Westerville's seven-member City Council will seat new members following the November municipal election. Daniela Beckett and Kelley Stocker were elected to serve as new members, with their terms officially beginning in January 2026.
They are joined by re-elected Council Member Megan Czako, who is beginning her second term, and Aaron Glasgow, who was appointed in 2024 and is now beginning his first elected full term. City Council is responsible for setting the vision and approving policies and the budget for the City of Westerville.
Municipal elections are held in odd-numbered years, with four seats filled in one election and three seats filled in the next.

Leadership for Our City Within a Park
Michael Heyeck’s 40-year public service journey
Michael Heyeck got his start in local government helping his mother on the campaign for New Jersey Congressman Peter W. Rodino.
“My mother helped with several local campaigns and helped campaign for Congressman Rodino,” said retired Westerville City Council Chairman Michael Heyeck. “I recall addressing envelopes and dropping leaflets. I wasn’t into politics and issues, but only helping my mom do her thing and it was fun. It was something we did together more than just the ordinary.”
Heyeck’s first introduction to the inner workings of local government in Westerville came after Christmas Eve 1983. At that time, the weather had been bitterly cold over the past few weeks, and on that particular day, the temperature was 10 below zero with wind chills reaching minus 60 degrees. That morning, two electrical transformers simultaneously failed, leaving the residents of the Annehurst and surrounding neighborhoods without electricity. With an extensive background in public utilities, specifically electricity, Heyeck worked with the Annehurst Village Residents Association (AVRA) and the City to identify the root cause of the electrical failure.
Later, the City was working on improvements to Main Street, the main thoroughfare through the Annehurst neighborhood. The City planned to turn the two-lane, rural-like road into a five-lane thoroughfare, which a majority of the Annehurst subdivision opposed. Residents feared increased traffic and bottlenecks due to the two-lane bridges bounding the road. Heyeck, as AVRA President, successfully petitioned Westerville City Council to reconsider. Main Street became a three-lane road that still remains today. During his tenure with AVRA, he also worked with the City to develop Metzger Park.
A few years later, in 1986, Heyeck was appointed to the City’s former Traffic Commission. Next, he later served on the Westerville Visitors and Convention Bureau (now Visit Westerville), and then on the Planning Commission.
“In February 1993, John Parimuha, a City Council member and mentor who also lived in Annehurst, needed a ride home from a Council meeting. He turned to me and said ‘Mike, you are going to run for Council,’” said Heyeck. “I told him I'll think about that when I retire, but it was clear John really wasn’t asking me a question.”
In November of that same year, Heyeck was elected to City Council. During his tenure, Heyeck has been involved in projects like the North Westerville Plan and the annexation of 941 acres that later became the Westar business district, multiple roadway and infrastructure development projects, assuring affordable utilities, improved first responder staffing and even adopting the phrase “a city within a park” to support Westerville’s excellence in parks and recreation. Heyeck went on to serve a total of over 32 years on Council, including 14 years as City Council’s Chair and two years as Mayor.
“I don’t take full credit for coining that phrase,” said Heyeck regarding “a city within a park.” “It’s what I consider connecting threads. I saw our City for what it was. If you create an inviting community, you create private and personal investment, because there is pride. It’s about connectivity. Our parks system was on the forefront of that connectivity - we planned for everyone to be a quarter mile from a park, with over 50 miles of trails.”
Heyeck has spent his career in public service connecting those threads. For him, the approach is always about creatively solving problems–using available resources to make a difference. He recounted a story from his early years on Council when a cornice from a building in downtown Columbus fell from its facade and seriously injured someone below. That moment got him thinking about what would happen if one of the buildings in Westerville’s historic Uptown district suffered the same fate. That thought was not acceptable, so he mobilized, connecting the City’s Planning and Development Department and the Westerville Industry and Commerce Corporation to create the Uptown Facade Improvement Program. Protecting the district was not only important to the City, but also to the residents.
“Local governance is about the people in that Uptown diner or coffee shop. You are accountable at the local level.” said Heyeck. “With local leadership you can actually make an impact on the citizens you serve.”
The philosophy of connecting resources has been a guiding principle for Heyeck, but with connectivity comes the need for continuity. He doesn’t see that continuity as Council’s role. He attributes Westerville success to its Council-Manager form of government.
“People have asked me why I won’t continue with City Council, but councils come and go,” said Heyeck. “It’s the people in this organization who do the dayto-day work that make our City so successful. They provide the knowledge, not the person who is in their eighth term.”
Following his retirement from local government service, Heyeck, continuing his international electricity non-profit role, will serve as the President of an international innovation and education endowment fund for research and scholarships in the field of electricity and humanitarian efforts to provide sustainable electricity for all people in need. Heyeck sees this as just another form of public service–electricity is a basic necessity for all.
As he exits the “public square,” Heyeck offers encouragement for anyone who wants to run for public office.
“Elected office is hard, but you have to have the courage to do the work,” said Heyeck. “It’s also important to have diverse opinions in the arena. If we all thought the same way, you’d only need a oneperson council. That’s not what leadership is about. It’s about showing up for the City as a whole. Our Council tradition is collegiality with all voices heard, which I hope to leave behind.”
Above all, Heyeck would like to thank his family and his wife of nearly 52 years, Fernanda, for their support. His public service work would not have been possible without them.
Seasoned City Leader Appointed as Parks and Recreation Director
J.R. Fourqurean was appointed Parks and Recreation Director last October in a unanimous confirmation by Westerville City Council. Fourqurean is a familiar face in the community, having dedicated nearly two decades of service to the City of Westerville.
His journey with Westerville began in 2008 as a part-time lifeguard. Over the years, Fourqurean has consistently demonstrated a commitment to growth and leadership, holding various key positions including Utility Billing Supervisor, Recreation Administrator, and most recently, serving as the Diversity, Equity, Inclusion and Belonging Director. His rich and varied experience has undoubtedly prepared him to lead the City’s robust Parks and Recreation Department.
City Manager Monica Dupee highlighted Fourqurean’s impact throughout the community as she announced his appointment during the Oct. 21, 2025 City Council meeting.

