Recreation, relaxation, education and conservation are interwoven into the City’s park spaces, skillfully managed by the Westerville Parks and Recreation Department. City leaders and parks and recreation professionals thoughtfully cultivated an ecosystem of outdoor spaces where residents and visitors can enjoy the natural environment their way. Today, 95% of Westerville homes are located within a half-mile of a City park.
Of course, community members’ enjoyment of Westerville’s outdoor spaces goes beyond recreation. Many spaces serve as vital educational resources, home to art installations and robust natural habitats teeming with life as native plant and animal species thrive under the community’s commitment to environmental stewardship.

How to Enjoy Great Outdoors Month in Westerville
In 1998, then-President Bill Clinton established “Great Outdoors Week” in June to recognize the value of America’s federal, state and local parks. Eventually, federal and state proclamations extended the celebration to the entire month.
The City is home to a range of playgrounds, each designed to complement its respective park. From climbers’ favorite Planet Westerville in Huber Village Park, 362 Huber Village Blvd., to the nature-inspired play spaces at Johnston-McVay Park, 480 S. Hempstead Rd., which also features a story trail in partnership with the Westerville Public Library, the community’s play-centered parks are the stage upon which youth explore and learn.
Many City parks are adorned with paved recreation loops to promote accessibility for those on foot and wheels. Johnston-McVay even offers hammocks that anyone can use to relax and rock under the trees.
Whether you want to rest under the City’s award-winning tree canopy, take the kids to burn off some energy or enjoy a recreation trail at your own pace, there’s a place for everyone to play in Westerville.

Principles for Park Preservation
Community members play a vital role in protecting our parks, nature preserves and neighboring metro parks. It is important to be conscious of the effects that human actions may have on plants, animals, physical structures, other people and the environment.
The following tips, based on the National Park Service’s “Leave No Trace” principles, provide insight on how to be a good steward of parks and recreational spaces.
Plan Ahead. Know the rules of the park and familiarize yourself with the area you will be visiting. Consider scheduling your trip to avoid times of high use.
Dispose of Waste Properly. This is often called the pack it in, pack it out principle. Be sure to utilize restroom facilities at all times, consider repackaging your food to minimize waste, and make sure all trash and food waste is properly disposed of in trash receptacles.

Leave What You Find. Keeping our park spaces as undisturbed as possible is crucial to their longevity. Many parks contain play structures and are meant for recreation. Others serve as nature preserves and care should be taken to keep them as natural as possible. Refrain from collecting rocks, plants and other natural objects during your visit. Do not release pets such as fish, hamsters or amphibians and reptiles in parks, as they can become invasive to the local wildlife population. The same principle applies to plants and plant materials. Do not plant or discard any plant material in park facilities.

Respect Wildlife. Always observe wildlife from a distance and never feed animals. Feeding wildlife can change their behaviors and eating habits, making them reliant on humans.
Be Considerate of Others. Respect other visitors. Let nature’s sounds prevail and avoid overly loud music, voices or other noises. Be sure to control your pets at all times and do not allow them to roam off leash. Remember that smoking in Westerville’s public parks is prohibited.
WFD Training Reduces Injury Risk While Saving Lives
Continuing education and hands-on training are critical in a profession that puts lives and property at risk. The men and women of the Westerville Division of Fire (WFD) relentlessly pursue innovation and training to ensure the safety of the community and one another.
Deputy Chief George Sorge has dedicated 32 years to the fire service; 5 in Westerville. He says WFD’s commitment to training reflects its dedication to the Westerville and Blendon Township communities and its mission of providing exemplary services.
“To effectively deliver exemplary services, our WFD firefighters are committed to training to enhance our operations in reducing injuries, loss of property, prevention and [personnel] education,” said Sorge.
Each month, WFD focuses on a specific training topic relating directly to their work. They began the year focusing on fire suppression equipment, procedures and how to save one of their own during an emergency. The monthlong training initiative concluded with a multi-company exercise inside a vacant home, provided by Otterbein University for the exercise.

The multi-company exercise equipped firefighters with practical experience of responding to a house fire and the first critical moments upon arrival. Additionally, crews performed life-saving measures on a fellow firefighter as they pretended to become unconscious during the training. Such simulations have helped WFD prepare for real-life emergencies and build a strong bond among crew members.
“The fire service is truly a brotherhood or sisterhood; similar to military and law enforcement,” said Sorge. “We watch each other’s backs to assist in preventing injury. Many times, additional firefighters and vehicles are on scene to provide a safety net.”

