State of the City
On Feb. 1, Mayor Laura Hoffmeister delivered the annual State of the City address at a luncheon hosted by the Greater Concord Chamber of Commerce.
The theme of Mayor Hoffmeister’s speech was “Rebounding, Rebuilding and Renewing.” The City has rebounded from the pandemic, is in the process of rebuilding its finances, staffing and infrastructure, and is renewing its commitment to the quality of life in Concord.

Base Reuse Project
In January, the City Council, sitting as the Local Reuse Authority (LRA), rejected the Concord First Partners, LLC (CFP) Term Sheet to develop the former Concord Naval Weapons Station and directed staff to let the Exclusive Negotiating Agreement with CFP expire on Jan. 31, 2023.
Following the vote, Mayor Laura Hoffmeister asked staff to determine the next steps for the Base Reuse project.
At a meeting in late April or early May, the LRA will discuss and provide direction to staff on the process to be used in selecting a new master developer for the project.
Council’s goal is to get the project back on track and make significant progress within the next six to nine months.

Local Hazard Mitigation Plan
In July of 2022, the City embarked on a planning process to prepare for and lessen the impacts of specified natural hazards by updating its Hazard Mitigation Plan. Hazard mitigation planning is a way to invest in our community’s future by anticipating and preparing for natural hazards in our area. The plan is tailored to Concord and the City’s unique risks and capabilities. The Draft Plan is available for review at cityofconcord.org/hazardmitigation

City Launches Homeless Strategic Plan
The City of Concord has officially launched its strategic planning effort to help guide the City in its response to addressing homelessness and its impacts.
In February, the City Council approved a contract with a consultant who will collaborate with City staff and the community to develop the plan. In addition, Council appointed nine individuals to serve on a working group that will provide guidance throughout the development of the plan. At press time, the working group was scheduled to hold its first meeting on March 22. The City Council has affirmed its commitment to addressing homelessness in the community and has previously set aside $5.4 million to fund priorities established in the forthcoming plan.
Diverse stakeholder groups of residents, businesses, individuals with lived experience, service providers, faith-based groups, and others, will be invited to share their input as part of a broad community engagement component.
The plan will include a background report, an assessment of unmet needs, an overview of opportunities for funding and partnership, and the development of a vision, goals, and objectives with measurable performance targets.
The final plan will offer a comprehensive collection of strategies that the City can prioritize and implement to align with regional and state initiatives for collective impact on homelessness.
Ongoing Work
Concord also remains committed to ongoing efforts to address homelessness. This includes supporting nine organizations with $556,000 annually to provide direct services to the City’s unhoused residents. Through funding from Measure V, Concord funds a full-time Coordinated Outreach Referral and Engagement (CORE) team, which makes referrals to supportive services and delivers case management to assist individuals.
Concord also launched a rapid rehousing program last fall, which is now fully enrolled. The program provides short-term rental subsidy and move-in assistance to individuals and households, while participants work toward self-sufficiency and ongoing stability.

City Council Adopts Housing Element Update
On March 14, 2023, following an 18-month public process, the City Council held a hearing and adopted the 2023-2031 Housing Element Update.
The document, which includes various new programs and policies requested by the City Council, has been sent on to the California Department of Housing and Community Development for review and approval, and the City anticipates certification within 60 days.
As a required component of the City’s General Plan, the Housing Element contains goals, policies and programs to address the housing needs of all Concord residents from 2023 to 2031, including the City’s Regional Housing Needs Allocation of 5,073 new housing units.

Federal Funds Allocated to Nonprofits, City Projects
Earlier this year, the City Council allocated $14 million of the $27 million Concord received in one-time federal funds from the American Rescue Plan Act (ARPA). Although they had previously determined the spending categories for the funds, Council took official action to fund $7 million in grants to 22 local nonprofit organizations and $7 million in City projects and special events. Through a competitive grant process, the City received 70 eligible nonprofit applications, with a combined funding request of $34.4 million.
Last fall, the Council ad hoc committee consisting of then-Mayor Dominic Aliano and then-Vice Mayor Hoffmeister reviewed all applications, interviewed the applicants, and scored each based on a 100-point rubric, with 200 total points possible when scoring sheets were combined.
The 22 organizations selected for funding will receive grants ranging from $50,000 to $1.5 million; 80% will be distributed initially, with the remaining 20% at a later date. The funds must be spent by December 2024, and the City will require documentation and follow up to ensure the funds were spent as intended.
In addition to this funding, Council also allocated $6.5 million to City projects and $500,000 to special events. Some of the projects include:
• A “Welcome & Cleanliness” program to enhance safety and cleanliness in the downtown area and support economic development
• Enhancing the safety, security and cleanliness of City parking garages
• Upgrading security cameras and lighting at Recreation and Public Works facilities
• Piloting a Camp Concord summer camp experience for at-risk youth
• Roadway maintenance paving project at Meadow Lane & Market Street
Later this year, the Greater Concord Chamber of Commerce will allocate the second half of the $2 million of ARPA funds the Council set aside for small businesses through a reimbursement grant program. In addition, $3 million in ARPA dollars were set aside to fund activities that emerge from the ongoing Homeless Strategic Plan.
New Businesses Coming to Concord in 2023
The City is proud to welcome an array of new businesses in 2023. Family-oriented retail, industrial, and office uses all recognize that Concord is a place where commerce thrives. Here is a snapshot of what’s to come:
Concord continues to live up to the slogan, “Where families come first,” with two new family-oriented businesses slated to open: Rob Skate Academy will open an indoor skate park that will teach mindfulness to youth through skateboarding at the Sunvalley Shopping Center. The program is led by Rob Ferguson, an Olympic level trainer who works with top athletes from across the world.
Another business to get our youth moving, Urban Air Adventure Park will open an active play space that will include laser tag, warrior courses, climbing walls, and a zip line, in the former Fry’s Electronics building at Park N Shop.

