WO heads of departments have been suspended at Umdoni Municipality following the firing of municipal manager Xolani Luthuli, who was axed last year.

It was initially thought that Siyabonga Mngadi, general manager of technical services, and Nolwazi Ncame, general manager of corporate services, had been “fired” following a special council meeting held at the municipality on Tuesday.

However, it later became clear that the pair had been suspended with full pay.

The circumstances surrounding the suspension are unclear however inside sources revealed that the suspension was due to a “lack of co-operation with the Department of Cooperative Governance and Traditional Affairs (Cogta)” and “discrepancies in the Small Town Rehabilitation Programme”.

During the 2015/16 financial year, Cogta approved a R 12 million budget towards the project, of which R 6 million was transferred in support of phase one which would focus on the rehabilitation of roads, sidewalks, street lighting, street furnish-

ing and park and public ablutions.

Cogta requested details regarding the project, such as tender documentation, progress and contractor appointment letters. These were not forthcoming.

The lack of sharing of information persisted and another meeting was called with Mngadi and Ncame. A lack of participation and project communication by Umdoni’s implementation team was noted and various documentation was once again requested by Cogta.

The required information ranged from proof of payments, cash flow, and schedules of site meetings to a revised business plan signed by the former manager, Luthuli. It was, once again, not received.

Furthermore,information which was received indicated that invoicing data was inadequate and did not indicate what was being paid for.

Lawyers have been appointed to conduct a forensic investigation into the matter. It has further been requested that an independent auditor be appointed to conduct this investigation.

Municipal mayor Thabani Dube confirmed that the two have been suspended and did not wish to divulge any more details.

Procedure change for Police Clearance Certificate T

HE South African Police Service (SAPS) has effected changes in the process of how a Police Clearance Certificate (PCC) is obtained. This with a view to mitigate the potential for identity fraud. The SAPS has devised one such method to improve security measures to mitigate this risk.

WHAT IS A POLICE CLEARANCE CERTIFICATE? A police clearance certificate is a document issued by the SAPS Criminal Record and Crime Scene Management stating whether or not any criminal offence has been recorded against a person. It’s a document which provides confirmation of a person’s criminal status.

WHEN AND HOW WILL THE EFFECTS TAKE

PLACE? Members of the public are no longer expected to deliver their documentation to the Criminal Record Centre (CRC) in Pretoria as was previously the practice. It is now the sole responsibility of the SAPS to compile and deliver the form to the Criminal Record Centre on behalf of the applicant.

ANY COSTS INVOLVED? This service is rendered at R114 per application. The required tariff is payable in cash at the nearest police station, by bank-guaranteed cheque, banker’s draft or electronic payment in the SAPS account in favour of the National Commissioner.

WHAT IS THE PROCESS?

Sentences dealt to Margate murderers AS a result of hard work and dedication by Margate SAPS Detective Sergeant Wellington Gumede, two people were sentenced for assault, rape, robbery and murder recently.

Ayanda Shabane and Nkosiyezwe Mzelemu, from Izingolweni, were recently sentenced at the Port Shepstone Magistrate’s Court.

In December 2016, a group of four friends comprising Prince Vika (19), Sihle Madondo (19), and two girls, were attacked in Ridge Road, Margate.

The accused followed the group and, when they caught up to them, Shabane produced a

knife and stabbed Vika in the chest. Vika later died at the scene.

They then robbed the 17year-old girl of her sneakers and cellphone. When she tried to flee, Shabane caught her from behind and stabbed her on the lower back before dragging her into the nearby bush and raping her.

Shabane was sentenced to 25 years’ imprisonment — 15 years for murder, 10 years for rape, 10 years for robbery and six months for assault.

Mzelemu was sentenced to six years for robbery.

TWO suspects, aged between 18 and 21 years, were arrested after Port Shepstone SAPS, the K9 unit and security officers from a local security company responded to a report of a burglary in progress at a home in Umtentweni on Wednesday.

Police spokesperson Captain Vincent Pandarum said the arrest happened at about 8 am and police recovered property believed to have been taken during recent burglaries.

Stolen household items, including a flat-screen TV, clothing, vehicle accessories, luggage bags, sound equipment and housebreaking implements were found. The stolen goods were positively linked with a housebreaking in the area.

The two suspects remain in custody and will appear in the Port Shepstone Magistrate’s Court soon. The cases are being investigated by Detective Sergeant Morne Jones of the Port Shepstone SAPS Detective Service.

Ugu Cluster Commander Major General Sethenya Nxamagele commended the police members for their sterling work in arresting the suspects and recovering the property: “The prompt response by the police and security officers ensured that the suspects did not get away with their booty.

I am pleased with their excellent efforts”, said Nxamagele.

Housebreaking suspects in custody

HE Inkatha Freedom Party (IFP) has raised concerns about the unused Port Shepstone Maritime Museum. The stateof-the-art museum, built by the KZN Department of Arts and Culture, stands deserted — an empty shell of very little use to anyone. Although the R 17 million museum was completed last year, it is still not operational.

The museum is part of a number of projects, unveiled by the KZN MEC of Arts and Culture Bongi Sithole-Moloi in 2016, that were to be completed within the uGu District.

These included the construction of a library in Umdoni municipality, the extension and refurbishing of Port Shepstone Library, and the building of a maritime museum.

The museum features a state-of-the-art amphitheatre that can accommodate 50 to 60 people, an exhibition area, archive storerooms, ablutions for disabled people, a boardroom with electronic conference facilities, two offices, 11 surveillance cameras and a cleaner’s room.

“As the IFP, we are very concerned about the abuse of public funds spent on unused government facilities which serve no purpose. The Port Shepstone Museum project has become a white elephant.

“It seems as if the projects were built for the ruling party to gain votes during 2016 local government elections.

“We seek answers from the MEC of Arts and Culture as to why this museum is not functional and ask when it will be handed over to the community.

“Public funds were spent in this project, therefore it must fulfil its intended purpose,” said Buthelezi.

Ray Nkonyeni Municipal Manager Max Mbili has stated that the municipal council had made several requests for the Department of Arts and Culture to officially hand over the building to them but the department has not yet done so.

