Family remembers a compasssionate man County loses another Tri-County Health rep

Lora Wakefield said her son, Dustin Wakefield, taught her more in life than she ever taught him.

Family and friends remember 21-year-old Dustin as loving, compassionate and caring.

Dustin, of Castle Rock, was killed on Aug. 24, shot while defending his 1-year-old son from a man with a gun at a Miami Beach restaurant.

“He was the brightest light I have ever known even as a mom,” Lora said. “He made friends with all that he met and made all feel seen and heard. He mostly wanted his wife to know she is his queen and made her feel like the most beautiful woman in the room.”

Dustin only wanted the best for his family and would work hard for them, Lora added. “(Dustin) loved in the most purest way,” Lora said. “As a mom, I can honestly say he taught me more than I taught him. He was a kiss from heaven to me.”

Former board member cites conflict of interest

For the third time this year, Douglas County has lost one of its representatives on the board of the Tri-County Health Department.

The early resignation of Zach Nannestad means Douglas County no longer has any of the Tri-County board members it had before the COVID-19 pandemic.

Nannestad sent in his resignation Aug. 25, about a week after he abstained from board votes related to requiring the wearing of masks inside schools as a COVID safety measure.

Nannestad cited a conflict of interest regarding his employment with the Douglas County School District as his reason for resigning, according to his letter notifying the county and health department.

“I do not wish to leave this role,” he wrote in the letter, “However, I have recently found myself in a clear conflict of interest when asked to vote on matters specifically impacting my primary employer.”

The Douglas County School District lists Nannestad as the operations manager for environmental health.

Mask debate dominates Douglas County School Board meeting Parents urged directors to rescind mandate, amend policy

A line formed at the door. People waited for more than an hour to get inside the meeting. There was not enough capacity for everyone congregating, so security let people in incrementally.

That was the scene Aug. 24 as the Douglas County School District’s board met amid a firestorm of controversy over the district’s COVIDsafety policies.

The board had not scheduled a vote or specific agenda item regarding the wearing of masks, but the district’s recently announced maskwearing requirement for preschool through sixth grade dominated the meeting.

Superintendent Corey Wise broached the policy and its backlash in his superintendent report at the session.

“I hear and I understand and I can empathize with multiple viewpoints,” he said.

Officers at the meeting radioed for people standing outside when their name was called for public comment and ushered one person to the hearing room for each person who left.

More than 100 people had signed up to speak.

Inside, those who got a seat stood up when they heard public comment they agreed with. They used jazz hands, spirit fingers, jumped and cheered. When they dissented, they also stood, and faced the back of the room.

Sometimes attendees, most of whom voiced vehement opposition to school mask-wearing requirements, laughed at the few remote speakers who favored masking. Some in the crowd shook their heads and rolled their eyes.

Board President David Ray repeatedly asked for decorum during the evening’s three hours of public comment. He changed his stance

on allowing attendees to stand, at first saying it was a good nonverbal way of expressing views but later questioning if it was emboldening outbursts. Those, he said, could intimidate people with different views from speaking.

Late in the evening, the meeting halted abruptly as audience members heckled Director Krista Holtzmann, who said she wanted to fact-check public comment regarding COVID-19.

Following Ray’s command, directors briskly walked out of the room, causing confusion. Several security officers worked to clear the upset crowd, which took a few minutes as people asked whether the meeting was over and if they’d be let back in.

Security reopened doors after a couple minutes and roughly 10 people filtered back into the meeting, which extended late into the night.

By the night’s end, Director Elizabeth Hanson announced she was resigning as board secretary, although not as a director. Comments sent to the board email about COVID-19 are often harsh, starkly polarized and flow in by the hundreds. For her mental and emotional health, she would not do it any longer, Hanson said.

Most condemn mask mandates The overwhelming majority of speakers during the Aug. 24 meeting urged the district to rescind its mask mandate for young students. They asked board members to change the district’s policy stating that its schools are bound to follow state and local health agencies.

The Tri-County Health Department, whose jurisdiction includes Douglas County as well as Adams and Arapahoe counties, issued a mask mandate that went into effect Aug. 23 requiring masks indoors among students at schools and daycares, ages 2 through 11. Staff who work with those children were included in the order.

communicable diseases. That requires the Douglas County district to follow the public health order, he said.

Students in preschool through sixth grade are required to wear masks indoors by the district, as are staff who work with them. All visitors must also mask in district buildings. Students in seventh grade or older are strongly encouraged to mask.

Wise said in the first few days of school a low percentage of students were voluntarily masking, but between 80% and 90% were as of Aug. 23 and 24.

Some parents accused the district of hiding behind public health officials. Mask mandates are an infringement on freedoms and the district has no place telling parents how to make personal health decisions, some speakers said.

District parent Hayley Benson said she was a triathlete and participant of the Pikes Peak Marathon. She said she knows firsthand the “highly detrimental effects of shortness of breath and operating at a lower oxygen level.” Daily mask mandates affect children’s breathing ability, she said.

“How can we expect our children to learn effectively when they have lower than usual oxygen levels?” she said.

Speakers criticized what they described as double standards — that Denver Broncos games and concert arenas fill with unmasked people, while age groups at less risk for COVID-19 are forced to mask.

Some told board members to provide peer-reviewed and randomized studies that show a mask mandate for children will be effective at containing the virus’s spread. Many argued that masks don’t work or are harmful for young children.

One woman asked if a majority of parents wanted masking, as supporters of a mandate suggested, why so few students voluntarily masked before the mandate began.

Roughly a dozen people at the meeting supported some level of mask requirements, if not for all students than for some age groups.

They worried about what lessons children will learn if parents encourage students against following district policy.

School settings in Douglas, Arapahoe and Adams counties saw 15 confirmed coronavirus outbreaks starting in August, according to the local public health agency that serves those counties.

“What we feared could happen is beginning to happen,” said John Douglas, executive director of TriCounty Health Department, during an Aug. 26 telephone town hall event.

In August, Tri-County Health Department issued an order that requires masks for all children ages 2 through 11 — and all the individuals working or interacting with those children — in all indoor school and childcare settings in the three counties.

