Redmon, Cathell lose certification as police officers By Susan Canfora Staff Reporter Former Bethany Beach police chief Michael Redmon and former assistant chief Darin Cathell — who were both fired by the Town in January 2024 for misusing federal and state grant money intended for officers’ overtime pay — were both decertified by the Delaware Police Officer Standards & Training (POST) Commission during a meeting in Dover this week. They were offered hearings but did not respond, so the committee approved administrative decertifications, effective immediately, during the Tuesday, May 6, meeting, Ameshia Bucknor, POST administrator, told the Coastal Point. In Delaware, police are certified by completing the police basic training course prescribed by POST and can have that certification revoked. Neither Redmon nor Cathell attended the commission meeting, and they were not represented by anyone, Bucknor said, adding that they would receive notifications of being decertified and will never again be eligible to serve as police officers in Delaware. “They do have the right to appeal to Superior Court if they would like, although we don’t see that very often. They will not be able to be officers in Delaware. Spontaneous combustion caused fire By Kerin Magill Staff Reporter A house fire in the Beach Club community near Ocean View last weekend has been ruled accidental, according to reports from state fire officials. The fire, on Scarborough Lane, was determined to be accidental in nature, according to a report by Chief Deputy Fire Marshal John Galaska released on Monday, May 5. Galaska’s report said the fire began in a mulch pile and spread to a tree next to the house. Firefighters from the Millville Volunteer Fire Company arrived at the home just after 5 p.m. on Saturday, May 3. When the first fire engine from Millville arrived, the single-story home was “fully involved in flames,” according to a report from fire company public information officer Gary Caunitis. Residents of the home were leaving when they spotted mulch on fire, according to the fire marshal’s report. “Spontaneous combustion” of the mulch was determined to be the initial cause of the fire. South Bethany candidates speak to the voters By Susan Canfora Staff Reporter The Coastal Point asked candidates for the South Bethany Town Council to answer three questions in anticipation of this year’s election, scheduled from 9 a.m. to 3 p.m. on Saturday, May 10.

The five candidates competing for three seats include incumbents Christine Keefe and Cynthia Van Horn, both full-time residents; challenger Russell Beland, a full-time resident; and challengers Steven Gallagher and Mark Giler, both non-resident property owners. The seats up for election are those

now held by Keefe, Van Horn and Tim Shaw. Shaw is not running for re-election. Council members serve two-year terms. Also on the council are Councilmen Randy Bartholomew, Bob Biciocchi and Bob Shields, and Mayor Edie Dondero, all of whose seats will be up for voting

Their guilty pleas were accepted in February by Chief U.S. District Judge Colm Connolly during a plea hearing, also in Wilmington, attended by Bethany Beach Police Chief Patrick Foley, who told the Coastal Point he made the trip “to represent the town we love so much.” Redmon, 58, of Selbyville, and Cathell, 49, of Frankford, “spent years claiming to work overtime shifts that

they did not, in fact work,” according to the U.S. Attorney’s Office. Redmon claimed to have worked at least 174 shifts, or 760 hours, totaling $81,890 in pay. Cathell “falsely claimed at least 185 shifts, totaling at least 800 hours, totaling $67,970,” according to the U.S Attorney’s Office. In mid-January, just days after Cathell was charged with misappropriating funds, Redmon was charged by the U.S. State’s Attorney. “Taking the oath to protect and serve is a sacred trust. Those that take the oath must follow the law themselves,”

Those assists really came into play when another fire was reported in Ocean View around 5:46 p.m. on Saturday while Millville crews were in the midst of fighting the worst of the Ocean Club blaze. That fire, while not as serious, did result in damage to the home and resulted from an “outdoor grill incident,” Caunitis’ report said. The office of the Delaware State Fire

Marshal estimated the damage from the Scarborough Lane fire at about $1 million between four impacted homes. There were no injuries reported from either fire. Caunitis this week said the Millville Volunteer Fire Company is looking forward to hosting the community at its EMS Open House on Sunday, May 18, from 10 a.m. to 2 p.m. The Delaware State Police “Trooper 2” helicopter will make an appearance, and the fire company will have numerous pieces of apparatus on display, as well as children’s activities, free blood pressure screenings, and representatives from Beebe Healthcare and Atlantic General Hospital. Free hotdogs and drinks will be available.

Continued from page 5 Third, I would like to see the town become more aggressive in securing grants and other outside funding for capital projects. Federal grants and matching funds have decreased, but the town should not give up on finding assistance with large capital projects. One possibility along these lines would be for the town to establish, on a trial basis, a new position dedicated to managing and securing grants and donations. If successful, such a position would more than pay for itself by bringing in needed funding. Q. What is, in your opinion, the most urgent need for residents of South Bethany? A. In the short term, the town is largely in good shape. The recently approved budget is adequate for the new fiscal year, and we are ready for the busy summer season just beginning. South Bethany does, however, have an urgent need to address longer-term infrastructure issues. Stormwater projects need to move from studies to actual mitigation. Realistic plans for canal maintenance and water quality must be fully developed, and funding must be identified. Any additional taxes required for these projects must have the support of voters. Fortunately, with solid long-term planning, the capital costs need not be prohibitive.