The municipality recently announced that the museum will be renamed to acknowledge Winnie Madikizela-Mandela.

Ugu Municipality introduces new planning department THAMI KA-NKOSI thamchn@gmail.com PLANNING and the implementation of plans has been found to be a serious challenge in some of the municipalities in KwaZulu-Natal.

This finding has prompted the Ugu District Municipality to join in with the national and provincial trend in establishing a fully-fledged department responsible for integrated planning.

During a council meeting held last Thursday, councillors endorsed the establishment of the Planning, Monitoring and Evaluation Department, scheduled to start operating from October 2018.

The new department will be headed by the newly appointed General manager Vela Mazibuko and have a full staff compliment made up of staff members that will be moved from other departments within the municipality.

The Municipal Manager, DD Naidoo, said it became an imperative that this department be established so undivided attention is given to

these functions, which are currently performed in the office of the municipal manager.

Naidoo further explained that this department will be responsible for integrated planning involving all the spheres, roles players and stakeholders of government to ensure integrated and coordinated planning in keeping with the National Development Plan, the Provincial Growth and Development Plan and the District Growth and Development Plan.

“This department will co-ordinate all the planning required in the municipality, including other departments, and thereafter will monitor the implementation and evaluation of these plans.” said Naidoo.

It has also been found that, in some cases, the implementation of the municipality’s plans does not achieve the required results and therefore this department will have to monitor that the organisation does not only concentrate on outputs but also concentrates on outcomes based on how the lives of ordinary people will be affected for the better.

HE Ray Nkonyeni Municipality and its municipal manager, Max Mbili, received the Best Run Municipality of the Year 2017/2018 and Best Municipal Manager of the Year 2017/2018 awards respectively.

Both were awarded at the prestigious 2017/2018 KZN Premier’s Excellence Awards event, held at the Inkosi Albert Luthuli ICC in Durban on Thursday.

Both the municipality and the municipal manager were automatically shortlisted by an independent panel of assessors and moderators based on the performance of the municipality during the 2016/2017 financial year, and a thorough adjudication process by adjudicators was conducted and required both the municipality and the manager to do an evidence based presentation.

After the municipality’s delegation and the manager received the awards,

Mayor Cynthia Mqwebu thanked the citizens of Ray Nkonyeni Municipality for their cooperation, patience and confidence they are showing even though there are some challenges.

“It is as a result of the hard work and team work of the political and administration components of the municipality that we have been awarded these accolades and we dedicate these awards to the Ray Nkonyeni Municipality citizens,” said Mqwebu.

Municipal manager Max Mbili said these awards are thanks to hard work and the municipality will continue to deliver such services to the residents of Ray Nkonyeni municipality.

THE Inkatha Freedom Party (IFP) in the Ugu District has raised concerns over the ANC’s infighting which they claim is affecting the functionality of municipalities.

Umdoni Municipality has been operating without a municipal manager for almost a year while Umuziwabantu Municipality has been operating without a director of corporate services and a head of finance for more than four years, with individuals being appointed on acting capacity.

IFP exco member at Umuziwabantu Vuyelwa, Sambo Vezi said the plans to fill these positions on a permanent basis are currently being delayed due to what is perceived to be ANC infighting within the municipality.

“We are now more convinced than ever that these alarmingly high vacancies are not as a result of the lack of skilled individuals in municipalities but rather that jobs are fractionally reserved for certain individuals as payment for pushing political agendas.

bantu Municipality is gradually turned into a factional employment agency for some,” she said “The council failed to meet the deadline of passing the budget and the integrated development plan that was approved in June. We are of the opinion that this was also caused by the ongoing ANC infighting,” added Sambo Vezi.

Sambo Vezi said it was unfortunate that some ANC led municipalities have now been turned into political power battlegrounds for the ANC, forgetting their core mandate of providing services to the people.

What is more of concern now is that this infighting affects service delivery — the ongoing factional battles among those in power is taking its toll on the poor who are in dire need of service delivery.

“We are calling on the KZN MEC of Cogta Nomusa Dube-Ncube to take an active role in resolving the crisis in Umuziwabantu Municipality, as ANC factional politics seem to affect the proper running of the municipality,” concluded Cllr Sambo Vezi.

ANC spokesperson Selvan Chetty said the party is fully aware that, it being election season, opposition parties will do whatever they can to try and garner support from the public.

“Whatever they may say, the ANC remains the voice and the champion of the people at Umdoni and Umuziwabantu.

The IEC records over the past few years, including by-elections won by the ANC remains there for all to see, “said Chetty.

With regards to the filling of the vacant posts Chetty said, the municipality is at an advanced stage in the recruitment process.

“The process of shortlisting has been completed, and we expect that interviews will be held in the coming days to finalize the selected candidates to present to council for approval, “he added.

Sheppie artist goes international A-

LITIC, born Andile Shozi (21), is a breakthrough hip-hop recording artist based in South Africa, KwaZulu-Natal, Port Shepstone.

He is known for his international quality music, crowd-exciting performances and slow-paced flows.

He discovered his love and fascination for hip-hop music at the tender age of 10, after having been introduced to music by the likes of Mattitude (his older brother), and receiving inspiration from the likes of, Skwatta Kamp and Proverb.

“At the age of 13, I began to write and compose my own lyrics, focusing heavily on rhyme scheme and flow,” he said.

As time progressed, with the support and encouragement from his peers, he developed a whole new hiphop enthused get up; he started designing artworks using programs he downloaded from the internet, focusing less on the actual writing of raps.

“The following year, 2014, I started writing raps, with no recording studio. I recorded raps on my cell phone,” he said.

In the same year, A-Litic, at the age of 14, was recruited by a small recording label based in Durban, Clique SS Entertainment, which offered to manage him because of the talent they saw in him.

He later began using softwares he had discovered over the internet, and was introduced to the music production software Fruity Loops.

A-Litic is making waves in the hip-hop music industry.

After a short while, while learning to create electronically engineered instrumentals (beats), A-Litic was later introduced to Vision (aka Jaty Glow) who owned a recording studio known as Belly Jam in Durban.

He would frequently sit in the studio sessions writing and recording music until late and would watch Vision produce, mix and master his songs.

Towards mid-2014 A-Litic released his debut song titled Unstoppable.

