Construction is progressing on the 72nd Avenue Bond Project, as the City of Arvada announced on April 8 that the project is entering Phase II this spring, which will include work to improve and widen the portion of 72nd Avenue from Swadley Court to Oak Street.

Phase II work will take place between 7 a.m. and 5 p.m. and is set to be completed by the end of 2023.

Starting on April 11, the westbound 72nd Avenue shoulder will be closed for several weeks. On May 1, Pierson Court and West 72nd Avenue will permanently be closed — residents and local traffic will have access to their properties from West 71st Place.

This phase will include installing a new storm sewer, curb, gutter and sidewalks on the south side of the roadway before shifting work to the north side. Temporary pavement will be added on the north side of West 72nd Avenue. After that work is complete, westbound traffic will shift to the temporary lanes and eastbound traffic will continue to use the existing roadway.

A new library in West Arvada is the first of its kind in the U.S., and as Jefferson County Public Library’s latest addition, the Express Library West Arvada will allow visitors to control everything from entry to checkout with their library card. The library, which opened April 11, is located at the shopping center at 64th Avenue and Indiana Street.

The library offers book checkout, access to collections and use of computers and printers — all of which can be done with just a library card.

This is the first time that self-service technology has been used to this extent at a standalone library, according to a press release from JCPL. Members can gain entry into the library by canning the barcode of their library card on an entry panel to the right of the front door, or by entering their library card number SEE LIBRARY, P4

On the heels of an especially challenging year, Arvada Mayor Marc Williams delivered his annual State of the City address at Footers Catering on April 15. In his speech, Williams touched on public safety, a memorial for the victims of the Olde Town shooting and the city’s economic state.

The event was hosted by the Arvada Chamber of Commerce.

Williams began his speech by stating that 2021 was the most difficult year he has experienced in 22 years as an Arvada City Councilmember and Mayor.

“The last State of the City followed a tough year. When we gathered last May for the first time in this great venue, we thought the worst was behind us.

We celebrated that we had made it through the darkest times. We were wrong,” Williams said.

Williams then recounted that a month after last year’s State of the City, the June 21, 2021 Olde Town shooting claimed the lives of Arvada Police Officer Gordon Beesley and Good Samaritan Johnny Hurley. He said that the city was working on a memorial for Beesley and Hurley.

“Your city is currently working with the families of Gordon Beesley and Johnny Hurley on how best to memorialize those two fine men. So, stay tuned; we will memorialize them,” Williams said.

APD Deputy Chief Ed Brady added that a contingent of APD officers and city team members would be going to the National Memorial in May to honor Beesley.

discussing public safety. He said that the city team is working on a local, national and regional level to address the “homelessness issue.”

“We intend to — and we are taking steps to — establish two navigation centers in the county — one here in Arvada and one in Lakewood — to provide shelter and wrap-around services for those in need,” Williams said.

“Chief of Police Link Strate and I were on a call last week with Attorney General Wisner, and throughout our region, there is frustration with our judicial system regarding lax bonding and no jail policies… I call on our legislature to revisit some of their recent actions in this arena, and for the next sheriff to increase the number of jail beds

being used,” Williams continued.

Williams added that he’d spoken with Colorado Springs Mayor John Suthers and discussed that region’s success with navigator centers.

Williams then discussed the city’s economic state, which he touted as having weathered the pandemic — due in large part to the Arvada Resiliency Taskforce.

He added that exciting developments were coming to town – but didn’t divulge many details yet.

“We currently have 105 development projects in the queue.

I would love to make some announcements, but our city attorney has reminded me that because these projects have not been approved by council, I have to hold my tongue,” Williams said.

Williams concluded his speech by praising the community’s partnerships and resilience through a trying year.

“A year ago, it would have been hard to imagine a more difficult year than 2020. But that’s what we got in 2021. We got a more difficult year. Because of your work, because of your partnerships and because Arvada is Arvada, the state of your city is stronger than ever,” Williams said.

On the day of the murder, Jutting arrived at 7846 Marshall St. and engaged in a verbal argument with Bennett. During the argument, Bennett was in the house and Jutting was outside in the yard while the two argued through an open window.

Bennett filed multiple shots at Jutting, killing him.

Bennett plead guilty to second degree murder, but claims he shot Jutting in self-defense.

First Judicial District Deputy District Attorney Megan Bibliowicz said that the number of shots and their placement ruled out self-defense in this case.

“This was an execution, not

self-defense,” said Deputy District Attorney Megan Bibliowicz. “Mr. Jutting did not have a weapon on him, he had a cast on his arm, and he was nowhere near Mr. Bennett when Mr. Bennett began shooting. With nine total shots to Mr. Jutting’s body, and all but one to his back, this was not self-defense, this was purposeful.”

Home Builders Are Simply Not ‘Getting it’ When It Comes to Building Sustainable Homes

Last week I worked with a buyer looking at new homes. One community we visited was in central Arvada; the other was just north of Golden on the corner of Hwy 93 and 58th Ave. Neither builder was even offering upgrades such as solar panels, heat pump HVAC systems, or induction cooktops, just to name a few.

Yes, they were enhancing the insulation of their homes, but little else.

And, speaking of solar panels, neither builder was building into the design of their homes an orientation that would favor solar panels on the roof.

One had unnecessary peaks or dormers on their roofs that would seriously reduce the usefulness of the roof for installing a solar photovoltaic system.

The heating systems in both communities was gas forced air furnaces, which are truly obsolete. Such furnaces require the separate installation of an A/C compressor to provide cooling. I asked if an upgrade to a heat pump system was available, and it wasn’t.

These are silly and unnecessary design flaws in any new construction. A heatpump HVAC system provides both heating and cooling within one unit. It is the preferred choice in Europe and Asia, but our builders seem to know only gas forced air furnaces with a conventional A/C add-on.

The homes are also being equipped with conventional gas water heaters, while it would be just as easy and cost little more to install a highly efficient heat pump water heater.

Geothermal heat pump systems are the “gold standard” when it comes to

energy efficiency and sustainability in new home construction. Retrofitting an existing home with geothermal can be prohibitively expensive, but on a dirt-start build, it would be easy to drill geothermal wells in the middle of the basement or crawl space before installing the foundation and building the house. There’s even more efficiency in a dirtstart subdivision, because the drilling rig could go from one unit to the next, doing 10, 20 or 100 geothermal drillings in one area.

