Circumstance.”

The National Anthem will be by Shannon Lagunas followed by the Class Prayer offered by Kari Curtis and Maria Davis.

Mr. Gregorich is next on the program with greetings of welcome Class Quotes will be recited by Nicholas Domiquez and Johnny Silva followed by the Class Poem presented by Thomas Burns. The Class History will be presented by Gabriel Mariscal and Thomas Burns and Ezkiel Bolterez and Antonio Medina with then present the Class Song A special thank you will be said by Austin White and Guage Neal followed by the Salutatory Address by Gabriel Mariscal and Valedictory Address by Jacob Manriquez.

Presentation of the Class of 2015 will follow and the presentation of diplomas will be by Anna Guzman.

Erica Vanessa Aguirre would like to thank her family, ninos, friends, teachers, coaches and role models for their support as she receives her Bachelor of Science in Public Health Degree from the University of Arizona (UA) this May 2015. Inspired to make a difference and discover the world around her, Erica immersed herself in many extracurricular activities throughout college.

She volunteered with numerous Tucson organizations, such as the Southern Arizona AIDS Foundation, Community Food Bank of Southern Arizona, AZ Deaf and Blind School, Ben’s Bells, Mel and Enid Zuckerman College of Public Health, and other events, such as Tucson Meet Yourself, AZ Diaper Drive, 24 Hour Toy Drive, Moda Provocateur Fashion Show, Diabetes Walk, and the Breast Cancer Awareness Walk. She engaged in clubs across campus, such as Ballroom Dance and Folklórico Miztontli where she danced in a UA football game half-time performance in front of 10,000 Wildcat fans. Erica worked for the UA’s Office of the President for two years as student assistant where she gained professional communication skills in writing and speech. Erica crossed into Theta Nu Xi Multicultural Sorority, Inc., an organization based on serving the campus and Tucson community of all different races, cultures, religions, backgrounds and lifestyles, in Spring 2011. Fully funded by the Gates Millennium Scholarship, she left the United States for a semester to finish her Spanish minor at La Universidad de Alcalá in Alcalá de Henares, Madrid, Spain and visited several European countries. Upon returning, Erica founded the Gates Millennium Scholars (GMS) Club on the UA campus and served as the Campus-Based Leader for all GMS Scholars at the UA. During this time, she also stepped up to serve as President for her sorority where she led her sisters in facilitating their annual ONE Love Multicultural Showcase for the Tucson community. Erica also worked for the Undergraduate Research Opportunities Consortium Program where she led research activities for the 2014 summer program. This academic year, Erica has interned with the nonprofit organization, Grow 2B Fit Foundation, where she has facilitated sessions on how to make healthy choices through nutrition and physical fitness education to low-income youth.

Erica aspires to continue her education in public health and will apply for graduate school this upcoming year. She knows none of this would have been possible without the support and encouragement from those that have helped her throughout her journey, and she expresses her utmost gratitude.

Thousands of dollars in scholarships and awards were presented to Ray High School graduating seniors last week during the 2015 Scholarship and Awards program held in the GKI Courtyard. A dinner hosted by the Kearny Rotary Club preceded the awards ceremony. Twenty-seven graduates were rewarded for their endeavors at RHS and included five students from the class that were named Valedictorians.

A Grief Support Group, thanks to the caring people of Copper Communities and Gemini Hospices, Thema Health Services (aka: The Crossing Hospice), and Cobre Valley Regional Medical Center (CVRMC), is open to anyone in the community who has experienced the loss of a loved one. By Nina Crowder Copper Area News It could not have been a more pleasant day to visit the Reid Park Zoo for the Central Arizona College (CAC) Science Club and Biology group who enjoyed the temperatures in the 70’s and the beautiful blue, sunny skies and all the Reid Park Zoo animals. Just a short drive into Tucson awaits some amazing animals and good times for anyone!