Gallagher, with his wife, bought a home in South Bethany seven years ago as a vacation and future retirement home, and moved to South Bethany “when COVID hit.” His wife, Johanna Kehoe, retired from the financial services sector and made the move permanent, while he teleworked and went to Washington, D.C., two days each week. His daughter, an assistant commonwealth attorney, and son, a licensed master captain with the Hornblower Group, live in Virginia. “We impatiently await grandchildren. Neither of our kids seem remotely interested in accommodating us yet,” he said. Gallaher retired at the end of 2024, after serving 20 years in a senior position with the U.S. Court of Appeals for the Washington, D.C., Circuit and the U.S. District Court for the District of Columbia. Previously, following service in the U.S. Air Force, he served 20 years in senior positions with the American Arbitration Association, the Justice Research Institute, the Carnegie Commission on Science & Technology and a congressionally-mandated inter-governmental study of the problems facing the federal judiciary. He earned a bachelor’s degree from the College of Engineering & Technology of Southern Illinois University, juris doctorate from Rutgers University School of Law and master’s degree in government administration

Based on my education and extensive experience, I have the ability to understand and blend complex technical issues and nuanced legal concepts. I also understand that there is rarely a solely technical or a solely legal answer. Technical and legal issues must be tempered by public policy concerns. I have extensive experience communicating tough issues and working with diverse groups to seek consensus. I believe I can help the community to debate and clarify what it wants and what it is willing to trade-off to get it. Importantly, while I have years of experience in the world of mediation, I also know that ultimately it is a leader’s role to make the final tough decision and to accept accountability for it. Q. If you are elected, what are your top three goals as a member of the Town Council? A. One of my goals as a member of the Town Council would be to support the Town Council’s recent positive shift to fully fund our operating budget and our capital requirements through tax revenue. Until this most recent budget, the Town Council proudly refused to raise taxes for 16 years. The town’s infrastructure was starved, some fees were raised 500 percent and temporary surges in real estate transfer taxes were used for

daily operating expenses rather than for long-term flooding mitigation needs. Even this year, the council’s budget vote was split on the issue. A minority view was that even a $200 per year average tax increase after 16 years of no increases was unacceptable. I would support the majority view that we must pay as we go. If town taxes ever prove financially problematic for a member of the community, we must provide options, such as a homestead exemption or needs-based forbearance. Taxes must keep pace with expenses to fund the community’s basic needs, and I would work to ensure that the Town Council does not backslide on the issue. Another of my goals as a member of Town Council would be to have the Town Council engage the community by shouting out loud, without equivocation or apology, that it is going to be expensive to protect our homes from ever-increasing flooding. I do not have a magic bullet to suddenly and painlessly find the millions of dollars necessary. We can no longer hope to rely on federal grants to save us. There have been whispers about a possible special assessment or bond issue to address flooding. The Town Council must develop financing options to be shared with the community. Specific alternatives, rather than unformed concepts, are required to engage the community. It will take years to work through the process of developSee CANDIDATES page 7

Candidates Continued from page 6 ing financing options, evaluating alternatives and seeking input from the community. Why wait to start the process? It is only going to get more expensive if we wait. Another of my goals would be to more effectively engage the community about the issues facing the town by holding the election for Town Council seats when the community is in town and focused on local issues. Until recently, elections were held on Memorial Day weekend. The election is now held during the off-season, when most of the electorate is out-of-town. Currently, when the candidates are certified and announced by the town, absentee ballots are not yet available. Those not in town must wait for a later date to even request a ballot, complete it and return it. To more effectively engage the community, the election’s campaign season should be in August, with early absentee-voting options. During August, when the town is bustling, community members would read in the Coastal Point articles about the issues and candidates, see campaign lawn signs, be able to attend candidate forums, such as the one held by the town on April 25, and vote at Town Hall using an absentee ballot by simply dropping by at their convenience while in town. Election Day would be in early September, and the newly-elected council members would take their seats in late September, in plenty of time to join council deliberations on the budget and everything else. Holding elections when the electorate is in town would be a great way to more effectively engage the community about issues facing the town. Q. What is, in your opinion, the most urgent need for residents of South Bethany? A. The most urgent need for residents of South Bethany is to address the ever-increasing flooding throughout most of the town. Flooding in town has gone from being a nuisance to being a life-safety issue. Continued sea-level rise is inevitable. Mayor Edie Dondero, our Resiliency Committee and others fortunately have started to tackle the issue. However, current efforts are insufficient given the scope of the challenge townwide. As I understand current council thinking, York Road is the priority, as emergency vehicles must be able to transit every street in town and York Road is the sole access point to an entire community. Cat Hill will follow a year or so later. Years later, the town would consider Canal Road. This current piecemeal approach over many years is insufficient. We cannot wait that long to address these issues. We need to develop and lay out project plans, along with financing options for the community to consider. We must take more aggressive action. What does

the community want, and what will it accept as a trade-off to get it?

Mark Giler Giler and his wife, Cindy, have owned a home in South Bethany for more than 18 years and “feel surrounded by a great sense of community,” he said. He retired three years ago, and said he and his wife love spending the majority of their time on York Road. Dog walkers and dog lovers in town know him as his Gracey’s dad. He and his wife had a home in Pasadena, Md., for more than 42 years. Prior to retirement, he was employed by Westinghouse Northrop Grumman in Maryland for more than 43 years as an electrical, systems and software engineer, and also managed cost and schedule responsibilities on small defense programs. He volunteers with the South Bethany Citizens Water Quality Committee, testing and sampling canal water in conjunction with the University of Delaware. He updates and manages the website for the South Bethany Property Owners Association and volunteers with an animal rescue in Maryland, “of which our cat Otis is an alum.” A native of Meadville, Pa., he grew up in Wilton, Conn., and earned a bachelor’s degree in electrical engineering from Carnegie Mellon University and a master’s degree in computer science from Johns Hopkins University. He is an avid golfer and active member