“I grew incredibly fascinated with recording, but developed a distaste for my rap voice, as it sounded high pitched,” he said.

That didn’t stop him from releasing his debut mix tape titled The Audition EP, which featured songs like Put It Down and She Down For Me. A-Litic later that same year officially released She Down For Me. The song gained A-Litic major recognition among rappers and listeners in his school and went on to work on several more projects.

He began to make use of the internet to spread his music through the use of websites such as SoundCloud, Facebook and Twitter. He currently has an album out titled Good Kid, Bad Habits which was released on the 29th of September 2017 which he released because he believes rappers nowadays are more concerned about money and fame.

On his album he shows just how he cares about educating and how important it is to feel. The album mostly speaks about his experiences with love. It is a story book, sort of a diary of confessions, feelings and thoughts that are narrated in cohesiveness.

Specifically the album details his masculinity through love and heartache. The project is solely produced by him with instrumentals that contain melodies and samples which allowed him to paint thought-provoking pictures of his life. — Supplied.

Motorists are in for another fuel price hike shock THAMI KA-NKOSI >>thamicnh@gmail.com SOME South Coasters have pledged their support to the People Against Petrol and Paraffin Price Increase (PAPPPI) who have threatened to shut down roads in the CBDs of KZN on July 27.

According to PAPPPI founder Visvin Reddy, based in Durban, this is the only way to show government that something must be done about these ongoing petrol price hikes.

Reddy said: “The increases have brought the issue of fuel costs firmly into the public domain and we believe now is a good opportunity for government to revisit the issue of the fuel levies with a view to reducing them significantly‚ especially as this is a cost it has control over.”

On Tuesday this week, the Automobile Association outlook for August predicted that fuel prices are likely to rise again at the end of the month. The association said current data suggested “a price rise of 19 cents a litre for petrol‚ 13 cents for diesel‚ and 22 cents for illuminating paraffin”. This is not good news for motorists, with many left feeling that something should really be done.

“People may think that, because the animals appear physically well, it is okay to use them in the circus. This is not true. Animals suffer in circuses,” said Bat volunteer Tara Aberdeen.

“They are taken from the wild or are captive bred for a captive life.

“These animals do not lose

their natural instincts. They are forced to live in trailers and languish on tiny, barren plots of land between shows.

“These animals are subjected to gruelling training sessions and are expected to perform on demand,” she added. She also said that these animals are forced to live and behave unnaturally.

“Tigers and lions jumping through hoops is not conservation, not entertainment, not education.

It is unethical,” said Aberdeen.

“After the circus protest in

Scottburgh, many awareness campaigns have been held,” she said.

“The aim of our demonstration was to create awareness about the plight of animals in circuses and encourage the public to make informed choices about entertainment.

“We had a successful demonstration, with a number of families walking and driving by, communicating to us that they agree ‘Not in our town!’,” she said.

During an interview by Alberton Record with circus owner Da-

vid McLaren, McLaren stated that animals don’t come [respond] to their abusers; he also added that they have registered breeders from which they get their animals from.

“Not only is there no animal abuse here, but we actually assist in conservation.

“Our Bengal tigers are an endangered species and these four tigers that we have are from a breeding programme trying to increase their numbers,” said McLaren.

Celebrating the life and times of a global icon P

RODUCER Anant Singh announced today that a four-part mini-series of the film Mandela: Long Walk to Freedom, created to commemorate the Centenary of Nelson Mandela’s birth, will be broadcast on DStv’s Mandela 100 Tribute Pop-Up Channel between July 18 and July 22.

Singh also announced the Mandela Documentary Collection, produced by himself and which includes Beyond Long Walk to Freedom, Countdown to Freedom, Prisoners of Hope, A Hero for All and Viva Madiba, will also be broadcast on the Tribute Pop-up Channel over the same period.

The mini-series, featuring four onehour long episodes, stars Idris Elba, Naomie Harris, Terry Pheto, among others, and is produced by Singh. It tells the Madiba story in a more detailed manner — from his childhood; adapting to life in the big city of Johannesburg; becoming politicized, then incarcerated for almost three decades and ultimately becoming President of a democratic South Africa.

The mini-series is an inspirational story of struggle, sacrifice, hope and triumph, and serves to broaden and deepen knowledge about Madiba and his lifelong commitment to freedom and democracy in South Africa.

Commenting on the creation of the mini-series, Singh said, “During production, we shot an enormous amount of

footage that was not used in the feature film, due to time limitations, and we decided to create the mini-series.

“We are very pleased that this enables us to tell the complete Madiba story as it includes scenes of his childhood in the Transkei; being sent to live with the Tembu Regent, Jongintaba; his move to Johannesburg and experiencing the vibrancy of Sophiatown and its destruction; his internship with the Johannesburg law firm, Witkin, Sidelsky and Eidelman; and many other watershed moments in his life. he Gift of the Givers held yet another community initiative at the Marburg Recovery Centre last Saturday where the community was treated to something special.

Members of the organisation treated the elderly and disabled members of the community to a hot meal and special gifts.

“We had hot meals sponsored by Ravi Lautan and hygiene packs and blankets sponsored by

The Gift of the givers Team and Lighthouse Community.

The turnout was good despite the inclement weather conditions.

“The elderly were overjoyed to be a part of this initiative as this was the first time that they were treated with special gifts, they were extremely delighted to have been finally remembered,” said organisation events co-ordinator, Imraan Mahomed.

“Our aim is to uplift the underprivileged Ugu district community,” said Mahomed.

Get ready for the Coastal Rise Fun Run FOR the first time on the South Coast; The Blessing Connection Bible Church International brings a fun-filled morning with the Coastal Rise Fun Run/Walk.

The event is aimed at raising funds for the church building that is under construction at Bhomela and the profit will be shared with the cause chosen by the church.

The event is also set at promoting healthy living as a lifestyle. I mean, who doesn’t want to live a long and healthy life?

We will be hosting a five-kilometre run for those fit enough, otherwise you can just walk it out in an hour while looking forward to a session of music and dance at the finish line.

We are family orientated so we welcome all members of the family from old to young. On the route; you can expect a colour splash too.

