There was a warm Irish welcome for UAP Tradelocks at the opening of its new offices in Dundalk at the end of last year. Despite bad weather, customer care and sales representatives Pat McGinn and Shaun Goodman said they were “ecstatic” at both attendance figures and the impressive level of sales.

During a serious economic downturn, it is perhaps not surprising that some businesses opt to cut their costs by not exhibiting at trade shows. But that can be false economy. Keeping a high profile is even more important in times like this and major trade events should be given priority. Edinburgh-based Keyprint is one well-established company that believes firmly in maintaining a strong presence at trade shows – and will be among exhibitors at the forthcoming Locksmiths Expo in Nottingham. Farid Jiwa of Keyprint told The Locksmith journal: “This event is one of the busiest dates in the trade calendar and we would not want to miss out. It gives us the opportunity to meet existing customers face to face. Our annual Open Weekends are always well-attended but there are some customers who may not be able to make it; but we will no doubt meet them at the Nottingham Show. “It also enables us to make ourselves known to potential new customers, especially newcomers to the locksmithing industry. To us, it is simply a good investment, and even more so when times are tough.”

Still on the same subject, the MLA Expo will be returning in force on 13-15 September 2013 at the International Centre in Telford. The biennial event is organised by The Master Locksmiths Association (MLA), and sees locksmiths and suppliers from across the globe meet to exhibit products and services, discuss industry trends and take part in training courses. With some excellent prize draws for visitors (including amongst others a holiday to Las Vegas and a Key Machine!), lots of special deals on the day, plenty of top quality training and lots of exhibitors there are plenty of reasons to attend this major event, sponsored by Mul-T-Lock, Yale, Abloy and Assa Abloy Security Solutions. It isn’t often that we have chance to write about football in this magazine - but we were glad to report on the success of Bradford City FC (aka the “Bantams”) who later this month will be on their way to Wembley , after their win against Aston Villa. And our interest? Well, West Yorkshire-based MPL, the long-established specialist PVCu lock specialists, owns a third shareholding in the soccer Club.

Managing Director of MPL is Graham Jones, whose business partner and fellow director Mark Lawn is also joint chairman of Bradford City FC. Graham told TLj, “Mark and I are both local to the area and are lifelong fans of the Bantams. We go to every home and away match and yes, we will be at Wembley cheering them on. We always enjoy being there and are very well looked after. But whatever the outcome, we are absolutely delighted to have got that far. If they win at Wembley, it will be a huge bonus.” As a Yorkshire-based company ourselves, we have to say good luck to the Bantams (but don’t tell our directors who are Barnsley Reds fans…..! In this issue we welcome an interesting and entertaining article from Mike Palmer, who has joined our growing list of expert editorial contributors. As founding chairman of Eurosafe and a respected and award-winning industry consultant, Mike’s contributions will enhance our offering. SSAIB launch fire risk assessment scheme SSAIB, the UK and Ireland’s certification body for security organisations - providing a variety of electronic security, manned guarding services, fire protection, intruder, and other alarm systems - has unveiled an important and topical fire scheme. SSAIB’s new BAFE SP205 UKAS-accredited certification scheme will enable anyone who’s required by law to carry out a fire risk assessment of premises, and who employs

a specialist third party company to provide this, to demonstrate that they’ve taken the necessary reasonable steps to comply with their legal obligations and requirements under fire safety legislation. Besides those responsible for carrying out such an assessment, SSAIB’s new independent third party certification service will also benefit fire risk assessment providers, who’ll be able to use their SSAIB accreditation

to attract end user customers. SSAIB certification provides benchmark recognition of a company’s capability in providing high quality fire risk assessments. Interest in fire risk assessment is growing steadily, driven by factors including the scope of the Regulatory Reform (Fire Safety) Order 2005 in England and Wales and the equivalent legislation in Scotland and Northern Ireland.

The ‘Responsible Person’ or ‘Duty Holder’ for a building must ensure a fire risk assessment is completed. To ensure the competence and reliability of a company commissioned to carry out fire risk assessment, British Approvals for Fire Equipment (BAFE) recently introduced its Life Safety Fire Risk Assessment SP205 Scheme.

Analogue CCTV still dominant Analogue security cameras accounted for 87% of total camera shipments in the consumer and DIY video surveillance market, according to a recent market report from IMS Research. But unlike the professional market the consumer market is not predicted to see a significant revenue transition from analogue to network video surveillance equipment in the next five years. IMS Research says this is for two reasons. First, in a highly price-sensitive market, consumer network cameras are around double the price of analogue. Second, many major suppliers are primarily focused on analogue equipment and have comparatively small ranges of network products.Josh Woodhouse, market analyst at IMS Research and report author, said: “While consumer network security equipment offers some interesting solutions, it’s often not an equivalent product to

analogue equipment. Network cameras appeal to a different type of end user who initially installs a single camera to monitor a particular area.” Despite the downturn, the consumer market for video surveillance equipment continues to perform well, with doubledigit growth forecast for both analogue and network products. Woodhouse added: “Many retailers stocking video surveillance equipment realise it’s a growing category not yet at saturation. The faster growth seen in network equipment has not cannibalised sales of analogue equipment, and there’s still organic growth in both product lines. For standard installations, analogue offers a cheaper solution with many of the functions available from network equipment. Analogue bundles will remain ‘fit for purpose’ for many consumers in the future.”

The new Code of Conduct, which replaces the Code of Ethics, is particularly concerned with improving high standards of behaviour by its members towards their customers and other stakeholders, as well as within the BSIA. “As a relatively new section of the BSIA, it is extremely important to us that we challenge the status quo by striving for continuous improvement in how we behave as professionals, as well as how we operate our training businesses,” says Paul Tennent, Chairman of the Training

FROM RUSSIA - WITH PASSION ANASTASIA GONCHAROVA is the Head of UK Operations for the Russian company APECS. Here she explains the background of the company that was started by her father, Andrey. History always has had a part to play in this industry, not only in Britain but in other parts of the world, too. It was, for example, the collapse of the USSR Soviet regime in 1991 that was the starting point for the Russian company, APECS, which for the past three years has been steadily building up UK business from its London office – despite the gloomy economic situation. Until that historic event, APECS Chairman and Managing Director, Andrey Goncharova, had been a scientist and mathematician working under the Communist regime. With the end of the communist era, and with a remarkable insight into how security might develop, plus the understanding that security is one of our basic human needs, Andrey used his analytical skills to work on a simple, basic cylinder lock. Working with a Russian partner at that time, they began to develop a product with commercial potential. It was not an easy road. The massive factories in the former communist State-controlled country were naturally not designed to encourage private entrepreneurs, so Andrey and his then partner had to work very hard to get their ideas off the ground and into production.

