After a year of uncertainty, the Arvada Harvest Festival is back. The 97th edition of the event — which dates back to 1925 — will take place from Sept. 9 to 11 at the Harold Lutz Sports Complex at 58th Avenue and Kipling Street. The parade will be held at 9 a.m. Sept. 10 with a pancake breakfast taking place beforehand. The midway opens at 4 p.m. on Sept. 9. This year’s event will feature carnival rides, a parade, vendor booths, a beer garden, a spelling bee and live music from acts including Hazel Miller and the Collective, The Trampolines and Stone Beat Invasion. New to this year’s Harvest Festival are a home run derby and a car show, slated for Sept. 9 and Sept. 11, respectively. Last year’s Harvest Festival was canceled after a permit snafu with the City of Arvada. The festival — which has historically been hosted by the Arvada Jaycees and the Arvada Junior Chamber Foundation, not the City of Arvada — was not held in 2020 due to the COVID-19 pandemic. One of the main challenges that led to the cancellation of last year’s event was the location. The Harvest Festival has typically been held in Olde Town, but the street closures made the prospect of a parade untenable for the city. City team members helped the Harvest Festival Committee settle on the new location at Lutz Sports Complex.“We’reabsolutely excited to be back,” Harvest Festival Committee President Renee Nelson said. “Being away for two years took a big toll on us. Being back, we’re ecstatic. We’re dealing with a lot with the change of venue, but we’re working through

“We are bearing the impact of the Supreme Court’s unconscionable decision to overturn Roe v. Wade,” Najar said. “What we have seen in Colorado is what we have warned about with the Supreme Court for years. Overturning Roe means that states like Colorado are under incredible pressure to help patients and providers.”
The district’s presentation by David Weiss, chief of schools for the District, and Lisa Relou, chief of strategy and communications, cited under-enrollment as the main reason for consolidating schools. The population of school-aged children decreased by 30,000 between 2000 and 2020, Relou said.

Amid attacks on abortion access nationwide, abortion providers and advocates met with Rep. Jason Crow (CO-06) on Aug. 24 at the CU Anschutz Medical Campus to make legislativeRepresentativesrecommendations.—including physicians, administrators and others with abortion-related experiences — from Planned Parenthood of the Rocky Mountains, Cobalt Advocates, for patients and providers, inclusive language and equity in access. Selina Najar, Cobalt Advocate’s political director, began the session by stating that since the U.S. Supreme Court overturned Roe v. Wade, Colorado has shouldered the burden of providing abortions to patients in neighboring states where the procedure is now illegal.

“There are some areas that are unique for legislating as well that I think we could get some traction,” Crow said. “One of those is protection of data; of publicly available, public domain women’s health data that could be used to criminalize women’s healthcare in states where abortion is illegal. September 1, 20222 Arvada Press was not the fault of educators. “This is not because of the individuals in these buildings, it is because of the lack of resources these schools have to provide the programming that we all want for our students,” Superintendent of Jeffco Public Schools Tracy DorlandAccordingsaid.to Relou, if approved, Jeffco will have 67 “Districtmanaged” elementary schools, increasing the average distance between them from 1.3 miles to 1.5 — excluding mountain area schools. Four hundred and twenty-two staff will be affected, as well as about 2,500 K-4 and K-5 students.Therewill be two meetings for public comment from the community for each school closing — one in September, another in October, continued Relou. The specifi c time and date for each school can also be found on the Board of Education’sRelouwebsite.highlighted that the meetings are not to “assess or debate whether to close any particular school” or the process for the recommendations, but to look “forward aspirationally about ‘the possible.”“It’shard that we have to do this work … unfortunately we’re at a point where we don’t have a choice,” Relou told Colorado Community Media earlier in the week. “We have to start to do something about this.”
For educators and staff in these closing schools, Relou said they will “have an opportunity to interview for positions at the new boundary school and other district schools.” She continued that the district will follow agreements with the Jefferson County Education Association — which represents educators in the district — with teachers staying employed for a year following the consolidation and that educators from these closed schools will be “prioritized forRelouinterviews.”continued that the district wants to be transparent.

“We have criteria of what we are looking for in elementary schools,” Relou said. “We may have to consider individual elementary schools’ decisions, but we do not anticipate an additional district-wide consolidation recommendation.”Afterthedistrict’s presentation, the board also commented on the need to be transparent with these decisions, complementing the district in doing so with the presentation and Stephaniedata.Schooley, president of the Board of Education, fi nished the meeting by saying the challenge is not just a public school issue, but “it has a lot to do with how schools are funded, with zoning laws that prevent or encourage housing and children coming in and moving into neighborhoods.” She highlighted the need to work with the local government on these issues to address what’s causing the low enrollment. “There are a host of other factors,” she said. Westminster’s Olson is in 2014. We by adhering to a
The district further elaborated that this consolidation of elementary schools is Phase One of this consolidation process they call “Regional Opportunities for Thriving Schools.” Nov. 10 will be the fi nal vote by the board to close the suggested elementary schools, as well as a vote to start Phase Two, which is expected to begin in January of 2023. Phase Two consists of the district bringing a similar recommendation for consolidations of secondary schools, including K-8, in the fall of 2023. Relou emphasized that the criteria for Phase Two will be different than Phase One.The criteria used for each recommended elementary school to be closed can be found on the board’s website as well, with general criteria including schools that either had an enrollment of fewer than 220 K-2, K-5 and K-6 students or using less than 45% of their capacity, and there is another school less 3.5 miles away that could serve those students.Reloupointed out that even though schools paired for consolidation are in close proximity, busing might be needed.