Tri-County’s board of health approved the mask order on Aug. 17, and it took effect Aug. 23. Some school districts had implemented mask requirements before the or-

At the Aug. 26 telephone town hall event that heard callers’ questions about COVID-19, John Douglas, director of Tri-County Health, said: “Let me acknowledge that if you’re like me, you’re incredibly tired of having to continue dealing with the pandemic after now we’re getting close to 18 months.

“I hear this from folks in my community, I hear it from my staff, I hear it from my wife,” Douglas said. He added: “I think we’re all just deeply weary.”

The effects of the delta variant in the last two months have been a “head-snapping turnaround,” Douglas said.

But COVID-19 vaccines remain highly effective against the delta variant in preventing severe illness — meaning those that lead to hospitalizations or death, Douglas

Across the counties, officials have also seen 23 suspected outbreaks, said Becky O’Guin, spokesperson for Tri-County Health.

Of the total — confirmed and suspected — most are at K-12 settings, and one is from a childcare setting, O’Guin said.

Tri-County’s mask order met pushback from crowds at public meetings in August where local government bodies discussed mask policy. At press time, two of the counties in the health agency’s jurisdiction — Douglas and Adams — had already opted out of the order.

“While I am disappointed by that, I am pleased that many school districts, bolstered by our board of health” have acted to require masks, said Douglas, the health chief.

The policy is intended “to keep kids in class,” Douglas added. “If you get sick, you have to stay home.

If your class has an outbreak, it may need to be canceled.”

COVID-19 thus far has not made kids as sick as adults, but “we want to keep kids from transmitting COVID to their parents,” especially SEE OUTBREAKS, P5

said. The vaccines are 75% effective at preventing all infections in general, he added.

Hospitalizations across the state are rising, but “that’s almost all in unvaccinated people,” Douglas said.

Mellissa Sager, a Tri-County Health official, said that even though mask wearing isn’t being urged for outdoor events — such as at Denver Broncos games in Denver — it’s still a good idea to wear one in a crowded setting.

“Even out in the stadium, activities like shouting very loudly” can potentially spread COVID-19, Sager said during the virtual town hall event.

Despite the challenges in current COVID-19 data, “I think we’ve got the tools available” to reverse the trends, Douglas said.

Vaccines are the most important tool, but masks, good ventilation, spending time outdoors in the warm weather and getting tested when feeling sick also remain crucial, Douglas said.

“We are going to be able to get our lives more and more normal,” Douglas said. “I think our challenge now is using the tools and staying as positive as we can.”

For public and private schools, and childcare settings, Colorado’s updated definition of a confirmed outbreak is as follows: “Five or more cases of COVID-19, of which at least one case has had a positive molecular amplification test or antigen test, among students/teachers/staff from separate households with onset within 14 days in a single classroom/activity or other close contact in the school setting (including transportation to- from- school and affiliated events),” a state definitions sheet says.

The definitions sheet acknowledges the question of whether a case was exposed to COVID-19 elsewhere

in the community rather than at the facility listed with an outbreak.

“It is possible that a person may have been exposed elsewhere (and we can rarely prove where any individual was exposed with a personto-person pathogen), but when a person worked/lived/spent time in

Asked whether the public should interpret outbreaks in schools as

indicative of COVID-19 spread in the broader community or as more indicative of spread occurring within the schools themselves, O’Guin said it should be viewed as both.

“With high levels of community infection, like there is now, infection can get introduced into the school by students or staff — frequently. Full in-person classrooms, lots more physical interaction in classrooms (or) sports (or) extracurriculars can contribute to an infected student or staff then transmitting in (the) school setting,” O’Guin said.

“Given the length of time that students spend in school settings, often in close contact with others — many of whom are unvaccinated — schools remain a source of primary exposure concern. That’s why masking is important and why vaccination of 12-17 years old is important,” she added.

Red Rocks Amphitheatre receives a new roof

Red Rocks Amphitheatre received a new stage roof from GH Phipps in July of 2021. This new roof will .allow for more protection from the unpredictable Colorado weather.

Red Rocks’ original roof was built in 1988 and has since outlived its life expectancy. The stage renovations are a part of the Elevate Denver 10-

year bond program. The amphitheater is part of the Denver Mountain Parks system.

“It hasn’t been lost on our design and construction team that the greatest bands, musicians, and performers around the world want to perform at this famous venue, we just happen to be ‘performing’ as construction specialists,” said Kyle Casinelli, the project manager for the roof installation by GH Phipps.

“The new roof will provide a much more safe platform for stagehands and riggers while providing greater access and more space for more lights, camera, and sound via a cable-mesh system. It’s almost as if the stagehands will be able to walk-on-air, while greatly enhancing an already incredible entertainment experience.”

Several factors had to be considered when building the new roof. It

is built with more natural supplies and allows for five-times more rigging capacity along with the support of roughly 36,000 pounds of rigging equipment.

Castle Pines council candidates list finalized Incumbent mayor faces two challengers in November election

The slate of candidates for the Nov. 2 council election in Castle Pines is set for the mayoral race and council seats in Districts 1, 2 and 3.

In the mayoral race, incumbent mayor Tera Radloff will face two challengers.

Tracy Engerman, cur- Radloff rent District 3 councilmember, and David McEntire,

current president of the Castle Pines North Metro District, are challenging the mayor.

Radloff is in her first term as mayor. Prior to that, she served as a District 1 councilmember Engerman for two terms.

Engerman’s District 3 seat is not up for election in November. If Engerman wins the mayoral race, City Clerk Tobi Duffey said she will have to resign from her council seat.

If the seat is vacated, McEntire Duffey said, the council will have 90 days to appoint a replacement or call for a special election to fill it. Due to the cost of a special election, Duffey

said, the likely outcome would be the council will vote on a replacement to carry the seat through the 2023 election. Engerman’s current term expires in 2024.

If McEntire wins, the Castle Pines City Charter will require him to resign as president of the

metro district.

In District 1, Chris Eubanks is running unopposed. Duffey said current Mayor Pro Tem Melissa Coudeyras opted not to seek reelection.

In District 2, incumbent Ben Price will face challenger Chuck Lowen.

Lowen is the current director of the Castle Pines North Metro District.

Lowen and McEntire say they are running as a team in the election.