Fourquean has expressed his appreciation in the trust and opportunity of his new role.
“I came to this community 18 years ago–needing direction, looking for something, purpose. And this community has done that for me. This community that challenges us. This community that celebrates us,” he said. “This wonderful community that I was lacking in my life, and I cannot repay this community enough for what they’ve done for my family and myself. I’m excited to continue serving, and I’m really excited to continue working alongside [Parks staff]. My goal is to come to work every day and make you proud."

Fourqurean’s prior work in Westerville includes managing “WestervilleHelps,” a vital financial assistance program for utility services and facility access. Within the Parks and Recreation Department, he has been a driving force behind internal and external programs that champion inclusion and belonging, ensuring that the City’s recreational offerings continue to serve all community members.
Fourqurean brings a strong academic background to his new role, holding both a Master’s in Business Administration (MBA with a concentration in Leadership) and a Master’s of Public Administration. He is currently a Ph.D. candidate at The Ohio State University John Glenn School of Public Affairs.

Finding Room to (Over) Grow in Uptown
Over Grown opened its doors at 10 N. State St. to plant parents and novices alike last summer. Like many entrepreneurs, owner and President Nate Hurst’s venture into business was a matter of grafting passion and skillset.
Hurst spent years in retail leadership but dedicated his home to growing and propagating plants.
“Jokingly, the initial vision for Over Grown was to gain a few rooms in our house back from the jungle we created,” he said. “In all seriousness, we figured we'd meet a lot more friends in our community who like plants and thought we could educate more people who wanted to have more success owning plants.”
Today, his team helps customers enhance their homes, businesses and offices through plant ownership. He opened his first shop in the historic Sunbury Square.
Over Grown’s focus is on tropical plants.
His team in Uptown hosts weekly workshops aimed at educating and empowering customers to get the most out of their plants. The events are helping them nurture their growing community in the historic heart of Westerville.
“I happened to be in the store when a customer told a few of our employees, 'I finally feel like I have found my people,’” said Hurst. “That really stuck with me, and I had realized I actually felt the same way.”

