ATASCADERO — The Atascadero Unified School District (AUSD) Board of Trustees met for its regularly scheduled meeting on Tuesday, Feb. 20, at 7 p.m. At the beginning of the meeting, the board recognized Atascadero Middle School (AMS) staff members for the CORE value of teamwork, earning AMS designation as a “School to Watch.” “Our middle school recently applied and was recertified as a ‘School to Watch,’ that’s one of the most prestigious awards a middle school can earn in the State of California,” said AUSD Superintendant Tom Butler. “What’s neat about this, in this case about the school, is this is really a collaborative effort, and you’re going to hear about how the teachers and classified staff participate and all the efforts that they have to support the students at the school site alongside the administrators. It’s important to note that this award requires a visitation from an outside person who’s usually an educator from another middle school or middle school-type setting across the state. We’re here to celebrate the success of Atascadero Middle School.” AMS Principal Brent Vander Weide addressed the board and stated that it was about the daily work that the staff at the middle school puts into the institution that made things possible, in addition to Kara Farrell, Megan Kok, Julie Davis, Heidi Cooper, Tim Schamp, and Joy Taylor, who were recognized at the meeting. “In order to achieve this designation, schools must participate in an extensive application process followed by a validation visit from qualified representatives, like Mr. Butler talked about,” said Farrell at the meeting. “It is not an easy or a quick process. The application itself is over 30 pages long and must include specific information about how each school is meeting the ‘Schools to Watch’ rubric. Atascadero Chamber grant targeted to ‘Get Your Business Online’ The program has existed for a year and helped over 80 local businesses get on the internet by Christianna Marks

ATASCADERO — Last year, the Atascadero Chamber of Commerce received grants from San Luis Obispo County for $197,000. The Chamber took the money and sent it back out into the community through their Get Your Business Online program, which helps local businesses create and maintain websites. The current grants will cover costs for two to three years. “As far as grants, we pretty much assess the county, we see the need, and then we write our grant proposal up,” said Jose Guadarrama, the program coordinator for the Get Your Business Online program. “At the moment, we do our best to attempt to pursue any grants that support our vision and our program so we can go out there and support the businesses that need that assistance. At the moment, it’s been great. It’s successfully employed myself, for example, to support this program, run it, and support our businesses.” The grants went directly to the Chamber in support of the program, which has gone to help get over 80 local

businesses set up with websites through Guadarrama. The program helps businesses not only in Atascadero but also throughout North County. “We had noticed that several of our members were joining the Chamber of Commerce, and when we went to enter their information in our database, they didn’t have a website, but they would have a Facebook page, and their Facebook page would have their menu and their hours of operation,” added Atascadero Chamber President and CEO Josh Cross. “We realized that these are all smart, intelligent people,

but they just haven’t been trained in digital literacy and don’t know how to do a website. That was the reason for creating this program, to get those Facebook page businesses and pair them with a real website so they can get found on Google because that is just so important.” In the last year, Guadarrama has met with and had consultations with over 100 local businesses. Through the Get Your Business Online program, the Chamber has been able to generate over 80 websites tailored to each company and its needs.

“We create a step-by-step process,” Guadarrama said. “Step One: sign up. Step Two: We have a meeting, a consultation, and a nice conversation, and then we can intake the entire notes of the business. Their summary, their story, what they’re offering, any menus, services, or products that they’re selling. Then, from there, we generate a website for them. Then we do a follow-up meeting; we do website maintenance training also. So we can empower the individual to learn how to manage and operate their website.” The Get Your Business Online

program has shown people of all ages just how easy it is to create and manage a website with solid results for themselves and their companies. The program is super user-friendly, consumer-friendly and comes complete with visual tools and techniques to support the people using it. “Honestly, one of the best testimonies I have received was, ‘Wow, I can do this.’ And to me, that was the most important sentence that I heard because it was a good review, and it turned out to be someone who knew little digital literacy [before],” Guadarrama said. Not only is the program open to the North County, but Cross also added that the Chamber is happy to do websites across San Luis Obispo County and that they have a goal of getting at least 100 new websites online this year. “This program is making a huge economic impact on the business community in North County,” stated Cross. “Getting a business online is the first step to success. Getting found, getting customers through the door, and getting them interested in your menu.” It was also announced this week that The Atascadero Chamber of Commerce won Top Chamber Program of the Year for Get Your Business Online at the Western Association of Chamber Executives (WACE) in Anaheim. ATA S CA D ER O — Atascadero City Councilmember Charles Bourbeau announced he will be a candidate for mayor in the November 2024 election. With current Mayor Heather Moreno running for San Luis Obispo County Supervisor (D-5), the mayor’s seat will potentially be open. The filing period for the mayoral candidates will begin later this year. “While I decided some months ago to run, the arrival of the new year and more people inquiring makes it the right time to make an announcement,” said Bourbeau. Bourbeau first moved to Atascadero in 1985 when his wife Melissa began teaching at Atascadero schools. He retired after a three-de-