I have written in the past about the Geos Community west of Indiana Street and 68th Avenue in Arvada, where all the single family homes have geothermal heat pump systems, and all the townhomes have air source heat pump systems. They also have heat pump water heaters and induction electric ranges, and all have south-facing roofs with solar panels providing all the electricity to run each of those systems. They also have no natural gas service to the homes.

Geos was intended to showcase the cost effectiveness of all-electric homes using geothermal and air source heat pump systems and orienting the homes for maximum passive solar as well as active solar applications. But it seems that builders are slow learners. The company which purchased the lots next to the previously built Geos Community felt it necessary to install natural gas service to all its new homes currently under construction “because buyers want gas,” much to the dismay and anger of the Geos Community residents.

There is similar inertia in the HVAC industry itself. It’s hard to find a vendor

man, who quickly became the number one seller of EVs in the state of Texas.

That was because no other dealer had a salesman who was comfortable selling EVs. Getting back to home construction, we need — the planet needs — home builders to be more educated about the wisdom and relative ease of building energy efficient, solar-powered, and allelectric homes that have a passive solar orientation and design. It’s not that hard to learn, but we need to overcome the inertia built into that industry just as with the automotive and other industries.

I hear this question asked by fellow brokers who complain about incompetence among our colleagues.

The Sudden Rise in Mortgage Interest Rates May Trigger a Market Slowdown

Earlier this year, the conventional wisdom was that mortgage interest rates would rise to the 4% range by the end of the year, so when the rates rose to 5% abruptly in early April, it took all of us by surprise.

The agents at Golden Real Estate are noticing a reduction in bidding wars, which might be due to the increased cost of financing a home purchase. It may be too early to draw any conclusions, but the interest increase is not looking temporary at this point, so we’ll have to see

who even understands the advantages of heat pumps for heating and cooling homes. It is so much easier for them to do what they have learned to do, even though it represents an obsolete technology. I have heard countless stories of homeowners whose forced air furnace needed replacing being unable to get their HVAC vendor to sell them a heat pump system. Most HVAC vendors just want to keep doing what they already know how to do .

(I can recommend a couple vendors who specialize in heat pump systems and even geothermal drilling. Ask me.)

This is not unlike the problem with car dealerships and electric vehicles. If you go to a Chevy dealer and ask about the Chevy Bolt EV, the salesman will likely bad-mouth the Bolt and try to sell you a non-electric model that he loves to sell and requires no learning of new technology.

JCPL Executive Director Donna Walker said the Express Library is the latest in a line of technological innovations the organization is working on.

“JCPL continues to evolve to meet the needs of the community through high-tech offerings,” Walker said. “The Express Library is the latest in a long string of technology and innovation strides. Our libraries offer digital collections, a digital media studio for podcasting and a laptop lending program for jobseekers.”

Walker added that JCPL is working on other innovations to help ease digital access.

“Just last month, we launched the new MyJCPL app to make it easier to interact with the digital collection and place holds on physical items,” Walker said.

How Coloradans can prepare for a wildfire emergency

Late last year when the Marshall Fire ravaged parts of Boulder County and over 1,000 homes across the City of Louisville and the Town of Superior, Colorado residents were left worried about the future of the state if fires like this continue.

Climate experts have weighed in and said that as the climate continues to change and water dries up, more fires can be expected. In addition, traditional notions of “fire season” could be a thing of the past as fires become a year-round problem.

After the NCAR Fire in March of 2022 in Boulder, chief of the Boulder Fire Rescue Wildland Division Brian Oliver said, “the concern is that any time there’s not snow, it’s fire.”

While a warming and drying climate is a significant part of the picture, there are myriad other factors to consider including a century of state and federal forestry policy and the building of homes in disasterprone areas. Still the most important thing you can do now as fire season becomes longer is keep yourself and your family safe in case of an emergency.

Build an emergency kit — take an afternoon to have everyone in the family gather some important items that can all be kept in a safe and secure location in case the need for evacuation arises. These items should be kept in easy-to-carry containers like backpacks and kept close to an exit so they can be retrieved upon evacuation.

• Water — The Red Cross suggests one gallon of water per person per day for three days in case of evacuation.

• Food — non-perishable and easy to prepare.

• A first aid kit with enough supplies for each person in the household.

• Flashlight and extra batteries.

• Hand crank or battery-powered radio.

• A multitool.

• A seven-day supply of necessary medications.

• Some personal hygiene items like soap, deodorant, diapers etc.

• Family and emergency contact information.

• A map of the area.

• Copies of important personal documents such as land deeds, birth certificates, etc. (Original copies of these documents should be kept in a fireproof safe in the home.)

Make an emergency plan — before disaster strikes, take the time to have a plan of action for yourself and your family.

Your plan will vary based on many factors, but here are some things to consider while getting started.

• Have a plan of communication with your family. This should include an outside emergency contact everyone can stay connected with and a plan for how to receive important information, such as a radio.

• Make arrangements for large livestock and farm animals in case of evacuation.

• Make sure everyone knows the emergency plan, especially young children.

State steps up to help launch careers in early childhood fields

Joyful Rothe worked in a nursing home kitchen for 18 years before taking an entry-level job as an aide at a child care center. Shelby Wilson also wants a career working with young children, but for now handles the paperwork for her husband’s log-hauling business.

The two women spend an hour every Monday evening in a secondfloor classroom at Front Range Community College in Fort Collins, cars whizzing by outside as they learn how to talk to children about feelings, plan learning activities, and handle meltdowns. They are among hundreds of students across Colorado taking advantage of a new state program that pays for two introductory early childhood courses — a stepping stone to teaching in the field.

The initiative, funded with $4 million in federal COVID aid, is part of a state effort to mint more early childhood teachers before the state’s universal preschool launch in 2023, and help the industry recover from staff shortages exacerbated by the pandemic. In addition to the free college classes, the state is fund-

ing apprenticeships, scholarships, training opportunities, mentoring programs, and translation and other support for people from underrepresented groups seeking early childhood careers.

The need for new preschool and child care teachers in Colorado is formidable. State officials estimate

that more than 2,000 people — 10% of the workforce — left the field during the last two years. They hope to add back more than 1,000 workers

by June.

Melanie Gilbertson, who teaches the Monday night class, believes the free coursework has been instrumental in helping students earn qualifications they might not otherwise have been able to afford.

“You don’t make a lot of money in this field,” she said. “And so to ask somebody to go spend $6,000 on a couple of college courses just doesn’t seem right when they’re going to turn around and only make $15 an hour.”

Colorado prepares to give $35 million boost to small nonprofits House Bill 1356 would provide grants up to $100,000

Small nonprofits could receive pandemic-assistance grants of up to $100,000 through a bill proposed in the Colorado House.