of the IRSC golf league, and enjoys most outdoor activities. Q. What are your strongest qualifications as a candidate for the South Bethany Council? A. I am pragmatic, open-minded and willing to try to both understand and question multiple sides of issues. I have a sense of humor, enjoy life and people, and attempt to be a good listener. I endeavor to use common sense, logic, process and cost/benefit analyses in making decisions. I won’t try to fix things that aren’t broken. Q. If you are elected, what are your top three goals as a member of the Town Council? A. The Town Council needs to keep improving communication with the property owners. I believe that the property owners have to help decide the priorities for the infrastructure improvements, including their funding sources. Residents must be informed and consulted on these issues, and we need to use all the communication methods available to share information and to seek input. We should evaluate whether we are providing residents with information in a way that is easily accessed, understandable, helpful and timely, and look for ways to communicate more effectively. We must continue to maintain longrange planning goals and creating bal-

I am optimistic that the U.S. government will again help communities with grants in several years. A central feature of South Bethany is the canals and boating. I want to give greater voice to the perspective of the canalfront owner — especially concerns like flooding, bulkheads and water quality. I live on a canal and believe that canalfront owners are underrepresented on the Town Council. Currently, there is only one canalfront member seated on the Council and after the election, there could be none or no more than two. Q. What is, in your opinion, the most urgent need for residents of South Bethany?

A. Resiliency should be one of our short-term priorities, and the Town should tap the reserves to begin work on these projects as soon as practicable. Bayside and Cat Hill residents too often experience flooded streets. Town roads must be accessible at all times for passenger and emergency vehicles.

A. My overall goal is to make a positive contribution to the town. I can do this by encouraging the completion of several nuisance flooding and infrastructure projects affecting various areas of the town, being a good steward of the property owner’s tax dollars and finding realistic solutions to issues presented by property owners. Whether South Bethany property owners live near the ocean or the bay or somewhere in-between, we all know that we are very susceptible to any kind of water event. Cynthia Van Horn Van Horn, 67, and her husband, Marlin, have two daughters, Kelly and Katie, and four grandchildren. They have owned a home in South Bethany for 35 years and moved there permanently in November 2021, from Rockville, Md. She is a 1980 graduate of the University of Maryland and has a CPA license. Her professional background is 42 years in public accounting and as CFO in the real estate industry. She served on the South Bethany Budget & Finance Committee for one year before becoming a member of town council in May of 2024. She also served for nine years on the Board of Our Lady of Good Counsel High School in Olney, Md., as chairwoman of the Finance and Audit Committees. She is a member and treasurer of the South Bethany Women’s Club and a volunteer and coordinator at The Hope Center, an after-school program at Mariners Bethel Global Methodist Church. She said she enjoys working out at the gym, golfing, playing mahjong and spending time with her grandchildren, who live in Maryland and New York. Q. We cannot accomplish this only by raising taxes. We will need to be creative with managing our expenses. Another option I encourage is obtaining capital leases for capital items such as police vehicles. Preserve cash and use the cash to fund our improvements. Our looming infrastructure needs of $14 million will require thinking outside of the box. We will need to explore options to pay for this. Could we impose a special assessment to all property owners for improvements? Could we potentially combine with other local towns to float a “co-bond” backed by the State? It is imperative we accomplish these needs to keep our residents safe and maintain our property values.

Millsboro officially changes district map Governor signs bill for charter change By Laura Walter Staff Reporter Millsboro has been growing by leaps and bounds — especially with the addition of large-scale housing developments. But as the population density shifts physically from one side of town to another, town officials are trying to keep the representative districts a bit more balanced. As of May 7, they have gotten State approval to implement new maps. Originally, election districts were spelled out precisely in Millsboro’s founding charter, so the town council had to update the charter just to give themselves permission to change the districts. Any municipal charter changes must be approved by Delaware General Assembly. But, for Millsboro, the overall legislative process was getting close to the 2025 town election. House Bill 25 enacting the charter change passed unanimously this spring, but it required the signature of Gov. Matt Meyer to put the change into effect. Meyer signed the bill into law on May 7 — just one week

May 5, the Millsboro Town Council unanimously voted (with Councilman John Thoroughgood absent) to adopt the new election map — pending the governor’s anticipated signature. Millsboro’s population actually has been growing so rapidly that those numbers may already be somewhat outdated. But “I think it’s probably the best we could do based on the 2020 Census, and in a few years, we’ll probably be doing it again — but at least it makes us somewhat more fair right now,” Council Member Marty Presley summed up. The Town still has three representative districts. With the governor’s signature, District 1 would not change, while District 2 stretches farther across town, using land gained from District 3. You have the power, and it is your vote Voters in South Bethany get the opportunity this weekend to make their voices heard in the form of their votes during their town council election on Saturday, May 10. And how awesome is that? We get to have our say in this country when it comes to our leadership, be it local, county, state or national. Logistically, it’s impossible to have our citizenry vote on every decision that comes up on any governmental body’s slate, so we pick representatives to vote in our best interests and trust that they will remain true to their words when they are awarded a seat. And then, well, we remain as their bosses — wielding the power to have them replaced at the next election if we feel they didn’t answer the call in an appropriate way. It’s the power of the people. Limited as it may be, it is the power we wield, and it’s important that we take that responsibility seriously. As has been our custom since establishing the Coastal Point more than two decades ago, we do not endorse candidates. For those asking why, it’s simple: We trust the people of this community to make informed decisions based on the data available to them, and then we try

