The recent support from Federal and Local Government as well as the continuing calls from the Queensland Opposition leaves the State Government as the only government body not in support of New Acland.

Senator for Queensland and Liberal Party member, Senator Paul Scurr led the Federal push for the project alongside fellow Liberal Queensland Senators James McGrath, Gerard Rennick and Amanda Stoker and National Party Senators Susan McDonald and Matt Canavan.

Senator Scurr put a motion calling for the Queensland Government to “expedite the approvals process for the New Acland coal mine�.

He said there were no courts orders preventing the granting of approvals. “The opponents of the project are engaging in a cycle of never ending ‘lawfare’,� the motion said.

Senator Scurr also noted that the mine is “critical� for the local and Queensland economy and

UQ research reviews fossil Long wait for finds from local mine New Acland

Research has now confirmed that Australia was home to gigantic predatory dinosaurs, after a report was published by the University of Queensland (UQ) last week, which analysed footprint fossils found at former Oakey and Rosewood mines.

The UQ research, led by palaeontologist Dr Anthony Romilio, dated the fossils found in underground coal mines to the latter part of the Jurassic Period, between 165 and 151 million years ago.

“I’ve always wondered, where were Australia’s big carnivorous dinosaurs?”

Dr Romilio said.

“But I think we’ve found them, right here in Queensland.

“The specimens of these gigantic dinosaurs were not fossilised bones, which are the sorts of things that are typically housed at museums.

“Rather, we looked at footprints, which – in Australia – are much more abundant.

“These tracks were made by dinosaurs walking through the swampforests that once occupied much of the landscape of what is now southern Queensland.”

It is unclear which local specimens were used in this research; however, many fossil and footprints have been discovered in the former Balgowan Colliery which was mined alongside Kingsthorpe, Acland, Willeroo and Sugarloaf collieries.

“They were discovered in the ceilings of underground coal mines from Rosewood near Ipswich, and Oakey, back in the 1950s and 1960s.

“Most hadn’t been scientifically described, and were left for decades in museum drawers waiting to be re-discovered.

“Finding these fossils has been our way of tracking down the creatures from Australia’s Jurassic Park.”

Most of the tracks used in the study belong to theropods, the same group of dinosaurs that includes Australovenator, Velociraptor, and their modern-day descendants, birds.

Dr Romilio said these were clearly not bird tracks.

“Most of these footprints are around 50 to 60 centimetres in length, with some of the really huge tracks measuring nearly 80 centimetres,” he said.

“We estimate these tracks were made by large-bodied carnivorous dinosaurs, some of which were up to

three metres high at the hips and probably around 10 metres long.

“To put that into perspective, T. Rex got to about 3.25 metres at the hips and attained lengths of 12 to 13 metres long, but it didn’t appear until 90 million years after our Queensland giants.

“The Queensland tracks were probably made by giant carnosaurs – the group that includes the Allosaurus.

“At the time, these were probably some of the largest predatory dinosaurs on the planet.”

Funding for Oakey Race Club

The Oakey & District Race Club will receive $25,000 for upgrades to the track base (600m to 700m) as part of the Queensland Government’s Country Racing Program.

A total of 13 race clubs across the Darling Downs, Maranoa and South West Queensland will share in more than $750,000 in infrastructure funding as part of the program.

Funded under the fouryear, $70.4 million Country Racing Support Package, non-TAB clubs can apply to Racing Queensland for projects relating to infrastructure repairs and

maintenance.

Racing Minister Stirling Hinchliffe said the announcement equated to jobs and a boost to the economies in these regions.

“Coming at this time, when the global economy is taking blow after blow as a result of the pandemic, this funding is yet another avenue for Queensland to unite and recover,” he said.

“We’re expecting to announce a third round before the end of the year, which again means jobs and another decent shot in the arm of the economies of successful communities.”

Mr Hinchliffe said country racing was the heartbeat of many communities across Queensland.

“The majority of our non-

TAB clubs have seen their meetings either cancelled or postponed during COVID-19, and as such, their capacity to fund much-needed infrastructure improvements has been further diluted,” he said.

“This package has delivered great results for Queensland’s racing industry and the latest round of CRP funding will be warmly welcomed.”

“Those young people deserve a chance.”

The motion was agreed to by the Senate with a majority of three thanks to support from Liberal and National Party members and Pauline Hanson’s One Nation.