As I write this on Sunday evening, I can’t know what the statistics will be at the end of August, so I ran some numbers for the first 28 days of the month to see how they compare to the previous 12 months. The result of that number crunching is in the chart at right, and it confirms what we have all been feeling — that the real estate market in the metro area is indeed slowly abruptly.

The chart, is limited to REcolorado listings within an 18-mile radius of the state Capitol, shows four metrics which I consult regularly to read the temperature of the market: the average and median days that a listing is active before going under contract, the ratio of sold price to listing price, and the average sold price. As you can see on the bottom four lines of the chart, the market started coming off its peak in May, slipping seriously by July. Throughout the seller’s market triggered by low mortgage interest rates and the pandemic, we saw the median days on the MLS in the mid single digits, as shown in column two. The average DOM was higher, but not as high as in pre-pandemic times when it was in the 30s and 40s. Amazingly, that metric slipped into the single digits this April and May.

legal protection from those incidents.“Iam harassed every day when I walk into work,” Tocce said. “I have patients sobbing because they’re harassed by a man on a bullhorn calling them a murderer. That really takes a toll on an individual and makes people even more scared, providers and patients alike. We have rules and regulations around harassment of abortion care providers, but if they could be expanded or even reinforced that would be very beneficial to our aspect of care.”
cally addressed difficulties people of color face when seeking abortions.Perea also mentioned fake pregnancy centers and said they disproportionally target people of color. Perea stated that these centers outnumber abortion clinics 3-to-1 nationally and 2-to-1 in Colorado and specifically target low-income people and people of color.“Protecting abortion doesn’t mean it’s accessible for everybody,” Perea said. “I have to watch the ads, the stories in Spanish media saying, ‘Come here, esta treated with the same amount of respect that somebody that may come to (CU Anschutz) and this hospital may receive,” Perea continued, “And what they end up receiving is someone saying ‘Do you want baby formula? Do you want diapers? You must go to this counseling center. I’ll give you an ultrasound and I’ll try to convince you to not terminate this pregnancy.’ Almost as if abortion is a quid pro quo for our communities.”
“At PPRM we provide care in Colorado, New Mexico, Southern Nevada and Wyoming during this crisis in healthcare —I don’t think I’ve ever seen such a public health crisis,” Tocce said. “We are trying to increase services. Every abortion care provider is increasing services; expanding hours, onboarding more staff, utilizing telemedicine, utilizing patient navigation services.”
Tocce explained how despite expanded efforts, abortion providers are “literally overrun with patients who need abortion services,” which is in turn having a ripple effect on patients seeking other services such as birth control, cancer screening and wellness exams. Appointment wait times are now over three weeks, Tocce said.

Dr. Kristina Tocce, PPRM’s medical director, outlined five legislative recommendations to Crow; streamlining the national network of abortion providers, developing measures to attract and retain staff, clearly communicated protections for abortion patients and providers and investigating fake centers that offer “dangerous and falsely advertised services.”

“It was an extremely difficult experience,” Taylor said. “This was an experience with all the support my wife needed; I had good insurance, we came to a great hospital, we had excellent care from the moment we showed up until the moment we left, everybody was great. But these things are hard.” Taylor urged Crow to be honest with his congressional colleagues about what people actually go through when they get an abortion.“There’s so many lies about what’s going on,” Taylor said. “The notion of the state coming in and intruding on these moments for families is so abhorrent and so scary. It’s just so important that people know the stories. Make them honestly look at these stories and and honestly look at these people and honestly see the pain they’re causing.”

“Another big thing for us is rural access to family planning,” Soliz said. “That includes access to telemedicine and mailed medication and language justice. Making sure they can receive care in their language that’s culturally competent can make a world of difference for folks.”Dr.Aaron Lazorwitz, an OBGYN, who moved from Houston to CU for his residency, said that medical students from Texas and Oklahoma — where abortion is illegal — have reached out to CU for resources.Lazorwitz said that although he and other CU physicians want to help, they simply don’t have the resources to do so and have to prioritize their own students and residents.“We’retrying to figure out what we can do to help because we all feel a strong obligation and commitment to that education and helping the future OB-GYNs,” Lazorwitz said. “And we’re all really struggling to figure out how we’re going to do that because we have to put our residents first… The patients are coming to get the care here and it’s just going to get worse and worse as those trainees in those states don’t get the training they “You’reneed.going to have these generations of physicians coming up who can’t provide these services, can’t take care of women, and you end up in these tragic circumstances we hear on the news,”

non-gendered language in messaging so that “we’re not leaving folks behind in talks of reproductive healthcare.” Soliz also advocated to expanded resources for rural residents seeking abortion.
Five years ago, Roy and his wife went for an ultrasound. The doctor came back to the Taylors and informed them that “the fetal abnormalities were incompatible with life.” The Taylors were advised to have an abortion.

