CALLS FOR SERVICE In 2024, the O’Fallon Police Department answered 24,146 calls for service or approximately 66 calls for service per day. The most received type of a call was for Public Service with 4,171 calls, followed by Suspicious Circumstances with 3,132 calls, Auto Accidents at 2,344 and finally Alarms with 1,645 calls. *See Appendix A for more detailed information.

In 2024, the O’Fallon Police Department conducted 32,826 selfinitiated field activities, or approximately 90 per day. Leading the way in these community contacts were officers making 21,608 traffic stops, an average of 59 stops per day.

In a continuing effort to recognize, prevent, and deter traffic related problems, the O’Fallon Police Department utilizes several strategies. During 2024, the O’Fallon Police Department issued 12,590 summons and 10,314 written and verbal warnings. During the same period, traffic accidents increased 6.9% from 1253 in 2023 to 1340 in 2024.

COMMUNITY SERVICES ANIMAL CONTROL/PARK POLICE OFFICERS The O'Fallon Police Department's Animal Control/Park Police Officer Section responds to calls involving domesticated animals and specific wildlife nuisance cases.

The unit addresses animal complaints regarding barking dogs, “at large” animals and strays, dog/cat bites or scratches, unwanted pets, humane trapping of pets, and lost and found pets. The Rangers also uphold the City's animal ordinances and handle violations occurring within the City's parks.

The section was staffed in 2024 by Animal Control Officers Lunatto and Kitsmiller.

Officer Kitsmiller would later transfer out of Animal Control, and he was replaced by Officer Ramirez. Officers McDonald and Schoonover patrol city parks and participates in community outreach events, such as Bob and Sid’s BBQ in the Park and National Night Out. Sergeant Jill Bloomfield supervises the Animal Control Officers and Park Police Officers.

While Animal Control primarily deals with domesticated animals, they also respond for cases of wildlife and livestock. Domestic calls include instances of stray animals, animal bites, animal health and safety concerns, and enforcing city ordinances like animal limitations, vaccination status, and compliance with dangerous animal regulations. During 2024, this unit responded to 788 animal incidents, transported 288 cats and 162 dogs to the kennel, and dealt with several wild animals. The Animal Control Officers/ Park Police Officers are also responsible for patrolling our parks and addressing any concerns specific to those areas.

Through 2024, Animal Control continued their collaboration with the St. Charles County Pet Adoption Center and the Animal Emergency Clinic for kennel and veterinary services. This collaboration has proven to save money and allows the department to house these animals with the surrounding jurisdictions of St. Peters and Wentzville. Housing all impounded animals in one centralized county location aids the pet owner in quickly locating their animal.

The Park Police Officers have been diligent in patrolling the city’s parks and addressing any concerns specific to those areas. The Park Police Officers are instrumental in carrying out the department’s community-oriented ideals.

CRISIS INTERVENTION TEAM (C.I.T.) Crisis Intervention Team Training is a collaborative effort between behavioral healthcare providers, law enforcement, and advocates for those with lived experience. The Great Rivers CIT Council identifies the community’s needs for St. Charles, Lincoln, and Warren Counties, agrees on strategies for meeting those needs, and facilitates training for Law Enforcement ensuring best practices. The goal is to improve outcomes with those with behavioral challenges during police interactions and introduce those in crisis into the behavioral healthcare system instead of the criminal justice system. One of the key components of the training is de-escalation. This benefits all residents, along with the Police Department on more than just behavioral health related calls.

Currently 99% of O’Fallon Police Officers are CIT certified along with several Confinement Officers.

In 2024, our department responded to 507 calls for service that were solely classified as a CIT call. This year we hosted a train-the trainer class on Emotional Intelligence for Law Enforcement that was made possible through a grant from the Raymond and Grace Harmon Charitable fund. Our department hosted police officers from around the state. This training will help officers in attendance better serve their communities including O’Fallon.

Detective James Mora was honored with the Ryan Kendall Community Hero Award, the top award given by the Great Rivers CIT Council.

O’Fallon Police Officers Jeffrey Jensen, Robert Fincher, and Jordan Wilmes were all recognized at the 2024 Great Rivers CIT Officers Appreciation Banquet for going above the call of duty with someone in behavioral crisis and providing them with the services they required.