Protecting Our Health and the Environment
Hazardous waste collections
Household hazardous waste (HHW) collection events provide community members with a convenient way to remove potentially harmful materials from their homes and away from local recycling facilities and landfills. Residents are invited to dispose of HHW on Saturday, May 17, from 8 a.m. - 2 p.m. at the Westerville Public Service Complex, located at 350 Park Meadow Rd.
The biannual event is held each spring and fall, in partnership with the Solid Waste Authority of Central Ohio (SWACO) and helps reduce the environmental impact of everyday household items, while also preventing fires and the release of toxic gases.
“Improper disposal of household hazardous waste can lead to leaks that pollute our waterways or even explosions,” said Sustainability Coordinator David Celebrezze. “By utilizing the free drop-off event, residents can feel good about doing the right thing to help keep our environment clean.”

Sewer Inspection Preserves Infrastructure
Two years ago, a citywide sanitary sewer line and system inspection program started to rate and review the integrity of our underground infrastructure.
The Westerville Public Service Department is responsible for the regular monitoring, inspection and maintenance of 174 miles of sanitary sewer lines and more than 4,000 manholes. Contracting with RedZone Robotics and their technology solutions, Westerville now has a baseline snapshot of the entire public sanitary sewer system to ensure the proper functioning of the this critical infrastructure.
“The contractor noted that the overall system was in good shape,” said Westerville Utilities Maintenance Supervisor R Johnson. “Given the scope of the project, we won’t need to conduct another inspection on this level for another 10 years or so. We’re very pleased with the results and have a solid plan for future monitoring, inspection and maintenance.”

Sustainable Westerville cultivates more than gardens
Spending time in the sunshine and fresh air is undoubtedly one of the best parts of warmer weather. For some, there is nothing as exciting and rejuvenating as getting their hands dirty in the sunwarmed soil of the garden. Watching the flower seeds sprout and the tomato plants yield their first fruits is the ultimate reward. One local group is taking that joy of gardening and pairing it with educational opportunities for the community.
Founded in 2020, Sustainable Westerville is a non-profit organization dedicated to social, economic and environmental sustainability. In 2022, Sustainable Westerville reserved a garden plot at Cherrington Park with the intention of growing food to donate to local food pantries. However, there were logistical issues with storing fresh food until it could be donated. Often food would go bad before it could be donated or group members would need to clear their personal refrigerators to store items. These concerns inspired Sustainable Westerville to find a new direction for their community garden plot-education.
The 20-by-30-foot plot of land has transformed into an educational garden, encouraging visitors to connect with nature and learn through handson experience. Sustainable Westerville hopes to inspire visitors to develop a deeper understanding of sustainable agriculture and learn exactly how our food is produced. The organization is currently focused on educating groups about the benefits of no-till gardening, the conservation of native soils, resilient perennial crops and the elimination of pesticides and herbicides from growing practices.
Luanne Hendricks, a founding member of Sustainable Westerville, leads a small group of volunteers to maintain the garden with the hope of inspiring the next generation of environmentally conscious residents. The beginning of the COVID-19 pandemic spurred a significant uptick in the number of home gardeners when people were looking for ways to occupy their time, but those practices didn’t necessarily stick around.

“Home gardens used to be commonplace; the norm,” said Hendricks. “I can’t pinpoint exactly when it happened, but people have lost the knowledge of growing their own food.”
One way Sustainable Westerville hopes to change that is by working with young students.
“I think it’s fun for kids especially to see where and how something actually grows and where their food comes from. It doesn't just magically appear in the supermarket. Someone grew it,” said Hendricks. “Where else do they get that experience?”

During each student visit, Sustainable Westerville volunteers talk about all facets of gardening–from pollinators and birds and their food sources to how to harvest fruits, vegetables and seeds. Student visitors have planted garlic, collected seeds from marigolds and harvested sweet potatoes, turnips and radishes.
Hendricks recognizes that the idea of starting your own garden might be a little intimidating and has some tips for getting back to the “roots” of home gardening–something that is fun and rewarding for all ages and members of the household. Hendricks shared the following recommendations for those who want to start home gardens:
Start small. Grow a few things you really want to try. A large amount of space is not needed for good yields. Start with a few things and gauge your space. Don’t overplant or crowd your garden beds.
Use a raised bed. Ohio has heavy, silt loam soil. A raised bed improves drainage and greatly improves chances of success. This also reduces compaction caused by stepping on garden beds and the need to till gardens yearly, which is detrimental to soil health. Raised beds should be at least 8 inches in depth.
The right soil is important. Purchase a soil mix specifically designed for raised beds from a reputable soil supplier or use a 1:1 or 2:1 ratio of native soil and good quality compost.
Choose resilient plants. Choose perennial plants that are mostly drought tolerant and will return year after year. Consider varieties that are disease resistant and hardy. Exotic varieties are not the best to start with.
Hendricks has one last tip: put down the electronics and get outside and learn about nature and the world around you.

