23-YEAR-old man who was known in the Kokstad community for working as a ‘prophet’ has appeared in court on charges of

rape, and abandoned bail after he was advised by Kokstad Magistrate’s Court to do so on Monday. The man, who wore a brown jersey in the dock, was looking calm and relaxed when magistrate Monwabisi Mda gave him an hour to think about continuing with

the bail application or deserting it after the case was delayed.

“If you (the suspect) can desert the bail application the case will be transferred to Regional Court for trial,” said Mda to the man, and he suspended the case for over an hour for the man to de-

cide.

When the man was called for the second time in the dock, he told the court his decision to desert the bail application. Mda thanked him for his decision, saying he would apply for a legal representative during trial pro-

ceedings. Mda postponed the case until September 21, for court decision.

The man was arrested after charges of raping two young girls were levelled against him in November 2017.

‘Prophet’ drops bail application According to information that was reported to the Fever, two parents of the victims opened cases against the man after their teenage girls, both 16 years old, were allegedly raped by the man on November 5.

The young girls met the man at Bhongweni Township where he said he wanted to practice some rituals to remove demonic spirits and to help them pass their final exams.

The young girls went with him to his house for these rituals but were raped by the suspect who then threatened them, telling them not to inform their parents.

The following day, the young girls informed virgin testers about the incident after they were questioned as to why they refused to attend the programme.

Nceba Dedelo, the chairperson of Vulindlela Productions, a non-profit organisation which promotes safety of children in Kokstad, said the man deserves a heavy sentence for what he had done.

Dedelo said the NPO has helped many vulnerable children who live in the streets to get assistance from the Department of Social Development.

The secretary of the South African Communist Party (SACP) Thembisile Hani district, Ntlahla Zungu, called for justice to be served in this case.

Last Friday members of the SACP picketed outside the court when the man was due to appear.

HE African National Congress (ANC) Harry Gwala region has commended work done by SAPS after a man appeared at the Umzimkhulu Magistrate’s Court after being linked to the murder case of former ANCYL secretary-general and Umzimkhulu Municipality Councillor Sindiso Magaqa.

On September 13, the Umzimkhulu Magistrate’s Court remanded the case for a formal bail application before the end of this month.

ANC Harry Gwala regional secretary Sindi Msomi thanked SAPS for their breakthrough and called for thorough investigations into other political related killings in the region. She called for truth in all KZN political murder cases.

“We want to know the reasons that led to the murder of Magaqa and other local politicians.

“We want other political murder cases to return to courts to find closure,” she said adding that criminals deserve harsh sentences.

In the space of four months, Magaqa, Councillor Khaya Thobela, and Councillor Mduduzi Tshibase, all from the Umzimkhulu Municipality, were killed.

Magaqa died in September while Tshibase, who was the PR Councillor and a Ward Four ANC member in Umzimkhulu, was murdered in

June.

Thobela, who worked as a speaker of the Umzimkhulu Municipality and was the ANC Harry Gwala deputy regional secretary, was killed in April.

National Minister of Police Bheki Cele announced a task team to investigate all political killings in KwaZulu-Natal in July. Since then 28 people have been arrested, 22 are behind bars, two are out on bail, and four have been released for further investigations.

In a media statement last week, Cele said there were 137 case dockets from KZN and there is significant progress.

“The continuous Prosecutorial Guided Investigations (PGI), engagements between prosecutors and investigators are yielding positive results in the ongoing investigations.

“It gives us great pleasure to announce that some of the case dockets are in the final stages of investigations and some are before various courts within the province,” he said.

SAPS have discovered eight pistols, one revolver, 126 ammunition and eight magazines during the arrests.

Six people who were linked to the killing of Musawenkosi Mchunu appeared in Pietermaritzburg Regional Court on September 11 and the matter was remanded for a formal bail application on September 20.

>>siphelele@media24.com THE community of Kokstad has threatened to picket outside the Kokstad Magistrate’s Court today, September 21, when a 26-year-old man from Bhongweni will appear for two counts of murder, stating that they do not want the man to be granted bail.

