Mayor’s Message Dan Reese

We began July with a great Independence Day celebration and we had a wonderful time! The weather was kind to us. Sadly, as the day unfolded, we learned of the tragedy that occurred in the Kerrville area. As a reminder, if you want to support the disaster efforts, one way is the official fund set up through the local Community Foundation of the Texas Hill County. Checks can be made out to “Kerr County Relief Fund” and mailed to 241 Earl Garrett Street, Kerrville, TX 78028. The website: https:// cftexashillcountry.fcsuite.com. Our thoughts and prayers go out to those affected by this disaster.

November Elections. The City of Windcrest will hold elections for three positions this November. The Mayor, Council Place 4 (currently held by Marcus Yax), and Council Place 5 (currently held by Adam Astleford). It’s still early, but there are important dates you need to keep in mind, and here they are:

• First day to file for a place was on July 19th

• Last day to file for a place: August 18th

• Last day to register to vote: October 6th

• Last day to apply for a ballot by mail: October 24th (received, NOT Postmarked)

• Early voting: October 20th through October 31st (times vary)

• Election Day: Tuesday, November 4th

Early voting and Election Day voting will take place at Takas Park Civic Center.

FY 2025/2026 Budget. The City Council scheduled budget workshops on July 16th, 17th and 18th. These meetings were working sessions and, as always, open to the public. I expect we will hold our public hearing on the budget and tax rate at our August 18th City Council meeting (tentative) and pass the 2025/2026 budget at our September 15th City Council meeting (tentative). As we have done in the past, we will put the budget on the agenda on every City Council meeting until it’s finalized so it can be discussed as needed.

Young Citizen to Be Heard. On May 5, 2025, a young 16-year-old named Jayden Perez stepped up to the podium during Citizens to Be Heard and expressed some very thoughtful ideas on how we might improve morale in our employees and citizens. Jayden also gave a good idea about how we might improve communication in our city. I know that Mayor Pro Tem Cindy Strzelecki made time after the meeting to meet with Jayden and mentor him. I’ve had the honor of knowing Jayden since he was born and just recently learned of his interest in government. Jayden participated in Texas Boys State this summer and ran for Senator. He was accepted as an intern in the local office for State Senator José Menéndez this summer before he goes back to school. He helped me during the July 4th festivities and I took him to lunch at the Northeast Partnership to meet other Mayors in the area. Jayden wondered why the voting age is 18, while our Charter restricts anyone under the age of 21 from serving on the Council or our commissions. Might be something we consider in the next Charter revision.

Code Enforcement & Compliance

For starters, the city and I would like to thank those of you who have been maintaining your properties, even during the hot days. YARDS! This is an area that needs attention. We have seen a rise in overgrown grass, shrubbery, and weeds throughout the city. After receiving a notice to cut or trim, if not completed, you could be issued a summons to appear in court. If you are planning on doing any property maintenance, take time to hydrate, wear protective clothing and take breaks under the shade. If you didn’t know, please be aware the city is not responsible for cutting all the shrubbery, grass, weeds, and tree branch growth in the alley behind your fence, that is the responsibility of the resident/property owner.

Please help your community by assisting those who could use your help. If it’s within your ability or means to do so, lend a helping hand!

The first day of the 2025/26 school year starts August 11. Remember to watch out for kids and obey the traffic laws as you enter school zones. Officers will not only be watching for speeders, but also drivers who may be texting. Please don’t allow yourself to become distracted by text or phone calls when driving. It only takes a second for a tragedy to happen.

Backpacks, Pencils, and Smoke Alarms: It’s August in Windcrest!

It’s that magical time of year again when parents are doing backflips in the school supply aisle and kids are faking fevers like they’re auditioning for an Emmy. That’s right, school is back! While you’re labeling lunchboxes and wondering how your child’s backpack weighs more than your gym PR, your friendly neighborhood fire department has a few fire safety tips:

Morning Mayhem Fire Drill Tip #1: If your morning routine looks like a NASCAR pit stop with toast flying, shoes missing, and the dog chewing on someone’s sock, now’s a great time to practice your home fire escape plan. If you can get everyone out by 7:30AM with matching shoes, you can get out of your house safely in under 2 minutes.

Back-to-School Fire Safety Tip #2: Before you plug in 14 things into one outlet to power your kid’s laptop, tablet, nightlight, lava lamp, and electric pencil sharpener, ask yourself, would Fire Chief Hernandez approve of this? Spoiler: I would not. Use a surge protector, not a spark distributor.

Bonus Tip from the Chief: If your student’s off to college, remind them that candles in dorms aren’t a vibe, they’re a violation. And a guaranteed way to meet the local fire department at 3AM. We’re nice, but it’s not a fun visit.

Stay safe, Windcrest, and if your kid says their homework got eaten by the smoke alarm, we’ll back them up. Just this once.

WHAT IS A KNOX HOME BOX?

A Knox Home Box is a highly secure container used for storing keys for home access. In case of an emergency, the Windcrest Fire Department can access the box with a master key. Only Windcrest Fire Department has the master key. The box features a Medco Lock and Key. The Medco locking system guards against unauthorized key duplication. Once the resident’s key is placed inside and locked, only the Windcrest Fire Department will have access to the key.

-Provides rapid access into the home without causing unnecessary damage to doors and windows from forced entry.

-Enhances the Windcrest Fire Department’s ability to protect the health and safety of our residents.

-Independent senior citizens and disabled residents receive necessary services more quickly during emergencies.

-If you ever accidentally lock yourself out of your home, the Windcrest Fire Department can let you back into your home, without causing any damage or an expensive locksmith bill.

