Texas Record $85B in Funding

AGC of Texas President David Casteel said the recent historical investment of $85 billion is divided into 12 categories of work ranging from routine maintenance, bridge upgrades, air quality, building major mobility projects and much more.

When the Texas Department of Transportation and Gov. Greg Abbott recently announced the approval of a record $85 billion in construction funding as part of a 10-year plan to upgrade and maintain highways and transportation systems, it gave the Lone Star state a large influx of funding that will help put many contractors to work over

the next decade. The 2023 Unified Transportation Program (UTP) will include an additional $32 billion in funding for maintenance and development, for a total price tag of $117 billion. The governor’s office characterized the recent approval as an “unprecedented level of projected transportation

funding.”Themajority of funding will go toward Texas’ most congested highways, such as Interstate 35 in the Austin area and Interstate 610, which loops aroundAGCHouston.ofTexas

FIA World RX Electric Era Takes Off With Volvo as Partner

Volvo Construction Equipment (Volvo CE) is providing instrumental support to FIA World Rallycross (World RX) Championship as it begins its electric racing.

The iconic location of Hell, Norway, hosted the start of this exciting new adventure on Aug. 13 and 14 — backed by Volvo CE as Official Construction Equipment Supplier and Track Building Partner and pushing the boundaries for high-performing electrification, both on and off-track.

This pioneering partnership is built on the strength of a shared commitment to develop a whole new world of motorsport that combines electrifying thrills with electric-poweredVolvosolutions.CEwill

play a pivotal role in building the tracks for the new electric racecars, while supporting with car recovery during two days of competition at each location. The company also has been putting its offroad expertise to good use by helping to design a whole new series of track elements that will ensure full-throttle fun for racers and audiences alike.

Following months of hard work behindthe-scenes, competing teams will test the mettle of the championship’s ultra-powerful electric cars, whose twin motors — pushing out 500kW (equivalent to 680 bhp) and 880 Nm of instant torque — will propel them to 100km/h faster than Formula 1. Just like the industry’s largest range of electric construction machines from Volvo CE, what these electric solutions lack in carbon emissions they more than make up for with power and performance in the field.

And World RX is transforming in even more ways — with both male and female drivers competing in the races, illustrating the importance of diversity in motorsport.

An Electric Gearshift Bill Law, head of brand, marketing and communications at Volvo CE, said, “The transformation to electrification is a thrilling and vital turning point for motorsport and one we are honored to play a part in bringing to the global stage. We ourselves are no strangers to change and have been leading the way with electric machines that drive our own industry forward and push the boundaries for high-performing sustainable construction solutions.

“Our collaboration with World RX as

Official Construction Equipment Supplier and Track Building Partner mirrors our ambition to drive awareness of electric power and build the world we want to live in. Change starts here and it’s set to be an adrenaline-fueled revolution.”

Arne Dirks, executive eirector, Rallycross Promoter GmbH, said, “I feel a bit like a kid at Christmas, to be honest, waiting to see these ground-breaking electric World RX cars race for the first time. Ever since we took over as championship promoter, we

have been very clear about our commitment to a more sustainable future and we have been working tirelessly towards this day.

“This is a totally fresh start for World RX, and one that will disrupt and transform the motorsport landscape by demonstrating the outstanding potential of this pioneering new technology. Seeing the cars hit the track in Hell is going to be a very proud moment for everybody involved — and the start of what I have absolutely no doubt will be an amazing adventure for this great sport.”

To Hell and Back

The event in Hell, Norway, marks the start of the first fully electric season for World RX. Further rounds will take place in Riga, Latvia (Sept. 3 to 4), Montalegre, Portugal (Sept. 17 to 18), Spa-Francorchamps, Belgium (Oct. 8 to 9), Catalunya, Spain (Oct. 29 to 30) and Nürburgring, Germany (Nov. 12 to 13).

The popular and undulating Lånkebanen circuit in Hell will celebrate its return to the calendar following a three-year absence with a full bill of rallycross entertainment. Among the star-studded line-up of competitors will be the Construction Equipment Dealer Team, supported by several independent dealers of Volvo CE and made up of Finnish driver Niclas Grönholm, who enjoyed his finest campaign to date in 2021, and Swedish driver Klara Andersson, who shone in the supporting FIA RX2e Championship last season and is the first permanent female competitor in World RX history.

All races can be watched live on World RX’s live streaming channel RX+.

Volvo CE will be supporting in the full race series as Official Construction Equipment Supplier and Track Building Partner. Volvo CE will play a pivotal role in building the tracks for the new electric racecars, while supporting with car recovery during two days of competition at each location. Bill Law (C), head of brand marketing and communications at Volvo CE with presenter Molly Pettit (R) and James Weekley, general manager Motorsport at Cooper Tire & Rubber Company Europe. Driver Klara Andersson is the first permanent female competitor in World RX history.

RAISE Grants to Fund $2.2B for 166 Infrastructure Projects

Berlin, a small city in New Hampshire’s rural North Country, has a problem.

Each winter, 7 ft. of snow buries the town’s streets and sidewalks, making them hazardous for tourists and residents trying to make their way downtown. Pedestrians fall and cars crash as a result. In addition, the costly process of plowing, dumping, salting and sanding leaves a mess.

“After all this effort, streets and sidewalks are rarely free from snow and ice,” city officials told the U.S. Department of Transportation (DOT) in a recent grant application. And once spring comes, “on windy days, remnant dust fills the downtown air.”On Aug. 10, Transportation Secretary Pete Buttigieg announced that Berlin’s idea for solving these problems — a snowmelt system that will pump excess heat from a nearby biomass power plant through condensed water pipes under downtown roads and sidewalks — is one of 166 projects to receive funding under the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program, the Washington Post reported Aug. 11

RAISE is a popular but oversubscribed program that itself is receiving an infusion of $7.5 billion over five years under 2021’s infrastructure law.

“Learning about these projects and providing the funding to help make more of them a reality is one of the best parts of serving in this role,” Buttigieg said ahead of the announcement, which covered $2.2 billion for projects in every state — half in rural areas and half in urban areas.