to provide as much data to you as possible to make those choices. Last week, we covered a candidate forum of the candidates where they answered questions from the audience — a group that consisted of South Bethany voters. In case you missed it, that story is still alive and well on our website, and you can still catch up on it before the election. In this week’s paper, you will see a Q&A in which we offered the candidates a few open-ended questions and let them speak directly to you. Read up on the candidates as much as you can. Ask your neighbors if they’ve had any interactions with them. Decide what’s most important to you when it comes to the way South Bethany is being led, and determine which candidates seem to “share a brain”with you. It’s your vote, and it is a powerful thing to wield. The five candidates competing for three seats include incumbents Christina Keefe and Cynthia Van Horn, and challengers Russell Beland, Stephen Gallagher and Mark Giler.The three seats at stake are Keefe’s, Van Horn’s and that of Tim Shaw, who is not running for reelection. It’s your vote, people. Make it count.

It’s that time of year again — don’t be a jerk With opening ceremonies for the Millsboro and Lower Sussex Little Leagues now in our rear mirror, it’s time we make our annual plea to the parents of our young aspiring athletes: Don’t be a jerk. It sounds simple enough, doesn’t it? It sounds like it should take little to no effort at all, right? Go to the practices. Go to the games. Help out when asked for help, or approach a coach with respect if you think you have something constructive to offer. And then, well, don’t be a jerk. Just don’t do it. Nobody needs to hear your “clever” criticisms of an umpire out there trying to help your kids learn about Darin J. McCann and enjoy the sport. Nobody wants to hear you criticize your kids in front of strangers, or criticize the kids of others. In fact, I feel pretty darn comfortable making a guess that nobody is there to hear your mouth. At all. If you feel inclined to make your voice heard, how about doing it in a positive way? Cheer on a kid for running to first like his or her hair is on fire, even when it’s a pretty routine ground out. Tell another kid to lift his chin up and go get ’em next time after a strikeout, or offer encouraging words for that young lady at short who made the errant throw to first. This isn’t the World Series you’re sitting at, and you didn’t just spend $500 on attending the game so you can feel entitled to make your opinions known. It’s a bunch of kids playing ball, and having fun being with their friends while they learn to get better. Nowhere in that sentence is you. And, look, I kind of get it in a way. Amongst other things, sports teaches us to embrace our competitive sides — both against opponents and in terms of making ourselves better as individuals. We want to see our children try their best, and we want them to learn about the power about trying to come out on top. That can transfer to other aspects of life, right? The earlier we learn that it’s important to strive to be our very best, the better. That being said... Don’t be a jerk. There’s no need for it. You can encourage without having to discourage. You can actually watch a kid from

the opposing team warm up on the mound without proclaiming loudly that “He stinks” or “She can’t throw strikes.” You can see your own kid have a ground ball go between his legs without shouting at him that he can’t allow a ground ball to go between his legs. In fact, here are two tidbits regarding that: First, the child probably didn’t want the ball to go through his or her legs in the first place. Second, you’re being a jerk. Shut your jerk mouth. There are too many positives that kids can take from sports to risk them walking away because you embarrass them or make the experience miserable for them. Kids, particularly in team sports, learn about working together with others on a common cause and being accountable to one another. They learn to take instruction from adults, and to pay respect to umpires. They learn that there is improvement to be found if one is willing to work hard for it. And they learn about both succeeding and failing. Those are important lessons, and I didn’t even bring up the obvious benefits of simply engaging in physical activity and increasing their overall wellness. So, why try to steal the thunder and make it about yourself ? Why not be thankful for the coaches who volunteer their time, attend coaching clinics and watch YouTube videos in order to make your child’s experience more fulfilling? Why not sign up to coach or help out in some other capacity, if you have all the answers? And the fact is that not everybody acts like that, so don’t try it. Most of the people at these games are there for the kids and want to see the kids enjoy every second of what they’re doing out there. Sure, it gets more and more competitive as the kids get older, and that’s cool, too. But it still doesn’t need to get to the point where adults should be swearing or yelling or acting like absolute fools in the stands. Yet here you are. King Jerk. The Top Fool in the Show. But you don’t have to be. The world is filled with redemption stories, and yours could be epic. Just be encouraging. Help if you can. And, you know, don’t be a jerk.

Editor: I want to thank all those who were responsible for organizing the rally on April 26, 2025, at Rehoboth Beach. Fighting to keep our democracy is critical and should be considered Priority One! I am 75 years old and have had the opportunity to take part in various rallies and political movements from the Vietnam War through local elections to “Rolling Thunder” 16 times, to national elections, and now attending events sponsored by Indivisible. I have found that typical attendees were friendly, serious and committed. Although current political situations are enough to make you livid, the crowd on April 26 was well-behaved. As it relates to political rallies, and although they sometimes occur, I have never been in the company of an angry mob; but I have seen one on television on Jan. 6, 2021, at the Capital Building in D.C. The April 26, 2025, rally also included a group of people with a Trump flag-waiver without incident! Although the crowd was very large, the participants were considerate. My wife and I had no problem getting breakfast, walk-

ing the Boardwalk (where the Easter Bunny was greeting the children), getting to the bathroom or going shopping. So, thanks again. And let’s not forget our great country began with a protest! Tony DeLeonardis Milton