Douglas Mountain Jeffco Open Space has received millions in grant dollars toward acquiring private parcels east of Douglas Mountain. It plans to buy the parcels with help from Colorado Parks & Wildlife, Great Outdoors Colorado, Mountain Area Land Trust and other organizations.DouglasMountain is northwest of Golden, near CPW’s Ralston Creek State Wildlife Area and the west trailhead of White Ranch Open Space Park. County staff said the acquisition’s a unique opportunity and has been on JCOS’ goal list forOpendecades.Space and its partners plan to acquire seven parcels, totaling 3,000 acres, over the next year. At least two parcels will be added to the state wildlife area. The combined cost for all agencies will be $25.6 million. CPW has granted $6 million for the project, and the county received a GOCO grant for $9.5 million. Jeffco will contribute $8.5 million out of the Open Space Fund for the project.JCOS hopes to build trails across two of the westernmost parcels so people can access Mount Tom, one of the local peaks. Outside of that, though, the agency doesn’t envision heavy recreation for the area, because of its dense forest and steep terrain. With all these pieces coming together at once, JCOS wants to close on the land as soon as possible. Two parcels have been pre-purchased by The Conservation Fund, and county staff hopes to close on them in September or October. The other acquisitions will be later this fall or next spring, and the Board of County Commissioners will have to sign off on each conveyance at a future hearing.
“People walk on it all the time, but it’s not technically part of our property,” Hoby said of the Long-term,acreage.JCOS plans to build a slash facility atop the current recycling center and further develop the park and surrounding trails. The City of Golden has a lease on the nearby sports fields through 2026, so the exact design depends on whether it extends its lease. Based on a recent City Council meeting, Golden is looking to add multiuse sports fields at Ulysses Park and not extend its lease on Rooney Road. I think about that for a minute, then look again at my shot. There’s water, there’s rough short and all around the green. But, then, there’s the flag. I hadn’t looked at it since before I set to hit my tee shot, but, well, there it is. A little to the left of where I had been aiming. I step back again, look over my shot, look at the tops of the tree to gauge wind, and then step up to the ball. Little waggle to loosen my hands, and then swing. This one feels good. Examples of activities that may stimulate your brain include crossword puzzles, painting, reading or online brain games. Maintain a healthy diet It is undeniable that a healthy diet can have widereaching benefits on a person’s physical health; it also can be a boon to cognitive health. Some of the research suggests that a healthy diet is associated with the brain’s ability to remember and potentially stave off dementia.Tohelpreap the benefits of brain-boosting foods, consistently reach for fruits and vegetables as well as include items that are high in mono- and polyunsaturated fats and omega-3 fatty acids, like salmon, nuts, avocados and olive oil. Try to stay away from foods high in trans and saturated fats, like cake, doughnuts and fatty cuts of beef. Don’t shortchange your zzz’s The brain is constantly busy during waking hours, but while we sleep, the brain has a chance to relax and “detoxify” from the day. Scientists are learning that this process is critical to maintaining brain function, and in turn, helps keep the brain healthy and memory sharp. Aim for seven to nine hours of quality sleep a night. Of course, everyone is different, and medications as well as underlying health conditions can impact sleep. Consult your provider if you are having trouble getting adequate sleep.
Bottom line Always be mindful of changes as you age. If you notice abnormal or rapid changes in memory or forgetfulness, talk to your provider. There are many reasons for memory changes. For example, if you have had COVID-19 and are experiencing “brain fog,” it could be a post-COVID condition.

Practicing some or all of these strategies might help keep you ahead of the aging curve. Remember, needing extra time is normal as we age, but you are still capable of learning new skills and forming new memories as you get older.

ways will not only provide plenty of eyes, but also an opportunity for those doing something as routine as driving to or from work the opportunity to be transported by the power of art. “It’s a gift to take something different and futuristic and put it where people can see it. It can be a shock visually, but over time it can define a place and give residents a sense of pride,” Leathers said. “These kinds of pieces start out as landmarks, but become what a place is known for.”
As Alisa Zimmerman, Thornton’s Arts and Culture manager, explained, Alkanoglu’s work was approved by the city council and recommended by Thornton Arts, Sciences and Humanities Council (TASHCO) Public Art Subcommittee. The process began in 2020, but the COVID-19 pandemic delayed the project.“There were no size or dimension limitations to the call for artists,” she added. “This is our biggest budgeted piece and I think the fact that we supported thinking big about the work brought in a lot of submissions.”Alkanogluhas worked in the state before and the way he embraces STEM principles in his creations made it uniquely appealing, as did the fact that it’s made of carbon fiber, which should withstand all the Colorado climate can throw at it.

There’s no such thing as a “moderate” Republican politician In better times, there was such a thing as a “moderate” Republican politician, who would work across the aisle with colleagues to solve problems. No longer! Joe O’Dea, candidate for Senate, is trying to sell himself as “moderate.” But when you can actually discern what his position is, it’s clear that if O’Dea ever made it to the Senate, he would be lockstep with Mitch McConnell. He would be just like Cory Gardner, who voted with Trump and the Republicans on almost every single issue. Let’s take abortion rights. O’Dea admits he would have voted against Colorado’s recently passed Reproductive Health Equity Act, which protects the right to an abortion and contraception. He says he would have confi rmed Trump’s three Supreme Court appointees who were responsible for the fall of Roe v Wade. O’Dea says he will vote for Trump in 2024. These stances are in complete alignment with Mitch McConnell’s agenda – and we could expect O’Dea to vote exactly as Mitch tells himSenatorto. Michael Bennet, however, is fi rmly pro-choice. He voted for the Child Tax Credit, the infrastructure law and the recently passed gun safety law. The Infl ation Reduction Act that just passed includes Bennet’s 15% tax for big corporations that don’t pay their fair share. That’s why I’m supporting Senator Mike Bennet to keep government out of women’s healthcare, and I hope you do too. O ne of the great things about public art is that it serves so many purposes — just as easily as it adds beauty to a community, it can also become a landmark, a location for people to orient their lives around. And Thornton’s latest public art piece aims to become a waypoint for both residents and travelers alike due to both its size and location.

