Environmentalists vote for a cleaner future

By Maddie Pukite @maddogpukite After a summer of wildfires — one of which was the largest in New Mexico’s state history, burning 341,735 acres of land — and the Rio Grande becoming dry for the first time in 40 years, the environment remains a point of conversation amongst candidates as Election Day approaches.

Mona Blaber, the communications coordinator for the Sierra Club, a nonpartisan environmental advocacy group, and Kineo Memmer, the director of communications and outreach for the University of New Mexico’s Leaders for Environmental Action and Foresight, both spoke about the importance of these environmental issues and how they are showing up on the ballot on Tuesday, Nov. 8th.

“Climate disruption is really the biggest crisis that faces humanity because it affects every other issue, including the economy,” Blaber said.

“If you look at all the costs of climate disruption already, it’s in the hundreds of billions of dollars … and it causes people economic stress through lack of water for farming and then higher prices because agriculture harmed by climate change caused drought.”

Public land commissioner is one office up for reelection that Blaber said was important to pay attention to, as for an entity to be able to drill for gas and oil on state trust lands, they must apply through the New Mexico State Land Office.

“Throughout the decades, there’s been a lot of oil and gas drilling on state trust lands, and there still is.

And so that has provided some revenue, but there’s also lots of other sources of revenue from state trust lands,” Blaber said.

The current public land commissioner race is between the

incumbent Stephanie Garcia Richard (D) and Jefferson Bryd (R). Bryd has experience working in the oil and gas industry and wants to foster and grow it. Richard seeks to diversify revenue streams to make the state less dependent on it while still recognizing the amount of money gas and oil does bring into the state, according to their respective websites.

“If we increased funding and held the oil and gas companies accountable for cleaning up the orphan wells, that could create $4 billion in investment and thousands of jobs and millions of dollars in state royalties. So there are a lot of ways to move ourselves off of oil and gas dependence,” Blaber said.

Memmer said LEAF is watching the attorney general race, as they priorly filed a complaint asking for an investigation into the UNM Foundation’s ties to the oil and gas industry.

She hopes a new AG would take the complaint further. Neither candidate in the race is an incumbent, and it is between Raúl Torrez (D) and Jeremy Gay (R).

“We’re really hoping with the new attorney general that he’ll take that complaint more seriously and kind of reopen up that dialogue,” Memmer said.

With the impending effects that climate change will bring, Memmer spoke about the impact this election and all elections can have, especially in a smaller state like New Mexico where you can speak more directly with your representatives.

“I think that it’s always important to keep environmental issues in mind. And I think that every election is important, and it should always be a consideration. But I do think that, you know, we are kind of running out of time, from the IPCC reports, they keep reporting that we’re running out of time to slow our carbon emissions and slow down our use of fossil fuels,” Memmer said. “Every election

is every chance that we get as citizens to have a say in who represents us.”

The first amendment of New Mexico’s constitution also directly discusses oil and gas revenue from the Land Grant Permanent Fund.

The amendment would put 1.25% of the five-year average of market values from the fund toward early childhood education and public schools. Both Blaber and Memmer support this amendment despite where the money is from.

“We should remember that those are our public resources that oil and gas companies are taking and profiting from. So we should use those royalties to their best use, which, you know, educating kids is a great use for it,” Blaber said.

Memmer also said the question would not change where the money is coming from, but instead solely where it is going.

“What’s on the ballot right now isn’t going to actually change where

that money comes from or change where that money is invested in. It’s just going to give more money to early childhood education, which is extremely important,” Memmer said.

New Mexico receives about $2 billion in oil and gas money, and the sales and taxes from the industry amount to $500 million, according to the legislative finance committee, creating a significant amount of the revenue the state receives.

“In the last few years, we’ve seen a lot of royalties from oil and gas. But in years previous to that there’s been a bust, and that really hurts our state budget. And so, we have to figure out a way not to rely on oil and gas anymore. And we have to start doing that pretty quickly because oil and gas hurts us much more economically in ways that aren’t necessarily directly visible,” Blaber said.