Thanks to the participation of the South Coast law enforcement; our event promises safety to all participants during the race

and while parked at demarcated areas.

There were 31 bikers who took part in the initiative, including various teams from KZN and the Midlands and Durban Rhino Riders joined.

“The blanket run was a huge success, many thanks to the Midlands and Rhino Riders for their support,”said the president of the club, Willa Cilliers.

“It was exciting to see the number of people who participated and contributed. When we arrived at Angels Care Centre, we roared into the premises where a host of people gathered to look at the bikes and to watch rider’s park their machines. God gave us a good day with perfect weather and a joyful ride,” said Cilliers.

ORT Shepstone Lions, Lion Ladies and their guests celebrated the club’s 48th Annual Presidential Induction at the Port Shepstone Country Club recently.

Club president, past council chairperson, Denis Meyer paid tribute to both the Lions and Lion Ladies for an extremely successful year of community service and fundraising projects.

During his valedictory speech, Meyer announced that the Lion of the Year Trophy is to be awarded to Clayton Curnow in recognition of his outstanding support and commitment throughout the course of the year.

Curnow was not present to receive the award as he is currently on holiday.

President’s appreciation medals were awarded to past district governor Martin Rundle for convening the 2018 South Coast Lions’ Show, Lion Justin Hinchliff for his outstanding fundraising efforts, Lion Norman Holmes for successfully running the club’s bar facility,Lion Kevin Ross for his ongoing dedication to community service projects and for organising the many social functions within the club as well as to club treasurer Richard Borradaile for looking after the club’s finances during the past year. The Stirrer of the Year Trophy was awarded to Hinchliff.

A number of appreciation certificates were also presented to various members and Lion Ladies for their valued contributions. Outgoing Lion Lady President June Rundle praised the Lion Ladies for their ongoing projects in support of the needy and

presented appreciation gifts to several of the ladies. The floating trophy for Lion Lady of the Year was presented to Audrey Leggett in recognition of her tireless efforts with a number of fundraising projects.

The highlight of the evening was the presentation of a Citizen of the Year Award to Rajen Mahabeer in recognition of his tireless and ongoing commitments to feeding hungry children through his Hibiscus Food For Life project.

Ten club members were awarded for 100% attendance of club meetings throughout the past year.

New members Jason Watt and Noel Pieterse were formally inducted by past council chairperson Paul Brauteseth and welcomed into the Port Shepstone Pride of Lions.

TOURISM 360 JUSTIN MACKRORY: CEO SOUTH COAST TOURISM

Sunset after 5 AFTER five years with Ugu South Coast Tourism, I decided last year that I would not be seeking a further term of office when my contract ended at the end of July.

Having spent about 70% of my time away from my Midlands home and being in my 60s, the time is right to do the things that have been lingering on the back burner whilst I have been on the South Coast.

My stint here has been one of more pluses than minuses in that

I have found that there are a number of people really committed to making tourism happen in their local communities.

It is they who have kept our enthusiasm going when applying our extensive tourism strategy and seeking to meet or better our many performance targets.

On my arrival here in 2013, I was familiar with certain parts of the destination and as I got to know more about it, I realised that there is far, far more to this paradise than the great beaches and the warm seas.

My challenge has been to consistently remind our publics of this fact and to inculcate a more positive mindset amongst those who at times are of the half empty ilk.

I have always held that people make the difference and here the “can do’’ people far outweigh those who prefer to be oblivious of the good intent and work of many others.

Notwithstanding major setbacks like water issues and a severely dented economy, knowing the resilience of the tourism sector here I am confident that in the words from the civil rights movement in the USA, “we (you) shall

Generally our media have been very supportive of our work — it has been a pleasure working with them as well as those proactive and committed members and staff at our organisation.

Credit to what we do or have done must also be directed to our municipal funders and our board who over the years have been very supportive and have provided sound advice when it was required.

In conclusion, huge appreciation in general to South Coasters for the opportunity to work for and with you — the experience I will cherish as I start ticking off those many and exciting things on my “ballies” bucket list.

Before then it will be off to the UK, Switzerland (sorry no secret banks accounts there folks) and France for a family break.

Totsiens and siyabonga — next time I am here I will be a tourist which could be an interesting notion.

I WAS quick to embrace my first midlife crisis.

I went full throttle in my early 40s, where I changed career direction, wrote a few books, re-evaluated my focus and adjusted my lifestyle. I thankfully held onto my family. I might have purchased a silly but impressive sports car that fitted two sleek and cool BMI appropriate adults, but I was still cautious not to throw the literal baby out with the non-literal bathwater.

I am now a few weeks short of turning 50 and am finding myself in a flat-out panic. I cannot for the life of me reconcile myself to being 50 years old.Any way I look at it,it feels and sounds appalling. Even worse than that, 50 sounds breathtakingly boring. And if there is anything that I can’t handle, it’s that.

No matter how many times I am told that 50 is the new 40 and that I am only as old as I feel, and that being 50 “beats the alternative” (i.e. death), the thought of being 50 quite honestly scares the hell out of me. Because in my mind’s eye,50 years is old.And I am not.Obviously.

And yet, the signs are all there. I have begun to speak about the past as though sunlight shone through a golden prism that illuminated everything it touched.I have caught myself speaking of the strangeness of my parents’ behaviour and decisions as though they are quaint and adorable, and not downright weird. As recently as last week, I found myself chuckling at my father’s serious contention, back in 1978, that television was “just a fad” and that he for one was not going to be the only “shmuck” buying into it. “No siree!” Not him.

The truth is that even at a young age I thought he was stark raving mad. That was then. Now the incident glows with the warm light of nostalgic memory.

Medication is another area where the signs are obvious. I have, following the example of many men of my age,added one chronic medication to my daily routine each decade, and I wonder what will be next for me. If any-

thing screams ageing, it’s the discussion about what tablets one takes. But I can hardly help myself. Because I am almost 50.

I understand there are magnificent examples of men and women who, at even older than 50, have yet to hit their stride. There are countless illustrations of people who are healthy and who appear young and who even became triathletes.

I have heard stories of over 50s who decided that Everest was a mountain worth climbing and that babies were worth having. Even at that age. I am just not sure I am that fond of mountains. Especially the very high ones.