The Craft Box, Wheat Ridge The Craft Box, located at 6141 W 44th Ave. in Wheat Ridge, is the “premier thrift store for crafters,” according to staff.
Owner Liz Boxler had the idea for a secondhand craft store over 10 years ago when a friend passed away and left behind a mountain of craft supplies. She wanted to provide a place for the items to go where they would be appreciated.
“At least they know it’s going to be loved,” she said.
Not only does the store provide a second home for craft supplies, but it also provides a low-cost opportunity for those looking to start projects without breaking the bank. Supplies like fabric, yarn, stamps and more can get expensive when purchased new.The store also has a mission to sponsor charities and groups in the community. One ongoing project the store features is the “fidget quilt” for people with Alzheimer’s and sementia, where crafters can take a kit with supplies to create a quilt with tactile stimuli on it to bring back to the store to donate, or to give to someone they know who would benefit.Thestore also uses its unsellable fabric to make reusable tote bags for people to use at the local food bank.
At the Craft Box, Boxler said, the No. 1 selling item is fabric, followed by yarn, though the store does see a great deal of paper crafters coming in for supplies. During the beginning of the pandemic, the shop saw an uptick in fabric sales for those sewing masks. As with many other craft stores, the Craft Box could not keep elastic on its shelves during this time. However, masks were not the only thing people were making during the lockdown.

One of the owners and founders, Nick Reichert, explained that couches and furniture items are often curated for people’s personal aesthetics and end up getting thrown out when they redecorate.
During the early days of the pandemic, The Good Couch had to pause business, but overall the company saw growth. “During the pandemic, we grew by like 50%,” Reichert said.

SEE PAY, P18
SHUTTERSTOCK Colorado is worst in the country
Low pay, public perception of teaching — which often skews negative — and lack of support are major reasons why people take their career aspirations in other directions, she said.
The wide disparity between teacher salaries and those of other professions is also particularly frustrating for educators working in a state where the economy has proven robust, to the extent that it recently refunded taxpayers with Taxpayer’s Bill of Rights checks worth $750 for single tax filers and $1,500 for joint filers.“It’s just ridiculous,” Huang said.
It’s yet another grim indication of the tough financial realities hanging over teachers in Colorado, where many pick up another job to make ends meet and struggle to afford a home of their own. Fewer than one-fifth of homes across Colorado are affordable to teachers who make an average salary in their district, even as average teacher salaries have increased by about 25% in the past seven years. And low wages often complicate district efforts to draw teachers and keep them. Many districts have seen significant declines in the number of applications they receive for vacant positions and struggle to keep teachers in their classrooms long term. The deep chasm between wages also signals what some longtime educators see as an underlying sense of apathy across the country.
“When a country doesn’t care about how their teachers are paid, it shows the kind of attitude about its future generation for the nation,” said Jingzi Huang, school director for the School of Teacher Education and associate dean for the College of Education and Behavioral Sciences at the University of Northern Colorado.TheEconomic Policy Institute’s report highlights the decadeslong pay discrepancy between teachers and other college-educated professionals as teacher pay has largely stagnated.
New educators are among those she worries about most when it comes to financial pressures. Many starting teachers outside the Denver metro area take home less than $40,000 a year, O’Neil said.
Colorado teachers earn 35.9% less than other college-educated workers.
Pay that lags behind other jobs is one of the factors that discourages students with an interest in teaching to commit their career to it, especially when they have other opportunities in industries outside education, Huang said. She has watched as enrollment numbers in UNC’s teacher preparation program — the biggest teacher preparation program in the state — and similar programs at other higher education institutions have dwindled. From 2019 to 2021, enrollment in UNC’s School of Teacher Education dropped by 29% while enrollment among students focused on special education decreased by almost 16%, according to Huang.
Spelling out “what a lot of teachers already know and feel” Colorado’s ranking as the worst state for teacher pay compared to other jobs for college graduates doesn’t necessarily surprise Colleen O’Neil, associate commissioner of the Educator Talent Unit at the state education department, who helps assemble the department’s own financial analyses of teacher compensation.O’Neilacknowledges teacher pay is a widespread problem throughout the state, but she emphasized that it’s important to consider wages district by district as dollars stretch further in some parts of Colorado than others. A $55,000 salary, for instance, may reasonably help an educator afford rent and cover family expenses in some regions while in others, that salary would barely keep a roof over their head, she said.
Mark Sass, Teach Plus executive director for Colorado, is shocked that Colorado’s pay gap is the largest in the country, particularly since the state has a pretty high percentage of people with college degrees. He would have expected less of a gap in a state with a well-educated population. But the report puts “in numbers what a lot of teachers already know and feel,” said Sass, who retired from teaching in June after 26 years in the classroom and whose current organization trains teachers to weigh in on policy at the school, district and state levels.Italso gives Colorado and other states a clearer idea of exactly how much teachers should earn rather than continuing generic

