6. Spill Response

The management of spills will differ depending on the quantity, type of material and location of the spill. A general ESRP has been prepared for the main works (refer to Appendix B of this ITA EMP). The ESRP includes provision that in the event of all spills over 20 litres, or any spill of Environmentally Hazardous Substances, which has entered the stormwater system, a water-body or has contacted unsealed ground, the spill shall be reported immediately to the AC 24 Hour Pollution Hotline (09-377-3107).

As described in Section 5.1, spill kits for CSA 4 are to be located at the tunnel spoil building (central CS4 area), the water treatment chemical storage area, A Component plant and the workshops. The spill kits for CSA 5 are to be located at the soil mixing and bentonite plant bunded area, the water treatment chemical storage area and the workshop. Signage relating to spill response procedures will be located at each vehicle entrance to each CSA during each stage of work.

Each spill kit has a register of contents and an inspection sheet. Each spill kit is inspected monthly to ensure all contents are present and there is no rubbish in the kits. The inspection sheet shall be signed during each inspection.

Specific spill response procedures for the bentonite plant at CSA 5 are detailed in the Bentonite Plant Spill Response Plan (refer to Appendix C of this ITA EMP).

In addition, a specific spill response plan for jet grout activities will be prepared. As the location of the use of jet grout may vary during the project (rather than being fixed in a single location like the bentonite plant), this will need to be prepared for each proposed location to ensure the controls are relevant.
