Our 4th Summer Dear Friend, Thank you for reading this issue of Contemporary Family Magazine. This is our 4th summer issue since publication in 2020 and I’m so very proud of our commitment to share your news, information, and research!

In each issue of Contemporary Family, I strive to bring you value. Value in further understandings. Value in further vision. Value in finding opportunity for you to make the changes in your practice. Value in finding reason for policy change to protect the rights of children to have access to both parents.

My work in the field began as a child advocate in 1998, shortly after I had separated from my former wife. I hadn’t expected, truly, that not only would I be divorcing, but that I would also lose my children in the process.

The Olympics have begun in Paris! The goals for each athlete are clearly evident on their faces you may have seen as they jubilantly made their entrance on lovely river boats on the Seine. The Olympics means many different things for aspiring athletes, for their supporters, and for their countries.

INTERNATI NAL NEWS BRIEFS USA: PASG Activities at AFCC Conference in Boston

The big annual meeting of the Association of Family and Conciliation Courts (AFCC) took place in Boston, Massachusetts, during June 5–8, 2024. PASG and our members were very visible throughout the conference. Several important events occurred …

The leadership of AFCC organized a plenary session— “Depolarizing by Example: AFCC Peace Talks on Parent-Child Contact Problems”—that featured PASG president William Bernet. During the last year, several AFCC officers, Peter Jaffe (representing domestic violence concerns) and Bernet (representing parental alienation concerns), met regularly in an attempt to break down the polarization of issues related to parent child contact problems (PCCPs). This project was called “AFCC Peace Talks” because its explicit mission was to modify the tone of these discussions, which have typically been highly adversarial. It is hoped that the Peace Talks will continue and eventually produce a written document that explains areas of agreement regarding PCCPs, areas of disagreement, and perhaps empirical research intended to sort out some of the areas of disagreement. There were impromptu conversations between PASG members at the conference and those with competing explanations for PCCPs, and those discussions may continue as well.

In recognition of their participation in the Peace Talks, Jaffe and Bernet were presented with the AFCC President’s Award by the current AFCC president, Stacey E. Platt. This whole project was meaningful because it highlighted an official goal of AFCC leadership, i.e., to soften the destructive discussions that have occurred regarding parental alienation and related issues.

Three PASG members participated in a second event with a similar theme—“Moving Toward Consensus on Parent–Child Contact Problems: A Discussion”—that was very well attended. In this workshop, PASG members Ashish Joshi and Bernet represented parental alienation concerns; Robert A. Simon and Benjamin D. Garber emphasized multi-factor 6

theories regarding PCCP; and PASG member Virginia E. Griffin was the moderator. In a manner similar to the Peace Talks, the five participants in this workshop had repeatedly conferred online and in person in searching for common ground, common language, and common understanding of how to conceptualize and intervene in these challenging cases.

PASG also sponsored a table in the exhibit area of the conference, which pertained to the Consortium for Parental Alienation Research and Advocacy (COPARA). COPARA is a new organization that ultimately will include many separate organizations from various countries, which have an interest in PA research and advocacy. For example, the two organizations that launched COPARA are PASG and our colleagues in Mexico, Global Action for Research Integrity in Parental Alienation (GARI-PA). PASG member Robert Samery, the chairperson of the PASG Outreach and Collaboration Committee, organized the COPARA table. The table had a primary purpose

of encouraging organizations to join the consortium with a secondary and successful aim of offering factual PCCP information to many who had little knowledge of the subject.

Finally, PASG held an open reception in one of the event rooms at the Sheraton Boston Hotel. The hosts for this event—PASG members Brian Hart, Phillip Hendrix, and Bernet—made a point of inviting both PASG members and other interested individuals, as a way to encourage dialogue among people with different perspectives regarding parental alienation and related issues. We had about 60 guests at this festive event. During our week in Boston, PASG members promoted interlocking aspects of our mission, i.e., educating mental health and legal professionals and the public regarding PA, challenging and combatting misinformation regarding PA, and encouraging constructive discussion regarding PCCP. For future planning, the next AFCC conference is in Columbus, Ohio, during November 14–16, 2024.

USA: Pioneer Joint Custody Advocate Passes: Child Advocate, Margaret Wuwert of Toledo, Ohio passed, July 23.

I am also so sad to learn of Margaret's passing.

In 2000, Margaret opened “The Gift Exchange” in her hometown of Toledo, Ohio, the largest supervised visitation program in the country. She hosted a singularly invaluable national conference for the DC headquartered Children’s Rights Council where both she and I served as Assistant Directors of Child Access Services. The Conference elevated Margaret’s leadership, giving example to other providers of visitation services.

