WADUKUZA Municipality tabled the 2019/2020 adjustment budget at council on Thursday. Addressing council KwaDukuza acting Mayor Dolly Govender said the municipality originally approved an approximately R316 million capital budget in the current financial year, with the majority of the funding being allocated towards the electrical network upgrade and roads infrastructure. However, the budget has since been amended to R256 million showing a net decrease of about R59 million on the capital budget. She said, regarding revenue, due to above average recognition of revenue in the first six months an increased allocation of R6,288 million was placed for property rates. In terms of refuse and electricity charges, no increase was considered for the refuse revenue stream, according to Govender. “Electricity was increased by R12 million as a result of increased billing and a reduced cost of free basic services. The number of indigent households were reduced from 11 356 to 9 590 after

the completion of the indigent verification process. The main increase for the revenue stream is for the time of use category.” Govender explained that major factors that influenced the overall decrease in the capital budget was an approximate R20 million decrease in the community services and public amenities business unit and in the electrical engineering business unit, a decrease of R22,5 million. She said in the electrical engineering business unit budgets on slow moving projects have been reduced and moved to the next financial year. In the community services and public amenities business unit the cremation filtration system project has been shifted to the 2020/21 financial year with an allocation of R6,5 million, Govender said. “The budget for the Vlakspruit Cemetery has been reduced by R8,2 million and the funds have been shifted to the next financial year. The budget of R4,4 million for the land acquisition has been shifted to the new financial year. R4,6 million has been included for

the procurement of Refuse Removal Trucks. At present there is one vehicle in operation which has resulted in an increase in overtime costs for the refuse removal business unit as well as increase in outsourced services for the hire of plant and equipment for refuse removal. “The business unit has received a R5 million Small Town Rehabilitation grant funding from KZN provincial government for the upgrade of Theunissen Park with a grant roll-over of R4 million. The R8 million council funding has been adjusted to reflect the R9 million grant funded budget allocation,” she said. In addition, various beach rehabilitation and upgrading projects under the sport and recreation section have been reduced based on cash flow projections by consultants. In closing Govender said over the next three years, total consolidated government spending is expected to grow at an average annual rate of 5.1%, mainly due to mounting debt-service costs. “We must therefore, work very hard to ensure that our spending on non-core items over these years is kept to a minimum.”

N a bid to revitalise the Mandeni CBD and strengthen relations with local businesses, Mandeni Municipality rolled out the Keep Mandeni Clean Campaign recently. The campaign saw councillors, directors, managers, municipal officials, various roleplayers such as iThala, the Department of Economic Development Tourism and Environmental Affairs and iLembe District Municipality representatives taking to the streets rid-

ding the town of dirt. According to Mandeni Mayor Thabani Mdlalose the campaign yielded positive engagements with members of the community and business owners within Mandeni CBD as they were also educated on ways to keep the town clean. Mdlalose urged community members to be wary of littering and ensure they keep their surroundings clean. “Cleanliness is not only the responsibility of a few, it’s a collective responsibility that all of us should take part in. We have to strive for a clean and healthy

place. I strongly encourage community members to keep their surroundings clean,” said Mdlalose. He also asked those who have businesses within the CBD to make sure their place of work is kept clean. “As people who serve others, it is important to make sure you serve clean food and in a safe area. Please utilise the plastic bags being provided by the municipality, also do away with filling drains with dirt, when they get blocked they cause havoc during rainy days,” he concluded.

DURBAN University of Technology (DUT) Disaster Management students dedicated their time to raise awareness on the importance of keeping the environment safe and clean by educating and working hand in hand with pupils of Lloyd Primary School in Ntshawini. Sindisiwe Moorosi, Rachael Nyamadzawo, Sphelele Xaba, Zamokwakhe Mpisane, Simphiwe Nxumalo and local Sithembiso Khoza planted a tree at the school and assisted with recycling recently. The students aim is to continue promoting safety and resilience in communities to avoid environmental issues such as pollution induced by poor waste management that may also result in clogged drains and in turn cause further hazards such as flooding in the area. Their close involvement with communities in promoting the understanding of risks and designing appropriate measures is intended to transform vulnerable groups into disaster-resilient communities. “The right to a clean environ-

ment and sustainable development is fundamental and closely connected to the right to health and well-being. It is of fundamental importance to note that there is a strong connection between the quality of the environment and the health of the people living or exposed to those environments,” said Khoza. He added that the responsibility for the provision of a safe and healthy environment is outlined in the Constitution. “Section 24 of the Constitution provides that everyone has a right to an environment that is not harmful to their health and well-being; and to have the environment protected for the benefit of present and future generations, through reasonable legislative and other measures that prevent pollution and ecological degradation; promote conservation; and secure ecologically sustainable development and use of natural resources while promoting justifiable economic and social development. For this reason we are striving to keep the environment clean and green by educating one community at a time,” he said.

