Manager paints optimistic view in State of the City presentation

If there were underlying themes to Brighton’s annual State of the City address, they were optimism and gratitude.

City manager Jane Bais DiSessa delivered the address earlier this month.

“We started this year with hope.

The first COVID vaccines were under way,” she said. “This glimmer of hope came after months of uncertainty. COVID didn’t discriminate. Brighton’s own police chief, Paul Southard, battled the virus for several weeks on a ventilator. He was fighting for his life. We are very fortunate to have him back.”

DiSessa touched on the personal toll from the virus. More than 130 residents died. She also touched on the impacts on business and the city’s response. The city set aside

“They made a pact. If the young man behaved, they’d return and go on a bike ride with him,” DiSessa said in her remarks. “The young man exceeded expectations, and they took him on a bike ride and ate lunch with him. That warms my heart, knowing we are keeping an eye out for the well-being of others.

Brighton City Council put $500,000 in this year’s budget for COVID response issues.

“This, alongside future funding from the state and federal government, will support our efforts to get a healthy economy in this community back on track,” she said.

Many of last year’s cancellations are returning this year, such as the use of the Oasis waterpark, the gradual reopening of the Eagle View Adult Center and Summerfest. This year’s Christmas event will include a plastic tree in the new Founders

Plaza. Last spring’s derecho wiped out several trees in town, including the Christmas tree outside Historic City Hall. DiSessa said several tree planting events will take place to replace the lost trees.

DiSessa credited council with taking a step forward in long- and short-term strategies. It added sustainability to a list that includes a safe, active community, financial responsibility and strong regional partnerships.

“We have a ways to go and so much to accomplish,” DiSessa said.

“The staff is ready to make that happen. We are on a path forward.

Economic recovery is on the horizon. By working together, we will emerge stronger.

“To a new year, a new chapter and all we will accomplish.”

David Robles 1968 - 2021

The Robles family and the Hot Wheels community are saddened by the sudden loss of David Robles on January 4th, 2021. He passed peacefully at his home in Mason City, Iowa.

David lived life by his own rules. He was a loving husband, father, son, brother, uncle, friend and fellow collector who lived 1000 years in the 52 calendar years he was on this earth. He paved his own way leaving his own mark, writing his own story. An obituary is the place we inscribe that story in the book of forever.

As his story goes: He was born in Lubbock, Texas to Juan and Guadalupe (Serna) Robles in 1968 with him being the 3rd out of 4 sons to that union. The family moved to Ft Lupton, Colorado where he went to school and college majoring in auto body because of the love of cars he shared with his dad. In 1994, he gambled and married Barbara Ann Rose in Las Vegas, Nevada. That union took them to Mason City, Iowa where Dave was employed initially by Titan Tire in Ventura and then for Land o Lakes Purina in Mason City for over 20 years. In 1992, shortly after the birth of their son Jonathan, Dave began collecting Hot Wheels which soon turned into a passion that led the family of 3 to be included into a much larger crazy loving Hot Wheels

family that spans the globe. The bonds of love and friendship that grew through this hobby was remarkable. He was so thankful and felt blessed for the many collectors that he considered brothers and sisters in our Hot Wheels family.

Left to cherish his memory, share his story and play with his toy cars are his wife-Barb, son-Jonathan, mother-Guadalupe, and brothers-Juan Jr (Guadalupe) and family, Jaime and Eduardo. Also celebrating his life would be Grandfather Crespin Serna plus many aunts, uncles and cousins, his father in law-Herbert Rose and Barb’s siblings and their families.

Re-8 leans toward ‘emergency’ rather than ‘snow’ days

The Weld Re-8 School District built in three days into the next two years’ calendars to deal with unplanned events, such as snowstorms and building floods.

The question before the Re-8 board during an April 28 workshop was what to call those days. It leaned toward “emergency days” but couldn’t make a decision because of the town hall format.

The purpose of the workshop was to take the board’s position into the next round of negotiations with district teachers. Those were set for May 4, after press time.

The district referred to those three days as “snow days.” Board member Cody LeBlanc would rather see

them called “emergency days.”

Once the three emergency days are used up, then the district would go to remote learning. Teachers who were on the Zoom call said that would not be fair to students who didn’t have internet access at home.

“It’s not a good option,” said Butler Elementary School librarian Jody Jones. “If we are going to require remote learning, they can’t.

I understand wanting to keep learning going. But if kids can’t get onto the internet, it’s not fair to them.”

Board member Jaime Sierra, who has three young children in district schools, said it’s a struggle to get Chromebooks to and from school in times of remote learning.

“To request that to happen every day would be a hardship,” she said.

Education Association president, said she understood both sides of the issue.

“Until that issue gets fixed, it’s a big disservice to the kiddos who don’t have access to the internet,” she said. “Preparing for remote learning is not like flipping a switch.