That problem has started to pinch districts in their hiring efforts. Elementary school job openings in the Front Range used to easily attract more than 300 applicants, whereas now districts are lucky if they get a dozen applicants, O’Neil said.
Teacher pay has long trailed behind other professions requiring a college degree, and in Colorado that pay gap is widest of any state, according to a report published last week by the Economic Policy Institute, a Washington, D.C.-based nonprofit think tank that identifies itself as Coloradononpartisan.teachersearn 35.9% less than other college-educated workers, the report shows, with Oklahoma teachers facing the second largest gap, making 32.8% less than their college-educated peers in other industries. Pay gaps between teachers and their counterparts in other fields exist in every state.
The average weekly wages of public school educators, when factoring in inflation, jumped $29 from 1996 to 2021, from $1,319 to $1,348, the report notes. Meanwhile, other college-educated workers experienced a $445 pay bump in weekly wages over the same time period, from $1,564 to $2,009.
“It has become more competitive,” she said. “It’s not like people don’t have other choices anymore.” Huang has seen many prospective teachers quit the field before ever stepping into a classroom as a full-time educator. For more than five years, UNC has partnered with the Colorado School of Mines in a program that prepares Mines students to teach middle and high school science or math. Many of those students have completed all the necessary steps to secure their teaching license from the state but have ultimately accepted jobs in other industries that come with better compensation, Huang said.
As a first-year teacher, “it is really hard to make ends meet with the salaries being offered,” she said, adding that teachers can find more financial stability the longer they stick in the classroom — if they choose to do so. In trying to draw more teachers into the profession, “that starting salary is a real problem,” O’Neil said. “It is a detriment to ensuring that I have a quality of life.”

Dr. Angie Paccione, executive director of the Colorado Department of Higher Education, believes the program will sufficiently match the demand for such careers. “Last I checked, there were like 27,000 openings for certified nursing assistants (CNAs) in the state,” said Paccione, who was appointed to her position by Polis. “So we’re encouraging students to get started with these entry-level positions and to take advantage to earn a credential in their (chosen) healthcare profession for free.”

“But that only helps with the students who are already in the (teacher preparation) program,” Huang said. “It doesn’t help in terms of attracting other people to get into the program.”
Huang traces much of the deepseated political turmoil playing out nationally back to teacher shortages and low pay for public educators, including a lack of understanding of how to participate in the country’s democratic process. Teachers are among the first adults children interact with and significantly shape them and their understanding of the world, Huang said. Without adequate pay, teachers and the future of schools and the country hang in the “Teachingbalance.is a great profession,” Huang said. “We know that, but I cannot argue against the statistics.”
Under the Care Forward Colorado program, students can pursue careers as a CNA, emergency room technician, phlebotomy technician, medical assistant and dental assistant.Students who enroll in these and related programs at community colleges under the CCCS umbrella — including ACC, Community College of Denver and Front Range Community College — will be reimbursed for their expenses through 2024. Some districts are trying to close the pay gap by giving raises, O’Neil noted.
Lawmakers have also tried to ease the financial burden teachers face, passing into law a measure that will provide a state stipend to student teachers and also help them cover expensive costs of state licensure exams.
CCCS Chancellor Joe Garcia said such a program is “unprecedented” in Colorado and will cover all of students’ costs, not just their tuition, including fees and course materials.
During the press conference, Polis was joined by Lt. Gov. Dianne Primavera, administrators from the Colorado Community College System (CCCS), students who will benefit from the program and community members from Arapahoe Community College (ACC).

The recently launched site allows for more transparency on CPW’s efforts to conserve the sensitive species — from the greater prairiechicken to the long-nosed leopard lizard — and offers more awareness to conservation partners, land management agencies, local governments and the public, David Klute, the agency’s species conservation unit supervisor said Thursday.

What is reformulated gasoline?
After decades of failing to meet federal air pollution standards, Colorado’s Front Range is set to become the latest region required to sell reformulated gasoline every summer.Thefederal mandate aims to address metro Denver’s persistent smog problem. In April, the U.S. Environmental Protection Agency proposed reclassifying most of the region as a “severe” ozone violator. If finalized as expected, the move would force gas stations from Fort Collins to Douglas County to exclusively sell a cleaner-burning gasoline blend as soon as the summer of 2024.State air quality regulators have expected federal action for years, but the final steps come in an election year focused on high gas prices — a tough political reality since reformulated gasoline is consistently more expensive than conventional fuel.Gov. Jared Polis is now asking the federal government to study and reconsider the reformulated gasoline mandate. Katherine Jones, a spokesperson for the Governor’s Office, said the request is the latest example of Polis working to help Colorado families save money, echoing a major theme of his current election campaign.
Reformulated gasoline is a cleaner fuel blended to emit fewer smog ingredients. Congress established a program to require remixed fuel in high-ozone areas when it updated the U.S. Clean Air Act in 1990. The EPA now requires the fuel mixture in parts of 16 different states, including the metro areas around New York City, Chicago, Houston, Dallas and Washington, D.C. California requires reformulated gasoline under a more stringent set of state-level regulations. About 25 percent of gasoline sold in the U.S. is reformulated, according to the U.S. Energy Information Administration. Is reformulated gasoline more expensive? ReformulatedYes. gasoline is consistently more expensive than traditional fuel, but the price difference depends on the amount available from local refineries and other marketInforces.2021,federal data show reformuquestion is whether there’s a legal pathway for the request to move forward.Colorado air regulators are now preparing a proposal, known as a State Implementation Plan, to bring ozone levels below federal limits. In early August, the board overseeing the Regional Air Quality Council voted to attach a statement from the Polis administration to the latest draft. The statement argues the financial impact on drivers would outweigh the benefits of reformulated gas. In 30 years since Congress approved the requirement, cars have become more fuel efficient. Separate regulations also mean conventional gasoline burns cleaner than it once did. As a result, the Polis administration sees more promise in other air pollution strategies, like encouraging the adoption of electric vehicles.
Cleaner but more costly gasoline coming
is facing new rules to battle pollution SEE GAS, P23
To break down the debate, here’s what reformulated gasoline is and what it could mean for Colorado.
But experts agree it is a tall ask since federal laws leave little to no wiggle room around the gasoline mandate in regions considered “severe” ozone violators. Polis’ request also marks a shift from his administration, which withdrew a state attempt to delay federal ozone action earlier in his term.

