OMMUNITY members from the Elambini community have lost a longfought court battle to claim land they alleged was stolen from their forefathers by white men over a 100 years ago.

The land in question covers a 1380ha radius and includes 30 sugar cane farms as well as popular conservation centre, Crocworld.

Land Claims Court Acting Judge President Yasmin Meer dismissed the case recently due to insufficient evidence to back the claimants demands.

According to previous reports, Meer ruled that no evidence existed to prove the existence of a community living in the area at the time of the claim.

“According to the commission, the community resided on the land by virtue of historical right of occupation. The claimants said, prior to the arrival of white people, their forefathers had exclusive occupation under the authority of a chief.

The white people came, surveyed and registered titles to the claimed land.

Customary rights were reduced to those of labour tenants and farm labourers.

If they refused to work, they were forced to relocate to black townships,” reportedly said Judge Meer.

However, the defence in the case said no evidence was available to prove the existence of a community at the time of the alleged dispossession.

She said the claimants alleged that their families were dispossessed off their land between 1914 and 1940, however, the current occupants of the land the Crookes family said the land was under sugar cane farming long before 1913, the legislated earliest cut-off date for claims.

Moreover, when the judge visited the area with the claimants in order for them to pin point whereabout exactly their family had lived, the claimants failed to do so with others pointing at areas outside the land in question.

During court proceedings community members also rejected a settlement offer, despite the best efforts of the landowners and the State defendants to broker a settlement.

T’S flu season and, with a number of germs and viruses doing the rounds, local doctors have cautioned against the occurrence of swine flu.

Discovered first in humans less than 10 years ago, swine flu is derived from pigs and was declared a pandemic by the World Health Organisation (WHO).

When the virus first emerged, swine flu was most common in children five years and older and young adults. This was cause for concern as flu viruses are most commonly more dangerous among children younger than five and the elderly. In present day, however, the risk factors have been minimised to those of any other flu strain.

According to local GP Dr. Lihle Sifanele, swine flu often displays the same symptoms as other flu virus, making the only difference in it the fact that it comes from pigs.

“Since we have vaccines, it is easily treatable so people don’t get any complications. The virus can, however, change its “shape”and develop different strains which will require different vaccines to treat it. This makes it more dangerous than the common flu,”said

Seal washes ashore at Southbroom beach OMEGA MOAGI >>omega.moagi@media24.com A RARE but adorable image was seen on the Southbroom seashore on Friday after as a seal was washed ashore following minor head injuries.

The creature was spotted by a resident in the area who contacted security company Maser Security for help. The company readily dispatched a guard to safe-guard the animal as it took a break on the beach, finding its way back to the ocean past midnight.

Maser Security manager Anthony Apostolides said their primary concern was that the seal not be hunted or preyed upon by poachers.

“We contacted the NSRI and other official bodies to get involved and apparently it washed up again a little further down from where we were guarding later on.It was rescued and taken in by Seaworld to be released back into the ocean once fully recovered. We hear that it is doing very well,” said Apostolides.

FEVER REPORTER A 60-YEAR-OLD man died during a boating incident in Shelly beach on Tuesday.

According to NSRI Shelly Beach, the man appears to have been travelling with two other men on a motor boat when they were taken by a wave which caused one of the crew to be thrown out of the boat.

“At about 8.15 am, NSRI Shelly Beach duty crew were activated by the Shelly Beach Control after a man fell out of a boat exiting to go to sea through the surfline,” said station commander Jeremiah Jackson.

“We believe bystanders were able to recover the man from the water while the casualty boat was able to turn around and go

back to the beach shoreline,” said Jackson.

He said several attempts were made to resuscitate the man using cardio pulmonary resuscitation (CPR), however, he was declared dead on scene by paramedics.

Also at the scene was KZN Private ambulance services, Hibiscus Med-evac ambulance services, Police Search and Rescue, the SA Police Services, Natal Sharks Board members, Shelly Beach Protection Services and Shelly Beach Control.

“Condolences are conveyed to the family of the deceased man, his friends and the local boating community.

“NSRI urge boaters, and anyone launching any kind of craft onto water, to wear lifejackets while their craft is on the water,” said Jackson.