Sgt. Rob Kendall continues his duties as Chairman of the Great River CIT Council. He is responsible for the coordination, planning, and improvement efforts between law enforcement and providers of behavioral health services in the three counties covered by the Great Rivers CIT Council.

CITIZENS POLICE ACADEMY The 2024 O’Fallon Police Department’s Citizen Police Academy was another huge success in attendance and was our 7th class at the new Justice Center. The 2024 class had 25 attendees.

The program was led by Officer Dave Goewert and Officer Lisa Sutter.

Classes met every Tuesday and Thursday evening from 7:00 p.m.-9:30 p.m. for six (6) weeks. The Citizen’s Police Academy is an engaging program designed to strengthen the bond between the police and the community.

This course offers participants a unique, behind the scenes look at law enforcement operations and provides a hands-on experience of the various aspects of police work. Classes cover a range of topics to include patrol procedures, investigations, crime scene processing, and K-9 operations; all taught by experienced officers and staff.

Participants also have the opportunity to engage in ride-along and interactive simulation, offering real world insights into the challenges and rewards of policing.

The Citizens Police Academy was created to develop a harmonious working relationship between members of the community and law enforcement. It is an opportunity for citizens to learn more about their local law enforcement, ask questions, and gain a more thorough understanding of the inner workings of the O’Fallon Police Department.

Citizen Police Academy graduates typically return to their communities as better-informed citizens, capable of using their newly acquired information to help improve the conditions and quality of life in their community.

CHAPLAINS The O’Fallon Police Chaplains Division celebrated its semi-centennial anniversary in 2024. The chaplain group was recognized by Mayor Hennessey and the City Council for lending counseling assistance to persons in crisis, assisting officers with meeting needs of families and individuals on calls, and supporting officers and civilian members with their own spiritual and emotional wellness.

Our chaplains spent many hours riding with officers, attending community engagement events, performed the invocation for countless city meetings and programs, and provided immediate grief support during emergency call-ins. The chaplains also maintained the Don Lombard Chaplains Fund for providing financial assistance to resident and transient individuals in need. The chaplain unit liaison duties were transferred during 2024 from Officer Budds to Officer McDonald.

COFFEE WITH A COP The O’Fallon Police Department’s Coffee with a Cop program is a community focused initiative designed to foster open dialogue and build positive relationships between law enforcement officers and citizens.

This event provides a relaxed and informal setting for community members to engage with officers, ask questions, voice concerns, or simply get to know the individuals who serve and protect the city. By meeting at local coffee shops or cafes, the program emphasizes approachability and the importance of partnerships in ensuring public safety. 2024 marks the 9th year the O’Fallon Police Department hosted the Coffee with a Cop program.

With no agendas or speeches, Coffee with a Cop creates an environment where meaningful connections can be formed.

It allows officers to hear directly from citizens about what matters most to them while also giving residents a better understanding of police operations and community priorities. This program exemplifies O’Fallon’s commitment to transparency, communication, and collaboration with the people it serves.

DRUG ABUSE RESISTANCE EDUCATION

The O’Fallon Police Department’s D.A.R.E. program is led by Sergeant Shepard and Officer Goewert, who dedicate their time to educating 5th grade students in 13 elementary schools. Through this program, they reach nearly 600 students, teaching them essential life skills to resist peer pressure, make responsible decisions, and avoid drug and alcohol use.

With a strong commitment to community engagement, Sergeant Shepard and Officer Goewert create a positive and interactive learning environment. They not only educate students on the dangers of substance abuse but also build trust between law enforcement and the youth, fostering a foundation of respect and open communication. Their dedication ensures that the next generation is equipped with the knowledge and confidence to make safe and healthy choices.

Drug Take Back Program The O’Fallon Police Department has worked in collaboration with the DEA’s Diversion Control Division, to participate in National Drug Takeback Day, which happens twice yearly. In addition to participating in this program, O’Fallon maintains a medication disposal program throughout the year, making access to proper disposal available any time the community has a need.