Funding Key to U.S. Infrastructure Upgrades

Buttigieg and Mitch Landrieu, President Biden’s senior infrastructure adviser, have been traveling to key states recently to herald the grants and the progress they said they represent.ThePost

noted that Buttigieg also joined local and congressional officials in Tucson, Ariz., to announce a $25 million grant to uncork freight and pedestrian bottlenecks in that city’s 22nd Street area. The funding will support a new bridge over a railroad, a separate span for bicyclists and those on foot, and an expanded roadway, which transportation officials said will improve connections with an underserved area.

In addition, Landrieu was in Atlanta to reveal a $25 million grant to fix the Metropolitan Atlanta Rapid Transit Authority’s (MARTA) Five Points station.

The goal of the work in the Georgia capi-

tal, according to project documents, is to rebuild a confusing station by eliminating “long walks to bus transfers in areas that are not adequately monitored,” and to improve safety by helping people avoid crossing streets. The station, where more than half of those living within half a mile are poor, links downtown with Hartsfield-Jackson Atlanta International Airport, a major job source.

“We’re not leaving anybody behind,” Landrieu said.

Lawmakers From Both Sides of Aisle On Board

The Post added that Republican lawmakers, including Sen. Richard C. Shelby (R-Ala.), also were touting the grants, including one in his state that awarded $20 million to a long-awaited project to link the city of Huntsville with neighborhoods isolated by highways and waterways.According to project documents obtained by the Post, the planned construction includes a cable-suspended pedestrian bridge, three pedestrian bridges over Pinhook Creek and Huntsville Spring Branch, and a new railroad bridge. Among the goals, federal transportation officials said, are mitigating floods, cutting emissions and improving access to disadvantaged neighborhoods.

“I am particularly pleased that Huntsville has been awarded the funds to construct multiple pedestrian bridges that will soon provide greater access to businesses and vital services located downtown,” Shelby said in a statement.

A separate $5 million grant for Cordova, Ala., will fix 30 mi. of roads, including those damaged by powerful tornadoes in Christopher2011.Coes, the assistant U.S. secretary for transportation policy, told the Washington newspaper that 52 percent of funding announced is going toward roadway improvements, while adding that a substantial number of those included elements of Complete Streets, an effort pushed by the federal agency to make roadways safer and more inviting for pedestrians. About 7 percent of the funding backed maritime projects, he added, while 4 percent went to rail.

Buttigieg said categorization can be tricky, though, given that road projects can be paired with other improvements, but about 17 percent of projects that received funding included bike and pedestrian elements.

Dynamic leader and Kohler Co. Executive Chairman Herbert Vollrath Kohler Jr. passed away on Sept. 3, 2022, in Kohler, Wis. He was 83.

Mr. Kohler’s bold ideas and hands-on leadership transformed the plumbing products manufacturer founded by his grandfather into a global and diverse family of businesses synonymous with unmatched quality, creativity and bold innovation. He literally put his beloved home state of Wisconsin on the map as a global golf destination culminating with the Ryder Cup in 2021.Mr. Kohler was born in Chicago on Feb. 20, 1939. His father Herbert V. Kohler Sr., son of Kohler Co. founder John Michael Kohler, served as board chairman and CEO of Kohler Co. from 1940 until his death in 1968. His mother Ruth De Young Kohler was a historian and former women’s editor of the Chicago Tribune.

Mr. Kohler was educated at the Kohler schools in Kohler, Wis., and at Choate Rosemary Hall in Wallingford, Conn. As a young man, he spent many summers as a laborer on the Kohler farms and in most of the manufacturing divisions of Kohler Co. After serving with the U.S. Army Reserve, studying at the University of Zurich in Switzerland, and launching a brief acting career at Knox College in Illinois, he completed his education at Yale University, graduating with a Bachelor of Science degree in industrial administration in 1965.

He rejoined Kohler Co. full-time as an R&D technician shortly after graduation. He became a director of the company in 1967, and when his father died a year later, he became vice president of operations. He was named executive vice president in 1971, was elected chairman of the board and CEO in 1972, and president of the company in 1974 — at the age of 35. Billions of Dollars Will Address Texas’ Most Congested Roads

president of Williams Brothers Construction Co. Inc., is very pleased with the funding announcement.

“The AGC of Texas is thrilled by the $85 billion record setting UTP [10-year plan],” he said. “This kind of investment in Texas infrastructure will allow our members to plan for growth and be part of building an ever-better Texas for ours and the next generations. This kind of investment is good for all of Texas.

“The UTP is divided into 12 categories of work ranging from routine maintenance to bridge upgrades to air quality to improving bike trails to building major mobility projects. Our 700 general and associate members do all these kinds of projects. This infusion of funding will help the smallest to the largest contractor have more opportunities to bid projects.”

Casteel is confident that Texas general contractors and subcontractors have the personnel and resources to take on the work that is planned.

“This is Texas, we can do anything,” he said. “We always have and we always will. Our organization is working with TxDOT on improving specifications as we speak. These improved specifications will make sure Texans enjoy quality facilities made with Texas-sourced aggregates and other materials. We also are actively expanding the potential workforce with training and outreach. Our workforce and training committees are hard at work securing the needed skilled labor for today and tomorrow and the results are fantastic.

The TxDOT letting in August was an all-time record with more than $1 billion in projects let for a single month and TxDOT had ample bids submitted. Competition is intense.

“The AGC of Texas was instrumental in working with communities and the legislature for the passage of Prop 1 and Prop 7,” Casteel added in response to what the AGC of Texas in lobbying for this increase in spending means.

“These constitutional amendments passed with approximately 80 percent of the vote,” he said. “The brave legislators that proposed dedicating a portion of the oil and sales taxes to transportation have been supported by the AGC of Texas. We are grateful for an educated voter base that understands and appreciates the importance of maintaining and improving transportation infrastructure. Our job is to keep clear communication with elected officials and the voters open and to never betray the trust they have given us.”

Casteel stressed that TxDOT has the expertise and resources to implement the program.

“TxDOT took $10.6 billion to award in FY 2022 and I believe they are targeting over $11 billion in FY 2023,” Casteel said. “Additionally, TxDOT is re-examining their financial models and working with the AGC of Texas to keep us informed. The good news from this is the $85 billion plan might be more when it is updated next year.”

A total of $14 billion of the plan is allocated for development in rural areas. A total of 58,500 “direct and indirect jobs” are expected to arise from the program.