Margaret inspired me through the years.

Following my founding in 2010 of The Toby Center for Family Transitions, Margaret gave me advice and support, and then invited me to visit her in 2018 in Toledo where we had tried to create a therapeutic supervised visitation for the regional Dept. Of Social Services. Sadly, the agency hadn’t recovered from economic losses to support this effort.

Margaret will forever be in my heart for her commitment to help and to love children where parents struggle through child custody.

As she regularly reminded so may we continue to remember, "It's All About the Kids". Honor Margaret, and read her book.

May her memory be a blessing.

Are You A Co-Parent Dealing With Anger Or Conflict Control Problems?

Answer These Key Questions To Find Out

by Rosalind Sedacca, CDC e all get angry when we believe we are being wronged, misunderstood or unjustly accused. It’s a natural reaction to circumstances that put us on the defensive. But when we cannot identify or manage our anger, it can take over our lives and affect the wellbeing of those close to us. When our anger is focused on our relationship partners or a divorcing spouse, it can reach dangerous levels – especially when there are children involved.

If managing anger has been a challenge for you, it is important to recognize signs to watch out for in your behavior. That begins by identifying “red flag” warnings in advance, before you explode out of control. Then you can learn healthier ways of expressing anger, frustration and other difficult feelings, which will lead to more peaceful and rewarding life experiences.

Anger management issues need to be addressed before they destroy your life and hurt others. Fortunately, there are tools, skills and strategies you can use to change your state of mind. These include perceiving circumstances differently. Catching yourself before your anger explodes. Then harnessing your anger in more productive directions to give you more inner peace. Learning these skills will not only make your life more satisfying. It will improve your relationships with everyone in your world – especially your children and co-parent following a divorce.

Controlling your anger will transform your life for the better. It will give you the tools to respond more effectively to a multitude of challenging situations – at home and at work. You can still get your needs met, but without the struggle, turmoil and negative consequences.

With that in mind Amy Sherman, LMHC and I have co-created an 8-hour ANGER MANAGEMENT FOR CO-PARENTS program. It’s especially helpful for parents coping with separation or divorce. Take it in the comfort of your own home over a period of days to get the most value from the content. The program is court-approved in many municipalities throughout the United States and can be voluntarily taken by anyone.

Frequently clients tell me they are not clear about whether they have a problem with handling anger. Here are several questions you can ask yourself to identify whether anger and conflict management are viable issues in your life: u Do I lose my temper easily and quickly?

u Is it difficult to express myself without cursing, swearing and blaming? Is my communication with others often offensive and vulgar? Am I defensive and usually believe the problem “isn’t me -- it’s them”?

u Are family and friends afraid of me? Do they often tell me to calm down? Do people say they “walk on egg shells” around me? Do they avoid giving me bad news for fear of my reaction?

u Does anger cause me to become destructive? Do I frequently break things or become violent towards others? Do I pound on the table, punch a door or throw things to make a point? Have I hit, bit, pushed or forcibly held my partner because of my rage?

u Have I hurt people close to me because of my anger? Have I lost friends, family or even my job as a consequence of my outbursts? Do people distance themselves from being close to me?

u Does my anger spiral out of control?

Once I get angry, is it difficult for me to de-escalate? Does it seem to take over and take a while before I am able to settle down?

u Have I tried to control my anger, but failed? Am I unable to control how I react

u Do I have difficulties with authority figures? Do I dislike people telling me what to do and often get into confrontations? Do I

u Is my body language intense? Do I communicate with clenched fists, a tightened jaw and a glaring stare?

If you answered yes to several of these questions, it makes sense to take a simple on-line course designed to support you. It provides advice, tips, strategies and tools for coping with anger and frustration without letting it destroy your wellbeing.

It’s All About the Kids

This text really is both a simple and lovely treatise on how a mindful approach to supervised visitation can be the true preservation of child attachment to an otherwise absent parent. It’s a biographical journey as so many such books written by advocates are.

I knew Margaret. I learned from her, and worked with her in the setting of the Children’s Rights Council, a national leader and pioneer as supervised visitation service provider. I also knew Margaret as a loyal, and committed friend of children in Ohio, where in Toledo she founded and led the largest single supervised visitation program in the United States.