cade career as a full-time officer in the Army National Guard, ending as a colonel responsible for financial management, logistics, and contracting. Bourbeau volunteered with many organizations before being elected to the City Council in 2016. He was re-elected in 2020. “While I have been on council, our city has made great progress. We have improved funding and staffing for public safety and other services,” Bourbeau said. “Substantial investment in infrastructure has resulted in improved neighborhood roads, new bridges, and new

facilities, including pickleball courts and the inclusive Joy Playground. The council is promoting responsible economic development and exciting events for our residents and visitors. The city is well run and financially stable with a AAA bond rating. As mayor, I want to continue that record of progress.” Among the people already endorsing Bourbeau for mayor are former Mayors Tom O’Malley and Rolfe Nelson. PASO ROBLES City awarded Cal Fire Wildfire Prevention Grant In 2023, the Paso Robles Fire and Emergency Services Department (PRFES) submitted an application to Cal Fire for a Wildfire Prevention Grant. PRFES made a request for grant funding to purchase vegetation management equipment, and recently, the city was notified it is the recipient of $443,797.35 of Wildfire Prevention Grant funds from the state. In 2019, the city declared a local emergency due to the accumulation of highly flammable vegetation within the Salinas River and the growing risk it posed to the community. For the past four years, the city has been proactively managing the vegetation in the Salinas River, reducing the number and size of fires year over year. In 2023, Paso Robles saw a more than a 50 percent reduction in the number of fires from the previous year, with less than 3 acres burning; this is a direct result of the Salinas River Vegetation Management Program. Paso Robles will use the grant funds to purchase much-needed specialized equipment to continue the vegetation management within the Salinas River and expand fuel reduction work throughout the community. The city would like to thank the Cal Fire San Luis Obispo for its collaboration and support of the grant request. Additionally, the city would also like to thank the San Luis Obispo County Fire Safe Council for its overwhelming support of grant funding annually; without it, the Salinas River Vegetation Management Program would not be possible. Three rescued from Salinas Riverbed Monday morning

Paso Robles Fire and Emergency Services with the assistance of the California Highway Patrol Air Operations Division H-70, lifted three individuals from islands

within the Salinas Riverbed Monday morning, Feb. 19, following Sunday night ’s heavy rainfall. The first subject was located by CHP H-70 at approximately 7:30 a.m. during a reconnaissance flight of the area. A second subject was located behind Kohls shortly after, and the third subject was reported by employees of Caliber Collision on North River Road close to 9 a.m. All three subjects were uninjured and left the scene following their removal from the riverbed. Due to the increase in water responses within the riverbed, Paso Robles Fire and Emergency Ser vices recently placed a rescue boat in service and has been providing specialized training to staff on boat operations and swift water rescues. The department would like to remind the public the Salinas Riverbed is extremely hazardous during heavy rainfall events and that all residents are advised not to enter the riverbed. Paso Robles man arrested after stabbing two victims On Sunday night, Paso Robles Police officers responded to a physical fight with injuries in the 100 block of Santa Ynez. Dispatch updated the call to advise one involved person may have been stabbed with a knife. According to a press release from the Paso Robles Police Department (PRPD), officers arrived at a chaotic scene where at least four people were trying to control the suspect, who was wielding a knife. The suspect was disarmed during the struggle and was detained without further incident. During the ensuing investigation, Carlos Arteaga, 28, of Paso Robles was arrested for assault with a deadly weapon. Arteaga is suspected of stabbing two people of the household with a knife. Both victims were treated at a local hospital for non-life-threatening injuries. Arteaga was also transported to a local hospital for injuries he sustained during this incident. It is currently anticipated that after Arteaga is medically cleared, he will be booked into the San Luis Obispo County Jail on several felony counts.

ATASCADERO City of Atascadero announces Request for Proposal for holiday lighting of Sunken Gardens The City of Atascadero announced a Request for Proposal (RFP) to design and install holiday lights in the trees in the historic downtown Atascadero Sunken Gardens Park. This is an opportunity to decorate the Sunken Gardens area to include holiday-type lighting that transforms the park into a festive environment and bringing back what was in place seven years ago when the trees were adorned with holiday lights. Interested parties are invited to submit their written proposal by Friday, March 15, at 4 p.m. that will feature holiday designs that will complement Historical City Hall as the backdrop during the holiday season. The selected contractor will be responsible for the design, installation, maintenance, removal, packaging, and transport of all holiday lighting features. The lighting will remain the property of the contractor. The city intends to award the contract for an initial one-year term, with the option to extend the term in two-year increments two times for a total of a possible term of five years. There will be a voluntary, pre-bid site visit on Feb. 26 at 2 p.m. at City Hall, located at 6500 Palma Ave., for interested firms to attend. SAN LUIS OBISPO COUNTY Petco Love and Woods Humane Society offer free pet vaccine clinics in March Woods Humane Society will offer two opportunities, on March 9 and 23, for San Luis Obispo County pet owners to access free pet vaccinations as part of Petco Love’s National Pet Vaccination Month. The free vaccines