And babies are off the table. What I do know is that being (almost) 50 provides perspective, experience and wisdom that being younger does not. It provides a security of self and an awareness that is a blessing beyond youth.

Being (almost) 50 leaves little doubt as to what is important and what is not. It is clear at (almost) 50 which relationships are worth fighting for, which are worth sacrificing for and which are worth defending, because being (almost) 50 provides you with the certainty that your life truly does depend on it. Being (almost) 50 means seeing your parents in your own behaviour, as well as witnessing your late grandparents reflected in the eyes of your children.It means being in the privileged position of being able to glance back at the past and forward into the future and know that there is a continuum.

Most importantly, it means that you are part of a chain that snakes back and evolves forward. The chain might be strained at times, but it doesn’t break, because you are one of the pieces that holds the links together.

The thought of turning 50 is a frightening one. But being apprehensive (read dead scared) about the milestone doesn’t mean that I don’t see the privilege of doing so. I am deeply grateful for all I have. Just don’t expect me to become an athlete or climb a mountain.

Every time you purchase fuel, a percentage of your purchase (a statutorily prescribed levy) is contributed towards a road accident fund.

The Road Accident Fund (created by the Road Accident Fund Act 56 of 1996) is a state-supported insurance that provides compensation to the victims of road accidents. In essence, the state steps into the shoes of the guilty motorist in order to compensate the innocent road accident victim.

Over the years the administration of the scheme underwent various changes, with the latest amendments affecting claimant compensation being in 2008. Currently a successful claim-

ant is paid a lump sum, with the exception of future medical expenses. Unfortunately, the 2008 amendments placed tighter limits on what a claimant can claim for. Lodging a successful Road Accident Fund claim requires an understanding that various factors may influence one’s claim.

Expert knowledge is required of when and how claims may be lodged, who qualifies to lodge a claim, how claims are computed, the thresholds placed on certain categories of claims, the time taken to complete investigations, as well as weighing up the pros and cons of accepting an offer of settlement rather than waiting for an investigation to be completed.

It often happens that a claimant may be quick to accept an offer of settlement, only to find that had they waited for investigations to be completed or obtained advice on how best to protect their interests, a more favourable compensation may have been obtained.

The effect of accepting an offer of settlement is that, it results in a full and final settlement of compensation in respect of that particular claim. It is

therefore imperative that victims of road accidents obtain proper and expert advice prior to lodging their claims, so as to best protect their interests. For instance, one of the effects of the 2008 amendments to the Road Accident Fund Act is that claims for general damages (pain and suffering, loss of amenities of life, disfigurement and disability) is only paid in the case of serious injury.

This begs the question: what is a serious injury?

A serious injury assessment report must be compiled to answer this question.

This requires consulting with a professional who understands how the fund assesses the impairment of a person and the thresholds set by the Department of Transport in respect of whole person impairment. There could be various nuances associated with computing and lodging one’s claim.

Added to the mix, is government’s latest amendment to the manner in which victims of road accidents will be compensated in future.

Parliament is currently considering a Bill, called the Road Accident Fund Benefit Scheme Bill,

2017. It is envisaged that this bill will replace the current Road Accident Fund Act. Accordingly, claimants’ compensation claims will be centrally affected.

For instance, the new bill, does not make provision for the payment of general damages anymore, neither does it make provision for the payment of benefits to foreign nationals nor to dependants’ resident abroad.

The bill makes provision for a new needsbased model of compensation. It also effectively removes the ability of the claimant to approach the courts for relief, except in very narrow instances of judicial review.

In summary therefore, road accident fund claims are currently complex and require expert guidance in order to obtain the best possible result. The proposed amendments to legislation will further complicate matters.

At present numerous murderers, rapists, hijackers etc are benefiting from three meals per day, medication, the warmth of a shelter, clothes and an education — a reward for committing crime; whilst the numerous poverty-stricken homeless, law-abiding citizens are unable to afford one meal per day.

How is it possible that business associates and the son of our ex-president can offer an ANC candidate a bribe of R6 million — a positively “obscene” amount!

No doubt the trade unions will be victorious in the dispute of salary increases by Eskom employees.

Who will foot the bill? The electricity tariffs will increase, so that hot water will be a luxury for the rich.

In a bid to save petrol, which is exorbitant, I walked to the pharmacy to purchase medicine. The gutters and pathways in Uvongo, from streets behind the library to Marine Drive, are littered with filth.

When visitors clad in suits departed in their luxury Mercedes, after renting a five-bedroom holiday flat in our complex, I was appalled by the abandoned filth. Long ago an idiom referred to the streets of London paved in gold. Ours are inundated and cluttered with increasing piles of refuse!

During the Long Winter blizzard, she was in the freezing cold shed all day, rolling hay into fire sticks, her fingers freezing off. It would be considered child abuse nowadays. Our parents also made us do chores, lots of them. Chores were part of life. No meal was a free ride. There were dishes to clear, wash, dry and put away. We mowed the grass, did the washing and tidied up. It was good for us. Anyway, I digress. So what does one do, when one can do nothing? I had great plans. I would journal my recovery. I would start planning that novel. I would read intellectual tomes. I would exercise my mind, if I could not be rushing around physically.

But, when it came to it, I found I hadn’t the stomach for any of that. I even battled to engage with a fulllength feature film at first, such was the effect of the rather marvellous painkillers I was prescribed. My reading was confined to books which induced comfort, like the mashed potato or warm custard literary equivalent. I borrowed Gerald Durrell’s Corfu Trilogy and this sweet book kept me company during many

long nights when sleep was very evasive.

I chuckled out loud in the dead of the night, immobile in my hospital bed and afterwards at home. During the day, I swopped the pages of the Durrell antics for the TV remote. And, with time to channel hop, what a feast of television I found.

I watched documentaries voraciously, on all different topics. From a look at the British music group Pulp doing a concert in their home town, to a look back at the heroic Zola Budd’s run-in with Mary Dekker.

I marvelled at animals around the globe and visited refugees in Gaza.I sat wide-eyed at the antics of the Kardashians and Bonang, and watched fascinated as I followed the journey of a Mormon family, with three wives and lots and lots of children. I held my breath as the Thai cave rescue was broadcast, whooping with joy at the news that the children had been brought to safety. And, for the first time ever, I watched soccer.