Here’s an excerpt which well illustrates Margaret’s journey:

During 1999, I attended a conference in Washington, D.C., where I learned about and fell in love with a new concept for family visitation, which CRC National was planning to adopt. A professor from the University of Iowa, Dr. Dick Woods, had received a federal government grant to pilot a program and set up a center for families to do supervised exchanges or supervised visits. The center also held support groups, anger management and parenting classes, and mediation between the two parents. What was important about this process is that unmarried parents could do mediation first, which would save lots of court time. So, Dr. Woods' project became the template that CRC National followed in setting up its regional centers.

He offered a 40-hour course over two days, so it was intense. At the end of the first day l went back to my hotel room with my head spinning. It was such a good course, but I felt so inadequate. I wasn't sure what to do. I said a prayerand asked God to direct me. There were no bolts of lightning or burning bushes, but I knew God was with me on this venture, and for 12

I went back to the course the second day and fell in love with the concept. I knew this is where I wanted to spend my energies. At the time, there was only one other organization in the Toledo area that provided services similar to ours —East Toledo Family Center— but exchanges and visitations were not their 'primary business; they did occasionally do supervised visits, but were not interested in overseeing visits full time. Over the years, however, they did help many families when our schedule was so full that we had a waiting list, sometimes as long as six to eight weeks. Since I would soon be able to retire from the Department of Jobs and Family Services, I could devote full time to an organization that focused on exchanges and visitations.

When I first joined CRC, I was a representative for Northwest Ohio; then my responsibilities expanded to include all of Ohio, and then Ohio, Michigan, and Indiana. Also around this time, I realized I wanted to do something more middleof-the-road, not focused on just moms or dads. but on kids. So, I severed ties with the FFER board, and most of the people on that board followed me as I set up the CRC board.

I understood that in order to get a CRC center started in Northwest Ohio, I would have to persuade the judges, so I started with Judge David Lewandowski, whom we invited to a cookout at the home of one of CRC's board members.

The whole idea of that evening was to sell him on our plan to open a local CRC center. Judge Lewandowski proved to be the right person to start with, because, first, he had heard of the concept of su-

pervised visits, and second, he knew that there was a need for the services that an organization like CRC could provide.

So a simple girl from a simple life got the chance of a lifetime to follow the yellow brick road and take some needy people with her.

Margaret had provided leadership in her search for better ways to improve child outcomes. A loving mother and grandmother, sAbouhe was tenacious but spirited and kind in her efforts to bring people together in this magnanimous effort. She supported my own efforts to build now what has become one of the largest supervised visitation programs serving the State of Florida.

Her commitment to writing, and her commitment to work within the given system to enable vulnerable families to find a better, more cohesive way to preserve a healthy child attachment shall forever be my further impetus to achieve the same.

Book Review: Alyse Price-Tobler's First Two Books of the PA Three-Volume Book Series

Review by Stan Korosi The author of these two books, Dr Alyse Price-Tobler, has chosen an unusual approach by self-publishing her two-part PhD dissertation. Book 1 focuses on adult survivor accounts of parental alienation, especially the experiences of remediations and interventions, interpreted through a psychotherapeutic lens. Book 2 focuses on practitioners' accounts of their therapeutic development, training, and the remediations and interventions to which adult survivors respond in the first book.

So why would you read these two books?

The unique juxtaposition of survivor and practitioner experiences exposes tensions, divisions, and unique opportunities to meld lived experiences with practice. These two books are now available through AMAZON and https://inspiringbookshop.com.

By her definition, Dr. Price Tobler is a lived experience practitioner. The cover photographs of her two books depict her tragic parental alienation trajectory. She integrates her alienated child-alienated parent experiences with a rich psychotherapeutic view, mounting a robust case for including lived-experience stakeholders in the ongoing development of this field. The author claims her motivation to self-publish her dissertation is to make what she considers to be the revolutionary outcomes of her psychotherapeutic research in the parental alienation field more readily available to key stakeholders than would be the case through conventional publishing channels. Readers will be aware that these two books are not the first to

be self-published in this field nor the first to earn the self-published author both opprobrium and praise. Dr Price-Tobler explains the limits of conventional academic publication where there is a dearth of peer-reviewed literature on which to rely.

Readers will note the reliance on grey literature. The author contends that her PRISMA search could not locate adequate peer-reviewed literature about adult child survivors of parental alienation in the severe category who had received treatment. Additionally, the author contends that parental alienating behaviours, which she also refers to as pathogenic parenting, are already located within existing assessment and diagnostic categories in DSM-5, an ICD-11, such as factitious disorder, shared delusional disorders, and child psychological. The reader is left to contemplate whether parental alienation and its campaign for categorisation as a unique presentation is redundant.