House Bill 1356, known as the Small Community-based Nonprofit Grant Program, is scheduled to get its first hearing April 13 in the House Transportation and Local Government Committee. The bipartisan measure would give $35

million of federal funding from the American Rescue Plan Act to the Department of Local Affairs to be distributed through five “regional access partners” to at least 350 nonprofits.

The bill has been spearheaded by a multiethnic coalition of nonprofit leaders called Communities Lead, Communities Thrive, or CLCT, that

serves Black, Indigenous, Latino, AAPI, LGBTQ+ and rural communities.

“A lot of our organizations don’t have access to working capital to rebuild, they’re usually smaller,” CLCT founder Carlos Martinez said.

times are even larger when you look at organizations that are in rural communities or in communities where there’s very few organizations.”

Pandemic assistance programs have benefited larger nonprofits, but smaller ones without the infrastructure to compete for grants have often been left behind. These organizations often have deeper connections within communities that lead to a better level of cultural awareness than larger groups. The proposed bill would support these smaller groups that provide critical services to those most severely impacted by the pandemic.

“We’re looking at (these recovery dollars) to be very strategic dollars to get invested to help rebuild not just nonprofits, but these communities,” said Martinez, who is also the CEO of the Latino Community Foundation of Colorado. “We’re looking at how we are almost shaping the next generation of these communities who are vastly impacted by COVID.” The prime sponsors of the bill are Rep. Leslie Herod and Sen. Julie Gonzales, both Denver Democrats, as well as Rep. Edie Hooton, D-Boulder, and Sen. Bob Rankin, R-Carbondale.

immigration attorneys practice.

HAP doesn’t have the infrastructure to compete for many state or federal grants. Perez said it feels like HAP and other small, rural nonprofits receive 20 cents for every dollar that a traditional nonprofit gets. He supports the bill because it levels the playing field.

“It’s an opportunity for the state of Colorado not only to say that we are promoting equity, but we are putting

in practice equity in the way we are doing better investment for small nonprofits,” Perez said.

The Asian Pacific Development Center in Aurora expanded its services in response to the pandemic.

Grant funding from the government and different foundations were helpful at the beginning of the pandemic, but have fallen off despite the persistence of the virus and anti-Asian hate crimes, President and CEO Harry Budisidharta said.

“Local nonprofits like APDC, we are often counted on by our community to respond to a lot of hatecrime incidents, difficulties they’re having with COVID, whether that is food delivery or ensuring they have a safe workplace,” said Budisidhartha, who also serves on CLCT. The bill must pass through several committees and votes before it lands on the governor’s desk and is signed into law, but Budisidhartha said organizations could see funding near the end of 2022.

HAP might not be eligible to apply for one of the grants. Still, Perez said it’s about more than money.

“It’s about recognizing the diversity, the cultural diversity, we enjoy in Colorado,” Perez said. “This is the way we are, as a nonprofit, supporting each other.”

Are earthquakes something to fear in Colorado?

Whether it’s hail, wildfire, or tornadoes, Colorado has its fair share of natural disasters. But what about earthquakes? Louise Watson, of Bailey, is one of several people who reached out through Colorado Public Radio’s Colorado Wonders webpage to ask about seismic activity here.

Answers were not far away.

Golden, Colorado is home to the National Earthquake Information Center, which sits on the School of Mines campus. Scientists there monitor seismic activity around the world, around the clock, and take calls from people who feel shaking.

Seismologist William Yeck explained that Colorado is not an epicenter for major earthquakes, nor is it immune to them. And sometimes they are triggered by human activity.

Knowingly having more than 1 gram of fentanyl would be felony under change House Bill 1326 amended in House Judiciary Committee

Knowingly possessing more than 1 gram of fentanyl or a fentanyl compound for personal use would be a felony in Colorado under an amendment passed April 13 afternoon by the House Judiciary Committee to a bill seeking to stem rising overdose deaths linked to the powerful synthetic opioid.

The committee’s 7-4 vote to adopt the amendment is a response to criticism from law enforcement, who said the measure — House Bill 1326— was too weak because it failed to change a 2019 law that made possessing up to 4 grams of fentanyl a misdemeanor.

Harm reduction advocates argued fiercely against making fentanyl possession for personal use a felony again, saying that the criminal justice system is not a solution to addiction.

House Bill 1326 now heads to the appropriations committee after passing on an 8-3 vote.

Republicans, seeking to win back power in Colorado in November, have blasted Democrats over the 2019 law, which decriminalized possession of up to 4 grams of almost all illicit drugs for personal use.

The 2019 measure, House Bill 1263, was meant to treat drug addiction as a public health issue instead of shunting the problem over to the criminal justice system. But critics say the 4-gram limit is dangerously out of step with the potency of fentanyl, a synthetic opioid fatal at about 2 or 3 milligrams.

More than 900 Coloradans died from fentanyl overdoses last year, up from 540 the year before, according to state health department data. Four children under age 10, and 35 people between 10 and 18 years old died from fentanyl overdoses in 2021.

Five people died from a suspected fentanyl overdose in Commerce City earlier this year.

Authorities believe the people thought they were ingesting cocaine.

House Bill 1326 was unveiled at a March news conference featuring Gov. Jared Polis, lawmakers and families who lost loved ones to fentanyl, which is 50 times more potent than heroin and 80 to 100 times more potent than morphine.

“When it comes to providing tools for law enforcement and for prosecutors to go after the people who are peddling this drug,” said House Speaker Alec Garnett, a Denver Democrat and prime sponsor the bill. “This is a strong bill.”

Garnett added: “I know that people don’t think it’s a perfect bill. You’re never going to get the perfect bill when it comes to trying to address this crisis because there is no silver bullet.”

As amended April 13, House Bill 1326 would make possessing more than 1 gram but less than 4 grams of a fentanyl compound a Level 4 drug felony if the person knew or “should have known” it contained fentanyl.

Illicit fentanyl is often mixed into other drugs because it is cheap and potent, according to the U.S. Drug Enforcement Administration.

Tom Raynes, executive director of the Colorado District Attorneys’ Council, said the requirement that prosecutors prove a person knew they were possessing fentanyl is a challenge — but not an insurmountable one.

“It creates an extra hurdle that exists nowhere else in the law,” Raynes said.

At least one state, Ohio, has a similar standard, he said.

Rep. Jennifer Bacon, a Denver Democrat, said she couldn’t support the amendment, citing the disproportionate impact drug arrests have on people of color.