are made possible through Petco Love’s national vaccination initiative, “Vaccinated and Loved.” The initiative is providing 1 million more free pet vaccines to existing animal welfare partners, including Woods Humane Society, which has so far distributed 5,014 vaccines to SLO County pets in need. Spring, commonly known as “puppy and kitten season,” threatens young and vulnerable pets with a high risk of exposure to deadly and contagious diseases and viruses. To combat this risk, Petco Love and Woods Humane Society are urging pet owners to protect their pets from deadly pet diseases like parvovirus and distemper in dogs, and panleukopenia in cats. These are the most prevalent deadly diseases affecting pets and are preventable with a simple vaccine — either the DAPPv Canine or the HCP Feline vaccine — which Petco Love’s initiative has made free and accessible. In addition to the Petco Love free DAPPv Canine and HCP Feline vaccines, Woods will also offer other vaccines and services at low cost during the clinics. Jury convicts Marco Antonio Cota Jr. of first-degree murder and mutilation of human remains

District Attorney Dan Dow announced Tuesday, Feb. 13, that a San Luis Obispo County jury found Marco Antonio Cota Jr., 44, guilty of first-degree murder and mutilation of human remains in the November 2021 killing of Rick Fowler, 64. The next day, Feb. 14, Superior Court Judge Timothy Covello found true the allegation that Cota had suffered three prior convictions for “strike” offenses under California’s Three Strikes Law, including a 1998 conviction for robbery in Tulare County and convictions for criminal threats in 2014 and assault with a deadly weapon in 2016, both took place in San Luis Obispo County. The crimes against Fowler occurred in the Bianchi Open Space area of San Luis Obispo during the evening of Nov. 20, 2021. At trial, jurors heard evidence that Cota and Fowler were involved in a verbal argument and that Cota followed Fowler back to Fowler’s campsite, where Cota then attacked and beat him to death. Cota then pierced the body of Fowler with several sticks. Cota is scheduled to be sentenced March 11, at 8:30 a.m. in Department 5 of the San Luis Obispo County Superior Court, where he faces a maximum sentence of life in prison. The case was investigated by the San Luis Obispo City Police Department with the assistance of the District Attorney’s Bureau of Investigation. or seven decades, the North Atlantic Treaty Organization (NATO) has ensured that the security of its European member countries is inseparably linked to that of the North American member countries. It has ensured peace within its territory and its primary purpose is to operate under the idea of collective defense, meaning that an attack against one ally is considered as an attack against all. Severely affected by the Cold War, which defined its first four decades, it has not only survived but grown since its inception in 1949, and today working with non-member countries and other organizations is considered to be one of NATO’s fundamental tasks. According to the U.S. State Department, “consensus and consultation are part of NATO’s DNA. All member countries are represented in the North Atlantic Council, where decisions are taken by consensus — meaning unanimously — expressing the collective will of all the nations.” The continued existence of this effective organization has recently entered the political narrative leading up to the 2024 presidential election as the prospect of Donald Trump securing the Republican nomination becomes more and more likely. In Trump’s off-the-cuff remarks, seemingly with regard to support for Russian President Vladimir Putin’s distaste and disdain for NATO, he has opened the door to questioning the continued viability for the organization. As reported by CNN, “Trump caused a transatlantic uproar by claiming that

he had told the president of a ‘big’ NATO country that if that country didn’t pay its ‘bills,’ he would not protect the country from a Russian invasion and would even ‘encourage’ Russia ‘to do whatever the hell they want.’ Trump’s incendiary remarks contained a familiar false claim. His assertion about NATO allies supposedly having failed to pay ‘bills’ is not true.” NATO member nations all make payments to cover the operating expenses of the organization, which was founded in the aftermath of World War II to help Western Europe counter the Soviet Union with help from Canada and the United States. But they don’t pay membership fees to remain in the alliance, so there’s no delinquency to speak of. Countries do, however, commit to spending at least 2 percent of their gross domestic product (GDP) on defense each year, with the goal of ensuring the alliance’s military readiness and deterring any potential attacks. The commitment is a guideline, not a requirement, that has been in place for nearly two decades. Tucker Carlson’s recent interview with Putin has also sparked serious concern over how deep into the soul of the GOP rejection may run, and similarly the recent passing of Putin critic Alexei Navalny, largely suspected due to assassination at the direction of Putin, raises serious questions as to the prospects for further authoritarian tendencies in an attack on key democratic principles that have shaped the U.S. government since inception of the Constitution. It is astonishingly short-sighted if not potentially disastrous to have useful idiots at the helm of one of two functional (a term I use skeptically) political parties in the United States, particularly in light of the long-standing protection that has been afforded to over 30 countries who currently are participants in NATO. Heather Moreno for Supervisor Dear Editor, I am writing this letter to our community to support voting Heather Moreno for Supervisor. The world, country, and state are becoming a mess, and at least we hopefully can still have some control over our county and city. Heather has a record of service to our community, supports less government in our lives and also supports law enforcement and fire service, which have both endorsed her. She is battling the negative, ugly politics from the other side, which she refuses to engage in, and the other reason that I support her. I don’t need to remind you that the Democratic Socialist Party has a platform of more government, a larger government, more government control over our lives, and defunding law enforcement. During the pandemic, they shut down small businesses that are the backbone of our economy, plus churches, schools, etc., while big box stores and other Democratic institutions were not touched. I think this was their test on how to control this state,

