USUMZI Mhlawuli (27), popularly known as “Malala”, from Horseshoe Township, was a breadwinner, caring and had a sense of humour, said his sister Nomzingisi Mhlawuli when she spoke to the Fever six hours after his body was found lying in the Umzintlava River by a local fisherman on Monday morning.

When his body was found, community members allegedly burnt six houses in

Horseshoe which were not far from his home. They also closed a local grocery store where he worked, but the SAPS fired rubber bullets to disperse the crowds.

Streets in Horseshoe were also blocked with heavy rocks and burning tyres as residents demanded justice.

The grieving family said Mhlawuli had a five-year-old son and his money was spent on providing food for his seven siblings. He obtained his matric certificate in 2016, but because of lack of money, he didn’t further his studies.

SACP calls for more recognition SIPHELELE NKETO >>siphelele@media24.com THE South African Communist Party (SACP) has vowed to vote for the African National Congress (ANC) during next year’s general elections, however, the party has yet to decide about the 2021 local government elections, depending on whether the ANC recognises its support or not.

The SACP KwaZulu-Natal provincial chairperson, James Nxumalo, confirmed that the party will not contest the elections independently at next year’s elections, instead it will campaign for the ANC to win the elections.

He said the elections are too soon for the party to contest independently.

The relationship between the ANC and the SACP dwindled before the 2016 local government elections and as a result, some SACP branches wanted to contest the elections alone but they were stopped by the national leadership.

At the official launch of the Thembisile Hani District branch at Shayamoya Sport Field in Kokstad recently, speakers attacked the ANC for excluding the SACP when making decisions.

“We put the ANC in power, but when it is time to make decisions we [SACP] are excluded. Some ANC leaders are killing the party by making mistakes and giving opposition parties power to take control,” said Nxumalo at the event, adding that ANC members are killing the party by fighting for positions.

“At the 2021 local government elections, the SACP will take a decision to contest elections independently and the decision will be based on how the ANC treats the SACP,” he said. He called for members of the SACP to continue building branches for the benefit of the party.

Thembisile Hani District secretary Ntlahla Zungu said members of the SACP must work hard to better the lives of poor people and follow in the footsteps of their leader, Chris Hani.

He said SACP members must fight corruption in municipalities and government departments, fight for better working conditions for employees, crime and the abuse of children and women.

He added: “We are tired of supporting the ANC when it is time for elections, when after the elections we are not recognised.”

ESIDENTS of Marikana informal settlement in Kokstad, who were given letters to remove their structures by the Greater Kokstad Municipality, have pleaded with the municipality to reverse the decision until they get proper places to live.

Some were given notices to remove their structures within 14 days, failing which, the municipality will take legal action.

A letter which was shown to Fever by one of the residents was dated October 9, 2018, and it informed residents about the illegal structures on municipal owned land.

The letter further warned residents who refused to comply with the instruction that legal action would be taken against them and their structures will be demolished.

Local resident Khuselwa Majova has been staying in the area since last year.

She said she started by erecting a oneroom shack and then built a three-room structure.

She is now staying with her child.

“I received a notice to remove my structure within 14 days and I am worried because there is no other place that I can lay my head,” she said.

Another resident, Siziwe Nyangini, said she also received a notice to remove her structure.

“I built a mud structure because it is not safe to stay in a shack,” she said.

Residents said they were looking forward to the municipality connecting electricity in their area instead of serving them notices to

remove structures. They said they built mud structures because shacks can catch fire.

“When President Cyril Ramaphosa and his deputy, David Mabuza, were in Kokstad recently, we hoped for better things in Kokstad but the municipality is threatening residents with the demolition of their structures, which is not right because these residents cannot afford to pay rent or build proper houses,” said Buyiswa Madanana, a community leader in the area.

She said most residents depend on social grants.

Greater Kokstad Municipal spokesperson Nthabeleng Matshoba confirmed that letters were issued to residents who built structures on the municipal owned land illegally and are in contravention of the National Building Act and Building Standards of 1977.

“The municipality has tried to prevent residents from building structures in the area.

Several meetings were held with illegal land occupants where a local councillor, municipal manager and officials told residents about plans for rental housing stock.

“This will be done through the proposed community residential development of 300 units and the Shayamoya Phase 3, which is estimated to be 700 units,” said Matshoba.

She also said that the majority of Marikana residents are property owners of RDP houses in Shayamoya and Horseshoe, and the municipality will continue with legal action against individuals who have been served with letters instructing them to demolish the illegal structures.