Interestingly, the author did not cover a DSM-5 category of CAPRD (Child Affected

by Parental Relationship Distress), nor the growing inventory of validated measures beyond the Baker Strategy Questionnaire such as the Parental Acceptance-Rejection Questionnaire (PARQ) and Rowlands Parental Alienation Questionnaire (RPAQ) as these measures did not apply to adult alienated child survivors.

ence of mental health practitioners, with a particular focus on adult-child survivors of parental alienation. A vital outcome of this research for practitioners not specialised in this field is the role alienation plays at the centre of intersecting traumatic presentations (Complex Intersecting Trauma). The author contends that practitioners unaware of the alienation trauma risk misdirecting the focus of intervention and remediation because neither the practitioner nor the client recognises the parental alienating behaviour at the centre of the lived experience. The author proposes that the traumatic effects of parental alienating behaviours, or pathogenic parenting, on adult-child survivors is a relatively under-developed focus for which very few practitioners are prepared and for which specialised training is required.

Her study of practitioner training and practice raises critical questions for the reader.

The author attempts to build a bridge between two conceptualisations of the same presentation, raising the question: can different conceptualisations of the theory and practice of parental alienation complement or compete with each other? She also raises the question of whether the term pathogenic parenting should replace parental alienation as a description. The reader should also consider whether and how the two labels describing the same presentation can sit alongside each other and whether the labels distract attention from the child’s psychological abuse at the focus of attention.

The author proposes new developments for professional supervision and training in the parental alienation field that may interest practitioners and survivors alike. Her findings of potential life-threatening vicarious trauma and professional threats to which parental alienation practice exposes its practitioners should grab both practitioners' and survivors' attention alike. Dr Price-Tobler leaves the reader with disturbing claims of division that amount to bullying and vilification of practitioners. The rich panoply and intersection of survivor and practitioner lived experiences and multiple therapeutic orientations synthesised into various practices is a fascinating

study of the social science version of rapid prototyping. It also presents a frightening view of how dangerous parental alienation is to practitioners and survivors. Rather than conventional treatment, this author contends that disrupting the process and navigating alienation’s dark pathways brings new perspectives to survivors and practitioners alike.

Starting the Dialogue on A Social and Public Health Policy Framework for Alienation in Families (Parental Alienation)

Abstract This article applies a multi-dimensional framework to the dominant psycho-legal disciplines of parental alienation to inform social and public health policies. These policies aim to reduce the harm parental alienating behaviours cause to children and family members.

They will address how these behaviours construct marginalised groups within society and families. A multi-dimensional critical analysis of parental alienation supports the interaction and interdependence of multiple disciplines. Historically, the parental alienation field focuses on singular categories such as clinical science and family law. This historical approach limits policy considerations to address the discursive nature of alienating power relations, human rights for targeted/rejected parents and children, social justice in equity and access to social resources and socio-economic exploitation. Public policies addressing alienation in families invite society and its members to consider the problem of alienation in families as a public issue with interconnecting and interacting factors.

Introduction o say that parental alienation, also known as social alienation in family settings, is a social problem warranting public attention is quite an understatement. Parental alienating behaviours aim to eject a parent or family member from the family and its relationships (Korosi, 2024; Korosi, Bernet, Graham, & Ross, 2023). These behaviours typically involve stigmatising the targeted/ rejected parent. Stigmatising and devaluing the parent's identity makes it unacceptable within the family relationship matrix for family members, especially children, to relate with the targeted/rejected parent (Korosi, 2024; Whitcombe, 2017). Children's relationships with other family members, especially the alienating parents, are then conditional upon them adopting and repeating the narratives that devalue the targeted/rejected parent's identity and stigmatise them out of the family.

Research and practice in this field is replete with studies demonstrating that parental alienation is a harmful structural condition that coerces children to reject a parent without cause (Haines, Matthewson, & Turnbull, 2019; Korosi, 2024; Lorandos & Bernet, 2020). In extreme cases, parental alienating behaviour may lead to murder and suicide (Korosi et al., 2023). In 2024, A study in the UK found a significant association between parental alienating behaviours and adverse mental health outcomes and suicidality in separating or divorced parents exposed to those behaviours (Hine, Harman, Leder-Elder, & Bates, 2024). Other studies confirm that parental alienating behaviours are 18

forms of family and domestic violence and coercive control This article starts a discussion about a social and public health policy framework with six critical questions to analyse social policies. These questions take policy dialogue beyond the limits of the current clinical-legal view to inform a social and public health policy as a discourse addressing alienation in families (Goodwin, 2011; Hankivsky, 2012).