Our dreams have been seriously undercut in the ensuing years as Putin has exercised a yearning to revert to his KGB ways. As Putin readies himself for a fifth term next month, the prospects for continuing authoritarian dictatorial rule appears certain. It is astounding to witness the knee-bending and kissing of the ring that former President Trump lavishes upon Putin. The authoritarian tendencies that are seeking and receiving emulation towards strong dictators within the Grand Old Party are a direct attack upon everything that distinguishes our nation from others — namely, democracy. There is also discussion that Trump has offered a desire to abandon NATO altogether. Our inability to even consider support for helping Ukraine weather the onslaught that superior firepower and ammunition are leveling at them currently while the Republican-led House of Representatives fiddles with a political calculus that is the very antithesis of everything our nation stands for simply plays into Putin’s hands. Cozying up to oligarchical figures such as Putin represents a despicable retreat from the liberty and freedom which represents the soul and spirit of our system of government. Dismantling NATO is like taking a sledge hammer to the foundation of our democratic ethos. ATO has been a bedrock military alliance for its members since 1949 and is arguably as important today as during its inception, but it’s complicated. Originally 10 European countries, the U.S., and Canada, 19 more countries have joined in nine rounds of enlargement. Formed to counter the overt threat from the USSR, it has been subject to revaluation after the Soviet Union collapsed in 1991. However, not only did NATO endure, it grew, and now with the invasion of Ukraine by Russia, NATO nations look to the east with a similar trepidation as they did before. The Soviets openly advocated “liberating” the world with socialism by military force and were only stymied by the determination of the West to resist them. Article 5 of the NATO charter provides that if a NATO ally is the victim of an armed attack, every other member of the alliance will consider this as an armed attack against all members and will take the actions it deems necessary to assist that ally. Should the Soviets have surged across the iron curtain all Western Europe would have counter attacked, most importantly the U.S., which stationed tactical and intermediate nuclear weapons and a stated willingness to use them. Stalemate, which lasted for 46 years, until the U.S.S.R. collapsed. Having lost their war machine, the Socialists of the world have pivoted to our universities and media to conquer the West (with distressing efficacy), so is our NATO alliance still in America’s best interest? It is an alli-

ance which states if one of the countries is attacked, we will react as if someone had attacked America directly. The clarity of the Soviet threat which would have rolled over Europe was crystal clear. Allowed to progress, America would have stood alone in the world. The formation of NATO, and American leadership was wise. However, we have pushed the NATO boundary to the Russian border, and, in fact, discussions about Ukraine joining NATO may have been the catalyst for the disastrous invasion by Russia. We have effectively pushed the boundary of America to the other side of the world, which is torn by ancient conflicts, and promised to embroil ourselves with the trip wire of Article 5 should any NATO ally be attacked. Most Americans envision Germany or Italy under this scenario, true allies who share our values. Remember however that Turkey is a NATO ally, and its president, Recep Tayyip Erdogan has declared Israel, another U.S. ally, a “terrorist state.” Should Turkey and Israel come to blows, what does the U.S. do? Other examples abound. The hair trigger of Article 5 expands U.S. obligations from the arctic to the Mediterranean. It is neither irresponsible nor irrational to promote debate on this issue. In World War I, 16.5 million people died, including 117,000 Americans. Almost every protagonist was dragged into the conflict based upon alliances. In his farewell address, the father of our country and first president, George Washington, stated. “it is our true policy to steer clear of permanent alliances with any portion of the foreign world; so far, I mean, as we are now at liberty to do it.” It is a more complicated world today, and things move much faster than back then, but the cautionary note is well taken. We have learned through deep pain the penalty of allowing tyrants to grow strong and conquer surrounding nations, the genocide, and

this country, and the world, and it worked. I also feel that their goal is to divide and conquer us; black versus white, gay versus straight, rich versus poor, Asian and Hispanic versus everyone else and all of this got a huge kick start under Obama and the Socialists/Globalist have successfully continued along this path. There is a rumor, and I believe a strong possibility, that Biden will drop out at or before the Democratic Convention in Chicago and Gavin Newsom will be selected by their party to run for president. California has suffered enough under his leadership, and now it is a possibility that he will leading this country. They estimate that 40 percent of us would like to get out of California because of high taxes and higher predicted, high inflation, historic debt, illegals, and others getting free stuff including health insurance, college loans being canceled, the open border that is creating a crisis with drugs, drug overdoses from fentanyl and human trafficking, the homeless crisis that they are pouring money into and the problem are getting worse, but this is just the Socialists’ way of doing business. The Communists predicted

