took years for man to accomplish such havoc; the forces of ~atu~e achieved it here within a few ghastly hours. The countrys1de IS brown and seared as though· S\vcpt by a \Vave of intense fire; wiped out are the lovely greens, thc myriad colors which made a fairyland of this tropical isle. Only thc sky is the ~ame tranquil blue as bef~re, seeming now to mock at the grim pall of brown shrouding the hllls and plains. · Nearly all of the large trees in the island, such as mangoes, acacias, ceibas, breadfruit, are either felled or entirely .lea:fiess, stripped. of their bark and broken and twisted. It appears as though they had been struck by lightning. The majestic royal palms are mere travesties of their former splendor, bent and denuded of their graceful fronds. The frail bamboo plants are shriveled, bro\vn and dead.

Plantains and bananas, one of the staple foods of the country folk, will need a year to grow once more. Though many of the citrus trees were sparecl by the wind, practically all of them lost their precious crops, so that thc gronnd in the once flourishing orchards is now completely carpeted with rotting grapefruit and oranges. MoRt of thc trees havc not a single fruit left hanging upon them.

PALM GROVES LEVELED

lVIany coconut palms, vast groves of which fringed the coast of the island, were snapped off at the ground. Perhaps half of them survived thc wind, but their fronds werc cither torn away or remain l1anging in dejection, and all their heavy nuts were cast off. Robbed by the wind of their fruits and vegetabies, and with even their fowls · and animals drowned or carricd away ancl killed, the country people must depencl almost entirely upon the agencies now working day and night for their relief.

In thc larger cities of thc island, with their superior financia! and material resourccs, reconstruction in the business and fine residential sections has gone forward so rapidly that now, a few weeks after the disaster, the main vcstiges of it are the barren spaces formerly filled with foliage and the new roofs on a great majority of the buildings. .

CITY CLEARS WRECKAGE

In San Juan, a beautiful modern city of about 120,000, one must now go into outlying districts to observe that wreckage which a few days ago characterized thc cntire city. There are still, in thc older parts, Spanish structures-ancient houses, business establishments . churches and severa! p~laccs, including the Governor 's mansion and.

Casa Blanca, originally built for the son of Ponce de León. These structures with walls t'\'o or three feet thick and the two gigantic fortrcsses, Ell\Iorro and San Cristobal, scemed to mock the storm with their strength. With but a few cxccptions all modern reinforced concrete buildings withstood the gale, cven though they rocked under the fierce gnsts of wind like ships at sea.

But there was no stemming the floods of rain, and no building in the island escaped damage by thc water which poured into roofless structures, gushed under the doors and streamcd through the wooden shutters which forro 99 pcr cent of the windows in Porto Rico.

"Water severa! inches deep on the :floor and cvcrything in the house soaked,'' was the common experience of housewives.

Since the entire force of thc hurricanc did not descend at once, the wind and rain beginning the previons night, most familics who did not feel themsclves safe in their own homes took refugc in such public or prívate buildings as thcy thonght a:ffordecl them greatcr safety.

Due to this and to thc fact that thc storm rcachcd its hcight during daylight hours, · the number of. possible deaths was greatly recluced.

Thc homes of thc poor pcoplc consist of simple dwellings of onc or two rooms. Thesc fo1· thc most part wcrc roofed with galvanized iron sheeting, though in somc of thc more rcmote country districts they were thatched with palm leavcs. During the tempest thc air was full of flying pieces of iron roofing. When the storm had passed, there was sca.rccly a home, great or small, with its roof intact.

An enormous number "·er e withont roofs. Vast nnmbcrs of houscs were partly rnined, and many were so frail that thcy were carried completely a'ray.

Not a vestige of the honscs or any of their belongings was visible. The Mayor of one municipality wrote three days later : '' Our country folks are living under trees, behind hedgcs, in cruel e shelters macle from bits of wreckage, under the floor which is all that is left of their homes, or in such spaces as are usually formccl under rocks and stones. All of thcse people ar e at the merey of the clements -sun, rain and wind. Conditions are horribly afflictive and painful.

By going int.o thc country one may confirm them. \Vher c people have been unable to salvagc anything at all, neighbors, scar cely more fortnnate than thcmselvcs, have taken them into already ovcrcrowdecl homcs. In many places four and five familics are existing in one small room.

There is nowherc to go to C'S<:apc th<' devastation, n owher e to nnd r elief from thesc t crrors, for this is not a stricken area but a stricken country.

Bnt one thing remains for which to he thankful-the warnings of tl1e storm and its deliherate approach gave most of t hc people just tim e cnongh to takc> thc ncccssar~r precautions to ::;ave thcir livcs.

Bnt whilc the loss of Ji t'c probably will amount to only a few hundt·cds, th e Joss of property i:: ; almost heyond computation. It " ·ill certainly be countcd hy thc tens of millions and no money estímate can match thc f act that one-half of thc entire popnlation of the islancl is now homeless as t.he r esult of the lmrricanc.

Almost every one in the island is now preoccupied with and actively engaged in t.he immense aml urgent. prohlem of food , sheltcr and clotl1ing for th e~e homeless Anwrican citizen s. All of the available governmental agencies of th e United Státes are also aiding in this g reat work; the insulnr gov<'rnment is doing all it can in r cndering aid. Still, whcn thc immensit.y of thc task is,· considered, it seems almost hopeless. rrhe future is hard . and bleak to face during these days in Porto Rico. \Vhen the hunicanc had passecl, leaving the conntry dazed, stunned, clcsolate, all communication, either by road. tel ephone, telegraph or radio, was found destroyed. citizens of the island, including the commanding officer of t hc G5th Regiment of thc United S tates Infantry stationecl in San Juan.

PROFITEERING FX)RESTALLED

A commercial advisory committee has bcen appointed by thc Chamber of Commerce to r cport on stocks of all staple articles, merchandise, lumbcr , zinc, corrugated iron, and to fix prices to prcvent profiteering.

Among the first couriers to go far and wide wcre the hcalth inspectors, riding on horseback into all parts of the country to rcndcL' first aid to thc wouncled and ill and to advise th c municipal authorities what to do in order to esta.blish hea.lth stations. Emergcncy hospitals were set up in dwellings. schools, stores, churches and public buildings, and into these were gathcred thc poor, who "·ere the worst su:fferers. Thousands of pcoplc wer e wounded by flying debris, especia.lly by slÍeets of iron. l\fany deaths were caused by this iron.

Fa.lling houses had serionsly added to the death toll and rcsulted in many mJuries. Swollen rivers had swept away many homcs. causing somc deaths by drowning. Exposure induccd influen za; malaria followed in thc wake of thc storm, ancl it is to thcse diseascs that most of the present su:ffering is clne. Hunger, which lurked, the grimmest torturer of all, in the immediate background, has so far been avertecl by t.he efforts of t he American R ed Cross.

SCHOOI.J BUJI.JDINGS DESTIWYED

At t h e same time school inspectors also fa.red forth to investigatc the country schools, to look after t hc welfare of teachcrs, and to r ender assistance by gathering statistics in the towns ancl information from those snffering in remote regions. rl'hey fonncl fnlly half of the school builclings of this island, which has justly prided itself upon its edueational progress, utterly dcstroyed. rrhcre was not a building but ha<l snffcr ed sm:ions damage. Jnest.imahlc quantities of school supplies, books and furnitnre \\·ere either swept away by the wincl or irreparably damaged by thc r ain. But wh ere school houses are still standing and are not n eeded for hospital uses, classes are already in SCSS1011.

Where thc school buildings were destroyed, sessions t emporarily are being held in prívate houses or any available shelter. It is a common sight now to see chilclren indnstriously working at their lessons with but the walls of their schoolroom standing and only the sky above their heads. A significant and touching statement comes·

Tlwsc men. equipped for relief work, arrivcd in Porto Rico on Tncsday morni11g, only fonr days aftcr the storm, which is onc of thc swi ftcst cases of official assnmption of disaster relief on record. O.fficcrs of thc l nited Statcs Army and Public Hcalth Service wcre also immccliatcly dispa tched to the island, to report to the Govcrnor and rcnder service in co-opcration with the American Red Cross. rrhc national headquartcrs is working in co-opcration with the Porto Rican Chaptcr of thc American Red Cross, which has active bra.nchcs in cvcry city of thc ishmd. The central office in San .Jnan began to fnnction almost hefore the· storm was ovcr. Rdicf stations werc opencd at once throug·hout the city, alHl by Satun1ay morning followin g the tempcst which ragcd Thursday rmd part of Friday, food ancl clothing were being <1istrihutrd and food ordcrs on the nearest groceries issued. A sanitary sun·ry was also unuer way and first aid was being administercd to many snfferers. On the heels of the men who cleared the roads, Red Cross supplies began to pour into the interior of the island.

In every city a branch, active even bcfore the storm, was instrncted to · follow the same plan of relief organization as that bcgun in San Juan. Ovcr thc chaotic wreckage of shattcred homes and fallen trces now waves the red-crossed flag. By thc cnd of September approximately 1,000 tons of food had been distrihuted; 24,067 pieccs of clothing, nearly 100,000 yards .of material; 3.060 tents; nearly 6,000 cots, thousands of blankets, and medicine to twcnty-five towns, ineluding two complete army ficld hospitals. Still the mighty task is but begun. \Vord comes that the entire American nation is coming to Porto Rico 's a id, and this word alone makes it possible to carry on and face the future.

One of thc major tasks is to kcep peoplc in their own homes and to prcvent them from wandcring far afield and into thc towns in their first helplessness and discouragement. Porto Ricans are sons of the soil. Upon the land whcrc they live depends thcir futurc livelihood. rrhey must not wandcr away from it into indigence. For this reason the American R ed Cross is cxcrting a. trcmcndous cffort to reach and a id every onc instead of ·allowing people to migr.a te in search of help.

Due to thc fact that .' thcy werc thc 'o nl)' mcn in the island undcr central authority, it was thcir pa1·t to ·warn thc pcoplc of the various communities of the comin'g ·storm. Thc tules . of thcir faithfulness and their rescne work nt thc risk of th eir own 1ives are too many to record. The Governor has instntcted the policc that thcy are to aid r elief work in all ways and has augmentcd the force by about 2,000 soldiers of thc Porto Rico National Guan1.

No finer example of those t\\'O highest qua] ities of human civilization, bravery and hope, could be found than the m01·ale in Po!'tO Rico ~ince the great storm. Amcricans are famous for the optimism with which they meet trouble. No trouble could be greater than that so r ecently visitcd upon the island. o.f Porto Rico, yet no citizens of thc continental United States could meet such tremendous vicissitudes with a trner American spirit than that displayed at this time by their Porto Rican brothers in the Caribbcan.

"Business as usual" is a familiar slogan, well in operation J1erc.

The banks are normal and are making cvery effort to aid in the rehabilitation work. At thc momcut more labor is employed than ever before, for here is the gigantic task of rebuilding a country, of reestablishing the progress of a Jand. stricken in the most progressive and prospcrous period of its 400 yca.rs of histo.~·y . . Thcre havc heen no riots or. disturbanccs of a~y kind. Onc hears on every hand grateful remarks ·t hat this or tl{at cherished ..or· nccessary object or }JOssession was '' sparcd by Providcnce. ~' From one of the smallest and worst damaged towns comes the o:fficial report: '' Aftcr thc catastrophc our pcople appcar calm and conficlent. 'l'here is no mental or moral depressiou to speak of. rrhere is an cagcr dcsire to work and fi11d ways to alleviate the suffering of the more needy or weakcr. rl'here is conrage to l>egin anew and hope for victory ovcr recent vicissitudes. 'l'he municipality only nceds co.operation and hclp until agTiculturc and business are partly recovered from their prostration. Discovcr ed by Christopher Columbus in 1493 and colonized by Spaniards, Porto Rico had already lmown ncarly four ccnturics of civilization when it passed undcr the American r égimc in 1898.

people, laid waste their country, and passed on, Jeaving the island in thc temporary grip of a kind of hysteria out of which rose one crypt.ic and ·graphic word-j/at! In thc first hours it séemed to the st.ricken populace that evcrything was flat. They could not sec the buildings that were standing, for looking at the ones that "·ere leveled. If a roof ''vas off, t.he wholc edifice .was reported '' fiat.'' \Vires and radio towers being clown, and débris beyond clescription blocking all the streets ancl roads, communication itself was "fiat."