Concord is also a place where production happens. In our industrial areas, we will soon welcome Bay Rubber Company, a contract manufacturer specializing in rubber and silicone parts, which will move its operations from Oakland to Bates Avenue.
An uplifting story of how a hobby can grow into a profitable business, Berk’s Beans Coffee Roasting is an artisan coffee roaster that began as a home-based business in Concord and will soon move into a production facility on Solano Way.

Also notable is that VinFast Electric Cars will open a showroom in The Veranda. The Vietnam-based electric vehicle company sells five luxury vehicle models and is poised to compete with Tesla. VinFast is expanding throughout California and has chosen Concord for its first store in Contra Costa County.

Lastly, Pet Food Express has moved its office headquarters from Oakland to Stanwell Drive. The company recognized that many of its employees already live in Contra Costa County or would enjoy a counter-commute from Alameda County or beyond.

Multitude of City Projects Set for Construction this Summer
For years, Concord residents have said roadway repairs are one of their most urgent City priorities. Thanks to funding from Measure V, Concord has dozens of projects in the works, and 14 will be under construction over the summer months.
Most of the projects include some kind of road paving (residential and arterial) as well as other improvements, including accessible sidewalks, and new fiber.
Measure V is the voter-approved, one-cent use and transaction tax that preserves core City services and generates about $30 million annually. The City leveraged this funding to make an immediate investment in its roads through a five-year pavement management plan, which began in July 2022.
This map shows where the work will be performed, including on many of Concord's major thoroughfares.
Many of these projects will require some lane or road closures and detours. City staff will share information about major closures through Nextdoor and/or its social media channels, so be sure to follow the City’s accounts.

Dive into a week of fun at the pool with our Summer Splash Camp. The Camp combines our popular Junior Lifeguard training program with pre-competitive swim work, water-based activities & games and outdoor recreational activities. Participants must be able to swim, unassisted, 25 yards each of freestyle (face in the water with rhythmic breathing) and backstroke. Participants will need to bring: swimsuit, towel, goggles, change of clothes, lunch & snack, water bottle & sunscreen.

This class acts as a bridge program between the Kindergym Program and the School Age Program. This class begins with more advanced warmups and stretching/body shapes, followed by circuits including obstacle course incorporating floor and vault skills, balance beams, bars, trampolines, and a foam pit.

Spanish is the easiest foreign language for English speakers to learn, with a similar alphabet and many words in common. In this class, no previous Spanish knowledge is assumed. Whether you took two years of high school Spanish or don't know one word, you CAN speak Spanish. You just have to get started!

Quality Assurance and Credits/Refunds

Try our classes. If, after attending the first class, you are not happy with the quality of the program, call us right away. Tell us what was wrong so we can make it right. If you call before the second class we will give you a full refund or credit. There are no refunds for non-attendance, one-day workshops, trips or materials fees.
Refunds due to course cancellations can take up to 2 to 4 weeks to process. A credit left on a customer’s account will expire 12 months after the date of issuance.
Withdrawals and Transfers
If you wish to drop or transfer to another session, call us at least five full working days before the start date for a refund or credit. $5.00 Withdrawal Fee applies to all cancellations. Please note: Programs with different cancellation fees are noted and only the higher fee applies, not both. No refunds for non-attendance, one-day workshops, trips or materials fees.