that they would destroy this country from within. Socialism is just a small step down from Communism, and in some aspects, it could be happening now. Tax the middle class until they don’t exist and destroy small businesses, churches, and public education, all in their plan to control every aspect of our lives. The point is that Heather’s opponent and her party continue to support policies that are not in the best interest of conservative and patriotic Americans. We believe in what is best for our country and all our citizens under conservative policies, and they believe in what is best for their party, their Socialist Agenda, and to WIN. This has been very evident during the last three years, when you see our involvement in three world conflicts, inflation and commodity prices going through the roof, and career politicians on both sides of the aisle getting more rich and less accountable. Their agenda of pushing green is unrealistic and makes no sense, but if Gavin gets to DC that agenda will be pushed harder, and the result will be that those getting free stuff will be happy and cared for by the government, and those that are paying taxes will suffer and our economic and

personal safety will continue to decline. Our local Dems have the same goals and platforms as their national party, but try to trick us into believing that they are different and community based. We don’t seem to have much control over our lives, but we can make a difference in our community and support people that care about us and are willing to fight for what is best for all citizens, and this is why I support Heather for Supervisor. Russia still has the world’s largest deployed nuclear capability, and Putin is clearly a despot, so it would seem maintaining our NATO alliance is prudent. Notably, though, most NATO allies don’t meet their obligations to spend 2 percent of their GDP on defense spending, as required in the 2014 Investment Pledge. Defense Secretary Robert Gates, who served Presidents George W. Bush and Barack Obama, along with Secretaries of Defense Leon Panetta (Bill Clinton) and Chuck Hagel (Obama), have all warned NATO allies that if they don’t meet their obligations, beleaguered America taxpayers will balk at continuing to shoulder disproportionately their defense. Multiple successive American presidents from both parties had failed to prod the allies to meet their obligations. Trump was very aggressive with the NATO allies, and NATO Secretary General Jens Stoltenberg, gave credit to him for increased spending by the Europeans. Recently at a campaign rally Trump said he would “encourage them [Russia] to do whatever the hell they want” to nations that don’t spend enough on defense. Bombastic, but perhaps effective to push our allies to pay their share. We’re fiscally fatigued defending the world, and candidly, with $34 trillion in debt and climbing, we’re broke. Russian aggression has energized defense spending as war rages in Europe. Now is the time for thoughtful debate about what is in our best interest. Among the commenters, San Luis Obispo Mayor Erica Stewart referred to an official letter the City Council sent to the State Energy Commission supporting the license application. However, she said she has “concerns about the safety of that aging plant.” She added that the SLO Council only supports five more years for the plant. He pointed out that the plant has operated safely for decades and “I don’t know of anything negative that’s happened.” He spoke of fishing the waters off Diablo Canyon, and the abundance of wildlife in the water, and on the rocks offshore from the plant. He also urged the audience to take a tour of the plant and see for themselves how well it is run. “It’s an extremely safe operation that should be allowed to continue,” Cordero said. A representative of Cal Poly, who spoke on behalf of

I had to do nothing,” said Jones. “She was the only one to audition this year, but she definitely inspired others to do that. I have at least two people [students] that are planning to do it next year, which makes me happy.” There were two choirs full of middle school students performed at the conference. Vance sang soprano in the choir, which features sopranos, altos, tenors, and basses. The choir

University President Jeffrey Armstrong, said the college had developed a strategic plant for what’s to become of the 12,000 acres of open lands surrounding the plant, once it finally does close. Cal Poly, she said, has taken a neutral stance on the licensing application and instead has chosen to advocate for the future reuse of the plant. “Diablo Canyon’s future extends past the 20-year license renewal,” the representative said. Several members of the Local IBEW (electrical workers union), spoke in favor of continued operations, stressing the importance of the many jobs the plant provides for its union members, many of whom work refueling outages. The first of these was Dylan Keldsen, an IBEW Local #639 member, who said he supported Diablo Canyon staying open, which was met with a round of applause. PG&E employee Renelle Alvarez, who said she’s been at the plant since 1989, said she was “very impressed with everything I’ve seen with the wildlife around the plant. I feel completely comfortable with this plant continuing to operate another 20 years.” As for the opponents, David Weisman, the legislative director for the Alliance for Nuclear Responsibility, wanted to know

