Roles and responsibilities
Certification of this C DWP is required from the Council (Team Leader Central Monitoring) and must be received prior to the commencement of earthworks. The certified C DWP shall be readily available on site at all times. The provisions of the C DWP shall be outlined to all parties undertaking works during the Mt Eden Enabling Works during the site inductions (refer Section 6.2). Each person involved in the works has equal responsibility to avoid, remedy or mitigate adverse environmental and human health effects. The Construction Manager for the Mt Eden Enabling Works is responsible for the implementation of the CEMP and associated management plans/DWPs (including this C DWP). An Environmental and Sustainability Manager (ESM) and CLS are to be appointed to support the Construction Manager. The ESM and CLS are to be involved in the lead up to and during works. The key responsibilities of the ESM and CLS with respect to this C DWP are summaries in Table 4-1 below. Table 4-1: Key roles and responsibilities associated with this Contamination DWP

• Ensure the CEMP and associated management plans/DWPs (including this C DWP) are implemented and maintained; • Inspections auditing and checking of environmental management practices and procedures; • On site compliance with consent conditions, management plans/DWPs, other requirements and tracking compliance information; • Attendance at compliance meetings with Auckland Council Compliance and Monitoring Officers; • Coordinate review and update of CEMP and associated management plans/DWPs as required; • Facilitate and oversee environmental monitoring and reporting; • Update and maintain the environmental portion of the Project Risk Register; • Facilitate the training of all staff and subcontractors on environmental and sustainability requirements; • Reporting on environmental and sustainability key performance indicators; and • Undertaking environmental incident investigations.
CLS
• Supervise the management of ground and water contamination and verify the implementation of the procedures and the contingency measures outlined in this C DWP (refer Section 7) and the relevant consent and designation conditions; • Complete regular inspections which shall be documented, and the relevant records retained and provided to Council (Team Leader Central Monitoring) as required; • Provide advice in regard to potentially contaminated materials as required during works; • For any required soil testing, provide guidance of the analytical testing required and provision for completing the testing. Work may be delegated to a more junior CLS, as appropriate; and • Prepare the SVR at completion of disturbance works.