Each communit~r , horrificcl at its 0\\' 11 fate and cut o·ff from all others, could imagine only the worst. Hence there sprang into bcing unfounded reports that wbole towns ancl all crops were "fiat."

Lack of water, light, and power aclcled to the misery, while vague ancl terrifying rumors of riot.ing, famine, pestilence, aud cleath rose out of the confusion.

In the midst of such wild turmoil it was vitally essential that some people should rcmaiu calm enough to ascertain, if possiblc, the true extent of t.hc disaste1: ancl the necessary means for prompt. relief.

By afternoon of the day following the hurricane, the Gove1:nor· of Porto Rico, Hon. Ilorace l\L Towner, had cabled to \Vashington asking for immediate aicl for Porto Rico. He called a hasty meeting of his cabinet, instructing each heacl of a clepartment to order an immediate survey in his particular ficlcl.

On foot. and on horseback, couriers at once set forth: l~rom thc Department of the Interior went men with instructions for each of the road-menders-who sti1l, according to an old Spanish custom, live at intervals of two miles aloug evcry road in Porto Rico-to hire all available men ancl clear the highways of the wreckage and landslides which made them utterly impassable for all vehieles. From the Department. of Health went sanitation inspectors armed with first aid for the ill and injured, and to open · emergency health stations in every town. From the Dcpartment of Edncation went the school • inspectors to ascertain the welfare of teachers, the condition of schools, and to collect statistics for use by central relief workers.

And from the Department of Agriculture went trained men to learn the sad fa te of the crops-Porto Rico 's chief means of livelihood.

The Porto Rican Chapter of the American Red Cross began to function ahnost before the storm was over1 oi·ganiz.i ng relief stations and making a preliminary survey of the damage.

The Governor summoncd leading citizens to a meeting whereat á Central Relief Committee was appointed which began instantly to function. An eínergency governmental cash loan of $60,000 was

He conserYativcly . estimated that not lcss than half a million persons were 1oft destitute by the hurricanc; and although there is no definite informntion on the exact number of buildings dostroyed and damaged. it. is known that they will run into the thousands. The large majority of the stricken inhabitants aro poor people. They need not. only the immcdiat.e relicf given by the American Red Cross, but. will Hlso reqnire assistancc in rebuildiug their homes and getting back on their feet.

H.ed Cross officials here in Porto Rico report that their organization has nnder its care almost twice as many suffcrers from the hurricane as it ever had at any one time as the result of the Mississippi flood. During that relief work the highest nnmber of refugees under the organization 's care at any one time was approximatoly 300,000.

The magnitnde of the present task is indicatcd by the fact that within two weeks after the disaster thc Red Cross hacl distributed 1,500,000 rations, 10,000 blankcts ancl nearly fi,OOO cots in addition to truck loads of medica} snpplies. An an•rage of about 300 tons oE food was being used cach day. one hundred and fifty disasters, yet he states that he has never seen such tremendous need for relief.

In the three weeks followinO't:> t.he hnrricane, r élief occupied the • place of first importance in the island. General rehabilitation-the wholesale r elmilding of the 90 per cent of rural homes whieh were lost, and the general resuscitation of farming-was scareely started.

Already the American Red Cross has saved Porto Rico from a fate too terrible to imagine; u pon it, too, are placcd all hopes for the coming months. Porto Rico Jws always helped herself, and she would gladly do so now-but the hurricane simply left her nothing with which to do it.

The Insular Police report. a total of 261 deaths due to the hurrica.ne. In view of the extent of the disaster, this loss of life, which possibly will reach 300, may appear small, but it is explained by severa! facts. Throng·h the agency of the Insular Police, a superiot· body of traincd and efficient mcn, under central authority, hurricane warnings were circulated in every town, so that the people had time to seek r efuge in comparatively safe structures. 'l'he full fury of the wind did not come all at once; its velocity rose in a continuous crescendo nntil it r eached its maximum force of 150 miles an hour. 'fhat this happened duriug daylight hours a1Lowed people to avoid dangers whieh would have been fatal during· the night. As "to the country folk, it is saicl that thcy have a warning and practice of their own. partly so. In the entire is1and, 1,027 rooms were destroyed and 1,281 were partia1ly ruined. 'rhe total estimated pnblic-school losses are $2,464,950.

THE CHILDREN RE'l'UR.K TO SCHOOL

Even so, the monetary loss to a government scarcely approximates that suffered intel1 ectually by children if they are deniecl the privileges o:f: eclncation ! Both parents and children in Porto H.ico beg that schools be kept going at any sacrifice ancl uncler a11y c>onditions.

The most astouncling development since the storm is that, as early as the l\:Ionda~r after the terriblC' ciclón, classes were held in many towns, and within three wccks ~)Q per cent of the school ·w ork was again in o¡wrat.ion. Not.hing is more hcartening to a disorganized community than to see its children flocking happily to school.

There is something of profound wonder and deep pathos in the way the schools of Porto l"tico are running. vVith over half of them in complete or partial ruin , and with 242 of the remainder housing the sick and homeless, classes in a great. majority of districts are being held under temporary shelters, 011 front porches, in any available r ented buildings, in prívate homes, and in the open, as well as in many roofless schoolhouses. In sorne localities books and papers were simply blown away; and many a lesson wi1l be learned during the coming year in Porto Rico from pages yello\v-streaked by rain·w ater. In some places only the teacher will have a book for months to come. vVhat an amount of patience she will have to show, what a ·· fund of ingenuity she must develop to draw u pon during irksome hours! 'Vherever a school is in session, though the edifice be unrecognizable as such, one may know it by the flag, waving from sorne improvised pole or fastened to a half-broken branch. In spirit and in deed are these Porto Rican children young Americans!

The loss of crops in the hurricane is now estimated at $47 ,100,000.

This, it is believed, will be increasecl to about $75,000,000 by the damage to private and public property. Available reports place all hurricane insurance at about $20,000,000. l\1inor crops were practically \Viped out, with the exception of roots ancl tubers, the latter cousisting mainly of yams and yautíasa tropical plant. 'rlms in a day the subsistence of the country people was annihilated. These minor crops were native fruits, pl~m­ tains, bananas, breaclfruit, vegetables, and other products of the s.oil.

Many auimals were killed and fowls were swept avvay.

THREE HUNDRED 1\TILLION POUNDS

Sugar is the island 's main erop. During the fiscal year ending June 30, last, 1,211,076,000 pounds of sugar, raw and r efined, valued . at $54,596,764, were shi¡1ped from Porto Rico to the United States.

The storm caught the island with this year 's crop half-grown. The young cane is pliable and was not yet standing high. For this reason, though the wind levelecl much of it, it was not broken off to any great extent; already it is rising again. At Loíza the damage to the cane was considerable, owing to the flooding of the Loíza River. The cane stood under '"'ater for several days.

Apparently about 300,000,000 pounds ar~ lost, representing approximately a fourth of the crop and worth $12,000,000.

Thc sugar mills, being lofty strnctures, for the most part constructed of corrugatecl iron, and with tall smokestacks, were targets for the wincl. They suffered about a 30 per cent loss, which is fortunately covered by insurance. Somc of the worst struck were at J\faunabo, Juncos, Bayamón, Río Piedras, Caguas, lVIanatí, and Loíza. The three larg·est mi11s-Guáuica and Aguirre on the south coast, and Fajardo on the east-were not. badly damaged. ln most cases' the machinery ':vas not considerably harmcd. R epairs to the damaged milis will take severa] months, probably somewhat delaying the g-rinding season which normally begins in December.

TOBACCO AND FRUIT

Tobacco suffered most in the central region a bout Caguas, Cayey, and Aibonito, where practically all of the storage barns containing last ycar's crop were blown clown. The seed-beds were allnost entirely destroyed but can be replantecl. Luckily there was no crop just ready for harvest. rrhirty per cent of the tobacco in warehouses was lost through water entering after the roofs had been hlown aff. In San Jum1 thc cigar and cigarette factories are op.e rating at full time". It is in the hills, where so many people were left homeless that thc loss is felt. ' To the tobacco of last year 's crop, to seed beds and to barns, the total damage is said to be $3,500,000. rro see any citrus fruit in Porto Rico to-day, one must not look upon the trees, but upon the ground. The vast groves, which cover about six thousand aci·es, are litcrally carpeted with nearly ripe oranges and grapefruit! \Vith this tragic carpet representing a loss of 1,450,000 boxes of fruit, with a net value to growers of about $2,900,000, the fruit farmers can still thank some blesscd fate whiclt

spared them 90 per cent of their trees! Human faith is strengthened when one breathes in the fragrant scent of the orange blossoms already blooming 011 many trees, beneath which still lies the lost crop of last year 's blossoms. The pineapple ·harvest, valued at $1,200,000, was ruthlessly slashed in half. l\iany packing-houses a,nd barns, laborers' homes, ancl the residen ces of growers were literally razed. . To cut a tragic story short, the ~..,ruit Growers' Association announces that the 1osses of the citrns fruit industry total $5,290,000.

DAMAGE GREATEST

Coffee farecl t.he worst of all. It sustainecl an 80 per cent loss not only of crops, but ·n early a 70 per cent destruction of planta. . tions! Thirty years ago coffee vvas Porto Rico 's most important export. Then on that tragic August 8, 1899, a hurricane, of similar violence to thc recent one, clevastatecl the coffee arcas to such an cxtent that thcy n ever regainecl their former position of supremacy.

The owners have sp'ent the ensuing· years restoring· their groves.

This year's was to have been the bumper crop since 1899. Then came a tempest cvcn worse than before and wiped away ten million clollars' worth of coffee, ancl, not satisfied, clestroyed planta tion buildings, coffee trees, and the large trees which shacled them and are absolutely cssential to their growth. It has taken many of those big trees a quarter· of a centnry and more to grow; it takes coffee trees fivc years.

"BUSINESS AS USUAL" IN SAN JUAN

The capital city of San Juan is now a travesty of its former beauty, despoiled of the innumerable trces ancl flowers whicll' made it so delightful. But the uewcomer would unclonbtcclly not see wherein the hurricane had affected it, for ull débris has been cleared away, practicnlly all houscs ancl builclings havc bcen repnired. The· eit.y appears and is practically normal. Most of thc tm\'llS on the island, except those worst hit, bear thc same semblance of normality.

Such poor homes as were only clamagecl have been patched. '' The sound of the hammer is he arel in the land. '' But Barranquitas and Yabucoa, I.Jas Piedras and Coamo, ancl él few others look for all the world as though they hacl been shelled by giant guns, patiently, long, and well. 'rhe Unitecl Stat.es military barracks and officers' quarters at Caycy were reducecl to heaps of rubbish.

Business is going on as usnal and the banks are normal. 'rheir experts are working day and night to devise mcans to aid the f<inn : ers. There is everywhere the highest morale, and throughout theisland one may still receive a smile in rcturn for a smile. Ther~ have not at any time been riots or disturbances of any kincl. The people are patient, chcerful, and hopeful evcn in the midst of their suffering-the writer has provccl this hy repe<lted visits into the worst arcas. But having raised this hopc in them, thcy who are trying to help must not, clare not fail in fulfilment, clse there foliow clemorali.zation and despair.

benevolent Red .Cross is fast alleviating even this hardship, devising means to distribute food to the people in these remote regjons . .And through the pall of brown which overspread the land, after all foliage was searecl by the mighty wind, now are pushing green buds!

For Porto Rico is, after all, a kindly hmd-it seems as if by means of these first green leaves, ancl by the lovely pink blossoms which have burst forth on the half-shatter cd 1¡oble trees, she is trying to tell her chilclren that it will not be long before tropical plenty reigns again among them. .