Students would not get credit for this course on AHS transcripts,” Rossi said. “It is a Cuesta course that we would allow them to take during the school day under the supervision of a certificated AUSD teacher.” AHS proposed to run the college course for senior students in preparation for creating their own ethics class in response to a bill that was enacted in 2021, which states that all California high school seniors will have participated in an ethics study course as a graduation requirement for students in the graduating class of 2030. So, all districts must begin offering a semester in the 2025-26 school year. “This would be a one-semester course offered in the fall,” Rossi said. “At the end of the course, the students would not have a follow-up course, but they would have enough credits that that if it was true that in order for the license to go through, it needed to be approved by the Coastal Commission, a state agency? And if the Coastal Commission doesn’t find the application meets the requirements of the Coastal Act, “Is the license renewal over?” He added that given the nature of the scoping meeting, he didn’t really expect the panel to answer. Jill ZamEk, the secretary for Mothers for Peace, an anti-nuclear activist group, accused the NRC of violating its own rules by giving Diablo Canyon multiple extensions to continue operating. She called it “hypocritical and deceptive,” and pointed out that it’s now been over 20 years since the Unit 1 vessel reactor has been inspected. A few years ago, a report indicated such equipment is susceptible to “embrittlement” or denaturing of the vessel’s material and possibly failure, which if that should happen could be very bad for the environment. Another critic, Molly Johnson of Paso Robles, said the environment of Unit 1 was extremely important. She read from a 2013 NRC report that named Diablo Canyon’s Unit 1 reactor pressure vessel as “the third most embrittled reactor” in the nation. And yet, “The NRC granted extension after extension,” she said, pleading with the NRC

would be allowable, and then in the second quarter semester of next year, that’s when that teacher would work to review how the material was presented, review what materials would be needed to meet a course requirement for the state and begin to develop an AUSD version of an ethics studies course as required by the state,” added Rossi. High school students will elect to take the class, and parents will have to give informed consent for their children to participate as it is not an AUSD course. Parents will attend a parent meeting where all of this will be discussed. The item passed unanimously. The next regularly scheduled AUSD Board of Trustees meeting will be on Tuesday, March 5, at 7 p.m.

to “look into this.” Mothers for Peace President and spokeswoman Jane Swanson, who’s been fighting Diablo Canyon for some 55 years, said earthquake faults found off Diablo Canyon “should have shut down the plant years ago.” As for the pressure vessel issue, it’s at risk of cracking and “causing a nuclear meltdown,” Swanson said. “There are no insurance policies that cover nuclear irradiation.” The NRC’s comment period for scoping the plant’s license was from Jan. 24-Feb. 24 and is now officially closed. The license application is looking to keep the plant operating for another 20 years, well past the current expiration dates of November 2024 (for Unit 1) and August 2025 (Unit 2); and give the plant’s two reactors new expiration dates of November 2044 and August 2045 respectively. Diablo Canyon had reached an agreement in 2018 to drop its relicensing application and close the plant when the current licenses expired. But over the past couple of years, the state’s energy supply and reliability of the power grid has been sketchy at times — in particular during summer heat waves — prompting the State Legislature and Gov. Gavin Newsom to pass legislation calling on the plant to

remain open for at least five more years. PG&E, reacting to the law, asked the NRC last year if it could simply pick up where it left off in the license renewal process but was told to start over. Last December, the NRC deemed PG&E’s new license application completed and began working on the NEPA study of environmental impacts. Many of the issues surrounding the plant — from economics, to reliability, to the workforce — are not part of the NEPA review. However, safety is and will be looked at as part of this current process. According to Environmental Project Manager Kimberley Conway, they expect a draft environmental impact statement (EIS) to be released in October and a final EIS to be voted upon in August 2025. That should be when the decision is made on approving or denying the license application, though recent events, including the U.S. Department of Energy’s award of a $1.1 billion grant to PG&E out of the Civil Nuclear Credit Program (part of President Biden’s Bipartisan Infrastructure Law), would tend to indicate high level governmental support for California’s last operational nuclear energy plant.

America’s Best Restaurants will bring its ABR Roadshow to the restaurant on Thursday, Feb. 29. Popular dishes will be highlighted, along with an on-camera interview with owners Robert and Melinda Davis about the restaurant’s special place in the community. The episode will be aired on social media channels at a later date. The Davises took over the restaurant from the previous owner, Jeanie Dagnall, in the fall of 2022. They offer a classic

Poly Royal Rodeo to be held April 10-13 during Cal Poly’s Open House

SAN LUIS OBISPO COUNTY — Tickets are now available for the 82nd annual Poly Royal Rodeo, which will be held at the Cotton Rosser Rodeo Complex on campus during Cal Poly’s Open House, with three full nights of action-packed performances. The two-night general admission events will begin Friday, April 12, with the Annual Poly Royal Rodeo Performance and conclude Saturday, April 13, with the Poly Royal Rodeo Finals and a concert. In addition, a Cal Poly Rodeo Showcase and ASI-sponsored concert will be held exclusively for students on Wednesday, April 10. Concerts on Wednesday and Saturday night will take place in the rodeo arena for attendees to enjoy the music with ample room for dancing. The Poly Royal Rodeo will feature top collegiate rodeo athletes from around the West Coast who have advanced to the championship performance from the weekend’s earlier rounds. Athletes will compete for a championship title in events such as barrel racing, team roping, breakaway roping, tie-down roping, saddle bronc riding, bareback riding, bull riding, and steer wrestling. Tickets are $50 for general admission and $20 for children ages 2 to 12. Admission is free for children under 2. Tickets go on sale Monday, Feb. 19, at ticketscalpoly.evenue.net. All proceeds from the event will benefit the Cal Poly Rodeo Program.