She said a felony charge has outsized consequences on people and that the legislature needed to take that into consideration.

Bacon was among four members of the Judiciary Committee who voted against the amendment. The three others were Reps. Mike Weissman, D-Aurora; Terri Carver, R-Colorado Springs; and Rod Bockenfeld, R-Arapahoe County.

Carver and Bockenfeld argued that possessing any amount of fentanyl for personal use should be a felony.

Carver offered an amendment that would have made it a felony to possess any amount of fentanyl. The amendment failed, with six members of the committee opposed and five in favor. Rep. Dylan Roberts, an Avon Democrat who works as a prosecutor, joined the four Republicans on the committee in voting in favor of Carver’s amendment.

The committee also amended the bill to make possessing a compound mixture with a fentanyl content of more than 60% a Level 2 drug felony, no matter

the quantity. The Colorado Bureau of Investigation can’t currently test a drug mixture for fentanyl with that level of specificity. Garnett characterized the amendment as one meant to prepare for when the agency’s lab has that testing capability.

House Bill 1326 would also: • Make possessing 1 gram or less of fentanyl or a fentanyl compound a Level 1 drug misdemeanor. On the fourth offense, it would be a Level 4 drug felony, punishable by six months to two years in prison.

• Make possessing 4-50 grams of a fentanyl compound or mixture with the intent to distribute it a Level 2 drug felony, which carries a penalty of four to 16 years in prison • Make possessing more than 50 grams of a fentanyl compound or mixture with the intent to distribute it a Level 1 drug felony. That comes with a prison term of up to 32 years.

• Make possessing a pill press used to mix fentanyl with other drugs a Level 1 drug felony.

Under current law, possessing up to 14 grams of fentanyl with an intent to distribute is a Level 3 drug felony, punishable by two to six years in prison.

Possessing more than 225 grams of fentanyl with an intent to distribute is a Level 1 drug felony, punishable by a prison term of up to 32 years.

Additionally, House Bill 1326 would make it a Level 1 drug felony to distribute fentanyl if it leads to someone’s death, though there is a carveout for people possessing less than 4 grams of the drug who try to assist someone who overdoses.

The bill includes $300,000 for fentanyl test strips and $20 million to pay for the distribution of Narcan, the trade name for an opioid overdose reversal drug. About $6 million is set aside for harm reduction grants and $3 million to provide treatment for people jailed and to provide naloxone to some people when they are released.

Under other amendments passed by the committee on April 13, people convicted of possessing 1 to 4 grams of fentanyl would be able to seal their criminal record two years after completing supervised release, rather than the current threeyear wait period. Those same people would also be able to vote while in jail.

Fentanyl is a synthetic opioid used to treat severe pain. Illicit fentanyl is primarily manufactured in other countries and smuggled into the U.S., according to the U.S. Drug Enforcement Administration.

VOICES Thoughts on victimhood

ver meet someone who in short order talks on and on about how they’re a victim of something horrible but they won’t let it define A RUMMAGE them?Right. They might as well be AROUND shivering in an THE ATTIC icy wind insisting they’re not cold.

The polite reply might be something along the lines of, “Good for you. Stay strong.”

Perhaps a more humane response would be to ask Judy Allison why not?

There’s nothing new about being a victim. Life has always been fraught with misfortune, injustice and dreadful circumstances. A relatively recent spin on the whole dynamic is the celebrated status bestowed upon those who promote their stories on the news or a blog or anywhere else they can get attention. Victimhood has even entered into the arsenals of political groups who use it to spin information into expedient or profitable messaging. Their compliant mem-

bers are all too happy to identify as victims.

The person declaring to the world he will not be defined by personal affliction has given himself over to not only being a victim but a commodity as well. He may revel in the passing spotlight of public sympathy and even find some extra income. But he’s actually cheating himself because he has not engaged in the sojourn of personal growth that misfortune importunes. Thus, the greater society gets cheated as well.

Why not settle down into some deep thinking after a bad turn and find some actual illumination? For instance: A random act of violence leaves scars deeper on a woman’s psyche than her body. She asks, “Why me?” Everyone in her sphere consoles it was just bad luck. Move past it. Don’t let it define you. Yeah.

But why me?

At this point, many people stop moving past their past. They spend the rest of their lives fearful or angry, retreating from the world or becoming shrill activists — or worse.

They stomp around in their own personal puddles of pain splashing mud all over the world.

LETTERS TO THE EDITOR Early childhood education in Colorado Childcare providers across Colorado and here in Arvada are struggling to keep up with the requirements that affect and regulate early childhood education. As a small childcare provider, I know how difficult and onerous it is to keep up with all the different rules and bylaws of the industry. This is why legislators need to immediately pass HB 22-1295, legislation that will help streamline programming and regulations of childcare businesses, and support families and businesses like mine.

In Colorado, early childhood education and family support programs severely lack the oversight necessary to assist those who care for and educate young children. This legislation would create an equal opportunity for families who are unable to access high quality childcare. Additionally, this legislation would help establish more streamlined early care and education services through a state agency and reduce the burdens small businesses, families, providers, and the early childhood work-

force face in navigating these systems.

I’m encouraged to see that the Colorado legislature is moving quickly to assess and address the needs of the system, and I am confident that this will be the right move for our state and its small businesses, which will greatly serve their communities.

Society cannot hold together without rules of conduct. It may not be forgiveness which ultimately leads our student through the fog toward wisdom. It may instead come down to the fact that from this incident, Life has taught her to understand how so many things in this world interconnect. Light shines brighter against the dark; good does not triumph without a foe. People can emerge from tragedy with increased humanity. Of course, exceptions occur and sometimes professional help is required but that’s a story for another day.

If successful in her delving, she has indeed become defined by her experiences which have been overlaid with serious introspection.

She has left victimhood behind to pursue a life deeper in purpose. And that’s a good thing for all of us.

What if at such a critical juncture, she would ask not why me but why that? Why did that episode come into my life? What does it all mean?

Was it to punish me in a strike of karma? Was it a failure of God? Was I subconsciously calling out to the universe for it? She’s begun the work. Let’s hope she doesn’t quit midway and skew what could be a wonderful outcome.

One take on the reason for difficult times is that Life is a teacher. The lessons for each of us will come in their own good time whether we like it or not. Those of us who buckle down to invest in the hard labors of learning will earn corresponding rewards. For the woman just beginning her search for meaning, I hope she examines the nature of forgiveness. It lifts so many blinders.