The Porto Rican hurricane vvas one of the worst peace time disasters. \\That avertecl an inestimable calamity was the immediat~ aiTival of the Red Cross r elief; and what makes the present situation endnrable is the complete cooperation existing among all factions -the Insular Government, the American Red Cross, the 65th Regiment of Infantry, and the people of Porto Rico.

But to any one who comprehends the true immensity of the catastrophe, the future docs not look bright. The stricken people of Porto Rico, do what they may, can not live without help, and that help must come from their fellow American citizens on the mainland. The injury is too serious, the wound too deep, to be curecl by the temporary alleviation. It is cloubtful if any disaster ever appealed with more justification to the American people. The response, it is believecl, will not be less generous and ample than the need.

Perhaps the greatest and most successful means by which civilized man has trinmphed over the natural forces which surround and threaten him is organized and general education . Por expouncling knowledgc, he has deviscd the proper working materials and erccted suitable edifices at large cost of experience, time and wealth. Ironical and pitiful it is, th en , whcn all these deviccs are swept away and dcstroyed in a few hours by the Ycry forces which t hey stand as monuments to r ebuke! For that was the cffect of thc terrific hnrrieane which swept over Porto Rico in Scptemher, clevastated thc island 's coffee and other crops. and destro;vcd ovcr ] ,000 Porto Rican schools.

Nor is this the first time that. thc canse of public edncation in Porto Rico has been set back hy a totally nnexpectcd m1cl destructive cntaclysm of nature.

"A tremendons achievcment in spit<' of innumerable difficultics" summarizes cducational progress in Porto Rico during t he last thirty years. Until the lattcr half of thc ninetccnth ccntnry public instruction was so littlc a part of Porto Rican lifc as to he inconsiderable; and, even though it was nominally gratuitous and obligatory during th e thirty-four years preeeding the Spanisb-Amcrican War, thc situation was so depl01·ahle as to r cnder chilclren in school ·little better o·tf than those not enrolled. Not a single class was conducted in a. structure ercctcd for or adaptcd to the purpose, the ma.jority of the schools being customarily carricd on in thc home of the teacher, who was allowed a Rmall snm for rent in adclition to salary.

The system of school gradation into clementary, superior and adult branches cxisted only in name, th e instruction throughout being about the same, cxcept as the efiorts of thc indiYidual tead1er made one school better or worse tluin another. l\lost teachcrs wcre mcr ely pensioners upon the Government, that is, if they werc able to collect any salaries at all.

thc United States would not be regardecl as being worthy of th~ ncnne.

The hooks most generally founcl in these schools are a primer! a ca.techism and a mental philosophy, and ~he ..system of education consists almost cntirely" of me111orizing.

A census taken in Porto Rico in 1899, a hout a year aftcr Americau occupancy, revealed a population of 951,836. Of this number only 15 per cent. reported t hat they could read and . ~vrite; only 5,045 persons. or lf2 of 1 per cent. , daimect to ha.ve more than an elementary education. There were 322,393 chilclren between the ages of five and -seventeen. Of these a Iitt.le ovcr 8 per cent. were enrolled in the public schools in 1898, while the average daily attendance was less ·than 6 per cent. · From almost the first moment the Americans landed in Porto" Rico, they had in mind the eclucation of Porto Ricans according to thc democratic principies so cherished in the United States. To this end the system of puhlic instruction in Porto Rico was r eorganized to .function along the same lines as the public schools of the Unitecl States. Limited r esources prevented ally great or immediate expansion. The first attempt was to put the already existing schools upon a secure basis. Supplies werc orclered, teachers examined, schoolrooms removed from thc ha bitation of the teacher and suitably locatecl.

Then, even before the Fall term could begin, came the terrific hnrricane of San Ciriaco, on August 8, 1899, taking an enormous toll of human life and property, and leaving the fairest island in the Caribbees a scene of famine, sickness and tortured desolation. Rehahilitation was to occupy the first place of importance in Porto Rico for months, even for years. Out of the su:ffering rose the new system of eclucation. cripplecl but still hopeful; among the débris and ruin schools began to function. Even in that harrowinO' year 1899-1900 e ' ' over 24,000 children \Vere enrolled in school; more than 5,000 were refusecl admission for lack of room, and the average daily attendancc was 20,103. The enormonsly rctarded clevelopment of proper education was reflectecl in the fact that 15,496 of these children were enrolled in first-year work, 8,012 in seco~d-year, and only 984 in all advanced work together !

• The fi.rst Civil Governor of Porto Rico, Hon. Charles H. Allen, reported m 1900 that the present course of instruction vvas of necessity elementary, but promised th.at, as the pupils progressed, a high school would one day be estabhshed in ea eh import t t .r He . " . .b . an o\\n. ~a1cl: The 1mposs1 le w1ll not be attempted in the schools of this 1sland ; but whatever honest eJfort ' intelligently d'1rect e d , can ac-

eomplish within the pecuniary limitations ·surrÓunding onr people, will he clone, and done well.'' In this sen ten ce the keynote of thirty years' c.ffort was first souncled.

The l\Tilitary Governor, Brig. Gen. George Vv. Davis, estimated t.he ·problem in a report writtm1 in 1899. There were more than 322,000 chilclren of school age. Alloting fifty pupils to a teacher would mean :that. Porto Rico should have 6,400 t eachers :1t an aggregate salary of $1,620,000, to say nothing of the additional supplies and bnilding-s.

Wit h this estímate General Davis dismissed t he matt.er simply as a nebulous dream of the distant future. Yet we have seen t his dream approach very near realization-only to be crnel1y shattered.

OBSTACLES T.O EDUC.\TJON OVERCOME

Port o Rfco was formerly clivided into two distinct classes of people, the small gronp of the inflnential and wcalthy. and t he vast mass of the poot· and ig11orant. Thc first great task lay in educating t he Porto Ricans to u:ant education. The poor ditl not desire it. chiefly because of the apathy of ill health and the inclifference of ignormice.

Then, also, many contingent factors hacl to he developed before thrre wa.;; justification for island-wide education. Living conditions, sani_tation, health, all stood in intense nerd of improvement. Ro:hls, opening th e way for schools, ha.d to be huilt at the cost of the lH~~-:t engineering servfée. The small upper class did not dcsire puh1i<' instruction for severa} reasons. They foresaw extra taxation ; they fea red the loss of social and financia! prestige; they were r eluctant to have their children attend the same school as their laborers, and they held to the once prevalent belief that education of the masses is undesirable and dangerous. . .

How all the foregoing obstacles and many others were met ancl eonquercd, how the new system was huilt withont background or precedcnt, and how th e Jight of knowledge has in gl·eat measure displaced the blindness of ignoran ce, that is the thirty years' story of education in Porto Rico under the Stars and Stripes. lt is nndoubtedly safe to say that toclay not a citií~cn of this island holcls learning to be nndesirable for anybocly. . . The dcsire for it is general, its acquisition ne~n·1y so. Porto Rico is as dcmocratic. as farsighted , as progressive as any State in the Union.

Since 1898 nearly 1,500 miles of macadamized roacls have heen constructed by t.hc Insular Government, connecting every town in the islancl and bringing thc benefits of a modern world within reach of ·the most remote mountain dwellers. Great irrigation, building, sani.

tation, and aqueduct projeets have been accomplished. Telephone and telegraph Iines form their weh-work over the entire island. Close on to 400,000 people have been cured of anemia due to hookworm disease, discovered here shortly after the hurdcane in 1899, by the eminent authority on tropical diseases, Dr. Bailey K. Ashford. ·· This bencficcnt work has transformed thc Porto Rican peasants from an apathetic a.ncl seemingly Iazy people to an industrious, intelligent, and alert body of citizens, whom wc are happy and proud to call hrother AmerIcans.

That Porto Rico has been making economic progress is heyond dispute. Accorcling to the most recent figures, externa! trade has increased from $16,000,000 in 1900 to $195,883,139 in 1928. Thc increase of shipments to the United States was from $3,000,000 to $96,662,619, and the increase of purchases from the United States was from $6,000,000 to $79,743,088, thns giving Porto Rico a $16,818,931 balance of trade over t he United States.

In this amazing picture of progress along all lines the development of public schools holds the place of central interest. So important, in fact, has education becomc that the Porto Rican Legislature apportions to it, by far the largest part of the ycarly budget, the sum appropriated in 1927 . comprising nearly 38 per cent. of the total budgetary appropriations. 'l'he island has, or rather had, as we must say, 2,144 school buildings, comprising 4,470 class-rooms. rrhc cnrolment for the school year 1927-28 was 220,940. There were 4~478 teachers cmployed, of whom only 143 were from the United States.

These fi gures show at a glance the gratifying materialization of the dream which secmcd so ncbulous, so far away in 1899 !

So much for the material facts. Even more astonishing i-s the intellcctual growth in P<;>rto Rico, with all its corresponding infiuence upon the community. ln the first place, illiteracy has been reduced from 85 per cent. Ü1 1899 to below 40 per cent. at present. So desirous are the peoplc of Porto Rico of becoming literate that in spite of lack of funds hundreds of public-spiritcd school teachers havc donated their scrviccs to adult night sehools; and in response thousands of laborers, weary after a strenuous day under the tropical sun in canc or tobacco fields, fruit or coffee plantations, have attended thcse infot·mal classes and have learned to read and write.

Furthcrmo~·e, while c?nserving its musical Spanish language, Porto Rico has acqu1red Enghsh with such amazing rapidity through the medium of its schools that the country today may truly be said to be bilingual-the advantages of which, cultural, commercial, diplomatic, are obvious.

Let us dwell for a momcnt upon the r acial characterictics of the Porto Ricans who have been om· brother citizens sin ce 1917, and a bout whom all too little is lmown. Porto Rico was discovercd by Cln·istopher Colombus in 1493 and colonizc.cl by Spain. Hcnce it has been from the first a country of white p eople. Even as in our own Southcrn States, negro slavcs wér e importcd at an carly date, main1y to replacc the na.tivc Inclians who diecl off quickly unde1: bonclage.

While there was some inevitable mixture of Spanish, negro, and 111dian blood, the majority of the people r etained their white heritage.

Seventy-three per ccnt. of thc population of 1,29!:>,809 ( Census o:f 1920) is white, mostly of pure Spanish descent, whil e 23.2 per cent. is rnulatto and only 3.8 p cr cent. is negro. The intelligence of t he Porto Ricans is keen; the scourge of anemia having been g1·eatly reduced, ancl thc populace given the opportunity to lcarn, thcy have,. in barely more th an a quarter of a centnry, clcYeloped their island. into a modern ancl progressive American community.

Even though the in crease of costs · and the growth of population havc so far preventecl education f rom reaching· evcry child of school ag·e, conditions n cver lookecl more favorable than at the beginning of thc school year 1928-29. The finest buildings of the island were its schools-modern in their equipment, architecturally designed t o harmonizc with thc tropical beauty of Porto Rico 's lanclscape and the balminess of her climate. 'fhcrc were new construction projccts intended in time to replacc such schools as wct·e still conducted in rented buildings. Research into latest eclucational methods bacle fair · to make the comh1g year outstanding in achievemcnt in both city · and rural schools.

As an cxample of what thc prog!·ess of education means to P orto Rican youth let us consider thc expcriencc of a typical monntain boy . .Juanito Rivera was born in a tiny onc-1·oom palm-thatchecl house, ·upon a remate mountainside, in the miclst of a vast coffee plantation. :ne was eight ycars old, yet he had ncver becn to school, for there ·.was none near-by, and his father a.nd mother , with six other young ;children, could not afford to send him beyond the mountains in search of education. tTuanito \Vas a bright boy, ancl he knew all about school.

Often he had hearcl tales of its many advantages from the children of his father 's employer, the coffee-grower.