Like McEntire, if Lowen wins the council seat, he will have to resign as director of the metro district.

In District 3, incumbent Roger Hudson will face challenger Merri Sheh.

Mayor and council seats are fouryear terms in Castle Pines. There are three council districts with two members serving staggered terms from each district.

approved and whether official town codes and documents are consistent.

In a brief presentation, Director of Development Services Tara Vargish said in total there are eight planning documents that vary in scope but complement each other.

Some are town-wide in scope, and some are written specifically for downtown, she said. The documents address building style and design, historic preservation, mobility and parking and master and comprehensive planning.

Over the last year, Councilmember Caryn Johnson has brought up concerns that the documents contradict each other at times and can be inconsistent.

Looking at the past three decades for downtown oversight, Vargish said original regulations and codes were created in the 1990s. In 2003, a town-wide design guide was established.

Between 2006 and 2008, Vargish said there was a big push to evaluate downtown growth and development. This overhaul led to the creation of the downtown master plan, the Downtown Development Authority (DDA) and the Downtown Review Board (DRB). The Downtown Advisory Commission and a historic preservation plan were also created, she said.

In 2010, with downtown business owners agreeing to higher taxes, the Downtown Overlay District was established, Vargish said.

Between 2017 and 2019, Vargish said, updates were made to the town’s comprehensive master plan, and a downtown parking study was commissioned along with a mobility study.

In an update to the council, Public Works Director Dan Sailer said the town hired a third-party consulting firm to conduct the

traffic study. The first presentation is expected to be delivered to the council for comment in October. The final study is expected in November.

After discussion and receiving public comment from business owners and stakeholders representing downtown growth, the council considered two options to address the issues.

One choice was to go outside the town and hire a third-party consulting firm to review all town document pertaining to growth and development. The second choice would allow town staff to review the documents and recommend changes.

Mayor Pro Tem Kevin Bracken said he is not in favor of spending the money to hire an outside consultant when town staff is qualified to review the regulations and guidelines.

Johnson raised concerns that with Castle Rock growing quickly, the town’s development staff is already busy and does not need another major project.

Vargish said she believes town staff can take on the project, adding that if it becomes too much, a third-party consultant could be an alternative option.

When asked for his input, Town Manager David Corliss said he respects that Vargish believes she and her staff can follow council directives. Corliss said town staff will do whatever the council directs them to do in working to streamline all documents. The project at hand, Corliss said, is not to change the substance of city guidelines and regulations, but to organize them.

The benefit of hiring a thirdparty consultant, Corliss said, is it could provide an outside review of all eight documents.

After discussion, Johnson moved to hire the outside consulting firm.

The measure failed 4-3. Johnson and councilmembers Tim Dietz and Laura Cavey voted in favor. Bracken, Mayor Jason Gray and coun-

Wanting town staff to “take a swipe at it,” Gray motioned to keep the project in house, directing staff to look for discrepancies and inconsistencies in downtown development codes, documents, and policies.

The measure passed 6-1, with Cavey casting the lone vote against it.

No timeline was set for staff to present their findings to council. To officially change town code, staff recommendations would have to be approved by a majority vote of the council.

Two other departures Earlier in the year, two other longtime Tri-County Board of Health members representing Douglas County left their positions.

Paulette Joswick, who had been on the board since 2007, resigned in January, two years before her term would have ended. Joswick said that health concerns, negative attention from the public and mounting stress from holding the position during the COVID-19 pandemic all contributed to her decision to leave.

Joswick also said she had been contacted by county staff -- acting on behalf of the county commissioners -- and had conversations that she viewed as encouragement to resign.

Joswick had been the only representative from Douglas County to vote to approve a mask mandate in July 2020. A member of the public had also submitted a letter to the county about Joswick, saying she overheard the board member being critical of the commissioners during a Castle Rock crochet class.

In April, the commissioners fired Marsha Jaroch, who had been a board of health representative for the county since 2015.

In their termination letter, commissioners cited an October 2020 letter to the editor in the Douglas County News-Press as the reason for her firing.

The letter to the editor was signed by Jaroch and Joswick and it urged the community to voice support for Douglas County remaining with Tri-County Health.

The commissioners had submitted a letter to Tri-County in July 2020 stating that the county would be separating from the health department in a year. Commissioners later walked back that decision and decided to remain with the agency until at least 2023 after negotiating a deal to hold more local control over public health orders.

The county is expected to consider how to fill Nannestad’s position within the next week.

“We greatly appreciate Mr. Nannestad’s service on the TriCounty Board of Health,” according to a county statement released through a spokesperson.

County public health advisory committee has first meeting Group considering multiple options as it looks toward future

A group of Douglas County residents selected to help the community decide what its future with public health will look like had their first meeting Aug. 25.

The 11-member Public Health Advisory Committee will have until early November to consider all the possible options for public health in the county and will then give an initial recommendation to the county commissioners.

“You have a tall order in front of you,” Commissioner Lora Thomas said to the committee at the start of the meeting.

Thomas added that the county has been considering forming its own health department for a few years.

“Part of our community is really excited about that opportunity and part of our community is really angry at us,” she said.

In July 2020, the Douglas County commissioners sent notice to the Tri-County Health Department that they would be leaving the department in the next year. A few months later, however, the commissioners announced they would remain with the department until at least 2023 following an agreement that gave them more control over public health orders.

Tri-County serves Adams, Arapahoe and Douglas counties.

Following introductions from all the committee members, Deputy County Manager Barbara Drake provided an overview of the county staff’s work on this topic and discussed administrative decisions for the committee.

Committee members Kevin Bracken, a Castle Rock Town Council member, and Luke Niforatos, an executive as a national political organization focused on marijuana policies, were selected as chair and vice chair, respectively.

Health Management Associates, a consulting firm hired by the county to aid in the process, also gave a presentation during the meeting in which they discussed the steps and timeline of

their work. HMA is conducting a Community Health Assessment and creating a Public Health Improvement Plan for the county, two things that must be completed for the county to form its own health department. The county also hopes that these assessments will help in the decision-making process about the future of public health.

One step in this process will be a community survey intended to assess community members’ perspectives, attitudes and feelings around public health. That survey opened Aug. 30 and was set to close on Sept. 7. The survey was expected to be available under the “spotlight” section of the county’s website at www.douglas.co.us.