Some people equate forgiveness with religion and therefore dismiss it as antiquated and irrelevant.

Plus, since there is no app to supply easy answers, it’s too much trouble for some. Regardless of the bibical connotations, to forgive is to employ a basic tool of the human condition.

An act of self healing, it curtails cycles of misery. Which does wonders for mental health.

Judy Allison has enjoyed a long and varied career in media and has written for newspapers, magazines, cable TV, government entities and elected officials. She and her dog Torrey the Wonder-Bouvier wander through many neighborhoods in the region.

Why sports are so great

L

ast week was my one of my favorite weeks of the year. The NCAA Men’s Basketball Championship Game, the Masters Golf Championship, HITTING Opening Day for Baseball, the NCAA HOME Hockey Frozen Four Finals and the final day of the NBA regular season.

That is some seriously high density sports awesomeness.

I have a hard time explaining to nonsports fans — the wife, for instance Michael Alcorn — why sports are so great. Having played and coached my whole life, it’s just second nature to me: I have a visceral attachment to sport. But, I think for many people, that visceral attachment isn’t there.

They might like the parties and the traditions, but the competition itself?

Not so much. But for me, this one week was a showcase of people accomplishing things that they didn’t know they could accomplish, and,

maybe, showing the rest of us what it means to have the heart of a champion. To wit: On Monday, an underdog North Carolina team entered the Championship coming off an upset victory over their greatest rival, Duke, and facing what many believed was the best team in the country in Kansas. It was a North Carolina team that, just a couple months ago, didn’t look like they were even going to be one of the 66 teams selected to play in the tournament, much less likely to make it to the final weekend. But, what I saw was a team that never conceded a point, never gave an inch, never gave up. In the end, they were undone by poor shooting. But, the fact remains, they were one shot away from winning a Championship that they had no business competing for.

Then Thursday, we were all treated to the return to golf competition of Tiger Woods. Regardless of what you think of his personal life, this is a man whose leg was shattered just 14 months ago; there was some ques-

The Equity in Neuroscience and Alzheimer’s Clinical Trials (ENACT) Act is bipartisan legislation that would increase the participation of underrepresented populations in Alzheimer’s clinical trials by expanding education and outreach to these populations. The ENACT Act would create a path to better Alzheimer’s care and address shortcomings in the way research and care is currently being delivered to underrepresented communities.

Lisa Solano, Arvada Beware of catalytic converter theft Last week my wife and I went on a short trip, and left our car at the RTD Parking Lot in Olde Town Arvada. I chose a spot on the third level, under a light so that it visible at night. We returned five days later only to discover upon starting the car that something was very wrong.

It sounded like a dragster at our local Speedway! Looking underneath the car it became obvious that someone had cut off the catalytic converter and stolen it. This appears to be a rather common event in our state. Because of this, my car will be disabled for weeks because of short supply. Sad that things like this are becoming more the norm.

tion whether he would ever walk again, much less swing a golf club, much less compete at a high level. And, on Thursday, he proved that you can never discount a champion: through the first 18 holes, he was under par and in the top 10 on the leader board. He wouldn’t win on Sunday… but being there at all was miraculous.

Opening Day is always a little bittersweet around these parts.

We know that the Rockies are not going to be in the World Series, but for one day, that one glorious, sunny, day in Lower Downtown Denver, there is hope! And they prominently feature a man named Daniel Bard, who was a ridiculously talented pitcher once upon a time, and then he developed “the yips” (technical term)—he lost the ability to throw strikes. That’s a problem for a pitcher. He was out of baseball for seven years. But, two years ago, he figured something out, and came out of nowhere to claim a spot on the Rockies. He comes into Opening Day, now, as the Rockies’ closer, and finished the game on Saturday. His is a remarkable story of persever-

Kathleen Sue “Kathy” Holden August 26, 1963 - February 22, 2022

Kathleen Sue Holden passed away on February 22, 2022, of pancreatic cancer at Lutheran Hospital. Kathy was born August 26, 1963, in Tipton, Indiana. Kathy is survived by her husband Charles Parnell, her children Kaia Parnell, Lucas Parnell, and Joseph Parnell, and her oldest sister Denise Nichols.

Kathy was the third of four children to Jean Nadine Thompson and Howard Dean Holden. Kathy is predeceased by her parents and her sisters Penny and Rebecca.

Kathy lived her elementary years in Indianapolis, Indiana. Kathy graduated from Vigo South High School in Terre Haute in 1981 where she played saxophone in the school band. Kathy graduated from Indiana State University in 1985 with BA in Psychology and a minor in Child Development. From there, Kathy spent a year in California teaching preschool while living with her sister Denise. Kathy then moved to Denver to start a dual degree program (law and psychology) at the University of Denver.

In 1989 she received her JD and was all but thesis towards her Masters in Psychology.

ance and heart. And, for what it’s worth, the Rox did manage to win two out of three over the dreaded Dodgers this weekend.

Then Saturday, we got to watch a Denver University team overcome a late deficit like they had planned it all along, to rattle off five consecutive goals and claim their ninth National Championship.

Each of those events featured, through sport, people being otherworldly great at what they do.

And, in every case, it was a matter of talent meeting opportunity meeting heart and mind. What a powerful lesson any of those events could be for children who are being taught by the zeitgeist that fame and followers are the measure of success.

And, of course, this particular week ended with Palm Sunday, which, for Christians, is the ultimate reminder that no amount of popularity lasts forever…. but greatness changes the world.

Juvenile Court Judge Dana Wakefield and then as an attorney in the juvenile court system through the 90s. Kathy became a stay-at-home mom, however, was always very involved in different communities. She coordinated Helping Hands at Spirit of Christ, was part of a small church community, was room mom, team mom, ran the Saints Peter and Paul yearbook, and was volunteer and board member at Colorado ACTS (as a partial list). In 2019, Kathy started working as a paraprofessional educator at Sobesky School in the Jefferson County School District.

Kathy loved Colorado and the mountains.

She adored wildflowers and everything Colorado nature offered. But Kathy’s great passion was kids, especially her kids. Kathy loved the baseball, softball, basketball, flag football, and ultimate frisbee games, as well as theatre performances and anything else they were doing. Kathy had a great gift for connecting people. She was a natural host and celebrated life. Kathy was comfortable being silly and a kindred spirit of many. She embraced and accepted all kinds of people including the LGBTQIA+ community.

Boulder business offers unique approach to developing relationships with canine companions

oug and Elizabeth Simpson use the scientific technique of pressure and release to train dogs by developing a relationship with the animal by communicating in its natural form of language.