One day "\VOnderful news reached the workers of the obscure coff~c ·plantation: -a new road was coming, pushing over the mountains,. bringing ·to them the advantages of communication~ ' connecting them jn fact with the · outside wo~·Id, heretofore so :faT · away, so di.fficult . to

reach over the many miles of rough country. Juanito heard of the road and could scarcely comprehend its meaning. He scampcred off to find it, and thereafter the road workers often noticed a small and timid boy, clad in a blue-ch ecked gingham shirt and meagre tan trousers, innocent of shoes or hat, watching their labors with brighteyed interest.

Finally th e nc\\· road was completed. On the heels of all this wonder camc an ewn g rcatcr surprisc: the building of a consoliclated school, scarccly half a milc from Juanito's cabin! BYery day the boy went to watch the construction of th c four-roomecl building. ?\ow scarcel~· anything " ·as spokcn of in that isolated n cigh borhood except the school and "·ho would be so fortnnate as to attend it. Thesc wcre days of anxious susp ense for harefoot, tousle-headed .J uanito. One day h e hcard his p arents discussing the question: Ther c has not been such a h eavy crop hanging upon Don Manuel 's cof-fee trees in thirty years. That means a big harvest, many da~·s of profitablc 'rork for ns clnring the pic:king season. Surely we cannot afford to deny om· chilclrcn the priYilcgcs of education. Thc hooks will be fumished thcm by th e Insular GoYernment. A f ew clothes are all we " ·ill n eed to lmy. Y es, if there is room for them, \\·e will send Maria, P edro and Juanit o.

Juanito shouted: ' ' I a m going to school! I a m going to school ' '' .and wonclered how he could ever wait.

Finally came the opening day. Juan was at the sch oolhouse door almost before the sun had drivcn away th e heavy morning mist , his ' facc shining with clcanliness and smiles. All over Porto Rico "·ere crowds of boys ancl girls, clamoring in happy ex:citement before the doors of the schools, for Porto Rican children lovc nothing better than to go to school.

Classcs began. For two s hort "·eeks the busy hnm of reciting chilclren rose over all thc land. Porto Rico had never been more tranquil, more prospcrous, or more beautiful. The countryside was rich with the coming harvests. Peace abode in the homes of the people, m the groves of fruit ancl palms, over the ficlds of wa vjng can e.

THE EFFECT OF THE HURRICANE

Then, with the roar of a beast bcnt upon destruction. therc descended upon this islancl, on September 13, the awful hurdcm1e of" San Felipe. It raged for some thirty-six ghastly hours, and passed on, leaving behind it one of the most woeful and clesolate scenes cver drawn by the sometimes ruthless a1~d impartial hand of Nature-

'rowner, ancl in cooperation with the cntirc Insular Government, has come nobly and generously to the relief of Porto Rico with food, medicine, shelter, blankets, clothing, and has done much to strengthen the morale of thc sufferi11g people. In some towns classes may be observecl in session on front porches of privatc homes, and even oYer thcsc improviscc1 schools waves thc flag. Dueto thc tremcndous loss of supplics sometimes only one or two pupils ha ve a book ; in other cases only the tcacher possesses a copy. Still classes are being carried on!

y su extensión aumenta considerablemente debido a sus innume-

rables montañas, especialmente en el interior de la isla. Ni siquiera un solo metro de este territorio logró librarse de la fm·ia del viento que volaba a u.na velocidad de 150 millas por hora, o de las veinte y nueve pulgadas de lluvia torrencial que cayó sin tregua durante dos días consecutivos. En los cuatro siglos de historia de la isla no se consigna una catástrofe de tal magnitud como la ocurrida recientemente. Árboles gigantescos que se habían erguido orgullosos durante siglo y medio yacen con sus raíces centenarias al aire, pudriéndose lentamente y sin embargo estos gigantes de antaiío durante su prolongada existencia han logrado r esistir grandes huracanes y tormentas pavorosas.

EVOCANDO LOS BOSQUES DE VERDÚN

''No encuentro palabras con qué describir la condición actual de la renombrada 'Isla del Encanto'. Hay que valerse de símiles para hacer una descripción precisa de Puerto Rico después del huracán . En muchas r egiones se nota una desolación y una ruina total que nos hace evocar los campos de batalla de Francia a raíz de la Gnerra Europea.

Los hombres necesitaron m1os para destruir con metralla ~7 dinamita los campos de Flandes y los bosques de Verdún; en cambio, los elementos desencadenados hicieron su obra de destrucción en esta bella isla en el intervalo de unas cuantas horas. La campiña, roji7.:a y seca, parece haber sido inundada por una ola de intenso fuego; el verdor esmeraldino de los campos borincanos cubiertos de flores multicolores que constituían el encanto de este paraÍ$o tropical, ha desaparecido por completo. Unicamente los cielos sonrientes y diáfanos parecen burlarse de la mo1·taja lúgubre que cubre las montañas y los valles de Puerto Rico. ''Casi todos los árboles de gran tamaño, tales como las ceibas, los mangoes, las acacias Y las panas se han derrumbado mientras que los supervivientes han perdido su ramaje, sus hoj as y hasta su corteza. Cualquiera creería que estos árboles han sido heridos por el rayo destructor. Las majestuosas palmas reales apenas si conservan vestigios de su antiguo esplendor pues no sólo hau perdido sus penachos ondulantes sino que están abatidas por la furia del vendaval. Los frágiles bambúes languidec~n heridos de muerte mientras que los platanales, cuyo fruto constituye uno de los alimentos indispensables para la clase humilde de los trópicos, necesitarán todo un año para producir nuev·as cosechas. Aunque muchos de los árboles de frutas ácidas han logrado resistir el ataque del huracán, toda la cosecha dr frutas se ha- perdido y las hermosas plantaciones de t oronjas y chinas ~.

LIMPIEZA DE LAS CALLES

"En San Juan , la he rmosa capital ele la isla, ciudad moderna que · tiene 120,000 almas, hay que internarse en los snbnrlJios para reconstJ·nir la escena ele devastadón que se manifestaba en toda la ciudad. rroclavía San .Juan tiene barrios antiguos, y cdifieios hist óricos ent'!.'e los cuales hemos de incluir la mansión del Gobernador y Casa BhuJca, que fué construida hace siglos para el hijo de don Juan Pon ce de ]~eón.

Estos edifieios ccutenarios con muros de dos y t res pies de espesor lo mismo que los gigantesco~ fuertes de "1~11\Iorro" y "~~an Cristóbal'' pareeím1 desafiar la furia de los elementos desencadellados. Con muy raras excepciones, los edificios moderno~ de par« ~des de concreto y esqueleto d e hi erro resistieron el embiste del hura~án aunque hay que confesar que se movían como veleros en alta mar al ser azotados por el vendaval impetuoso y fiero. ''Pero no había medio de defenderse contra las lluvias torrenciales y ni un solo edifi cio de ·la isla logró evitar la inundación de agua que se precipitaba en torrentes por las azoteas desmanteladas filtrándose por debajo de las puertas y saliendo impetuosamente por • las ventanas ele persianas que hay en el 99 por ciento de las vivien-

das portorriqueñas. El agua cubría los pisos de todas las casas y todos los enseres domésticos, muebles y camas estaban anegados por el torrente interminable.

LA HUIDA SALVADORA

''Como la furia desencadenada del huracán no se manifestó de repente, pues desde la noche anterior se notaron indicios de temporal, muchas familias creyéndose inseguras en sus pequeños hogares decidieron refugiarse en edificios públicos y privados que ofrecían más resistencia en caso de huracán. Gracias a este hecho y a que la tormenta ocurrió durante el día, el m1mero de accidentes y muertes no fué muy crecido. El albergue de una familia humilde en Puerto Rico consiste de viviendas sencillas de una o dos habitaciones techadas de planchas de zinc mientras que los bohíos en el campo son míseras chozas de paja techadas con ramas ele coco. Durante el temporal se veían volar las planchas de zinc como si fueran pedazos de papel. .

Al sobrevenir la calma apenas si quedaba una sola vivienda, grande o pequeña, con su tejado en perfectas condiciones. :Millares ele casas fueron totalmente destechadas mientras que algunas eran tan frágiles que se derrumbaron estrepitosamente presentando el aspecto de un montón informe de ruinas. ''Algunas personas que se habían refugiado en sitios más seguros, al volver a su casa sólo encontraron un pedazo ele terreno desprovisto ele vegetación como Ú11ico vestigio del sitio donde horas antes se levantaba un hogar feliz. ''Estos desventurados no lograron salvar ni siquiera uno solo de sus muebles. Donde menos lo pensábamos, nos tropezamos en el campo con uno ele estos solares desprovistos de vegetación que nos indica claramente que en aquel sitio se levantaba la casita humilde ele una familia de campesinos. Constantemente se recibían en San Juan noticias dolorosas de toda la isla. El Alcalde de un pueblo pequeño escribió los siguientes párrafos tr~s días después del siniestro: "'Nuestros campesinos estún' viviendo a la intemperie, debajo de los árboles, en albergues improvisados con los restos de sus viviendas o en grutas y cuevas. Toda esta gente está a la merced de los elementos, bajo el sol. la lluvia Y los vientos. Esta situación es intolerable. Una caravana interminable compuesta d e hombres, mujeres y niños escuálidos y enfer~1os, semidesnudos y descalzos, invade diariamente la Casa Ayuntamiento en busca de alimentos". /

huracán que en r ealidad sólo nos ha dejado el terreno. r_,as cosechas se han perdido por completo; los árboles mús antiguos y más f uertes han sido arran cado:;; de cuajo y el pnehlo se desespera al ver tanta desolación. Les predicamos constantemente que tengan paciencia y fe en el porvenir y les decimos que el gobierno y la Cruz Roja Americana están tratando por todos los medios de mitigar sus dolores.' '' ''Esta es una de las millares de descripciones conmovedoras. Al internarnos en los campos de la isla confirmamos su veracidad. Las familias que no han logrado salvar un solo mueble d e su casa se alojan con algún vecino o amigo fJUe también tiene una familia numerosa. En muchos sitios hay cuatro y cinco familias refugiadas en una sola habitación. No hay dónde ocultarse para evitar presenciar tanta desolación y en ninguna parte de la isla se ha dejado ele sentir la mano impía del huracán. ''Pero a pesar de tantas desdichas hay que dar gracias al cielo pues los indicios de temporal se manifestaron con horas de anticipación dándole tiempo a la gente para ponerse en salvo. La pérdida de vidas sólo asciende a algunos centenares pero todavía no se puede precisar a cuánto ascienden las pérdidas habidas en la propiedad.

Lo nnico que sí podemos asegurar es que han sido gigantescas y lo más lamentable de la situación actual estriba en el hecho de que la mitad de los hauitantes de la isla se encuentra desprovista de sus hogares.

ACTIVIDADES DE LA CRUZ ThO.J A Y OTRAS SOCIEDADES BENÉFICAS

''Casi todo el mundo en la isla s.e preocupa actualmente y labm.-a en todo lo que está a su alcance por resolver el magno problema de suministrar alimentos, ropas y albergue a las víctimas del siniestro. ' 'Cuando sobrevino la calma después del huracán. la isla entera quedó sumida eH el desaliento ·más profundo con todas sus vías y medios de comunicación totalmente interrumpidos. Se carecía en absoluto de corriente eléctl'ica y de agua · y la vidn insular snfrió una conmoción general. En· este caos de desesperación y de ruina se escuchó el débil quejido ele un pueblo desolado que gemía pidiendo alimentos y albergue. Gradualmente fué aumentando en f uerzas esta

queja instintiva hasta que hoy constituye la demanda más apremiante del pueblo ¡1ortorriqueño.