‘It was not an easy road’ The company Andrey formed, APECS, began working in the Russian market in 1992, concentrating on the distribution of both Russian and European manufactured door hardware. This gave them the opportunity to acquire a proficient understanding of locks as well as all other door hardware in the industry. APECS was quick to recognise the need for products to conform to European standards and this helped to form its policy of strict quality control and product testing to ensure reliability. “This approach, allied to our commitment to ongoing research and development and excellent customer service, led to the establishment of our trademark APECS branded products,” said Anastasia. Three years later, following a visit by Andrey, an opportunity arose to start manufacturing processed in China. Again, it was a steep learning curve. Doing business in China meant not only understanding a completely different culture but also a different approach to how business is conducted. But

with the valuable experience they had already gained, the APECS team was able to develop strong relationships with many Chinese suppliers.

‘Doing business in China meant not only understanding a completely different culture but also a different approach to how business is conducted.’ “Because of his commitment and knowledge, my father gained huge respect in the industry across China, which is very important in establishing good working relations,” said Anastasia. In 2001 – mindful of their commitment to China and to quality control - APECS opened an office in Beijing to control the supply chain and product quality and oversee development locally. The company’s experienced team manages all of the purchasing, procurement and logistics- as well as extensive travel around China’s vast regions to ensure standards are strictly maintained in the production and control quality throughout the whole process. In 2004, APECS built its own factory in Shanghai. Today, APECS mainly sources products from the Zhejiang, Jiangsu, Shanghai, Guangdong and Fujian regions of China and annually exports around 800 containers into the UK and Eastern Europe. This mainly represents four product categories out of 20 that APECS produces and supplies. “Starting this business was a real challenge for my father,” said Anastasia. “But as a family and as a company, we love a challenge

GREAT START FOR UAP TRADELOCKS IN IRELAND UAP TradeLocks opened their doors at the end of last year to welcome customers to its new offices in Dundalk, Ireland. Customer Care and Sales Representatives Pat McGinn and Shaun Goodman were ecstatic with the turnout and the level of sales; even the miserable weather couldn’t keep people from missing out on the event. Locksmiths who attended the event were particularly impressed with UAP’s new Irish Market Replacement Cylinders. These new 5 pin euro cylinders are 67mm overall and help to solve the problem of over 80% of doors in Ireland being fitted with a cylinder that is too big, thus leaving them vulnerable to lock snapping attempts. NATIONAL SECURITY SOLUTIONS SPECIALIST FEATURES ON TV National security solutions expert, Associated Security Solutions Limited, featured in a pioneering business television programme which explored the issue of protecting UK businesses against crime. The programme went out as the threat of shoplifting and theft reaches its highest point over the festive period. The company’s Managing Director, Stephen Turner offered advice as part of the 30-minute ‘Responsible Business: Business Security’ documentary which outlined the security challenges facing businesses today. According to latest figures*, crime against UK businesses has increased by 3% for the second consecutive year. Worst hit areas have seen business crime rates soar by 16%. The value of the average theft, which is the most common crime committed against businesses, has also risen by 6% , with the average value of stolen goods now almost £4,000 per incident. The economic downturn has been cited as a likely cause for the continuing rise. This was demonstrated by

the riots of summer 2011 which affected around 50,000 businesses in 28 town centres with the cost of looting and other damage running into millions of pounds. Stephen Turner said: “Security is a vital consideration for businesses of all types, particularly in the current economic climate when crime against businesses is increasing. To meet insurance specifications, cash, keys, important documents and valuable goods such as jewellery must be stored securely.” WINTER HAZARDS The risk of crime is heightened in winter when late opening times and dark nights are particularly hazardous on the high street. The Centre for Retail Research

estimates that total Christmas losses in the UK will reach £999.7 million for 2012. This is up by 3.4% compared to 2011, an increase of £33 million**. Recent flooding in some parts of the country highlighted that elements beyond human control can also put businesses at risk, damaging property and making premises vulnerable to looters, vandals and thieves. Turner added: “If the riots have taught us anything, it is that security must be preventative rather than reactive. Having the correct security systems in place now will minimise the risk of crime and deter theft, and can also protect against fire and flood, saving businesses a considerable amount of money and inconvenience down the line. TIGHTER BUDGETS However, whilst the recession has contributed to a spike in crime, it has also tightened budgets and many businesses therefore have less to invest in security solutions at a time when the need could not be greater. Without expert advice, it can be difficult to identify exactly what level of security and investment is required. “It is also important that security equipment such as safes, connecting air tubes carrying cash and access control systems are adequately maintained,” Turner explained. “Having a planned preventative maintenance programme in place is a cost-effective way of ensuring that devices are 100% fit for purpose and will avoid expensive last minute call-outs and repairs if an incident occurs.” +Associated Security Solutions is a 70 year-old independent family firm which supplies, installs and services the widest range of sophisticated security products available in the UK, including safes, locks and access control systems.

JUDGE RULES ALARM COMPANY NEGLIGENT OVER PIER FIRE An alarm company was negligent over a fire which devastated Weston-superMare’s pier pavilion in July 2008, a judge has ruled. The judge at Bristol Mercantile Court found a high degree of negligence from security firm System 2 Security, which has since gone into administration. The pier’s owners Kerry and Michelle Michael have been awarded a £30m interim payment. The pier was rebuilt and reopened in October 2010. Although the fire alarm had gone off at 01:35 BST the fire brigade was not called until nearly 07:00. The pier’s owners had a contract for the monitoring of its fire alarm system with System 2

Security (S2S) which it had subcontracted to Essex-based Yeoman Monitoring Ltd. In August Yeoman Monitoring Services reached an out-of-court settlement with the pier owners to end their involvement in the court proceedings. The details of that settlement has not been revealed. The claim against S2S continued because the amount of the settlement was a “great deal less” than the £39,376,453 loss Grand Pier Limited said it suffered. But days before the trial the sole director of S2S, David Cogle, presented a petition to wind the company up. His Honour Judge Mark Havelock-Allan QC said there would be a judgement for

Grand Pier Limited against S2S for damages for breach of contract and for negligence. The Judge said the first breach was in not insisting the pier owners provide the name and contact details of more than one key holder. The second was in failing to warn the new owners, the Michaels, that the fire alarm system had been subjected to filtering while a previous fault was fixed. The judge noted it was “more probable that S2S had forgotten to reverse the filtering instruction after the alarm had been repaired”. Speaking after the judgement, Mr Michael said he was pleased with what he called the complete vindication of Grand Pier

Limited, its directors and staff. He said: “There can be no doubt where the blame lies. It has cost us hundreds of thousands of pounds to pursue this judgement and we did so knowing that System 2 Security Limited was just a shell of a company with little or no assets so we had little chance of seeing any compensation from them.” David Cogle, the former director of System 2 Security, said the firm was put into administration because it “wasn’t worth the hassle” of fighting the pier’s claim. Mr Cogle, now retired, said the firm, which had operated for 37 years, was only an agent for the monitoring company.

New whitepaper on wireless CCTV in public spaces A new whitepaper has been released giving an insight into the use of wireless CCTV in public spaces. The new whitepaper is available free from Quadrant Security Group and is the first in a series of advice and insight pieces from the security systems integrators. It looks out how local authorities and governments are finding wireless CCTV installations more appealing. They estimate that an authority operating a network of 50 cameras on a leased fibre optic line could save around £20,000 a year with wireless CCTV solutions. The reduction in works to lay cabling to the cameras is also an attractive draw to the technology. The ability to deploy CCTV quickly and temporarily in areas where there is likely to be a short-term potential flashpoint makes these cameras much more adaptable to the fast-changing situations in a community. An area that may benefit from CCTV today may not necessarily require it tomorrow, says QSG.