“It’s the technique in the Simpsons’ methodology,” said Cindy Heller, brand champion for Tenderfoot Natural Dog Training, which the couple co-founded in Boulder over 30 years ago.

“The mother dogs are pack leaders that use the same technique of pressure and release to train their puppies that leave the pack.”

The Simpsons are former horse trainers and participated in competitive horse shows. Doug is a native of Colorado, and Elizabeth has lived in Colorado for about 40 years.

When the Simpsons were learning natural horsemanship, they raised about 100 animals on their property, such as dogs, cats, parrots, ferrets, turkeys, llamas and horses.

“We learned they all speak the same language and understand each other,” Elizabeth said. “It’s humans that have forgotten.”

The science they learned through natural horsemanship

working with famous “horse whisperers” started with three drills for young colts, and they found that the technique, with some tweaking, was effective with dogs.

The Simpsons said they discovered that many dog trainers were using ineffective tools.

“It didn’t seem to be changing the future of dogs and was not changing the behavior of numbers of dogs sent to shelters,” Elizabeth said.

Elizabeth said dogs can be trained without using all the harsh devices of shocking and pinching and pockets full of food.

“It’s about developing a relationship with the animals that last a lifetime,” she said. “We know what drill to use to fix it, which is very simple, essential and natural.”

Natural pressure-and-release training techniques include pressures to get the dog’s attention using a motivator such as verbal, emotional, visual, body language, tone, distance or energy. A pressure involves standing close to the dog, talking to them in a lower voice, making eye contact, tapping your hand and startling them with a finger snap or hand clap. A release involves stepping away from the dog, whispering, looking away from your dog and using a gentle touch and a warm presence.

When having a relationship with an animal, Doug said owners need to learn to understand most of their dog’s physical movements, which have meaning.

According to the Simpsons, hu-

mans and dogs understand each other through movement and eye contact.

“If you stroke them, it’s like mama washing them,” Elizabeth said. “It changes the animal’s brainwaves by calming them.

It’s hardwired into them. It’s the relationship of love, trust and respect.”

Doug said people were adopting dogs in greater numbers during the pandemic and could not handle behavior issues. COVID-19 made it worse, and many dogs were returned to shelters.

“The problem (was) people were home most of the time — they were not going to public places or taking the dog on a walk,” he said. “The dog got used to them being home and lacking socialization. When people start going back to work, it caused the dog to suffer from separation anxiety.

“Separation anxiety can cause a dog to be destructive and stressful,” Doug explained. “If they did not have aggression, they became more aggressive.”

Doug said another common problem during COVID was people giving their dogs too much free time or recess. It’s like sending a child to school with no structure or teacher, he said.

The dog’s behavior gets worse and worse, and they become very independent and don’t want to listen. The dog doesn’t learn patience. Instead, they run, chase, jump and bite. So they look for direction from their owner — the leader of the decision-maker in the world of recess.

“The right side of the brain is all adrenaline, which is the reactionary brain to react, jump and explode. With this type of energy, the dogs do whatever they want,” Doug said.

Doug said when you work with the dog, they’ll do what you ask.

Common chemicals released in the brain’s left side, such as serotonin, dopamine and oxytocin, immediately calm them.

“If I asked the dog to sit, those chemicals are releasing so engagement mentally is more tiring then the physical,” he said. “The physical walk is also very mental with stops and pace changes. It’s a good time for them and gets their attention.”

Seth Steele took Charlie, a Chihuahua poodle, to Tenderfoot Natural Dog Training to work on crate training and handling.

“I learned that I need to be with Charlie consistently and be the pack leader, and our family is a pack,” Steele said. “He’s sleeping in a crate, not in the bed anymore. We correct him when he makes noises, and it worked.

Doug recommends a minimum of 30 to 40 words with every physical action or a five-word vocabulary. Spend time together, then go back to work. It’s a limited understanding and limited engagement. The more you work with them, the calmer they become, and you become

seismicity like you see in some areas. Where we really see high seismic hazard is where we have plate boundaries. So, for example: California. Most people have heard about the San Andreas Fault that marks the plate boundary between the Pacific Plate and the North American Plate. And it really creates a high seismic hazard. There’s lots of seismicity there. In Colorado, we don’t have any tectonic plate boundaries like that. So, we don’t see that discrete lineation of seismicity that you would see in other regions.

Warner: Are all faults related to plates?

“I needed to change myself to be consistent with her training,” Jablonski said. “I took her to a birthday party with my relatives and three different dogs. I was nervous about how she would react with another dog or with one of our family

members that may want to pet her. She acted so well with no issues.”

Yeck: No, they aren’t. So, we have faults all throughout Colorado. Most of them are really small faults. And that’s true anywhere in the US. There are faults everywhere. Just in most cases, the slip rates are very, very small and those faults might be very, very small. So you don’t see significant earthquakes. When we have earthquakes away from a plate boundary like that, we refer to them as interplate earthquakes. So, in Colorado, we do have those interplate earthquakes, but then really, when we look at seismicity and we record it, we see it’s dispersed throughout the state.

Warner: In layman’s terms, what would trigger a Colorado earthquake? And let’s talk about natural causes first. We’ll get into the idea that people can trigger earthquakes a bit later.

Yeck: So even though we’re away from these tectonic plate boundaries, we still have a stressed crust. That stress is transmitted far away from the plate boundaries, as well as there can be local changes that change the stress within the subsurface. And anytime there’s stress placed on a fault, it has the potential to slip. So, a fault is just a plane in the earth. And when it slips, we feel an earthquake.

Warner: What is the biggest recorded earthquake in Colorado history?

Yeck: Historically, the largest earthquake that we have evidence for was in 1882, a magnitude 6.6. But that was before we could actually record seismicity on seismographs and accurately detect the location and the size of the earthquake. So, for that

earthquake, we had to rely on felt reports — or what people describe and the shaking — to try to estimate where it occurred.

Warner: Felt reports. That is, what people felt?

Yeck: Exactly. And there’s a large reliance on news for that… what newspapers said about the event. And from the intensity of shaking, we can tell that it occurred somewhere in north central Colorado.

Warner: What would be the closest town that you could pinpoint?

Yeck: We don’t have a very good location, but it would be west of Fort Collins.

Arvada Center showcases ‘Kinky Boots’ with sign language interpretation

A show inspired to open hearts and minds alike, “Kinky Boots” is a production with glamorous costume changes, engaging musical numbers as well as American Sign Language Interpreters.

