Director, Finance and Accounts

Commercial Services Manager (CSM) If you are interested in this position then a background in Accounting and/or Marketing would be an asset. The CSM manages all the Council’s income-generating activities, services and facilities to ensure profitability and product quality while serving the social good. This requires good planning, financial forecasting and people management skills. The parish’s markets, abattoirs, transportation centres and cemeteries are all managed by the Commercial Services Manager.

Parish Disaster Coordinator (PDC) Thinking about majoring in Geography or Urban Planning? Then maybe the post of parish disaster coordinator would interest you. The parish disaster coordinator is responsible for monitoring disaster management systems including shelters, relief supplies, shelter managers and community resilience to ensure that the parish is in a state of readiness in the event of a disaster. The PDC works very closely with ODPEM’s regional disaster coordinator as well as private and voluntary relief organizations.

The Director of Finance & Accounts manages and oversees the Council’s financial assets. This officer ensures that the spending, allocation and intake of Council monies is done in a transparent manner. He/she also keenly monitors the Parish Council’s procurement activities and takes steps to collect all monies owing to the Council. The Director of Finance administers staff financial welfare schemes such as transportation and uniform allowance and staff loans. A first degree in Management Studies with a major in Accounting is the minimum qualification for the post.

Inspector of Poor (IP) The Inspector of Poor is responsible for all parish council activities having to do with social welfare programs including oversight of the Clarendon Infirmary. The IP would have dedicated years of service to the Council’s Poor Relief department as a poor relief officer. One qualifies for a poor relief officer post by having a minimum of four CXC passes and successfully writing the Board of Supervision (for the relief of Poor) examination in courses such as Policy & Laws for Social Assistance & Care and Introduction to Social Psychology and Sociology along with other relevant disciplines.

Matron

The Matron is the head of the Clarendon Infirmary, the parish’s government-ran residential care facility for poor and destitute persons. The matron is responsible for ensuring the comfort, physical and psychological welfare of residents. She is a registered nurse (RN) with at least 2-3 years nursing experience and would have successfully completed a Board of Supervision exam in poor relief administration. Together with this training the matron’s job is one that requires a great deal of compassion for the poor and the aptitude to work with the socially deprived.

The Secretary/Manager The Secretary/Manager is the administrative head of the organisation. He/she has a very important role to play in ensuring that the Parish Council runs efficiently. He supervises the work of all Heads of Department including the Senior Planner, the Directors of Administration and Accounts, the Superintendent of Roads and Works and the Inspector of the Poor and has to give account of the parish council’s operations to the Council (body of Councillors) as well as oversight bodies like the Public Accounts Committee, the Ministry of Local Government and Community Development and the Parish Council Services Commission. It requires sound knowledge of Council laws, excellent leadership, analytic, diplomatic and negotiating skills to successfully undertake the duties of Secretary/Manager. The Secretary/Manager is a chief public administrator who is trained at the Masters Degree level in Business Administration.

Then the post of Director of Planning and Development may just be the opportunity you seek since he/she coordinates all the efforts involved in ensuring that land development in the parish is done in a sustainable manner. The Director of Planning considers technical factors such as environmental impact, privacy, ventilation and circulation when deciding whether or not to approve building plans. The Director of Planning normally holds at least a BSc. degree in Urban & Regional Planning and works very closely with the Superintendent of Roads & Works.

Superintendent, Roads & Works

The Superintendent, Roads & Works is the Council’s Chief Technical Adviser on all matters related to parochial road infrastructure, Council properties and other physical assets. He plays a leading role in overseeing and regulating infrastructural development in the parish. Building officers, under his supervision, carries out building inspections, serves stop notices and enforces all building development laws. His recommendations are critical in preventing ad-hoc expansion of the building stock and road infrastructure. If you are interested in the Supt.’s job then you must also have an interest in Construction Management or Civil Engineering.