There are a lot of pieces involved.

It takes me twice as much time to prepare.”

Jones said one student shows up at her school early so she can get internet access.

“I don’t think we’re there (full internet access) yet,” she said. “They can’t do the work they are expected to do. Her computer stays at school.”

After several back-and-forth exchanges about what was and wasn’t fair to students, the board and Superintendent Alan Kaylor said those

discussions should not be aired in public.

“This is more of a negotiating issue,” said board member Michelle Bettger. “All I needed was whether the board wanted to call it three snow days or no snow days. The rest of this is negotiations and should not be done in public.”

The state will not hold the district accountable for those lost days provided other districts in the state are in the same boat.

“The language doesn’t matter,” Kaylor told the board. “The state will see it as a lost day of education.

We have the three days that CDE (the Colorado Department of Education gives us). They aren’t going to be forgiven if no one else takes those three days.”

“When five ESS staffers resign, it has to be you,” Jean Cross told the Weld Re-8 board of education.

“It’s time for you to sort out the root causes. It’s impacting students and staff. I just want to make sure it won’t happen with new hires.”

Cross made her comments during a public comment period on April 23. The board doesn’t normally respond to such comments and didn’t in this instance.

“ESS staff works hard. There are good people. But look at the turnover,” she said. “They feel their independent thinking has been diminished.

“You have my unwavering com-

mitment and hopes for you to retain outstanding staff,” she added. “But you have a moral responsibility for the staff work environment. It’s not been the best of times the past year.

Parents should weigh COVID risk for kids Summer plans could raise chance of children getting disease

These are heady times for parents in Colorado who are fully vaccinated against the coronavirus. A summer of possibility sprawls out ahead: travel, visits with family, ball games with friends.

But this optimism is colliding head-on with a reminder that, while vaccinated adults are well-protected against infection, their unvaccinated children are not.

The state’s fourth wave of coronavirus cases is being driven by the young. People age 19 and younger currently make up more than a quarter of all new cases in the state — the group’s highest proportion of the pandemic. Outbreaks in schools are growing. Cases among high school and middle school students are rising faster than among any other age group.

“Their rate is much higher than what we’re seeing on average for adults, and the increase we’re seeing is pretty steep at this point,” Dr. Rachel Herlihy, the state epidemiologist, said last week.

So does this mean parents need to dial back their families’ post-vaccination plans to boring from roaring?

Not quite, said Dr. Sam Domin-

guez, an infectious disease specialist at Children’s Hospital Colorado. But parents who have less concern about their own health now that they’re vaccinated will need to continue taking precautions to protect their kids.

“I think we need to think about kids in the same way we think about unvaccinated individuals,” Dominguez said.

In other words: Kids too young to be vaccinated still need to be cautious about socializing in large groups, eating indoors or having close contact with other unvaccinated people.

Good and bad news The pandemic has already been difficult for parents trying to understand the risks posed to their children.

Kids are much less likely to suffer a severe illness if they are infected with the coronavirus. People age 19 and younger make up less than 0.2% of the state’s COVID-19 deaths and only about 3% of the state’s total coronavirus hospitalizations.

“Overall kids are doing much better than their adult counterparts in this pandemic,” Dominguez said.

This has caused some experts to argue that the risk calculations should be different when it comes to kids and adults. The well-known economist Emily Oster has said that parents should think of their children as being like vaccinated adults, when it comes to the risk of getting really sick.

Rocky Mountain Arsenal Draft Five-Year Review Report Available for Public Comment The U.S. Army recently prepared its fifth Five-Year Review (FYR) draft final report for Rocky Mountain Arsenal (RMA). The FYR process covers a statutory and policy review of RMA's 1995 Off-Post and 1996 On-Post Records of Decision (RODs). The RODs provide detailed descriptions of the cleanup approach selected for the site.

The purpose of the FYR is to determine whether RMA's environmental cleanup continues to be protective of public health and the environment. A critical part of the FYR is to determine if changes to environmental standards have occurred and to determine if the remedy outlined in the RODs and subsequent decision documents remains protective in light of new standards.

FYRs at RMA will be required for the foreseeable future, since the cleanup approach included on-site landfills and consolidation areas to hold contaminated waste from RMA's cleanup. These areas total approximately 1,000 acres and are managed and monitored by the U.S. Army.

In keeping with its commitment to public involvement, the Army is seeking input on this report. All public comments received in writing by July 2, 2021, will be reviewed and considered in the final report as part of RMA’s site record.

Though it’s rare, kids can suffer serious consequences from COVID-19. Colorado has seen several dozen cases of coronavirus-related multisystem inflammatory syndrome in children, a life-threatening condition. Others have experienced long-term symptoms, such as the loss of their sense of smell.