Tons of it! I held my breath as nations failed to score and rejoiced when they did. I shouted instructions to players and yelled out what they should rather have

done. I mocked those writhing around on the ground unnecessarily and picked sides shamelessly, changing my allegiance at will. I chastened those who sang their anthem without passion and took the side of those who belted out their anthems, misty eyed and proud.

I was showered with kindness by my family, my neighbour and friends, and was taken care of beautifully. Meals were provided, treats materialised in pretty packets. Words of encouragement offered and advice dispensed. I had to have things done for me, a leap of letting go of my most precious independence.

At first I needed help with aspects of showering, dressing and getting food. I had to be driven around.

I found that once I learnt to be patient with myself and my slow recovery, my confinement to home was a blessing in disguise. It presented a chance slowly to, at a comfortable pace in the safety of my most familiar environment, find my feet again. levy (R1,93 per litre) that the government imposes on each litre of fuel. These surcharges are within the government’s control. For a 50-litre tank of fuel totalling R711,50, we were thus paying only R446,50 for the actual fuel. The remaining R265 that we paid in April for a tank of petrol disappeared into the pit of government inefficiency and corruption.

Evidently, there’s much the government can do. It can lower, ideally abolish, both the general fuel levy and the Road Accident Fund levy.

The Road Accident Fund is broke, and has been for several years. SA consumers should not be expected to foot the bill for this inefficient waste of money. But more than that, the government should remove itself from the determination of fuel prices. We pay exactly the same for petrol whether we are buying it from Shell, Engen, BP or Caltex — there is no competition between these fuel franchises. One cannot try to win more customers from the others by charging less for fuel, because the government determines both the minimum and maximum prices.

Whereas in the United States you can drive a few kilometres down the road to the next fuel station to pay less, in SA you are at the mercy of what the government has ordained to be the price.

At different times of the same day in the U.S., the price could be cheaper or more expensive,because the market is allowed to respond to changing circumstances.

South Africans should not ask the government to stop raising the price, or to lower the price, of fuel.

Instead, we should insist that the government leave fuel alone. Its arbitrary control of the fuel indus-

try should be abolished in favour of free competition and consumer-centric enterprise. — FMF.

Where does the government envisage placing these doctors? The government has decided to dispatch more students to study in Cuba.

I am unable to erase a horrific image from my memory. Many years ago, whilst participating in a special duty during mid-winter in Johannesburg, a shivering, skeleton-thin black male, in rags, implored me to arrest him (it is against station orders to arrest an innocent person).

How you lower the fuel price MARTIN VAN STADEN THE ANC and President Cyril Ramaphosa appear determined to lower the fuel price — in the midst of raising it — with Business Tech reporting that the government is “actively seeking ways” to find a solution to the problem.

A Scottish colleague recently told me that he finds the situation in South Africa bewildering.

Having lived in 50 countries around the world, he told me South Africa is the only place he’s ever been where there’s no competition in the fuel industry. This is due to one simple reason: the government fixes the price of fuel. Ramaphosa’s assurances that the fuel price is “beyond the government’s control” and that South Africa is a “price taker” is simply untrue. In April, the Automobile Association shared some interesting facts about the fuel price.

In April, a litre of 95 unleaded fuel arriving at a petrol station in Gauteng cost R8,93. This is the basic fuel price — determined by factors largely outside of South Africa’s control, with the possible exception of custom dues.

Of course, we weren’t paying R8,93 for fuel then, we were paying R14,22. This is because of the general fuel levy (R3,37 per litre) and the Road Accident Fund

I WAS recently forced to take time out. Proper time out. It’s a concept that is anathema to many of us.

Switching out and disconnecting from work, household chores and social duties. It was not voluntary I hasten to add. It was the result of a rather daunting surgical procedure and its ensuing recovery period.

I was an invalid. My worst nightmare, came true. Many of us live such frenetic lives that the idea of a total switch-off can be unnerving. It feels like a waste of time. What is it about many of us in Generation X who abhor self-indulgence? Could it be that the books we read as children described such hyperactivity in children that it became ingrained in us to work, work, work?

Every book described children doing chores. The one that sticks out the most for me was poor Laura Ingils Wilder having to do her chores, come rain, blizzard or shine.Locust plague — yup there she was tilling the ground for potatoes as the locusts crawled over her.

Die seilende Seekat wat mense se verbeelding aangryp V

ERSKEIE kere in my lewe het die uwe besef die gewone mens is gefassineer deur ryk mense en hul speelgoed.

Voorverlede week het ek dit opnuut ervaar toe die wêreldbekende megaseiljag, die Octopus, van Durban af naby die kus langs die KZN-suidkus Kaapstad toe gevaar het. Soos twee jaar gelede, het die nuus soos die spreekwoordelike veldbrand versprei en almal was op die uitkyk vir hierdie wêreldbekende rykman-speelding, insluitende ekself.

Ek het hom hierdie keer nie te siene gekry nie, maar talle Suidkussers het foto’s van die pragskip op die sosiale media geplaas, met toepaslike kommentaar.

Of ons dit nou wil erken of nie, wanneer hierdie simbole van mense se rykdom net so uitspattig, pronkerig of eenvoudig stylvol is in ooreenstemming met omvang van die rykdom, trek dit ons aandag, veral as van die besonderhede van hierdie simbole bekend word.

Soos die Octopus, die eiendom van een van die medestigters van Microsoft, Paul Allen.

Dit is een van die wêreld se grootste en mees herkenbare seiljagte ( ek het eltyd gedink ‘n seiljag het seile, maar dis ‘n ander storie ), en is amper 130 meter lank. Die Octopus is in 2003 deur die Duitse skeepsbouers Lürssen in Bremen teen ‘n koste van meer as R250miljoen dollar gebou, en is in 2008 opgeknap en gemoderniseer.

Allen, wat verskeie ander seiljagte besit, gebruik die seiljag baie min vir persoonlike doeleindes, maar stel dit beskikbaar vir eksplorasieprojekte, wetenskaplike navorsings-ekspedisies en reddings-aksies. Dit is gladnie beskikbaar vir private huurvaarte nie, hoewel daar 41 luukse suites vir 26 mense, verskeie swembaddens, sportfasiliteite en selfs ‘n opname-ateljee aan boord is, wat op ‘n keer deur Mick Jagger van die Rolling Stones gebruik is.

