








Michael J. Ryan was elected Mayor of Sunrise in August 2010, and returned to office without opposition in 2012, 2016 and 2020. He earned a B.B.A., majoring in Finance, from The George Washington University, and a Juris Doctorate, summa cum laude, from The Case Western Reserve University School of Law.
Mayor Ryan has long been an active resident of the City of Sunrise. Mayor Ryan served as a PTA President for two years and as an Executive Board Officer for an additional two years with the Sawgrass Elementary PTA; a volunteer coach over many years for youth soccer, baseball and flag football; volunteer coach for high school varsity girls soccer team; and two terms as Chair of the Education Advisory Board for the City of Sunrise.
In addition, Mayor Ryan is an appointed member of the Broward County Regional Planning Council; chair (and prior vice-chair) of the Broward County Consolidated Communications Committee (regional emergency 911 communications); co-chair of the Communications Working Group for Strengthening Police-Community Relations; past chair and past vice-chair of the Public Safety Committee for the Broward League of Cities; past co-chair of the Broward County League of Cities’ Joint School Resource Officers Task Force; current co-chair of the Broward League of Cities’ School and Community Public Safety Taskforce; and, a current member of the Broward County Chiefs of Police Association Committee on Domestic Violence Injunction Process. He is an elected member of the Florida League of Mayors (2016-present) as well as a member of the Florida League of Cities' Transportation and Intergovernmental Relations Committee.
Mayor Ryan has received awards for his work in the community, and is a frequent author regarding matters of public importance. His work promoting scholastic and community based chess initiatives has been the subject of local, national and international news coverage. Mayor Ryan's efforts, along with that of the City Commission and City staff, led to the City of Sunrise earning the national title of “Chess City 2015” by the United States Chess Federation and the development of the Sunrise Center for Excellence in Chess. In 2014, celebrating his roots that go back to Ireland and h is status as first generation American, Mike was named “Irishman of the Year” by the Emerald Society of Fort Lauderdale.
Mayor Ryan is also a lawyer who is president and founder of Michael J. Ryan, P.A. In 2019, Mayor Ryan was awarded the Broward County Bar Association’s “Walter G. 'Skip' Campbell, Jr. Lawyer-Public Servant Award.” Aside from his successful law practice, Mayor Ryan has been an active force in the lives of many in our community. He has served as a member of the Board of Directors and Secretary to the Board for Women in Distress for Broward County. His charitable works include running marathons for charity, helping gather goods and supplies to assist Haiti after the January 2010 earthquake, traveling to Haiti to volunteer after the earthquake, traveling overseas to volunteer at a U.S.O. Wounded Warrior Center, and a 900-mile bike ride to benefit, among others, wounded soldiers and their families.
Mark A. Douglas is an Attorney at Law since 2006. Deputy Mayor Douglas graduated from Florida International University (FIU) College of Law and litigates throughout the State of Florida, including in all three Federal Districts. He focuses on Criminal Defense and Immigration Law, and handles matters related to unpaid minimum wage and overtime arising under the Federal Fair Labor Standards Act (FLSA). He earned a Bachelor’s Degree in Business Administration with honors from the University of Technology Jamaica and is a licensed Realtor for over 17 years.
Before entering private practice, Deputy Mayor Douglas worked as a Criminal Prosecutor in the Miami-Dade County State Attorney’s Office. While in Law school, he served as a Certified Legal Intern at the Miami-Dade State Attorney’s Office, worked pro bono in the Miami-Dade Public Defender’s Office and participated in Student Government, serving as president of the Black Law Students Association. He also was member of the Law School’s Board of Advocates, representing the school nationally in intra-mural negotiating competitions, and was named to the Dean’s List of scholars.
Deputy Mayor Douglas has been involved in many community activities through the years, frequently providing pro bono services to indigent clients and providing free legal advice during citizenship drives within Broward County, as well as acting as a mentor to young law students and lawyers. He has served on the Board of four homeowners’ associations, and served as President of his community association board for 15 years.