FEVER REPORTER AS the South Coast community starts to recover from the water woes, due to recent labour dispute with one essential service provide, they might have to brace themselves for a deprivation of another essential service as a momentous national labour dispute brews at Eskom.

The National Union of Mineworkers (Num), has threatened a complete shut down in response to Eskom’s planned zero percent salary increase this year.

NUM spokesperson Livhuwani Mamburu said the unions thought Eskom’s offer was “insulting” and demanded a 15% hike.

“If the CMMA and Eskom board structure does not work, we’ll go to the Minister of Energy Jeff Radebe. If he doesn’t listen to the working class, we will go to the president of the country. If the president doesn’t come up with a solution, there’s going to be a total

shutdown,” Maburu reportedly said to Eye Witness News.

Eskom however issued a statement saying that they noted the statements made by trade unions about their intentions however reminded workers that, as an essential service provider, they are not allowed to strike.

“In an effort to ensure security of power supply, Eskom will activate its contingency measures should the industrial action take place. We will continue to provide regular updates about the state of the power system through various media platforms,” said Eskom spokesperson Khulu Phasiwe.

“Eskom sympathises with its over 47 000 employees who have worked very hard to help keep the lights on during the past financial year.

“However, due to the difficult financial situation that the company currently faces, Eskom has decided to offer no salary increases this year,” said Phasiwe.

POLICE are seeking assistance in locating a man wanted for questioning in relation to a business robbery which took place in Shelly beach recently.

According to police spokesperson Lieutenant Colonel Zandra Wiid, Port Shepstone SAPS detectives are investigating a case of theft after a man of foreign descent distracted the cashier at a fresh produce outlet at Shelly Beach at 4.15 pm on May 22 and helped himself to quite a bit of cash.

“Store owners are advised to sensitize their staff regarding the manner in which the man operates. He pretends to exchange notes with the cashier and, while she is checking his note, quickly takes cash from the cash draw without anyone noticing,” said Wiid.

Help an iconic Port Shepstone landmark receive a major facelift OMEGA MOAGI >>omega.moagi@media24.com THE Andhra Sabha community of Port Shepstone launched an initiative to renovate historic community institution, the Andhra Hall and Temple, situated in Albersville, on Tuesday.

Speaking at the launch,members of the institution’s board said that, while the hall was an essential body in the Port Shepstone community as a whole,it had dilapidated over the years and was in need of an urgent revamp.

The building, which hosts numerous community events including funerals, weddings school concerts and the like, carries a rich history after being built in 1968 following an initiative by the Andhra Sabha community which was established in South Africa in 1955.

According to spokesperson Johnny Rajoo, the institution was built by community members from low income backgrounds who dedicated their time and effort into the community project.

Rajoo called on the current generation to emulate the noble acts of their forefathers and come together for the betterment of the iconic landmark.

“The Andhra Sabha has been promoting unity and cohesion in all its activities and has played host to numerous AGMs, functions, invited speak-

ers and religious leaders from across all religious denominations,” said Rajoo.

“It has, over the years, survived through the goodwill of many sponsors,donors and hiring fees and has taken the load off of the Ray Nkonyeni Municipality by making it accessible to the public,”he said.

The revamp, estimated to cost approximately R5 million, will see upgrades to both the temple and the hall and includes the addition and renovation of facilities like parking lots,kitchen,toilets facilities, a resource centre, some paintwork, plumbing as well as a redesign of the roofing among other upgrades.

Assistance is thus sought from any organisations, individuals, businesses and government departments to make the initiative possible.

A series of fund-raising initiatives will be conducted for the project specifically.

“The Andhra Sabha has produced many affluent stakeholders in society now living in various places all over the world. We are now calling on all those people to come together in aid of the institution so that we may continue the legacy of those humble men and women who built this iconic landmark for another fifty years,” said Rajoo.

HE Ugu District Municipality unprotected strike,which saw residents denied access to essential water services, is finally over.

While addressing media at a briefing at the municipality on Tuesday, municipal manager DD Naidoo confirmed that staff were back at work.

The resolution for the staff’s return to work was reached during a nine-hour meeting, held with Ugu Municipality, Samwu, and KZN premier Willies Mchunu,at the Ray Nkonyeni municipal chambers on Friday.