Although ultimately voting against the motion, Labor Party Queensland Senator Murray Watt said this didn’t mean the party was against coal mining.

“Labor supports the coal mining industry and expresses concern over the length of time the Acland mine application has been under consideration,” he said.

“We note the LNP was in government for three years of the time that the Acland mine has been waiting.”

DISAPPOINTING MEETING Following a meeting with Mines Minister Dr Anthony Lynham, New Hope Chief Operations Officer Andrew Boyd, said the State Government is not budging on its resolve to wait until the High Court process is completed to make a decision.

“I provided him with a number of avenues by which

the project can be approved by this government right now,” he said.

“Unfortunately for our employees and the Oakey community, the Minister reiterated his position that the Palaszczuk Government does not intend to approve the whilst legal action is ongoing.”

Mr Boyd said the State Government has assured him that there is no more information “from a technical perspective” that they require.

He said the response is disappointing considering the High Court process could delay the project another 12 months.

He said no date for the next hearing has been confirmed.

MAYOR CALLS FOR ACTION FROM PREMIER Mayor Antonio said that Council thanks New Acland Mine for the work they are doing in the community and their ongoing land rehabilitation activities.

“The Mine means a lot to our economy in the Toowoomba region,” he said.

“The Toowoomba Regional Council is very concerned about the ineptitude of the government; their failure after 13 years to make a decision.

“We don’t elect leaders to wait 13 years to get a result from them.”

Uncle Mervyn Weise marries

Mervyn Keith Weise, born August 10, 1927 was the youngest of ten children of my paternal grand-parents, Johan Conrad Weise and his wife, Helena Albertina Anna (nee Rohde) of Oakey

and Nungil.

Being the youngest of the family, he was also the last to be married on May 20, 1950 at St James’s Church of England, Toowoomba and over the ensuing years

he became the father of five children while living at 9 Bridge Street, Oakey (now No. 115).

He spent the majority of his working life in coal mines - firstly at Willeroo and Sugarloaf on the Acland line then in later years at Ipswich after he re-located there in September 1972 with his wife and youngest children to live at Silkstone where Rene passed away from leukaemia on June 25, 1979 (aged 46).

After he was widowed, Mervyn did several trips to Asia and also attended the Birdsville Races with his friend Bruce Chicken before he, too, passed away on October 13, 1990.

Both he and Rene are buried in the Warrill View Cemetery, Willowbank.

Freight flights bring boost for local farmers

It will now be easier for South East Queensland farmers to get their high-quality produce into key overseas export markets with the Federal Government helping to secure two direct freight routes to Hong Kong and Singapore.

The new flights kicked off earlier this month with Cathay Pacific starting a weekly direct freight flight carrying local beef, pork, eggs, fruit and vegetables from Toowoomba’s Wellcamp Airport to Hong Kong.

In an additional boost, from last Friday, Singapore Airlines will also start a weekly freight flight between Toowoomba and Singapore.

It’s anticipated each flight will carry between 30 and 40 tonnes of local produce.

Federal Member for Groom John McVeigh said the new flights were another magnificent milestone for Toowoomba region’s own Wellcamp Airport.

“I’m proud that the Federal Government is facilitating these direct

international freight linkages to Hong Kong and Singapore,” he said.

“This opens up even more international market opportunities for producers in the Toowoomba and Darling Downs region.”

Premier and Minister for Trade Annastacia Palaszczuk said these flights are a tremendous opportunity for the region’s exporters in testing times.

“Exports remain vital to our economy with one in five Queensland jobs supported by exports. Protecting these jobs depends on continued access to supply chains and markets,” she said.

“These flights are critical in doing that by getting Queensland’s high quality agricultural produce on dining tables and into supermarkets and

restaurants in key global markets.”

The Singapore Airlines flight from Wellcamp is under the Federal International Freight Assistance Mechanism (IFAM) which subsidises air freight to accelerate the return of Australia’s high value agriculture and fisheries exports to key international export markets.

The Premier praised the collaboration between individuals and organisations that worked to co-ordinate the flights.

“Local exporters have been helped by Toowoomba Wellcamp Airport, Toowoomba and Surat Basin Enterprise, Austrade, Trade and Investment Queensland, our outstanding producers and of course the airlines,” she said.

Rural Economic Development Grants

Applications have opened for a third round of the Queensland Government’s job-creating Rural Economic Development Grants.