“The administration has proposed alternatives and other viable options to the EPA’s approach that do not raise costs. The governor’s focus is on taking actions that will improve air quality, not seeking exemptions from EPA designation,” Jones said.
“The state is frustrated that the Clean Air Act offers only a decadesold one-size-fits-all approach that does not provide states with the latitude to make data-driven decisions on what works best for improving air quality in an economically effective manner,” the Polis administration wrote in the statement. Could Colorado get any sort of exception from the reformulated gas requirement? The possibility of a waiver and delay is unlikely. After a string of hazy summers along the Front Range, the federal government is set to reclassify the region as a “severe” nonattainment area under a 2008 ozone standard. EPA regional spokesperson Richard Mylott said there’s no ambiguity in federal law: Any region earning the classification must sell reformulated gas.“The Clean Air Act does not provide for either a delay or a waiver

BY JASON GONZALES CHALKBEAT COLORADO In a long-awaited announcement, President Joe Biden on Aug. 24 said his administration will cancel $10,000 in student loan debt for borrowers who make less than $125,000 a year, or $250,000 for taxpayers who file jointly. In addition, Biden said many students from low-income backgrounds will receive an additional $10,000 in relief. The unprecedented maneuver by Biden should reach over 43 million borrowers and even wipe out loan repayments for some. But it likely won’t fix some of the larger issues surrounding student debt — namely the cost of college and the large amounts borrowed by some to foot the cost of college. Nationally, student debt has ballooned to over $1.7 trillion. U.S. Secretary of Education Miguel Cardona said in a news release Wednesday that student loan debt has hindered many Americans’ ability to achieve their dreams — including buying a home, starting a business, or providing for a family. The department also announced other changes to make repaying loans easier.
“To give people an opportunity
“It’s really important for us to welcome our LGBTQ community in here too because they would be some of our spiritual refugees; they’ve been to religious environments where they’ve been told you need to change or else or if you want to be one of us you need to give this up and here we say you’re welcomed and affirmed exactly as you are,” Canaday said. For Alix Glasgow, one of the most important parts of her recovery journey is community, being around other people living similar lifestyles with similar goals and outlooks.

Suncor Energy, a Canadian oil and gas company, operates the only oil and gas refinery in Colorado. A spokesperson for the company said the facility is prepared to make reformulated gas for the summer of 2024. It expects to spend $36 million to reconfigure the refinery to make the blend. The EPA would require the fuel across the northern Front Range ozone nonattainment area, which includes portions of eight counties stretching from Greeley to Castle
“To call out one particular strategy on its own and have confidence that it actually is 0.1 part per billion? It is not really a number that I strongly support,” Silverstein said.Where would the reformulated fuel come from? And where would it be required to be sold?
reformulated gasoline would avoid about 5 tons of daily emissions — or 1 percent of the total. His office also ran models to see how reformulated gasoline would affect future ozone levels. It found reformulated blends would lower average ozone concentrations by 0.1 parts per billion, a tiny fraction of the 75 parts per billion federal standard the region often exceeds eachThesummer.Polisadministration referenced the result in its statement questioning the gasoline requirement. Silverstein, however, isn’t confident in the number. He said the air quality model is not precise enough to explain the effect of individual policies, whether it’s reformulated gasoline or stricter regulations on drilling sites.
Rock.Michael Paules, a Coloradobased associate director with the American Petroleum Institute, said Suncor likely wouldn’t be able to meet the demand for the cleaner gasoline on its own. If the fuel mixture can’t be piped in from other states, he expects the Front Range could periodically experience higher prices than the rest of the“Thisstate.is where we agree with the governor: This is not the best way to get your bang for your buck on air quality,” Paules said. little girl Meet Teagan 303.278.7575 FoothillsAnimalShelter.orginfo@fas4pets.org of this statutory obligation,” MylottButsaid.the governor’s office insists there’s some flexibility. State air quality officials have noted the EPA allowed Atlanta to avoid the reformulated gasoline requirement in 2014. While that’s accurate, the Atlanta region had recently improved local ozone pollution enough to lose its designation as a “severe” ozone nonattainment area. Want more climate-related news from Colorado Public Radio? Sign up for our free climate e-mail newsletter.Meanwhile, environmental advocates are frustrated the governor’s office is now trying to skirt the requirement.
The EPA is now moving ahead to reclassify the region from a “serious” to a “severe” violator under the same ozone standard. Due to a legal settlement with environmental groups, the agency is expected to finalize the decision as soon as next month, lining up the gasoline requirement to go into effect in the summer of 2024.
Jeremy Nichols, director of the climate and energy program for WildEarth Guardians, said if policymakers disapproved of reformulated gas, they should have reduced ozone pollution earlier.“They had chance after chance to avoid this situation. And rather than take the steps they needed to, they blew it,” Nichols said. Didn’t Gov. Polis ask the EPA to take more aggressive ozone actions at one point? He did. In 2019, Polis withdrew a request for additional time to meet the EPA’s 2008 health-based ozone standard, prompting the federal agency to reclassify the region
from a “moderate” to a “serious” violator of federal ozone standards.“There’s too much smog in our air, and instead of hiding behind bureaucracy and paperwork that delay action, we are moving forward to make our air cleaner now,” Polis said in a 2019 statement about the decision.
Jones, the spokesperson for the governor’s office, said the 2019 decision did not affect the timeline for a “severe” downgrade. Due to recent air pollutants conditions, the federal government would have almost certainly reclassified the region anyway, she said. Would reformulated gasoline help control ozone pollution in Colorado?Yes,but the overall effect would likely be Gasoline-poweredsmall.