Finds Interim Location
Uptown focus remains central to market's mission
Over the past seven years, Uptown Westerville, Inc. (UWI) has hosted the Saturday Farmer’s Market, a vibrant gathering place, supporting local farmers and bringing fresh, local food to tables across the community. The market has become a destination for residents and visitors alike, contributing to the ever-growing popularity of the Uptown district.
In 2025, the City is embarking on two significant construction projects–the expansion and renovation of Westerville City Hall and the next phase of the Uptown fire suppression project. Both of these projects will ensure that Uptown remains authentic, alive and safe and the heart of the Westerville community, but will also result in a temporary location change for the Saturday Farmers Market.

One-Stop Westerville
Quick service will be just a call away through new centralized initiative
To improve service quality and enhance customer experiences, the City will provide community members with streamlined customer service support by the end of the year. A centralized customer service phone number will enable residents, visitors and members of the business community to contact a team of representatives ready to answer all City-related questions, or direct callers to individuals who can provide more information or complete transactions. The Customer Service team will also provide support via email and live chat during regular business hours.
The Centralized Customer Service initiative was created in response to feedback from the 2023 Resident Survey, in which 84% of residents stated that they were in favor of convenient, centralized services and a smaller government footprint Uptown.
The innovative initiative is part of the City Hall Improvement Project, which aligns with City Council’s strategic priorities and City Manager Monica Dupee’s vision. The project will result in improved services that support community connection and engagement while maintaining an authentic and alive Uptown.
When City Hall reopens, residents will have access to a fully centralized customer service experience where all encounters with the City can happen in one space. In the meantime, residents will have access to efficient calls, emails and livechat services by the end of the year.

New seasonal and year-round volunteer opportunities will soon be available through the Westerville Parks and Recreation Department. The updated portal will be available later this year, and will serve as a “one-stop shop” for completing all steps related to submitting a candidacy for a volunteer role, including a background check.

IT firm focuses on local talent
Last December, information technology and consulting firm CGI announced an agreement to merge operations with Daugherty Business Solutions, an artificial intelligence (AI), data analytics and finance technologies service firm based in St. Louis.
A national firm with operations in Atlanta, Chicago, Dallas, Minneapolis, New York, St. Louis, the merger further strengthens CGI’s presence in Westerville, especially as the data infrastructure continues to expand in central Ohio.
“The merger bolsters CGI's operations in Westerville by enhancing our IT and professional services capabilities, expanding our client base, deepening existing client relationships and further developing our talent pool,” said Stephen Bosic, CGI Director of Marketing and Communication. “Economically, this acquisition positively impacts Westerville by expanding CGI’s footprint in the area. With more than 74,000 visits in 2024, it’s safe to say trips to Highlands Park Aquatic Center (HPAC) are the highlight of the summer for many individuals and families in the community and throughout the region.

Follow the Rules
Household passholders assume responsibility for the behavior of their children and guests, and must ensure that all parties admitted under the household pass follow the facility rules. Passholders who have guests or older children or teens who frequent HPAC without adult supervision should consider reviewing facility rules with them before each visit to make sure everyone has a safe and enjoyable time. Failure to follow the rules may result in removal from the park.
Remain Watchful of Small Children
A responsible adult must always accompany children ages six and under in the water. Consider introducing children to lifeguards so they know where to go should you become separated. Water wings are not permitted in the facility, but patrons are welcome to wear U.S. Coast Guard-approved life jackets. Other floatation devices and/or toys are allowed at the manager's discretion on duty.

HPAC is one of the most popular Westerville destinations during hot summer days. Assume that great minds will think alike and add some extra time to your planned arrival time to ensure a smooth entry into the park.

Celebrate Bike Month this May
With 51 miles of paved recreation trails weaving through City limits, every month is Bike Month in Westerville. The rest of the country catches up in May; officially designated National Bike Month and Bicycle Safety Month.
Established in 1956, the month of recognition encourages communities to focus on the many benefits of cycling.
The League of American Bicyclists has recognized Westerville as a bronze-level Bike Safe Community since 2012, as the extensive trail system boasts captivating scenery and ample amenities.
With big attractions like Mount Carmel St. Ann’s 4th Fridays back in full swing, Uptown is in high demand during spring and summer. Consider taking the scenic route by cycling to your favorite events, shops and restaurants. The City is also located along the middle section of the Ohio to Erie Trail, a 270-plus-mile paved trail connecting cyclists from Cincinnati to Cleveland. Hanby Park, located at 115 E. Park St., conveniently features bike racks and an air pump for cyclists to rest and service tires near the midway point of the trail.