Abbott commented he expects the plan to be a “huge boon to our state’s infrastructure and booming economy.”

“As more people move to Texas and businesses grow across the state, we are working together to make sure Texans’ transportation safety and mobility are secured and businesses can flourish for generations to come,” the gover-

has more than 80,000 mi. of roadway and “other transportation infrastructure” to maintain, according to TxDOT Executive Director Marc Williams.

TxDOT Commission Chairman J. Bruce Bugg Jr. commented on the merits of the program.

“The UTP reflects a continued focus on improving transportation safety as the top priority, maintaining our current system, addressing traffic congestion, and improving statewide connectivity over the next decade,” Bugg said. “Additionally, we are making significant progress in addressing congestion in our busiest parts of the state through our Texas Clear Lanes initiative, which improves top chokepoints in our largest metro areas.” 

The UTP is divided into 12 categories of work ranging from routine maintenance to bridge upgrades to air quality to improving bike trails to building major mobility of funding will go toward Texas’ most congested highways, such as Interstate 35 in the Austin area and Interstate 610, which loops around Houston. The 2023 Unified Transportation Program (UTP) will include an additional $32 billion in funding for maintenance and development, for a total price tag of $117 billion.

Learn What Your Dealership Needs to Do to Be Ready for New Federal Regulations

As of Dec. 9, 2022, most dealerships will be expected to be compliant with new federal regulations for managing and protecting customers’ financing information.

After the Federal Trade Commission (FTC) updated the Standards for Safeguarding Customer Information rule under the Gramm-Leach-Bliley Act (GLBA), financial institutions, which includes dealers, are mandated to strengthen their customer information security to meet minimum requirements to protect customer financial information.

Unlike the earlier version, the updated rule includes criteria for what financial institutions must implement as part of their information security program. This is a big change from the general guidance provided before. Now, the FTC has very specific requirements to measure a dealer’s compliance.

So What Do Dealers Need to Do?

Among these specific requirements, dealers will have to meet the following standards:

• Designate A Qualified Individual: A dealership must identify and designate a qualified individual to be responsible for the customer information safeguards program. They can have other responsibilities, but compliance must be a priority.•

Documented Security & Safeguards Program: Dealers must develop and establish a comprehensive written information safeguards program. This program outlines best practices and designates the individual responsible for supervising and administering the safeguards program.•

Conduct Regular Risk Assessments: Dealers are mandated to execute regular risk assessments and put safeguards in place when risks are identified. The assessments must be documented and include criteria for evaluating and identifying risks, as well as processes to address those risks.

• Testing and Assessments: Dealerships are now required to conduct annual penetration tests of information management systems, while vulnerability assessments must be completed every 6 months. The vulnerability assessments must include system scans and reviews of information systems.•

Vendor Credentials & Oversight: Dealers must take the necessary steps to select vendors and service providers that maintain appropriate protections and offer the necessary qualifications to safeguard customer information. Dealers will expect to regularly assess their vendors and ensure they continue to meet that criterion. For technology providers, it will be particularly important they offer encryption and bank-grade level SSL technology while maintaining SOC 2 Type 2 certification.

• Encryption of All Customer Information: Dealers are expected to encrypt all customer information. This encryption is expected when data is transferred to external networks (like from customers and to lenders) and when in storage and at rest in internal systems.

• Multifactor Authentication: An increasingly standard technology practice, dealers must now also provide multifactor authentication for any access to networks that contain customer information.

• Customer Information Access Monitoring: Dealers

must create policies and procedures to track and control access to customer information. This includes requirements to detect unauthorized access and monitor and log the activity of unauthorized users gaining access to customer information.•

Customer Information Disposal: Dealers must also create policies and practices to permanently dispose of customer information no later than two years after the information was used.

• Training Requirements: The new compliance requirements and guidance developed in the safeguards program must be shared with employees, while employee training must be developed based on risk assessments and any changes in practices. Dealers must verify that employees have completed this training to satisfaction.

• Executive Report: Whoever is designated to the critical role of overseeing the safeguard program is required to provide an annual written report to the dealership’s boards of directors or governing body. The report must cover the dealers’ program status and level of compliance, as well as all key items, such as risk assessments and program recommendations.

Wirtgen’s KMA 240(i) Cold Mixing Plant Makes World Debut

Cold recycling technologies from Wirtgen are in use around the globe for climate-friendly and cost-effective recycling of construction materials. The new mobile KMA 240(i) cold mixing plant now makes on-site production of highquality mixes even more efficient.

In addition to bituminous bound mixes, the plant also is a cost-effective solution for the production of cement-treated mixes. The recyclers of the WR series are used in recycling and soil stabilization projects. The new resource efficiency system increases the degree of automation in the overall process, which, in turn, further increases efficiency. Furthermore, the new VARIO injection bar for binding agents offers the ability to regulate the injection pressure of water and bitumen in order to achieve more homogeneous distribution in the mixing chamber.

KMA 240(i) With Double Trough System

The new KMA 240(i) mobile cold recycling mixing plant from Wirtgen enables continuous and resource-efficient production of high-quality mixes. The innovative double trough technology makes it possible to double the speed of the production of mix from various different construction materials, according to the manufacturer. The system enables precise, reliable and automatic addition of large amounts of hydraulic binding agents. As a result of this, the mix production process achieves the highest levels of efficiency and quality.

In addition to cold mixes for bituminous bound base layers, the plant also can produce mixes for cement-stabilized base layers (CTB) and roller compacted concrete (RCC) at rates of up to 240 t/h. These construction materials are integrated in the road construction cycle as high-quality mixes. They can be used for applications ranging from motorway, road and path construction to the construction of car parks or industrial areas

The KMA 240(i) can process an enormous variety of non-cohesive base materials. The newly developed double trough system with automatic self-calibration and precision weighing enables the constant addition of binding agents during the continuous mixing process.

Depending on requirements, either small or large amounts of binding agents can be added in the process.

Milled RAP or other granular material from old road surface layers and other materials from RC processing can be used as environmentally friendly construction materials.The100 percent recycling rate enables substantial CO2 reductions and energy savings, while simultaneously minimizing project costs and timeframes. The cold recycling mixing plant is mounted on a lowloader semi-trailer and has its own high-performance engine unit. This mobile concept enables fast and flex-

ible redeployment of the plant to an enormous variety of different working locations.