The Science Club of CAC took advantage for some quality time to get together and enjoy one last outing before the semester ends. Luise King, who was voted Faculty Member of the year at the Aravaipa campus, planned the Continued on page 24

The Reid Park Zoo provides educational and informative information about the many different animals, the environment in which they come from and what it is like for them residing in the zoo. The zoo is a wonderful way to spark the student’s interest in wildlife, conservation and science. It is a true learning experience.

The Reid Park Zoo has many events for everyone to participate in. Some of the events include Family Safari Overnight, Grizzly Bear Picnic, Brew at the Zoo, Little Critters Workshop, Summer Camp, Photo Safari, Young Explorers and many others. When the CAC students attended the zoo some of them participated in the Feed the Giraffe event and Camel Rides. The zoo has something for everyone.

The mission of Reid Park Zoo is to encourage commitment to the conservation of biological diversity and to provide educational and fun experiences for visitors of all ages. The zoo was founded in 1965 with a collection of birds, prairie dogs, farm animals, squirrels and monkeys. The zoo has expanded to a 24 acres and hosts annually over 600,000 visitors.

fifth when center-fielder Robbin Newman made a sliding two-out catch on a line drive with the bases loaded. Ray’s season might have ended there if not for Newman’s outstanding defensive play.

“Robbin made a great play to end the inning,” Pacheco said. “(He) allowed us another at-bat to make a game out of it and we had a little bit of life left.”

Boy did they.

The Bearcats sent 10 batters to the plate in the top of the sixth, scored six runs, and chased Edwards, who was obviously upset as he returned to the dugout.

Derek Pacheco led off the inning with a walk, which was followed by Yocum getting hit by a pitch and single by Seth Harmon to load the bases. Jacob Pace

came up with the first big hit of the inning, an RBI single that scored Pacheco and Yocum. Harmon, who was trying to score on an error, was out at the place, but the throw home allowed to Pace to move to second.

Jacob and his brother Jordan scored two more runs on a throwing error by the Eagles’ first baseman.

Douglas McPeak later hit a two-run double, scoring Newman and Cole Yocum, who had previously singled and doubled, respectively.

“Our kids had quality at-bats, executed when we needed to, and made things happen,” Pacheco said.

“To make that run it’s just quality at-bats, quality hits, a little bit of luck, and we put some pressure on their side.”

“Our fans never gave up on us and I honestly believe our kids never gave up on us,” he said.

Desert Christian answered back in the bottom half of the inning, scoring five runs to effectively seal their third-straight championship.

The Bearcats started the season 1 – 6 – 1, facing some stiff competition before playing in a section that featured three teams in the final eight of the state playoffs.

“We told the kids we’re going to work hard, we’re going to try to get better every year, and we’re going

to try to go deeper in the playoffs,” Pacheco said, recalling what he told the team he took over. “This year we knew we were going to be prepared.”

Pacheco, who took over the Bearcats’ program three years ago, was proud of his players, many of whom were friends with his son, Derek. He’s been around them most of their lives.

“I truly believe our team left everything they had on the field,” he told the Copper Basin News. “We accepted the defeat in the end, but our kids fought until the end.”

Pacheco talked briefly about the opportunity to coach his son Derek during his final season at Ray. “It’s been an unbelievable experience,” he said about

coaching son. “I’m proud of him as a baseball player, but I’m more proud of him as a person.”

The last month has been difficult for the Pacheco family, especially for Derek, who lost both of his maternal grandparents during that time, including his grandmother only days before Saturday’s championship game.

The younger Pacheco, who is a straight-A student and ranked at the top of his graduating class, has made his family and father very proud.

“He has an academic scholarship to NAU,” said Derek’s coach and dad.

“He’s been a role model for all the kids in our community and I’m very proud of that.”