The threats climate change can bring and have brought to the state make this election important for

the future of the planet, according to Memmer.

“I think this election is as important as any other election, but it’s very important because we are running out of time to feel the effects of climate change, and we’ve been affected by climate change already, but it’s just going to keep getting worse from here on out,” Memmer said. “You really need to consider the climate and the environment when we’re making these voting decisions.”

The Independent Petroleum Association of New Mexico did not respond to multiple attempts asking for comment in time for the publication of this article.

er education across the state for capital projects if passed.

A general obligation bond is money borrowed by the government to fund capital projects such as new facilities and improvements to old buildings and infrastructure. Bonds are paid for by the state and its property owners through property taxes — however, G.O. bonds do not cause an increase in property taxes.

Every two years when general obligation bonds come up for a vote, higher education institutions make requests for funding on “bricks-and-mortar” projects before the legislature approves some or all of the requested funding for the bond, according to UNM spokesperson Cinnamon Blair.

With the money on this year’s ballot, UNM’s main campus al-

locations would go toward building a new fine arts facility that would house programs across the College of Fine Arts, along with upgrades to the UNM Children’s Psychiatric Center. “(UNM administrators) look for the projects that would have the largest impact, on not just UNM, but the local community and state. And so, our two projects, center for fine arts and the children’s psychiatric center were the two that would have the biggest impact at this point,” Blair said.

A new fine arts facility, called the Center for Collaborative Arts and Technology, has been in preliminary talks for at least ten years, according to Harris Smith, dean of the College of Fine Arts.

He said the project was bumped up on the list of UNM’s priorities after two other projects received significant private donations, thus putting it on the table for a bond vote.

“Our facilities average 60 years old, so if we want to continue to train our students, retain our students and make them as competitive as possible, we need the facilities and equipment and technology that’s current and up to date … And then if we want the best faculty, we need facilities that match the needs of the most talented faculty,” Smith said.

An updated concert hall for

the music program is high on the priority list for the facility, as the program has run into issues with accreditation due to a lack of performance spaces, according to Smith. They also want new makerspaces in the same vein as the Art, Resource, Technology and Science Lab which would be both updated and on campus. Updates for the film program would also be prioritized in light of the many production company commitments coming into the state, according to Smith.

“It’ll create a great type of arts district if we have this facility right there on Central Avenue and it’ll bring it a little more to life because … there’s around 300 public performances that take place between all the fine arts departments,” Smith said.

While a location has not been finalized, parking lot A has been suggested as a potential location, with a new parking structure being built in its place near lot B, according to Smith.

The Children’s Psychiatric Center project, which has also been gestating for a while, would create a new facility to accommodate for the increased demand for youth psychiatric care as well as an update for the different standards of care since the building’s creation nearly 60 years ago.

UNM students highlight votedetermining issues in midterm elections

Students at the University of New Mexico shared their opinions on the upcoming New Mexico elections and what they expect from electing officials and the legislature. Many agreed that it is important to hold officials to a high standard and expect transparency from those in the state legislature.

Concerns over how city and state policies don’t always benefit the public as much as politicians claim were felt by Zee Winningham. They also expressed that subsidized housing for people struggling with homelessness should take precedence over standard institutionalized facilities.

“What substance abuse programs are going to be funded, and how exactly are the funds going to be used for the homeless population?” Winningham said.

Rhoann McMaster wants to see

a change in the way that bills are written — one that makes it easier for everyone to understand, not just politicians.

“We have to know more, not just the general summary. There also needs to be proof of an outcome for it,” McMaster said.

Protecting safe health care for women, including access to abortion and contraceptives, is a contentious topic in the upcoming election. Yulene Hernandez said that not having access to abortions won’t stop them from happening, but the ban will increase the chances of severe bodily harm.

“It’s up to the woman to decide what to do with her body. I think that’s pretty reasonable,” Hernandez said.

Concerns over the cascading effects on LGBTQ+ rights that could be felt if restrictions on healthcare are put into place in the state is another fear for Winningham. This has influenced their vote away from Republican gubernatorial candidate Mark Ronchetti, who said he would re-

strict abortion access.

