CLEANING UP

C-470 project gears up But group suing over expansion of highway asks to postpone work until lawsuit is settled By Kyle Harding kharding@coloradocommunitymedia.com

Clean Harbors employee Guadalupe Gonzalez takes a box of household chemicals out of the trunk of Englewood resident Dave Rogers’ car during the Sept. 17 Household Hazardous Waste Roundup. The two-weekend event provided Englewood, Littleton and Sheridan residents an opportunity to properly dispose of materials like household chemicals and oil-based paint. Site of apartments under construction Mixed-use development along Acoma seen as boost for area By Tom Munds tmunds@coloradocommunitymedia.com

Former Englewood Mayor Randy Penn and others prepare for the Sept. 14 symbolic groundbreaking as the real groundbreaking needed to start construction of the Acoma Lofts goes on behind them. The project is underway on the first of two apartment buildings and the initial phase is expected to take about a year. Photo by Tom Munds

While heavy equipment continued the real work, about a dozen individuals tossed dirt with shovels at the Sept. 15 official groundbreaking for construction of the mixed-use Acoma Lofts project in downtown Englewood. “Starting construction has been a long time coming as we began working on this project about three and half years ago,” Troy Gladwell of developer Medici Communities said. “We are doing the construction in phases to keep as much parking open as possible. The construction of the first building is in the south end of the Acoma parking lot. We expect the building to be completed in about a year.” Medici proposes to develop 1.8 acres, purchased primarily from the Englewood Urban Renewal Authority, that includes the vacant lot on the southwest corner of South Broadway and Englewood Parkway as well as the land

While work on an expansion of C-470 between I-25 and Kipling Parkway is set to start early next month, a group of Highlands Ranch residents that has sued over the project wants construction to halt until the lawsuit is settled. The Highlands Ranch Neighborhood Coalition filed suit against the Colorado Department of Transportation in federal court in May, also naming CDOT Executive Director Shailen Bhat and Federal Highway Administration Colorado Division Administrator John Cater as defendants, alleging that flawed traffic noise data was used in the project’s approval process. The coalition alleges that CDOT and the FHWA violated the National Environmental Policy Act of 1969 as well as federal noise regulations and filed a motion last month asking the court to postpone work until after the lawsuit is heard because any change to the traffic conditions along the corridor will make it impossible to collect proper noise data. Coalition President Carter Sales, who lives along the south side of C-470 in between University and Colorado boulevards, said he and his neighbors want sound walls between the freeway and their homes, something CDOT and FHWA determined was unnecessary. Sales says CDOT did not collect the required number of long-term noise samples during the public comment period last year. He said that he filed the suit after being rebuffed by the agency when he filed administrative complaints last year.
