WESTSIDE WASTEWATER TREATMENT PLANT REHABILITATION The City of Tyler has budgeted funding to rehabilitate the Westside Wastewater Treatment Plant in accordance with the Wastewater Treatment Plant Master Plan that was recently presented to City Council (link provided below). In preparation of this project, we are starting our selection process for our consultant so that we can have the contract in place, for Council approval by January 2024. We are extending an invitation to submit your qualifications specific to this project. 2023 City of Tyler Wastewater Treatment Plant Master Plan

Project Overview

The scope of this project is to rehabilitate and upgrade the City of Tyler’s existing Westside Wastewater Treatment Plant to increase performance, efficiency, and resiliency of the plant based on the findings and recommendations provided in the Wastewater Treatment Plant Master Plan (link provided above). The scope of work will include the construction of multiple new facilities, including: a new headworks facility, a new influent pump station, new primary clarifiers, new aeration basins, and a new return activated sludge (RAS)/waste activated sludge (WAS) pump station. Additionally, many of the existing facilities require rehabilitation or expansion, including: the secondary clarifiers, the anaerobic digestors, the sludge lagoon, and the dewatering facility. The existing primary clarifier is planned to be converted into flow equalization basins. Construction phasing will need to be evaluated to ensure that the most critical improvements needed at the plant are addressed first. Some construction sequencing will also be needed to ensure that clarification capacity is maintained during the primary clarifier conversion and the secondary clarifier rehabilitation. At this time, it is anticipated that the project will be broken into multiple packages to accommodate budget constraints.

Selection Process

The City’s selection committee will evaluate the written responses received in each submission. Based on written responses, the committee will select a firm to move forward into contract negotiation. Upon receipt, all proposals will be thoroughly evaluated by the City. Once this evaluation has been completed, all responsive submittals will be placed in rank order per the criteria stated in this Request for Qualifications (RFQ). It is the City's intent to conduct an in-person interview with its first choice. During this negotiation process should it become impossible to proceed to a firm contract with the first choice, all negotiations with the first choice will be terminated and the City's second choice will be notified, and so on. The City reserves the right to conduct interviews with multiple firms if found to be necessary during the selection process. These procedures will be followed until a satisfactory contract services agreement is approved. The contract will be ultimately awarded to the responsible firm whose proposal and qualifications are determined to be the most advantageous to the City.


Response Format and Requirements

primary point of contact for the City of Tyler; provide separate design team and inspection team credentials. b. List of proposed sub‐consultants (if any) and tasks they will be assigned. 3. List of Previous Wastewater Treatment Plant Rehabilitations Completed by your Firm, include the following: a. Entity plan was done for. b. Name of your firm’s project manager. c. Contact Information (Phone and Email) for Entity. d. Date completed, duration, and cost of project. Include change order history if applicable. e. Facilities and processes rehabilitated or constructed. f. Size of treatment facility (provide at least five (5) example projects for WWTPs greater than or equal to 10 mgd). 4. Proposed Approach and Methodology a. Description of proposed approach and methodology for the rehabilitation project. b. Outline of the steps, processes, and technologies you intend to employ. c. Brief overview of any innovative or sustainable solutions that could be considered. d. General approach to coordinating shutdown sequence and construction phasing. e. Provide overview of design QA/QC review process. f. Process for integrating information from treatment plant staff. 5. Project Management a. Description of your project management capabilities, including project scheduling, resident project representative (RPR) resources and method of staffing for inspection during construction, cost control, and quality assurance processes. b. Outline of your communication and reporting procedures. c. Description of your approach to managing potential risks and mitigating project delays.

Submittal Requirements.


1. All submittals shall be submitted by 2:00 pm November 28, 2023. Any Statement of Qualifications (SOQ) received after the closing time will be returned unopened. 2. All responses should be submitted both electronically in searchable pdf format and two (2) physical copies and (1) electronic copy (via USB drive). a. Mail To: City of Tyler Purchasing Office Sherry Pettit 304 North Border, Tyler, Texas 75702 By submitting a SOQ, the CONSULTANT accepts the evaluation process and criteria outlined below and recognize that the CITY will make subjective decisions concerning the information presented in the SOQ and any interviews conducted. The CITY considers all information, documentation, and other materials submitted in response to this RFQ to be non-confidential and non-proprietary and therefore subject to public disclosure under the Texas Public Information Act (Texas Government Code, Chapter 552.001, et seq.) after the contract is awarded. Further, the CITY adheres to all statutes, court decisions, and opinions of the Texas Attorney General with respect to the disclosure of SOQ information. The CITY will not provide compensation to CONSULTANTS for any expenses incurred for SOQ preparation or for any presentations made.

Evaluation Criteria The CITY will select the CONSULTANT that best meets its requirements based on the information contained in the SOQ, any reference checks conducted, personal knowledge of the Selection Committee and the information presented during any interviews conducted as part of the selection process. Additionally, the CITY will consider and apply any existing laws, rules or applicable charter provisions related to historically underutilized businesses (HUB) or the use of women, minority, and small, or disadvantaged businesses enterprises (DBE). The responses will be evaluated on various criteria including, but not limited to the following: 1. Qualifications, background, and prior experience of the firm in executing similar projects

(45%) 2. Firm’s proposed approach to project, schedule and understanding of the City of Tyler’s facilities (45%)

Firms should not rely on information obtained from sources other than the Project Manager listed above. The CITY reserves the right to waive any or all formalities and to reject any or all responses as determined in the best interest of the CITY.