Westerville Division of Fire trucks are now fully equipped with critical thermal imaging cameras– at no cost to taxpayers.
WFD successfully pursued grant funding available through Grove City-based Aladdin Shriners for the equipment. Each camera costs approximately $4,000.
Most recently, the Shriners purchased a Bullard TXS thermal imaging camera for WFD. Now, every fire truck and riding seat has a camera capable of providing invaluable information to first responders in an emergency.
Thermal imaging cameras detect heat signatures (infrared energy) from people, pets and objects and display that information using colors that represent temperature ranges.

Pursuing grant funding allows City departments to maximize the use of public tax dollars. In 2024, the City received nearly $375,000 in grants for public safety and sustainability programming.

Prepared to Protect and Serve
WPD Academy Class #3
The third class of the Westerville Division of Police (WPD) Basic Peace Officer Training Academy graduated 18 cadets last October. Graduates completed a 24-week curriculum to achieve more than 900 hours of instruction, successfully meeting the state of Ohio requirements to become certified peace officers.
City Manager Monica Dupee administered the Oath of Office to the recruits from 11 different agencies in and around central Ohio. Speakers included retired WPD Chief of Police Joseph Morbitzer, WPD Commander Stephen Fridley, WPD Assistant Chief Brian Spoon, WPD Assistant Chief Aaron Dickison and class speaker Whitehall Division of Police Officer Carter Binford, who was selected by his peers.
WPD’s Academy emphasizes core values of integrity, commitment, accountability, respect, sense of urgency, initiative and reliability. In addition to leading law enforcement instructors from WPD and 12 other agencies, instructors for Class #3 included personnel from the Westerville Division of Fire and a licensed social worker; a collaborative approach that prepares officers to build community trust and interact with every individual with empathy and dignity.
Four of the graduates are Westerville officers, who are currently in their oneyear Field Officer Training requirement–Officers Margaret Hunsucker, Ty Landon, Christopher Oleksiak and Travis Pennington. ‘Are You Walking or Talking?’
Man finds meaningful connections at Community Center
Jordan Moore has mastered what many have lost–the ability to make genuine connections and transform strangers into friends.
In January and February, the dark skies and ruthlessly cold mornings are enough to send most hands to the snooze button. Most, maybe, but not Moore. He and family friend Greg Sheumaker are up and headed to the Westerville Community Center, located at 350 N. Cleveland Ave., just as they’ve done five days a week, every week, for the last decade.

Once inside, Moore draws eyes and admiration from those who see him walking the track, scaling the Zenith climbing wall, lifting weights or using the arm bikes. He uses a walker for stability; his movement is careful, deliberate and determined. On the surface, it is clear to see that he is an overcomer. And if that is what draws people to meet him, it’s not what compels them to know him. While Moore may catch people’s eyes, it is he who really sees them.
“I feel like I have to know everybody’s name because he knows everybody,” Sheumaker said. “He remembers everybody’s name, and he remembers conversations with each different person… He has good conversations with each individual person because he remembers them.”
Vicki Gilmore, Moore’s mother, says the connections Moore has made with patrons and staff at the Community Center are evident even outside of the building.

“When we're in the community, [there are so many] people who will come up to introduce themselves to me, and say, ‘Hey, Jordan, how are you? We work out together, I work at the Community Center,’” said Gilmore.
It’s a rare quality, when so many are happy to weave through their days without interaction, but that is not without consequence. Research from the World Health Organization found that 1 in 6 people report feeling lonely, and loneliness is linked to a lower quality of life, poorer health and reduced well-being.
Moore, an extrovert, absolutely gets it.
“If I didn’t know anybody, I wouldn’t come out of my room,” he said.
Moore and Sheumaker are family friends and gym buddies. They met nearly 30 years ago, when Sheumaker’s youngest son and Moore’s siblings played youth football together. While Moore may be the more outgoing of the pair, Sheumaker helps make sure they both get a good sweat before they leave.
“I’ll ask him, ‘Are you walking or are you talking?’” Sheumaker said. “He walked by [the treadmills] the other day… I don’t think he walked past one person without stopping to talk to them.”
When he’s not working out or spending time with friends and family, Moore says he enjoys coming back for dances hosted by Westerville Parks and Recreation’s Adaptive and Inclusive team. The program offers experiences designed for youth and adults with developmental, physical or nonapparent disabilities.