"Ya se ha empezado la obra de auxiliar a las víctimas del siniestro y la reconstrucción de la isla progresa tan rápidamente que sin duda alguna esta etapa admirable será uno de los capítulos heroicos en la historia de la filantropía norteamericana ofrecida generosamente a cualquier pueblo en sus momentos ele prueba. En cuanto sobrevino la calma, el Gobernador 'l'owner convocó a su ga binetc e instruyó a cada miembro del mismo que hiciera investigaciones p!·ecisas en el departamento que le corresponde. San Juan despertó de 1~ horrenda pesadilla del huracán completamente aislada de los clemús pueblos de la isla. El movimiento inicial correspondió al Departamento del Interior que inmediatamente empezó a 1impiar las carreteras para restablecer comunicación con el resto de la isla. ''La misma tarde del día del temporal: ya las calles principales de San Juan estaban limpias. Jnmediatamente se d ecidió hacer uso del sist ema de correos a caballo que durante tantos años fué el único medio de comunicación entre los pueblos de la isla. Siguiendo costumbres tradicionales de la antigua Espaiia, las 1,500 milas de magníficas carreteras que hay en Puerto Hico están atendidas personalmente por peones camineros cuyas viviendas están situadas ~:>n 1« misma carretera a intervalos de dos millas ele distancia. Cada uno de estos caminero::; ha de tener en perfectas condiciones las dos millas de carretera que le corresponden. De este modo, los mensajeros que salieron de San Juan no tuvieron más que detenerse en cada una de las viviendas de los camineros para ordenarles que empleasen obreros e inmediatamente limpiasen las carreteras de todo obstáculo.

RES'fABLECIENDO LAS COMUNJC,\·CIONES

" Bl sistema puesto en práctica resultó tan eficaz que ya el lunes se tenían noticias ele la ·mitad ele la isla y una semana después del siniestro las carreteras que estaban obstruidas para toda clase de vehículos fueron libradas de la hojarasca, los t ron cos de árboles y los postes que las cubrían y se logró restablecer comunicación con el 99 por ciento de los pueblos de la isla. En cuanto las vías de comunicación quedaron abiertas, las noticias más dolorosas y más lúgubres emper,aron a ll egar a San Juan desde todos los pueblos del interior.

Se hizo imperiosa. la necesidad de socorrer a las víctimas del siniestro e inmediatamente se diet·on los primeros pasos. ''En una conferencia de ciudadanos preeminentes, convocada por el Gobernador pocas horas pespués del huracán, se procedió a elegir

un comité central de auxilio con el fin de en viar socorros a las víe'timas del interio1· ele la isla. ''También hubo alg·unas personas aplastadas y heridas por edificios que se derrumbaron y las inundnciones completaron la obra destructora nrrasando con todo lo que encontraban a su paso sin p erdonar viviendas y familias enteras que encon t raron In muerte en la corriente ele los ríos d esbordados. I_jos cr ntenarcs de p er sonas que estún a la intemperie han contraído influenza y paludismo y estas dos enfermedades temibles son las qne cansau más estragos entre las víctimas del siniestro. El hambre, qne se cernía amenazante sobre el campesino portorriqueño, ha logrado evitarse gracias a la ayuda de la Cruz Roja Americana.

un espectáculo desolador. '' J_;as plantaciones ele caña'', según la opü1ión de uno ele estos empleados, "parecen haber sido aplastadas por una mano infernal". Las centrales azucareras que, por lo regular tienen grandes almacenes y chimeneas gigantescas sufrieron grandes pérdidas. La maquinaria, en muchos casos fué totalmente destruida y muchas centrales cuyo equipo e instalación implica un valol' de $10,000.000 son en la actualidad un montón informe de ruinas. Afortunadament~ la molienda se ha terminado y como no se reanuda hasta el próximo diciembre hay probabilidades de reconstruir para la próxima zafra.

"Otro informe indica que "los cafetales constituyen un montón de basura cubierto con una espesa capa de hojas y de troncos ele árboles". Esto se refiere a los [u·boles de sombra que son necesarios para .el cultivo del café, los cuales necesitan afíos pa l'a llegar a cierta altura. El 00 por ciento de estos árboles de sombra se desplomaron destruyendo como es natural, los cafetales que se encontraban bajo su sombra. ]~as plantaciones de tabaco que acabaron ele ser sembradas pueden volverse a sembrar. Sin embargo, los grandes almacenes que contenían toda la cosecha del año pasado fneron destruidos y, por consiguiente, millares (le hombres y mujeres se encontrarán muy en breve sin trabajo. ''Estos informes son un compendio profuso ele todos los que se presentaron en ]a prünera conferencia convocada por el Gobernador.

Sin pérdida ele tiempo y con toda rapidez se procedió a encabe_z ar todas las actividades en pro de las víctimas del siniestro y ele la rehabilitación de la isla. El gobierno insular ha excluido todos los deberes oficiales menos los más indispensables, con el fin ele dedicar todo su tiempo a la mag1u1 obra de reconstrucción. Desde el Gobernador, que ha tomado parte activ_a en la misma desde que sobrevino la calma hasta el más humilde escribiente del gobierno se puede ase' gurar que todos han cooperado espontánea y generosamente a tan noble causa. ''En esta ocasión se ha probado mejor que nmí'ca la nobleza · y la g~nerosidad de la Cruz Roja Americana. La isla entera se enctientra protegida por los brazos amorosos de esta institución ejemplar que consuela inspirando fe a todos los desventurados de la tierra.

Está demás hacer alabanzas y elogios ele la Cruz Roja; el agradecimiento más profundo perdurará eternamente en el corazón ele todo portorriqueño que ha presenciado su obra sublime de amor y cm.·idad.

El gobierno federal. por medio de sus funcionarios militares ha -contribuido en todo lo posible a ayudar a las víctimas del siniestro

''A las veinticuatro horas de haber r ecibido el cablegrama dr1 Gobernador Towncr solicitando ayuda para Puerto Rico, rl Dircftor Nacional de D esastres de la Cruz Roja en \Vashington y varios subalternos embarcaron en uno de los "destroyers" más r{l pi dos ele la marina de guerra de los E stados Unidos, rumho a Puer to Rico. E:-;tos hombres, preparados para luchar contra las achersiclades ele una catástrofe, ll egaron a Puerto Rico el martes po1· la mafíana, o sea cunt"!.·o días despu és de h aber ocurrido el temporal lo cual constituye una prueba evidente de la efi cacia del servicio ele auxilio ele la Cruz Roja Americana. Varios funcionarios del ej ér cito ele Jos E stados Unidos y del Departamento de Sanidad fneron enviados inmed1atatamente a la isla para qne hiciesen un informe p1·eciso al Gobernador y al mismo t iempo pcn·a que cooperasen con le1 Crn z Roja Americana.

"El cuartel gen eral de la Cruz Roja American a coopera con el Capítulo lnsul m: de la Cruz Roj a que tiene agen cias en todos los puehlos de la i ~la. L a oficina central radicada en San J uan empezó a laborar cuando todavía el huracán no habia amainado. Varias estaciones fueron establecidas en difer entes sitios de la ciudad y el sábado por la mmía nH, dos días despnés del hnracán , ya estas agen cias habían distribniclo ropas y alimentos entre las víctimas del desastr e así como también hacían compras en las tiendas de San Juan. Se procedió inmediatamente a nna investigación sanitaria y se le suministr ó Htención médica a los primeros heridos y enfermos. · En cuanto se r estableció la comunicación con los pueblos de la isla, se empezaron a despachar los primeros camiones cargados ele alimentos.

"En todos los pueblos hay una agen cia de la Cruz Roja que labora infatigahlemente en p ro de los menesterosos desde antes d e ocurrir el huracán y no bien sobrevino la calma se cxpiclie1·on órdenes de l a oficÜJa cent ral de San Juan para que se adoptase el mismo plan que se seguía en la oficina central en todos los puelJlos de la isla.. Sobre ' el caos de desolación y de ruina, sobre los árboles arrancados de cuajo y los hogares destruidos se levanta como un símbolo ele esp er anza.. el pendón inmaculado que ostenta en sn fondo una cruz roj a. Al finalizar el .mes de septiembre se han distribnido aproximadamente 1.000 toneladas ele alimentos ; 24,067 piezas ele ropa; alrededor ele 100 000 yardas de tela ; 3,060 tiendas ele campaña, cer ca de 6,000 catre~, y millares de sábanas y medicinas a 25 pueblos incluyendo dos hospitales de campaña completamente equipados. americano acudirá en ayuda de Puerto Rico y esta noticia es lo suficiente para disipar el pesimismo y ]a melnncolía que nos embarga.

"Uno de los grnuclcs problemas que hemos ele resolver es el de hacer que la gente permanezca en sus hogares y no que emprenda caminatas a los pueblos donde creen e11contrar consuelo a sus p enas y vicisitudes. Los portorriqueños son hijos de la tierra y el suelo de esta bella isla constituye el futuro de la misma. No debemos pet·mitir que a handonen sus hogares para lanzarse a la indigencia degradante. Por esta razón es que la Cruz Roja Americana hace todo lo que est~ a su alcance por ayudar a todos los desvalidos con el fin de que no se vean obligados a abandonar sus hogares para refugiarse en los pueblos de la isla. ''No podemos terminar este artículo sin antes consignar la cooperación y el espíritu ele buena voluntad que se manifiesta entre los portorriqueños.

construir un país y de encauzar el progreso en una isla herida aviesamente cuando se encontraba en el apogeo ele su prosperidad. No ha habido motines ni escándalos de ninguna clase y por donde quiera se escuchan comentarios de agradecimiento por haber salido sanos y salvos del tremendo ·huracán que convirtió nuestra isla en un caos . de desolación y de ruina. El artículo a que aludimos dice así : "Un viento que alcanzó la incr eíble velocidad de 150 millas por hora durante el jueves, 13 de septiembre, y nn rcgü;tro de veinte y nueve pulgadas de lluvia que cayó sin cesar desde el miércoles por la noche hasta las doce de la mali~ma del viernes, 14 de scpticmb!·e."

H e aquí un breve resumen del t remendo hurac<Í,li que azotó la isla de Puerto Rico, perteneciente a los 1~i:itados Unidos; un parab:> tropical donde reina un eterno verano, nna encantadora isla rodeada de mares de azur con fértiles costas cubiertas de palmares, lomas esmeraldinas y montañas azules. El mundo entero conocía a Puerto Rico por el sobrenombre de la 'Isla del Encanto.'

Puerto Rico, descubierto por Crist<~bal Colón en 1492 y coloni· zaclo por los españoles, había tenido cuatro siglos de civilizaci0n cuando pasó a manos ele los Estados Unidos en 1898. Las tres cuar, tas partes de sus habitantes, que ascienden a 1,500,000 almas y que son actualmente ciudadanos americanos, pertenecen a la raza. blanca y son, en su may.oría, descendientes ele españoles. reducir el promedio de analfabetos de 85 por ciento a menos de un 40 por ciento . . Cerca de 1,500 millas de carreteras embreadas han supl~11taclo lo~ c.a m.inos _vecinales ele antaño, llegando hasta. las regiones más remotas y estableciendo comunicación entre todos los pueblos de la isla. Los tranvías eléctricos, los automóviles, el telégrafo, el teléfono, el radio, el sistema de sanidad. los grandes muelles Y almacenes, las residencias modernas, los grandes edificios comerciales y los edificios públicos son varias de las rar.ones por las cuales Puerto Rico se ha conquistado el derecho ele figurar entre los países progresistas ·del mundo. · La. isla. se· epcontraba en el apogeo .de su prosperidad cuando fué azotada por el tremeúclo huracán. El coi11ercio con el extranjero había aumentado de $16,602,004 en el año 1900 a $195,883,139 en· el último año · económico que terminó el 30 de junio. I.Jos embarques ·a los Estados Unidos aumentaron de $3,350,577 en el año 1900 a $96,662,619 en 1.928 y las compras hechas en los Estados Unidos aumentaron de $6,592,114 a $79,7 43,088, quedando de este modo en Puerto Rico un balance de $16.818,931, producto del comercio insular.