Terminology The term parental alienation is used in the inclusive case, meaning the alienation process and its behaviours affecting all family members, such as targeted/rejected parents, other caregivers, alienated children, and alienated extended family, including but not limited to grandparents, uncles, aunties, and cousins. icies and legislation intended to counter and diminish alienation as a social process across multiple domains. De-alienation refers to active strategies to undo or remediate alienation in specific social settings and contexts and its behaviours as a process and to replace it with social processes that foster beneficial social relationships.

What is the Parental Alienation Policy Problem?

Policy development typically focuses on inequality and inequity between genders, noting that biological, social and economic differences between genders lead to differences in health risk outcomes and access to health services (Hankivsky, 2012). Such a sex and genderbased approach to parental alienation policy is limited because it assumes the genders are stable social divisions and does not address differences between different groups of men and women (Hankivsky, 2012). The prevalence of parental alienating behaviours is more or less equal across genders. That is, victims and perpetrators of parental alienating behaviours lie within male and female gender groups. Social and public health policies for parental alienation must address the fact that parental alienation presentaCONTEMPORARY FAMILY MAGAZINE - SUMMER ‘24

tions are independent of sex and gender (Harman, Leder-Elder, & Biringen, 2019).

Policy development should also consider the nature of relational power and how it is used to vilify, stigmatise and marginalise children and parents (Hankivsky, 2012; Korosi, 2024). Abuses of power within relationships characterise parental alienating behaviours where they empower children with adult capabilities (Baker & Sauber, 2013; Haines et al., 2019; Lorandos et al., 2020). Parental alienating behaviours also corrupt parent-child attachment by coercing the child to act in adult roles (Garber, 2011).

Additionally, the current focus on access to forms of power does not factor in how misinformation and disinformation about parental alienation denies and silences experiences of alienation (Bernet, 2021; Bernet & Xu, 2022; Harman, Giancarlo, Lorandos, & Ludmer, 2023). Misinformation and disinformation influence legislation and professional practice to exacerbate instead of mitigate alienation (Aichenbaum & Bernet, 2023; Aichenbaum, Bernet, Brzozowski, Cedervall, Hellstern, Korosi, Ludmer, Marcus, & Mendoza-Amaro, 2023; Aichenbaum, Bernet, Cedervall, Harman, Mendoza-Amaro, & Sherry, 2023).

Social determinants of health and psychosocial factors have traditionally informed social and public health policy. Using these factors presumes that structural and social factors, such as socio-economic status, education and literacy, and employment, determine health outcomes (Hankivsky, 2012). However, the prevalence of parental alienating behaviours and their adverse effects are not significantly associated with the typical social determinants that social and public health policies attempt to address (Hine et al., 2024; Korosi, 2024; Korosi et al., 2023). Social and public health policies must address how parental alienation spreads across these divisions and what social factors enable or limit its spread (Hankivsky, 2012; Lathouras, O 'Connor, & Frawley, 2023).

What Presuppositions or Assumptions Underpin the Parental Alienation Public Policy Problem?

Social policies may need to address extreme political action that employs parental alienating behaviour to radicalise the family and meet political and ideological goals.

These goals include abolishing the family altogether (Lewis, 2022). Other social commentators call for destroying the family as a social entity and allocating social resources to women (Gordon, 1970; Millett, 1970).

Most parents would be familiar with concepts of the family that support individual responsibility for bringing up children and shared responsibility for the family as a building block of society. Alienation is a threat to this family model. It destroys family relationships and undermines values to which most parents would subscribe.

Social and public health policy settings may need to address how alienation may be a method of reshaping families to fulfil extremist aims. Parental alienating behaviour may manifest in an anti-family ideology targeting how the family is constituted, who gets to be a parent, and on what and whose terms. A social and public health approach to de-alienating family relationships must rely on evidence-based strategies. It must address the misinformation and disinformation about parental alienation as politically informed violence and abuse designed to undermine attempts to remediate it (Bernet, 2020). Relying on evidence-based action is an appropriate policy response (Gambrill, 2010).

How has the Parental Alienation Problem Come About?

The term alienation applies to contexts such as alienation in the family and alien-

ation to mean social or societal alienation. Societal or social alienation refers to alienating social conditions affecting multiple social settings, including but not limited to the family. Korosi (2024) proposes that social alienation presents as socially deviant parental alienating

behaviours in family settings, observed through adverse changes in targeted/ rejected parents’ psychological states.