Reader weighs in on next referendum Editor: A second IRSD referendum is up for a vote in June. Regardless of your position on the funding referendum, there are two aspects of this that warrant concern. First off, the proposal being voted on in June is $200,000 higher than the previous (rejected) proposal. Either the school district feels lucky or they did not do their homework when making the first proposal. Either concept is scary. Secondly, it is apparent that we live in a world where we can take a “doover” when we are not happy with the original outcome. LBWC conducts Adopt a Highway clean-up The Lord Baltimore Women’s Club has many activities and committees, one of which is Adopt a Highway clean-up. The most recent of their clean-ups were held on March 18 and April 28. Members of LBWC participated on a blustery day in March, collecting six heavy bags of trash from Route 1 northbound and southbound from Garfield Parkway to Fred Hudson Road. Obituaries Connie Ann M. DePalma Connie Ann M. DePalma passed away recently. She was born in Philadelphia, Pa., on June 22, 1944, to parents John “Johnnie” DiPrimio and Conchetta Miele-DiPrimio. She spent her childhood and adolescence in Northeast Philadelphia and graduated from Murrell Dobbins Technical High School in 1963. She was married in her early 20s and raised her two beautiful children, Steven Joseph and Jacqueline Anastasia, as a single mother after her separation. She worked as a hairdresser, and her skill was much sought-after by the ladies in her community. DePalma raised her two children in lovely Bucks County, Pa. Her en-

trepreneurial spirit kept her kids housed, fed, clothed and educated through college, and she lived boldly as a single woman in the 1970s, 1980s and 1990s, when this was not the norm. In 1999, after her children “left the nest,” she met John DePalma at a single’s dance in New Hope, Pa. Their whirlwind romance led to marriage in 2000, and they moved together to Ocean View, Del., where they started their shared life in their forever home by the beach. In her later life in Ocean View, she was a valued mentor at Frankford Elementary School, where she taught reading to children learning English See OBITS page 56

By Kerin Magill Staff Reporter A committee advocating for Fenwick Island business owners will ask the Fenwick Island Town Council later this month to offer parking passes to businesses at a reduced rate, as one way to help alleviate employee parking issues in the town. Fenwick Island’s Business Concerns Committee discussed the move at its Tuesday, May 6, meeting. The group, chaired by Council Member Kurt Zanelotti and comprising current and former business owners and residents, will ask the council at its May 23 meeting to consider offering parking passes to businesses in town at a reduced rate of $450 — a 10 percent reduction from the standard $500 rate for seasonal parking passes that are available to residents. At the April town council meeting, Mayor Natalie Magdeburger made a presentation reflecting potential open spots on side streets around town where employees might be able to park, but for the most part, the available spots would not be practical for employees of town businesses. During that meeting, Magdeburger

urged the business community to work together to find a solution to the perennial employee parking issue. For several years, the council has encouraged business owners to work together to come up with a system of sharing parking spots between businesses. For example, a business that is open primarily early in the day could offer parking privileges to employees of neighboring businesses that are open at night, such as restaurants. That concept has stalled in the past because town regulations prohibit any money from changing hands for such arrangements. Despite that restriction, the idea has not been rejected by the business committee. During Tuesday’s Business Concerns Committee meeting. Scott Mumford, former owner of Warren’s Station Restaurant, said he felt the committee is “moving in a good direction now. When it comes to businessto-business parking, I think we’re in a better place,” Mumford said, adding “there is an ordinance in the town that needs to be addressed,” referring to the pay-to-play prohibition. Suspect in Salisbury homicide arrested by Millsboro PD The Delaware State Police (DSP) this week arrested a man wanted in connection with a homicide in Maryland, following a coordinated response with the Millsboro Police Department. On May 2, around 7:45 p.m., police said, the Millsboro Police Department and the DSP received a tip that a man wanted for homicide in Maryland was parked outside a business on Centerview Drive in Millsboro. The suspect, identified as 28-year-old Fernando Medina-Moreta of Seaford, was reportedly operating a dark gray Honda Accord with Delaware registration. The DSP located the vehicle a short time later as it was traveling north-

bound on DuPont Boulevard, and conducted a traffic stop near Avenue of Honor Road. Medina-Moreta was taken into custody without incident, and his identity was confirmed at the scene, police reported. A search of the vehicle led to the recovery of a loaded 9mm Glock handgun under the driver’s seat, police said. A computer check revealed the firearm had been reported stolen out of Pennsylvania, they noted. Medina-Moreta was transported to DSP Troop 4 and charged with Possession of a Firearm During the Commission of a Felony (a felony), two felony counts of Possession of a Firearm by a