Before being elected to the City Commission, Deputy Mayor Douglas was a member of the Broward County Consumer Protection Board, the City of Sunrise Economic Development Advisory Board, the City’s Bicycle and Pedestrian Advisory Board - which he chaired for two terms - and the City’s Board of Zoning Adjustment. Deputy Mayor Douglas was first elected in 2016 and was the first minority to have been elected to or otherwise serve on the City Commission. In the November 2020 elections, he was returned to office un-opposed. He previously served as Deputy Mayor in 2019 and is the City’s representative on the Board of the Broward League of Cities.
Deputy Mayor Douglas currently serves on the Board of Trustees of the Florida Municipal Insurance Trust, a mutual insurance entity of the Florida League of Cities that provides a range of insurance coverage for over 550 public entities statewide, including the City of Sunrise, insuring over 15 billion dollars in property values. He has served on several committees of the Florida League of Cities, including the Municipal Administration Committee, and the Legislative Action Committee, and currently serves on the Finance, Taxation and Personnel Committee.
At the national level, since 2018 Deputy Mayor Douglas has served, on the National League of Cities’ Finance, Administration and Intergovernmental Relations (FAIR) Federal Advocacy Committee. In November 2020, he was appointed Chairman of FAIR, and consequently to serve on the Board of the National League of Cities. He is also member of the Broward County Bar Association, serving on their Mentorship Committee.

Joseph A. Scuotto - a resident of Sunrise for over 40 years - grew up playing youth sports in Sunrise, attended Bair Middle School, and graduated from St. Thomas Aquinas High School. A Sunrise business owner since 1985, Scuotto has served as a City Commissioner since 1997, and was most recently returned to office without opposition in 2020.
Assistant Deputy Mayor Scuotto participates in the Broward County School Board’s Partners in Education program that has helped students enter the workforce, and has sponsored numerous civic organizations and charities, including the American Cancer Society, Kaitlyn’s Gift for Jackson Memorial Hospital, Dan Marino Foundation, Lutz Buddy Up, Joe DiMaggio Children’s Hospital and the Paralyzed Veterans Association of Florida. He is the president of the Sunrise Italian-American Civic Association and has been an active member of several committees, including serving as Chair of the Florida League of Cities’ Environmental Quality Committee.
Assistant Deputy Mayor Scuotto has served as a member of several committees, including serving as Chair of the Florida League of Cities’ Environmental Quality Committee, Broward County’s Resource and Recovery Board, Areawide Council of Aging of Broward County, Inc. Board of Directors, National League of Cities’ Community and Economic Development Steering Committee, and past Chair of the South Florida Regional Planning Council. He is currently a member on the Metropolitan Planning Organization.
In 2014, Assistant Deputy Mayor Scuotto received a key to the City of Sunrise for, at that time, being the longest-serving commissioner. In 2017, the Florida League of Cities presented him with the John Land Years of Service Award for his 20 years of service; he received the Award again in 2022 for his 25 years of service. Assistant Deputy Mayor Scuotto recently proposed a Free Recycled Paint program – unanimously approved by his colleagues – which would provide free exterior paint to Sunrise homeowners. He initiated the Youth Athlete of the Month program, which recognizes exemplary male and female student athletes. He also started and is a staunch supporter of expanding the City’s School Resource Officer program to include grades K-12. Assistant Deputy Mayor Scuotto is the owner of Scuotto’s Pizza Café/Drive Thru restaurant in Sunrise. He and his fiancée, Allison, are the proud parents of two girls, Kaitlyn and Alyse.
Jacqueline A. Guzman was elected to the Sunrise City Commission in November of 2020 and re-elected in 2022. During her 2020 campaign, Commissioner Guzman made Sunrise election history with close to 20,000 votes. She is the first Hispanic (Puerto Rican) female elected in Sunrise. ¡Muchas gracias por tu apoyo!
Commissioner Guzman was born in Brooklyn, New York and has been raising her family in the City of Sunrise for 15 years. She attended Piper High School her freshman year and was raised in a Sunrise church during her teen years. Her three children attend Sunrise public schools and are active in Sunrise sports.
Commissioner Guzman graduated in 2016 with her Associate's Degree in Healthcare from Las Vegas College in Nevada, and continued her education in Substance Abuse and Addictions Counseling.
Commissioner Guzman is a two-time heart attack survivor which led her on her journey as a local spokeswoman with The American Heart Association from 2012 to 2014. For 10+ years, she has continued to spread awareness who served as a Board Member.