A CASE of culpable homicide is being investigated by Harding SAPS after two passengers died at the scene when a bus hit a cow and overturned on October 16. The bus was travelling on the N2 freeway near Harding, towards Port Shepstone.

KwaZulu-Natal SAPS spokesperson Captain Nqobile Gwala said the accident occurred at 11.30 pm and the injured passengers were transported to a nearby hospital for medical at-

tention.

“The circumstances surrounding the incident are being investigated,” said Gwala.

When the medical teams arrived at the scene, some of the passengers were still trapped in the bus. The names of the deceased have not yet been released, as the bodies have yet to be officially identified.

Prayers answered for destitute family FEVER REPORTER >>siphelele@media24.com AN UMZIMKHULU businessperson, Milton Mncwabe, said he has been praying for a poor family in Elliotdale outside Mthatha to get a proper house and necessary help from the government.

On Wednesday, the family of six, which includes the elderly Mabhontilana Blaai (79), was given a temporary house by Eastern Cape Premier Phumullo Masuale. The family was also given farming tools by the Department of Agriculture and Mncwabe donated blankets to the family. “I heard the painful story of the family on a radio programme on Umhlobo Wenene FM and I asked my contacts to assist them. I drove almost eight hours to help the family with a 2 500 litre water tank and groceries, and I left money for

the family to have something to eat.

That was in August,” said Mncwabe, adding that he has been praying for the family to get a proper house and his prayers have been answered.

“The family was given a temporary structure and many people have pledged to help,” he said. He owns a funeral parlour in Umzimkhulu and in 2015, he helped a paralysed Kokstad man with a wheelchair.

Mabhontilana Blaai was grateful to receive the keys to his new house. “I thank God for sending people like Mncwabe, now I have a proper place to sleep. I will use the gardening tools to produce veggies to feed the family. There will be no poverty in my home,” he said.

The government has promised to build a permanent structure before the end of the year.

Last Saturday, he handed out title deeds to over 100 beneficiaries at the Franklin Community Hall. He stated that the municipality will not hand over title deeds to unlawful recipients. He told recipients to involve lawyers when selling their houses to avoid being cheated.

“For people who have not yet collected their title deeds, their names will be advertised in local and national newspapers to request they collect their title deeds. If a person has died, we will advertise the name of the deceased for family members to go to a court of law and follow due process to get the title deed,” he said.

He said when phase one of the housing project was completed, 222 community members who had applied for RDP houses did not get their houses and the government will be building those houses in the coming years.

“There is land available for a phase two housing project. To complete the project, it is going to take time because we have to conduct land assessments,” he said.

He made it clear that government employees are not allowed to own these houses because RDP houses are for poor people. “Community members who earn above R3 600 a month are asked to pay municipal tariffs,” he said, adding that Horseshoe and other communities will be getting their title deeds soon.

Anna Makwaeba (70) from Franklin was pleased when she received her title deed and she said: “I am not going to sell the house for the benefit of my children and grandchildren. If I sell the house, who is going to give me another house for free?”

On October 3, President Cyril Ramaphosa was in Franklin to hand over title deeds.

THE government is doing its best to make sure that communities don’t live in shacks, so it is sad when communities sell their RDP houses and stay in shacks, said Greater Kokstad Municipality Mayor Bheki Mtolo.

RENTAL HOUSING TRIBUNAL The municipality took a council resolution on the establishment of the rental housing information office in compliance with section 14 of the Rental Housing Act No 50 of 1999.

Section 14(1) of Rental Housing Act no 50 of 1999 provides that a local authority may establish a Rental Housing Information Office, to advise the landlords and tenants in regard to their rights and obligations in relation to dwellings within the area of such local authority’s jurisdiction. I would like to remind the community that the municipality offers such services.

We are of the opinion that this initiative will allow citizens to be better informed in as far as their rights and obligations as tenants

and landlords respectively, are concerned.

Best wishes to the class of 2018 The Speaker of Matatiele Local Municipality Council, Cllr DR DCT Nomasomi Mshuqwana, is NAKIN on a drive visiting all high schools around Matatiele to MUNICIPAL encourage the class of 2018 MANAGER to do their best. The Alfred Nzo West District has set a target of a 75% pass rate or more this year.

Mshuqwana and the leadership of the municipality started this programme by planting trees at Tholang SSS on October 12.

“We are responding to the call made by the president of the country, for all of us to join hands and fix the ills witnessed in our country. The Thuma Mina campaign infiltrates into all aspects, and surely education, as a nation-building element, cannot be left out,” said Mshuqwana.