What Is an Urban Fox?

Urban foxes have adapted to life in our concrete jungles, becoming skilled scavengers in city environments. You might wonder, why don’t they just move farther out? The answer is simple: foxes tend to stay within 7 miles of where they’re born. That area becomes their territory for hunting and breeding.

What Do Urban Foxes Eat?

Foxes are opportunistic eaters. They’ll scavenge from gardens, garbage bins, and dumpsters, but they also hunt rodents like mice, rats, and other small mammals.

Urban Fox Behavior

Wild foxes are generally skittish around humans, but urban foxes have become more accustomed to people. In some neighborhoods, residents even form bonds with foxes by feeding them.

Where Do They Live?

Urban foxes often dig dens inside yards, under decks, or near wooded areas. It’s common for them to have multiple dens and move between them, hiding in plain sight.

Are They Dangerous?

Foxes are wild animals, so concerns about safety are natural. However, attacks on pets are extremely rare. Urban foxes primarily feed on rodents and will usually avoid confrontation with cats or dogs.

GARDEN CLUB

Happy Summer Windcrest Garden Club members. Our next Garden Club cycle for 2025-2026 begins in the month of September. A reminder that one of our yearly traditions in September is the collection of school supplies for distribution in our neighborhood elementary and high schools. We are still working on the Windcrest Garden Club brochure for 20252026 where the date of the first general membership meeting will be posted. So, gather crayons, pens, markers, notebook paper, and all those materials needed to get children off to a good start in the classroom. As we look back over our year, I have included on this page some pictures from some of the events: Lunch and Love volunteers at Crossroads Church and one of our successful evening mixers at Giuseppe’s restaurant. The pictures clearly show that volunteers, teamwork, and camaraderie are vital ingredients for the success of the Garden Club. We hope to continue these efforts in the coming year. There will be new field trip venues, new guest speakers, make and take activities, evening wine mixers, and we will be adding to our schedule two more general membership meetings. We look forward to welcoming new members.

LIONS CLUB NEWS

Please help me welcome the new Lion’s Club president for 2025 – 2026, Lion John Hayward!

Lion John and his team of officers were installed effective June 24, 2025! ROAR! This is going to be another great Lion year! Lion John is very involved in the community and was just awarded the Lion of the Year for 2024 – 25. The Windcrest Lion’s Club is one of the largest and most active in the San Antonio area, I know Lion John will do a great job and will help us reach even higher heights.

I hope everyone enjoyed the Fourth of July parade we had in Windcrest! As I write this, the weather channel says we should have good weather! Here’s hoping you enjoyed the music, the food, and had lots of fun. The Lion’s Club not only walked in the parade, but we also had a booth at City Hall to talk to people interested in serving our community.

The Windcrest Lions are strong supporters of the Texas Lions Camp (TLC). We sponsored multiple local children this summer to attend the camp! We recently joined Lions from our District to serve a chili dog dinner to the amazing Down Syndrome and Burn Campers at the camp. Their smiles and spirit were the perfect reminder of why we do what we do! The Texas Lions Camp provides free camping experiences for kids with physical challenges or diabetes. The Camp is cost-free to the families, all expenses are paid by Lions Clubs in Texas and generous donations from people like you.

On 23 August 1775, the Proclamation of Rebellion was the response of George III to the Battle of Bunker. It declared elements of the American colonies in a state of "open and avowed rebellion" and encouraged subjects throughout the empire to report anyone carrying on "traitorous correspondence" with the rebels.

On 6 December 1775, the Continental Congress issued a response to the Proclamation saying that, while they had always been loyal to the King, Parliament never had legitimate claim to authority over them, because the colonies were not democratically represented. Congress argued it was their duty to continue resisting Parliament's violations of the British Constitution, and while they continued to hope to avoid the "calamities" of a civil war, they would retaliate if any supporters in Great Britain were punished for "favoring, aiding, or abetting the cause of American liberty."

The Proclamation weakened colonial attachment to the empire, and a movement towards independence became a reality, culminating in America's Declaration of Independence on 4 July 1776.

Animal Care & Control

Happy Warm August Windcrest Residents! Check out our list of dogs ready for adoption or come to the adoption events held at PetSmart or visit us at the Bark Park every Friday from 9AM to 11AM. We have adult dogs, puppies, medium to large dogs and occasionally a small, adorable dog that needs a soft lap to lay on. Take the time to view the board at City Hall or scroll through the Windcrest Website. If any one of them catches your eye, please give us a call. All our dogs are vetted and spayed/neutered before going to a new home.

Lastly, it’s HOT! Keep cool water available for your pets. Watch out for the wild animals that are looking for a water source. Consider a fence around your pool or a ramp for them to escape from a watery death.

Pet Adoption Event

The Windcrest Animal Control Department is hosting a pet adoption event. Help find a home for the pets at our shelter! All pets have been vaccinated, microchipped, and fixed. All adoption fees are currently being waved.

School Bus reminder

As students go back to school please be aware of school bus rules, respect the speed limits posted as children will be waiting at bus stops, crossing the roads, and walking to and from school. Please take extra caution.

According to Texas statute, a driver – traveling in either direction on a roadway – must stop when approaching a school bus that is stopped and operating a visual signal. The driver may not proceed until one of the following occurs: the school bus resumes motion; the operator is signaled by the bus driver to proceed; or the visual signal is no longer activated.

If a road is divided only by a left-turning lane, drivers on both sides of the roadway must stop for school buses with alternating red flashing lights activated. However, if the lanes are separated by an intervening space or physical barrier, only motorists traveling in the same direction as the bus are required to stop.