Westerville’s Safety City builds confidence and awareness
“Always look both ways before crossing the street.”
“Don’t talk to strangers.”
“Call 911 in an emergency.”
These phrases are commonplace in our homes and schools, but comprehensive safety lessons have not always been widely taught. The first school safety programs began in the early 20th century; focusing on automobile safety and fire drills, but many practical skills were overlooked. This changed 89 years ago in Mansfield, Ohio, when police officer Frend Boals hosted the first Safety Town program after a young girl was tragically killed by a vehicle while on her very first walk to school. The program was originally founded as a traffic safety program for pre-kindergarten children in 1937. In 1964, Bedford, Ohio, preschool teacher Dorothy Chlad expanded the program through the National Safety Town Center, developing it into a comprehensive safety education program. Today, thanks to those early advocates, thousands of municipalities participate in multi-day safety education programs that encompass more than just physical safety and security. The programs include both physical and psychological safety with a focus on positive youth development and prevention of harmful behaviors.
Westerville’s first Safety City program took place nearly five decades ago in 1977 as a collaboration between the community and the Westerville Divisions of Police and Fire (WPD and WFD, respectively). Safety City teaches students entering kindergarten about a variety of safety issues. Each participant learns basic rules of traffic and pedestrian safety, fire prevention, school bus safety, poison prevention, animal safety, gun safety, water safety, stranger awareness and reporting emergencies. The highlight of the program is "Safety Town," which provides students with opportunities to practice their skills on miniature streets, complete with buildings, sidewalks, signs and stoplights. Nearly 300 children participate in the program each summer.
Jason McQuown, second-grade teacher at Alcott Elementary leads Westerville Safety Education, Inc., a nonprofit organization that administers the programs in partnership with WPD, WFD and the Westerville City School District.
McQuown has been involved in the Safety City program for 10 years, and 2026 marks his second year leading the program. He previously served as a teacher in the program.
“Safety City is an important program because it provides children the basic skills needed to stay safe in real-life situations and helps kids build relationships with those who keep us safe in our community,” said McQuown.
The City is now strengthening its partnership with Westerville Safety Education, Inc., assuming the management of program registration and promotional efforts. For McQuown, the collaboration with the City’s public safety personnel makes Safety City more engaging, realistic and effective in teaching children essential safety skills.

“This program helps kids learn how to make smart decisions in potentially dangerous situations, as well as emergencies,” said Lt. Greg Franey, who oversees WPD’s Community Services Bureau.
Lt. Franey’s team of officers works hand in hand with McQuown to ensure the program’s success. The Community Services Bureau is on site every day for the program to teach classes and greet participants, parents and caregivers upon arrival every morning.
“This program is teaching lifelong safety skills at a crucial age,” said Lt. Franey. “By expanding our role in outreach for the program, we have the opportunity to reach many more children and families.”
This year, Safety City will take place June 1-5 and June 8-12. Registration for the program opens on Friday, Feb. 20.