Offering best wishes to the class of 2018, the speaker said: “The municipality is proud that you have reached this important milestone in your life, now it is in your hands to pave your bright future.”

Mshuqwana further called on families, communities and the municipality at large to stand by the matrics and offer all the necessary support needed to excel in these examinations.

Matatiele LM Executive Committee members and the Community Services Department Standing Committee have also been set to claim back the Matatiele status of being the greenest town in the country. As part of the #GreeningMatat programme, the leadership addressed pupils from Ward one and two on the

importance of planting trees. After the engagement, the leadership paved the way by planting trees in schools around Maluti.

Ced-Matat Athletics Club hosted a successful Heritage Race with the Matatiele Local Municipality in partnership with Ced/Matat Athletics Club. The Department of Sports, Recreation, Arts & Culture applauds the winners and supporters of the Ced-Matat Heritage Race. This year, the race took place on October 14, from Swartberg Junction to Cedarville.

The winners of the main 21,1 km race were Jobo Khathoane (Lesotho) in the men’s category and Mamoroallo Tjoka (Lesotho) in the women’s category.

Khathoane broke last year’s record by finishing in 1:02,29. The sixth annual Ced-Matat Heritage Race exceeded all expectations in terms of participant numbers and facilities available to athletes and observers.

Commenting on the event, the mayor of Matatiele LM, Cllr Momelezi Mbedla, said: “Our cheers go to all winners and participants of this year’s race. As exciting as it is to win in a sporting event of this nature, the best experience is to participate.”

The mayor also appreciated all visitors who made this pride of Matatiele athletic experience a success.

The Ced-Matat Annual Heritage Race started in 2013 to reinstate the 24 km race between Cedarville and Matatiele that used to take place in the early eighties and also promote athletics in all events, i.e. road running, cross country, track and field, etc. The rationale behind the race “is to build social cohesion, give free expression and creativity, both mentally and physically, to human beings, especially the youth, and to promote tourism in Matatiele through sport”, said Cllr Mbedla.

This year’s race saw athletes from Kenya, Lesotho, Gauteng, KZN, Maclear and Mthatha participating.

On October 19, we will be reviving the structure of all NGOs and CBOs so that they can elect their leadership.

BEREAVEMENT We have once again been struck by a dark cloud as we sadly lost one of our employees, Mr Anthony Riet-Muller. He joined our municipality in 2015 as a firefighter in our Disaster Unit. This young lad worked tirelessly to ensure that the lives of the ordinary citizens in Umzimkhulu were safe. Riet-Muller will forever be missed, and we were deeply saddened by his passing away. We would like to pass words of sincere condolences to the entire Riet-Muller family. May God give them strength to bear this great pain through Matthew 11: 28-30.

INDIGENT BENEFICIARIES Local government plays a role as part of the whole system of three spheres of governance in addressing poverty through directly providing free or subsidised services to poor households. Within local government is the concept of a social package, a set of services provided to the indigent. Our Indigent Policy dictates that once a combined income of all residents in a household is less than R3 400, that family qualifies to be profiled for indigence. Due to the level of unemployment and poverty within our communities, there are both households and citizens who are unable to pay their rates, hence they fall within the indigent bracket. On an annual basis, there have been more than 6 000 indigent beneficiaries in our municipality but in the 2017/2018 financial year the number has dropped significantly to 5 048 beneficiaries.

Faithway says farewell to matrics A

fter much anticipation and months of hard work, Faithway College held its annual matric farewell.

It was an evening out of Hollywood, with our “Oscar nominees” arriving for the occasion in style.

The pupils looked dashing, with dresses and suits that could have easily been worn on the red carpet.

Musa Zuma started the evening off as our MC and DJ. As always, he knew just how to make the crowd smile and set the mood for the evening.

Mrs Huxham, principal of Faithway College, addressed the pupils with an emotional speech going down memory lane, and wished them the best for their last couple of months of schooling and exams before embarking on their own journeys as adults.

Noluvo Ncgwabe, head prefect, also had a few words to share with her peers, followed by a performance by Kyle Allen and two of his poetry students.

After a brief prayer by Anele Dludla, deputy head prefect, it was finally time to dig in. Chef Shane Seegers from Premier Resort Sani Pass, prepared a scrumptious buffet that had everyone going for seconds.

Musa Zuma, assisted by Ayanda Hlongwane, announced the winners of the “Oscars” and after dessert it was time to let our hair down.