The tender includes event stewarding at various Games venues at the competition in less than two years’ time. Contractors will submit bids for the work, which is split into five sections - east, west and south Glasgow, road events associated with the competition and other venues hosting non-sporting Games events. Seven prisons are to close and two more will be partially shut in England. The Ministry of Justice said it would result in the loss of 2,600 places from “old and uneconomic” prisons and is expected to save £63m per year in running costs. It says it also plans to build a new super prison with 2,000 places in London, north-

west England or north Wales. Joe Simpson, of the Prison Officers Association, said: “The Government is willing to overcrowd public sector prisons in order to save money.” The prison population in England and Wales currently stands at 83,632. The MoJ announcement came days after the Government unveiled plans to allow private firms and charities to supervise low-risk offenders on probation in England and Wales. In a controversial move, the starting salary for police constables in England and Wales is being cut by £4,000 to £19,000, the Home Secretary has confirmed. Theresa May has accepted recommendations on reform made by the Police Arbitration Tribunal. It follows proposals put forward last year in a review for an overhaul of police pay, conditions and allowances. The Police Federation said it was “disappointed” by the announcement. Overall police numbers hit a nine-year low in 2012, due to tighter budget constraints slowing recruitment.

ESSA continues double-digit growth The International Security Association now has 135 members from 33 countries, a double-digit plus on the previous year. The latest figures were reported by the leading association of the security industry at its recent General Assembly in Frankfurt where Chairman, Harald Lüling, and Managing Director, Dr Markus Heering, welcomed more than 140 security specialists from all over the world. One special subject was the manifestation of “fear of crime” in European countries. In Germany, 21 percent are afraid of burglars – but the figures vary strongly across Europe. Only six percent of Norwegians worry that they will become a victim of a burglary. In Poland, Slovenia and Denmark, the rate is between 14 and 17 percent. In France, this fear is present among 47, in Bulgaria among 45, in Spain among 40 percent of the population. The facts were presented by Dr Dina Hummelsheim from Max Planck Institute for Foreign and International Criminal Law, Freiburg (Germany), who was a speaker at the General Assembly. “Fear of crime” calls for product communication One of the tasks of the international security industry is to counter that “fear of crime” with comprehensive product communication. ‘On the right track’ Since 2003 the number of members of ESSA has more than tripled from 38 to 135 companies. According to Dr Heering, this rising interest shows “that we are on the right track”. In parallel, European Certification Body (ECB) GmbH, the neutral certification body for security products supported by ESSA, is expanding its range of services. ECB has just issued the first certificate for burglar-resistant doors according to the European Standard EN 1627. For 2013, ESSA plans to participate in security trade fairs in Dubai and Zürich, in addition to the media activities and a relaunch of the website. The association is also preparing new information brochures for potential members and companies interested in obtaining ECB•S certification. Quality & price Traditionally, the agenda of the ESSA General Assembly also includes comprehensive security topics. NSI DEVELOPS FIRST CODE OF PRACTICE FOR SCAFFOLD ALARMS NSI has developed the first Code of Practice for the design, installation and maintenance of scaffold alarms. Code of Practice NCP 115 has the potential to radically improve the security of buildings in vulnerable circumstances and significantly raise standards in this niche security sector. The installation of scaffold alarms is a growing market, but to date has never been the subject of any form of selfregulation or industry-specific standards. The NSI Code will provide a valuable aid for those with a vested interest in the security of buildings or the reduction of accidents, such as the Insurance and Health & Safety sectors respectively, to help mitigate risk during periods of vulnerability when repair or restoration work on a property is being carried out. When widely adopted, the NSI says the Code will “help tackle malpractice and raise standards within the scaffold

SIA AIMS TO ELIMINATE TRAINING BAD PRACTICE The Security Industry Authority (SIA) has withdrawn 1001 training certificates following an investigation into allegations of training malpractice, in partnership with Awarding Organisation HABC. Of these qualifications, 654 have been used to obtain an SIA licence, which will be revoked unless the licence holders gain a valid qualification within 28 days. Mike Britnell, Interim Chief Executive at Skills for Security said: “Skills for Security remains

concerned that a very small number of training providers still believe they can get away with this sort of malpractice. guide to help tackle metal theft Metal theft is a continuous problem in the UK and comes at a significant cost, with the Association of Chief Police Officers (ACPO) estimating it to cost the UK economy £770 million a year. In light of this growing crime, the British Security Industry Association (BSIA) has released a metal theft guide to help property owners of varying types tackle this problem. Metal thieves have a wide range of targets including rail and communications infrastructure, public utilities, metal piping and lead roofing on churches and schools and even bronze plaques from war memorials. Stealing the metals for their extrinsic value, these opportunists are regularly finding new ways to source valuable materials and sell them on illegally. The BSIA’s new guide serves to highlight just how much of an impact this crime is having across the UK and provides a variety of security solutions that could successfully discourage or catch these

thieves. Featuring real life success stories provided by member companies of the BSIA, such solutions can include physical security equipment, asset and property marking, CCTV, intruder alarm systems and access control. The guide includes a wide range of case studies showing how these different security solutions have helped protect properties or trace culprits – ranging from protecting vacant properties, to safeguarding drain covers and securing our businesses and homes. “Metal theft is an unacceptable crime with significant consequences and it is important that we respond forcefully and in a timely manner to this serious threat” comments Geoff Knupfer, Chairman of the BSIA’s Asset and Property Marking section. “Marking property with a forensic coding solution can act as a successful deterrent to thieves, and if property is stolen, the traceable nature of the solution can help return materials to their rightful owners and provide conclusive evidence

in support of criminal prosecution.” In 2011 the Government acknowledged the severity of this issue, with the Home Office setting up a task force – led by the British Transport Police – with the help of a £5 million boost from the Treasury. However, it is still extremely important that property owners implement their own security measures in order to affect positive change. “Metal theft can be detrimental to all types of infrastructures and dealing with the repercussions can be costly and time consuming” warns David Frampton, Chairman of the BSIA’s Physical Security Equipment section. “Effective security measures, such as physical security, can offer peace of mind to the general public with property owners being safe in the knowledge that their equipment is protected when left unattended.”