Resource Efficiency System for WR series

The resource efficiency system combines an automatic steering system and digital project site documentation in a single app that makes a significant contribution to the costeffectiveness and resource-efficiency of soil stabilization and recycling operations.

The satellite-based guidance system enables precise and efficient completion of the successive project tasks. It steers the machine with a precision measured in centimeters on the

basis of a previously calculated reference cut and a predefined overlap of adjacent cuts. At the same time, all relevant location-specific parameters are registered to provide a comprehensive database for site analysis and documentation purposes.Inthe case of soil stabilizers, these are, for instance, working width and depth, distance and area worked, fuel consumption and many other parameters. The forward-looking system is also scalable, which means that other machines such as motor graders, rollers and compactors involved in the process also can benefit from the data.

VARIO Injection Bar for WR Series

In order to achieve consistently high quality of the mixing results, the addition of water and binding agents is regulated according to various parameters such as the working width and depth, the material density and the machine advance rate. Each injection bar has a maximum of 16 nozzles, each of which can be activated or deactivated at any time to vary the sprayingThewidth.premiere of another innovation in the WR series — the VARIO injection bar for water, bitumen emulsion and foamed bitumen. The adjustable nozzle crosssection enables the regulation of the injection pressure and, in turn, the depth the spray jet penetrates into the milled granulate. The result is an even more even distribution of water, bitumen emulsion, or foamed bitumen throughout the entire mixing chamber, according to the manufacturer.

NAPA, ENERGY

STAR Partner to Launch Program

The National Asphalt Pavement Association (NAPA) has joined the U.S. Environmental Protection Agency’s ENERGY STAR program as a partner.Through this voluntary partnership with ENERGY STAR, NAPA will encourage its members to reduce energy consumption and costs at asphalt mixture production facilities by employing proven energy-saving technologies and practices.

“NAPA’s new partnership with ENERGY STAR complements The Road Forward initiative, an ambitious goal for the asphalt pavement industry to achieve net zero carbon emissions by 2050,” said Audrey Copeland, NAPA president and CEO. “Recent inflation and volatility in energy prices provide further impetus for NAPA members to reduce their financial risk by improving energy efficiency, while also maximizing the impact of projects funded by the Bipartisan Infrastructure Law.”

As part of its continued commitment to energy efficiency and sustainability, NAPA also is launching the Asphalt Plant Energy Performance Peer Exchange (APEX) Program. The APEX Program is available to asphalt mixture producers who want to reduce environmental impacts associated with asphalt plant operations, reduce energy costs and receive formal recognition from the ENERGY STAR program for managing and reducing energy consumption.Inapilotof the APEX program, 22 companies received training and peer networking opportunities to better manage and reduce energy consumption at asphalt plants, and even helped draft an asphalt mix plant energy guide. A tool that will allow existing plants to become ENERGY STAR labeled is in development.“Improving the energy efficiency of our nation’s manufacturing sector is critical to protecting our environment,” said Cindy Jacobs, chief of the EPA ENERGY STAR Commercial & Industrial Branch.

“Thanks to NAPA’s leadership, we have an opportunity to engage with companies across the asphalt pavement industry, from small familyowned operations to multinational publicly traded corporations, which share a common goal of wanting to make their operations more efficient.”

Expert Calls Global Heavy Equipment Demand ‘Explosive’

corporate optimism expressed by other construction companies across the United States.

“Demand for both new and used equipment continues to be at high levels and sales backlogs remain at record levels,” said Ryan Greenawalt, chairman and CEO. “Our organic physical rental fleet utilization and rates on rental equipment continue to improve and tightness of supply continues to buy inventory values across all asset classes.”He attributed the rosy picture to “industry tailwinds” from the passing of the Bipartisan Infrastructure Bill, saying it is driving further demand for construction machinery.

“In our material handling segment, labor tightness and inflation are driving the adoption of more advanced and automated solutions while also driving the market to record levels,” said Greenawalt.

Multiple Factors at Play

The U.S. construction equipment market specifically is experiencing a high compound annual growth rate (CAGR) because of increased building activities for infrastructure development.

That is the conclusion of a study conducted by India-based market research firm BlueWeave Consulting.

“The U.S. construction market is estimated to grow at a CAGR of 6 percent during the forecast period of 2022-2028,” researchers reported. “The growing demand for construction equipment in this region is fueled by increased construction activities for infrastructural development as a result of government and private investment.”

Because of this considerable investment, the infrastructure segment of the construction equipment market holds the biggest market share, said BlueWeave.

In fact, “explosive” is how one industry legal expert terms the global growth in demand for heavy machinery.

He attributes the explosion to economic and geopolitical developments.

Chief among industries seeing a significant uptick in machinery demand is the mining sector, said attorney James. R. Waite.

The uptick is driven by demand for lithium, graphene, cobalt, nickel and other components for batteries, electric vehicles and clean technologies, he said.

“Further bolstering the mining industry is increased demand for precious metals and traditional commodities, especially in Latin America, Asia and Africa,” Waite said in an article in Engineering News Record. “In construction, demand for equipment and parts continues to skyrocket as countries around the world begin a new push to update roads, bridges and other infrastructure.”

But, he said, upgrades are especially

pressing in the United States, where roads, bridges, rail and other infrastructure projects are finally starting to receive significant government funding.

“That will directly benefit the heavy equipment industry, but it also will see logistical issues mount and supply shortages become more acute,” said Waite.

He predicts the war in Ukraine and sanctions against Russia will drive up energy costs in the United States and elsewhere.

What the Future Holds

Waite also predicts regional consolidation specifically in the southeastern United States, where the state of Georgia is gaining a reputation as global hub for innovation in construction equipment.

“Six of the world’s top 10 equipment manufacturers have identified the state as the new Silicon Valley of equipment manufacturing,” said the heavy equipment industry attorney. “Georgia’s business-friendly climate and a host of strong structural advantages have provided a strong boost to manufacturing and the heavy equipment industry in Georgiaparticular.”provides significant tax breaks for manufacturers and job creators, augmented by a generous state R&D tax credit.

The state also offers a skilled labor force, low rates of unionization, a top-tier university and technical college system, a superb manufacturing infrastructure and a worldclass transportation system, he said.