NORTH COUNTY — El Camino Homeless Organization (ECHO) announced that 31 individuals and families have successfully found housing in the community so far this year through their services. This achievement demonstrates ECHO’s commitment to providing support and creating pathways to stability for those experiencing homelessness in San Luis Obispo County. By offering a range of comprehensive ser vices, including shelter, case management, job assistance, and more, ECHO empowers individuals and families to break the cycle of homelessness and rebuild their lives. “We are thrilled to celebrate the success of 31 individuals and families who have found housing through ECHO’s services this year,” said Wendy Lewis, CEO of ECHO. “This milestone exemplifies the impact that can be achieved when a community comes together to support our mission. We extend our gratitude to our incredible community, our amazing staff, and our dedicated volunteers who all contribute to this achievement.” Each success story represents a life transformed, a family

reunited, and a community strengthened. By providing a foundation for stability and surrounding individuals with the support they need, truly amazing things can happen, and a difference can be made. After facing financial instability and homelessness, Patricia persevered for over two years to secure a home. With support from friends and the ECHO program, she navigated challenges, including a cancer diagnosis. Despite hardships, she found stability, care, and community. Through determination and support, she now enjoys her own place. “It helped to have a stable room for that amount of time,” Patricia said. “I was around people who cared, friends, and staff. I felt safe and warm.” Prentice’s journey from homelessness to finding a stable home was marked by challenges. After losing his previous accommodation, he faced the daunting prospect of homelessness. Fortunately, he found support at ECHO, where he joined programs and eventually secured shelter. Despite health issues, Prentice found stability and support, achieving his goals with guidance from his case manager. s I write this today, I note that it’s the 19th of February, already. Where, oh where, does the time go? Do you realize that the first day of spring is March 19? I do know there are “signs” around the area that speak to that announcement. For instance, our daffodils are showing their sweet little faces around the property. This year our daughter-in-law, Michele, planted more bulbs, adding to the ones that my husband, John, planted in the years that he was the gardener in the family. It’s fun to see the new plants pop up and add to the daffodil bouquet. Thank you, Michele. Start looking around now since the “bloom-time” of bulbs is not all that long. You won’t want to miss their beauty. And when you do see daffodils, remember Atascadero’s Daffodil

Man, Lee Swam, who encouraged all of us to plant daffodils to make Atascadero a daffodil city. Lee has passed, but I’m sure he is watching as the daffodils bloom around our town. Fresh Pear Cake Ingredients: • 1 teaspoon instant coffee powder

• 3/4 cup hot water • 3/4 cup margarine, softened • 1 1/2 cups sugar • 2 eggs • 2 1/4 cups all-purpose flour • 1 teaspoon soda • 1/2 teaspoon salt • 3 cups finely chopped unpeeled pears • 1/2 cup packed light brown sugar • 3 tablespoons flour 1 teaspoon cinnamon • 2 tablespoons butter • 1/2 cup finely chopped pecans or walnuts Directions: Dissolve coffee powder in hot water; cool. Cream margarine and sugar in mixer bowl until light and fluffy. Blend in eggs. Add mixture of 2 1/4 cups flour, soda and salt alternately with coffee mixture, mixing well after each addition. Fold in pears. Spoon into greased and floured 9×13-inch pan. Mix brown sugar, 3 tablespoons flour and cinnamon in bowl. Cut in 2 tablespoons butter with pastry cutter. Stir in pecans or walnuts. Sprinkle over cake batter. Bake at 350 degrees for 45 to 50 minutes or until cake tests done. Serve

e hear a lot about our carbon footprint, but so far, no one has come up with a formula or algorithm to calculate it. It’s not as easy as just buying a pair of Birkenstocks and trading in your Cadillac for a Smart Car. We’re told that the goal of all of us should be to become “carbon neutral” or “net zero.” If we don’t, we’re told the ice caps will melt, and polar bears will have to relocate to Detroit and Los Angeles. San Francisco and Portland will be flooded away. There could be some negative consequences, too. The day is rapidly approaching when your carbon footprint score will be more important than your credit score. You’ll try to buy a fossil-powered car, and the salesman will be forced to say, “Sorry, we’d like to sell you this car, but your carbon footprint is already bigger than Sasquatch’s.” For the first time, someone (me) has figured out a

way to calculate your carbon footprint. Here’s my formula: Everyone starts out at net zero; in other words, you use up as much carbon as you produce. If your carbon footprint score is less than net zero, that’s good, whereas a carbon footprint score larger than net zero means you’re a revolting pariah and socially undesirable. If you drive a Tesla, Volt, or Prius, you’re off to a good start, provided, of course, you remember to plug your car in. Subtract 50 points for every electric car or truck you own despite the fact the electricity it runs on was actually produced by nuclear power or natural gas. If you drive a gas-powered truck with a bed large enough to hold two Smart Cars add 50 points. Also add 10 points for every foot your truck is off the ground because it makes the drivers of diminutive electric cars like the Ioniq, Ariya, Lyriq, Lucid, Crosstrek and Euv’s nervous. (For every misspelled electric car you own, subtract another 50 points.) If you voted for Donald Trump for president, add 100 points to your score. Also, add 30 points for every time you stayed in one of his hotels, played one of his golf courses,