POLICE MAY HAVE EXAGGERATED FALL IN CRIME FIGURES A study of crime trends in England and Wales suggests the fall in offences recorded by police may have been exaggerated, according to the Office for National Statistics (ONS) who said that the “rate of reduction” in recorded crime “may overstate” the decrease. Shadow policing minister David Hanson called for HM Inspectorate of Constabulary to examine the apparent discrepancies. The Home Office said there was “no simple answer” to the apparent anomaly. The ONS compared certain categories of crimes and found police-recorded offences had fallen by 33% over the previous five years, while survey data

suggested a decline of 17%. The ONS also published crime figures for the 12 months to the end of September 2012, which showed continued falls in virtually every category. It is a decade since new methods of counting crimes were introduced across England and Wales to tackle inconsistencies between different police forces and ensure that when a victim reported a crime, it was properly logged. The rule changes followed revelations of major variations crimerecording rates. ONS statistician John Flatley said the bigger falls in police-recorded crimes may be due to pressures to meet targets on crime reduction and detections. “It’s more

the culture and informal pressure of having targets and expectations,” he said. Other possible reasons for under-recording suggested by the ONS include more low-level crimes being dealt with informally and outside the formal crime-recording system, with officers given greater discretion. Mr Flatley said it was also “possible” that reductions in police budgets and officers meant fewer offences were being recorded. He said as resources were more stretched the “balance shifts” to less compliance with crime-recording systems. But Crime Prevention Minister Jeremy Browne said: “Crime continues to fall under this Government... and is now

at the lowest level since the survey began.” The Association of Chief Police Officers’ lead on statistics, Douglas Paxton, Deputy Chief Constable of Staffordshire Police, said: “Public confidence in the police has also remained steady with 62% of people stating they believe that the police in their local area are doing a good or excellent job.”

Does austere mean repair? The UK’s Door and Window industry has been suffering in recent years. That’s no surprise: the economic downturn, cut backs to social housing developments and the discretional nature of private housing improvements have all played their part. It’s tough, but are there still opportunities? James Fielder of Experwin Windows, an installation company from Bristol commented: “We’ve seen a real shift in our customer’s attitude. A large part of our work comes from private householders who simply can’t afford replacements at present. Customers’ motivation to replace their windows or doors is often driven by damage or failure and we have a noticed a real shift in their mindset.” Very often the hardware is the first to fail. Jammed doors, sticky windows, sagging handles and tarnished hinges all prompt householders to consider upgrading. What happens when they can’t afford to do so? Estimates place the average life of a typical multipoint lock at 12 years – much shorter than the life of the door materials themselves. Furniture tarnishes quickly, friction stays are prone to accidental damage and espags seize and corrode. In an ideal world the customer would happily place an order for a complete set of windows and doors, but more often than not, they opt to repair the door and make do. Put the big bill off for when times are better. Window and door hardware normally comes with a warranty but consumers are often either unaware or unable

to find the original installer. So a quick flick through the Yellow Pages or internet search and £200 lighter, the house owner has a working door or window. But whom did they call? Despite most installation companies having more experience than anyone else in the sector, very few carry out remedial repairs. There has been a gap in the market that a new breed of business has grown to fill. Alex Pugh, Marketing Executive at Duffells says: “Over the past five years we have seen an explosion in the number of specialised UPVC and multipoint locking repair companies on our books. Servicing a part of the industry that has been historically neglected, these repair companies offer a highly specialised service to meet growing demand. “For the most part, these specialist repair companies are former installers, or ex-employees of installers. Driven by the demand from consumers to repair rather than replace: it’s a rapidly growing market. The remainder of the market is serviced by locksmiths and general maintenance companies, who, in most cases, tend not to be expert in doors and windows.” “The first call that a house owner with a sticky or jammed UPVC door makes is to their local UPVC company,” says James Fielder. “Before we saw the potential we would routinely fail to convert leads and subsequently turn down work in favour of a local locksmith company. Our installation department has always been busy, so we are lucky, but there are quieter times and we hated turning down profitable work. “Replacing a bent friction stay, saggy handle or seized multipoint lock takes minutes and we keep the customer on our database. When they are in a position to upgrade, our conversion rates are superb. More often than not, the customer also has other work that needs carrying out while on site.” There are lots of opportunities for installers that the locksmith industry cannot cater for. Misted sealed units are often overlooked by homeowners but present extra business for the installer carrying out a repair. Retaining the customer’s details on your database provides obvious advantages for future business. The repair industry isn’t straightforward and does present challenges. Repeat visits are inefficient and identifying and replacing 20 year old locks and hardware is never easy. However, specialist suppliers are able to supply most products in 24 hours and nowadays alternatives are even available for very old and discontinued products. If they aren’t; then the customer really will need that new door! This year, it is estimated that just under one million multipoint locks will come to the end of their life. That’s an awful lot of new doors but if the customer can’t quite stretch that far, consider the other opportunities that might be available.

Third place was awarded to Ben Cox who has proved his potential as a competent engineer. Managers have been hugely impressed with his dedication to the company, ability to work alongside engineers on demanding projects and an eagerness to learn and better himself.

Scotland Yard to scrap more than 100 specialist units More than 100 specialist police units in Britain’s biggest force could be scrapped as part of sweeping budget cuts of more than £500 million. Burglary squads, robbery teams and other small units “focused on narrow crimes” will all go and be replaced by a single team of detectives in each of the 32 London boroughs who will deal with a range of crimes. Simon Byrne, assistant commissioner of the Metropolitan Police, said some officers in specialist squads were not trained detectives but “just constables who wear jeans and a t-shirt” as the force announced plans to move 800 specialist detectives into neighbourhood teams. “At the moment we’ve got over 107 different squads working in my bit of the Met. It’s just inefficient,” he said.

Under the plans, police services could also be offered in the Post Office in a trial scheme as stations and front counters across the capital close. Stephen Greenhalgh, the deputy mayor of London, said the force was in “very early discussions” to set up a pilot scheme in six months’ time. ”In theory Post Offices could provide a fixed point on the high street, with some branding with the Metropolitan Police Service, where you could potentially bring your lost property, if you need to produce identification, if there’s a licence that you need to go to a police station for you could maybe do that in a Post Office,” he said. “And even very simple crime reporting potentially could be done.” Some 65 “underused” front counters in police stations would close under the plans and be replaced with more than 200 access points in places like churches and mosques as well as supermarkets, community centres and libraries. The force has already said it is looking to sell its Scotland Yard HQ. The proposals, which will be put to a public consultation, would also see a reduction in senior ranks, with 37 senior manager and 7,160 supervisors being reduced to 26 senior managers and 6,022 supervisors by 2015. But the number of constables would increase from 24,630 to 25,909 in two years’ time.

Peter Kinze It is with great sadness that VBH announces the passing of former managing director Peter Kinze in Germany on 15th January. He had been bravely battling his illness for three years. Peter was one of the first to recognise the potential of the UK PVCu window and door market and opened a supply route to UK fabricators from the mid 1970s direct from Heinz Wagner GmbH in Cologne, Germany. He eventually persuaded the company to open a UK subsidiary and was instrumental in setting up Heinz Wagner (GB) Ltd, now known as VBH (GB) Ltd, with UK-based directors Graham Organ and Barry Amey in 1982. Peter subsequently moved to Kent and continued in the role of managing director until his retirement in 2005, when he and his wife, Melitta, returned to Cologne to be closer to their

children and grandchildren. Peter’s experience was vast and he always found time to share his knowledge and anecdotes with colleagues and friends from across all sectors of the industry. Peter was a kind and gentle man who will be sorely missed by his many friends and peers throughout the industry, in the UK, Germany and beyond. Our thoughts are with Melitta, and the couple’s children, Uwe and Heike at this difficult time.