Person Prohibited, Carrying a Concealed Deadly Weapon (a felony), Receiving a Stolen Firearm (a felony) and Fugitive from Another State. He was arraigned committed to Sussex Correctional Institution on $13,500 cash bail on those charges, and Maryland State Police arrested MedinoMoreta on May 3 in connection with a fatal shooting that occurred in Salisbury, Md., in June 2024. Moreta was charged with first- and second-degree murder and other related charges. District to host current expense referendum Initiative to raise funding for operating expenses The Indian River School District will host a current expense referendum on Thursday, June 5. The referendum will seek funding in the amount of $22.5 million for increased operating costs and to maintain a competitive salary package, officials said. Voting on June 5 is from 7 a.m. until 8 p.m. at any of these local polling places: East Millsboro Elementary School, Georgetown Elementary School, Indian River High School, Long Neck Methodist Church (new polling place), Lord Baltimore Elementary School, Millville Community Center, Selbyville Volunteer Fire Company fire hall (new polling place) and Sussex Central High School. To vote in the referendum, a person must be a citizen of the United States and the state of Delaware, must be domiciled within the Indian River School District and must be at least 18 years old. “This is an extremely important referendum for the future of the Indian River School District,” IRSD Superintendent Jay Owens said. “Without additional local revenue, we will face difficult staffing decisions and potential impacts to our academic, athletic and extra-curricular programs. Our operating expenses are increasing at a rate that is simply not sustainable if we are to continue to provide quality educational services to our students. “Since our last successful current expense referendum eight years ago, we have followed the standard cycle of building up, and then subsequently spending down, the district’s reserve balances. That cycle, coupled with significant increases in operating expenses in recent years, has led the district to operate in a budget deficit since Fiscal Year 2023. We are now at a point where we need the public’s assistance to sustain the high level of services our students deserve.” Since the 2017 referendum, the largest escalations in operating expenses have occurred in utility costs, student transportation, substitute costs, mental

health service units, and required charter and choice school payments. The district’s annual budget deficits since the 2023 fiscal year have ranged from $4.2 million to $7.3 million. Without the passage of the referendum, further shortfalls are projected in the 2026 fiscal year and beyond, Owens said. The district, he said, must also offer a competitive salary package that will continue to attract talented educational professionals and maintain the quality programs and services being offered to students. The district has already reduced educational services, which resulted in decreased staffing districtwide. The district has further initiated costsavings measures in the form of discretionary budget reductions. “We understand the uncertainty our residents face in regard to property reassessment and rising energy bills, and we sincerely appreciate the support of those who voted for our previous referendum,” Owens said. “We hope our public will understand the need for this initiative and lend its support to our students on June 5.” With voter approval, the referendum will result in a tax increase of $0.0559 per $100 of assessed property value, which correlates to an increase of $22.40 per month or $268.88 per year for the average district taxpayer.

Voter registration is not required to vote in the referendum, but voters must provide proof of identity or residency at each polling place. Residents may vote at any of the eight polling places. To be eligible to vote, an individual’s residence in the Indian River School District must be his or her primary residence. Absentee ballots may be requested via U.S. Mail until noon on Friday, May 30. In-person absentee voting is available at the Department of Elections Sussex County Office until noon on Wednesday, June 4. Request for Absentee Ballot forms are available at all district schools. Community rallying to Back the Blue May 14 By Susan Canfora Staff Reporter Volunteers traveling in a caravan of vehicles decorated to proclaim appreciation for police officers and others who serve the community will deliver snacks to 24 agencies in three days next week, providing energy bars and little bags of cookies and chips during the ninth annual Back the Blue. “These are our heroes. We love our men and women in blue. We are trying to give them more Powerbars now, as opposed to potato chips and things that are fattening. We are trying to keep our officers trim and slim.The police chiefs asked us to keep the snacks on the healthy side,” Back the Blue Chairman Drew Sunderland told the Coastal Point. “The police chiefs, in particular, have called me or told

me personally that this is something nobody else is doing, and they can’t thank me enough for doing this for all of the men and women who serve under them. “It’s going to be the same this year as it is every year,” he said. “Prizes will be awarded for the best decorated car voted on by officers and troopers at each of the stops.The car or vehicle that has the highest number of first-place votes receives an award, and I pay for the awards, because this is not a fundraiser — this is in appreciation for the citizenry of Sussex County, to thank all of our men and women in blue. “We’ve had some vintage automobiles that have caught the officers’ eyes,” Sunderlin noted of the competition, “but the ones that seem to have the most eyeballs on them are the ones with supporting flags and handmade signs in the win-

dows.” On Tuesday, May 13, a delivery will be made at Fenwick Island State Park, where representatives from the South Bethany, Bethany Beach, Ocean View, Dewey Beach, Rehoboth Beach, Lewes and Milton police departments will be, as well as representatives from Delaware State Police Troop 7 in Lewes. At a recent event, Ocean View Police Chief Kenneth McLaughlin accepted a gift bag filled with snacks, thanked members of Back the Blue and joked, “We’re going to have a lot of heavyset cops.” “Thank you so much for everything you do,” Sharon Miles of Fenwick Island said at one past event as she approached Bethany Beach police officer Justin Norman — who was a senior corporal in the department at the time and is now deputy police chief there — and handed him a box of Little Debbie cakes. “This makes me feel so good.Thank you for this event.Thank you, ma’am,” Norman told her. “We are behind you 100 percent. We appreciate everything you do, also 100 percent,” Sunderlin said to cheers and shouts of “Yeah!” and “Hooray!” during that event. Ahead of prior events Sunderlin had told the Coastal Point he got the idea to deliver refreshments and notes of gratitude after reading a Coastal Point article about McLaughlin “and what he was doing with the police there, and how much the people in Ocean View respect him and his team.” Sunderlin had taken a concealed-carry gun class that McLaughlin taught after Sunderlin and his wife moved to Delaware from Pennsylvania. “There were things going on where police were being disrespected, and I said, ‘You know what? We need to recognize all of these different police agencies.’ So I started it five years ago, and it has grown every year.The cops say they are so surprised and pleased, because usually they only hear from the public when they have a problem or an emergency,” Sunderlin said. “Their eyes always light up. … You would think I gave them liquid gold. It’s the thank-you notes, really. I got some very nice thank-yous back from the chiefs, saying how much their officers not only appreciated what we do, but they were wowed by the reception.The caravan really does make a difference. It’s a pretty impressive sight to see that caravan,” he said.