The accused was arrested for allegedly killing Siyanda Mkhize (24) and Teboho Mafali (30), who both worked at a bakery in Kokstad.

It is alleged that, on September 2, they were approached by the man who stabbed Mafali twice on the

right thigh at the Bhongweni area. Mafali was taken by his friends to EG and Usher Memorial Hospital and died the following day. The body of Mkhize was discovered on September 3 by a passerby who alerted the police.

“There was blood around his body, with signs of [him] being stabbed, and a wallet next to his body.

He was taken to state mortuary until he was identified by his family,” said SAPS spokesman Captain Dumisani Ncongo.

Mkhize was buried at Ixopo last Saturday and Mafali in Matatiele last Sunday. The accused is expected to appear in court for a formal bail application today.

Protestors disrupt municipal operations SIPHELELE NKETO >>siphelele@media24.com ANGRY residents of Matatiele have turned away local municipal employees, demanding the construction of roads to resume immediately. They said the construction of roads was stopped without any reason in the past two weeks.

Community member Mokiti Lepheana said the complaints from road construction workers in the area about ill-treatment were not true. He said residents made the decision to close municipal offices until road construction resumed.

Last month, the issue of bad roads in the area came to light when a concerned group of people closed the entire town. Three government vehicles were burnt down, while buildings were damaged during community protest action held at the Department of Public Works offices in Maluti last month.

The gravel roads between Maluti and Mzongwana, Khoapa and Mariazell and Sam Kerk and Ongeluksnek were put on priority after Eastern Cape MEC of Transport Weziwe Tikana met stakeholders and protest

leaders in Matatiele on August 21.

On Monday, Matatiele Municipal spokesperson Olwethu Gwanya confirmed that employees were told to go home after their offices were blocked by a group of people. She said people started by closing the budget and treasury office, before moving to other offices and, in the end, the municipality had to send all employees home.

“All municipal services have been disrupted, including the work of the Auditor General, who is on site. The municipality was not initially aware of the reasons for the interruptions because there have been several engagements with the people about bad roads,” she said.

Gwanya said on Monday that Matatiele Municipal mayor Momelezi Mbedla had accepted a memorandum from the people, and will seek guidance from his superiors about a way forward.

Tebe Matubatuba, the spokesperson of Matatiele Business Chamber said government needs to be honest with the people of Matatiele.

“People have been promised better roads but nothing has happened yet,” he said.

Police have been deployed to monitor the area.

New bridge connects community THE community members of Ndawana village outside Umzimkhulu will no longer have to struggle when crossing the Gungununu River.

This after the MEC for the KwaZulu-Natal Department of Transport, Community Safety and Liaison, Mxolisi Kaunda, officially opened a new bridge on Tuesday.

Kaunda was joined by Harry Gwala District Municipality Mayor Mluleki Ndobe, Umzimkhulu Municipality Mayor Mphuthumi Mpabanga, community leaders, and government officials.

According to officials, the construction of the bridge cost approximately R26 million. The bridge connects the villages of Kayeka, Mtantshahlolo, Goso, Elukhasini and Elucingweni.

Community members said the bridge will help them when going to local clinics and schools, saying life was difficult previously.

After opening the bridge, Kaunda named a contractor responsible for the construction of a state-of-the-art public transport facility as part of the ongoing process of public transport transformation.

“The R82-million facilities will provide empowerment opportunities by the awarding of contracts to emerging SMMEs, by making jobs more accessible, and by training local youth.

The facility will house all modes of public transport, making it easily accessible to the public,” said Kaunda.

year-old Rastafarian man who was caught allegedly with dagga hidden between the dreadlocks on his head.

In March they handed over a petition to Kokstad Police Station complaining of being victimised and targeted in their communities because of their culture and appearance. They also wanted the use of dagga to be decriminalised and they wanted to be allowed to practice their religion by being able to use dagga in public.

“Rasta people are not criminals, and are against crime and the use of drugs. Dagga makes us healthy and protects us from getting diseases,” said Mzamo.

Police minister Bheki Cele’s spokesperson, Reneilwe Serero, said SAPS have not yet studied the judgment and will not comment further on the matter.