“There are a lot of people who will actively be harmed by Mark Ronchetti and that general crowd,” Winningham said.

The majority of students interviewed said they want to see more empathy for people of all backgrounds who reside in the state of New Mexico. Hernandez said it seems that politicians recently have been more concerned with economic impacts rather than what would be beneficial to their constituents. This includes issues like improved transportation, housing and healthcare.

“I want someone who cares what other people think and actually goes through with what they’re advocating for,” Hernandez said.

OPINION: Yeah, maybe you should vote

By Elizabeth Secor @esecor2003 As the midterm elections quickly approach, arguments over the importance of voting are once again prevalent. The right to vote is one of the pillars our society stands on as a democracy.

Everyone should utilize that right.

In the 2020 presidential election, a record high of 66% of college students voted — jumping from 52% in 2016 — and that statistic needs to keep climbing, according to The Hill. As college students and recent graduates, we are the next leaders of our country and have a responsibility to make an impact.

Recent years have seen more people recognizing the importance of voting and having our voices represented. This needs to keep happening. Don’t let not voting become the reason someone says you can’t defend and argue for what you believe in.

We have the opportunity to vote for who and what our ideologies match up with. That’s the brilliance of it all — the choice.

Even when voters heavily, and I mean heavily, disagree with one another, there’s always the choice to enact change through voting

how our politicians make decisions in our country.

Voting is not always easy.

Simple things like finding the time to go to the polls to more complicated concerns, like voter identification laws, can make the process difficult.

One hindrance to college students can be mail-in voting. As of 2021, 21.4% of new students at the University of New Mexico were from out of state, according to the UNM Newsroom. I’m from Texas, and while I did procrastinate on ordering my voting slip, it wasn’t fully accessible from the standpoint of a college student.

In order to get a mail-in voting slip from Texas, a person needs to print out the request, fill it out and mail it back to their county clerk. Simple, until you consider finding a working printer that you don’t have to spend money to use (shout out to the Women’s Resource Center for that), and also go through a weird process of finding a stamp, which is not a normal thing for a college student to own. This doesn’t even account for the time commitment required — almost two hours when all was said and done.

it difficult, but if these are hurdles you can work around and find a way to vote, do so. College students can’t stand up and make a change if we don’t use one of the biggest weapons in our arsenal.

“(They) not only need to expand their footprints, but the needs of children and adolescents in psychiatric care have changed since that center was established.

And so, they’re looking to expand that footprint to accommodate the needs of New Mexico’s children who need that behavioral (healthcare),” Blair said.

Through the bond, $36 million dollars will be allocated for a fa-

cility with 52 bed spaces as well as an intensive care unit, according to an article from UNM Health Sciences Newsroom.

UNM houses the only children’s emergency psychiatric unit in the state. The building typically houses around 35 patients though it only has accommodations for around 25. The spaces were also meant to accommodate patient stays of up to one year; currently,

a typical stay is around 10 days, according to Newsroom.

“It’s not uncommon at CPC, because it’s almost 60 years old, that we run into issues with appropriate heating or cooling in the units, or leaks, leaving our patients without some basic comforts,” UNM behavioral health service administrator Rodney McNease said in the Newsroom article.

Should the bond not be passed, Blair said that UNM may either wait two years for the next bond to go up for vote or look for other means of funding to start the projects. However, higher education bonds have historically been generally successful and tend to pass, according to Blair.

“People do believe in higher education; they believe in the value of providing the best facili-

ties and centers for our students.

It really is about our students, and in this case, it’s about healthcare as well,” Blair said.

‘What does ASUNM do?’

Low senatorial voter turnout begs the question of student government’s role

By Spenser Willden @spenserwillden On Thursday, Nov. 3, The Associated Students at the University of New Mexico’s Election Commission announced the results of the fall 2022 senatorial election, in which ten undergraduates were elected to serve as full-term senators for the spring 2023 semester. Though ASUNM represents the entire undergraduate population, only 425 students voted in the election, a small percentage of the entire

student body.