BUSY TIMES – AND GETTING BUSIER - FOR THE MLA Development Director, Master Locksmiths’ Association. 2012 has been an eventful year for all of us within the security industry – with the crowds at the Olympics and changes in legislation surrounding squatting being just a couple of the high profile issues that drew attention to the importance of effective security this year. At the Master Locksmiths Association (MLA) we have been incredibly busy ourselves – work towards launching a nationally recognised qualification and apprenticeship scheme has been ongoing and we have had major input into the content of the qualification, with Skills for Security and the MLA’s chosen awarding body HABC due to officially launch both the apprenticeship and qualification in the New Year. We have also significantly invested in our website to create a more user-friendly site to enable customers to find a reputable locksmith in their local area. In addition to providing a more customer-focused front our new site provides simple yet effective advice on domestic and commercial security, making it a one stop shop for security advice. Sadly, we are still hearing reports of scam operations who are positioning themselves as MLA members or using the names and addresses of genuine local firms despite not being in the area they claim to be – our new website, PR and marketing activity as well as work with third parties such as Trading Standards, aims to combat this and prevent the general public from being taken in by rogue traders. 2012 has seen us continue a sustained PR campaign which promotes the importance of security and the benefits of MLA members to both consumer and business audiences – commissioned articles range from health press (Caring Times, Learning Disability Practice) to Property (GSPC, Property Investor Today, Landlord Zone) to consumer press (J Life, Your

Home, Real Home, The Sunday Mirror) and trade (Public Sector Build Journal, Building Engineer, The Jeweller, Retail Digital.) Our regular security column has been highly successful in press all over the country and regularly features in publications including the Yorkshire Post, The Wells Journal, Derby Telegraph, Coventry Telegraph, The Newcastle Journal, Nottingham Evening Post and The Lincolnshire Echo, to name just a few. The year also saw the successful launch of a new membership category for practising locksmiths which has seen great take up by those who meet the criteria. We also enjoyed record retention rates - the significant benefits of being an MLA member are clearly proving their worth. In 2012 we have seen more regional training and member events than ever before, allowing members to get first hand advice and build up relationships and even partnerships with fellow locksmiths with a shared interest. 2013 is already shaping up to be another busy year for all at the MLA with further work on Search Engine Optimisation to the website and even more information and articles offering security advice on a wide range of issues to consumers. In addition we are developing an e-newsletter campaign which we aim to launch in 2013 to offer members, partners, customers and the media alike regular updates on security matters, MLA news and topical industry updates. We will also be working on developing yet more members’ benefits to ensure we provide maximum value to our members. In addition our 17th incarnation of the MLA Expo in 2013 is shaping up to be one of the biggest locksmith exhibitions yet – with 20 per cent of space sold within just 24 hours of launch. The 2013 event will see the not only great deals for those looking to purchase locksmith related products, but will also see the usual highly acclaimed Expo training and this year a fantastic prize draw for visitors – the top prize being a trip to Las Vegas.

Licensing of CCTV & access control contractors by Ireland’s PSA begins From the 1st October 2012, contractors installing or maintaining CCTV systems and Access Control systems in the Republic of Ireland have been required to hold a licence from Ireland’s Private Security Authority (PSA). Following on from this development, licensing of CCTV and access control contractors by the PSA is commencing. Paul Cunneen, President of the Associated Locksmiths of Ireland (ALOI), explains the implications for contractors. This is a new law that forbids any contractors in from operating within the Republic Of Ireland, in the Access control or CCTV sectors without a PSA (Government) licence. This will also affect UK companies from operating in the Republic of Ireland, and it would be extremely difficult for these companies to obtain the licence. Part of the licence requirements are a valid Irish C2 (Tax clearance certificate) for each and every director in the company, Irish Gardai vetting certificate (Police vetting and certificate). The UK CRB check is not acceptable (as any offence in Ireland must be checked as part thereof ). Business premises inspection, compliance with Irish standards for Alarm and monitoring on your premises (Certification can ONLY be carried out by one of ONLY five companies, allocated by the Irish Government) and on-the-job physical Inspections of at least two customer jobs. Full (Min-10year) employment history for each and

every employee in the business with a separate folder for each from schoolleaving to present, including two character references which must be verifiable. And most importantly, up to date revenue account. This is now set-out in LAW. Other than that, it’s a piece of cake! From the 1st October 2012, contractors installing or maintaining CCTV systems and Access Control systems have been required to hold a licence from the Private Security Authority (PSA). The extension of licensing to CCTV and Access Control is a major milestone for the PSA and marks the completion of licensing for contractors in the electronic security sector. The licensing of these new sectors has been in development for several years and has involved consultation with all the industry stakeholders. In order to obtain a licence from the PSA, a contractor must prove compliance with national and European standards, be tax compliant and undergo criminal record checking. A licence granted by the PSA is valid for two years and a register of licence holders is available on the PSA website www.psa.gov.ie It will now be an offence under the Private Security Services Acts to install, maintain, service or repair a CCTV system or Access Control system without a licence. Penalties range from fines of up to €3,000 and/or imprisonment of up to 12 months. Similarly, any person employing an unlicensed CCTV or Access Control

contractor will also be breaking the law and subject to prosecution. A person includes householders and businesses. The PSA is the statutory body responsible for the licensing and regulation of the private security industry in Ireland. The PSA already licences contractors who provide the following services: • Intruder Alarm Installation and Maintenance Security Guarding • Door Supervision • Cash In Transit • Intruder Alarm Monitoring Employees providing Security Guarding and Door Supervision services are also required to be licensed. There are currently in the region of 750 contractors and 27,000 individuals licensed by the PSA. The next sectors for licensing are CCTV Monitoring contractors, Event Security contractors and Cash In Transit employees. These are scheduled to take place during 2013. info@psa.gov.ie FOOTNOTE In a recent case, in December last year, the Private Security Authority (PSA) successfully prosecuted an intruder alarms installer for a breach of the Private Security Services Acts. Liam Whoriskey trading as Whoriskey Security Systems of Newbridge, Co. Kildare was convicted today at Naas District Court for installing an intruder alarm without a Private Security Services Licence. Judge Desmond Zaidan fined Mr Whoriskey €600 and order him to pay costs of €984. The prosecution followed an investigation by the PSA into the installation of an intruder alarm at a residence at Rathangan Road, Monasterevin, Co. Kildare.

4.1 UKLA CERTIFICATION The certificate that you receive upon completion is recognised by all the Locksmith suppliers throughout the UK. This is required in order to purchase your lock picking / opening tools as well as your stock. IS IT THE END FOR SHIFTY BURKES? In 1966, an old lag, writing under the colourful alias, ‘Shifty Burke’, published ‘Peterman – Memoirs of a Safe-breaker’ describing his life as a safecracker. Having been trained in the use of explosives during the war, his preferred method was ‘blowing’ but he could also turn his hand to an oxyacetylene torch where necessary. He was aware that some safes had anti-explosive relockers and others had anti-blowpipe barriers but in his book he stated, “It’s amazing how many businesses will carry on with an old-fashioned safe where they would not dream if using a 50 year-old typewriter, just because the safe looks solid and weighs a lot.”