Assisting Bicycle Commuters will have about 30 used bicycles for sale, ranging from $75 to $150, from 8 a.m. to noon on Saturday, May 10, at the pavilion behind the Hope Center at Mariner’s Bethel Global Methodist Church in Ocean View. Available bicycles will include cruisers, those with gears and children’s bikes. Buyers may pay cash, write a check or use PayPal. All bicycles have been inspected and volunteer mechanics will assist customers. Proceeds from the sale — usually totaling $2,000 to $3,000 — will be used to continue the Assisting Bicycle Commuters’ program, which provides anyone who needs transportation with a free bicycle, with most going to students who come to America during the summer on J1 visas and work in the Bethany Beach and Ocean View area. The allvolunteer program started in 2004. “Our credo is anybody who wants to work ought to be able to have transportation to get to work even if it is something as fundamental as bicycle transportation. Ninety-five percent is J1 students,” Dave Sykes, who organizes the program, said. “Every year, we bring them all out. We go through them and give them one more visual inspection and we tag them using a color-coded tagging system so we know the status of the bikes. While the shop is empty, we get the brooms out and we clean it out,” he said, referring to a storage shop on Mariner’s property in Ocean View. “Safety is our No. 1 priority. We work closely with the local police departments. They are all about safety. We put the kids through a mandatory training program when they come to get a bike, a road safety training program with some of our volunteers who are nationally accredited bicycle training experts,” he said. Each student will receive a helmet and this year the plan is to also give each of them a reflective backpack. Last year, 220 students received bicycles, so to help pay for that many backpacks, each costing $35, ABC is applying for grants and meeting with organizations and elected officials to obtain funding, Sykes said. “These young folks, these J1 students, come over here and they are such a critical component of the staffing population. Bethany Beach Poseidon Festival marks 10-year anniversary The Bethany Beach Poseidon Festival will once again take place on Memorial Day weekend. This annual event kicks off summer in Bethany with a seaside celebration, ocean awareness, and important information to help the community navigate the busy season and prepare for potential coastal emergencies. Events will take place at the Bandstand and Nature Center May 23–25. All events are free and sponsored by the Town. For opening night (Friday, May 23) the Bethany-Fenwick Area Chamber will hold a ribbon cutting ceremony at 4:45 p.m. on the Bandstand to commemorate the event’s milestone. All are welcome to participate. Caiso Steel Band will play right after from 5-9 p.m. This band

has been playing and entertaining together since 1979. Its seven members, all formerly with the Trinidad & Tobago Steel Band of Washington, DC, have performed previously with well-known groups in Trinidad and the West Indies. The group’s varied repertoire includes popular music, Jazz, Rock, Calypso, Latin American and original compositions. For years CAISO has performed in the Baltimore-Washington, Virginia, Delaware, and Pennsylvania region. Since the festival celebrates the sea and educates on its forces, calling attention to winds and their effect on tides goes hand in hand. Kite flying is a perfect activity to incorporate. The community is invited to fly a kite on the beach from 5:30–7 p.m. while the steel music plays in the

background. Kites will be given to the first 100 attendees. Tidepool Toys will also be selling special Poseidon theme-related kites leading up to the event, and the Nature Center will be hosting a kite build on the Saturday before (May 17). Pirates and mermaids will be featured on Saturday from 1 to 5 p.m. and Sunday from 11 a.m. to 3 p.m. Captain Jack and his crew will transform the Bandstand Plaza into the Age of Piracy and the magical world of mermaids. There will be pirate shows, a live mermaid tank, and multiple photo opportunities throughout the day. Dowling develops as a photographer By Ida Crist South Coastal Delaware AARP Artisans Fair When Marian Dowling retired from her supervisory role for the Operational Networks & Communications branch at the Naval Research Laboratory in Washington, D.C., she wanted to improve her health and fitness after a 30-year career in a sedentary job and the hassles of a long commute. So, when she and her husband, John, moved to Delaware full-time in January of 2020, she was ready for a whole new life. Dowling started walking in her neighborhood near White Creek in Ocean View, soaking in nature — flowers and birds.The next logical step was to capture the beauties of nature… with a camera. She started with a simple digital Canon PowerShot that was lightweight and easy to use. But as Dowling became immersed in picture-taking, she wanted to know how she could advance her photography. That is when she went to a camera store to get advice and see the advanced technology. “I found the best way to do research is to go in-person to a store that specializes in camera equipment. You can touch it and learn so much from the store personnel,” Dowling said. She moved up to a Sony a7 III mirrorless digital camera and a 100-300mm starter lens with the capability to use interchangeable lenses. “In the first year, I developed upper body strength just carrying around the heavier equipment,” she said. To Dowling, the object of photography is the subject — not necessarily the equipment. “It’s knowing what camera to use in what situation. If you want to take a nature walk, you don’t particularly want to lug around heavy equipment,” she said. Her No. 1 dream shots are birds in flight. Also right up there is a creature out of its normal setting, such as a grey seal right in her back yard at White Creek. As for pictures of flowers, she prefers when a bee or a bird is feeding off of them. “Nature and wildlife are my core areas, and that includes sunrises at the beach. I’ve learned to love winter, because you don’t have to get up so early to catch the sun peeking above the horizon as you do in summer,” she said. While her own neighborhood was a starting point, Dowling regularly explores Cape Henlopen State Park, Prime Hook and Bombay Hook national wildlife refuges, Blackwater National Wildlife Refuge in Maryland and other nature sites within an