Dress-A-Child-Campaign kicks off JYOTHI LALDAS

HE KwaDukuza Municipality kick-started the their 2020 Dress a Child Campaign at New Guelderland Primary, Kearsney Primary and Shakaskraal State-Aided Primary schools. Acting Mayor Dolly Govender, and Speaker of Council Phumlile Zulu together with the Youth, Sports and Gender Portfolio Committee chairperson councillor John Phahla visited the schools last week. The initiative is one of a number of annual interventions set aside for the year 2020 targeting less fortunate pupils from underprivileged and previously disadvantaged families. These families often rely on the government to offer support including the support to ensure that their children are afforded an opportunity to enrol into education institutions as well as various kinds

of aide and in-kind support to better their current living conditions. Govender, speaking at the assembly at New Guelderland Primary School, said: “Council recognises the right of every child to quality education, that quality education is both a fundamental right for all and an essential enabler for the achievement of other rights. States are obliged, collectively and individually to make quality education available to all, at all levels. Hence, today we have come to offer our support to assist those who are not privileged to have uniforms.” Govender also used the opportunity to warn pupils about the dangers of drugs and alcohol. She also cautioned pupils against people who pose as concerned citizens in the community but violate the pupils constitutional and democratic right to education. Zulu, during her address to Kearsney Primary School pupils said: “Every child in whatever edu-

school to produce quality pupils who will return help to build and develop this community of Kearsney who has a lot of potential given its locality and agricultural advantages.”

Speaking at Shakaskraal Primary, Phahla said it was an honour to be there as a young person to witness and confer uniforms to his “brothers and sisters” who have been chosen as beneficiaries in the KwaDukuza Municipality’s 2020 Dress A Child Campaign. “When you go home today, show your parents what the ANC led government has been able to do. Tell your parents that this is not all - it not the end to the promises made. Through the efforts of the ANC, 90% of public schools have become no-fee paying schools, and pupils are benefiting from school feeding schemes and subsidised public transport. This has contributed to the increase in school attendance from 51% in 1994 to 99% today. “I encourage all of you today to do better, and to make your families and communities proud,” concluded Phahla.

Some of the outstanding issues included the review of KwaDukuza Municipality (KDM) staff policies, which are seen as a “tool used by the employer to either suppress or frustrate the working class”. “As a result, the union has recommended, via the Local Labour Forum, that around 60% of KDM’s staff policies be reviewed and that workers on the ground should be involved in the drafting of new policies.” Magagula mentioned a Staff Protective Clothing and Uniform Policy which needs to be put together as a matter of urgency. “We have formed a shop steward task team that will look into the procurement processes and ensure that uniforms as well as protective clothing are issued at the beginning of each financial year, in July. We, as shop stewards, will not interfere with the procurement processes, however, we have an obligation to see to it that workers receive their uniforms on time. We do not want to know the service providers’ details; all we care about is that the delivered goods match the tender specifications. We have discovered that

HE South African Municipal Workers Union (SAMWU) in KwaDukuza held a successful report back meeting at the KwaDukuza Town Hall where the union leaders reported on several outstanding worker related matters raised in August last year. Most of the issues required going back to resolutions and documents dating as far back as 2010. Some of the issues were to be discussed and bargained at the Local Labour Forum. Addressing the members, secretary Simphiwe Magagula, expressed the union leaders’ appreciation for their patience since the election in August 2019. During the August meeting, the 19 shop stewards, under the leadership of chairperson Sipho Mzimela, requested that members grant them time as they try to address some of the outstanding matters. Magagula, explained that all outstanding issues were dealt with, and unfortunately some of the outcomes may not be what the members would like to hear.

Unpacking the concept, Magagula, mentioned that the union is faced with daily challenges, but they also achieve daily victories. “Year 2020 is the year of the employee. It is a year for your mandate, starting with the transformation we would like to see here in KwaDukuza. In January 2020 alone, we have already put a stop to three vacancies that were clearly reserved for certain individuals. It is with great joy that one reports to you that the employer complied, and this means that deserving employees will be interviewed and placed in these positions. “It does not make sense to us that

someone with all the required skills to do a job, someone who meets all the necessary requirements and has done exceptionally well at their current job, is denied a chance to be shortlisted just because they did not include ‘KDM experience’ on their CV? This is a clear picture that the employer has no plan for the worker on the ground. We are therefore committing ourselves to effect transformation in this municipality because the employer has failed dismally. Deserving candidates, irrespective of their skin colour or political affiliation, will be given a fair chance. KwaDukuza Municipality should employ people who have an interest in this municipality, people who would like to get this town back on its feet,” he said. He encouraged all potential employees to apply for advertised positions and follow the stipulated processes. Finally speaking on the issue of overtime, Magagula said currently, KDM management is having meetings with the union in a bid to find common grounds on the issue of overtime. “They are cutting our overtime because KDM is running low on funds. How