Funded by an estimated 5% of total student fees, ASUNM and the Graduate and Professional Student Association operate based on the investment from the students they serve. For ASUNM, this fee is an annually increasing $35 charge assessed to each undergraduate per semester. That money pays for a variety of student services and events throughout the academic year, according to ASUNM President Ian May. This includes the Daily Lobo and student publications, who receive 8.5% of this fee.

“That’s what pays for student orgs through the appropriations and budget process, big events like Red Rally and Fiestas, which we will be having this year, Silent Lights and all that stuff, and even small ones,” May said.

Those on the Student Fee Review Board — May, Vice President Krystah Pacheco, and other members of the legislative and executive branches — have direct say over the funding recommendations passed to the budget leadership team, UNM President Garnett Stokes, and the Board of Regents. Through

SFRB, all student organizations receive their funding.

“The president of ASUNM every year is either the chair or the vice chair of the Student Fee Review Board, and that’s where we decide where millions of dollars of student fees get allocated. Voting for the president or being aware of and communicating with ASUNM is important for that because we decide how resource centers get funded, how Johnson Center gets funded, pay into student tickets for Popejoy and tons of other programs,” May said.

PREVIEW: District 18 state house candidates

By Maddie Pukite @maddogpukite The state House of Representatives seat for District 18, in which the University of New Mexico resides, is up for election this November. The two candidates vying for the seat are incumbent Gill Chasey (D), and opponent Scott Cannon (R). The Daily Lobo reached out to both candidates: Chasey agreed to an interview, but Cannon refused to comment after multiple attempts to contact him.

Cannon is a small business owner in the fire sprinkler systems trade, and according to his campaign website, he supports lower government spending and support for small business owners.

“Scott believes that we should put an end to the financial waste and put money back into the pockets of the hard-working New Mexicans,” his website reads. “We must support business owners, cut taxes and fees, and let them truly thrive in order to build a stronger New Mexico.”

Cannon’s website also states he believes life begins at conception and is in full support of the second amendment as an Albuquerque Trap Club member and former State Shoot participant.

Chasey discussed what she has accomplished during her time in office and would hope to do if she was to be reelected.

“I’ve worked on education issues and criminal justice reform, and protecting reproductive health, for women … I was the primary sponsor of the bill to end discrimination based on sexual orientation or gender identity,” Chasey said.

Funding education also remains one of her priorities as she wants to direct capital outlay funds toward infrastructure at UNM, her alma mater. Chasey

also said she fully supports the Opportunity Scholarship, a statewide scholarship providing free undergraduate education to New Mexico residents.

“The Opportunity Scholarship is something that I’m a big supporter of … We’ve just heard some amazing statistics on that, and that is that the enrollment at all of our universities with all of our higher education institutions has finally started to increase again because it had started diminishing over the years,” Chasey said.

Cannon’s views on education, as stated on his website, include a more prominent role of every taxpayer.

“New Mexicans should be given the ability to pursue the

knowledge and education they choose. If taxes are taken for education, you should be free to choose where it goes and have a say in what is taught within our classrooms,” the website reads.

When asked about her stance on rent control, which is currently banned at the state level in Law 8A, Chasey brought up a different law that had failed in a recent session.

“It would protect landlords from having to continue to rent to drug dealers, but at the same time, it would protect individuals who were genuinely trying to pay their bills and couldn’t afford it at the time,” Chasey said.

access across the state, as currently the only abortion providers are in Albuquerque.

“Some things that aren’t drafted yet but we’re in the works planning — that is to develop a full-service clinic in Las Cruces so that there’s not just Albuquerque as an area where there’s full service,” Chasey said.

Regarding criminal justice reform, Chasey said she wants to work to get legislation passed that makes it easier for those who were formerly incarcerated to vote, something she tried to do in the 2021 legislative session that died in the Senate.

“I’m going to be working on the probation parole reform bill, and I’m going to be working on pro-

The senate sees four different types of legislation: financial business, resolutions, condolences and commendations. Though condolences and commendations affect the UNM community, resolutions

and financial business are the most direct way the senate affects community members on campus.