Several committee members expressed concerns about the survey during the meeting, including worries that it wouldn’t reach enough people or be truly representative of the whole community.

Drake and HMA responded that they had several approaches to help the survey gain a wide reach and that it wouldn’t be the only measure of community viewpoints. They also plan to conduct

several community input meetings in areas such as Highlands Ranch, Larkspur, Roxborough Park, Castle Rock and Parker.

The committee will consider several options for the future of public health in the county including county-run services and outsourced services from either Tri-County or private companies, Drake said. Drake also spoke about the county’s interest in joining a possible future health department with the county’s mental health initiative.

If the commissioners decide to no longer be part of Tri-County, they are required to notify the health department by the end of this year.

While the committee is asked to provide an initial recommendation by early November, it will continue to meet and work on the topic after that, Drake said.

The committee’s meetings, which are open to the public virtually and in person, are twice a month on Thursdays from 4 to 6 p.m. A full schedule of the meetings, including locations and dates, is available at douglas. co.us/public-health-advisorycommittee.

Students protest Valor Christian policies School defends decision as coaches say they were forced out for being gay

After a former volleyball coach said Valor Christian High School forced him to quit for being gay last week, students held a protest and a second coach said she too was forced out.

In a social media post on Aug. 21, former girls’ volleyball coach Inoke Tonga said instead of moving forward with his second season of coaching, he quit after officials at the Christian school said he either had to denounce being gay or leave.

Tonga said he could not meet the terms the school required, opting to quit.

A second coach, Lauren Benner, spoke out on social media and through local news stations, saying she was pushed out of her job as lacrosse coach after admitting she is a lesbian in 2020.

Nancy Columbia, the school communications and marketing coordinator, said that when Tonga was hired he signed an agreement to follow school policies at the religious institution. The school did not answer a request for comment regarding Benner’s claims.

Students, parents and alumni joined forces to voice opposition to Valor High School’s treatment of the LGBQT community.

Columbia said while the school agreed to mutually part ways with Tonga, they do have issues with his account of the Aug. 19 events where the school pastor and athletic director questioned him about his sexuality.

On Aug. 24, about 50 students, alumni and parents participated in a protest/walkout organized by Valor Christian junior Lucy Sarkissian.

Sarkissian notified students to

walk out at 1:40 p.m. in support of Inoke and against the school’s hiring policies.

After the protest, Sarkissian said Valor Christian does not just discriminate against teachers and staff over sexuality. They also discriminate against students who identify as gay, lesbian or transgender, she said.

Sarkissian said the treatment of Tonga should not be OK at a Christian institution.

“I always go back and forth on faith,” she said. “God teaches us to love and not behave like this. We are created by the love of God. This is truly an un-Christlike thing to do.

To say he is a danger to students is ridiculous.”

As the topic of hiring practices based on sexuality remains a source of controversy and debate in the U.S., courts have consistently ruled with the church.

Last year, in a 7-2 vote, the U.S. Supreme Court ruled that religious institutions have authority under the First Amendment to make employment decisions consistent with their religious beliefs for employees who serve a religious function even if the employees do not hold ministerial titles.

In the 2020 case, Our Lady of Guadalupe School vs. MorrisseyBerru, the majority of justices ruled based on a similar Supreme Court decision brought in 2012 by Catholic schools seeking an employment exemption.

Nearly 100 vaccinated at Castle Rock clinic Statewide effort to educate Latinos, increase vaccinations continues

Nearly 100 people turned out for the special vaccine clinic at Dos Amigos restaurant in Castle Rock on Aug. 26. The clinic was part of the continued efforts of Julissa Soto, who is working to educate the Latino community and encourage more people to get the COVID-19 vaccination.

Calling it Vaccine Sundays, Soto’s strategy is to attend local churches to educate the community and recruit people to come to organized clinics. After making the rounds in Castle Rock, Soto said 96 people came to last week’s clinic.

“It is an honor to see how a diverse community of Castle Rock responded effectively to our Equity Vaccine Clinic,” Soto said.

Soto, a bilingual health equity consultant, said she believes more education needs to be out there to encourage residents, especially Latinos, to get vaccinated.

Soto teaches infection control strategies during Mass, like reminding people to stay home if they feel ill or are starting to feel ill. She also posts fliers and reminders of healthful habits, including “cover your cough” and “stop the spread of COVID-19.” Soto disseminates information

VOICES Rules and roles in an ever-changing game

f the game itself isn’t changing, the rules often do. Sometimes, any change to the rules could make the game harder to play and challenging to follow. We see penalties assessed and wonder why.

Or we see very clear infractions, with no penalty called.

There are the games, and then there is gamesmanship, and the difference between the two will often determine the outcome. Some of us love games, many referring to ourselves as “Gamers.” And then there are those who prefer some other type of entertainment or activity, the “non-Gamers.”

There are some games where the rules have remained hard and fast since the game was invented. And then there are those other games being played where the rules change every so often. In the interest of creating a better experience, the rules change so that the game becomes faster, more exciting, or more challenging, all to generate greater interest. The rules of the game may also change as technology advances. When this happens the powers that be try and level the playing field by changing the rules.

Although many of us have learned to gamify our work and our activities so that we can stay interested, stretch ourselves, and perform at a higher level, not everyone looks at life as a game. And with everything that is Michael Norton happening in the world right now, it is easy to understand why.

There are very real, hard, and painful situations and events taking place right now. Whether we are a “gamer” or not, somehow, we are caught up in the game and the gamesmanship of others. Directly or indirectly, we find ourselves in the position of spectator, fan, player, coach, owner, or official.

If we choose to remain on the sidelines as a spectator or fan, we will root for our team. We may even criticize the players, management, and ownership for poor decisions and planning or terrible execution.

It’s super easy to second guess others when we stand in the shadows.

The hardest role is that of being the official. This means we stay current with the game and the changes to any rules. We have the difficult task of letting others know when they have crossed the line.

We assess the penalties. And when we miss something as the official, everyone turns on us, the fans, players, coaches, and owners.

We don’t vote and then complain about who won the election. We watch with heartache the events happening in our community or around the world, but don’t take any action to help. We have decided to be a spectator and life is not a spectator sport.