Dit was ook betrokke by etlike reddings- en navorsingsprojekte, insluitend die soektog na ‘n Amerikaanse vlieënier en twee offisiere wie se vliegtuig naby die eiland Palau verdwyn het, en wetenskaplikes het dit al gebruik in hul navorsing oor die ‘lewende fossiel’, die Selakant, wat almal gedink het het reeds uitgesterf.

In 2011 het die Octopus die Britse vloot gehelp in die soektog na die

skeepsklok van die slagskip, die HMS Hood, wat in die Tweede Wêreld-oorlog deur die Duitsers gesink is. Die klok is gevind, maar kon weens swak weerstoestande nie voor vier jaar later herwin word nie.

In Maart 2015 het ‘n soekspan onder leiding van Allen die Japanse slagskip Musashi naby die Filippyne op die seebodem gevind. Die Musashi en die susterskip Yamato was destyds die grootste oorlogskepe in die geskieden-

Niemand het omgegee nie, want dit was ‘n lekker, aangename dag, en my bankbestuurder het Maandag breed geglimlag omdat my oortrokke fasiliteit kwaai gekrimp het. Al wat hinder is dat die Sharks nou baie ver moet ry om verlede jaar se kampioenspan te gaan

probeer onttroon.

Tussen die rugbykyk deur was daar twee snaakse stories, albei oor leeus. Die een, deur Jan Barnard van Ekhurhuleni, het gehandel oor die werklose man, ene Wessel, wat by die dieretuin gaan aanklop het om te hoor of hulle nie dalk vir hom ‘n werkie het nie. Die opsigter vertel Wessel hy kom of hy gestuur is: Die dieretuin se gorilla, ‘n groot aantrekkingskrag weens sy toertjies en mensgedrag, is weens ouderdom dood.

Die opsigter vra of Wessel bereid sou wees om in ‘n gorillapak die oorlede gorilla se plek sou inneem, teen goeie betaling, totdat hy ‘n plaasvervanger kry. Wessel stem onmiddellik in, en binne ‘n maand of twee is hy die grootste aantrekkingskrag in die dieretuin.

Langs die gorilla se hok was die leeuhok, en Wessel het, om sy toertjies bietjie interessanter te maak, met die leeu begin karring, en gou was daar ‘n vyandige interaksie wat groot groepe mense gelok het.

Op ‘n dag koggel Wessel die leeu onderwyl hy bo op die dak van die leeuhok sit, die leeu spring en klap na

is.

Daar is nog baie interessante inligting oor die Octopus, te veel om hier op te noem, maar interessant genoeg is dat hy elke jaar met die Cannes-filmfees daar voor anker lê,en Allen legendariese en stylvolle partytjies aanbied vir spesiaal-uitgenooide gaste. ‘n Goeie vriend het sowat tien jaar gelede die voorreg gehad om een van hierdie partyjies by te woon as ‘n verslaggewer oor die vermaaklikheidswêreld, en hy was

enersyds beindruk met Allen as mens en musikant, wat blykbaar nie ‘n pampoen met ‘n kitaar in sy hande is nie, en andersyds met die smaakvolle maar duur binneruim van die Octopus. In Allen se guns tel dat hy nie sy rykdom net op simbole soos die Octopus bestee nie, maar dat hy ‘n finantroop van formaat is en biljoene dollar se welsynswerk jaarliks finansier.Ek sal dit volgende keer probeer onthou wanneer hierdie superskip weer by KZN verbyvaar.

Wessel se voet gly en hy val langs die leeu. Die toeskouers snak na hul asem onderwyl die leeu die gorilla, wat paniekerig uit die hok probeer kom, jaag, en uiteindelik vang.

Wessel besef hy moet iets baie vinnig doen om te oorleef, en gryp die leeumannetjie met mening tussen die agterbene en druk vir al wat hy kan. ‘n Pynkreet dawer deur die hok, die leeu druk sy bek teen die gorilla se oor, en sê sag maar met mening: ‘Stop dit! Die tweede storie kom van Stoney Steenkamp van Springs. Hy het vertel van die boer wat rustig op sy stoep sit en koffie drink, nie baie lus om plaas-inspeksie te doen nie.

Een van sy plaaswerkers genaamd Sifiso stap verby.

Ons wil nie ons medemens kwaad aandoen nie, want ons besef dat God se liefdesdaad by die kruis juis ons welwese in gedagte gehad het.

August petrol price hike on the cards - AA

Fuel prices are likely to rise again at the end of July going into August.

This is according to the Automobile Association (AA), which was commenting on unaudited mid-month fuel price data released by the Central Energy Fund.

The AA explains: “International oil prices see-sawed during the first half of July, but remained within a fairly narrow band and did not contribute substantially to the price rises we are anticipating for next month.”

“The big news is again on the Rand front. The local currency started this month with a deficit thanks to several days of losses against the US dollar at the end of June.

However, the Rand clawed back some of these losses during a period of unusually flat trading in the first half of June.”

The Association says the cur-

rent data suggests a price rise of 19 cents a litre for petrol, 13 cents for diesel, and 22 cents for illuminating paraffin.

The AA says: “If the prevailing Rand and fuel price trends persist for the rest of July, the fuel price increase may be lower than expected, but we cannot rule out the possibility of further volatility.”

The Association says the recent spike in fuel prices is cause for great concern as it is impacting on the lives of all South Africans, especially the poorest of the poor who rely on paraffin for heating, lighting and cooking.

“The increases have brought the issue of fuel costs firmly into the public domain and we believe now is a good opportunity for government to revisit the issue of the fuel levies with a view to reducing them significantly, especially as this is a cost it has control over,” concludes the AA.

Few five-seaters offer that much.

The new look consists of a more horizontal bonnet line with restyled nose, a five-bar grille repacing two-bar, reshaped headlights that are now projection type, body coloured mirror caps, new fog lamps and new 17” alloy wheels on the diesel bus.