Commissioner Guzman and her children have volunteered with numerous organizations such as HandsOn Broward, YMCA, Habitat for Humanity, Ronald McDonald House and more. She has organized fundraisers for Jose’s Hope 4 the Homeless, The American Heart Association, Kids in Distress and Voices for Children.
Commissioner Guzman has been an active member of her community with the following organizations: American Heart Association Board Member, HandsOn Broward Board Member, Child Advocate with the Guardian ad Litem Program, appointed as the Florida League of Cities and Broward League of Cities-Alternate Voting Delegate and former BLC Youth Leadership Committee Member, and has been a volunteer coach for the City of Sunrise since 2012. She also continues to be a strong supporter of youth and teen programming in the City. In 2022 Commissioner Guzman was appointed to the National League of Cities as a board member for both the Women in Municipal Government (WIMG) and Hispanic Elected Local Officials (HELO) constituency groups. She served as the PTO President at Westpine Middle School where she founded Panthers with a Purpose, (a volunteer program for students).
Commissioner Guzman is a graduate of the Sunrise Residents Leadership Academy, Parent Leadership Training Institute, Community Emergency Response Team (C.E.R.T.), and Citizens Police Academy.
As a daughter of a small business owner, Commissioner Guzman is a supporter of Sunrise businesses. During the pandemic, she recognized a need to help business owners navigate through challenging times. In 2021, Commissioner Guzman expressed her strong support for the City’s new Sunrise Small Business Academy, which was unanimously approved by the City Commission.
Commissioner Guzman is a tireless advocate for programs that expand opportunities for youth and adults.
Neil C. Kerch was elected to the Sunrise City Commission in March of 2013; re-elected in 2014 and 2018; and returned to office without opposition in 2022. Commissioner Kerch has served as Deputy Mayor in 2013, 2017, and 2021. Commissioner Kerch has three guiding principles as an elected official, which are follow your vision for the city, serve with integrity, and deliver results.
Commissioner Kerch is team oriented and honored to work with his colleagues on the Commission and City staff to make Sunrise the best place to live, work, play, learn, shop, and eat.
Since being elected, Commissioner Kerch has spoken and participated in numerous community meetings and events. He is proud of the improvements to the parks and recreation facilities in neighborhoods city-wide, the improvements in our Sunrise Police Department’s community-based policing, improvements in Sunrise Fire Rescue, maintaining a structurally balanced budget without raising the tax millage rate, implementing COVID-19 assistance programs, and planning for the City’s future with a new city hall, infrastructure improvements, and investments throughout the city.
Commissioner Kerch graduated cum laude from Florida Atlantic University in 2001 with a B.A. in Finance and Management. He received his J.D. in 2005 from the Shepard Broad Law Center at Nova Southeastern University. Commissioner Kerch is admitted to the Florida Bar and the United States District Court of the Southern District of Florida. After being admitted to the Florida Bar, Commissioner Kerch served as an Assistant Public Defender in Broward County. He currently works at his law firm as a Trial Lawyer and Counselor of Law where he represents clients with legal issues in Broward, Miami-Dade, and Palm Beach Counties. Prior to embarking on his legal career, Commissioner Kerch was employed in the hotel/restaurant industry.
Commissioner Kerch has been a resident of Sunrise since 2004, where he has been active throughout our community. Commissioner Kerch is a member of many professional associations and organizations. He has been a chess coach, a youth athletics coach for the children of Sunrise and, prior to being elected to the City Commission, served on the City’s Leisure Services Advisory Board. Commissioner Kerch is married to Carmen, and they have one child.
City of Sunrise maintains a full-time School Resource Officer (SRO) in every one of its public schools – serving students at all grade levels. SROs are a part of the integrated educational team that protects, guides, mentors and molds Sunrise children. These efforts are focused primarily on the issues of school safety, violence prevention, drug awareness, and gang resistance.
Each honoree is nominated by their public school principal and presented with a Teacher of the Month certificate and gift bag in honor of their achievement. We're proud to be one of the first and only cities in the area to spotlight a Teacher of the Month throughout the academic year.
Sunrise has a 12-person board, comprised of residents appointed by the City Commission, which serves in an advisory capacity in matters pertaining to education. Each member acts as the City’s liaison to a Sunrise public school to facilitate the exchange of information.