An evening like this wouldn’t be possible without teamwork and it was wonderful to see how our com-

munity, staff and the brilliant team at Premier Resort Sani Pass got together to make magic happen.

We would like to express our deepest appreciation to Luis de Jager, who got the ball rolling and made the venue possible for us, Sefton Cramer MD who accommodated Faithway with great prices, a breathtaking venue and brilliant service, Chef Seegers with his respected culinary skills, Ross van Dongen who worked with us in setting up the venue, and all the staff at Premier Resort Sani Pass.

The Premier team went beyond the call of duty and did everything possible to make the night special.

They were professional, friendly and accommodating in every single way.

A very special thank you to Conrad de Jager, also a member of the Sani Pass team, who offered his services by capturing the memories with his talented photographic skills, and Rob Greaves, who volunteered to assist with setting up backdrops for photos.

We would also like to thank all the friends, family, parents and staff at Faithway who assisted during this time. Ultimately the night would not have been possible without the hard work, late nights and continuous fundraising by Philile Mnikhati and Carla Ackerman.

HE speaker of the Matatiele Local Municipality, Nomasomi Mshuqwana, has encouraged matric pupils to put more effort into preparing for their final exams in order to make their parents proud.

Last week, she visited local schools and called for pupils to study hard for the Department of Education Alfred Nzo West District to reach above the target of a 75% matric pass rate.

Mshuqwana planted trees at Tholang Senior Secondary School as part of the Greening Matatiele Campaign and offered best wishes to all the pupils who will be writing ex-

ams.

She was supported by local councillors and Department of Education officials.

“We are responding to the call made by the president of the country, Cyril Ramaphosa, for all leaders to join hands and fix problems witnessed in our country.

“Matrics need to work hard to brighten their future and make their parents proud,” she said, calling on families and communities to support matrics and offer all the necessary help needed for them to excel in the examinations.

Pupils from Mount Hargreaves High School have promised to do their best in order to pass. In 2017, the district matric pass rate achieved was 67,3%.

“I felt nervous because it was the first time I had participated, however, I got strength through the support of my sisters and mother,” said Akhona.

“Taking a step forward is scary but there is a reward at the end. Remember, a win is a blessing and a loss is a lesson to be learnt,” she said.

HE Alfred Nzo District Municipality netball team was overjoyed when they won five games at the Southern African Inter Municipal Sport Association (SAIMSA) games in Swaziland on September 22.

The team’s coach, Phezile Gamede, said games were played by 60 teams from countries in the southern African region. He said 23 teams from South Africa participated in the games.

“After winning the first games, the team was promoted to the quarter-finals and lost in the semi-finals to the eThekwini Metro netball team.

In the 21 km men’s results: Lesotho runner Jobo Khatoane came first in a time of 1:02,21, and was followed by another Lesotho runner, Lebenga Nkoka, in a time 1:04,30. Zimbabwean runner Pazanga Samuel finished in third place in a time of 1:04,43.

In the women’s category, Lesotho runner Tjoka Mamorallo came first in a time of 1:19,15, followed by Loveness Madziva from Zimbabwe in a time of 1:19,27. Mokulubete Makatisi from Lesotho came in third place at 1:19,41. In 2016, the race was won by Khatoane in a time of 1:07 and last year it was won by David Manja from Lesotho in a time of 1:06. Khatoane won the top prize on Sunday of R15 000, Nkoka took the second prize of R8 000 and Samuel won the third prize of R4 000. In the women’s race, Mamorallo won the top prize of R15 000, Madziva won R 8 000 and

Makatisi won R4 000. The race was initiated in 2013 to build social cohesion, champion youth development and fight crime. It is supported by the Matatiele Local Municipality, the Department of Sports, Recreation, Arts and Culture and the Ced-Matat Athletics Club. “Our cheers go to all winners and participants in this year’s race. I also appreciate all the visitors who came to make this pride of Matatiele athletics a success.

“The Heritage Race started in 2013 to re-instate the 24 km race between Cedarville and Matatiele that took place in the early eighties,” said Matatiele Mayor Momelezi Mbedla.

He said the rationale behind the race is to build social cohesion, give free expression and creativity, both mentally and physically, to human beings especially the youth, and to promote tourism in Matatiele through sport. Thabiso Mohoto, the chairperson of Ced-Matat Athletics Club, called for local runners to pull up their socks to win the race next year.

Mohoto thanked local sponsors for supporting the event. This year’s race was attended by runners from Kenya, Lesotho, Gauteng, KwaZuluNatal, Maclear and Mthatha.