EL SINIESTRO

En el momento más venturoso ele la existencia de Puerto Rico. descendió el huracán, aterrorizando al pueblo portorriqueño, destruyendo todo lo que encontró a su paso y dejando, al esfumarse, una isla en un estado de inconsciencia y pesimismo que puede muy bien describirse con una sola·palabra- aniquilada. En el primer momento lepareció a aquel pueblo desolado que todo se había perdido. A fuerza de contemplar los edificios caídos nadie se fijaba en los que habían salido ilesos del desastre. Si a una casa se le había ido el techo, el pesimismo popular, hacía concebir q~e la casa había sido totalmente destruida. Como los alambres y postes . telegráficos y telefónicos y las torres de radio se habían desplomado, las vías de comunicación estaban interrumpidas por completo. Cada pueblo horrorir.ado de su destrucción y totalmente incomunicado del resto de la isla necesariamente tenía. que imaginarse que había sido el más castigado por el huracán. De esta situación surgió la creencia popular de que todo~ los pueblos y todas las cosechas habían sido destruidos. La faita de agua, luz eléctrica y fuerza motriz contribuía a empeorar la situación y rumores de hambre, enfermedades y muertes empezaron a ·c ircular por todas partes.

En medio de esta confusión era. necesario que alguien se mostrase l sereno para precisar en todo lo que fuera posible los estragos del hu-

Del Departamento de Sanidad salieron inspectorrs eqnipados con medicinas de primera necesirlad y con todo lo necesario para establecer estaciones sanitarias de emergencia en todos Jos pueblos de la isla. Varios inspectores de escuelas fneron enviados por el Departamento de Instrnceión para qne se enterasen de la situación de los maestros, de las condiciones de las escuelas y para que recopilasen estadísticas que se emplearon luego por los funcionarios ele las instituciones caritativas en su obra de auxilio y reconstrucción. ritos para que se enterasen de los estragos d el" huracán en la agricultura-la industria principal de Puer to Rico. El Capítulo de la Cruz Roja Americana en Puer to Rico inició sus actividades antes de que el temporal amainase, organilr.ando estaciones <le socorro y haciendo estudios preliminares del siniestro.

El Gobernador convocó a los ciudadanos más preeminentes ele la isla a una r eunión d~ndc se designó un Comité Central de Auxilios que empezó a funcionar inmediatamente. Se procedió a un empréstito gubernamental de emergencia por $60.000 en los bancos para distribución inmediata en los municipios mús castigados ele la isla para la compra de los artículos de primera necesidad ya que el auxilio procedente de los Estados Unidos habría ele· demorarse durante algunos días.

A p esar de que muchos de los rumores que circularon a raíz d el huracán resultan fantásticos no obstante hay que confesar, en honor a la verdad, que el desastre ha sido espantoso, asumiendo proporCiones verdaderamente aterradoras.

El señor Henry l\f. Bakcr, Director Nacional de Auxilios d e la Cruz Roja Americana, llegó de \Vashington con sus auxiliares a los tres días de haher sido llamado de Puerto Rico. medio de 300 toneladas diarias ele alimentos se distribuyeron entre las víctimas. 'fam bién se repartieron 75,000 piezas de ropa nueva y se hicieron órdenes por 175,000 más además de enormes cantidades de ropa. usada y millares d e yardas ele tela.. En los momentos en que escribo este artículo a fin es del mes de octubre la Cruz Roja gasta $30,000 diarios para. distribuir en toda la isla suficientes alimentos con que combatir el hambre y la miseria. Esta obra de distribución de alimentos tendrá que prolongarse durante algún tiempo hasta que se reconstruyan .los hogares y los campos produzcan suficientes cosechas para alimentar a los habitantes de la isla. Ya se ha empezado a suministrar materiales de construcción y la Cruz Roja ha hecho órdenes por un millón de pies ele madera. Esto constituye únicamente el primer paso en pro ele la. reconstrucción de la isla puesto que se necesitarán centenares de millones de pies de madera para la reconstrucción general de Puerto Rico.

El señor Baker ha dirigido actiYidades ele socorro en cerca de 150 desastres y. sin embargo, dice que jamás ha visto un . pueblo que tenga más necesidad ele auxilio que la isla de Puerto Rico.

Durante las tres primeras ·s emanas después del huracán el auxilio de las víctimas del mismo constituyó la nota predominante en toda clase de actividades. La. rehabilitación general, la reconstrucción de las viviendas rurales, ele las cuales el 90 por ciento habían sido totalmente destruidas y la reanudación de las actividades agrícolas apenas se habían iniciado.

La Cruz Roja Americana ha logrado salvar a Puerto Rico ele un destino horrendo; en esta noble institución están cifradas todas la~ esperanzas para el futuro. Puerto Rico siempre ha sahido resolve1~ sus propios problemas y en esta ocasión gustosamente lo haría, per~ el huracán ha despojado a la isla ele todas sus armas ele defensa.

La Policía Insular informa un total de 261 muertes ocurridas a camm del siniestro. En vista de la magnitud del desastre, esta pél~­ dida de vida que probablemente aumentará a 800, parece muy limitada pero este hecho puede atribuirse a diversas ra 7.ones. Gracia~ a la Policía Insular, una organización superior de hombres campe..: tent.es y diestros bajo autoridad central, fué posible hacer advertencias en todos los pueblos. de la isla de que un huracán se aproxi.: rnaba c·o n dirección a Puerto Rico. Como es natural, muchas personas tuvieron tiempo de refugiarse en edificios seguros que pudic~

sen r esistir los ataques d el vendaval. El apogeo del hm·ac~n no se manifestó ele repente sino gradualmente, en un "crescendo ' _' constante hasta que el viento alcanzó la tremenda velocidad de 150 millas por hora. El hecho de que el huracán ocurrió durante el día también hizo posible que muchas personas esquivasen peligros que hubiesen sido fatal e~ durante la noche. En cuanto a los campesinos he oído decir que t ienen por costumbre en cuanto se acerca el temporal ''acostarse en el snelo en un espacio donde no haya árboles, viviendas ni nada que pueda herirles'. Casi todas las muertes fneron ocasionadas por pedazos ele madera, planchas de r.inc y ramas ele á l·boles que volaban por todas partes, por las inundaciones ele los ríos y las quebradas y por el aplastamiento o asfixia motivados por el derrumbamiento de viviendas y edificios.

Es más necesario socorrer a los heridos y a los enfermos que llorar a los muertos. Durante el siniestro Jmbo alrededor de 1,100 personas heridas y centenares de las víctimas han -sido atacadas por nn catarro benigno aunque en ningñn sitio excepto en Gnayama puede decirse que se ha desarrollado una epidemia. Este hecho se debe a que l as lluvias tonencial es l)rovidenciahnente cesaron m1 día después del huracán y a que se tomaron medidas para establecer h1mecliata- ' mente hospitales de emergencia y para enviar medicamentos a todos los que los necesitaban. La Cru¡¡; Roja labora en cooperación con los funciona1·ios de Salnd Pñhlica de los Estados Unidos y con el Departamento de Sanidad dC' Puerto Rico. El paludismo se ha extendido a gran part(' de la isla pero los holetines oficiales que se hacen diarünnentc indican que la enfermedad va cediendo debido a las medidas observadas en las regiones palúdieas por la Junta Insular para combatir el paludismo y a la distribución extensa de quinino.

Aunque se abrigaban temores <le nna epidemia de t ifoidea, aún no ha ha hido brote alguno en la isla. Los casos que se han p~·e­ sentaclo hau sido debidamente aislados y se ha procedido a vacunar a los habitantes del pueblo. Ya se ha completado la limpieza general de los pueblos y f;e ha prestado atención especial a los acueduetos, espec:almente en Coa m o Y en J nana Díaz, donde los acueductos están en malas condiciones.

Lo que se necesita actualmente es una buena cantidad de medicamentos y de productos para hospitales ~demás de. un buen cuerpo de médicos y enfermeras para atender a los enfermos y evitar que las enfermedades se transmitan a otras personas.

Aunque la pérdidn de vidas ha sido comparativamente limitada , los estragos caus:tdos po1· el lmrn c~m en la. propiedad son enormes e indudablemente implicnnín decenas de millones.

El huracán trazó una trayectoda diagonal sobre toda la isla. El centro fu é la parte más castigada mientras Cjue las costas Norte y Sur de la isla snft-ieron algo menos. 'rodas las calles y las cmTeteras quedaron obstruidas o det eriorad:~ s por el hur1-1cán. El limpiar la hojarasca, los troncos de árboles, los postes y el reconstrnir los derrumbes de las carreteras insulares implica un gnsto parn rl gobierno de $250,000. Cinco días después del huracán se podín 1lco-ar en ant omóvil al 99 por ciento de los pueblos de la isla y éste es el mejor elogio que se puede ha cer sobre la ohra gigantesca ele los obre1·os.

Los edificios del gobierno sufri eron daños por ';alor de $400.000.

Las primeras reparaciones se hicieron a las instituciones que sirven de albergue a los pobres y a · los enfermos. El antiguo Manicomio de San Juan quedó sin techo lo mismo que los Asilos para nifios y para niíías.

Inmediatamente se hicieron las reparaciones necesarias. El nneYO l\1anicomio Insular que es uno de los mejores del mundo y que mny pronto debería ser ocnpado, sufrió claílo!:l por Yalor de $32,000. En el Leprocomio, las pequeñas casitas qn e están ocupadas por alred<'Clor de 60 de estos desventurados estaban en tan malas condiciones que los leprosos tu vieron que refugiar~e durante dos días en las oficinas <le la Administración. Inmediatamente se r epararon los daííos habidos para restablecer el orden normal en dicha in~titución. Así t amhién los edificios del Sanatorio Insular para 'rubcrculosos perdieren g"I'Hn parte de sus techos y los preciosos jardines de esta institución fucrolJ completamente arrasados.

Tres días después del huracán todos los edificios del gobierno qn,~ habían sufrido a causa del huracHn rstaban en condiciones de pt·osegnir funcionando pero todavía no se han hecho las reparaciones finales a los mismos.

El sistema de Telégrafo Insular, que se extendía a todos los pueblos de la isla, habrá d e ·Ser totalmente r econstruido pues ha snfrido pérdidas por valor de $100,000. Los servicios de riego de J sa. bela y de Guayama sufrieron daños por $15,000 y $75,000, respectivamente.

El Departamento del Interior calcula sus pérdidas totales en más de $1,000,000.

Cuando los americanos desembarcaron en Puerto Rico en 1898 había en la isla un sistema de instrucción pública bastante deficiente, el cual nominalmente era gratuito y obligatorio. Había más de 322,000 niños en edad de estudiar pero únicamente el 8 por ciento de éstos estaban matriculados en las escuelas. No se hacían inspecciones de las escuelas y las clases se daban en la residencia del maestro el cual recibía una cantidad especial para pagar alquiler además de su sueldo. El 99 por ciento de la instrucción que se daba en la isla era de carácter tan elemental que los niños de las escuelas estaban más o menos en el mismo nivel intelectual que los que estaban privados de asistir a las mismas. La clase pobre estaba. minada por la anemia y sumida en la mayor ignorancia. Los ricos tenían ten den- . cias a_ristocráticas y se oponían a la difusión de la instrucción. No había un solo edificio en la isla construido especialmente para escuela.

Los americanos deseaban inculcarle al pueblo portorriqueño sus más caros ideales democráticos y querían convertir a la isla en un pueblo bilingüe que pudiese dirigir los destinos de un país progre-sista. Esto implicaba la creación ele un nuevo y extenso sistema de instrucción púhlica con todos sus gastos contingentes. Después de treinta años de constante lucha casi se habían realizado todos estos proyectos.

Cuando el huracún azotó a Pncrto l=:.ico sólo faltaban dos semanas para cumplirse los treinta años ele gobierno americano. En el año 1927 el 38 por ciento del presupuesto insular fué dedicado exclusivamente a la instt-ucción del pueblo. Esta era indudablemente la . asignación más elevada de todo el presupuesto pues la segunda era la asignación de 11.14 por ciento entregada al Departamento del Interior para la construcción de carreteras y obras públicas. Con can-\ tidades adicionales suministradas por los municipios, los gastos totales del Departamento de Instrucción ascendieron aproximadamente' a $6,000,000. Hahía 2,144 ecliticios escolares en la isla conteniendo 4,470 salones de clases en los cuales 220,940 niños recibían instruc-· ción gratuita.