The Bruins won three consecutive — 1994, 1995 and 1996 — 5A championships nearly 30 years ago. Cherry Creek has won a dozen state football championships since 1982.While that fourth straight title in on the table. There is a long road for the Bruins and many hurdles to manage before even thinking about what would be a historic achievement.“It’sbackto the grind and we get ready for Week 2,” Logan said. “We want to continually to improve every week. I told the kids we wouldn’t play our best game Friday night. Our best football historically is when we get into October and early November.”
Ralston Valley gives 3-time state champs an opening scare
“For his first game I thought he made some plays,” Logan said of Rudden in his first varsity start at quarterback.Whenitlooked like Cherry Creek would start to roll to a comfortable win, Ralston Valley scored back-to-back touchdowns in less than a minute to tie the game up 14-14 lead in the third quarter.
The first-year coach for the Mustangs who came over from Golden High School was pleased with how his new squad performance against the three-time defending state“Thesechampions.kidsshowed me they are a family,” Yannacito said. “They played so resilient and so tough. I can’t be more proud of the effort they gave tonight. It was awesome.”

Ralston Valley junior quarterback Logan Madden drops back to pass during the Mustangs’ season opener against three-time defending Class 5A state champion Cherry Creek on Aug. 26 at the North Area Athletic Complex. The Mustangs hung in with the Bruins, but a pair of late touchdowns gave Cherry Creek a 35-21 victory.
Senior running back Bubba Tann had a 10-yard scoring run for the Bruins, but Ralston Valley junior quarterback Logan Madden answered with a 62-yard touchdown pass to Hansen, tying the game up at 21-21 midway through the fourth quarter.“The positives are we hung in there and when we tried to give the game away we found away to bounce back to make enough plays,” Logan said. Rudden hit a wide-open Cisse for a 45-yard touchdown with 6:25 left to give the Bruins the lead back at 28-21. Less than two minutes later senior Marte Russell sealed the victory with a pick-6 to make the final score 35-21. “We have a lot of work to do,” said Logan, who will take his Bruins to Ohio for a game next week against St. Edward’s. “We’ve got some guys back from last year, but we’ve got some inexperienced guys thrown in as well. It’s a long journey.”Ralston Valley also goes outof-state next week for it’s Week 2 game.“The biggest thing is we have to stay humble and hungry,” Yannacito said about having a gauntlet of a non-league schedule that still includes Grandview, Regis and Valor after a trip to Orlando. “We have to keep getting better.”
Senior running back Diano Benallo finished off a nice drive with a 4-yard touchdown run. On the next Bruin drive, Ralston Valley junior Jackson Hansen intercepted Rudden and returned it 33 yards for a “Whentouchdown.thedefense gets a pick-6 that changes the momentum and energy,” Ralston Valley coach Yannacito said. “That was a game changing play.”
Ralston Valley and Cherry Creek were locked in a low scoring defensive battle early. The lone first-half scoring came on a 37-yard scoring drive that took 10 plays in the first quarter. The Bruins were able to convert a key 4th-down and 6 from Ralston Valley’s 10-yard line. Senior quarterback Brian Rudden hit receiver Ismael Cisse for a 9-yard gain. Three plays later senior Bubba Tann scored on a 1-yard touchdown with 4:22 left in the first quarter to give the Bruins a 7-0Ralstonlead. Valley had a 17-play drive that chewed up most of the second quarter. However, the drive eventually stalled and a long field goal came up well short. Things opened up in the second half.Rudden and Cisse hooked up to end the opening second-half drive for the Bruins with a touchdown. Cisse caught a 30-yard touchdown on a corner route to give Cherry Creek a 14-0 lead midway through the third quarter.

Ralston Valley jumped out to a quick lead in the fourth, but the Jaguars (0-2 record) rallied to make it a close before the Mustangs finished off the victory with a 25-19 win in the final set. “I learned that there is a lot of work to be done,” Ahlman said. “When you have kids who haven’t played on a varsity court before the game seems a lot faster. There is a lot going on.” Leadership is what Brickle really wants to bring to the court this season being on the final pieces remaining from the back-to-back squads that had long state tournament runs.