Murder suspect arrested KWADUKUZA SAPS successfully nabbed a 16-year-old man, who was identified as the suspect in a murder case last Wednesday. The suspect allegedly stabbed a 19-year-old man in the Malende area in Groutville. It is alleged that the suspect and his friend had an altercation, which led to the suspect stabbing the victim in the chest, according to KwaDukuza SAPS communications officer Priya Nunkumar. She said the victim sustained a single stab wound to the chest, and was declared dead at the scene by paramedics. A case of murder was opened at

KwaDukuza SAPS and the suspect appeared at KwaDukuza Magistrates’ Court on Friday. He was granted bail. KwaDukuza SAPS Station Commander, Brigadier SF Mhlongo commended members on the swift arrest of the murder suspect. “KwaDukuza SAPS Serious and Violent Crimes Unit will be leaving no stone unturned in ensuring the perpetrator is convicted for this horrendous crime that he has committed,” she said. “We will ensure that the victim’s family receive the justice for the family member that they have lost in this senseless murder.”

Man nabbed for wife’s killing JYOTHI LALDAS A MAN suspected of murdering his wife at their home in Tongaat was arrested in KwaDukuza on Sunday. Thirty-one-year-old Roxanne Thanthoni was allegedly stabbed to death at her home in Watsonia Drive, Tongaat by her husband following an argument. According to Tongaat SAPS, on arrival they discovered that a 31year-old woman had been stabbed multiple times and was already certified dead by paramedics. The dead woman was found lying in a pool of blood, they said. It is believed that the husband fled the scene in his vehicle after the stabbing. A full description of the vehicle and the suspect was issued by Tongaat SAPS. After intensive searching by various law enforcement agencies, the suspect’s vehicle was spotted in

KwaDukuza. His vehicle was recovered and shortly thereafter he was arrested by the Provincial Task Team and K9 Security at his parents home in KwaDukuza. The suspect is detained in police custody pending investigation. He is expected to appear before the Verulam Magistrates Court soon.

We have written to the Municipal Manager to request him to do a thorough investigation on this and hold someone accountable. We can no longer allow service delivery to be disrupted just because an individual did not do what they are hugely paid to do,” concluded Magagula.

Hospital promotes Healthy Lifestyle Awareness Month

Paying tribute to a fallen teacher

KWADUKUZA Private Hospital (KPH), teamed up with Spec Savers and Lancet (Stanger), to host a Healthy Lifestyle Awareness Day at the KwaDukuza Mall on Saturday. The event was aimed at creating awareness of Healthy Lifestyle Awareness Month, which is celebrated by the Department of Health in February annually. The hospital provided free blood glucose, cholesterol, and blood pressure testing, body mass index checks, as well as eye-screening to shoppers on the day.

KPH specialist ophthalmologist Dr B. Jugadoe was present and promoted awareness for Glaucoma, by giving away free screening tickets to shoppers. “The event was successful, and we saw to over 100 shoppers on the day. One of our oldest candidates was 88 years old and keen to keep on living a healthy lifestyle. We would like to thank the public for their support, as well as the KwaDukuza Mall for allowing us to host the event at their venue,” said KPH management. —Supplied.

LENHILLS Primary School hosted a memorial tribute, on Wednesday, to honour the memory of slain teacher Baanu Dairam who was found murdered in her home in early February. Dairam (59) was a beloved teacher at the school for 23 years. Guests at the event spoke about Dairam’s warm character and love for her job. A Hindu priest was also present to pray for Dairam and pupils presented items in honour of their teacher including a heartfelt rendition of Candle in the Wind. Addressing the pupils and guests at the memorial service, principal Hansrajh Hurilal said Dairam gave much to her work. “Glenhills Primary was blessed to have Mrs Dairam as one of our own. She graced the portal of our highly esteemed institution with so much poise, grace, elegance and strong leadership skills. “She was an exceptional classroom practitioner and added so much value to our pupils education throughout

She initiated and implemented much in

this field during the years that she was at our school. As departmental head, she led her subordinates in such a way that she exemplified leadership. She gave energy, commitment and inspiration to her team and to others with whom she worked. Mrs Dairam was bright, logical and systematic in her thinking. She was always willing to share her ideas and information. She was passionately interested in Learner achievement and would regularly advise us on ways to improve our results . Many of us found her to be a splendid person of great intellect and big heart. Our sorrow is lessened only slightly with the comforting thought that we had the privilege to know her,” he concluded.