El huracán no perdonó pueblos ni distritos rurales al desatar su· furia contra las esci1elas. En dos pueblos, Y a buco a y Barranquiüis ·· no ha quedado en pie un solo edificio escolar. En varios otros nue:· blos todas las escuelas han sido parcial o totalmente destrui-das.·· Por ejemplo, Hunütcao perdió treinta y tres salones de clase mientras que los diez Y ocho restantes han quedado en condiciones lamen..:.

tables. Las escuelas rurales sufrieron aún pérdidas mayores que 817 salones fueron totalmente destruidos mientras que 660 han quedado casi inservibles. En toda la isla quedaron d estruidos 1,027 salones de clase mientras que 1,281 quedaron parcialmente destro~arlos.

Se calcula que las pérdidas generales en edificios escolares ascienden a $2,464,950.

SE REANUDAN LAS AC'l'IVIDADES ESCOLARES

En estas tristes condiciones la. pérdida monetaria. d el gobierno resulta. insignificante al compararla con lo que sufre intelectualmente la niñez portorriqueña. al privársele de los privilegios ele la instruccion. Tanto los padres como los niños de Puerto Rico suplican encarecidamente que se sostengan las escuelas públicas en cualesquiera . condiciones y a costa de toda. clase ele sacrificios.

Un detalle verdaderamente sorprendente a raíz del huracán es, triba en el hecho de que el próximo lunes, tres o cuatro días después del siniestro, muchas escuelas reanudaron sus actividades y a las tres semanas el 90 por ciento de las actividades escolares de la isla estaba en funcionamiento. No hay nada más alentador para un pueblo afligido que el presenciar diariamente el desfile de un ejército interminable de niños sonrientes y felices que se dirigen a sus respectivas escuelas.

Hay algo que nos inspira compasión y al mismo tiempo nos sorprende en el modo cómo las escuelas de Puerto Rico han logrado proseguir en su obra educativa. aún después de una. catástrofe de la magnitud del huracán de San F elipe. Como la mitad de los edificios escolares han sido parcial o totalmente destruidos y como hay 242 escuelas que lograron resistir la furia. de los elementos, que · se emplean como alherg·ue para los desvalidos y para los enfermos, las clases en muchos pueblos de la isla han de darse en cualquier edific~o o casa de familia, al aire libre o en un salón que quedó casi desprovisto de paredes y de techo. En algunos pueblos la furia del vendaval arrasó con todos los libros y papeles y durante el. próx·mo aíio escolar muchos niños portorriqueños estudiarán sus leccion~s ell l~hros amarillentos y deteriorados por las lluvias torrencia-: · les que cayeron a raíz del hnracán. Hay regiones de la isla en <ruc únicamente la maestra. tiene libros de texto. No hay qne hacer gran: des esfuerzos de imaginación para concebir la dificultad de enseña1· a toda una clase con un solo libro y el talento, la intuición y la paciencia que ha. de desplegar \m maestro al hacerlo. Donde quiera que haya una escuela én Puerto Rico bien ·s ea en un bohío o en una casa · de familia, el distintivo del l)abellón nacional flotando atado a una ·

La industria azucarera es la más importante de todas las de la isla. Durante el último año económico que terminó el 30 de j~­ mo, 1,211,076,000 libras de azúcar cruda y refinada, fué embarcada

en Puerto Rico con destino a los E::;tados Unidos. El huracán sorprendió a la isla con la· cosecha a. medio crc>cer. I_ja caña tierna es muy flexible y todavía no había alcanzado su máximo crecimiento.

Por esta razón a(m cuando el viento rastigó severamente muchos cañaverales las plantaciones no sufrieron pérdidas irreparables y en la actualidad ya la industria empieza a dar seiiales de vida.

En Loíza, las pérdidas en las plantacionel'i fueron enormes debido a las inundaciones del río. ]_jos éafiaverales estuvieron inundados durante varios días.

Aparentemente se han perdido como 300,000,000 libras ele azilcar las cuales constitnyen aproxünaclamente la enarta parte de la cosecha total y tienen un valor de $12,000,000.

I_jas centrales azucareras que eran ediflciol'i gigantescos cuhiertos de planchas de zinc y con gTandel'i chimeneas, ofrecían un blanco seguro para los ataques del huracán.\ Estas centrales sufri,e.rún nna pérdida de 30 por ciento, la cual afortunadamente estaba cubierta por seguros contra hm·acán. Algunas de las más perjudicadas son las de l\faunaho, Juncos, Bayamón, Río Piedras, Caguas; l\fanatí y Loíza. Las tres centrales más importantes de la isla. Guánica y _Aguirre en la. costa Sur y Fajardo en la costa Este, no sufrieron grandes daños. En casi todos los casos la maquinaria 110 sufrió gran. des desperfectos. Se necesitarán vm·ios meses para reconstruir las centrales azucareras y probablemente se demorará en algo la zafra que siempre empieza en el mes de diciembre.

EJ., TABACO Y LAS FRUT"\S

Las pérdidas mayores en el tabaco ocurrieron en la reg10n central en los · alrededores de Caguas, Cayey y Aibonito donde quedaron completamente destruidos todos los grandes almacenes donde se guardaba la cosecha del afio pasado. Los semilleros fueron destruidos pero es· posible volverlos a sembrar. Afortunadamente la cosecha no estaba a punto ele ser recolectada. El 30 por ciento del tabaco almacenado se deterioró debido a las lluvias torrenciales que inundaron los almacenes al quedar desprovistos de techos. En San .Juan las fábricas de cigarros y cigarrillos están funcionando como de costumbre. En las montañas donde tantos centet1ares ele personas han quedado sin albergue, es donde más se notan las pérdidas.

Se calqula que las pérdidas habidas en el tabaco del año pasado, en semilleros y en los almacenes ascienden a $3,500,000.

El que quiera ver frutas ácidas en Puerto Rico no debe mirar los árboles sino la campiña. r_jas grandes plantaciones de toronjas y

chinas que cubrían alrededor ele 6,000 acres están alfombradas de frutas maduras. Esta alfombra trágica representa una p érdida de 1,450,000 cajas de frutas las cuales valoradas por los agricultores ascienden a $2,900,000. Sin embargo, los fruteros todavía , tienen que dar gracias al cielo de que el 90 por ciento de sus árboles han quedado en pie después de un desastre de la magnitud del huracán que azotó a Puerto Rico. Nos sentimos henchido de fe y entusiasmo cuando aspiramos el aroma fragante que despiden las plantaciones de frutas que ya están florecidas alÍn cuando la campiña está cubierta de frntas que representan la cosecha íntegra del año pasado. . La cosecha de piñas qne estaba valorada en $1,200,000 ha sido cruelmente castigada pues se ha perdido la misma mitad. Muchas fábricas de frutas en conserva, almacenes. viviendas ele obreros y residencias de agricultores han sido despiadadamente destruidas por ·el ·huracán.

Para abreviar un relato trágico basta con indicar a mis lectores que la Asociación de Fruteros informa. pérdidas por valor $5,290,000 en la industria de frutas.

ESTRAGOS DEL HURACÁN EN EL CAFÉ

El café ha sido el más castigado de todos los productos ele Puerto Rico pues ha habido pérdidas de un 80 por ciento de la cosecha y un 70 por ciento de los cafetales. Hace treinta años el café era el producto más importante ele Puerto Rico. Pero entonces vino aquel aciago día del 8 de agosto de 1899 y nn huracán tan violento como este ñltimo destruyó los cafetales de tal modo que la industria jamás ha. logrado ocupa1· el primer puesto en la isla. J..Jos cafeteros durante años y aíios trabajaron infatigablemente por rehabilitar sus haciendas )r este aüo .teníamos la perspectiva de la mejor cosecha desde el 1899. El temporal de San Felipe, aún más despiadado que el de San Ciriaco, destruyó de una sola vez $10,000,000 de café además de los almacenes, viviendas de cafeteros, cafetos y los grandes árboles qne dan som bl'a a l,as plantaciones y que son indispensables para el producto. :Muchos de estos árboles han necesitado 25 mios para llegar a su crecimiento máximo mientras que los arbustos de café requieren cinco años para producir sus frutos.

Las pérdidas en las haciendas se calculan en $15,000,000 y por lo tanto los cafeteros han perdido un total de $25,000,00.0. Los seguros sobre el café ascendían a cuatro o cinco millones de dólares pero la cosecha de este año estaba asegurada únicamente en $300,000 pues el resto corresponde a los cafetos y a los árboles de sombra.

Estas palabras indican qne la campiila de Puerto Rico parece un campo de batalla, y cualquier campo ele hatalla nos hace evocar Jo~ palmares rle Puer to Rico tal como aparecen actualmente. .A ñn cuando las pérdidas en los cocoteros y en la cosecha de cocos sr calcula en *1,500.000 nos parece casi un sacrilegio hahlar de dinero en r elación con las palmas encantadoras ele P uerto Rico qne convertían la bella isla. en un paraíso terrenal. 1\Iecidas por las suaves brisas tropicales se inclinaban dulcemente sobre las playas borinqneñas y sus ramajes espléndidos brillaban bajo los ardientes rayos del sol y el plateado palio de la. luna. Las tres cuartas pa1·tes de las palnwras de Puerto Rico han desaparecido y yacen como cuerpos muertos sobre las candentes arenas mientras que las que han logrado salvarse del siniestro suspiran al moverse con el viento como soldados cansados de tanta lucha y parecen lamentar el triste destino de sus compañeras.

RESTABLECIENDO LA NORMALIDAD EN SAN JUAN

La capital de la }~la, San Juan, sólo t iene vestiglos de sn antiguo esplendor pues ha sido despojada de todos ~ns úrholes y flores que constituían su encanto primordial. Pero el r ecién llegado apenas puede dm;sc cuenta de los estragos del huracán porque la cinclad está completamente limpia y ~asi todos los edificios y viviendas han sido 1·eparados. La ciudad ha asumido su aspecto normal, lo mismo que casi todos los pueblos de la. isla menos los que fueron despiadadamente azotados por el huracán. Los hogares ele Jos pobres c¡uc han sufrido desperfectos ya han sido ''remendados'' y ''un constante martilleo se escucha en toda la isla.''

Pero 13arranquitas y Y abucoa., Las Piedras y Coamo, y otros varios pueblos d e la isla parecen haber sido bombardeados por cañones gigantescos durante varias horas con asiduidad y con macstl..'Ía.

Los cuarteles militares y las viviendas ele oficiales de la estación d e Cayey han sido reducidos a un mont6n informe de ruinas.

Los n egocios continúan como de costumbre y los bancos funcionan con toda normalidad. Los funcionarios bancarios laboran día y noche por descubrir algñn medio para ayudar a los agricultores de la isla. En todas partes reina una moralidad absolnta y todavía hay centenares d e portorriqueños que pueden sonreír aún en tan la- , mentable coudición. No ha habido motines ni insurrecciones de ninguna clase y el pueblo se muestra paciente, alegre y lleno de es-

El huracán que azotó a Puerto Rico ha sido uno de los desastres más dolorosos que han ocurrido en tiempos de paz. Lo que evitó una l!orren<la tragedia fué el auxilio oportuno de la Cruz R oja y lo que hace que la sit uación actual sea tolera ble es la cooperación absoluta que existe en toda clase de actividades, el Gobir rno Insular, la Crm: R oja Americana, el Regimiento 65 de Inf antería y el Pueblo de Puert o Rico.

Hay que poner en duda que algún otro desastre justifique con mayor plenitud una petición de ayuda. a los Estados Unidos como el que ha. ocurrido en Puerto Rico. La respuesta del pueblo americano, según se cree, no será menos generosa y amplia que la necesidad que se manifiesta con tanta urgencia.