Being so moved that we find a way to get into the game means that we have decided to be a player.

We are no longer comfortable merely watching, we recognize that we have a heart for service and that we have the talents and resources to help.

decision not to reprimand children and families who don’t wear a mask.

The district’s principals are instead working with families individually if a child that does not have a qualified exemption to the policy does not mask.

Heather Angell said she teaches her children that “we mask to show kindness to others.”

Statewide, a new poll of 516 Colorado parents of K-12 students, conducted Aug. 9-16 by political polling agency Magellan Strategies, found a sharp split on the issue of school mask mandates, with 50% opposed to requiring masks in schools and 48% in favor of mask rules, a spread within the poll’s margin of error.

Public health officials speak Tri-County Health Executive Director John Douglas spoke remotely to address the agency’s reasons for its health order and why public health officials are still pursuing estrategies like mask mandates.

“None of us wanted to be here. We thought we were going to be getting independent by the 4th of July,” he said.

But not enough people are vaccinated and people under 12 years old still aren’t eligible, he said.

The delta variant of the coronavirus is twice as transmissible and some studies indicate it’s more severe, Douglas said. All of Colorado and all metro area counties are seeing case rates “go up dramatically.”

Douglas County saw COVID-19 case rates rise 57% in the past week and 84% in the past two weeks.

Case rates per 100,000 “are now the highest in 5- to 10-year-olds in any age groups.” The weekly rate is 350 cases per 100,000 for that age group, he said.

“It’s the highest case rate we’ve measured in 5- to 10-year-olds in Douglas County since the beginning of the pandemic. This is not like back to the bad days of last winter.

This is worse in terms of cases in our kids,” he said.

Viral load in a vaccinated person who contracts delta “is just as high” as in an unvaccinated person, Douglas said, calling that research finding “a huge shock.”

Although the virus is typically milder for young children, baseline severity is increasing with a more severe variant circulating, he said.

Louisiana, Mississippi and Florida are seeing pediatric intensive care units fill up, he said.

Children can get infected in schools, spread the virus more than previously thought and could expose vulnerable family members, Douglas said. The “north star” in their decision-making is keeping children in in-person learning, he said.

Douglas said schools need to watch case rates among students and the general community going forward. They have to watch severity — hospitalization rates and hospital capacity — and if vaccination rates continue increasing.

“We would love for just strong encouragement and people doing the right thing to be enough, but we weren’t seeing it and we thought the stakes were high enough that when we got encouraged by the (federal

Centers for Disease Control and Prevention) and our local chapter of (American Academy of Pediatrics, or AAP) to take things seriously, we thought it was time to act,” Douglas said.

Dr. Larry Schwartz spoke on behalf of the AAP Colorado Chapter.

He works in pediatric anesthesiology and pediatric critical care.

“The delta variant is taking away the protection that children seemed to have had in the first year of this pandemic and children are showing up in the hospital,” he said. “Including here in Colorado and certainly around the country.”

Schwartz also addressed mask efficacy. “There is a lot of data” looking at how particles filter through masks, he said, both lab studies and population observations.

“It is clear” that masks of any kind decrease the transmission of the droplets of aerosol particles that carry the virus, he said. People often quote two studies from Denmark in their arguments against masks, Schwartz said.

“It has to be remembered that one of those studies has no control group, the other had a very small population group,” he said. “When you’re looking at studies you have to look at how these things are created.

How they’re put together. They’re not all created the same.”

Many in the crowd rebuked Schwartz when he said there is some evidence to show masks reduce anxiety in children because they offer a sense of control. Multiple people during public comment said masks are contributing to the mental health crisis among young people.

“There is no evidence that masks contribute to any detriment of physical or emotional health in the children,” Schwartz said.

One woman disputed Schwartz’s comments and said masks contributed to her teenager’s suicidality.

Factors contributing to mental health concerns among children are a loss of routine, concern for theirs or their parents’ health and isolation from not being in school, Schwartz said.

The men’s remarks did little to sway a crowd, who called them biased doctors. Audience members said directors had cherry-picked public health officials who agreed with them. One man who said he

had a background working at a children’s hospital called Schwartz unqualified because he was not an epidemiologist.

‘Go back to parental choice’ The meeting followed protests that gathered hundreds early in the week. One took place on Aug. 23, the

morning the mandate went into effect, and another shortly before the Aug. 24 board meeting.

Protester Richard Hern called masking one of the most pressing issues in schools, although it was not the only reason he joined the Aug. 24 rally. He worries about the loss of nonverbal communication and learning if children must mask, he said.

“I would like to go back to parental choice,” he said.

Holtzmann, the director whose comments led to the sudden break late in the meeting, finished her comments after directors returned to complete the meeting.

She pointed back to rising case rates in children and Schwartz’ comments that masks stifle children’s anxiety by providing control.

At the meeting’s close, she added that freedom to make personal choices stops when those decisions infringe on another person’s rights, comparing COVID public health measures to laws against drunk driving and peanut bans in schools.

“If wearing masks was only about protecting one’s own health, arguments about protecting freedom might hold more weight,” she said.

TURNING Book clubs provide outlet for socializing, learning, growing

ive women gathered in the Evergreen Library community room recently to discuss why, in this case, they didn’t like the book of the month.

No one had much to say that was favorable about the book, “Tangerine: A Novel” by Christine Mangan, and they noted that was rare.

Usually, they have mixed reactions to the plot, character development, scene-setting, writing and more, and the diverse views make for better discussion.

The women are part of the Second Chance Book Group at Evergreen Library, one of the hundreds of book clubs in the metro area and throughout the country.

Libraries, bookstores and anyone who wants to organize a group can get into the book club spirit.

Whatever the reason, book clubs for all ages have become popular — both in-person and via video conferencing. Book lovers are thrilled that reading is fashionable, though they note that in-person book clubs are just restarting after being halted thanks to the pandemic.

“We used to have 12 to 14 people in a book group before the pandemic,” Pam Bestall, who leads the Evergreen Library’s book groups, said. “Now I’m thrilled with six.”

Community, expanding horizons According to Cindy Jaye, programming manager for Jefferson County Public Library, book clubs create community and expand people’s reading horizons.