gambled at one of his casinos, watched his TV show called “The Apprentice,” or attended one of his MAGA rallies. Also, add 50 points if you are a registered Republican. Conversely, subtract 50 points if you are a Democrat. Subtract another 50 points if you still have the Biden/Kamala bumper sticker on your car. That takes real courage to admit to it. If you are a member of Greenpeace, the Sierra Club, PETA, World Wildlife Fund, or Black Lives Matter, subtract another 50 points from your carbon score. Also, subtract dollar for dollar any extra money you’ve given to these organizations. Add 25 points to your carbon score for every child in your family, more than 2.2 children, which is the amount we would need to maintain a stable population if hordes weren’t crossing into the U.S. via our southern border. Celebrities with 19 or 20 kids who have their own TV show on cable are exempt. Ditto famous actors who have their own jets and often go places in them to preach to people about lessening their carbon footprint accompanied only by their pilot, co-pilot, and mistress. If you have solar panels on your roof, subtract 50 points

eing honest and being real with the Lord is a real testimony to His character and your faith. To be anything but open and vulnerable to the One who created you is really quite futile when you think about it. Psalm 139 tells us that the Lord already searches us and knows us, knows when we sit down and get up, and He understands our thoughts. He sees the way we’re walking and knows when we lay down. He is intimately familiar with everything we do and knows what we’re going to say before we say it. There’s no place we can

go from Him. He formed us in our mother’s womb. He knows all our days before we have even lived them. Since He already knows literally everything about us, why not be honest with Him? I don’t think there’s a more vulnerable example than a story in Mark 9. There is a story of a boy who was demon possessed. Jesus’ disciples were unsuccessful in delivering the boy. When Jesus showed up to the chaotic scene, the father of the boy asked Jesus, “If you can, would you help us?” “IF I can?! Everything is possible if you believe!,” Jesus responded. This father vulnerably confessed, “I DO believe — but help my unbelief.” I feel like we so often put up this front to the Lord as if He will be disappointed with our humanity. Please remember that God made you and under-

stands your failings and shortcomings. He realizes you are not Deity. You are a fragile human, and you are prone to sin and discouragement. I’m sure this dad was physically, mentally, and emotionally exhausted. This story explains that when evil spirits would come over the son, the son would go into convulsions, foam at the mouth, gnash his teeth, and become stiff-- ever since he was a kid! This father had been dealing with these fits the son’s entire life! I’m sure they had tried many things to help the situation. As he desperately approached the Savior, it didn’t surprise me, and I’m sure it didn’t surprise Jesus when this father said: “If.” He had trust issues. Other treatments and people had disappointed him. Jesus was moved with compassion and still healed the demon possessed. When you come to the Lord in prayer, come to Him with raw

Once you die and your carcass is buried in the ground where it can decay and rot away gracefully, CONGRATULATIONS, you have now officially achieved net zero and are carbon neutral. And Psalm 51:17 reminds us that a broken and contrite (repentant) heart God will not turn away. This father in Mark 9 had faith. He had faith enough to reach out to Jesus. He also had faith to ask for help — not just for his son but for his own heart. He knew what was possible, but it was a struggle at the same time. To be vulnerable with the Lord and ask Him for what you need is faith because you know He is able to come through! That is what I mean by a testimony to your faith and a testimony to the trustworthy character of our God. Greyhounds end CIF season against Bakersfield STAFF REPORT

NORTH COUNTY — With winter sports wrapping up CIF games, it proved to be a successful season for North County student-athletes. In Paso Robles, it was the first time in a while that every winter sports team qualified for CIF postseason games. Paso Robles High School Athletic Director Michael Sauret said, “In addition to that huge accomplishment, however, the teams accumulated some serious hardware throughout the season and we’ll be hanging some new banners in the Gil Asa Gym.” Sauret rounded up the Bearcats’ wins for the winter sports season: Competition cheer won the CIF State Competition in its first season at PRHS. Boys wrestling won the Mountain League title

and took several athletes to the Masters and State competitions. The team is headed to the State competition, led by senior Dominic Marquez. Girls wrestling took one female, Denise De La Cruz Lopez, to the Masters competition and qualified for State. Girls soccer took their first Ocean League title and qualified as a seventh seed but lost in the first round of the CIF Central Section playoffs against a very strong Righetti team. Boys soccer had a fantastic season, qualifying as the third seed in the CIF Central Section Division II playoffs. Paso Robles was victorious in defeating Sunnyside in the first round of the playoffs but fell a little short in the second round against Clovis East. Girls basketball had a strong season, qualifying as the sixth seed in the CIF Central Section Division II tournament, but lost in the first round to Mission Oak. Boys basketball was in a rebuilding year and despite some of the ups and downs of the season,