Despite global issues including inflation, rising interest rates and the war in Ukraine, the heavy equipment sector is among industries continuing to make headway.

Waite said the industry has successfully leveraged global economic, infrastructure and geopolitical conditions to considerable advantage.“Asaresult,” he believes, “the industry is poised to continue thriving for the foreseeable future, driven by demand in multiple, only partly overlapping, industries, including mining, construction, energy and agriculture. States that seek to attract more heavy industry should follow Georgia’s businessfriendly example.”

Market’s Cautious Optimism

Early this year, the Association of Equipment Manufacturers (AEM) weighed in on the construction equipment market’s expansion, saying that a number of challenges could present obstacles.

Short-term factors such as the lingering pandemic, ongoing supply-chain issues and persistent labor shortages were chief among AEM’s list of challenges.

Secondary to those issues that have emerged to dampen enthusiasm were deglobalization and inflation.

“The last recession we experienced ended the longest period of economic expansion in the United States, and that recession lasted from February 2020 to April 2020,” said Benjamin Duyck, AEM director of market intelligence.“Twomonths, in traditional economic terms, can’t even be accurately described as a recession,” he said. “However, this economic disruption has impacted us all greatly, and we are still dealing with the aftereffects today — labor shortages, supply chain problems and higher interest rates.”

The responses to AEM quarterly member surveys for the past two years have been positive in regard to how quickly they expect to recover to pre-COVID-19 levels.

“But the data for this last quarter is moving again in the other direction, largely due to the headwinds we’re facing with inflation, workforce issues and supply chain disruptions,” said Duyck.

Though inflation is a little lower, it has risen gradually, with a 9.7 percent increase in the last quarter of 2021.

Talent acquisition also is a troublesome factor for both ag and construction equipmentAEM’smanufacturers.mostrecent quarterly member survey found that hiring remains a major issue.Infact, 84 percent of all respondents have experienced issues in this area, while 90 percent of all ag members surveyed are affected.Members are strategic in addressing hiring challenges, incorporating internships, educational partnerships, higher wages, bonuses, marketing and recruitment efforts, flexible hours and outsourcing.

But the association believes workforce will remain a prevalent issue for equipment manufacturers for the foreseeable future.

Supply-chain problems plaguing ag and construction equipment manufacturers also remain a major issue.

“COVID-19, followed by growing numbers of employees leaving the workforce, have led to both shutdowns and scarcity of products,” he added.

In response, the supply chain has adjusted production downward to meet expected lowerPlus, demand.there’s the fact that shipping companies cut schedules, expecting a drop in demand for shipments.

And though demand in some aspects of the economy dropped, the decrease was not evenly spread over all industries and all workers, AEM noted.

“While people still continued to spend money on homes and consumer purchases, interest rates remained low, and the U.S. experienced an expansion in monetary supply,” said the association. “Furthermore,

workers and businesses were supported by the government. All of this, combined with the scarcity of products and higher demand results in inflation, adversely impacting supplyAnchains.eventual scarcity of products coupled with higher demand resulted in inflation making its way up the supply chain.

At the same time, factories could not expand easily due to bottlenecks in the chain caused by both low production and the global nature of production, according to AEM.

Now, overdemand makes it difficult for suppliers to understand the true demand for their“Weproducts.cansee this in our industries, not only from the OEMs and from the component manufacturers, but also from the end users of the OEMS,” said Duyck. “That, in short, is why we have supply-chain issues. Workforce, supply chain and all of it ties together and the results of policies and actions decades in the works set off by COVID-19.”

Supply Chain Is a Choker

In AEM’s most-recent quarterly survey, more than 95 percent of responding ag and construction equipment manufacturers said they are experiencing supply-chain issues.

However, last winter it appeared either demand was beginning to normalize, or supply chain signaling was improving, because 44 percent of respondents noted the issues are beginning to turn around, according to the

“Forassociation.thevast majority of these people, issues are both domestic and global,” said Duyck. “The issues are also widespread, but consensus opinion among members is that the issues lie particularly with prices, shipping and quantities of raw materials and, subsequently, inputs and components.”

Further, the issues do not necessarily lie at the endpoint or receiving shipping, but rather at the supplier source — and especially international shipping, he added.

Supply-chain issues have caused many AEM members to fall behind, despite ongoingThisgrowth.situation could eventually lead to changes in inventory management, the surveyDuyckfound.reported that the third quarter of 2021 saw inventory levels increase between 15 and 20 percent in both the ag and construction

However, segments.theagside saw an additional 15 percent jump in the fourth quarter of last year.“Whether changes in inventory management will actually take place has yet to be seen, but it’s quite possible that higher inventory levels will become more prevalent for some time,” said Duyck.  CEG

New Integration...

FleetWatcher Partners With OnStation for Load Tracking

Earthwave has integrated its e-ticketing functionality with OnStation to allow users to pinpoint the exact station location where each load of asphalt is placed on a job site.

This new functionality automatically tracks the load from the time it is loaded at the asphalt plant, through its dumping into the paver on the job site.

The exact station location becomes a part of the digital e-ticket, with no operator intervention required. Operators and transportation agency officials can know precisely on a job site where a specific load of asphalt was laid, so that if a future problem arises, they can investigate other parameters around that location, including core tests, density, drainage or others, to determine the scope of the problem.

tude/longitude is sent to OnStation. After verifying that it is part of the project, OnStation return the station, alignment and offset where the load is deposited, which then becomes part of the e-ticket. The e-ticket then flows normally though to the DOT

Operators

Specific station locations on each e-ticket replace the latitude/longitude indications which are commonly included now, but which are not readily referenceable on the job site. This versatile functionality also is applicable for loads of aggregate or other materials commonly used on road construction job sites. Because it is automatically added to the e-ticket, the information is readily available to DOT and construction crew personnel, whether they reference it in a week or a year.

How It Works

When a FleetWatcher equipped truck enters a jobsite geozone, the vehicles lati-

and construction crew personnel.

The process occurs automatically and replaces manual tracking systems, which are often inaccurate and unreliable. Additionally, this stationing information about each load is maintained in Fleetwatcher indefinitely for future use.