The most noticeable interior feature is that the diesel bus gains a touch-screen control centre.

Villagers believed that they were graced with the presence of the divine mother and continued the tradition, honouring this period. The sour porridge that is prepared soothes viral infections and contains properties to calm the mind.

The Umbango Sri Siva Soobramaniar Alayam opens an invitation to the

public for their Mariamman prayer (Porridge prayer) which will be held at the temple from the July 20 to July 22.

The first prayer, which is the flag hoisting, will start at 5.30 am on July 20; there will be a main prayer and a service by the bhajan group in praise of the divine Mother Sathi.

On Saturday, July 21, will be the Ganga Amma prayer, at My Den Beach in Port Shepstone at 12.30 pm.

The last prayer will be on July 22 from 7.30 am.

“We invite the public to come be a part of this divine period.

There will be bhajans by service groups and lunch will be served on the last day after the praye,” said Temple PRO Cohen Pillay.

“The Mariamman prayer honours our divine mother,this is the festival of growth,prosperity and showing gratitude via our devotion,” said Pillay.

Company launches #Matric4Madiba competition in honour of Nelson Mandela ADULT education specialists Media Works are celebrating Madiba’s legacy this Nelson Mandela Month by giving South African adults the chance to complete their matric through their online adult matric programme, Matric Works.

This year marks 100 years since the birth of Nelson Mandela and global activities, events and campaigns are calling us to #BeTheLegacy in honour of Mandela’s life’s work and commitment to upholding justice and human rights for all South Africans.

“The power of education extends beyond the development of skills we need for economic success. It can contribute to nation-building and reconciliation,” said Nelson Mandela.

Mandela believed in the transformative power of education, not only for an individual, but also for families, communities and our country as a whole.

In light of this, Media Works have decided to take Madiba’s legacy forward by giving 15 South Africans, who have not been able to complete

their matric, the chance to do so free of charge.

Whether they need one or all six subjects to complete their matric, each competition winner will have access to the subjects of their choice via Matric Works, which allows adult out-of-school learners to study towards their nationally-recognised Amended Senior Certificate (ASC) (an equivalent to the Grade 12 National Senior Certificate) examinations online.

The total value of the competition is over R100 000.

“Using quality course material presented through best-practice online learning methodologies, Matric Works learners can study anytime, anywhere and at their own pace, while enjoying constant support,” says Jackie Carroll, CEO of Media Works.

The #Matric4Madiba competition launched on 8 June 2018 and will run until the end of Nelson Mandela Month, 31 July 2018.

The competition is open to South African adults who are 21 years old and over, who have not yet complet-

ed their Matric.

To enter the competition, applicants need to make sure they ‘like’ the Matric Works Facebook page.

From there, they need to post a public comment to the page, or comment on a post, using the hashtag #Matric4Madiba, commenting on why they think that getting a matric is important and why it’s something that they would like to achieve.

Winners will be announced in August 2018 and each competition winner will have access to the study material for three years.

This will give learners three chances to write the ASC examinations, which take place annually between May and July.

“In South Africa, a matric certificate is a passport to a better future.

It’s what you need to gain access to improved employment opportunities, and it’s the basic qualification you need to study further.

ORT Shepstone golfer Lizzie Currie took on 15-year-old Senayah Moodliar in the Plate final at the Sanlam South African Amateur Championships held at Umhlali Country Club recently.

Currie beat Elsune Roode 4-3 to reach the final two, while Moodliar gave the home crowd plenty to cheer about when she beat Kim Strauss one-up in her semi-final.

Over 17 holes, both players won five holes, but Currie broke the stalemate when she defeated the local favourite one-up at the final hole.

During the tournament, Western Province junior Jordan Rothman (15) confirmed her status as one of South Africa’s future golfing stars when she knocked out two of the country’s top amateurs.

The Durbanville golfer made it to the final last Wednesday afternoon with a 2-1 victory over Michaela Fletcher in the semi-finals.

Jordan started strong against Fletcher and was 3-up after just four holes. She then faced former number one Kaleigh Telfer, who edged out reigning Sanlam SA Women’s Stroke Play Champion Casandra Hall.

Jordan sealed her victory with a birdie putt at 18th to beat Telfer two-up.

“I’m over the moon. It hasn’t sunk in yet,” said Jordan, the youngest winner of the women’s amateur golf’s flagship event since Ashleigh Simon, who was two months shy of 15 when she won her first title at Strand Golf Club in 2004.

“Kaleigh and Michaela were definitely the favourites, and I was quite happy to come into the last day as the underdog. It took all the pressure off me. Even my dad told me after the quarter-finals to just go out there and enjoy myself. My dad said I’d already done enough to make him burst with pride and

Jordan had Talent Development Squad player Kim Turgutt from Randpark on the bag for the two biggest matches of her short career.

“I only had enough money to pay for a caddie for the qualifying round,’ she explained.

“When Kim got knocked out by Michaela in the second round, she volunteered to take my bag because she had to stay for the duration of the championship.

“She really helped me to stay focused and it’s was great to share this experience with her.”

Records broken at contest T

HE Mr and Miss Powerlifter competition, held at Scottburgh Main Beach recently, attracted 36 athletes from all over KZN who came out to compete for the title, and seven of the top 15 positions were awarded to South Coast participants.

“We had more than 200 attendees cheering on the athletes,” said event co-ordinator, Austin Nayager.

Breaking records, Blake Louwrens from Westville was awarded the title of Mr Powerlifter KZN with a pro dead lift of 360kg and the Miss Powerlifter KZN title was awarded to South Coast’s own, Helen Stubbs who won with a dead lift of 170kg.

Representing the South Coast, Carina Ellis, came in

second place and Karen Whittle in third place with a one point difference in their scores.

The title winners won supplement packages and gifts over the value of R2 000 each.

“We would like to thank Status Panelbeaters, Barbarion Nutrition, Pure Venom, Hibiscus Propshafts and CV, Jaxx Restaurant and Pravin Anirudhra for sponsoring the trophies,” said Nagayer.

Many records were broken by female athletes like Karen Whittle who broke a record in the bench press category with an outstanding performance.

“We are hoping to motivate and encourage more athletes to join our teams in powerlifting,” he said.