Bike Lanes/Sharrows: Cyclists in bike lanes must follow the same laws as motorists. Remember to signal your intentions and keep up with traffic. On roads without designated bike lanes or sharrows, cyclists should ride as far to the right as safely possible while watching for parked vehicles, car doors and other hazards.
Recreational Trails: Cyclists must follow all signage and yield to cross traffic at intersections. Riders should also stay on the ride side of the trail unless passing on the left. As a courtesy, cyclists should also consider giving verbal warnings to others when passing.

Central Ohio Community Bands Festival
Whether it's a Sunday evening concert in the park or a holiday themed brass band playing patriotic tunes, community bands are the musical heartbeat of our neighborhoods, communities and cities. These ensembles create a lively atmosphere through the joy of music, connecting people of all ages. More than playing music, community bands foster lasting friendships, inspire creativity and offer a space where everyone can join in the rhythm of togetherness.
Westerville Community Bands (WCB) has been bringing music to the City for 36 years. While the greatest sense of accomplishment comes from performance, the WCB organization plays an important role in promoting the arts in the Westerville community and beyond–providing a home for music outreach and awarding scholarships to high school seniors.
This year, WCB will organize a biennial Central Ohio Community Bands festival at Alum Creek Park North amphitheater featuring nine bands from the central Ohio region. The festival will feature a wide variety of musical genres from patriotic to classical to pop.
“This is the first time we have been able to do this since COVID,” said Larry Klabunde, WCB Music Director and Conductor. “We have some really great additions to the festival this year including the 338th U.S. Army Band, performing for the first time in Westerville, and a new band to Westerville, the Scioto Valley Brass and Percussion Company.”

According to Klabunde, Westerville is uniquely positioned to offer a festival like this. He noted that many communities have vibrant and successful bands who are looking forward to performing for a wider audience. This festival offers a unique opportunity for these bands to come together in a beautiful venue and make music.
“The amphitheater at Alum Creek Park North is really the perfect location for this festival,” said WCB Board Chair Don Nathan. “There is a beautiful performance space, a playground for the kids, ample parking close by and a community that enthusiastically supports the arts.”
Nathan wants to continue to broaden the scope and reach of WCB in central Ohio through the festival.
“This festival really speaks to our mission and core values–music for life,” said Nathan. “We are now taking that mission to all of central Ohio.”

Refreshed Webpages Improve User Experience
The Westerville Parks and Recreation online registration and reservation process has undergone a refresh. The webpage, www.Parks.Westerville.org/Registration, will feature a more streamlined presentation as well as a welcoming interface and improved user experience, especially on mobile devices.
The updated landing page provides users with direct paths to various destinations throughout the Parks and Recreation section of the City’s website resulting in a more efficient navigation process and a cleaner user experience for new account creation and onboarding.

“A State of Readiness” in Westerville State of the City address focuses on future-ready community
Westerville City Manager Monica Dupee set the intentions for 2025 that will help the City meet its priorities. The core message at the 2025 State of the City last March focused on a state of readiness; a commitment to adapt to ever-changing factors impacting Westerville and the Central Ohio region.
“The growth of the region directly affects how and when and at what pace we grow here in our own community. And for that, we must be ready,” said Dupee. “Where the people–and the skilled workforce we need–are going to set roots and raise their families is at the heart of that readiness.”
Dupee also talked about the City’s work in job growth, housing, sustainable development, responsible financial stewardship and the City’s commitment to creating a one-stop-shop experience for community members by centralizing customer service.
Asst. City Manager Jason Bechtold announced the recipients of the Volunteer of the Year award, Marty Freado, and the Organization of the Year award, Friends of the Westerville Library. Lastly, City Council Chairman Michael Heyeck ended the evening with the presentation of the Champion award, the City's highest honor, to former City Council Member Craig P. Treneff. Craig P. Treneff
The Westerville Champion award was established more than a decade ago to acknowledge volunteers and servant leaders who have made significant contributions to Westerville. These individuals selflessly prioritize the community and humbly lead by donating their time and talent.
Craig P. Treneff was named the 2025 Westerville Champion due to his outstanding service and dedication to the community. Treneff's civic engagement with the City began in 1990 as a member of the Board of Zoning Appeals, and later the Planning Commission in 1995. In 2004, he was appointed to City Council where he served as Vice Chair, Chair and Mayor.
During his remarkable 32 years of service, Treneff provided exceptional leadership in planning, zoning and development, which will have a lasting impact on the City. For instance, Treneff's vision and meticulous attention to detail were instrumental in the South State Street Study, Overlay and Streetscape Plan, which laid the groundwork for revitalization of the area. Furthermore, during the pandemic, Treneff's development of a "Billing Holiday" to assist residents facing economic hardship resulted in $5.5 million in benefits for the following billing cycle and an outpouring of community support.
In addition to his work in Westerville, Treneff served as Westerville's representative on the COTA Board of Trustees and was later appointed by the Franklin County Commissioners. He served for over a decade, including a term as Chair of the Board. His visionary leadership was instrumental in bringing COTA's LinkUs project to fruition, which will provide a dependable and sustainable mass transportation system for central Ohio and the Westerville community.
Treneff's legacy is an embodiment of staunch professionalism and servant leadership, which will inspire future leaders for years to come.