WAIVER AND RELEASE FROM LIABILITY / ASSUMPTION OF RISK
I, the undersigned, wish to participate in one or more activities (hereinafter collectively referred to as “the Activity”) conducted in collaboration with the City of Concord’s Recreation Services Department. I am aware that serious accidents and injuries occasionally occur during recreational pursuits such as the Activity. In consideration of my participation in the Activity, I knowingly and voluntarily assume all risks arising therefrom, and on behalf of myself, my heirs and assignees release the City of Concord, its officers, agents, employees and volunteers from any and all claims, liens, damages, lawsuits, or liability for property damage, injury or death, resulting from, arising out of, or in any way connected with my participation in the Activity. I agree and acknowledge that this Waiver and Release From Liability/Assumption of Risk shall apply even in the event that I suffer death, personal injury, or property damage as the result of passive or active negligence on the part of the City of Concord, its officers, agents, employees, or volunteers of the City (with the exception of sole, active negligence, or willful misconduct). In the event that the individual participating in the Activity is a minor, I certify that I am his/her parent or legal guardian and I give my permission for him/her to participate in the Activity. I understand my signature is a legal and binding signature and will be considered original if received by fax.
USE OF PARTICIPANT PHOTOGRAPHS/VIDEO
In addition to the forgoing, I give consent to Concord Recreation Services Department or any other media agency authorized by the City of Concord to photograph or video me (or the minor on whose behalf I am signing this waiver), and to use such photographs/video footage in brochures, newspapers, social media, or other forms of media describing City of Concord activities. I agree to advise the City of Concord Parks & Recreation Department in writing if I do not agree to the forgoing.
COVID-19/CORONAVIRUS LIABILITY WAIVER AND RELEASE, AND INDEMNITY AGREEMENT
On behalf of myself and/or my son, daughter, or person for whom I serve as legal guardian (the “Participant”), I acknowledge with my signature that the Participant wishes to participate in a City of Concord Recreation Services Department activity or program (“activities or programs”).
I understand that by participating in City of Concord activities and programs there is an inherent risk of potential exposure to infectious diseases, including but not limited to COVID-19/Coronavirus. The risk of potential exposure cannot be eliminated. On behalf of myself, the Participant, my heirs and dependents, personal representatives, assigns and insurers, I now voluntarily and knowingly release and hold harmless the City of Concord, its officers, employees, volunteers, agents, successors in interest, insurers, contractors, suppliers, vendors, assigns, and any persons or entities with which/whom the City is affiliated (hereinafter collectively referred to as the “City”), from any and all liability, lawsuits, or claims for injuries, death, or property damage resulting from, arising out of, or in any way connected with Participant’s participation in the activities and programs (collectively “Claims”), including but not limited to Claims arising out of or in any way related to any emergency medical care administered, any illness or infection or disease, and COVID-19 or Coronavirus related health issue or exposure. This waiver and release shall apply even in the event that such personal injury, death, or property damage is caused or contributed to in whole or part through the passive or active negligence of the City (with the exception of sole, active negligence).
I agree to defend, hold harmless, and indemnify the City from and against any and all Claims (including attorney’s fees) arising out of, or in any way related to Participant’s participation in the activities and programs, any actual or alleged negligence of myself or Participant, any emergency medical care administered, any illness or infection or disease, and/or COVID-19 or Coronavirus related health issue or exposure.
I/WE HAVE READ THIS WAIVER AND RELEASE IN ITS ENTIRETY. I/WE FULLY UNDERSTAND IT, AND RECOGNIZE THAT THIS WAIVER AND RELEASE IS A LEGALLY BINDING DOCUMENT. I/WE UNDERSTAND THAT BY EXECUTING THIS WAIVER AND RELEASE, WE ARE VOLUNTARY ASSUMING THE RISKS DESCRIBED HEREIN, AND WAIVING OUR LEGAL RIGHTS ASSOCIATED THEREWITH.

Day Trips & Tours
We define trips and tours that don’t require overnight stays as day trips. All day trips will feature roundtrip transportation from the Concord Senior Center. Payment must be made in full at the time of registration.

Extended Travel
Any trip or tour that requires an overnight stay is considered extended travel. Trip booklets for an extended travel program, with registration details and full itineraries for each destination included, may be picked up at any of the Community Centers.
How To Participate
Read the description of the travel program. Determine if the mobility rating is appropriate for your physical fitness level and health. Register for a program online, in-person or over-the-phone with our registration staff at any of the Community Centers.
Transportation
Roundtrip transportation from the Concord Senior Center will be provided on a commercial motor coach. The motor coach bus will feature a restroom on board.
Travel Safely
To maintain a safe travel environment, the City will follow the latest health guidelines and protocols set by the local and state public health departments. Contact the Program Coordinator for further clarification.
Walkability Levels
It’s important to note that each person’s mobility can vary widely, and these ratings are intended to provide a general guideline for walkability levels of day trips.
Sold Out & Waitlist
If a trip is sold out, a wait list will be formed. If there’s a cancellation, registration staff will contact persons on the wait list with more information on a first-come, first served basis.

Trip Minimums
Travel programs may need to be cancelled up to 30 days in advance if trip minimums are not met in advance. Help us spread the word about upcoming trips to avoid potential cancellations.
Cancellations & Refunds
As a result of the passenger minimums, refunds will not be permitted within 30 days of a day trip. Refunds must be requested at least 30 days before a trip departure date. Refunds and withdrawals will be subject to a $5 cancellation fee. Trips are rain or shine.
WALKING LEVELS
Level 1: Easy
This rating is suitable for seniors who have limited mobility or who use a wheelchair or a walker. Walkable destinations in this category include places that have flat terrain, easy-to-navigate paths, and minimal obstacles.
Level 2: Moderate
This rating is suitable for seniors who are mobile but may need occasional rest breaks. Walkable destinations in this category include places with some inclines or stairs but still offer easy-to-navigate paths and seating areas.
Level 3: Strenuous
This rating is suitable for seniors who are active and enjoy a good workout. Walkable destinations in this category include places with steep inclines, uneven terrain, and long distances.