“Resolutions as a whole are essentially what the UNM (undergraduate) student body believes ... There's never going to be a statement that is believed or repre-

sentative of the entire student body, but it's saying that the elected leaders of the students have this belief as the spokespeople,” May said.

ASUNM also funds and oversees a variety of student service agencies intended to get students involved in the UNM community.

NEW MEXICO DAILY LOBO These organizations each have a different focus, from providing underclassmen with mentorship opportunities, to hosting film screenings, to lobbying efforts in Santa Fe. A complete list of student service agencies can be found on the ASUNM website.

“These agencies have different focuses and they work on programming for the overall student body.

They each have different events they host throughout the year — most of them have one or two big events that the student body is aware of — and then they have smaller programming throughout the year,” Pacheco said.

On top of the executive and legislative branch, ASUNM also features a judicial branch in the student court, which focuses primarily on internal election appeals and protecting the student government from lawsuits. In the future,

The student service agencies also provide opportunities for student engagement.

“The special thing about ASUNM is that there’s so many different pathways you can take … it’s really whatever you want to do, if you want to work with the students on a personal level, you can do that and uplift those voices, and, working in conjunction with myself and Ian, you can pass those voices up to UNM leadership,” Pacheco said.

U.S. President Joe Biden talks to supporters and encourages them to vote at the Ted M. Gallegos Community Center on Thursday, Nov. 3.

On Thursday, Nov. 3, five days prior to Election Day, U.S. President Joe Biden visited Albuquerque to support New Mexico Gov. Michelle Lujan Grisham in the upcoming election against Republican candidate Mark Ronchetti as part of one of Biden’s last stops on the midterm campaign trail.

The event had several speakers including Albuquerque citizens, representatives and Biden himself, all showing support to keep New Mexico a Democratic state and encouraging New Mexicans to go out to the polls. One of the speakers included Deb Haaland, the U.S. Secretary of the Interior, who urged those at the event to encourage others to vote.

“Our democracy is on the line.

Now it’s time to turn up the dial, to put our heads down, lace up our sneakers, and to run past the finish line. We have to make sure we all turn out the vote,” Haaland said. “It’s

all of our responsibility and that our family, friends, and those in communities across New Mexico cast their ballots too.”

Haaland encouraged everyone to “start dialing” and to vote, as did others. Biden emphasized the need to vote throughout his speech, citing how it decides America’s future.

“We need to reflect on your governor … We need to elect the ballot up and down. This is why we’re here …

There’s simply five days, five days to go until the most important elections in our lifetime. That’s not hyperbole,” Biden said. “It’s going to shape what the next two generations look like because so much is changing. So much. It’s clear this is not a referendum. This is a choice. A choice between two vastly different visions of America.”

Speakers throughout the event spoke on reelecting Lujan Grisham and highlighted what she has done in her time as governor, especially focusing on her views on reproductive rights.

“Republican congress already introduced legislation for a national ban on the right to choose. Mi-

chelle’s opponent is promising the same thing here in New Mexico, saying he’ll pass a statewide ban,” Biden said. “Instead, Michelle repealed the 1969 law on the books that criminalized abortion. Look, the bottom line is this: if Michelle’s opponent wins, the right to choose here in New Mexico is going to go away.”

In her speech, Lujan Grisham said New Mexicans at the rally and beyond are needed for the election.

“We are no strangers to standing up and fighting for our families, not one of us. That is who we are … and it’s who I am. And it’s why today is so incredibly important,” Lujan Grisham said. “And I feel so energized. I needed you today, and New Mexico needs you … Showing up is the key. We have the voters. We have the will. We are what democracy looks like. It’s us.”

PIVOT EVALUATION (PIVOTEVAL. com) is looking for a social science (Psychology, Sociology, Anthropology etc.) graduate student with an interest in program evaluation to assist with a STEM project designed for African American middle school students. The grad student will be responsible for making 24 observations of classroom sessions and collecting field notes for each session. Responsibilities also include producing a brief summary report, participating in no more than 6 evaluation team meetings, and contributing professional thoughts and ideas relevant to the overall evaluation.