Marty Freado
Marty Freado, the 2024 Volunteer of the Year, has shown an outstanding dedication to volunteerism and community support. She actively contributes to numerous local organizations, including the Westerville Garden Club, Sustainable Westerville, Friends of Alum Creek and Tributaries, Westerville Parks and Recreation and Otterbein University.
Marty's volunteer work centers around a deep commitment to the environment. Her efforts have positively impacted the community by promoting plant biodiversity, protecting native species and preserving pollinator habitats. The fruit of Marty’s labor is visible throughout the City through an abundance of wild flowers, native plants and wooded areas that support environmental sustainability.
Through countless hours of advocacy, Marty has organized hundreds of people for invasive plant removal projects and mentored youth environmental groups. Her work has inspired others to care for neighborhood spaces, creating a positive ripple effect throughout the community. Marty's volunteer hours are too numerous to count, which is a testament to her extraordinary dedication.

Friends of the Westerville Public Library
The City awarded the Organization of the Year award to Friends of the Westerville Public Library in honor of the organization’s longstanding contributions to the community. The Westerville-based nonprofit organization is run by volunteers who are committed to promoting the continued growth of the library. Through operational support of a gift shop, used book sales and periodic fundraisers, Friends of the Westerville Library has raised and donated more than $241,000 in support of the Westerville Public Library since 2015.
Friends of Westerville Public Library has significantly impacted the Library's success. The organization’s support has enabled the library to provide substantial services and programs to the community, including the purchase of an electric delivery van and the construction of an indoor children's treehouse. Through volunteer efforts, which total nearly 1,900 hours annually, Friends of Westerville Public Library has facilitated the delivery of tens of thousands of items and supported numerous large-scale events and programs.

City Welcomes New Leaders
Matt Yoder is marking nearly six months since taking on the role of Director of Finance for the City. He replaced Lee Ann Shortland, who retired in 2024 after 26 years of service.
Prior to joining the City, Yoder worked for The Ohio State University in various financial roles for 13 years. He served as the Chief Administrative Officer for Mortiz College of Law where he managed the college’s fiscal operations, data analytics and reporting functions while also serving as a senior leadership member.
Matt was less than a week on the job when he joined the team preparing to present the $30 million “East of Africa” infrastructure plan to the major credit rating agencies. The preparation and presentation earned the City’s 12th-consecutive Aaa credit rating, the highest credit rating achievable for municipalities. Overall, the effort
Grant Crawford joined the City of Westerville as the Director of Public Service in March. Crawford is a seasoned public service leader with more than 17 years of experience in public works. His career began with the City of Gahanna, where he obtained hands-on experience as a Utility Operator and advanced to Director of Public Service. Most recently, Crawford served as the Public Service Director for the City of Powell, a role in which he oversaw Engineering and Parks and Recreation.

“There are few cities in Ohio capable of meeting the standards we meet, and that speaks to the commitment to excellence in our financial management strategy,” said Yoder. “I have learned a lot from the Finance team, and it's been a privilege to lead our efforts as we plan for the future.”

Committed to integrity and innovation, Crawford has led transformative projects that enhance communities while fostering a collaborative work environment that encourages staff expertise and teamwork. He holds a Master of Public Administration and Class II licenses in Water Distribution and Wastewater Collection from the Environmental Protection Agency.
Outside work, Crawford enjoys tinkering as a backyard mechanic, grilling fresh food from the Westerville Saturday Farmers Market and exploring local restaurants with his wife, Tori.

Learn to play Chess in an educational and positive way. Chess is a game for two players each controlling an army of chess pieces in their color with the objective to checkmate the opponent’s king.