Set to the scene of Northampton, England, Charlie Price, played by actor Tim Howard, owns a struggling shoe factory and meets a cross-dresser named Lola, played by David Kaverman.

Together they explore the worlds views on femineity and masculinity through shoemaking.

Keep in mind that this production is a contemporary Broadway-style musical that contains adult themes and brief strong violence.

To save Price’s family business, we are graced with musical numbers complete with high heels and the very definition of fabulous.

Comprised of two acts, and a detailed set design, this is an eight-show week that will run until April 24.

I was also able to meet with American Sign Language interpreters Amy Pike, and Jaycee Branch. Pike was recommended the position by Branch, who was

sure to let me know that “I was in for a treat” with this production. Branch also explained how ASL booking works through the Arvada Center.

ASL Interpreters are given a script before the show and are also able to view the performance once before their interpretation begins. This way they can gather more information about how to best sign the performance in a way that honors the tone and emotion of the show. “When the actors do well, we do well,” Branch said.

When speaking with Marcus Turner, head of the box office, about the utilization of ASL interpreters, it was explained to me that the Arvada Center has been using interpreters for over 15 years.

“We have recently stepped up our efforts to create more opportunities for accessible performances in our theatre program.

In the past, we have focused on providing ASL interpretation at one of our musical theatre productions, but we have now been able to offer for it multiple productions throughout our season, including a special performance of George Orwell’s ‘Animal

Colorado HOA foreclosure reform legislation moves forward

A Colorado House of Representatives committee narrowly voted April 13 to advance a bipartisan measure aimed at limiting homeowners associations’ powers to file foreclosure cases based on fines for community-rule violations, capping such penalties and increasing due process for homeowners.

Colorado law allows HOAs to

seek judicial foreclosure against homeowners who are at the equivalent of six months behind on their routine dues, also known as assessments. But that total can include other charges, such as fines, late fees and collection costs — including the HOA’s legal fees.

more than 2,400 foreclosure cases — including those involving fines — from January 2018 through February 2022. Those cases continued during the pandemic, as HOAs were not subject to government moratoriums that prevented many mortgage lenders from foreclosing.

“It is absolutely heartbreaking to hear people losing their homes over fees,” said Rep. Edie Hooton, D-Boulder, who voted in favor of the bill. “I would like to see some real meaningful progress on the HOA laws in Colorado.”

House Bill 22-1137 would not stop HOAs from seeking to foreclose against homeowners who are behind on their routine assessments but would prohibit foreclosures in situations where the association’s lien against the home consists only of fines or the costs of collecting them. The proposal would also prevent HOAs from charging daily fines and would cap penalties at $500 per violation, the bill’s sponsors said.

“One person came to us and told us about a fee that started out at $150 and ended up being $3,000. So it racks up pretty quickly and accumulates, and we want to stop that,” Rep. Naquetta Ricks, D-Aurora, one of the bill’s sponsors, told Rocky Mountain PBS and ProPublica. “If you buy your property and you’ve been paying your mortgage, and now you have a small violation or a fee, is it right for an HOA to be able to foreclose and kick you out of

your home? No, it’s not right.”

The Transportation and Local Government committee heard testimony on the bill in early March but did not take a vote until April 13. In the interim, the bill’s sponsors met with community stakeholders, including those representing the HOA industry.

Representatives for the Community Associations Institute, a trade organization for HOAs and their managers, told Rocky Mountain PBS and ProPublica that they support the overall goal of eliminating foreclosures based solely on HOA fines. But they oppose several provisions of the current proposal, including the cap on fines, while hoping to find common ground as the bill moves forward.

“This means that, if a homeowner wants to paint their house pink, has that request denied and does it anyway, the homeowner will be allowed to violate the rules for an extra $500.00 payment. The association’s only option to enforce the covenant will be to then take the owner to court. It’s better to levy a fine that actually makes breaking a rule unattractive,” said the Community Associations Institute’s Lindsay Smith, an HOA attorney.

The bill also requires HOAs to notify homeowners of delinquencies several times in different ways, including posting a notice on the home. HOA leaders have argued that such provisions could increase management costs. HOA homeowner advocate Stan Hrincevich said he disagrees with the argument that the proposal would result in increased costs for homeowners who pay on time, saying

HOAs typically bill such costs directly to delinquent homeowners.

Rep. Kevin Van Winkle, R-Highlands Ranch, voted against the bill and told the committee that HOAs are run by volunteer boards, and that homeowners who disagree with the decisions being made in their community have the option of joining the board to change things. “This micromanages on such a microscopic level it’s actually quite incredible,” he said.

The committee passed the bill by a vote of 7-6, with several lawmakers pointing to the dozens of foreclosure cases filed against homeowners in the Master Homeowners

Association for Green Valley Ranch as a call to action.

“It is imperative that we address this problem,” said Rep. Meg Froelich, D-Greenwood Village, who added that the issue is at a “crisis point.”

The bill will still need to clear the full House and the Senate.

Ralston Valley soccer enters league play with shutout win

ARVADA — Ralston Valley’s girls soccer team had a statement victory to open Class 5A Jeffco League play April 11 at the North Area Athletic Complex.

The Mustangs — No. 9 in the CHSAANow.com 5A rankings last week — defeated perviously undefeated Lakewood 6-0 in the conference opener for both squads.

“Coming in off the tie over the weekend we wanted to come out hard,” Ralston Valley sophomore Sophia Sabus said of a 0-0 draw against No. 6 Mountain Vista on April 9.

The first blemish of the season for Ralston Valley (5-1-1, 1-1 in league) clearly had the Mustangs focused and motivated to begin conference play against Lakewood (6-2, 0-2).

“We had a team meeting at my house at 5 p.m. today to debrief our Mountain Vista game,” Ralston Valley coach Kamee Morwood said.

“We realize we can be dominate. We won’t underestimate anyone, but we are very good. We have to set the pace from the very beginning.”

Ralston Valley controlled the run of play for the majority of the first half and got on the board with a hard shot from senior Morgan Terry in the 21st minute. Lakewood senior goalie Riley Sawinski couldn’t corral the shot from Terry, giving the Mustangs a 1-0 lead.

“To get up by a goal and get our confidence up by working really hard,” Morwood said. “Sometimes

It was all Mustangs in the second half with the Sabus sisters — Sophia and Saya — Hollie LaLonde and Raleigh Greason all finding the

“That kicked us off, but at halftime we weren’t satisfied with 1-0,” Sophia said of Terry’s goal.

Sophia, a sophomore, was able to bend a corner kick into the net in the 52nd minute, giving the Mustangs a 2-0 lead.