HERE were mixed views following the high court judgment of decriminalisation of the use of cannabis (dagga) in private.

On Tuesday, September 18, Deputy Chief Justice Raymond Zondo delivered a judgment which ruled that the ban on the use of dagga in private spaces was a violation of privacy rights however the buying and selling of the substance, and its use by minors, is still illegal.

The Rastafarian community of Kokstad, who wanted the use of dagga to be decriminalised, welcomed the ruling but called for dagga to be able to be used and sold in public like “apples” and “bananas”.

O make sure that history does not get lost in the changing of times, East Griqualand Museum has made it a priority to keep the old records, including old typing machines and cash register tills, to preserve the city’s heritage.

As the country commemorates Heritage Day on Monday, September 24, the Fever visited the museum to find out more about the history of Kokstad.

Curator at the East Griqualand Museum Audrey Steenkamp says many of the town’s historical objects and books are stored in the museum.

According to records, former leader of the Griqua people Adam Kok III arrived in Mount Currie Mountain in 1863, coming from the Free State Province. He settled at the mountain and, after spending some years at the mountain, he built a house for Griqua people to have shelter, school and place of worship.

Kok kept his 20 000 stock and 300 carts, which were used as transport at the mountain, until Reverend Willard Dower built the first house, now called Dower House, in Kokstad town.

Dower House was recently renovated by government and is now used by Kokstad small businesses.

In 1870, Dower built a Griqua Church, now situated in Hope Street, and it took seven years to complete it because there were financial problems.

Most people worked in Kimberly, while others were dependant on agriculture for a living.

Edward Barker, who was a land surveyor at the time, inspected the Kokstad town, on Kok’s instruction, with the aim of developing a town.

Here are some interesting facts about the town.

The Kokstad Park between Hope Street and Barker Street was previously used by Griqua people for public gatherings and the Kokstad Magistrate’s Court building was used to jail criminals.

Adam Kok III died on December 30, 1875, and his spouse, Margaret Kok, died at 65 years old.

Their graves are both next to the Kokstad Police Station.

The current Kokstad Regional Centre was previously a Royal Hotel.

As part of recognising Edward Barker, a street in Kokstad was named after him. Other streets that were given historic names in Kokstad town include Adam Kok Street, Dower Street, Hope Street, Groom Street and many more.

At a media briefing last week, Greater Kokstad Municipality mayor Bheki Mtolo said there is much history that needs to be restored in Kokstad.

A statue of Adam Kok III is expected to be erected at a national Heritage Day event on Monday and a municipal building is also to be renamed after Adam Kok III. Local women at the museum have been making Griqua dresses that will be displayed at the National Heritage Day commemoration in Riverview Stadium.

Steenkamp thanked government for recognising the Griqua community, saying: “Young people need to visit museums to know history. The museum is partnering with local schools to promote history and cultures.”

WARM greetings to the Kokstad community and the community at large.

RATE PAYERS MEETING The municipality held a community meeting on Sunday, September 16 at the town which was partly to address, among other issues, the fact that rate payers are finding rates very high and unbearable.

Those present at the meeting agreed that the leadership of businesses, farmers, and residential ratepayers will meet with the

Municipality to look for other avenues in trying to assist each other.

I want to take this opportunity to advise ratepayers who want to appeal their objections that we are still waiting for the Office of the MEC to appoint appeals board members. Once they are effectively appointed, we will make a public announcement for the benefit of those who wish to appeal.

The issue of water meters was discussed.

The CFO from Harry Gwala District Municipality, Mthethunzima Mkatu, tabled the process, followed by the District Municipality in trying to assist Kokstad residents with their water bills, however it turns out that people did not take the opportunity until the process was closed.

Mkatu advised affected community members to visit Harry Gwala Offices at 39 Barclay Street to make payment arrangements.

With regards to faults and leakages, the contact person is Mr. B Dlamini who can be reached at 039 727 2723.

He further urged Kokstad residents to pay their water accounts as water is one of

most expensive commodities that is rendered by government.

Kokstad residents must take care of any water leakages which might affect their bills.