“Oftentimes, it’s a great way to get to know people in your neighborhood,” Jaye said, “and we all need community.”

Arra Katona, JCPL’s teen services coordinator, agreed. “(Book clubs) foster community for people with common interests,” she said. “They develop a way to deal with conflict because they have differing opinions (about the book). They learn to resolve those differences and how to keep connections with those who share or don’t share their perspective.”

Facilitators and librarians agree that book clubs can expand the types of books people will read.

“In book clubs, you get to read something you might not normally read,” Jaye said. “It’s a way to learn new things and provides you with an excuse to read something

out of your comfort zone. It’s good for you and fun, and it keeps brains active.”

Bestall says her book club members help choose the books they want to read throughout the year, mixing fiction, nonfiction, biography and sometimes young adult fiction.

Better world Reading books critically is so important, Jaye said.

“The more readers we have in the world, the better the world is,” she explained.

Kerri Morgan, the special events manager for Douglas County Libraries, oversees the Great Books program, a book club that can be found in many libraries nationwide. The program has adults reading the classics and discussing them — something they likely haven’t done since they were in school.

“There’s not really a format or outlet for adults to do that once you get out of an academic stetting,” Morgan said. “Great Books is replicating an academic setting, but it’s less formal.”

Morgan explained that if she’s reading a book for pleasure, she reads quickly without retaining much. Reading for a book club is different.

“With book clubs, you’re reading for retention, you read slower and more closely,” she said. “(Book clubs) change how people interact with literature. It changes how you reflect on those pieces of literature because you’re being forced to read a little more deeply.”

Getting started Book clubs come in all shapes and sizes, so to speak, from superacademic to one genre to one author and more. Most libraries offer at least one book club, plus there are book clubs organized by neighborhoods or by friends.

Morgan, for example, belongs to a book club in which members go for a run, and to slow the pace, they discuss a book along the way.

She also belongs to a Zoom book club and another that has been meeting for 10 years.

It’s a matter of deciding the kind of club you want to join and the types of books you want to read.

Area libraries provide book-club descriptions, and most meet monthly.

club, many libraries offer bookclub kits with copies of the book and discussion guides — a “super easy way to organize a book club,” Jaye said. Jefferson County Public Library, for example, has bookclub kits for 325 books.

Jaye advised people wanting to start book clubs to make decisions on what kind of club they want to start, and then everything becomes easier. She also suggested selecting books that have something “discussion-worthy” about them.

Morgan suggested finding book club members with different life experiences because they bring more to the table during discussions.

“Choose folks who will be comfortable sharing feeling and ideas,” Morgan said. “Sometimes it takes time to build that level of comfort to build those deep discussions.”

Different perspectives At the Second Chance Book Club in Evergreen, Bestall, who has been facilitating book clubs

for four years, said she sees more women than men getting involved.

While most of the participants are older, everyone is welcome, noting that younger participants bring a different perspective.

As they were discussing “Tangerine,” they decided it was a quick read, though it might make a better movie. They said it was a mystery to them why the book was classified as a mystery.

They brought their own anecdotes to the discussion, relating personally to parts of the plot.

“What I like about the library book club,” said Joyce Jefson of Evergreen, “is you get so many different perspectives. I have changed my opinion after hearing other perspectives.”

Bestall said as a facilitator, she was not deterred by conflict.

“Sometimes you leave book club without agreeing with other people, but you understand their point of view,” she said.

Jefson added: “If you don’t read people who disagree with you, how do you understand other points of view?”

Art on the Green returns for second year

Curtis Center for the Arts is located in a historic school at 2349 E. Orchard Road in Greenwood Village and a focus point for south area arts.

Last year, director Chris Stevens started a new event: “Art on the Green,” which will repeat on Sept.

11 and 12 in Curtis Park, just west of the center, from 10 a.m. to 5 p.m. both days.

About 80 to 90 Colorado artists are expected to exhibit and sell their works from booths that will be spaced apart to ensure safe social distancing for visiting art lovers.

This juried art fair is a fine addition to the opportunities to enjoy, and perhaps purchase, art in our south area.

One can expect to find oil and watercolor paintings, drawings, prints, textiles and more and can plan to

spend a nice stretch of time onsite.

There will also be food trucks and local musicians at Curtis Park.

A bus will offer a ride to the Women of Steel Street Studio Tour: in-home studios, with work by Greenwood Village resident artists — and a return to the Art on the Green site.

In 2014, a group of artists located in Greenwood Village, learned they had four studios near each other and agreed to collaborate on same-day open houses — an event now combined with the Art on the Green. Buses will carry visitors to the site and back to open houses at six studios, with works by 10 artists.

The City of Greenwood Village Cultural Arts Program has partnered with those artists for an event that would celebrate their work, opening studios for a day, with golf carts shuttling guests on the dirt

roads. They will also be open from 10 a.m. to 5 p.m. both days.

Included: Amy Mower, jewelry artist; Connie Dines, photographer; Jennifer Freeman, painter; Joellyn Duesberry, painter; and Tina Suszynski, sculptor.

Return to Art on the Green at Curtis Park, sip a cool beverage and look some more. This fair was first organized last year by Curtis Center manager/curator Chris Stevens and some area artists and has grown.

Curtis School, a red brick schoolhouse with a central bell tower, which houses the gallery, was built in 1914 as a school and meeting hall.

It was moved about 300 feet to its present location in 1987, when it was renovated for use as “a community art and history center” and listed on the National Register of Historic Places in 1992.

The gallery celebrates artists from

across the state.

Starting Sept. 4, it will host a new exhibit by members of the Colorado Watercolor Society: “Exploration in Watermedia,” through Oct. 30, with an opening reception from 6 to 8 p.m. on Sept. 4. Karen Roehl a painter who is on the faculty of the Denver Art Students League, is named juror for this exhibit.

Zien said Wakefield is a hero who protected his child.

“He is a dad who did something extraordinary,” he said. “He did what we are all about as fathers.”

Because GoFundMe has restrictions and time limits on when funds can be accessed, the Dads of Castle Rock created a Venmo account to allow family access immediately.

Within a day, the local commu-

nity raised more than $40,000. Zien said the response from Castle Rock has been amazing.