Komatsu’s HD1500-8E0 Haul Truck

Built for Performance On Grade

Does your operation need an efficient 150 ton haulage solution that can deliver performance on grade while providing energy-saving technologies to help achieve lower fuel consumption? Komatsu’s rigid frame off-highway haul truck, the HD1500-8E0, is purpose-built for mining, quarry and aggregate applications.

Delivering performance with a 1,580 gross horsepower (1180 kW), Tier IV final Komatsu SDA16V159E-3 engine, the HD1500-8E0 helps drive high levels of productivity. The redesigned cab, combined with a MacPherson strut-type and hydropneumatic suspension, gives operators the smooth and comfortable ride they need for long shifts.

Quick Specs of HD1500-8E0

• Net horsepower: 1,570 hp (1,171 kW) @ 1,900 rpm

• Operating weight: 550,229 lbs. (249,579 kg)

• Rated payload: 153.2 tons (139.0 t)

• Rated Capacity (SAE Heaped 2:1): 102 cu. yd. (78 cu m)

Travel Performance for Productivity

In addition to speed on grade, the HD1500-8E0 is equipped with hydraulic, wet multiple-disc brakes on all four corners. The continuously cooled, large-capacity brakes also act as a highly responsive retarder, providing operators with confidence at higher speeds when traveling downhill. Downhill descent also can be controlled by setting a desired travel speed with the automatic retard speed control (ARSC), which applies the brake retarder to maintain the desired setting and descend the road with confidence.

Maneuverability for Tight Spaces, Steep Grades, Slippery Haul Road Conditions

With a tight turning radius (36 ft. 9 in.), operators in the HD1500-8E0 can easily maneuver in and out of tight spaces when spotting to be loaded or positioning to dump. The MacPherson strut-type independent front suspension features an A-arm wheel-to-mainframe design for wide spacing and easy access to the engine bay.

Komatsu’s traction control system (KTCS) provides enhanced control in loose or slippery haul road conditions by monitoring the rear wheels for slippage and automatically applying pressure to the independent wheel brake assemblies.

Technology That Promotes Enhanced Productivity

The HD1500-8E0 has a 7-speed, fully automatic trans-

mission with two configurable reverse speeds. Komatsu’s advanced transmission with optimum modulation control system (K-ATOMiCS) provides electronic shift control with automatic clutch modulation, promoting optimized clutch engagement at every gear to provide smooth shifting without losing torque, offering a comfortable ride while helping to reduce material spillage.

Enhance payloads, promote productivity and control the life cycle costs of your truck with the HD1500-8E0‘s integrated payload meter (PLM). It manages the payload of each hauling cycle, analyzing production volume and the working conditions of the machine.

Operator Comfort, Visibility

Designed with a convenient control layout, the ergonomic operator cab is equipped with an air suspension seat to help dampen vibrations. Seat heater and ventilator are equipped as standard. To help improve operator comfort, hydropneumatic suspension provides a smooth ride over rough terrain, while the low noise engine, fan clutch and cab sealing provide a quiet, low decibel operating environment.

Give your operator greater visibility to the work-area with features like KomVision, a 360-degree monitoring system that uses six cameras for a real-time view of surroundings. Two screen mode allows your operator to view the 360degree bird’s eye view and any of the six cameras to be viewed simultaneously, on a dedicated monitor.

Maintenance Made Easier

Designed for convenient preventative maintenance and servicing, a ground-level service center is located at the bottom of the HD1500-8E0‘s hydraulic tank, putting engine, transmission, brake control and hydraulic oil filling evacuation ports accessible in one central location. The standard, automatic greasing system helps minimize maintenance time by automatically supplying grease at predetermined intervals. A battery disconnect switch, located on the left side of the vehicle, is accessible from the ground level. For security during maintenance, there are tie-off anchor points for safety harnesses.Thecold weather package includes electric heating elements for engine oil pan, coolant, steering and hoist oil tank, transmission oil pan and brake oil tank, which plugs into an external power supply. The engine also is equipped with a cold weather ether starting aid system, standard for the HD1500-8E0.Formoreinformation, www.komatsu.com.

Valew Quality Truck Bodies Achieves Baffling System Patent

Valew Quality Truck Bodies, the longtime manufacturer of Valew Water Trucks, recently was awarded a patent for its new baffling system and the production on the new system was introduced this year on both its 2,000-gal. and 4,000-gal. trucks.

Over decades of building water trucks, Roger Hayes realized that there were costly problems with traditional baffle designs.

According to Hayes, CEO of Valew Quality Truck Bodies, “traditional materials used for baffles are pricey and made of steel — which often rust, and most manufacturers don’t weld their baffles in place which causes them to fall.”

Hayes reasoned that there must be a better, safer solution that also would offer greater durability. So, he came up with the idea of a composite (plastic type) baffle, which he hoped would result in the “safer and more durable product we were looking for.”Hayes and a team of engineers put the idea together, tested it over the course of several years and based on the testing, decided to patent it.

Hayes said the patented process offers benefits to the end user, but also to Valew and its “Thisemployees.newprocess is ultimately safer for our employees, requires less welding inside tanks and less confined space training,” he said. “It is also made from a composite that

will last longer than typical baffle designs. This design is easily replaceable and allows for replacing one or all of them simply and efficiently. It is a very easy bolt in process.”

Hayes described the baffles as, “round, which keeps the water spinning like a washer, where you won’t have the issues of other baffle designs where the water shift shakes the truck and creates instability.”

Each baffle holds 50 gal. of water and a

truck can have 6 to 12 baffles, depending on its size. This design, being lighter in weight, offers improved safety, both for the driver and those involved in its production, according to Hayes.

Cost Savings

“The cost savings for the customer is that there is no need for additional load capacity compared to steel baffles which add addi-

tional weight and, in this business, every gallon counts,” Hayes said.

Lighter baffles mean lighter loads and less fuel, he Comparedadded.to steel baffles, the patented composite parts are much cheaper to replace and that will result in additional long term savings to the contractor.

“It is a big process to replace steel baffling,” Hayes said. “You must go in the tank, cut it out, you need confined space training, you need to perform a test on the tank to make sure that it didn’t have any hazardous materials in it. With Valew’s new baffles, you basically unbolt the top of the tank and it’s wide open and you can simply replace the baffle. You do need to have fall protection and proper safety equipment, but the baffles are easily replaceable.”