A decision was then taken in the meeting for all the organised parties; such as famers association, rates payers association, and Chamber of Commerce; to have a meeting with the Municipality, led by the Mayor, Municipal Manager, and Chief Financial Officer.

NATIONAL HERITAGE DAY CELEBRATIONS Once again let me remind readers of our column that GKM will be hosting National Heritage Celebrations.

The build-up programs continue and on Saturday, September 22 there will be a soccer match between the municipal staff and councillors team vs the foreign nationals residing in Kokstad team.

Countries which will participate in the soccer games include Ghana, Nigeria, Congo, Zimbabwe and Lesotho.

The games are set to start 9 am at

Bhongweni­Stadium.

On Sunday, September 23 there will be a Cultural Festival at Bhongweni Youth Centre at 10 am.

Here we are expecting all cultures and traditions in the Greater Kokstad area to come and demonstrate their pride and joy in the spirit of Unity in Diversity.

At 6 pm on the same day will be a dialogue in the Town Hall which will led by the Deputy Minister of Arts and Culture and Mayor of Greater Kokstad Municipality, representatives from the Griqua Council, and one young person.

The dialogue will be broadcast live on SAFM and Umhlobo Wenene FM. There will also be a live crossover with Ukhozi FM. The unveiling of the Adam Kok III statue and the renaming of the Municipal Building, situated at 75 Hope Street, will be conducted on September 24 at 9 am and the celebration of national Heritage day will follow at 10 am at the Riverview Sports Fields. You are all invited.

PROTESTERS CLOSE DOWN MATATIELE LOCAL MUNICIPALITY OFFICES Operations have been disturbed throughout this week in Matatiele after protestors closed down Matatiele Local Municipality, creating unrest in and around the area. This after a number of engagements were held between the Municipality, the provincial Department of Transport, and commuters.

At the beginning of this week, municipal workers could not access their offices due to protesters blocking the entrances to municipal buildings. Essential services such as electricity services and other community

services were affected. This was for the duration of four days as municipal workers could not assist customers.

Mayor Cllr. Momelezi Mbedla later appealed to the people of Matatiele to take precautionary measures in relation to water and electricity usage.

Protesters intensified their action on Tuesday, closing down the Alfred Nzo District Municipality satellite offices in Matatiele. The municipality continues to explore ways and means to resolve this unrest.

A number of municipal programmes scheduled for this week had to be postponed. This included the Integrated Development & Planning Representative Forum workshop and the Day of Prayer.

“This unrest happens at a very crucial period at the municipality, where Auditor General officials are on-site to audit our books. We are unable to provide information needed by the AG office because our employees have not been going to work,” said Mayor Mbedla.

We appeal to our people to be patient with us and the Department of Transport as we try, by all means, to attend to their concerns. The situation in Matatiele has been ignited by the condition of rural roads in and around the municipality. Commuters have raised concerns with the Department of Transport in relation to this issue.

A consolidated road maintenance plan has been drafted as follows: • DR08013: 35km Maluti to Ramatsiliso — 7km of heavy maintenance achieved.

• DR08069: 34km Khoapa to DR08646 — road formation, stockpiling.

•DR08646: Matatiele to Onguleksnek — 12km of heavy maintenance achieved.

This work is done by the departmental inhouse services.

IHLE James has taken her love for fashion to great heights and is enjoying the success of her fledgling company as she continues to do what she loves — designing garments.

James began designing her own clothes in 2016 after she got bitten by the fashion bug.

She said people admired her self-designed clothes after seeing her wearing them at weddings and graduation ceremonies.

“Instead of buying clothes from shops, I chose to make my own and people started placing orders after seeing my good work.

“I use my sewing machines at my student accommodation room,” said 28-yearold James from Kokstad.

James is doing a BA Honours in Applied Ethnomusicology at the University of KwaZulu-Natal (UKZN). She graduated with a BA in Music and Drama Performance and is looking forward to creating more job opportunities for young people.

“Many people are unemployed in the country, so I want to create jobs in fashion design.

“When I complete my studies, I want to pursue making more clothes in Kokstad and motivate young people who are interested in modelling.”