In a joint statement following the meeting, the relevant government stakeholders who were in attendance of the meeting confirmed that the illegal strike would cease and Ugu and Samwu were

instructed to address their concerns through a selected facilitation team by no later than July 31.

Meanwhile, the municipality was to first and foremost restore functioning water systems to affected community.

At the media briefing on Tuesday, Naidoo acknowledged that it would be a timeous process to try and restore balance within the Ugu water systems following disruptions during the strike. “We are now working hard to try and restore the balance in our systems that was interrupted during the strike because,in as much as all the staff is back at work,the disruptions that were incurred are not something that can be reversed overnight,” said Naidoo.

He said call centre staff would be following up with affected areas to check if their water has been restored to ensure smooth operations in all areas.

ANC Lower South Coast REC disbanded FEVER REPORTER

THE ANC Lower South Coast Regional Executive (REC ) was officially disbanded by the ANC National Executive Committee NEC on Saturday, June 2.

The decision was taken at a special briefing,called by the National Executive committee (NEC) and the Provincial Task Team, where the Deputy Secretary General addressed all REC members present explaining the results of deliberations of the NEC as regards the status of the Lower South Coast regional executive. The deputy Secretary General, Jessie Duarte, confirmed that the disbanding of the REC was done in terms of the constitution of the ANC and was necessary as the current REC had gone beyond their term of office without a regional conference taking place. The NEC then individually re-appointed all former REC members into a new structure called the Regional Task Team( RTT) with full powers.

The new RTT will manage all processes leading towards the regional conference and further en-

sure smooth day to day running of the organisation.

The ANC Lower South Coast RTT will be assisted by deployed senior members of the Province (PTT) who will provide support. Mluleki Ndobe, the District Mayor of Harry Gwala region and PTT member,and ANC MP Enock Mthethwa have been appointed as the provincial deployees. The convenor of the RTT is Mzwandile Mkhwanazi and Coordinator is Nontembeko Boyce. ANC Lower South Coast spokesperson Selvan Chetty said the decision to disband the ANC REC was necessary so as to be in compliance with the constitution.

“The provincial government has appealed to the local leadership to find a speedy resolution to the current impasse at Ugu and to put the people first,” said Chetty.

“The RTT appreciates the decision of the Provincial Government to get involved on the Ugu impasse and declaring it a disaster zone. We further plead with all concerned to speedily resolve the issues,” said Chetty.

THE region has been desperate for water services in recent weeks as labour disputes at the Ugu District Municipality brought the delivery of water services in the region to a complete standstill.

As was previously reported in the Fever, communities were forced to resort to desperate measures for their needs.

Some organisations, however, decided to lend some support.

While Lazer 911 and the Ramsgate CPF offered smaller scale emergency relief at selected premises, Gift of the Givers came in to the rescue at a larger scale.

Imraan Mohamed from the Gift of the givers said the charitable organisation came out to provide relief at the high risk

areas including Murchison Hospital, South Coast Hospice, creches, schools and some households.

ONSIDERING the community’s water crisis, Port Shepstone Junior Primary School decided to raise awareness and compete in the Water Explorer challenge initiated by the Global Action Plan.

The programme focuses on em-

powering pupils worldwide to take action against the water issues communities and schools are faced with.

Participating pupils were taught about water saving methods including grey water — which is water collected after use, black water, the contaminated human water, and clean drinking water.

The three types of water were col-

lected by pupils in two-litre cooldrink bottles and brought to school as part of their participation in the campaign.

“Well done to all the pupils and their parents for their support,” said Gale Simes from the school.

107 bottles of water were collected and pupils were then taught about how to save and correctly dispose the collected water without wasting it.

WE remain committed to servicing our communities During the past weeks, our communities who reside within the jurisdiction of the Ray Nkonyeni and Umuziwabantu Municipalities, have endured days of dry taps.

This occurrence was as a result of the illegal work stoppage by Water Services technical staff which resulted in our bulk supply systems being severely affected, thus leading to water services disruptions.

We have since,as the municipality, resurrected the situation through establishing various mitigation measures, and through the intervention of the Office of the Premier and the KZN Department of Corporative Governance and Traditional Affairs (Cogta).