Company Beginnings

Valew Quality Truck Bodies has been family-owned for 65 years. Hayes is the current CEO and is part of the third generation currently operating the company.

It all began in the early 1950s when brothers John R. Hayes and Vernon L. Hayes, from Oklahoma, went off to serve in the Korean

Whilewar.they were serving in the war, their father, John H. Hayes, moved to California and started a welding shop. When the brothers returned from their military term, they joined their father and began working in the shop as welders and other repair work in the oil

Byfield.the early 1970s, John H. and John R. retired from Hayes Welding and Vernon began to grow tired of the constant travel required for their business. Vernon got to the point where he just didn’t enjoy the travel anymore and wanted one place that he could go to everyday. He started basing his business out of Paramount, Calif., and began building the products Valew is now known for.

Valew maintains an inventory of approximately 600 trucks despite the supply chain challenges facing the industry. The sister company to Valew — 1954MFG — whose name is a nod to the year Valew was founded is located in Graham, Texas. Roger Hayes (L), CEO of Valew, and Courtney Hayes, COO of Valew. Courtney is slated to take the reigns at Valew over the next few years.

Hyundai Enters Articulated Dump Truck Market With Two New Models

Hyundai Construction Equipment Americas announced it is entering the articulated dump truck market with two new models — the HA30 and HA45 articulated dump trucks — targeting the popular 30- and 45-ton segments.

The first of the new ADTs are now available for order through Hyundai’s North American network of authorized dealers. With rated payloads of 28 and 41 tons respectively, the HA30 and HA45 articulated dump trucks provide an ideal haul truck match for Hyundai’s larger crawler excavators and wheeled loaders. Designed primarily for high-volume earthmoving projects, highway construction, and mine and quarry operations, Hyundai’s articulated haulers provide maximum drive and traction in the worst site conditions, maintaining year-round productivity for the customer.“Hyundai is excited to enter the ADT market to better serve our customers in aggregates and infrastructure construction,” said Mike Ross, senior VP of CE Sales, Parts & Service, Hyundai Construction Equipment Americas.

“Our new ADT models are the first collaborative results of the combined design, engineering and manufacturing expertise of Hyundai Construction Equipment and Hyundai DoosanHyundaiInfracore.”Heavy Industries Group in 2021 purchased the Doosan business, which now operates — along with Hyundai Construction Equipment — as a separate division within Hyundai Genuine. While maintaining their respective management and dealer network structures, the two divisions plan further integration in R&D, design, engineering, procurement and manufacturing.

Articulated Hauling

The new Hyundai HA30 and HA45 trucks are built around a full-time six-wheel drive concept, with front and rear limited slip differentials and a longitudinal differential that can be manually locked, for maximum drive and traction on difficult terrain.

The trucks have a compact chassis design, to aid maneuverability, with a sloping rear frame and a front-mounted differential integrated into the ZF transmission, allowing for a shorter front frame section. This results in the smallest turning radius in the vehicle class and outstanding stability, according to the manufacturer.

Self-leveling hydro-gas suspension on the front axle further supports a comfortable ride, delivering maximum tractability in tough ground conditions.

The turning ring is mounted in front of the chassis articulation point, resulting in an equal weight distribution to the front wheels in all driving situations, for increased stability andTandemtraction.reduction gearboxes on the two rear axles enable maximum oscillation of the rear axles to maintain ground contact on rough terrain. The single central differential increases ground clearance beneath the truck.

Oil-cooled wet disc brakes achieve an extended service lifetime of up to 15,000 hours. A hydraulically activated

mechanical parking brake holds the machine when stationary. The trucks are supplied with a gradient meter, with flipover protection and a Body Over Center of Gravity function, to assist drivers when dumping and operating on rough terrain. The HA30 has a 22 cu. yd. heaped body capacity, that rises to 23.3 cu. yd. when fitted with a tailgate. The larger HA45 offers a 32 cu. yd. heaped capacity, rising to 34 cu. yd. with a tailgate. Both dump bodies can be optionally heated by the engine exhaust gases to prevent freezing and sticking of materials when operating in colder temperatures.

Internal wear plates are available as an option when working in applications with heavy and hard rock.

Proven Powertrain

Tier IV Final Scania diesel engines power both trucks. The HA30 uses a five-cylinder, 9.3-L DC9 turbocharged diesel, producing 375 hp and 1,876 Nm of torque. The larger HA45 uses a six-cylinder, 12.7-L DC13 diesel engine, producing a maximum 500 hp and 2,476 Nm of torque.

Both engines drive through eight-speed ZF automatic transmissions. The torque converter has lock-up in all gears, reducing fuel consumption and increasing efficiency. Ground level service points are designed for maximum efficiency and improved safety.

The engine canopy tilts forward for access to filters and fill points, while the complete cab structure also can be tilted towards the rear of the truck, to provide access for repair and maintenance.Hyundai’s Hi-Mate telematic monitoring system is standard, with satellite and GSM connectivity, to reach the most inaccessible construction and mining sites across the world. This enables remote monitoring of productivity, fuel consumption, system warning and maintenance status, reducing unplanned downtime and improving fleet utilization.

Comfort, Protection

With the most spacious ROPS/FOPS cab on the market, the Hyundai ADT features an ergonomic layout to the controls, a high-quality air-suspended operator’s seat, an internal sound level of just 72dB(A), MP3 and Bluetooth-compatible radio, USB charger, all-round safety rails and a footrest. Interior cab storage includes room for an optional cool/hot box and 12V power sockets for operator phones and other accessories. Full cab climate control is standard on both models for maximum comfort throughout the working day.

A comprehensive monitor panel provides an integrated payload meter to prevent overloading and to record productivity. Diagnostic functions are included within the monitoring system, and the operator can remotely check hydraulic and transmission oil levels from the cab.

A gradient meter ensures that the truck is driven safely within its limits, while an integrated rearview camera and large mirrors provide excellent all-round visibility when reversing under an excavator or into the dumping area.

Terramac RT9 Crawler Assists Hydrograss On Job Sites

Growing up, Robert Arello Jr. spent countless hours learning the commercial landscaping industry from his father.

After graduating from Utah State University with a degree in soil science and amassing over 13 years of knowledge in the business, he founded his own company that specializes in hydraulic soil stabilization and storm water management — Hydrograss Technologies Inc. — in North Oxford, Mass., in 1993.