I.Jos pobres no la querían, principalmente por la apatía propia de sn mal estado de salud y -la indifer encia de la ignorancia. Además ha bia que desarrollar muchos factores para justificar un ampli o sistema educativo. L as condiciones de vida, sanidad, salud pública, t odo necesitaba intensas mejoras. Carreteras, que abriesen camino a las escuelas, había que construirlas al costo del mejor servicio. La pequeña clase privilegiada no deseaba la instrucción pública por varias razones. Avizoraba cont ribuciones extras, temía la pérdidn del prestigio fin anciero y social , no quería que sus hijos asistier an a la misma escuela qne los de los j ornaleros, y se

atenía a la creencia una vez prevaleciente de quP la educa ción d e las masas era indeseable y peligrosa. ''Como los expresados obstáculos y muchos más fn eron conqHist~:dos, como el nuevo sistema quedó instalado s in base o preced ent(>, Y como la luz de la in-strucción ha d isipado en gran medida las nieblas de la ignorancia, ésa es la historia de la educación en Puerto Rico durante treinta años bajo los auspicios de la bandera d e las franjas y las estrellas. No hay peligro en afirmar que actualmente ningún ciudadano de la isla mantiene qne la instrucción sea indeseable para nadie. El d eseo por adqnirirla es general y su. adquisición es C'asi completa. Puerto Rico es tan democrático, tan avizor, tan progresista, como cualquier estado de la Unión. '' Desde el 1898 el gobierno insular ha construido ah·ededor de 1,500 millas de magníficas carreteras afirmadas, conectando todos los pueblos d e la isla y llevando los beneficios modernos hasta los más apartados rincones de la montaña. Grandes proyectos de riego, sanidad, construcciones y acueductos se han llevado a cabo. Líneas t elefónicas y t elegráficas forman una r ed a través de la isla.

400.000 personas han siuo curadas de anemia, la cual es producida por un gusanillo d escubierto poco después del huracán del 1899 por el doctor Bailey K. Ashford, eminente autoridad en enfermedades tropicales. Esta. obra ha transformado al campesino portorriqueño de apático y aparentemente holgazán en industrioso, inteligente y alerta como ciudadano, y nosotros nos sentimos f elices y orgullosos de llamarle nuestro hermano americano. " Que Pner·to Rico ha venido haciendo progresos económicos no se discute. De acuet·do con las cifras más recientes, el comercio exterior ha aumentado d e $16,000,000 en el 1900 a $195,883,139 en el 1928. El aumento de los embarques a los E stados Unidos fué d e $3,000,000 a $96,662,619 y el aumento de las compras en los E stados Unidos f ué de $6,000,000 a $79,743,088, lo cual deja a b eneficio de Puerto Rico un ha lance de $16,818,931. '' Y en este sorprendente cuadro de progreso d e todas las actividades el desarrollo de las escuelas públicas manÜE>ne el puesto de p1·imordial interés. 'r¡:m important e en realidad ha llegarlo a ser la instrucción que la Legislatura immlar le aporta la mayor parte del presnpuesto anual, sir ndo 1a asignación del 1927 caRi el 38 por. ciento del presupuesto total. La isla tiene, o tenía., como hemo~ de d ecir ahot·a, 2,144 edificios escolares con un total de 4,470 sal 01ws de clases. La matrícula para el año escolar 1927-28 fué d e 220,490.

de los Estados Unidos. Estos números muestran elocuentemente la realización material del sueño que tan nebuloso parecía en el 1899. ''Hasta aquí los hechos materiales. Aún más sorprendente es el desarrollo intelectual de Puerto Rico, con su correspondiente · influencia sobre la comunidad. En primer lugar la iliteracia ha sido reducida del 85 por ciento en el 1899 a menos d el 40 por ciento en el presente. Tan deseases de aprender están los portorriqueños que a pesar de la. carencia de fondos cientoc;; de maestros de vocación han ofrecido sus servicios para enseñar en escuelas nocturnas dedicadas a los adultos, y en correspond-encia, miles de trabajadores, después de las fatigas del día bajo el sol tropical en las plantaciones de caña o tabaco, han asistido a estas clases especiales y aprendido a leer y escribir. e' Más afm, mientras conserva el musical idioma español, Puerto Rico ha adquirido el inglés con tan sorprendente rapidez a través de sus escuelas que el país en la actualidad puede decirse es bilingüe, las ventajas de lo cual, (culturales, comerciales y diplomáticas) son obvias. e e Hablemos un momento de las características raciales de los portorriqueños que son nuestros hermanos desde el 1917, y de quienes tan poco se sabe. Puerto Rico fu é descubierto por Cristóbal Colón en el 1493 y colonizado por Espmía. Ha sido pues desde sus comienzos un país blanco. Como en nuestros estados del Sur, se i1~1portaron negros esclavos, principalmente para sustituir a los indios nativos que sucumbieron presto al coloniaje. Aun cuando hubo alguna mezcla inevitable de sangre negra, española e india la. mayor parte de la población mantuvo su herencia blanca. El 73 por ciento de una población de 1,299,809 (censo del 1920) es blanca, en sn mayoría de pura descendencia hispana. mientras hay un 23.2 por ciento de mulatos y sólo un 3.8 ele n egros. ]~a inteligencia de los portorriqut'ños es· muy aguda ; reducida en gran manera la plaga de anemia, y habiendo tenido el pueblo oportunidad de aprender, los portorriqueños en poco más de un cuarto de sig-lo han convertido la isla en moderna y progresista comunidad americana. e e Aun cuando el aumento en su costo y el crecimiento de la población han impedido ahora que l a instrucción llegue a todo niño ele edad escolar, las condiciones nunca parecieron tan favorables como en los comienzos del año escolm: ] 928-29. Los mejores edificios de la isla estaban dedicados a escuelas, modernos en su equipo y trazados para armonizar con la belleza tropical ele los paisajes portorriqueños y la bondad del clima.

"Había proyectos de construcción para levantar edificios que sustituyesen a los que estaban alquilados. De acuerdo con los mod ernos métodos educativos todo hacía esperar que el año r esultase verdaderamente notable en lo que atañe a progresos de la educación tant o en la ciudad como en los campos. ''Como un ejemplo de lo que significa para la juventud portol'riqueña la educación consideremos la experien cia de un muchachito t ípico de la montaña. Juanito Rivera nació en una casita ele palmas ele una sola habitación, en un valle remoto inmediato a una montaña y en el medio de una vasta plantación de café. Tenía ocho años ele edad mas nunca había ido a la escuela, pues no había ninguna cerca, y sus padres, con seis pequeñuelos más, no podían enviarle a lejos d e la mon taña. Juanito er a inteligente .y cstal)a enteeducarse . rado de lo que significaba la escuela. Con frecuencia oía hablar de esto a los hijos del dueño d e la ha cienda en la cu al trabajaba su padre. ''Un día llegaron espléndidas noticias a los trabajadores de la oscura plantación ele café: nna. carretera se abría paso bord eando las mon tañns ~· les trnía los beneficios d e la comunicación, conectándoles con el mundo exterior, hasta entonces tan lejano y tan difícil de alcanzar a través de tantas millas de regiones escarpadas. Juanito oyó hablar de la carr eter a pero no pudo compenetrarse bien de su importancia. Se adelant<í hasta lns obras y desde en tonce~ los obreros vieron a diario un niílito vestido con blusa azul y humilde pantalón oscuro, sin zapatos ni sombrero, que les miraba con ojos brillantes. ''Finalmente la nueva carretera quedó terminada. Y vino otra sorpresa, la construcción ele un a escuela consolidada escasamente a media milla de la casa ele Juanito. rrodos los días el niño iba a. contemplat· la constrncción del edificio de cuatro salones. En aquella vecü1clad a.i slada ya no se hablaba de otra. cosa que de la nueva escuela y de quiénes serían tan afortunados qu e pudieran asi~tir a ella. Estos fueron días ele gran ansiedad para. el pobre Juanito.

Un día escuchó a sus padres discutiendo el asunto: ''No había habido tan buena cosecha, de café en la finca de don Manuel con1o ésta desde hacía. treinta años. Eso significaba una zafra larga, muchos días de productiva labor. No podemos sustraernos a la educación de nnestros hijos. El gobierno insular daba los libros. 'rodo cuanto había qne comprar era alguna ropa. Sí, si hay sitio pa r a ellos enviaremos a la escuela a María.. Pedro y J nanito. . . .

Durante dos semanas se escucharon las recitacionrs de los niños. Puerto Rico nnncn había estado más tranquilo, más próspero ni más bello. Los campos se veían enriquecidos por las pr6ximns cosechas. Aquellos que no vivieron esas horas ele tortnra, aquellos que no hnn visto las ruinns ele este jardín del unh·rrso, escasamente pueden imaginarse a Pncrto Rico ·en los días que han seguido al huracán, ngobiado, arruinado. amenazado por los espectros que siguen siempre a estas catástrofes: el hambre y ]as enfermecladrs. ce En la tierna mente ele J u anito se ha quedado grabado el recuerdo de aquellas horas dolorosas, cuando fué despertado en su hamaca por el agua que caía sobre él rn goterones y por las rachas ele v:ento que querían anancm· de cuajo la cabaña. mientras sus padres retenían a sus atemorizados pcqueilos junto a ellos. D e vez en cuando se oía el estruendo que hacen los graneles árboles al desplomarse y comprendían que los árboles fuertes y añ ejos que prestan su sombra a los cafetales no podían resistir la furia del vendaval y se desplomaban arrastrando en su caída los arbustos de café. La dolorosa realidad de que sus viviendas no 'POdrían r esistir la impetuosidad del siniestro les daba a comprender a. estos pobres campesinos que lo perderían todo, incluyendo sus hogares, sus pertenencias, sus ropas, sus mecl io:; de sub~istencia y quizás si hasta la misma vida. l\fientras tanto el viento implacable aullaba desencadenado como un monstruo voraz que no estada. satisfecho hasta destrnirlo todo. En estos moment os Juanito pensó· en su escuela, un magnífico edificio de concreto que indudablemente saldría ileso de la catástrofe. P ero no bien se l e había ocurrido esta idea cuando un golpe de viento destechó el rancho donde estaban r efugiados los campesinos con tanta fa cilidad como se destapa una caja de cartón, dejando a todos a la intemperie bajo un diluvio p ertinaz e inclemente. ''Cuando el t emporal empezó a amainar, habiendo casi complet ado su obra de destrucción y los infelices campesinos salieron a contemplar los estragos del mismo, el cuadro desolador que se presenU· ante sn vista los hizo enmndecer ele espanto. Los inmensos cafetales que eran producto de tantos años de trabajo infatigable se habían convertido en una masa informe ele hojarasca que muy pronto habría de marchit arse. La obra paciente de un pueblo r esignado y laborioso hahía quedado completamente dest ruida en el t érmino de nnas cuantas horas. Seg(m iban r ecorriendo los alrededores, veían sus viviendas destruidas o en tales <·oncliciones qnc no había ni siqniera que soíiar en r epararlas o reconstruirlas. Durante aquella t enible hora aparecier on entre la maleza y los escombros los cadáver es ele amigos y conocidos qne habían pet·ecido en la. catástrofe. La casa de Juanito había <lesapareeiclo ,Y ni sic¡niera quednhan huellas de su existencia. para ver por sus pi·opios ojos los estragos del huracán en su amadn escuela. Tenía la esperanza de qu~ el huracán hab1·ía perdonado el templo de enseñanza. ''Pero al llegar a la escu ela apenas pnclo cr eer lo que Yeían sus ojos; una masa informe de ruinas y ele murallas d estruidas. Los libros y los pupitres yacían esparcidos por doquier y Juánito no pudiendo conten er su dolor se sentó sobre uno de los pupitres desvencijados y derramó abundantes y amargas lúgrimas ante tanta desolación y tanta ruina . Pero sus lágrimas no podían r econstruir la escuela.