‘The weakest point of cheap safes is the back’ He continued, “…the weakest point of all safes, cheap ones anyway, is the back. The backs of cheap safes are held on by rivets… we would get to work with a cold chisel and a 4-lb club hammer and chip away…” Shifty made a good, if dishonest, living in post-war Britain, ripping the backs off ancient safe with his trusty ‘cane’ (crowbar), whilst blowing the locks off others with consummate ease. But times change and in Richard Byrne’s book ‘Safecracking – Tales and Techniques of the Master Criminals’ Shifty declared, “By the late 1960s the

safecracker’s place at the top of the criminal tree had been usurped by the armed robber”. To a large degree this would seem to be true. The 60s and 70s had seen considerable competition between the major safe makers. With each new technical innovation came the claim that they made the best safes in the world and this vanity was probably justified. The police also had some success in convincing two captured safecrackers to become so-called ‘supergrasses’. In return for a new identity and a life in the sun on the Costa Brava, they ‘grassed up’ their colleagues, leading to the capture and conviction of some of the country’s most well-organised gangs, including many of our most highly skilled safecrackers. SAFES ENGINEERING REACHES NEW HEIGHTS For the next 20 years it seemed that Richard Byne’s prediction that safebreaking was a thing of the past was accurate. Safes engineering had reached an unsurpassed level of sophistication and only legitimate safe engineers, equipped with the very latest optical scopes and powerful limpet drills could gain entry. Of course, it was always possible that

one of these exceptionally gifted artisans could be tempted to cross the line into criminality, but fortunately, this was a surprisingly rare occurrence. SAFES STANDARDS: QUALITY–v-PRICE? In 1997 the EU ratified EN 1143-1, standards for testing and rating burglar resistant safes and vaults. British manufacturers tried and failed to prevent the introduction of standards on the grounds that wherever this had been tried in the past, safe makers were forced to manufacture down to the standard. The desire to produce the ‘best safe in the world’ would be replaced by ‘who can produce the cheapest safe to get through the test?’ British safe makers were experts at producing the best but they were shockingly inept at manufacturing the cheapest. When Eastern European countries also began to ship their products into the UK, the writing was on the wall. Their labour costs were lower, as was the cost of steel and other materials. Foreign competitors were masters at producing lighter and cheaper safes. When the Chinese eventually got in on the act the British market was flooded with mass produced ‘cheap as chips’ safes featuring fancy electronic locks. So where are we now? Firstly, there are still thousands of Shifty Burke’s favourite

riveted Victorian safes in use every day. Company bosses remain enamoured of their polished brass plates and heavyweight bodies, totally unaware of the ease with which they can be popped opened. There are many thousand more Chinese ‘safes’, purchased for well under £50 and stuffed with cash and valuables. If their owners were to search for ‘safe cracking’ on YouTube they would be shocked to find dozens of amateur video clips demonstrating how easily they can be opened – sometimes using a simple thump of a hand in the right place. At the upper end of the scale, high quality safes of all makes, continue to offer a pretty daunting prospect to all but the most highly skilled peterman, although the mid and lower ranges are scarily easy to crack using modern power tools. It’s early days, and up and down the country many old safes are still being ripped open and hundreds of digital electronic boxes simply carted away. In the fullness of time, however, as specifiers, insurers and end users become more aware, we may one day be able to say, the days of Shifty Burke are well and truly over. There is clearly a business need for smaller, flexible and affordable space and without some further financial incentive it is hard to see how the private sector can meet these needs in what would be highly managed buildings.”

NEWS IN BRIEF GLASGOW 2014 The security budget for the Glasgow 2014 Commonwealth Games has more than trebled to £90m. The Scottish government said additional costs have been identified following a review of the 2012 London Olympics. It will add £37.7m to the current £27.2m budget, with an extra £25.1m coming from the contingency budget. The extra cash will be spent on securing the athletes’ village, hotels and training venues, and providing additional CCTV and perimeter fencing. The athletes’ village will be secured for six months before the games begin and provisions will be put in place to provide roundthe-clock security at some hotels and training venues. A number of security firms, rather than just one, will be used to reduce the risk of one firm failing to deliver as with the London Olympics. BILL CHAIRS SIA Bill Matthews is now the acting chairman of the Security Industry Authority. Matthews succeeds Baroness Ruth Henig, whose term of appointment came to an end last month after two full terms in office. The appointment is for one year, and Matthews’ main responsibility will be leading the Security Industry Authority (SIA) through the transition to a business licensing regime. The Home Office will recruit a permanent chairman in due course.

MARITIME SECURITY Ex-military personnel are being trained to be maritime security officers by an Isle of Wight company. Flying Fish, in Cowes, has shifted its focus from sailing and watersports courses to private security training in response to increased demand. Their courses use the waters of the Solent to train recruits in maritime security techniques. The MoD helps part-fund their course places. Piracy has been a growing problem in recent years in busy shipping lanes of the Indian Ocean and around the Horn of Africa. In the Indian Ocean this year, 71 boats have been attacked, 26 taken and £120m paid in ransom demands. Money can be a major draw, with salaries starting at £50,000. FUTURE TECHNOLOGY As if the prospect of being watched by security cameras wasn’t unsettling enough, they may not only be watching you. Computerised surveillance software currently under development will also let them predict what you’re about to do. The project, funded by the US government and being worked on by researchers at Carnegie Mellon University, ultimately aims to make humans obsolete when it comes to parsing security camera footage. Researchers are working on creating a “cognitive engine” so that a computer can decide whether or not those objects are misbehaving and whether or not they are about to.

MPL CELEBRATE BANTAMS SUCCESS The news that Bradford City were on their way to Wembley had the “Bantam’s” many loyal fans – and indeed, what seemed to be all of Bradford from the Lord Mayor down – overjoyed; but none more so that the two directors of West Yorkshire-based MPL, the long-established specialist PVCu lock specialists, who also own a third shareholding in the soccer Club. Managing Director of MPL is Graham Jones, whose business partner and fellow director Mark Lawn is also joint chairman of Bradford City FC. Graham told TLj, “Mark and I are both local to the area and are lifelong fans of the Bantams. We go to every home and away match and yes, we will be at Wembley cheering them on. We always enjoy being there and are very well looked after. But whatever the outcome, we are absolutely delighted to have got that far. If they win at Wembley, it will be a huge bonus.” Bradford City’s historic journey to Wembley has been a long one. When the West Yorkshire Club beat Aston Villa on aggregate last month, it was the first time the team had reached the final of a major competition since winning the FA Cup in 1911. The Bantams became the first fourth-tier side in over 50 years to reach the League Cup final. It will also be only the second time the team have played at Wembley - the last time was in 1996 when Bradford won the Second Division play-off final. The disastrous fire in 1985 hit the Club - and Bradford itself – very hard. But last month’s victory has given Bradford the lift it needed. Fans were ecstatic and the team will have massive support all the way.