Social and public health policies should address the social milieu in which alienation exists in families (Goodwin, 2011; Hankivsky, 2012; Lathouras et al., 2023).

The fact that profound social changes predicted in the 1960s and 1970s were manifesting in the 1980s and the formulation of parental alienation in the 1980s is no coincidence. Alienation in families reflects vulnerabilities to new political realities in social and family relationships and power (Korosi, 2024). Merton (1964) and Seeman (1959) conceptualised social alienation as an unwarranted separation between individual social aspirations and goals from the means of fulfilling them.

The experience of being unable to exercise social roles by socially acceptable means leads to individual psychological and social consequences (Merton, 1964; Seeman, 1959). Kalekin-Fishman and Langman (2015) and Korosi (2024) propose that paCONTEMPORARY FAMILY MAGAZINE - SUMMER ‘24

is a clinical matter, access to appropriate clinical remediation must be available. Further, prevention of parental alienation is necessary under Article 24. These aspects are the responsibility of the state to provide. Further, as parental alienation is known to increase the life-long risk of depression, anxiety, Post Traumatic Stress Disorder (PTSD) and suicide, there is a recognised need for appropriate interventions to manage these cascading risks (Green, 2023; Poustie, Matthewson, & Balmer, 2018; Verhaar, Matthewson, & Bentley, 2022). Failing to address these issues may also add to social and economic costs.

A de-alienation policy response may require the State to be a “parent of last resort” to reconstitute the appropriate family relationships for the child’s best interest and restore parental identity to the targeted/rejected parent. This role fulfils both the child's human rights and the State's responsibility to the parents by enabling them to perform their social roles and assisting them in closing the gap where they fall short.

What Aspects Have Current Policies Silenced?

The United Nations takes a firm stand on the critical role of family relationships in society ("United Nations Human Rights: Convention on The Rights of the Child," 1989). Multiple declarations since 1948 reinforce the foundational role of the family to society and of family relationships to children. These declarations call on State functions to recognise the importance of the family in the context of human rights and to protect the family as the natural and fundamental unit of society ("United Nations Human Rights: Convention on The Rights of the Child," 1989).

The European Court of Human Rights (ECHR) also declares its support in case CONTEMPORARY FAMILY MAGAZINE - SUMMER ‘24

law for individual rights to family life and relationships (CASE OF PISICĂ v. THE REPUBLIC OF MOLDOVA (Application no. 23641/17) JUDGMENT, 2019). European case law also supports the State having an in-principal obligation to take measures to reunite parents with their children, an obligation to facilitate such reunions and to preserve parent-child relationships where such obligation fulfils the child's best interest. It also imposes a state obligation to take appropriate and timely measures to remediate family relationships. Alienated children and targeted/ rejected parents have the right to have the State implement measures to reunify them and their children.

The U.N. and the ECHR support children's rights to their identity through family relationships in Article 19 of the UN Convention on the Rights of the Child. This provision requires the State to support parents in fulfilling their children's rights to their identity and parental relationships ("United Nations Human Rights: Convention on The Rights of the Child," 1989). What Effects Should Public Policy for Parental Alienation Address?

An increasingly pervasive anti-family ideology no longer centres on the family in society. It corrupts the child's best interests to exclude the presumption that the parent-child relationship is central to children's development and to attribute adultlike minds to children. Some family law jurisdictions propose to remove the provisions in their family laws that presume shared care and parenting are in the child's best interest. The effect of eliminating such an aspirational objective is to devalue parent-child relationships and remove the concept of the family from family laws (Korosi, 2023).

Social policies can address the risk that misleading and harmful initiatives to promote children to adult status in the eyes of family laws politically hijack the child's best interests. The concept of the “mature minor” was initially conceived as an emergency exception to minority status to allow children to provide informed consent for medical procedures (Barina & Bishop, 2013). Family laws follow suit with a concept of evolving maturity and capacity

pCONTINUED FROM PAGE 21 for children to determine their wishes in the context of parenting disputes (Young, 2019). Nevertheless, adolescents' and teenager's capacity for critical thinking and decision-making in highly charged, rational, and emotional settings may be limited because they are not fully developed on the adult scale (Barina et al., 2013).

In some jurisdictions, family law exploits children and their targeted/rejected parents by monetising children's relationships with "cash for kids" negotiations (Korosi, 2021).