Top writers to feature at literary festival JYOTHI LALDAS

T

HE University of KwaZulu-Natal’s Centre for Creative Arts (CCA), in partnership with eThekwini Municipality, will host the 23rd Time of the Writer International Festival from March 16 to March 21. Time of the Writer is one of the largest and longest-running literature festivals in Africa. Over the years, it has hosted a wide variety of internationally-acclaimed thought leaders such as Zakes Mda and NoViolet Bulawayo, from all over the world, with the main focus on Africa. To inspire people to read in order to get to know and understand each other’s stories, this year’s festival theme is: “Do You Read Me?” The programme will feature 20 leading novelists, social commentators, activists, playwrights and short story writers from South Africa and abroad that participate in an exciting programme that sees a mix of panel discussions, workshops and writers visits. As part of the day programme, the writers will be visiting a variety of schools and arts centres, including Luthuli Museum in Groutville.

This visit will take place on Tuesday, March 17 from 10am to 12pm. The writers selected to visit Luthuli Museum are journalist and award-winning author Fred Khumalo and forgiveness advocate, author and public speaker Candice Mama. New management at local Sappi mills JYOTHI LALDAS SAPPI Southern Africa has announced the appointment of new management at its two mills in the iLembe District. Philani Gumede has been appointed general manager of the Sappi Stanger Mill and Christo Willemse becomes general manager at Sappi Tugela Mill. Philani Gumede who holds a National Diploma in Chemical Engineering joined Sappi Saiccor Mill in 2005 as a production shift superintendent and later moved to operations manager before being promoted to Mill manager for the pulping and recovery section at Saiccor Mill in 2018. Gumede’s current appointment as general manager of Stanger Mill came into effect at the beginning of March. Christo Willemse holds a BSc Electrical Engineering Degree and joined Sappi as a project engineer in 2002 at Ngodwana Mill in Mpumalanga. His experience includes project, engineering and production management. He was appointed general manager of Stanger Mill in 2018 before his current appointment as general manager of Tugela Mill in February. Sappi Southern Africa is hopeful that these new appointments will continue to grow the business in a profitable and cash-generative diversified way with an exciting future in wood fibre, a renewable resource.

Suzuki South Africa released this latest generation Swift Sport last July after dropping the previous, 1600 cc, model 18 months earlier. As expected by now, the new car’s body uses higher strength steel to render it stronger (for safety), more rigid (to improve handling) and lighter. Much lighter. It shed 90 kilograms even though it’s 50 mm longer. Added lightness, in the wise words of Colin Chapman, aids handling and stopping while improving fuel economy. S part of the #Ride4Education initiative held by Salaamedia, a group of cyclists visited Nonoti Primary School last

week. The ride began on February 17 in Musina on the Zimbawean border with cyclists travel-

ling through Limpopo, Mpumalanga and KwaZulu-Natal and culminated in Chatsworth on Saturday. Their aim was to visit schools in the most rural areas and document their challenges in an effort to effect change in these areas.

The decision to bat first on a slightly damp and uneven pitch backfired on the hosts as Comfort Shange soon got the opening batsmen caught in the covers with the ball holding off the pitch. Shange took two more wickets in his opening spell of five overs. Power play two saw the introduction of Raj Verma and Captain Shubham Choudhary. Budo – putting the “art” into Mixed Martial Arts (MMA) MIXED Martial Arts is a combat sport in which fighters compete in a ring or cage using full-contact techniques, such as grappling and striking, that have been derived from a variety of martial arts. While the concept of combining techniques from art forms has existed for millenia, the terms “mixed martial arts” and “MMA” only became popular in 1993 with the emergence of the Ultimate Fighting Championship (UFC). Three areas of training MMA fighters focus their training on the three main areas: groundwork, clinch work, and stand-up work. Groundwork typically involve elements and techniques from other styles, such judo, sambo, Brazilian jiujitsu. Clinch work focuses on throw and take-downs, and also the Muay Thai speciality of striking while holding the clinch. Knees and elbows are also employed. Stand-up work focuses on boxing, Muay Thai, and other striking martial arts. Victory in competitions An MMA fighters achieves victory by either a submission, a technical knockout, or a knockout. Some fights are decided by three judges using a ten-point system.