Also, as the municipality was work-

ing on extremely limited resources, activation of emergency services to undertake all water and sanitation services were undertaken.

These measures have indeed yielded positive results towards the reinstatement of normal water supply in most of the affected communities.

We do, however, wish to extend our most sincere apology for the inconvenience caused to our communities and business community during the water supply challenge.

During this period, various members of the society,different organizations and ward councillors have diligently offered their assistance to the municipality in an effort to alleviate the situation and provide much needed relief to the affected communities

and we are grateful for their efforts.

The community spirit,depicted by the members of the public, is acknowledged and appreciated.

A special thank you also goes out to community members for being our eyes and ears on the ground and reporting all suspicious behaviour in the vicinity of all our water and sanitation infrastructure.

We are in liaison with law enforcement agencies and a substantial reward has been agreed upon for any information that can lead to a successful apprehension of any individual involved in all the lawless incidents of tampering and vandalism of our infrastructure.

As a water services authority in the district, we shall forever be indebted to our communities in providing

them with this basic right.

We are determined to fulfill this noble cause which has enabled us to be not deterred by anything seeking to derail us from fulfilling our ordained mandate, that of providing uninterrupted supply of water to our communities.

We would like to categorically reiterate that this occurrence should not have happened to them.

Management, with the leadership of this institution working together with the labour unions, will ensure there will not be a recurrence of this situation going forward.

A created catastrophe Of recent, water security in the Ugu District has been transformed from a simple irritation to a disaster, and now, a catastrophe.

The irreconcilable fact is the occurrence of this phenomenon in a region that is well endowed with the resource.

Discernibly,it is our failure to provide an alternative emergency supply that exposes our vulnerability during such times and this leaves government haplessly embarrassed.

The reality is that every attempt to

keep the water flowing was frustrated by crafted criminal attempts to sabotage the system.

This was aggravated when private contractors and volunteers were threatened wherever they rendered assistance. Our society needs to purge itself of acts of banditry and wanton destruction.

Sadly, this group was doggedly determined to create maximum impact.

Their preparedness to allow the sick, the aged, infants and the vulnerable to

perish reveals a new brand of individual and group behaviour which has become unique to the Ugu region.

It is poignant that Premier Willis Mchunu was at pains to state that, even during revolutionary times, soldiers were trained never to interfere with community water systems. This says a lot about the ideological strains of those involved.

We must reflect on this catastrophe as a “kairos” moment from which lessons could be learned.

Particularly, there is a critical need for an emergency reaction unit that must be independent of our fragile provisions.

To this end, we need to create networks with community, ratepayers, ward committees, religious institutions, businesses and farming associations and, particularly, large industries because they have proven their ability to deliver.

More specifically, we need to identify reserves of resources that are accessi-

ble during periods of disaster.

Notwithstanding the hardship suffered, this episode did provide opportunity for the best of humanity to blossom.

It would be remiss if we fail to acknowledge the exceptional work done by individuals, business associations, religious organisations,media,councillors and the unfailing efforts of that great organisation “Gift of the Givers”.

Their collective efforts must inspire everyone to get involved in order to reduce the extent of any disaster.

In the meanwhile, we will live in the hope of the district eliminating its chronic malady and managing itself to provide sustained services that communities expect.

AFTER dialing a number to a local merchant, a voice message informed me, “This number has been changed and is currently not available. Please phone later.”

As the street lights were illuminated 24 hours per day on a section of Marine Drive in Ramsgate, I telephoned on numerous occasions to voice my complaint. I even re-

I was required to submit an affidavit. At the police station I was told there was no paper as it was “locked away by the captain.” A friend, who for numerous years had no access to the SABC television service, owing to a lack of a signal, which was verified by a TV company in Margate, was instructed by an SABC lawyer that she was obliged to pay both a TV licence and a termination fee.

(She had notified them of the situation at the Durban and Johannesburg offices, also to no avail). Why would anyone be obliged to pay a fee for no service and a termination fee for a non-service!

A site on Google offers free legal advice by an ombudsman. Prior to receiving the free advice, a notice appears on the screen instructing the user to pay approximately R500, which is “immediately refundable”. The user is obliged to enter all their bank details and personal information! — a scam from a legal de-

partment in South Africa!