The City’s annual Back to School Round-Up gives Sunrise residents an opportunity to celebrate the end of summer and gear up for the start of classes. Parents and children have access to representatives from the City’s public schools, and can ask questions and gather information in an informal setting. The first 1,000 Sunrise K-12 students (with proof of residency) receive an ageappropriate book and a drawstring backpack filled with school supplies. The event also features activities and free refreshments.
The Sunrise Leadership Academy (SLA) is a hands-on, real-world civics program for students. SLA participants are selected by their teachers and administrators to represent Piper, Western, and Plantation high schools.
SLA sessions are held during the academic year, and each SLA class completes a service-learning project. This award-winning program has been recognized by the Florida League of Cities and the U.S. Conference of Mayors.
The City’s annual Outstanding Citizenship Scholarship Award Program provides a pair of two-year scholarships (60 credit hours) for use at most Florida colleges. The program is open to graduating public high school seniors who are residents of Sunrise and meet income requirements and other guidelines. Through the Sunrise Reads program, volunteers work with second grade students to foster a love of reading and improve literacy skills. Sunrise Reads volunteers visit partner elementary schools throughout the academic year and participate in reading, tutoring, and book-related activities.
The City of Sunrise Leisure Services Department offers fun and enriching activities for students during breaks in the school year. Programs include Kids’ Days Off (held on teacher work days and select school holidays), Mini Camps (one- or two-week sessions during spring, summer and winter breaks), and a full Summer Camp. For most programs, participants are grouped by age: children 5 to 10, and teens 11 to 15.
Sunrise is proud to be a Broward Reads City – part of a collaborative countywide initiative. Broward Reads focuses on four critical areas – school readiness, chronic absenteeism, family engagement, and preventing summer learning loss – to ensure children are learning at grade level.

Chess in the educational environment has been a popular topic among researchers – many of whom report a strong correlation between learning to play chess and academic achievement. Just as importantly, chess has benefits outside the classroom: It enhances a city’s economic development opportunities by increasing academic achievement and job readiness; fosters understanding by breaking down cultural barriers; and improves socialization by providing a means of interaction for people of all ages.
Since 2011, the City of Sunrise has collaborated with a wide range of partners, from schools to businesses, to promote the benefits of chess in the academic environment and in the community.
During the 2013-2014 academic year, Sunrise spearheaded a “First Move” pilot program that provided chess instruction as part of the school curriculum for second and third graders at Village Elementary, Banyan Elementary and Discovery Elementary. Thanks to this successful collaboration between the School Board of Broward County, the America’s Foundation for Chess “First Move” program, and the City of Sunrise Police Department – as well as the advocacy of Sunrise Mayor Michael J. Ryan and the overwhelming support of administrators, faculty, parents and students – Broward County Public Schools adopted a district-wide chess instruction program.
Mayors’ Chess Challenges are hosted on a rotating basis by cities in Broward, Miami-Dade and Palm Beach counties. These free and friendly meet-ups bring together elected officials, students, families and chess players of all ages and abilities to support and celebrate scholastic and community-based chess programs. Recognizing the potential for continued growth in chess programming and the economic, social, cultural, and educational benefits it offers, Sunrise partnered with the National Scholastic Chess Foundation to create the Sunrise Center for Excellence in Chess. The Center, founded in 2016, represents the City’s sustained commitment to chess and reinforces Sunrise’s position at the epicenter of community-wide scholastic chess in the United States. The City hosts free, supervised Open-Play Chess sessions each Saturday from 10:00 a.m. to noon at the Sunrise Athletic Complex (SAC) Multipurpose Center (11501 NW 44th Street, 954-747-4604). People of all ages and skill levels are invited to participate, and free instruction is provided by the Sunrise Center for Excellence in Chess.
In 2012, the City began hosting an annual “Champions of Chess” tournament for students in Sunrise elementary, middle, and high schools. In 2017, the Sunrise Center for Excellence in Chess became the tournament’s facilitator and introduced a Sunrise-specific rating system for participants. Participation is free, and tournament champs in each division take home a prize.