More easily transmissible coronavirus variants have become the dominant forms of the virus spreading in the state. Herlihy, the state epidemiologist, estimated last week that the B.1.1.7. variant, which was first identified in the United Kingdom, now accounts for roughly 50% of the state’s cases.

While Dominguez said there is no evidence yet that the variants hit kids harder than the virus’s original forms, he said the fact that they are more transmissible will likely lead to faster, wider spread among unvaccinated people, driving case counts higher. And that will naturally lead to more hospitalizations, including in kids.

Dominguez said Children’s Hospital Colorado has already seen an uptick in hospitalizations for COVID-19 as cases have risen in the community.

Navigating summer socializing Dominguez recommends that unvaccinated children follow the same public health guidance for unvaccinated adults. (The federal Centers for Disease Control and Prevention has created a handy chart.)

This means trying to keep most social activities outdoors. Unvaccinated people attending a small, outdoor social gathering with fully vaccinated friends or family don’t even need to wear a mask. But outdoor dining with people from multiple households is considered risky for the unvaccinated, and attending crowded outdoor events, like a concert or a ball game, is even riskier.

Small indoor events require the familiar precautions — masks and distance. It’s probably best to forgo large indoor events.

Dominguez said the same precautions that apply for kids in social gatherings should also apply in places like summer camps.

“I think we all want to get out and start doing different things,” Dominguez said. “But I think we need to think of kids as being in the unvaccinated group and following guidelines.”

There is good news, though. Currently, kids as young as 16 can receive the coronavirus vaccine made

by Pfizer, and Dominguez said he hopes the ability to socialize more freely will be a strong inducement for older teens to get the shot.

Pfizer has asked federal regulators to approve its vaccine for use in kids as young as 12 — a request regulators could grant as soon as next week. Pfizer and another vaccine maker, Moderna, are also conducting clinical trials for their coronavirus vaccines in kids as young as 6 months old.

So it’s likely that children will one day be able to join their parents among the fully vaccinated. Until then, Dominguez recommends playing it safe.

“They don’t get as sick as adults do,” Dominguez said of kids. “But we also know it’s not zero risk.”

News Briefs Eagle View Adult Center reopens The Eagle View Adult Center reopened May 17. A city statement said the process was going to be spread out in phases to include expansion of programs and hours of operations, according to COVID-19 regulations. For now, the hours are 8 a.m. to 2 p.m.

The statement said staff will follow health orders from the Tri-County Health Department. Masks will be mandatory inside the building, there will be 6 feet of social distancing and capacity will be restricted.

Those who want to participate in activities and programs should call 303-655-2075 in advance.

“Since the onset of the pandemic closures, EVAC has offered free virtual programs to help seniors stay engaged and connected. Thanks to continued financial support from its Senior Advisory Board, EVAC will again be offering free programs in May and June,” the statement said.

Shooting remains under investigation Brighton police continue to investigate a shooting that injured one person.

It happened around 7 p.m. May 12 in the 200 block of North Fifth Avenue. A tweet from the police department said the victim, a man, sustained minor injuries. He left the area before officers arrived.

The investigation took police to the Brentwood Townhones in the 2100 block of Bridge Street. As detectives worked the area, police told residents to stay in their homes.

That order was lifted around 10 p.m.

“Our investigation has revealed the suspect has fled the area and is believed to be outside of Brighton,” the department’s tweet said. “The suspect and victim were known to each other, and we do not believe there is a threat to the community.”

Then you’ll be happy to know you can continue to be a virtual learner next year! Jeffco Virtual Academy is here for you!

JVA has been offering 6-12 grade students an online learning path since 2009.

We’re proud to provide full-time program options to residents of Colorado-Middle School, High School, Credit Recovery, Credit Advancement, and Concurrent Enrollment for college credit. JVA is a Jeffco Public School and has been offering 6-12 grade students a tuition-free online learning path since 2009. These programs expose students to challenging coursework with academic and social support. All programs have optional on-campus and virtual synchronous learning opportunities.

Young entrepreneur program The Youth Services’ Growing Grads Program starts its new Young Entrepreneur Program in June.

The workshops will be virtual and will consist of a series of hour-long classes that will teach and empower youth how to build their own business. It’s for young adults ages 19.

After the workshops, participants will be eligible to sell their products on an online marketplace. Interested buyers will then be able to purchase directly from the seller.

“This is a class for young adults in Brighton who are passionate about entrepreneurship or just simply want to learn more,” said Tawnya Russell, manager of Brighton Youth Services. “We hear of so many great business ideas among youth in our community, so we hope we can help guide those young entrepreneurs through this program.”

The deadline to apply is April 7.

Admission interviews will follow April 21 - 23 and 30 applicants will be accepted into the program. For ques-