How One Heart Gave Two Second Chances
Sitting at a small table in the Westerville Community Center, front desk attendant Avril Nolte speaks softly from behind a surgical mask, her South African accent unmistakable. She is a magnet for those who pass by. During the course of an hourlong conversation, people approach her to embrace her. They can’t resist the opportunity to connect with her; to continue earlier conversations. They know she’s happy to make the time for them– that is the draw of a big heart.
Six years ago, Nolte left Port Elizabeth, South Africa, for Ohio to help her son and daughter-in-law care for their young daughter. “So, ‘Don’t worry, Granny’s on the way,’” she said. “I just brought three suitcases and my sewing machine and arrived.”
Nolte says at the time she was in relatively good health, save one thing: a predisposition to high cholesterol. It was a health issue she managed well enough with diet, exercise and medication–or so she thought.
In October 2020, the height of the global pandemic, Nolte awoke in pain at 3 a.m.
“I phoned my son, and he said, ‘What's the matter?’ I just flat out said, ‘I can't breathe.’ And he was there in my room as quick as could be,” said Nolte. He recognized everything, and off we went.”
With most public awareness efforts and research directed to heart disease in men, a heart attack is simply not on the radar for many women, which can lead to delays in medical treatment.
“For me, it's always this self-doubting. It's like this, ‘Is it real? Isn't it real?’ You know, that kind of thing. But that night, I was really panicking,” Nolte said.
Her answer came swiftly upon arrival at the hospital–she was experiencing her first heart attack, and it wouldn’t be her last. That cholesterol problem, once thought to be managed with medication and lifestyle choices, was anything but under control. She had several blockages.
After a triple bypass, two weeks in the hospital and many more weeks of rehabilitation, Nolte moved on while keeping up with her cardiologist and faithfully taking prescribed nitroglycerin tablets as needed to stave off any chest pain. She felt relatively fine for years, until something changed.
“I had just finished 36 sessions [of rehabilitation] and I was so chuffed with myself,” said Nolte.
That was Monday. By Tuesday, something was off again. After spending nearly a week in the hospital and being released, she experienced yet another painful, 3 a.m. waking. She describes feeling a strange lump on her side. She wondered if the pain could be caused by her appendix.
Nolte called 911 and spent another two days in the hospital. This time, it was an pseudoaneurysm from a needle placed during an angiogram. The lump was caused by a portion of the graft from her bypass that detached.
In April 2025, Nolte was in testing for a clinical trial at the Ohio State Richard M. Ross Heart Hospital when she was diagnosed with heart failure. Doctors needed to run more tests and take a closer look at her medications.

Her cardiologist told her straight: two of the four main arteries of Nolte’s heart were 100% blocked, a third was 70% blocked and the fourth had a lesion. It would be irresponsible, in his words, to place another stent.
“He said, ‘All that's left is a heart transplant,’” said Nolte.
From there, Nolte saw a steady stream of doctors and specialists evaluating different aspects of her health, determining if she was a good candidate for a transplant. She was placed on the national list of hopeful heart recipients.
“The team came in, and my son was there, and they said, ‘We found a heart.’ I mean, it was less than two weeks,” said Nolte. “I don't know who was the most excited–[the surgical team,] the cardiologist, my son, myself–who were all laughing and crying.”
The procedure to replace Nolte’s heart with a new one went off without a hitch.
“From the minute they connected it, it started beating,” said Nolte. “It just jumped into rhythm straightaway.”
November 2025 marked six months with her new heart. A milestone by any means, but also the time at which Lifeline of Ohio allows transplant recipients to send a message to their donor’s family.
“People say, ‘You’re lucky to get a second chance.’ I say, ‘No—I’ve had two. One for the donor, and one for me. I need to make that life matter,’” said Nolte. “If I don't follow everything that I'm supposed to do, then I’m basically disrespecting somebody who could have got a heart and didn't, because I got it.”
As she heals, Nolte’s next major achievement is on the horizon–she applied for US citizenship.
“This is one of my punch lines that I've started my application for citizenship,” said Nolte. “My heart belongs here.”

It’s a powerful reminder of the incredible chain of kindness that began with your loved one’s selfless gift.
My new heart has given me my health back. I am committed to living a full and purposeful life in honor of my donor. In fact, my next chapter will be to apply for U.S. citizenship, because this is where my heart truly belongs.
My life is forever linked to your loved one’s legacy, which lives on through me. Your family’s decision has stirred something deep within, and I’m taking time to thoughtfully consider how I can turn this legacy into meaningful action. Whether through service, advocacy or awareness, I want that commitment to be intentional.