“So many of us may not know Dustin, but he was a member of our community,” Zien said. “He is a dad with a young wife and was just starting to make a mark on this world. We are humbled and proud to have people who are so compassionate and loving in Castle Rock.”

As Dustin’s friends and family try to make sense of his death, his uncle Michael Wakefield called him a hero. On social media, Michael said he is proud that Dustin

did what most fathers would do in trying to protect his son.

In the days following Dustin’s death, family and friends described a loving father who wad dedicated to his church, dedicated to his family, and loved making music.

Following the news of Dustin’s death, the Castle Rock community immediately stepped up to help the Wakefield family.

Michael created a GoFundMe account in Dustin’s honor. As the tragedy received national attention, the fund raised more than $200,000 in 24 hours.

Judge denied bail for alleged gunman who claimed to be intoxicated

Tamarius Blair Davis Jr., 22, has been charged with second-degree murder and attempted second-degree murder following the death of Dustin Wakefield, a 21-year-old Castle Rock father.

Wakefield was on vacation with his family in Florida when Davis allegedly shot him around 6:30 p.m. on Aug. 24.

Police and family members say Wakefield died while protecting his 1-year-old son. According to the affidavit provided by the Miami Police Department, Davis, suspected of being high on mushrooms, went into the restaurant, La Cerveceria, and picked Wakefield at random.

Davis allegedly pointed the gun at Wakefield’s 1-year-old son.

When Wakefield stood between his son and Davis, he was shot multiple times. Police said Wakefield was taken to a nearby hospital where he was pronounced dead.

Following the shooting, a video shows Davis dancing outside of the restaurant. He then ran into a nearby alley got down on the pavement, following police commands.

As police handcuffed Davis, he could be heard saying, “I did it. I did it.”

After being taken into custody, Miami police said, Davis waived his constitutional rights and confessed to shooting Wakefield and shooting at another bystander who was not injured.

“The defendant stated he was high on mushrooms, which made him feel empowered,” the police report said. “The defendant continued by saying he randomly chose two men to shoot at.”

On Aug. 25, during his initial court appearance, Davis asked Judge Mindy Glazer, of the Florida 11th Circuit Court, about bond.

Judge Glazer replied, “There is no bond. You shot and killed someone in cold blood.”

1st, 6th grades have COVID outbreak at STEM

Douglas County Schools updates medical cannabis policy New state law required districts to allow staff administration

The Douglas County School District will now allow employees to administer medical cannabis to students who rely on it.

Gov. Jared Polis in May signed a law that required Colorado school districts to adopt policies providing for the safe storage of non-smokable medical cannabis in schools.

Districts must allow staff to volunteer and administer medical cannabis and must also shield employees from retaliation whether they do or do not volunteer.

The Douglas County School Board updated the district’s medical cannabis policy in accordance with that law on Aug. 10.

“With that we have a policy that has been significantly revised to align with state

statute,” board President David Ray said.

Previously, the district allowed primary caregivers to come to school and administer medical cannabis to students, but not staff. Students could not store their medical cannabis on school grounds either.

Under the new law, students must provide materials such as administration instructions from a recommending physician and a written treatment plan signed by the school principal.

DCSD’s General Counsel Mary Kay Klimesh said Superintendent Corey Wise would adopt an implementation policy, or a regulatory policy, following the board’s vote. The implementation plan would be part of the superintendent’s policies that outlines how schools should set up plans for medical cannabis storage and administration.

“A form that will guide the administration through the appropriate decision-making process along with the parent/ guardian in making those decisions,” she said.

Five confirmed cases require quarantine in new school year

Two grades at STEM School Highlands Ranch were switched to remote learning on Aug. 20 after a COVID outbreak in the first week of classes.

At press time, Nicole Bostel, the charter school’s director of communications, said first-grade class were expected to return to in-person learning on Aug. 30. Sixth-graders were to return Aug. 31.

Bostel said the decision to quarantine an entire grade level is determined in partnership with the Colorado Department of Public Health and Environment (CDPHE). Having five students with presumed/positive cases of COVID is the threshold to require quarantine, she said. Single cases will not result in a full grade quarantine this year.

“We are not handling quarantines the same way as we did last year, since we are back just about 100% in person,” Bostel said. “We notify grade levels when there is a positive case and let them know that their student

may have been exposed. The parents are then asked to monitor for symptoms and to keep home if students are sick.”

According to what Bostel referred to as STEM’s “COVID Hub,” the school has updated notification practices this year in accordance with policy updates from the Douglas County School District.

According to the Hub, when the school is notified through a parent or family member that a student has tested positive for COVID-19, STEM sends a notification to parents in that class.

Elementary families receive a gradelevel notification indicating that a student in a specific grade has tested positive.

Secondary families receive a gradelevel notification, as well as information on the class schedule for the last day that the COVID-positive student was at STEM. According to the information hub, in the 2021-22 school year STEM will not be conducting contact tracing and will not be requiring quarantining, other than the COVID-positive student/staff member.The school will only switch to remote learning in a grade if five or more students test positive, Bostel said.

Parker crosstown rivals’ game goes 42-0 Season opener turns into romp for fifth-ranked Legend

Legend High School running back Bryce Vaz had a good game with 235 all-purpose yards but was quick to point out that he couldn’t do it by himself.

Vaz, a 5-10, 180-pound senior, was one of the Titans’ offensive stars in a 42-0 romp over Parker rival Ponderosa High in the Aug. 27 season opener at EchoPark Automotive Stadium in Parker.

“I wouldn’t be able to do it unless the line of scrimmage is pushed, that’s the most important part,” said Vaz, whose speed and quickness was evident. “I’m really thanking my line and quarterback for getting me the ball out there.

“The team played amazing offensively and defensively. Our defense looked amazing, great on the run stop and we’ve improved on our pass defense from last year. We’re just looking real good all around.

For sure I’m looking forward to this season. We’ve got great players on this team.”

Legend, ranked fifth in the preseason CHSAANow.com Class 5A rankings, notched its third straight win over the Class 4A Mustangs, but the Titans’ previous two victories came by only seven and three points.

Monte Thelen. “We made a number of mistakes. We also made a number of plays that helped us win the game. We have a lot of respect for Ponderosa. It kind of went south on them a little bit. They’ll play much better throughout the year.”