Two weeks ago, concerned residents arrived at the Uvongo town hall to attend a meeting scheduled by Ugu. A young male was obliged to inform us that the meeting had been cancelled “at the last moment”, “no reasons provided” and no rescheduling of this important meeting. After contacting the roads department for the past nine months, only half of the potholes were repaired.

This road leads to the beach.

South Africans must be advised that the ANC has bankrupted the country by their corrupt dealings. No doubt another petrol hike is to be levied next month.

Perhaps an aspiring poet/musician should compose a melody “Where has all the revenue gone, long time in passing?”

Taking things for granted The other day I had a meeting with a couple of media practitioners at the Shelly Beach Ski Boat Club and just sitting there as the clean sea lapped against the shoreline just a few metres away reminded me that, in the past five years, I have only twice swam in the sea.

In discussing this,the media practitioner stated that he had only swum less than five times in 20 years! I think we can own up to the fact that we have been guilty of taking things for granted, and not really taking in our great recreational assets right on our doorstep.

Quite simply, I should have been in the surf more regularly to enjoy the refreshing aspects of our beautiful coastline — especially at this sunny time of year.

I am doubly guilty when it comes to golf because I have only played golf about seven times since 2013 and I love golf and we have 11 courses on which to enjoy the sport.

Maybe the time consuming aspects of my job are partly to blame but there is no excuse when

it comes to using leisure time to fully embrace the vast array of natural features and attractions we have here at the South Coast.

In Cape Town, for example, ask residents how many times they have been up Table Mountain.

Many have been up this iconic feature only a few times.

It is only when one visits other destinations that one realises, on returning, how valuable our home space in fact is.

Maybe, when my term is up and I return to the Midlands, I will regret not spending more time here and, in a leisurely manner, reap the benefits our many visitors enjoy when they holiday down here.

Oh well, I’ll just have to return as a tourist and soak in all the recreational wonders this great destination offers. This is why, and contrary to popular belief, the South Coast remains the most non-metro beach destination in KZN. If we can rekindle a collective appreciation of our tourism assets, I have no doubt that, even with recent setbacks over water, the consumer will re-establish a regular relationship with the South Coast and there will be a resumption of visitor growth going forward.

In the meantime, I had better have more dips in the sea and head to the golf course more often.

Vadersdag – net nog ‘n dag waaruit sake-ondernemings geld maak?

ANJAAR se Vadersdag is op hande, net meer as ‘n maand na Moedersdag. Vier maande na Valentynsdag. Dae wat met goedbedoelde redes begin het, maar myns ontaard het in geldmaakgeleenthede vir ‘n verskeidenheid sake-ondernemings.

Dan praat ek nie eens van wat reeds met Kers- en Paasfees gebeur het nie. In verband met laasgenoemde twee is dit nie net die besighede wat skuldig is nie.

Talle mense vier lustig saam fees en dink dit gaan oor ‘n ou man met ‘n wit baard in ‘n rooi pak enersyds and andersyds oor ‘n hasie en sjokolade-eiers. Maar dis ‘n afsonderlike gesprek. Kom ons praat oor Vadersdag, en sy oorsprong.

Die gebruik om vaders te eer het in die Middeleeue ontstaan toe daar ‘n egte behoefte was om vaderskap, vaderlike bande en die invloed van vaders in die gemeenskap in Katolieke Europa te gedenk.

Dit was op Maart 19, en hierdie viering is deur die Spanjaarde en Portugese na LatynsAmerika gebring, waar dit op plekke nog op Maart 19 herdenk word.

Dit het ook na ander dele van die wêreld

versprei, maar die datum het na Junie verskuif, ter navolging van die viering van die dag in Junie.

Daar is twee weergawes van die oorsprong van Vadersdagvieringe in die Verenigde State, wat die viering van die dag oral oor die aardbol nuwe stukrag gegee het.

Die een is dat Vadersdag die eerste keer in Amerika op 19 Junie 1910 in die staat Washington gevier is. ‘n Vrou genaamd Sonora Smart Dodd het besluit om haar vader te eer nadat sy in 1909 na ‘n Moedersdagpreek in ‘n kerk geluister het.