Vertiv Internship Program
Creates Job Placement

Vertiv, a global leader in the digital and data space, formally established Westerville as its centralized headquarters at 505 N. Cleveland Ave. in the spring of 2022. Around that same time, the company launched an internship program aimed at not only providing real-world experience for college students, but also holding a forward vision of potential fulltime employment down the line.
The program has essentially doubled in participation each year since its inception, according to Patricia Ryan, who was recently elevated to University Relations Recruiter at Vertiv.
“Vertiv as a company is 10 years old and has hosted interns since its beginning, but more recently we have turned it into a national program,” said Ryan. “In 2023, we had 27 interns. In 2024, we had 56. This past summer, we had 104 with 90% of those interns sitting here in central Ohio.”
Ryan, who began working at Vertiv in 2023 following a collegiate women’s lacrosse playing and coaching career at Ohio Wesleyan, has instilled more structure to the summer program and has seen the dividends pay off with an intentional feeder system aimed at full-time employment at the conclusion of the session.

“The idea is if you’re an intern here, you’re a member of our early career pipeline,” said Ryan. “We implement an attrition calculator when hiring interns, meaning if you are requesting an intern for the summer at Vertiv you must have the available headcount to potentially hire them full-time. We treat it like an 11-week interview process.”

With the number of interns increasing each year, Ryan has continued to evolve the program and adapt the coursework. She has modified the programming to best benefit the interns as well as the company and also includes a capstone presentation.
“We do tons of programming throughout the summer,” said Ryan. “There are more than 100 interns here. What can we do as an organization to get them all to work together cohesively outside of the day-to-day operations? We volunteer in the community. We take group excursions. We have the interns learning together about Vertiv outside of their assigned daily function and certainly getting to know each other.
“In addition to the team-building aspect, the interns will work with their managers on an application or real-world setting they have not covered in their [college] coursework. They will work throughout the summer to become an expert in that area. Ultimately, on the last day of the internship, we host a fair and they present what they have done over the summer in an open showcase format.”
The company taps into many regional institutions like the University of Cincinnati, Denison University, Miami University, The Ohio State University, Ohio University and Ohio Wesleyan University, as well as schools in neighboring states like Indiana University and the University of Kentucky, where Ohio residents frequently attend. However, it is Westerville neighbor Otterbein University that has truly made a connection with Vertiv and established a unique partnership.
“Otterbein is the sweet spot… for several reasons,” said Ryan. “What sets Otterbein apart for one, is it has an experiential learning requirement in order to graduate. Our internship at Vertiv fulfills that requirement. Next, of our 104 interns this past year, 52 were in engineering. Most liberal arts schools do not offer an engineering major, but Otterbein does.

“So the fact that there's a liberal arts school 10 minutes away that has an engineering program and the school mandates that the students have some type of experience, like an internship to graduate, that's a no-brainer partnership for us.”
This past September, Ryan attended Otterbein’s inaugural “READY Day and Next Destination Fair.” The event was open to all Otterbein students and personalized to each class and coursework with the end goal of preparing students to explore future career opportunities.
“Not many students knew about Vertiv and what the company does, but that was good exposure for all students,” said Ryan. “From the engineering side of things at Otterbein, they have a good system of getting students exposure, but implementing READY Day will be something that could open new doors for additional internship opportunities in so many different fields.”

