As the Castle Rock Town Council debates various options about how to pay for continued growth, projects continue to pile up. With a growing population of more than 75,000, making Castle Rock the 15th-largest municipality in Colorado, commercial and residential projects are moving ahead. Director of Development Services Tara Vargish updated the council on several ongoing projects, including the Canyon South annexation, Miller’s Landing rezoning and the multi-family Promenade project. Vargish said some projects are moving to the final stages while others are just beginning. Fire Chief Norris Croom said growth concerns him. Fire department staffing levels are meeting current standards, but Croom said the Canyon South annexation proposal is a good example of more land coming into town limits, pushing the department to its limits. proposed for annexation is located north and east of Founders Parkway, north of Crimson Sky Drive and Spanish Oaks Trail, and west of Castle Oaks Drive. The proposed development consists of 474 singlefamily detached homes, a neighborhood retail center, parks and miles of trails. Over half of the property would be zoned as open space. The annexation plan is in the eligibility process and has not been officially approved by town council. Promenade Apartments: The Planning Commission is expected to review the site development plan for the Promenade Apartments on July 22. Council is expected to vote on the project on Aug. 17. The project is located inside Promenade at Castle Rock shopping center, south of La Loma and west of Sam’s Club along Promenade Parkway. Forum Investment Group is proposing a

multi-family residential project, consisting of four buildings, each of which would be four to five stories tall with a total of 300 apartments across all buildings. Miller’s Landing rezoning: Miller’s Landing is a 48-acre parcel located northwest of the Interstate 25 and Plum Creek Parkway interchange. This property is currently zoned as an Interchange Overlay Planned Development, which prohibits residential use. The rezoning proposal is asking the town to allow residential use. If approved, the amendment would allow 900 dwelling units, and 460,000 square feet of retail space. The project is still going through the town’s eligibility process and has not been discussed by council. Other ongoing projects include:

Castle Rock’s Design Review Board is “broken,” with major projects being approved without deep discussion and consideration, Jeremy Begley said as he quit the panel. In a lengthy letter to the Castle Rock Town Council, Begley said with every project, DRB members rely solely on what town staff members recommend, serving as only a secondary check for municipal code without any further deliberation. “If this is the primary purpose, then I see no real need to even have a board if we are treating our duties as simply robotic,” he said. Begley, a professional engineer and member of the town’s Planning Commission, said when major projects such as The View and Encore come before the DRB, it should not just be about going through the motions for approval. “I have been very disappointed to see the lack of discussion that occurs during these meetings regarding these downtown documents, especially on the larger projects,” he said. “What I ended up seeing was this type of discussion was essentially discouraged and even stated by some members as getting outside the purview.”