Our chess initiative has been recognized for excellence by two prominent national organizations. In 2015, Sunrise earned the prestigious title of Chess City of the Year from the United States Chess Federation. That same year, the U.S. Conference of Mayors named Sunrise one of “Most Livable” Cities in America on the strength of its scholastic and community-based chess programs. And in 2016, Sunrise received the Greater Fort Lauderdale Alliance’s Education Partnership Award – a significant endorsement of chess in Sunrise as an economic and workforce development tool.
For ten consecutive years, the City has hosted a Chess Calendar Art Contest to encourage and showcase Sunrise students’ enthusiasm for chess! Children in grades 2-8 who attend school in the City of Sunrise are invited to participate. Each entry visually communicates the contest theme, which changes each year. The top three artists from each participating school are recognized, and citywide first-, second- and third-place winners are also selected. We are always impressed by the students’ creativity as they illustrate the positive power of chess. We’re also grateful to our Sunrise schools for participating – with special thanks going to the art teachers who cultivate young talent!
The City has a full-time social worker with an office in the Sunrise Senior Center. This dedicated staff member helps eligible residents of all ages obtain federal, state and/or local assistance. The office is open Monday through Friday from 8:30 a.m. to 4:30 p.m.

Our social worker can connect families with local agencies for assistance regarding Social Security, Medicaid, healthcare (including mental health), employment, food stamps, and more.
The City maintains a small pantry with non-perishable food items that’s accessible to eligible residents in time of emergency. Durable medical equipment – such as wheelchairs and walkers – is also available for loan.
The City offers a limited number of fee waivers for designated athletic and camp programs, allowing qualified disadvantaged youth to participate. Eligibility is based on current Federal Poverty Guidelines.
• An annual holiday party for underprivileged Sunrise youth is provided by the City and co-sponsored by the civic and business community. Food, entertainment and gifts are to all who attend.
• Our social worker selects and coordinates with needy families to receive Thanksgiving Baskets and Holiday Baskets. The baskets consist of all the items needed to prepare a complete dinner.

• Walk to Read: Walk to Read is a targeted intervention literacy program that groups scholars in skill-based groups for a small portion of the day. Teachers in each grade level concentrate on particular skills (phonics, vocabulary, etc.) with the students “walking” to that group for targeted intervention instruction.
• Acaletics Math Club: Acaletics is used to improve the math achievement of scholars and close/reverse any existing achievement gaps through an engaging, interactive, and innovative curriculum.
• Third Grade FSA Achievement: Village Elementary increased 22 percentage points on the 2022 Third Grade FSA English Language Arts Test, placing second in greatest improvement of all schools district-wide.
• Real Men Read: In partnership with Hands on Broward, the Real Men Read initiative hand selects positive community role models from the Broward Community to read books, distribute books, and share stories of reading in their everyday lives with scholars in grades K-3.
• Winterfest Art Foundation: Village Elementary participated in the Winterfest Art Contest for students in grades K-5 with a total of 20 student entries. We took home 13 first-place prizes, and 7 second and third-place prizes. All first-place recipients received brand new laptops or gift cards to assist with their academic endeavors.
• Revitalization Project: Village Elementary has been selected to have a long-standing partnership with Hands on Broward, which is a community service organization dedicated to pairing willing volunteers with projects where they can give of their time and talents. As a selected school, Village will benefit from a remarkable team of volunteers that will be coming out to work on projects that will revitalize our school.
• City of Sunrise Proclamation: Deputy Mayor Jacqueline A. Guzman presented a surprise proclamation to Principal Haynes as a staple community leader in the City of Sunrise, deeming February 14 as Wanda E. Haynes Day.
• Latinos in Action: The Cypress Bay High School L.I.A. Chapter in conjunction with Toys for Tots came together to provide 80 families from Village Elementary with toys and gifts for the holidays.
• Vertical Church: Volunteers from Vertical Church of Sunrise came to assist in cleaning and revitalizing our campus.

This coming school year is a very special one for Franklin Academy Sunrise Campus. Our first group of kindergarteners, enrolled back in 2015, will be graduating this school year!
As I reflect on the past nine years, it is clear to me that our success comes from great leadership, excellent educators, a strong curriculum, and outstanding scholars. The Bair Middle School Montessori Magnet program has expanded over the years to deliver a curriculum that is immersed in the Montessori philosophy of teaching and learning.