September 1, 202230 Arvada Press our graduated seniors, but it’s a new group and we have a really strong freshman class that I’m excited about.”TheMustangs — No. 9 in the CHSAANow.com 5A rankings — were excited after a 3-1 road victory Tuesday against D’Evelyn. Ralston Valley took a 25-23, 25-21, 24-26, 2519 win against the solid 4A Jeffco squad.“Iwas really excited,” Ralston Valley junior Paige Brickle said about the opener. “We have a lot young players. I think this group came in hungry and ready. We were expecting to play our game and play smart. I think we did.” Brickle led the way with a gamehigh 13 kills, including coming up big to close out the first and second sets. Freshman Rylee Sonnenfeld and senior Gabby Daake shared the setting duties in the first game without Reinke in that position in fourAhlmanseasons.was impressed with Sonnefeld, who finished with 18 assists, seven kills and four aces.
“I think if you can communicate on the court and bring everyone together it’s golden,” Brickle said. The junior also wants to bring back the 5A Jeffco League title back to Ralston Valley (2-0). No. 2 Valor Christian (2-0) handed the Mustangs their lone conference loss last season to take the league title.

The Jaguars led by juniors Jordan Laraway and Macy Scheer held off a pair of match points in the third set to eventually force a fourth set. “I asked them between games 3 and 4 to just want the ball,” Ahlman said

“When it comes to broadband at home, availability and affordability are only part of the story. Recent studies show digital navigators are critical to getting more people connected by understanding the importance of having reliable, secure home Internet — and how to safely use it,” said Comcast spokeswoman Leslie Oliver in an email. “FCC Commissioner Starks underscored the need to raise awareness by partnering with governments, community organizations and businesses to help connect more Coloradans across the state and make transformative changeColoradohappen.”officials are also working on a statewide plan to address internet access with a goal to get 99% of the state connected to broadband by 2027, said Dianne Primavera, Colorado’s lieutenant governor.
The FCC is also working specifically with the U.S. Department of Housing and Urban Development to streamline enrollment for Section 8 households through a data sharing and computer matching agreement.

Comcast was among them. The company, which has a $9.95 monthly internet plan offering speeds of 50 mbps, added a ‘plus’ tier to offer 100 mbps for $29.99.

Or perhaps, they just don’t know aboutThat’sit.
“You are not going to get charged the minute the $14.2 billion ends. There’s going to be a lot of notice,” Starks said. “And by the way, as soon as we understand that the number is starting to draw down, I can assure you that I’m going to be in front of Congress along with many other colleagues to make sure we get reauthorized and reappropriated. But what I don’t want people to miss here today is that today is your day to get enrolled.”Manyinternet providers already offer some sort of discounted program to low-income households. In May, the White House announced that 20 major companies that cover 80% of America had agreed to provide 100-megabit service for less than $30 a month to help make the service free with the ACP subsidy.

CITY OF ARVADA PLANNING COMMISSION
An additional $5 million in grants is dedicated to improve that 10% enrollment for residents in federal housing.Residents of Hirschfeld Towers happen to live in one of the Denver Housing Authority properties that already offers free or discounted internet service to residents. Through partnerships with Starry Internet, Comcast, PCs for People and Live Wire Networks, the apartments provide internet for about $10 a month. But a concern that resident Miguel Lopez had about ACP was what happens when the money runs out?
“There are a lot who do know about it but don’t access it, it’s posedly hidden fees and hidden costs or even just the end of it,” Lopez said. “Why get used to something that’s going to get taken away from you?”Starks assured residents at the meeting that there’s enough money in the $14 billion program to “last for a number of years,” though it would take an act of Congress to extend the program and provide funding.
why Geoffrey Starks, a commissioner with the U.S. Federal Communications Commission, dropped by A.B. Hirschfeld Towers in Denver on Aug. 17. He wanted to see if he could pique anyone’s interest in the federal Affordable Connectivity Program. The $14.2 billion program provides $30 for households — and $75 a month for tribal households — and also offers $100 to pay for internet devices.
The cable and internet provider is working with the state on its digital navigator program, which is intended to not just get internet access it, but help them understand how to better use the internet. Comcast also is providing $1.1 million in cash and in-kind support to the state and community organizations for their digital equity initiatives.
“High-speed internet is no longer a luxury, it’s a necessity,” she said.

SHUTTERSTOCK IMAGE 80% of eligible residents don’t take part in federal program
“A quote I’d like to talk about comes from William Gibson. He’s a science fiction writer who said, ‘The future is already here. It’s just not evenly distributed,’” Starks said during a news conference. “And that is absolutely true. There are households out there that we are working hard to make sure they get 5G and gigabit speeds. But there are too many millions of Americans who still don’t have fundamental basic internet.”InColorado, about 761,000 households are eligible for the program, based on folks already participating in federal programs such as free and reduced school lunch, Pell Grants, Lifeline, Medicaid and Section 8 housing assistance. As of Aug. 15, 154,703 Colorado households were enrolled, according to the Universal Service Administrative Company. That’s 20.3% of eligible households. Nationwide, the numbers are higher. About 13 million, or 27% of 48 million eligible households, have enrolled in the program, which can be done online, by mail or through a participating local internet provider. ACP is the spin-off of the pandemic’s Emergency Broadband Benefit, which provided $50 a month and had meager participation in Colorado and ended on Dec. 31. Starks said some issues have been addressed. One notable one was the lack of funding to promote the program. Earlier this month, the FCC launched “Your Home, Your to provide $5 million in grants to local community organizations and partners to help residents already living in federally subsidized housing enroll in ACP. To date, only 10% of those residents have — or about 500,000 out of 48 million households. “That number has got to change. It’s got to come up. That’s why I’m here today, letting you all know we need to increase awareness,” Starks said.Another issue was that people who are eligible are confused about whether they actually are. Starks spelled it out: If you’re on any type of federal assistance, you’re eligible.