Sy het gevoel moeders kry al die aandag terwyl vaders ook geëer moet word. Sonora se pa was nogal ‘n spesiale man.

Hy was William Smart, ‘n veteraan van die Amerikaanse burgeroorlog, wat ‘n wewenaar geword het met die dood van sy vrou toe sy geboorte gegee het aan hul sesde kind. Hy het die ses kinders alleen op hul kleinhoewe grootgemaak, en Sonora het gevoel vaders soos hy moet erkenning kry. Sy het 5 Junie, haar vader se geboortedag, voorgestel, maar swak beplanning het die datum in Washington tot die derde Sondag in Junie laat verander.

Die ander weergawe van die oorsprong

van Vadersdag is dat ene Grace Golden Clayton in op 5 Julie in 1908 aan die predikant van die plaaslike Methodistekerk voorgestel het dat dienste gehou word om vaders te eer nadat ‘n kragtige ontploffing in ‘n myn 361 mans gedood het.

Die dag is van daardie tyd af nie-amptelik in Amerika gevier, maar eers in 1924 het President Calvin Coolidge aanbeveel dat dit tot ‘n nasionale vakansiedag verklaar word. Dis egter nie gedoen nie, maar die gewildheid van die dag het toegeneem. Eers in 1966, het President Lyndon Johnson die derde Sondag in Junie as die amptelike Vadersdag laat verklaar. In 1972, tydens die administrasie van President Nixon, is die dag in Amerika tot ‘n openbare vakansiedag verhef.

Die viering van die dag het wêreldwyd toegeneem, en word oral gevier, die meeste lande in unie, maar ook in ander maande. Suid-Afrika het fie meerderheid gevolg, en eer vaders op die derde Sondag in Junie. Behalwe die oordrewe kommersiële aspek, waarmee die uwe ‘n groot probleem het, kan die vraag gevra word waarom hierdie spesiale dae uitgesonder moet word. Moet moeder en vader nie elke dag van die jaar geëer word nie?

En indien ‘n spesiale dag wel nodig is, ver-

Dit help om die bier te neutraliseer, is Oom Pottie se teorie. Die kos van die dag was ‘n Engelse beesbredie, wat vroulief gemaak het volgens ‘n ou, beproefde resep wat sy op die internet gekry het om by die geleentheid te pas. Die verskil was net baie meer knoffel en speserye, en ek moet erken, dit was puik. Mense wat van buite af gekom het, het gesê hulle kon die geur buite in die straat ruik.

Ewenwel, terug na die eerste tien minute.

InDuSTrIal EffluEnT CHarGES The charges payable by the owner or occupier, as the case may be, of the manufacturing premises for the use of the Council’s sewers in respect of the discharge and conveyance therein of trade effluent from the manufacturing premises, including the use of the Council’s sewage purification works for purification of the trade effluent, shall be determined in accordance with the provisions of this by-law. Accounts will be rendered as soon as possible after each period of six months ending on 31st December, or 30th June of each year and shall apply to such periods. Where during any such six monthly period there has been a change of ownership or occupancy necessitating an apportionment of the amount due to the Council, the Council will apportion the amount between the parties concerned in a manner proportionate to the quantity of trade effluent discharged during the relevant respective periods of ownership or occupancy. Nothing herein shall be construed as preventing the Council from submitting accounts on a monthly basis should such practice be considered more expedient by the Council.

The General Manager: Water Services may base the trade effluent charge as described in paragraph (p) section (a), on the highest COD of one, or more samples collected from the trade effluent sampling point.

The charge to be levied by the General Manager: Water Services in respect to trade effluent discharged into its sewers from manufacturing premises shall be assessed in accordance with the following formula: -

R = A + ((COD/1000) x B) WHERE R

is the rate in cents per kilolitre due to the Council.

A

is the basic carriage tariff expressed in cents per kilolitre, determined annually in advance by the Council. The value of A is R 6.37 (5.3%)

B

is the basic treatment tariff expressed in cents per kilogram of COD, determined annually in advance by the Council. The value of B is R0.60 (5.3%)

COD is the chemical oxygen demand value expressed in milligram of COD per litre of effluent recorded in snap samples of effluent collected as and when deemed fit by the General Manager: Water Services.