Children spend time with their parents in exchange for monetary compensation of the child's support to the parent with a primary residence. Additionally, through child-support legislation, some jurisdictions support alienation by objectifying and exploiting parents as a source of financial support but without a relationship with a child to give context to the material contribution (Korosi, 2021). The principle of treating a parent as little more than a bank account violates society's and parents' expectations of values and beliefs they would expect to pass on to their children.

Targeted/rejected parents often face disproportionate, arbitrary, unnecessary economic burdens when attempting to remediate their alienated children's relationships with them (Korosi, 2021; Whitcombe, 2017). These burdens keep alienated children in harm’s way; they force targeted/rejected parents into negotiations for their children's well-being, where their ability to pay decides the outcome for their children.

How Could Social and Public Health Policy Disrupt Parental Alienation?

Alienation manifests through actions communicated in narratives that profoundly change family relationship culture (Korosi, 2024; Scharp & Hall, 2017). Social and public health policies should address the discursive nature of parental alienating behaviours with texts, narratives, social practices, discourses, and symbols that communicate actions countering or reversing

alienation (Hankivsky, 2012; Scharp et al., 2017). Social and public health policies should address the linkage between dimensions of parental alienation, including but not limited to clinical, legal, human rights, social, educational, economic and political factors and social and relational conditions with adverse outcomes at personal, family and social levels.

Such policies should address the manipulation of power in family relationships that manifest in parental alienating behaviours as a form of coercive controlling family violence, the politicisation of the child’s best interests in human rights and family law and types and configurations of families and family relationships society supports Conclusion: A Critical Policy Discourse about Parental Alienation Social and public health policies address the nature of the problem, its scope and

Social and public health policies would also investigate false ideas about remediating alienated parent-child relationships.

They should rely on evidence-based approaches, including structural changes in family configurations in severe cases (Templer, Matthewson, Haines, & Cox, 2016). Relying on inadequately evidenced legal remedies may validate and justify bad parenting as being in the child's best interests. Such parenting values are utterly foreign to most parents.

The current clinical and legal paradigm is limited to framing parental alienation as an individual or relational presentation and a legal dispute. These two disciplines do not include broader socio-economic issues about equity and access stemming from individual presentations. For example, remediation for alienated parent-child relationships is available to those with the economic means to sustain a legal campaign over several years. Accessibility, regardless of economic standing, is a critical social justice factor that public health and family policies could address.

dimensions, what society collectively wants to do about it, what resources should be applied, how to use them and what we as individuals wish others to do for us (Hankivsky, 2012). They disseminate action across society, institutions, and social groups that address how alienating behaviours abuse power in family relationships (Goodwin, 2011; Hankivsky, 2012; Korosi, 2024).

Corrective social and public health discourse would consider clinical outcomes as a result of societal factors and conditions resulting in a radical reordering of the family's nature, role and structure and how institutional support may perpetuate alienated parent-child relationships (Goodwin, 2011; Hankivsky, 2012). This approach could lead public health and family policy to centre the child’s best interests in having a relationship with both parents and their families.

Promoting the Child ´s Best Interests Open Letter & Invitation to Family Professionals Worldwide

amily is the ground stone in a society. That is what is said in article 12 in the UN declaration of Human Rights from 1948. Children - and we all as humans - need to be loved and accepted unconditionally to be able to develop to healthy responsible individuals.

The best way to accomplish that is for a child to be able to keep mutual contact with both good enough parents even after divorce and separation. This is what we focus with this conference about PROMOTING THE CHILD´S BEST INTERESTS. We wish to make it clear that we now have enough empirical and scientific evidence to

state that it is harmful to a child to cut off a good enough parent from a child´s life. An alienated child is what can be the result in a process of alienating behaviours that is not stopped in time.

The consequences of such processes affect many children, parents, families and friends. Therefore, we need to address this as an important public health issue.

The conference will focus ways to prevent and to support children and families. We need also methods for thorough investigations so that the courts can have the best available information about the matter when they decide on custody, residence and visitation.

The title of the conference is "Promoting the best interests of the child". Parental alienation represents a major threat to children's interests, health, and wellbeing. So Many Perspectives: Can We Have Constructive Dialogue with Critics and Deniers of PA Theory?

Abstract: Discussions regarding parental alienation theory and the broader topic of parent–child contact problems have unfortunately been argumentative and divisive. This high level of polarization has hindered and constrained parental alienation scholarship, impeding the education of mental health and legal professionals as well as research aimed at preventing and intervening in cases of parental alienation.