She shows her printed works at Seaquels in Ocean View, and regularly submits her photographs to be published right here in the Coastal Point. hour-and-a-half drive from home. She has received her share of accolades: winner of the Nitty Gritty category in the 2025 Southern Delaware Tourism contest for a photo of a standup paddleboarder entering the water; a snowman on the beach photo selected in the 2024 Bethany Beach calendar contest; and an honorable mention in the 2024 Prime Hook NWR photo contest for a sunset photo at Holts Landing. Previous honors include selections in a Delaware Beach Life photo contest; the Beebe Healthcare Specialty Surgical Hospital artwork collection; and prior-year selections in photo contests for Prime Hook NWR, the Town of Bethany Beach and Southern Delaware Tourism. Dowling now shares her photographs by showing her work at arts and crafts shows in the area and has a wall of photography at Seaquels in Ocean View.The Coastal Point also often publishes her photographs. She has contributed more than 50 cover photos of

nature and beach scenes in the past few years. On Saturday, May 24, she will be exhibiting at the annual Artisans Fair, sponsored by the South Coastal Delaware AARP chapter. It will be held from 9 a.m. to 3 p.m. at Lord Baltimore Elementary School in Ocean View. Proceeds benefit the college scholarship fund of the local AARP chapter. “I have always liked going to craft fairs, and I love to support local artisans. I reasoned that if I got good enough with my photography, I would apply at some of the local fairs.

My first one was at Hudson Fields near Milton in 2021. I broke even, so I was encouraged,” Dowling said. She now exhibits at about 10 shows a year. “I enjoy talking to young people at the shows who are just getting into photography. I love sharing knowledge with others,” Dowling said. Getting a rare shot is exhilarating, she said, but the best part for Dowling is just getting outside and enjoying nature.

Fairway to Heaven tournament raises $70,000 for charity Golf Tournament Chairman Steve Van Meter and Bethany Beach Volunteer Fire Company Assistant Chief Phillip Brackin began the closest-to-the-hole ball drop that started the 2nd Annual Fairway to Heaven golf tournament on Monday, April 28, at Bear Trap Dunes Golf Club in Ocean View. Three of the 230 golf balls that were released by Van Meter fell into the hole, with the lowest ball declared the grandprize winner. The golf tournament, which was hosted and managed by the St. Ann’s Knights of Columbus Council, grossed more than $70,000. Net proceeds from the tournament will be donated to local charities and benefit those in need.

With her daughter, Jacqueline, she travelled to France, Italy and New Zealand, and she flew many times to visit her Australian family for extended stays.

She is survived by her husband, John DePalma; her two children, Steven Joseph DiPrimio (and Sara) and Jacqueline Anastasia Ullman (and Adam); her two stepchildren, Christine DePalma (and Larry Haywood) and Jeremy DePalma (and Masami). She is also survived by her four grandchildren, Kenta DePalma, Aidan Ullman, Liam Ullman and Talia DiPrimio; and three siblings, John, or Pennsylvania), Joseph, of Georgia, and Cheryl, of Tennessee. Her memorial service will be held at Melson’s Funeral Home, in their Ocean View, Del., chapel, on Thursday, May 8, 2025, with a visitation starting at 10 a.m. The memorial will commence at 10:30 a.m. sharp. Janet ‘Jan’ Pulliam Malone, 79 Janet “Jan” Pulliam Malone, 79, of Millsboro, Del., passed away peacefully at her home on April 27, 2025. Born on July 23, 1945, in Baltimore, Md., Malone was the beloved daughter of the late William Eldridge Pulliam of Alton, Va., and Elaine Frances Henderson of Anne Arundel County, Md. Malone was a woman of great warmth, deep compassion, and an abiding love for both people and animals. Over the course of her life, she was blessed by the companionship of 12 cherished dogs who brought her great joy and comfort. She grew up in Middle River and graduated from Kenwood High School in 1963, and graduated from Morgan State University in 1973. She worked for Pratt Library in Baltimore, Md., driving a bookmobile, and then took a job in downtown Baltimore at the library, in the telephone reference center. Malone was an avid reader and would read at least one book a week, especially if it was by her favorite author, Jane Austin. She also enjoyed going for walks when she moved to Delaware and would often walk 1 to 3 miles a day on various trails. She found her true partner in life in Marvin James Malone, whom she married on Valentine’s Day, Feb. 14, 1992. Their love was one of mutual respect, devotion and enduring friendship. Together they started a college student scholarship fund for Susquehanna University, where each year a needy student would receive the Malone Scholarship to assist with any expenses. Malone’s kindness and quiet strength touched all who knew her. She will be deeply missed and forever remembered. Malone was preceded in death by her devoted parents, whose influence shaped her gentle and giving spirit. She is survived by her loving husband, Marvin; her dear aunt, Marie Denner; her brother, Gerry Lynch and his wife, Carmela; her niece, Christina Lynch Young; and her nephew, Michael Lynch. A funeral service in celebration of Malone’s life will be held at Watson Funeral Home & Crematorium on Saturday, May 10, 2025, at noon, with a public viewing from 11 a.m. to 12 p.m. Interment will follow on Monday, May 12, 2025, at 10 a.m. at the Delaware Veterans Memorial Cemetery in Millsboro, Del.