The charges payable by the owner or occupier will also include any other charges as may be applicable.

A copy of the methods of chemical analysis and testing procedures used to determine the COD for the purpose of calculating the charge equation described above shall be kept available by the General Manager: Water Services for inspection by the owner or occupier of any premises concerned. The method of chemical analysis will in all respects follow the STANDARD METHODS FOR WATER ANALYSES published by the SOUTH AFRICAN BUREAU OF STANDARDS being SABS METHOD 1048 – CHEMICAL OXYGEN DEMAND OF WATER. In the absence of any direct measurement, the quality of trade effluent discharged into the Council’s sewers from any manufacturing premises during any period shall be estimated and determined by the General Manager: Water Services by reference to the quantity of water consumed on such premises during such period. The quantity of water consumed on such premises shall be determined by reference to the Council’s water meters in the case of water obtained from the Council and by meter or by calculation in the case of water obtained from any other source, including water emerging from material processed on the premises. In determining the quantity of trade effluent so discharged, due allowance shall be made for the quality of water which it is estimated is used for domestic purposes including gardening on such premises or any other purpose not resulting in the discharge of trade effluent and for water lost be reaction or evaporation during any processes on the manufacturing premises concerned and for water present in the final products or materials produced on such premises and, generally, the District Municipality shall take into consideration such matters as will enable it to estimate for the purpose of the by-laws the quantity of trade effluent discharged as aforesaid during any given period.

Industries linked to water borne sewer will be liable for the sanitation basic fee and charges per kilolitre as per charges set, over and above the industrial effluent charge, based on the calculated quota.

All activities listed in terms of section 21 of the NEM-Air Quality Management Act (Act no. 39 of 2004) and Section 6 of Ugu District Municipality Air Quality Management by-law will be subject to the payment of an AEL processing fee. (a)

The cost shall be calculated by using the AEL processing fee calculator which is prescribed by Ugu District Municipality with due consideration given to a myriad of factors.

(b)

The fee shall be implemented on all AEL applications submitted to the Air Quality Officer (AQO) for scrutiny and approval.

The following stipulations in the Property Rates Policy are highlighted: • In addition to the R100,000.00 reduction on market value of the property, a further R200,000.00 reduction will be granted to old age pensioners and/or disabled persons, subject to the status of the applicant being proven in terms of the criteria in the Rates Policy.

• Other rebates include: Retirement Villages/Old age homes/Nursing Homes; Schools (excluding PBO registered); Agriculture – Bone Fide Farmers only; Guest Lodges/Houses, Bed & Breakfast and Self-catering accommodation as per criteria in the Rates Policy. 100% rebate will be granted to registered indigents and child headed households in terms of the criteria in the Indigent Policy and Rates Policy. • The final date for payment of 10 monthly instalments accounts of the general rates is the last working day of each month with the last instalment due on the last working day of May 2019. The final date of payment of the annual general rates accounts is the last working day of September 2018. After the due dates interest of 11.5% per annum will be added, which is the bank lending rate at the date of this calculation plus 1% as per the Municipal Finance Management Act, 2003 (Act No. 56 of 2003) and the Municipal Property Rates Act Regulations.

• In its endeavour to restrain the outstanding debt from escalating and to encourage ratepayers to settle their accounts annually in full i.e. on or before 30 September 2018 the municipality offers to those ratepayers a 5% concession on the current 2018/2019 rates levied amount only (not arrears or other services). Application forms are obtainable at the municipal offices in Port Shepstone (Old Post office building) or Lot 1000 Newton Place, Dan Pienaar Square, Margate or the website www.rnm.gov.za. All applications are due before 15 July 2018.

• Rates have been assessed based on property values as contained in the general Valuation Roll. In addition to the first R15,000.00 of the valuation for residential category of properties, which is impermissible in terms of the Municipal Property Rates Act, the Ray Nkonyeni Local Municipality has included a further reduction of R85,000.00 on improved residential properties and R50,000.00 on vacant land in the calculations, as per the municipality’s Rates Policy. Although there’s no need to clamour for attention, a little facelift and model re-alignment doesn’t hurt. The grille was reshaped and DRLs moved down to below the remodelled fog lights. Around back, there’s very little “old” — reshaped tail lamps in a new tailgate, with the number plate raised to just below the Hyundai emblem, new fog and reversing lights and a simplified lower valance. The only change to its side view is new wheels, but that’s always expected. Interior changes include a new dash, bigger information screen and revised vent controls.