In this presentation, several examples of parental alienation polarization will be described. In response to this destructive polarization, various professional organizations, groups, and individuals have attempted to initiate constructive dialogue with critics of parental alienation theory.

PASG has participated in some of these projects, driven by our belief that collaborations are essential for advancing a nuanced understanding of parental alienation theory. Ultimately, this enhanced understanding holds the potential to greatly benefit the children and parents grappling with this distressing form of family dysfunction.

Professor emeritus at Vanderbilt University School of Medicine, has testified as an expert in forensic psychiatry about 300 times in 24 states. In 2007, Dr. Bernet and Judge Don R. Ash published Children of Divorce: A Practical Guide for Parents, Therapists, Attorneys, and Judges. Dr. Bernet edited Parental Alienation, DSM5, and ICD-11 (2010). Dr. Bernet and his colleagues edited Parental Alienation: The Handbook for Mental Health and Legal Professionals (2013). A systematic scoping review with application of Sir Austin Bradford Hill’s list on the causation issue of PA Background: Parental alienation (PA), a process characterized by excluding a child from the care and contact with a parent on unfounded grounds, may have detrimental effects on the health and wellbeing of children and parents. We performed a systematic review with qualitative reports of results from epidemiological observation studies and intervention studies to examine the association between exposure to PA and health consequences. We applied Hill’s list to examine if the associations were causally linked.

Psychiatrist and psychoanalyst in Paris, France, is the author of Abus de faiblesse et autres manipulations (Abuse of Weakness and Other Manipulations), which illustrates parental alienation from case histories. Dr. Hirigoyen advises alienated parents to some- how stay present in the life of the child, but without exerting pressure and avoiding attempts to impress “the truth” on the child, while clearly responding to unjust allegations.

Understanding misinformation about parental alienation to better counter it and signs that give us reasons to hope Abstract: The detractors of parental alienation are mostly people who are very involved in the fight against domestic violence. Neglecting the fact that this problem is not gendered and can be exercised by both a father and a mother, they consider that this concept could contribute to the concealment of male violence and, in particular, to the denial of incest.

As is the case whenever a subject is highly emotional, we are faced with cognitive biases that prevent us from thinking. These denials echo the denial of an alienating parent who is absolutely convinced, without any objective reason, that the other parent is dangerous for the child. Cognitive distortions are contagious because, through a conformity bias, people seeking information on the subject will lean on the opinion of the most radical people as they seem more convincing.

In my presentation, I will be analysing misinformation processes and suggesting ways of countering them.

He is a lawyer by profession and a resident academic at the Faculty of Laws at the University of Malta, where he is currently deputy dean of the Faculty of Laws. Dr Sammut is interested in the issue of parental alienation from a human rights’ perspective. He delivers public lectures and is active in several media outlets on the topic. Field data on parental alienation and parents requests in France Abstract: Some detractors of parental alienation claim it is a gendered issue. We analyzed the 654 initial contact letters received during 2023 by the French association ACALPA (Association Against Parental Alienation). These letters were sent to us slightly more often by women than by men, but parents affected by child-parent relational problems were almost equally fathers and mothers. Most letters (87%) were sent by the affected parents themselves, but grand-parents and other relatives were also involved. In addition to gender, we analyzed the length of the letters, any requests made, and the stage of the child-parent relationship difficulty.

Many parents contact us after the break in contact with the child has already occurred, but about one-fifth seek help at a stage where difficulties are just emerging and preventive action can still be considered. A proactive prevention policy promoting co-parenting appears essential given the number of severe alienation cases concerning both genders.

Shared Parenting, Parental Alienation and the European Convention of Human Rights (ECHR) – a case study of Malta with an ECHR perspective Abstract: This paper/presentation analyses these concepts from the point of view of the Maltese legal system and the Family Court in Malta. First, it depicts the Maltese Family court situation, underlying how one may conclude that certain practices and procedures in Malta infringe Article 8 of the ECHR. The following section deals with Shared Parenting, Parental Alienation and Human Rights. Then through a case study of a case by the ECtHR against Malta, the paper/presentation explains the hot issues that need to be addressed so that the Maltese Family court falls in line with the ECHR. The final part concludes with recommendations for Malta to align with the ECHR. In this paper/ presentation, Malta is a microcosm of many European Family Courts that face similar challenges to be in line with Human Rights regarding child access and maintenance. Finally, reference is made to the ground-breaking case of I.S. and Others v. Malta (App. No. 9410/20 (ECtHR) First Section 18 March 2021.)
