TOWN COUNCIL

Colonial Beach is an attractive, historical beach town committed to family, business, the arts, and a healthy lifestyle. Town Council serves as the policy-making body of your local government.

The Town of Colonial Beach is governed by a Mayor and six council members, elected to staggered terms. The Council is the legislative policy-making body for the town government. Council appoints a Town Manager who is responsible for the day-to-day administration and operations of the town government, appoints and supervises employees, implements policies, and addresses priorities adopted by the Council.

The Town Council has a Liaison structure to better service the residents of the community.

It is my pleasure to present the 2022 Annual Report for the Town of Colonial Beach. This report highlights significant accomplishments and initiatives over the past year and critical financial information for the Town of Colonial Beach.

2022 was a banner year for the Town. The Town Council and Staff met in January 2022 to set the strategic action plan for the next two years. Town staff worked diligently to implement the goals of the Town Council throughout the year, and they can be viewed on our Town's website. On behalf of the Town staff, we remain poised to provide excellent service to the residents and visitors of the Town of Colonial Beach.

TOWN OF - COLONIAL BEACHTOWN MANAGER’S OFFICE

Legislative Affairs

•Successfully secured $5.7 million in infrastructure funding for water and sewer projects through legislative affairs efforts

•Secured $50,000 in federal funding for scoping phase of the North beach Shoreline Protection Project Infrastructure

•VDOT Dwight Avenue Extensionawarded $1.85 million for road extension

•North Beach Shoreline Protection Project- moved to scoping phase

•Lead efforts to improve wayfinding signage on the town’s beaches with generous grant funds from the Colonial Beach Community Foundation.

•Gateway and wayfinding signage development is underway along and Washington & Colonial Ave, with the assistance of the Department of Housing and Community Development grant funding.

Staffing

Successfully recruited new passionate servant leaders to our senior leadership, including a new Chief of Police, Economic Development Manager, Director of Public Works, and Director of Community Development & Zoning

Budget & Finance

•Collaborated with financial advisors for adoption of town’s 1st financial policies

•Creation of Town’s Budget Document, leading to the 1st Government Financial Officers Association Budget Award in the Town’s history

Community Engagement

•Held 1st Town Hall on Town Hill

•Council Communications Document created to improve communications

•Town Manager updates on WWER

•Completed Town’s 1st parking study to assess town parking status

•2023 Town Plans

– Approval to begin Stormwater & Resiliency Plan

– Parks Master Plan approval

•Created new social media accounts on Next Door, Twitter, and LinkedIn for improved communications

Technology & Innovation

•New town website launched in April for improved user experience

•New online business license payment option

•Transition from .NET to .GOV to increase credibility

ECONOMIC DEVELOPMENT

• Completed Economic Development Strategic Plan

• Collaborated with Downtown Colonial Beach to continue positive progress on Main Street Initiative and Attended National Main Street Conference

• Increased cooperation and relationships with Northern Neck Planning and Fredericksburg Regional Alliance

• Completed two-year Rural Development Community Initiative program to help Colonial Beach improve in key areas

• Worked with Community Heart and Soul to get established in Colonial Beach

• Connected with potential business owners regarding expansion into Colonial Beach

GRANTS

•Awarded $387,416 from the Virginia Land Conservation Foundation to preserve Eleanor Park in perpetuity

•Awarded $160,000 from the US Department of Justice to fund the Police Department’s efforts to seek accreditation

•Awarded $103,500 from the Community Flood Preparedness Fund for the development of the Town’s Resilience Plan and Stormwater Management Plan

•Awarded $32,000 in wayfinding signage grant funding from VA Housing & Community Development

FINANCE & CUSTOMER SERVICE

•Adopted Financial Policies on February 16, 2022

•Completed the Audit before the December 15th due date, with clean and unmodified opinion

•Fiscal Year 2023 Budget completed on May 18, 2022

•Lowered rate for financial, real estate, professional services and massage parlors

•Added a minimum license fee to streamline process for businesses

– Due date changed to May 1

– Vehicle license fees; added license fees to Personal Property Billing, which eliminates need for a physical decal

•Completed the Water/Sewer rate study

PUBLIC WORKS DEPARTMENT

Paving Program

•Paving was completed to include utility patches

sewer system will also be dealt with in the project area by lining pipes and manholes. The project timeline is estimated to be six to nine months and which will be determined.

Bike/Golf Cart Path Upgrade

•Bike and golf cart path was repaved and split rail fence was installed to improve safety

rep between 6th & 7th Streets

•Wilkerson 8” sewer main was replaced

Castlewood Park

Fence installed

Re-established green space around trees

Milled and rolled current parking area

$100k invested into storm damage repair 3 pilings replaced $60K moved from CIP to replace 20 pilings in Spring ‘23

Gates built and signed to be able to close pier in climate weather

5-year strategic maintenance plan submitted via CIP process

New Trash Truck

•A new trash was purchased and put into service

•Began implementing Guardian Score, a measurable, survey solution designed to help police administrations use real-time data analytics and insights to understand how their police officers interact with their community members Awards

•Assisted Town’s Grant Manager in preparing a successful grant application- US Department of Justice awarded a grant of $160,000 to fund the Police Department’s accreditation process

•50 single family dwelling/housing construction projects initiated

•Issued 300+ permits

•Reviewed and permitted phases 2 and 3A of Dodson Developments

•Revising current permit applications to conform with review

•Creating Standard Operating Procedures within the department

•Hired Community Enhancement Officer

•Updated zoning ordinances

•Attended 2 job fairs and conducted 51 interviews

•Hired and onboarded 15 new employees