“I began by subcontracting landscape projects in the commercial industry to gener ate capital, and I utilized contractors that I had built relationships with over the last decade,” explained Arello. “Within six months, I purchased equipment to focus on erosion and sediment control, stormwater management and introducing our own prod uct lines to market. That was very successful

and a catalyst that got us where we are today.”Hydrograss Technologies currently oper ates throughout New England and Florida. Its award-winning product mix provides pre ventative solutions for erosion, sediment and dust control through its hydroplanting, site remediation and soil stabilization tech niques. The diverse scope of each project requires a versatile machine to complete the job. That’s why the company turns to Terramac and the RT9 crawler carriers.

“Many of our jobs are in challenging areas such as wetlands, landfills and steep slopes that traditional rubber-tired equip ment cannot access,” said Arello. “Three years ago, we decided to change our approach to hydroseeding those sites because we were tearing up the ground and thought there must be a more efficient way to do

“Afterit.

researching multiple options and listening to the advice from other contrac tors, we believed the Terramac RT9 would be the perfect fit for our operation.”

Today, Hydrograss Technologies’ fleet includes a pair of Terramac RT9 crawler car riers. Technicians outfitted one machine with a straw blower and the other with a hydroseeder. Metal railings around the

crawler carrier with the straw blower attach ment allow the firm to transport up to 180 bales of hay across a job site without having to restock supply.

“The carrying capacity and minimal foot print of the Terramac RT9 machines allow us to work in the most inhospitable environ ments,” explained Arello. “At one of our solar farm jobs in Massachusetts, we tracked the Terramacs between 10-foot-wide, muddy rows of solar panels to seed, hay and tack a pollinator environment for bees. The machines articulated between each row and glided through the mud, allowing our crew to finish the job quickly and efficiently.”

Arello also appreciates the uptime of the machines.“Ifeither of our Terramac machines went down, our crew wouldn’t be able to do their job. We haven’t had any issues with them at all in terms of mechanical failures. The ver satility is fantastic. Its maneuverability is great. We’re very happy with them at this point in time.

“If something were to happen, I’ve built relationships with both Terramac and C.N. Wood Co. Inc. and know they would step up to get us going. Having support from a deal er with an excellent reputation gives us the confidence to take on any job.”

When working in tight spaces, Hydrograss Technologies Inc. relies on its Terramac RT9 crawler carriers.

Deere & Company Reports Third Quarter

Deere & Company reported net income of $1.884 billion for the third quarter ended July 31, 2022, or $6.16 per share, compared with net income of $1.667 billion, or $5.32 per share, for the quarter ended Aug. 1, 2021.

For the first nine months of the year, net income attributable to Deere & Company was $4.885 billion, or $15.88 per share, compared with $4.680 billion, or $14.86 per share, for the same period last year.

Net sales and revenues increased 22 percent, to $14.102 billion, for the third quarter of 2022 and rose 13 percent, to $37.041 billion, for nine months. Net sales were $13.000 billion for the quarter and $33.565 billion for nine months, compared with $10.413 billion and $29.461 billion last year.

“We’re proud of the extraordinary efforts by our employees to increase factory output and get products to customers under challenging circumstances,” said John C. May, chairman and chief executive officer. “At the same time, our results reflected higher costs and production inefficiencies driven by the difficult supply-chain situation.”

Net income attributable to Deere & Company for fiscal 2022 is forecast to be in

a range of $7.0 billion to $7.2 billion.

“Looking ahead, we believe favorable conditions will continue into 2023 based on the strong response we have experienced to early-order programs,” said May. “We are working closely with our factories and suppliers to meet higher levels of customer demand next year. Additionally, we are confident the company’s smart industrial strategy and leap ambitions will continue unlocking new value for customers through Deere’s advanced technologies and solutions.”

The Hayes family is a family of thinkers, problem solvers and inventors. With the gas crisis in the early 1970s, Vernon saw a need for pick-up trucks to have a larger capacity to carry fuel and created a solution known as saddle tanks, which were two fuel tanks added on the right and left on the main fuel tank, located behind the driver seat.

In or about 1978, Vernon started focusing more on building water trucks. He then purchased Valew from Jim Valentine in the late 1970s. At that time, they were selling approximately 35 water trucks per year, it was a small organization with about 3 to 4 employees. Vernon continued to concentrate on growth over the next couple of years until his health would not allow him to devote the same amount of time to the business.

Roger, Vernon’s son, took over the business in 1984 and continues to run it today. He has been the CEO for the last 18 years.

All About Relationships

When Roger took over the business in the early 1980s, he focused on building relationships with key suppliers. This continues to be their business philosophy. Roger maintains that their business is a relationshipbased business, at all levels — vendor, employee and customer.

“It’s important to treat your vendors well, pay your bills and maintain a positive business relationship, so that when times are tough, they are more likely to say, ‘we need to take care of this guy’ and we are often at the front of their list,” Roger said. “It’s important to not burn bridges with vendors or suppliers. This has proved to be correct during recent supply chain issues affecting so many businesses over the last few years.”

This also is Hayes philosophy with

Roger guided the company’s growth from just 25 trucks per year to thousands of truck bodies per year. In addition to water trucks, they’ve become a leader in the production of dump trucks and trailers, water towers, fuel and lube trucks, service and mechanics trucks and ready tank kits.

The growth has necessitated increased production capabilities and the company now operates plants in California and Texas.

Valew maintains an inventory of approximately 600 trucks while selling thousands eachLookingyear.

to the future, Roger and his team have other patents in the preliminary stages that involve innovations in water trucks.

Roger is looking at the next generation and will be putting the company in the capable hands of his daughter, Courtney Hayes, COO. She will take over as CEO soon and will represent the fourth generation of company leadership.

About Valew Truck Bodes

Today, Valew manufactures its truck bodies in its facility located in Southern California at 12522 Violet Rd., Adelanto, Calif. 92301 and at its sister company’s (1954MFG) facility at 4688 State Hwy 16, PO Box 1688, Graham, Texas 76450.

The two companies employ approximately 250 people and occupy over 250,000 sq. ft. of manufacturing space, producing water trucks, water towers, and other custom truck and trailer products for the construction industry. CEG