Aside from the glory, the financial implications are mega: getting to Wembley could be worth up to £1m to the Club, according to Mark Lawn, who has been busy organising corporate sponsors understandably keen to get on the bandwagon. It wasn’t always this way. Bradford City has been in administration twice since 2002, and had been expected to overspend on wages by £600,000 this season as they push for promotion to League One. But they had already more than covered this shortfall by earning at least £1.3m from their quarter-final and semi-final ties. MPL came on board five years ago, acquiring a third share in the Club. Dedicated fans, they were confident that they could use their experience to transform its fortunes. “It has taken a lot of hard work to get to this stage,” said Graham. “This is no overnight success. But as well as some brilliant players, the Club has a great manager in Phil Parkinson, who has made some shrewd moves and understands exactly how to get everybody working together, pushing forward. This achievement is even more impressive when you know that he has done it on a low budget.

“The Club is run as a business – we don’t take a penny out of it. If we do win at Wembley, every penny will be ploughed back into the club.”

One of Graham’s business mottos is: ‘Adversity creates opportunities’. For both MPL and for Bradford City, that certainly seems to be the case. MPL continues to build up its National Locksmithing School (based in the same premises at the Bantams). From this month, it has got under way the franchising of its busy Wakefield Trade Centre; that followed the successful franchising of its Driverhire operation eight years ago. They are also pleased with response to their website (multipointlocks.co.uk), with between 30 and 40 orders coming through every night. “The demand is there,” said Graham, “The future is still with PVCu – look around any housing estate and that is what you will see in eight out of 10 properties.” After 43 years in the business, he obviously knows a good thing when he sees it.

SBD PUBLISHES NEW GLOBAL CAR THEFT GUIDE According to statistics South America is the car theft capital of the world – but which other countries have bad records in car crime? New research from SBD looks at the global trends and profiles current market conditions, to predict which markets are most likely to show an increase in vehicle theft in the near future. When considering the theft rate (number of vehicles stolen per 10,000 parc), South America is home to some of the highest rates in the world. Of all the countries included in SBD’s latest study, half of all countries with high or very high theft rates are in Latin America and none has a theft rate lower than 74 vehicles stolen per 10,000parc. In contrast, Europe is home

to some of the lowest theft rates in the world, with many countries seeing huge reductions in car crime over the past decade. The average theft rate in Europe is low and currently stands at only 28 vehicles stolen per 10,000 vehicle parc, but SBD points out that this could change in the near future. ORGANISED GANGS WORLDWIDE The report reveals that as car crime becomes more profitable, organised criminal groups (OCGs) are increasing their involvement in vehicle theft as a highly effective fundraising activity. Whilst theft rates across Europe might be lower now than in previous years, an upwards trend has already started in countries

such as Germany, and SBD believes that many markets worldwide could soon follow suit. Globally, an increasing involvement of OCGs in vehicle theft is becoming more evident, but each country’s theft situation also continues to be strongly influenced by a handful of local factors such as economic trends, social circumstances and geographic location. The author of the new guide is Tim Dawkins, whose specialist subject is global theft trends and organised crime. Tim has conducted extensive research on a number of security projects at

RETURN OF THE CROOKLOCK? Luxury car owners in Greater Manchester have been warned to increase their vehicle security after thieves used a gadget to steal two BMWs from outside homes. The cars were taken from outside homes in Worsley, Salford, within hours of each other. Officers, who say that the offenders used an ‘unknown device’ to override the vehicles’ keyless security systems, are now urging motorists to use steering wheel locks to further protect vehicles. The blue BMW 320 and white BMW 318 Sport are both started using a security fob which is plugged into the dashboard to start the cars. The vehicles also have ultrasonic sensors inside the vehicle which should immobilise them. But the thieves were apparently able to override the security systems and drive away with the £30,000 cars. One GMP officer said: “Stealing a car is often more technical than smashing a window and we know we have to try and keep one step ahead of the game in terms of the technology they are using. I’d recommend that drivers continue to use steering wheel locks and make sure their vehicles are securely locked, if possible, in garages and secure car parks. “Thieves can get around these new technologies and the more obstacles you can put in their way the better.”

‘The industry needs a single regulatory body so all locksmiths are properly vetted and registered’ LSj asked Kim Stanier of Advanced Keys for her views. “There are multiple cases of this kind of crime which we in the industry are very well aware of,” she said. “In our business, we have to take every precaution to verify that customers are genuine, bona

fide locksmiths before we sell to them – but it is sometimes difficult to be 100 percent certain. “One of the problems I believe, is that there is no single, governing regulatory body for locksmiths in the UK - so anyone can set up as a locksmith/auto locksmith. The individual trade associations do a very good job, but not everyone is a member, and the sooner all relevant trade associations get together and ensure the industry has full, proper regulation, the better.” Kim also pointed out that criminals are able to buy a wide variety of locksmithing products - usually made in China and of inferior quality - at very cheap prices on the internet. “ There is no control on who buys these products and what uses they are put to,” Kim added. “There are some clever people out there who can obviously bring dodgy products into the UK outside the official channels. “This is not only threatening the future of legitimate UK security businesses, it is adding to the problems of car crime.” TLJ asked Dr Steffan George, Development Director of the Master Locksmiths Association (MLA) for his comments: “With the increase in number of cars using keyless security systems BMW is not the only make vulnerable to this type of crime. “Of course there is a genuine need for professional locksmiths to use the type of equipment that is being used for illegal gain, but the availability of such tools needs to be looked at more closely.

We believe review is needed, not just for diagnostic machines but for all locksmith tools, and indeed for locksmith training. The MLA has provided input to the work that the International Association of Auto Theft Investigators (IAATI) is doing, supporting the shared concern over the lack of regulation of tools and training.

KENT TARGETED IN CATALYTIC CONVERTER THEFTS Kent Police are issuing advice to motorists following a number of catalytic converter thefts across the county. Thieves have been targeting the catalytic converters of predominately Mercedes Benz Sprinter vans. Since the beginning of January this year, there have been 10 reports of catalytic converter thefts in Kent from areas including Medway, Sittingbourne, Tonbridge, Maidstone, Ashford and Ramsgate. Vans and four-wheel drives are most at risk from catalytic converter theft. The 10 most recent reports have all involved a Mercedes Benz Sprinter. Chief Superintendent Steve Corbishley of Kent Police said: “Catalytic converters are often stolen for the costly metal they contain. The thieves often try to sell the stolen metal to scrap metal dealers or export them to other countries. “We work closely with scrap metal dealers to make it easier to trace sellers of stolen metal and remove those dealers who operate illegally.” CS Corbishley urged anyone with information about any of the incidents to contact Kent Police on 101.

Unlike most lock types the 4 track locks do not respond to picking our conventional sequences to simplify the picking process; instead you will need to pick an axis sequence as detailed in the ‘how to’ guide.