She said her clothes have been displayed at many fashion shows in Durban and at UKZN. She has also seen people wearing her clothes at church, graduations, and government ceremonies.

Nomvelo Phungula wore her pink dress at a graduation ceremony in April and was very pleased with the final product.

St Monica’s young athletes compete at Inter-Schools THE St Monica’s Junior Primary pupils participated in good spirits at the East Griqualand Inter-Schools Athletics event, held at King Edward High School on September 10.

There was fun and entertainment as pupils took first and second places.

U11 St Monica’s pupil Yanathi Bekebu ran 1200 m while U12 Mzukisi Mbangwa played discus.

Omphile Mafunda played shotput, Lisakhanya Mpokela highjump, Retshepile Mohoto ran 200m, Samkelisiwe Ngema ran 80m, and Malusi Sipika participated in longjump.

St Monica’s thanked the pupils who also attended the KwaZulu-Natal Athletics League at Kings Park Athletics Stadium last Saturday.

try. A business forum was launched in the district in June to champion local economic development in the district and to help local businesses benefit from jobs in government and municipalities.

Leading the forum was Andile Mbalo, who was elected as chairperson to work with executive committee members.

Speaking about the forum’s progress, executive committee member Bheki Jali said the forum has achieved positive results in the district after engaging municipal managers.

He said many local businesses and contractors have benefited from government and municipal projects since June, adding that they will be convincing other district municipalities to provide work opportunities for local contractors without considering foreign contractors only.

“Previously, local contractors were being sidelined at municipal projects, until we established a district forum to encourage the sharing of economy to benefit local businesses and contractors.

We have visited local municipalities in the region, including Harry Gwala District Municipality, and agreements have been made,” he said.

“When we send business proposals to other municipalities in order to get work, we are turned away and become victims of poverty. Now that we have a forum, we hope there will be change,” Jali said.

According to a Fever publication on June 23, 2017, local contractors from Bulwer Business Forum had demanded work on the construction of a special school, saying they had to make up 30% of the workforce on construction projects.

The forum also complained about foreign contractors from Mpumalanga and Gauteng who benefited from local projects.

Jali said they will not chase away foreign contractors from the district, instead they will work towards building partnerships.

Duzi 2 Sani encourages inland tourism

he Duzi 2 Sani 4X4 Expedition and Inter-Cultural Food Tasting Expo took place from September 15 to September 16.

The event was hosted by the Dr Nkosozana Dlamini Zuma Municipality and the Harry Gwala Development Agency in an effort to boost tourism inland.

Philipp Beeken from Germany, who was at Himeville Dam, said he was excited to be part of the Duzi 2 Sani event.

“I am so excited to observe South African culture,” said Beeken, who was accompanied by colleagues Daniel Wegfahot, Jasmin Duerr and Anna Canradi.

The Duzi 2 Sani event started in Howick at the Nelson Mandela capture site, continued through Pietermaritzburg via Qunu Falls in Creighton, Himeville dam and then on to the Highest Pub in Africa, based 2 874 meters above sea level.

Dr Nkosazana Dlamini Zuma Municipality Deputy Mayor Philani Shange said their aim was to learn about the history of tourism and to teach young people about tourism. This area of the Dr Nkosazana

Dlamini Zuma Municipality is enjoying a boom in resort development and is one of South Africa’s most outstanding attractions, drawing numerous visitors daily.

The route is a cluster of travel attractions, accommodation, tour operators, local artisans, guides and restaurants.

It brings people together from all levels of the community to promote travel to their area.

“As a municipality, we are changing tourism into money as we attract a number of tourists daily from all over the world,” said Shange.

The Duzi 2 Sani event was hosted by Dr Nkosazana Dlamini Zuma Municipality in partnership with Harry Gwala Development Agency, KwaZulu-Natal Department of Arts and Culture, Msunduzi Pietermaritzburg Tourism and the KwaZulu-Natal Film Commission to ensure a sustainable driver for economic growth.

Dr Nkosazana Dlamini Zuma Municipality Tourism Manager Andile Zwezwe said Duzi 2 Sani opens new doors for tourism and this year they focused on film destination location marketing.