Legend wound up with 465 yards of total offense with Vaz rushing for 187 yards and a TD. He also caught six passes for 48 yards.

Legend quarterback Colton Warner completed 18 of 26 passes for 247 yards and four touchdowns. He threw one interception.

Senior Jackson Brush also caught

six of Warner’s passes for 102 yards and three scores.

Legend helped themselves with big plays.

Brush had a 48-yard TD reception, Maddux Stahl had a 56-yard TD catch and Nate Smith returned one of four Titan interceptions 40 yards for a TD. Legend’s defense was solid. Mello Castro and Zach Runyon each had seven tackles. Runyon also had three sacks and blocked a Pondo field goal attempt. Smith, Alex Trujillo, Logan Braegger and Jason Anderson had the interceptions.

“Our defense played pretty well,” said Thelen.

“For the last three weeks of camp our defense has been taking it to our offense a little bit. Our offense felt great to go play against someone else.”

Pondo coach Jaron Cohen believes the Mustangs will improve despite playing two more Class 5A teams during the non-league schedule.

“They (Legend) played really well on both sides of the ball and they had some explosive plays on offense which always hurts you,” he said.

“They had kids make plays and we made a lot of mistakes. We’ll get better.

“We play a very hard non-league schedule. We do that on purpose and we play in the hardest league in 4A. We want to get better. We’ll get better and learn from this.”

All fall high school fall sports got into action with the start of the football season.

The following is a highlight roundup from scores and details reported of a few of the games/matches involving Douglas and Arapahoe County schools held between Aug. 23-28.

Football Cherry Creek 42, Doherty 0 — The two-time defending 5A state champions scored all its points in the first half in an Aug. 27 road victory. It was the 23rd consecutive win for the Bruins.

Littleton 48, Lincoln 0 — Junior Brycen Mhlanga averaged 17.3 yards per carry when he rushed for 190 yards and five touchdowns on 11 carries as the Lions snapped a 29-game losing streak with a win on Aug. 27.

It was the first victory for Littleton since a 27-12 triumph over Palmer on Oct. 12, 2017.

Valor Christian 24, Regis Jesuit 6 — Senior Gavin Sawchuk rushed for 154 yards and one TD in an Aug. 27 win. Seniors Jordan Norwood and Cayden Hawkins each had eight tackles for the Eagles defense.

Castle View 27, Heritage 0 — The Sabercats won their first game in five meetings against the Eagles on Aug. 27.

Chaparral 35, Eaglecrest 21 — Senior Kylan Wilson had a big night in the Wolverines’ season-opening win on Aug. 26. He had 317 total yards, 186 and four touchdowns passing and 131 yards rushing. He also had a 30-yard kickoff return and punted five times for an average of 45.4 yards per kick.

Mountain Vista 17, Poudre 0 — Freshman Carter Daniels had 101 yards and the Golden Eagles rushed for 287 yards in an Aug. 26 win.

Rock Canyon 35, Horizon 21 — Junior Aidan Duda rushed for 127 yards and two touchdowns plus he also intercepted a pass in an Aug. 26 victory.

Fruita Monument 42, Highlands Ranch 17 — The Falcons passed for

314 yards but had only minus one yard rushing in a road loss on Aug. 27.

Boys golf Rock Canyon wins — Senior Zach Lipfield carded a 1-under-par 71 to help Rock Canyon win the third Continental League tournament on Aug. 23 at Lone Tree Golf Club. The Jaguars finished with a score of 308 to edge second-place Highlands Ranch at 310.

Kadet Invitational — Arapahoe captured the team title with a score of 217 at the Kadet Invitational played Aug. 23 on the Blue course at Eisenhower Golf Club. Arapahoe’s Matthew Wilkinson had a 4-underpar 68 to take medalist honors.

Arapahoe on top — Wilkinson had an 8-under-par 64 to pace Arapahoe to victory in the Centennial League’s third tournament of the season on Aug. 24 at Aurora Hills golf course. The Warriors finished with a team score of 273, with Cherry Creek coming in second at 290. There were seven players that finished under par including Arapahoe’s Grant Juergens with a 66, Charlie Flaxbeard of Cherry Creek at 69 and Max Zadvorny of Arapa-

hoe with a 71.

Softball Rock Canyon 1, Cherry Creek 0 — Junior Rachel Cook and senior Campbell Coddington combined to pitch a no-hitter in a win on Aug. 24.

Cook pitched 4.1 innings and Coddington, who had two hits and a run batted in, hurled 2.2 innings.

Legend 13, Legacy 10 — Senior Hannah Coates went 3-for-3 with two home runs and six RBI and junior teammate Emma Harrington also went 3-for-3 with two homers and four RBI in an Aug.23 game.

Castle View 4, Grandview 2 — Sophomore Bree Robles went 2-for-3, scored a run and had two RBI on Aug. 23 when the Sabercats scored three times in the bottom of the sixth to pull out the victory. Castle View was down 6-0 after two innings in an Aug. 25 contest against Wheat Ridge but rallied for a 10-6 victory as Robles had three hits and three RBI. The Falcons committed nine errors in a 13-12 loss to Dakota Ridge on Aug. 27 in a game in which Celie Page had three of Highland Ranch’s 12 hits.

Soccer Cherry Creek 3, Rock Canyon 1 — Senior Macklin Riley scored twice to help the Bruins opened the season on Aug. 24 with a victory. Mason Mcgaffin tallied the Jaguars’ goal.

ThunderRidge 2, Palmer Ridge 1 — Senior Arnel Hodzic got the gamewinning goal in the second half of the Aug. 24 triumph. Ryan Vogler scored the first Grizzlies’ goal.

According to CDPHE guidelines, Colorado has moved from an individual casebased response strategy to a transmission mitigation strategy, where instead of quarantining students and staff after individual exposures, the risk of the whole school community, including the risk of interruptions to learning, is considered.

CDPHE is placing a priority on inperson learning in the new school year.

To avoid disrupting in-person learning wherever possible, CDPHE is recommending reduced incidences of quarantine in schools and child care.

STEM follows policies set by the Douglas County School District, which can change as cases increase.

Metropolitan Districts