Utility Rate Changes Now in Effect
Westerville is one of the few Ohio cities that owns and manages its own utilities, including water and electric services. This enables the City to provide technical and service support for 40,000 residents and over 2,000 businesses, maintaining quality and cost control that is among central Ohio’s most competitive. However, some factors are less controllable, such as pass-through utility expenses, which are driving an increase in electric bills this year.
Residential trash, recyclables and yard waste collection and disposal is contracted through Rumpke for Refuse Collection Service and Recycling Processing Services based on a competitive bid process. The rate for 2026 will be $29.75/month, representing a $1.75 per month increase. Rates for residents age 60 or older will be offered at $27.31 per month.
The average residential electric bill will increase by 8%. This reflects a 5% increase in demand charges to all commercial and industrial customers and an increase in the kilowatt-hour (kWh) charge for all rate classes.
Sewer rates will increase by 9% due to increased prices of materials/chemicals, system maintenance costs and preparation for future capital improvements. The increase will add $4.29 to the average monthly bill. Over the next five years, the City projects that the sanitary sewer rate will remain steady around 9%.
The typical residential water bill will increase by 9% or about $1.89/month per customer. Westerville has its own water supply and treatment system. Based on an average monthly usage of 5 ccf (500 cubic feet or 3,740 gallons), the average residential water bill will be $29. Rates remain among the most affordable in the region. Why the change?
The Power Supply Cost Adjustment is a monthly charge applied to all kilowatt hours sold, reflecting changes in wholesale power supply costs. In June 2025, PJM, the Regional Transmission Organization, increased capacity charges by over 800%. Since capacity is a pass-through charge for Westerville, the cost led to an increase in the City’s electric rates. Despite the pass-through charges, the average Westerville resident pays $.73 on the dollar for utilities compared to regional counterparts. Water Treatment and Distribution
Westerville’s Division of Water manages both the treatment and distribution of our water, a unique distinction compared to many surrounding areas. This integrated control allows us to effectively manage costs, ensuring maximum affordability for our customers. To facilitate an equitable rate comparison, our standard bill is calculated based on a usage of 5 ccf (centum cubic feet), which is equivalent to approximately 3,740 gallons of water monthly. Currently, the City of Westerville offers some of the most competitive water rates in central Ohio.

Jen is an indispensable asset to the Fire Division. Chad consistently demonstrates sound judgment and a strong understanding of the "bigger picture," often completing necessary tasks proactively before being asked.

WORK ETHIC
Jeff, who serves as secretary for two boards and commissions, dedicates significant professional and personal time to the City. His commitment is evident by his attendance at every Uptown Review Board meeting and every Planning Commission meeting, in addition to numerous City Council meetings. In fact, Jeff likely has more experience presenting before the City Council than most directors. He routinely works well over the standard work schedule each week. His work ethic is second to none.
Shelly prioritizes maintaining and protecting public trust, which is evident in her regular communication with staff through CyberCommand. This channel allows her to effectively coordinate across teams, providing clear direction, especially in situations that could pose a risk to the City. HOW RESIDENTS CAN HELP
A successful operation is a partnership. Residents can significantly improve safety and efficiency by adhering to the following guidelines:
Priority 1 - Major arterial roadways and streets that provide access to hospitals and emergency services
Priority 2 - Secondary routes, streets surrounding schools and key traffic connectors, like those facilitating movement in and out of City limits
Priority 3 - Residential subdivisions, courts and alleys
Do not shovel snow into the roadway. Piling more snow in the street can make it harder for plow operators and other service providers, like mail deliverers, to drive safely.
Consider proper snow placement. Move snow to the space between the sidewalk and the curb or the left side of your driveway (when facing your home) to minimize the amount pushed back into your driveway.
Remove obstructions. Moving large objects, such as basketball hoops and vehicles, from streets and rights of way allows crews to perform curb-to-curb clearing.
During major snow events, staff are organized into two groups working 12-hour rotating shifts to provide continuous coverage. After a storm ends, it can take around 24 hours to plow and treat the City's entire street network.

• Extended care is available from 7:30-9 a.m. and/or 4-5:30 p.m. for Day Camps only. Please note, there is no camp on Friday, June 19 and Friday, July 3
• Participant camp placement is determined by the camper's age on the last day of our camp program, Friday, Aug. 14.
• Select camps have a $50 minimum payment per child for each registered week of camp, with the remaining portion due Friday, May 1. This allows the household the ability to defer its payment over time. Campers will be unenrolled from the program if camp fees are not paid in full by Friday, May 1. All other camps are to be paid in full at the time of registration.
• Day Camp and Heritage Kids Camp fees are based on a whole five-day experience and will not be prorated for part-time attendance.
• A $25 transaction fee will be processed per week, per child, for every refund issued. All camp refunds must be submitted at least 21 days prior to cancellation. Refund requests received after 21 days will not be honored. We do not offer a multi-child discount.