This year the expo took a different shape as guests had access to a number of

activities such as archery, horse and pony rides and much more.

At the food tasting Expo in Himeville Dam, dishes from around the world were on display, ranging from Sotho dishes, Zimbabwean dishes, Zulu, and Indian dishes. There was also cheese and wine tasting.

After the Expo, the delegation, along with community members, were given a chance to participate in various tourism activities ranging from horse riding, rock art, hiking trails and trout fishing.

Dr Nkosazana Dlamini Zuma Municipality communication officer Sikhumbuzo Sethuntsa said their aim was to encourage South Africans to travel domestically to get a better understanding of the affordable, exciting and world class attractions that are available on their doorstep.

“Our aim of the Duzi 2 Sani event is to unveil to our people that even inland places are perfect holiday destinations or touring places, as not enough locals are exploring holiday destinations in South Africa,” said Setuntsa.

N honour of an anti-apartheid activist and author Alan Paton, a 10 km Alan Paton Steam Train Race was held in Ixopo on Saturday, September 15. The event was held by Ubuhlebezwe Local Municipality together with the Alan Paton Foundation.

The 10 km race commenced at 8 am, starting at Carisbrooke Station and finishing at Ixopo Railway Station.

Ubuhlebezwe Local Municipality mayor Zamo Nxumalo said the municipality chose to honour Paton in order for children to know their history.

He said the municipality is also promoting tourism.

“The Harry Gwala Marathon was first initiated

by Ubuhlebezwe Municipality and, in four years, we have included Umzimkhulu Municipality and Harry Gwala District Municipality as part of promoting tourism.

“The legacy of Paton needs to be promoted and remembered,” said Nxumalo.

Athletics club supports local runners SIPHELELE NKETO >>siphelele@media24.com LOCAL runner Dela Mabusela has established a running club to end drug and alcohol abuse among young people. He believes that, through sport, the country could address problems such as crime, drugs, and alcohol abuse. The Kokstad Athletics Club was founded in January last year and sports over 35 members who are young people between the ages of 13 and 19 years old.

The club’s founder and chairperson, Mabusela said every weekend and every holiday he trains young people to become professional runners in the future. He said running is one of the most exciting sports and needs to be promoted more in schools.

“Many young people use drugs and alcohol.

To end that, government needs to pump more money into supporting sport,” said Mabusela, who has participated in many marathons.

Last year, club member Phiwokuhle Notshusha ran 21 km at the South Coast Marathon in Port Shepstone and finished in third place.

Another runner, Vuyisani Notshutsha, won the Kokstad Link Pharmacy Marathon after he ran 8 km. Andile Mabusela, who ran 8 km at the Kokstad Link Pharmacy Marathon, came in third place while Sinovuyo Bila and Yonela Mqadi both ran 5 km.

“Runners get coaching skills and when they go to other places to run, the cub supports them with transport, food and accommodation. The club also assists them with running shoes and donates groceries to their homes when necessary,” said Mabusela.

Mabusela said he is working with local schools to encourage pupils to take up running.

He said runners are now training to participate in a marathon which is organised by Matatiele Local Municipality and Ced-Matat Athletics Club next month.

Nkosikhona Mhlakwana, from Boxer Athletics Club, came first at 32:20 followed by Maradona Ngcobo, from Hollywoodbets Athletics Club, at 32:25.

Speaking to the Fever, Mhlakwana said he will be running 42 km at the Cape Town Marathon, saying: “At the Cape Town Marathon, I want to do better than last time.”

Many people were inspired and cheered on in

support when Pamela Martin and Corlett Roestof finished at 1hr 20m.

Jennet Mbele, representing Umzimkhulu Athletics Club, said: “I started with a slow pace, however, after running 6 km, I increased my speed until I got to the finish line.

“On September 9, I won the Mthatha Link Pharmacy Marathon 10 km race in a time of 36:00.”

Mbele finished the 10 km race in a time of 36:39.

Alan Paton was the author of the acclaimed novel Cry, the Beloved Country. He died on April 12, 1988 in Durban.
