Topic Air Quality Delivery Work Plan (AQDWP) – Andrew Curtis Plan focuses on the measure of odorous material and dust. Proactive measures will be used to avoid spreading dust. Water will also be controlled to avoid creating sediment. If odorous material is found, immediate action will take place to avoid dispersal.

24/7 solar powered monitoring devices will be set up and will be recorded in real time which can be made available online to the public. The devices will have set low triggers alerting staff if oddities peak and will be handled before it is noticeable to the public. Any weekend incidences will be handled as it happens and will not be left until the Monday. Members of the public can also call the 0800 number for more details.

Two dust monitors will be used. Once at the Albert and Customs Sts and one will move along Albert Street with the works. The work in Wellington shows that dust issues are more likely to occur on the surface areas of the construction area. Each monitor will be installed two metres high.

On a normal day, we would expect to see anywhere between 20 - 60 micro grams of dust per cubic metre. Natural causes may affect the results such as when pine releases pollen which could peak at 80 micro grams per cubic metre. Monitoring devices will be set up before construction to find the average.

The prime source of dust will be from vehicles however, measures will be in place such as having separate trench vehicles and road vehicles.

Monitors will show discrepancies before members of the public will know.

Minutes or Action Points Discussions about wind spreading dust and odour. Wind will not be a major problems. This procedure has been tried and tested in Wellington around schools for 2-3 years and the methodology works.

Discussion about response time of workers during stressful times – for example, having a deadline to keep to and working through the night. Confirmation that Auckland Council are our external auditors both AT and contractors have legal obligations to finish work at certain times.

All members of the public are advised to call the 0800 if any issues with noise or dust occurs.

Odorous material may be found in the reclaimed land area. If there are any unknown smells or substances, workers will be trained to handle it immediately.

CLG concerns with levels of residue on buildings. DWPs have been created to make sure AT and contractors have methodologies to avoid these problems. Contractors already have a lot of understanding about what will be found as a result of all the tests.

CLG concerns with levels of dust and accountability of AT and contractors. Dust monitor results will be recorded and AT will be responsible for issues created by the CRL works.

If buildings are affected by the dust, AT will mitigate separately with regard to remediation.

Contamination – Emma Trembath Four investigations have been carried out and suggest no contaminated material is expected, yet measures have been put in place just in case. Nickel and zinc have been found, but they are within the permitted measures.

It is important we are sustainable and contribute to rehabilitation so if any contaminated soil is found and cannot be reused, it will be disposed of off-site (likely to be Three Kings Quarry). If anything is highly contaminated, this will be quickly relocated to Redvale Landfill.

Awareness training will be carried out as workers need to know what to look out for. Process: stop work, document contamination and manage the situation in isolation by quickly moving soil in sealed trucks.

Discussion around the meaning of ISCA. The CRL project has adopted the Infrastructure Sustainability Council of Australia’s (ISCA) Infrastructure Sustainability (IS) rating framework. The framework is a comprehensive rating and certification tool for evaluating sustainability across the project's design, construction and operation. The CRL project aims to achieve an overall rating of “excellent” by satisfying the criteria within the 6 themes Management and governance, emission, pollution and waste, using resources, ecology, people and place, and innovation. A summary of dust monitoring data can be made public via the project communications team at their discretion at intervals deemed appropriate (for instance, a monthly summary).

No change is proposed to the AQ DWP

Will the project provide the calculated dust risk index to the public?

The dust risk index calculation is intended as a tool to inform construction staff of the risk of dust emissions if appropriate mitigation measure are not put in place. It does not reflect the risk of discharge of dust from the site. It is conceivable that providing the dust risk figure to the public, who are by and large unfamiliar with the process for calculating the figure and its implications, may cause the public to take unnecessary action to protect themselves or result in undue stress and concern.

No change is proposed to the AQ DWP

Contract 2: Contamination Delivery Work Plan (CDWP) Will record keeping and the contamination report required by these sections be made available to the public

Section 7.2 of the C DWP will have the following text added: "The Validation Report / Works Summary Report will be submitted to AC for their records. Once within the AC records system, the public will be able to access this report as part of a property file request."
