The City Council began the budget process by identifying the City's most important needs and goals, considering community priorities and organizing these into initiatives under four focus areas.

The General Fund is the primary operating fund of the City. General Fund revenues include taxes, license fees, permit fees, charges for services, investment earnings and a variety of other sources.
Paramount receives various one-time and ongoing revenues to provide the resources to build fiscal strength, reinvest in the community, repair critical infrastructure and provide a multitude of services.
The City continues to focus on key strategies to enhance revenue growth and efficiencies, such as evaluating service levels and utilizing technology to meet increasing demands.
Sales tax and Property Tax In Lieu of VLF continue to be the primary revenue sources for the General Fund, accounting for nearly 40% of total General Fund revenues.

The General Fund's operating expenditures include salaries and benefits, supplies and services, facility equipment, maintenance and replacements and some major improvement projects.
The City of Paramount continues to address the needs and expectations of our community, while simultaneously proposing beneficial major improvement projects.
Our budget maintains traditional services which are needed for a City to function and provide what residents and businesses need as well as the successful City programs and events to all residents.
FY 2025-26 Improvement Projects Expenditures: $28.1 million $129.7 million invested in infrastructure since 2016!
Major Street Repaving
This year's major street improvements will focus on the final section of Orange Avenue, from 70th Street to Alondra Boulevard. The other sections of Orange Avenue were completed in previous years.
Local Street Repaving
This year’s local street improvements will include Jefferson Street from Garfield Avenue to Georgia Avenue and San Jose Avenue from Somerset Boulevard to Myrrh Street.
Median Enhancements
New plantings, water efficient irrigation and decorative pavers for the medians on Downey Avenue between Monroe Street and Wilburn Street and Rosecrans Avenue between Downey Avenue and Anderson Street. We will also be converting the irrigation lines to reclaimed water lines for the medians on Alondra Boulevard and Rosecrans Avenue, from city limits to Orange Avenue. Other high-need medians throughout the City will be addressed over the next couple of years.
Bikeway Trail Phase II
Dills Park (Completed)
This includes the community orchard, parking, electric vehicle charging stations and new restroom along the trail.
Water Well 16 (Completed)
The construction of a new water well and successfully obtaining the operating permit means being able to access local groundwater as its water source in lieu of more expensive imported water.

This is the new section of the bikeway trail that will traverse through the north end of Paramount Park, along with a reconfigured parking lot, which will be a new recreational space for residents to enjoy.