No part of the net earnings or net income of the Foundation shall inure to the benefit of any private individual or officer or director of the Foundation; provided, however, that such a person may receive reasonable compensation for personal services rendered, or reimbursement for reasonable expenses incurred, which are necessary to carrying out the exempt purposes of the Foundation. Section 4. Notwithstanding any other provision of these Articles of Incorporation, the Foundation shall not carry on any other activities not permitted to be carried on by a Foundation exempt from federal income tax under I.R.C. 501(c)(3) or by a Foundation contributions to which are deductible under I.R.C. Section 170(c)(2). Section 5. The income of the Foundation shall be distributed at such time and in such manner as not to subject it to tax under I.R.C. 4942 and the Foundation shall not engage in any act of self-dealing, or retain any excess business holdings, or make any taxable expenditures as defined in I.R.C. 4941(d), 4943(c) and 4945(d), respectively, or make any investments in such manner as to subject it to tax under I.R.C. 4944; or make any indemnification which would give rise to a penalty excise tax under I.R.C. Chapter 42. ARTICLE IV MEMBERS This Foundation shall have no members ARTICLE V BOARD OF DIRECTORS Section 1. The affairs of the Foundation shall be managed by its Board of Directors which shall consist of such number of persons as shall be fixed by the Bylaws from time to time, but shall not be less than the number of directors required by the ANCA. The terms of office qualifications and method of election of the directors shall be as specified in the Bylaws. Section 2. ARTICLE VIII DISSOLUTION In the event of the dissolution of the Foundation, the Board of Directors shall, after paying or making provision for the payment of all of the liabilities of the Foundation, distribute all of the assets of the Foundation exclusively to one or more organizations then described in I.R.C. 170(c)(2), 501(c)(3), 2055(a)(2) and 2522(a)(2) having purposes substantially similar to those of the Foundation (except that no private foundation as defined by I.R.C. Section 509(a) shall be a recipient) or to one or more units or agencies of federal, state or local government to be used exclusively for public purposes, as the Board of Directors shall determine. Any of such assets not so distributed shall be distributed to one or more of such organizations as determined by the Superior Court of the county in which the principal office of the Foundation is then located. ARTICLE IX PRINCIPAL OFFICE; REGISTERED OFFICE; REGISTERED AGENT The mailing and street address of the principal office is 308 East Aero Drive Payson, Arizona 85541. The mailing and street address of the registered office is 849 N. 3rd Avenue Phoenix, Arizona 85003 and the registered agent at such address is CLG Services L.L.C. ARTICLE X DIRECTOR LIABILITY To the fullest extent permitted by the ANCA, as the same exist or may be hereafter amended, no director of the Foundation shall be liable to the Foundation for monetary damages for any action taken or any failure to take any action as a director. No repeal, amendment or modification of this article, whether direct or indirect, shall eliminate or reduce its effect with respect to any act or failure to take any action as a director. No repeal, amendment or modification of this article, whither direct or indirect, shall eliminate or reduce its effect with respect to any act or failure to act of a director of the Foundation occurring prior to such repeal, amendment or modification ARTICLE XI INDEMNIFICATION The Foundation shall, to the fullest extent permitted or required by Sections 10-3850 to 10-3858, inclusive of the ANCA, including any amendments thereto (but in the case of any such amendment, only to the extent such amendment permits or requires the Foundation to provide broader indemnification rights than prior to such amendment), indemnify its current and former Directors, Officers, and agents against any and all Liabilities, and advance any and all reasonable Expenses incurred thereby in any Proceeding to which any Director or Officer is a Party because such Director or Officer is a Director or Officer of the Foundation, provided, however, that the Foundation’s obligation of indemnification shall be conditioned upon its receipt of prompt written notice of the threat or filing of an action, suit or proceeding as to which rights of indemnification are sought. The Foundation may indemnify its employees and authorized agents, acting within the scope of their duties as such, to the same extent as Directors or Officers hereunder. The rights to indemnification granted hereunder shall not be deemed exclusive of any other rights to indemnification against Liabilities or the advancement of Expenses which such Director or Officer may be entitled under any written agreement, board resolution, the ANCA or otherwise.