Premier Annastacia Palaszczuk said businesses with a primary production background in regional and rural Queensland are invited to submit an Expression of Interest for round three of the $10 million program.

Co-contribution grants of up to $250,000 are available for food and agricultural businesses to support ‘shovel-ready’ projects that create jobs for value added primary production and provide significant economic benefits to rural and regional communities.

Ms Palaszczuk said the Rural Economic Development (RED) Grants, administered by the Queensland Rural and Industry Development

Authority (QRIDA), are available to fund projects that continue to create jobs and grow local economies in rural and regional Queensland.

“Given the recent impacts of COVID-19 on agriculture and the broader Queensland economy, programs like RED Grants are continuing to support local jobs and communities, which is vital step as we unite and recover,” she said.

“Under round two of the program a total of 14 businesses received $3.34 million in funding to create an expected 600 jobs across the agricultural sector in regional Queensland.”

Minister for Agricultural Industry Development and

Fisheries Mark Furner said to be eligible to apply for round three, applicants must propose an agricultural supply chain project based in regional Queensland that will generate economic growth and local jobs.

“Eligible projects may include implementing new technologies and innovations that enhance productivity to assisting with business development and expansion or working to achieve improved economies of scale,” Mr Furner said.

“Applicants must also be able to demonstrate an ability to provide sufficient finance to match the grant and propose a project that has not already received

approval or acceptance under another government scheme.

“Following rounds one and two of funding, we’ve seen some exciting projects that will greatly benefit, and add value to the agricultural supply chains in regional areas, which will increase agriculture production and jobs across the sector.”

The RED Grant program is funded for a total of $10 million over three years.

Still no decision on future of Oakey Depot Council site

No finalised plans have been announced on the future of the Oakey Depot site as local Toowoomba Regional Council (TRC) staff are now in the process of moving over to the now completed Principal Depot at Charlton.

Council identified the need to replace these existing facilities with a new major depot which meets current requirements and future need.”

He said the new depot will deliver a modern and sustainable facility which provides a safer and more productive working environment for staff.

“The depot includes a central operations building, three workshops, a central store, nursery and the Toowoomba Group State Emergency Service (SES) Headquarters,” Cr O’Shea said.

“The new SES facility will enable the sharing of information, resources and new technologies and provide a coordinated response in an emergency.

“The depot also includes sustainable design elements focused on water and energy efficiency to minimise the building’s environmental impact.

“The depot will run on solar power, and a 750 kilolitre rainwater tank has been installed to capture rainwater runoff from rooftops. This water will be used to operate the toilets and irrigate the site.”

TRC predominantly funded the Principal Depot project with support from the Queensland Government.

Federal PFAS sub-committee investigates food standards

The independent food safety statutory agency, Food Standards Australia New Zealand (FSANZ) has stood by its findings on the recommend daily intake of PFAS chemicals during a meeting of the Joint Standing Committee on Foreign Affairs, Defence and Trade PFAS Sub-committee last week.

Led by chairperson and Member for Groom John McVeigh and Member for Paterson Meryl Swanson, the sub-committee questioned representatives from FSANZ on their work with PFAS chemicals and current recommendations.

FSANZ general manager Science and Risk Assessment Dr Scott Crerar argued in favour of the tolerable daily intakes (TDI) levels of PFAS put forward by FSANZ. The FSANZ TDI is currently 20 nanogram (ng) per kilogram of body weight per day for PFOS and 160ng for PFOA. The European Food Safety Authority (EFSA) earlier reduced the recommended intake level for residents of the European Union.

Measured in tolerable weekly intake, EFSA concluded just 8ng per kilogram of body weight per week was the limit for human exposure to all PFAS chemicals.

Seniors Week 2020 goes virtual

Ms Swanson questioned the large discrepancy between these figures.

“Although it took the Europeans a while to reach agreement, they did reach agreement,” she said.

“I’m really still not convinced that the body of work we have done and the safety levels that we’ve come up with are satisfactory.”

Dr Crerar said the different between FSANZ and EFSA comes down to a difference in the method used to come up with the figures.

He said EFSA used human health outcomes as the basis of their studies that the local regulators didn’t believe there was enough evidence to support.

Dr Crerar said the response from government was that they are satisfied with the TDI findings.

“We’re not hearing dissatisfaction from the states and territories either,” he said “We have to look at that

totality of concerns, if there are any out there.