“I was hitting it as close to the goal as I could,” Sophia said of her corner kick goal. “I’ve done it before, but I saw the goalie didn’t touch it. I was just hoping it would go in.”

Seven minutes later her older sister Saya, a senior, ripped a shot under the cross bar for a 3-0 Mustang lead. It was the eighth goal of the season for the future women’s basketball player at Colorado School of Mines.

Sophia scored her sixth goal of the season on a shot from the middle of the box in traffic in the 62nd minute. LaLonde and Greason finished off the scoring with goals a few minutes apart to push the final score to 6-0.

“Coming out in the second half we wanted to have more of the possession,” Sophia said. “Once we possess the ball we’ll get more chances.”

Lakewood didn’t get many scoring chances at all as Ralston Valley sophomore goalie Margot Mulhern was able to record another clean sheet for the Mustangs. It was the sixth straight shutout by Ralston Valley to start this season.

“We are just focusing on winning,” Morwood said of the shutout streak that final came to an end with a 1-0 loss to Chatfield on April 14. “Our goal is to win as a team no matter the score.”

WHEAT RIDGE — Standley Lake pitcher Camp DeWyse tossed a complete-game victory April 16 in a road game against Wheat Ridge.

DeWyse scattered four singles giving up just one run on a sacrifice fly by Wheat Ridge junior DJ Miller in the bottom of the fourth inning.

Standley Lake cruised to a 13-1 victory to get the Gators (7-3, 2-2 in Class 4A Jeffco League) back to .500 in conference play.

“We got swept our first (league) series against Conifer and that didn’t feel good,” Standley Lake’s firstyear head coach David Luongo said.

“I told them they just have to keep the energy up and play the game ahead of you. We got two against Wheat Ridge. That’s pretty good.”

The Gators plated four runs in the second, fourth and fifth innings to take a commanding 13-1 lead.

DeWyse finished off his complete game on the mound retiring the Farmers (1-11, 0-6) in order to end the game after five innings with the 10-run mercy rule.

“We need to compete with the teams that are challenging and exceed over the teams that we know

we can beat,” DeWyse said. “Winning by this much in five innings allows us to save arms and keeps the flow going.”

It was important for Standley Lake to keep its pitching staff fresh.

Junior Cannon Frost — one of the best all-around players in 4A Jeffco — hasn’t pitched since the Gators’ loss against Conifer on April 9.

Frost wasn’t in the line-up against Wheat Ridge on Saturday.

“There isn’t any extra pressure,” DeWyse said of playing with Frost out of the line-up. “I trust my teammates and respect all of them.

Cannon will get back when he gets back. We aren’t going to pressure him to come back sooner. We need him to be healthy for the games at the end when we finish the season.”

The Gators’ top of the order — Christopher Blanco, DeWyse, Brody Geist and CC Pina — carried the offensive load for Standley Lake. The four combined to go 8-for14 with five RBIs and nine runs scored.

Advocates want to create a statewide recycling program And charge companies to do it

State Sen. Kevin Priola had his recycling epiphany while staring at an empty pizza box.

The grease stains on the lid spelled it out for the Henderson Republican: Colorado recycles only about 15% of its waste because recycling is too hard. Even a dedicated recycler like Priola was surprised to learn that cardboard with food stains is not welcome in the paper bin.

He’s learned to rip the postpepperoni top off the pizza box and recycle the rest. And Priola’s doubled down on recycling by being a co-prime sponsor on one of the most ambitious

recent attempts at improving Colorado’s abysmal recycling rates.

Priola and two Democrats are leading the “Producers Responsibility” bill in the legislature, which would require the companies whose brand is on the packaging to charge themselves a fee to fund improved local recycling services across Colorado.

Cities or counties without their own recycling services could take the fees to start up a program. Places like Denver or Boulder who run or contract for extensive recycling could use the fees to expand — many apartment dwellers don’t get recycling services, for example.

Or they could turn recycling programs over to nonprofits and private companies likely to enter the market.

Giving recycling access to all Colorado consumers and making the sort-and-return systems easier to use would cut deeply into trash across the state, Priola said.

“If you can get 60, 70, 80% of the people to start doing the right thing, that’ll mean less resources being wasted. Less water being wasted. Less air pollution. A more vibrant local economy,” he said.

One reason a Republican like Priola got on board was the effort to be business-friendly: Recycling advocates say a steadier stream of packaging materials like aluminum, glass and cardboard will eventually ease the supply chain woes and inflation plaguing many American companies.

Also, the businesses creating and delivering packaging are in charge of the proposed program. House Bill 1355 would create an industry council to study how much money is needed for a statewide recycling plan and would let the council set the rates needed to raise that money.

“So many of these businesses are getting hit with real disruptions in their ability to get materials, which is directly connected to the fact that we’re throwing so many mate-

rials away,” said Kate Bailey, research and policy director at the nonprofit recycler EcoCycle.

Businesses who use lots of packaging have gone along with similar programs in Canada and a couple of U.S. states, Bailey said, proving a comprehensive, producer-funded system can work. Businesses with less than $5 million in revenue will be exempt. And closer to home, Bailey said, putting all paint recycling in Colorado under a similar dues-funded nonprofit called Paint Care has increased paint recycling while saving local governments money.

It’s possible the bill is a nohoper this late in a session already crammed with complex issues like how to refund surplus revenue to taxpayers and how to regulate toxic emissions. Advocates, including cities such as Westminster and nonprofits like Eco-Cycle and CoPIRG, expect mofd opposition from small to medium businesses worried about costs and bureaucracy than from giants like Coca-Cola and Molson Coors.

And Gov. Jared Polis has been wary of increasing costs for Colorado residents and businesses given recent inflation pressure.

“It will not be a noticeable price increase to consumers,” Priola said in introducing the bill, along with co-prime

sponsors Rep. Lisa Cutter, D-Morrison, and Sen. Julie Gonzales, D-Denver. Advocates say the dues usually amount to fractions of a penny for each package and result in steep increases in recycling. Bailey said average dues in similar Canadian programs are three cents per pound for aluminum cans, with a pound of aluminum making about 30 cans in a pound.

Hearings starting April 7 are likely to be packed with both supporters and business representatives concerned about the potential requirements.

Local governments also plan to raise voices on the bill, many of them in support of a more robust state recycling effort.

“In Clear Creek County and other rural parts of the state, higher costs for recycling services and transportation are forcing hard decisions,” said George Marlin, a Clear Creek County Commissioner and