The Range of 4 lifter 4 track decoders includes the following tools: TOY48, TOY40 and HY22. To explain the reason for the 4 lifters is easy: if you split a lock plug into four quarters, each quarter has a number of wafers within it. Each quarter has its own lifter and there will be two axis A quarters and two Axis B quarters. Despite looking more complex with its four lifters, it does in fact simplify the picking process for these once difficult to pick lock types.

you must now pick the final two or three positions that you picked finally to open, and once these positions are picked the lock will return to vertical position and is reset. Picking & Decoding the TOY48 Toyota/ Lexus lock using the genuine lishi 4 lifter 4 track 2in1 tool

Four track locks must be picked twice With 4 track 4 lifter 2in1 an important point to remember is that we must pick these locks TWICE; many locksmiths pick the lock once and get confused as to why the door won’t open and why the lock won’t decode accurately. The reason is simple: if picked only once the lock is only HALF picked, so is dead man’s land - it needs picking until it picks further a second time. Initially, you will pick axis A and axis B: when picked the plug will rotate 45 degrees, this is not open yet, we must continue to pick axis A or B or both until the plug rotates a further 20 degrees - this is when the lock is open and the lock can be decoded or the door opened. When decoding a lock using a quad lifter, the decode reading must be taken in the same direction as picked. Four track locks must also be picked in order to lock the lock again.

So the tool will have two axis A lifters and two axis B lifters: an Axis A lifter picking the top left quarter and the bottom right quarter of the lock, and an axis B lifter picking the top right quarter and bottom left quarter of the lock. The reason for this - if you take the TOY48 lock and the above diagram: • Axis A top left will have wafers in position 2 and position 4 • Axis A bottom right will have wafers in positions 1 , 3 and 5

Once picked open and you have opened the car or decoded the lock , you release the tension on the tension arm for the lock to close on its spring , the lock only returns halfway, back into dead man’s land. If the lock is left in this position, your customer’s key will no longer insert into the lock, so it is necessary to pick the lock back to the upright position and reset the lock. This is a simple process: once tension is released from the tensioner, the lock turns back to the dead man’s area: at this point no tension from you is required,

Picking in a clockwise direction When picking in a clockwise direction we must first pick and set each wafer on the A axis, when all binding wafers are set or moving, we then pick each binding wafer position on the B axis. At this point the plug will rotate 45 degrees to dead man’s land. We then pick the binding wafers on the B axis (occasionally A axis); once these are set the lock will rotate a further 20 degrees. Picking in an anticlockwise direction When picking in an anti-clockwise direction we must first pick and set each binding wafer on the B axis, then when all are set we must now pick all binding wafers on the A axis. At this point the plug will rotate 45 degrees to dead man’s land. We then pick the binding wafers on the A axis, once set the lock will rotate a further 20 degrees and is open. Picking and decoding The first thing we must do is centre all four lifters so that the lifters don’t snag up on the wafers when inserted; we then fully insert the pick into the lock. Once inserted I apply a light to medium tension in the opening direction. For this exercise I am picking in a clockwise direction, as clockwise I follow the clockwise axis sequence of picking A axis first and then the B axis. With tension applied I tickle each position on the A axis using the A axis lifters feeling for the solid binding wafers, each binding wafer I find, I pick it until all wafers on the A axis are set and slapping or moving. I then tickle the wafers on the B axis feeling for the solid binding wafers, each binding wafer I meet I pick it, until the lock plug rotates 45 degrees. Caution! The lock is now in dead man’s land and still needs picking more, so at this point I increase tension a fraction to a medium tension. I then tickle the wafers on the B axis with the B axis lifters, feeling for solid binding wafers , each binding wafer I meet I pick it until the lock rotates a further 20 degrees or so; the lock is now fully open and ready to decode. So without relaxing the tension,

and holding the lock in this fully open position, we are ready to decode the lock. We decode in the same direction as we picked, and write down our readings as we go. Once decoded we will have five cuts on A axis and 5 cuts on B axis, we enter these into our key cutting machine and cut the key. Resetting / relocking the lock This important step is crucial - otherwise your customer’s key will not enter the lock. We begin by releasing the tension on the tensioner fully, so the lock will then spring back and reset as far as dead man’s land. At this point we tickle the B axis wafers in turn to find the binding positions, we pick the binding positions and the lock will spring back to upright and fully reset. It is sometimes necessary to take tension off of the spring in order to pick these last few positions to reset the lock; remember, it is always the final two or three wafer positions you picked to open the lock fully that you will need to pick again to fully reset the lock. Once reset, remove the tool and cut your key.

substantially and is a simple process to direct decode. Below is an example of a TOY48 lock decode using the direct reader. TOY48 Decode

As soon as B3 is re-picked the lock springs back to vertical and is fully reset.

This lock is far easier to deal with via direct reading, using the lishi TOY48 direct reader; so I have included the straightforward guide for this tool as well, in case picking and decoding isn’t for you. TOY48 Genuine Lishi Direct reader all 4 track versions This is an amazing little tool that makes a once very difficult lock to pick and decode, a simple 1 minute decode with absolutely no skill required by the user at all. This four track lock has 4 rows of wafers, ie wafers in each quarter of the circle. This was achieved by the lock manufacturer by using split wafers - for want of a better description a wafer cut in half each with its own spring. Referred to in the USA as the Toyota short key lock, this once feared lock was used across the range. Lock Details 2 x axis A and B 5 x split wafer positions per axis so 10 x split wafers 3 x key cut heights Door lock contains all 10 split wafers Ignition lock contains all 10 split wafers This is an extremely useful reader as this can, for many, be an extremely hard lock type to pick as the pick is more complicated and the lock must be picked twice. Unlike the picks, the direct reader requires no skill at all and has drastically speeded up the decode process. Traditionally the 4 track lock has four sides to the cut key, two sides will have cuts on them and the other two sides will have different cuts on them. These are known as axis, so each of these locks has an axis A and an axis B. Each key will have four cut sides, 2 x axis A and 2 x axis B sides, axis A and axis B will normally contain different cuts. The tool has simplified this lock

Fully insert the tool into the lock, then select reader A: this reads the A axis of the lock; find where the first wafer can be felt; it will either be in position 1 or in position 2. If found in position 1 then we will first be reading positions 1,3 and 5 , but if the first wafer found is in position 2 , we will be reading positions 2 and 4 first. We then select the B lifter arm, which

So position the pointer on lifting arm A on the position 1 line, then gently pull the lifter down the line until it stops; then jot down the reading, move to positions 3 and 5 jotting these readings down, then read positions 1,3 and 5 with the B lifting arm.

First Catalytic Converter lock that meets SBD At the end of 2012, Secured by Design announced the first catalytic converter lock meeting SBD’s strict standards. As reported earlier in TLJ, thieves are stealing the catalytic converter portion of the exhaust system as there are platinum and other precious metals inside. The vehicle is left disabled and the exhaust system is damaged leaving the owner having to pay substantial repair bills. The CatClamp MAXX was invented to prevent thieves from stealing the catalytic converter. Its patented cable cage design surrounds converters with an aircraft grade stainless steel cable cage that’s very difficult to cut, it it locked to the vehicle’s chassis