The lineup is basically unchanged — a pair of 1200’s with five-speed manual gearboxes, two 1400 cc automatics and a pair of 1.4-litre cars with six-speed manual shifters. One of these is new. There is no longer a Sport model with tweaked engine. Its replacement is called Active and it boasts a completely new face, with different grille, round fog lamps, roof rails, silver skid plates and 20 mm more ground clearance — 170 mm vs 150.

Specific equipment consists of projector headlights with active bending, a racer-style fuel lid, stainlesssteel free-flow exhaust and coloured highlights on gear knob, outer seat panels and vent surrounds. These are blue or red, depending on the car’s exterior colour.

There’s also lots of black cladding to make it look more Crossover-like — those market segments, you know.

Speaking of colours, there are six — Passion Orange, Marina Blue, Sleek Silver, Star Dust (deep Charcoal), Fiery Red and Polar White.

Standard kit at entry level includes a new infotainment system with four speakers, bluetooth connectivity and 7”display,built-in,but not activated,satnav (buy a card for R2 500), USB charging point, filtered, manual aircon, two airbags, disc brakes front and rear, four-

channel ABS with EBD, electrically operated mirrors; powered front windows with one-touch and anti-jam for the driver, on-board computer, fabric upholstery; manual seat adjusters, audio, bluetooth and computer buttons on the tilt-and-telescope steering wheel, central locking and escort lighting. Upper grade Fluid and Active models add powered rear windows, automatic air conditioning, front fog lamps, DRLs, indicator repeaters and electric folding for the outside mirrors, luggage net, rear parking assistance and air vents for rear passengers.

Prices, model for model, have increased by about R5 000 — approximately half of which is owing to the new rate of VAT. There were no surprises on the short test runs along winding country roads and connecting freeways. We were let loose in Fluid and Active 1400s. Hyundai’s little five-door hatch is solid, well-built, handles nicely, performs briskly and inspires confidence. The brand is no longer priced to tempt; it hasn’t been for quite a while. Its forte is value for money, reliability and good resale value; all points it needs in order to hang on to Number Four while shooting for the podium.

Club Restoration Cup a success

Bass association holds AGM THE South Coast Bass Association recently held their Annual General Meeting to close off another successful year for the club.

The meeting, held in Margate, was used to showcase the best of the best as well as to establish a new committee for the next calendar year.

Ferro van Greunen won overall champion for the second time in three years, followed closely by Boet Stewart. Biggest bass for the year was caught by Thys Hoffman. In total, 115 fish were weighed for the

HIS past weekend Halfway Toyota hosted their annual Restoration Cup at Port Shepstone Country Club.

The Restoration Cup began in 1959 to honour the coming together of neighbouring clubs, members and a host of people working together to restore the club.

Squash, bowls and golf tournaments were held over two days.

On Saturday six teams played a doubles squash tournament, over both days 120 golfers in 30 four balls participated and bowls were played on Sunday.

One of the organisers, Ian Smith, said: “It was an excellent tournament with good quality games and lots of fun, thanks to Halfway Toyota.”

HIS year’s Comrades Marathon was the greatest marathon of all time in terms of number of runners who participated.

Over 21 000 runners started the race, according to the director of the Comrades Association. Race statistics revealed that Gauteng had the largest participants in the marathon with over 10 000 runners, followed by KwaZuluNatal.

The international entrants, and runners from other African nations made up the rest of the runners totalling a number never seen before in Comrades history.

Ugu Athletics club chair Pardon Mathebula said he noted with interest that 36% of the runners in this year’s comrades were novices.

He said the club was represented by 20 runners with 18 finishers, one did not finish and one did not start.

“At the top of the log was Menzi Tshayiza who received a silver medal with a finishing time of seven hours and 42 seconds.

This is despite the fact that Tshayiza was running the Comrades for the first time this year,” said Mathebula.

Now,runners will rest for two weeks before resuming training for the Mandela Marathon in August, he said.