“I would say that even though there are differences in health based guidance values, in arriving at a number it’s a very imprecise science.

“There’s a lot of in-built conservatism in deriving those numbers.”

He said FSANZ is continuing to monitor worldwide PFAS studies but are not undertaking any formal reviews on the latest recommendations.

Dr Crerar said FSANZ are currently undertaking the 27th Australian Total Diet Study which will provide an indication of the levels of PFAS chemicals in the general food supply.

“That will give us an estimate of the dietary exposure of the general Australian population to these chemicals,” he said.

Food sampling was completed in April 2020 with a report expected for publication in mid-2021.

Community Announcement – Delay in release of ANU PFAS Study Final Report Due to disruptions caused by the COVID-19 pandemic, the release of the final report examining the potential health effects resulting from per and poly-fluoroalkyl substances (PFAS) exposure will be delayed from December 2020 until mid-2021.

The Australian National University (ANU) study has been affected by travel restrictions, demand on pathology services, restrictions on non-essential activities and re-assignment of the researchers to urgent work associated with the pandemic.

The Australian Government understands many people, particularly in the investigation areas of Oakey, Williamtown and Katherine, are concerned about the potential health effects of PFAS. Dedicated mental health and counselling services continue to be available for people who live or work, or have lived or worked in these areas until 30 June 2021. You can access these services through your GP or local Primary Health Network (PHN).

At the June Ordinary Meeting of the TRC held last week, Cr Megan O’Hara Sullivan questioned Environment and Community Services General Manager Nick Hauser on the progress of plans for the facilities.

Mr Hauser said a decision on the uses of the sites will be made by Councillors.

“What we will do with the old depot sites is a matter for Council’s consideration,” he said.

“We are in the process of developing a report with a couple of options for [Council’s] consideration.

“We will have that to [Council] in the coming months for a decision.

“In terms of their current, we will have some occupation of those sites until the end of the year as “We still need to have access for that period of time.”

Mr Hauser said the amount of staff at the Oakey Depot and other sites will “diminish drastically” in the coming weeks and months.

TRC Environment and Community Committee Chair Cr James O’Shea said around 500 staff from the Oakey and Harristown depots and the Toowoomba Nursery would relocate to the new Principal Depot in a staged approach from June to December 2020.

HOW AUSTRALIA HAS CHANGED FROM COVID 19 McCrindle and Cint have recently released some research on ‘How Australian sentiment, attitudes and behaviour have been impacted by COVID 19.’

People have missed eating out, family, friends, travel and holidays, and sport. They have not missed the commute to work! Anxiety is high especially the under 50s as they are the ones most affected by job losses. Older people tend to be more hopeful because they have lived through different crises in their lives.

A significant amount of people across all age groups are concerned about their personal health (66%). Hygiene and hand sanitising might become a new part of normal life as 2020 has seen the lowest rate of the flu in May ever. In 2019 there were 30,372 case of flu reported in Australia.

Hopefulness was lowest in the early phase of the virus and is slowly rising but those under 55 are still quite anxious.

Those over 55 felt that the biggest negative impact was the loss of social connection whereas those under 55 was more in regard to finances and mental health.

People have also been spending more time with their own households, enjoying a slower pace of life, spending more time cooking and baking, enjoying more off-screen time outside and spending more time praying and in spiritual pursuits.

This then raises some questions for us to consider as restrictions are eased. What is the opportunity before us?

Who is on our heart to reach out to at this time? What are the key things that we are learning? What support/ resources might be helpful for our communities? How can we speak to some of the concerns and anxieties expressed in the responses?

How can we assist or engage with those who would like to pray or engage in spiritual pursuits?

Lots of things to consider as we begin to gather in larger groups and as we share our own individual, unique, COVID 19 experiences and learnings with each other.

With many Oakey State High School students impacted by the effects COVID-19, the ongoing drought and other issues, the Toowoomba Regional Council (TRC) Oakey Youth Project has teamed up with the school to provide free wellbeing packs to students who have shown resilience and strength during the recent tough times.

Packed with winter gear, healthy snacks, important information and other necessities, the wellbeing packs will be distributed to students from years 7 to 12.

It is just one of the ongoing initiatives currently underway thanks to the Oakey Youth Project team.

Oakey High School chaplain Sharon Salomon said she appreciates the support from the project.

“We are very thankful for the Oakey Youth Project, they provide us so much help here in the school community,” she said.