Unused prescription medication is vulnerable not only to intentional misuse, but to accidental ingestion by pets and children. Misuse of certain drugs is not only potentially harmful to the user but could also be illegal. In 2024, the O’Fallon Police Department collected and disposed of 875 pounds of unwanted medication. This program is supervised by Serjeant Jill Bloomfield.

DRONE PROGRAM The O’Fallon Drone Program continued to grow in 2024. The active drone fleet increased from eleven to twelve active drone vehicles. Six of those vehicles carried optical and thermal cameras, giving them the ability to perform any typical flight mission required by the police department, day or night. The thermal cameras carried by the drones allows the vehicle to see heat, regardless of light conditions.

Whether providing overwatch for a city event, or looking for a fleeing criminal, the O’Fallon drone program gets the job done.

In 2024, the number of FAA certified drone pilots in the program remained the same at ten.

To expand the program’s capabilities, a tether system was added to the available support equipment. The tether system limits the drone’s ability to move but allows it to remain airborne in a specific area indefinitely. As technology continues to advance, the O’Fallon Drone Program will grow with it into the future.

In 2024, the department conducted 79 drone deployments, compared to 123 in 2023.

EMERGENCY MANAGEMENT/COMMUNITY EMERGENCY RESPONSE TEAM (CERT) The Emergency Management Division of the O’Fallon Police Department provides guidance, support, and resources to the city in times of emergencies. Emergency Management maintains the city’s Emergency Operations Plan, recommends, and coordinates Incident Command Systems (ICS) training for employees, maintains emergency equipment and monitor’s potential emergency situations.

This Division works with various government agencies such as the State Emergency Management Agency (SEMA), Federal Emergency Management Agency (FEMA) and the National Weather Service (NWS). Emergency Management also works with private groups, such as American Red Cross, United Way, and numerous faith-based organizations. These cooperative partnerships allow for a whole community response to emergencies.

In 2024, the city added another outdoor warning siren to the 16 they already had. The 17 outdoor warning sirens are managed by Emergency Management ensuring they properly function through monitoring, maintenance, and testing on a regular basis. In 2024 only 1 of the outdoor warning sirens needed to be replaced with a new model.

Additionally, the Emergency Management Division maintains and deploys the city’s Mobile Command Post. The Mobile Command Post allows for command and control of an incident to be handled in the field. The Mobile Command Post is self-contained and equipped to run dispatch operations, resource management and tactical planning.

O’Fallon’s CERT Program, staffed with 48 trained volunteers, is another asset under Emergency Management available to assist the community in times of emergencies.

In 2019 O’Fallon Emergency Management joined in a partnership with St. Charles County Regional Emergency Management. This partnership, along with Wentzville and Lake St. Louis, helps O’Fallon provide a more robust coordinated response to disasters and allows access to more resources. This regional team is based at the St. Charles County Emergency Operations Center located in O’Fallon.

O’Fallon’s Emergency Management Coordinator Officer Larry Bunt oversees Emergency Management for O’Fallon and is assigned to the Regional Emergency Management Team.

NEIGHBORHOOD POLICE PROGRAM In 2024, the O’Fallon Police Department’s Neighborhood Policing Officer (NPO), Officer Scott Young, interacted closely with O’Fallon’s neighborhood associations to address their complaints and concerns. From parking complaints to neighbor disputes, the NPO utilized long term strategies and problemsolving techniques to address specific concerns of O’Fallon residents. Officer Young also works with our unhoused population, addressing complaints, and connecting them with resources when needed. Whether the solution required use of criminal codes or coordination of other city departments, the NPO worked to solve the identified problem. Officer Young handled many complaints and concerns through this program, but only 64 required the reporting process.

In addition to the residential concerns, Officer Young utilizes the principles of Crime Prevention Through Environmental Design (CPTED) to enhance safety and security at area businesses and schools. Officer Young is the designated liaison of the OPD Business Watch Program.

POLICE EXPLORERS During 2024, the O’Fallon Police Explorer Post formed a partnership with other area Police Explorer Posts, known as the Eastern Missouri Police Explorer Team. St. Charles, O’Fallon, and Wentzville police departments agreed to combine all operations and operate as a unified team within the county of St. Charles. The benefits of combining operations will improve the overall mission and function of the police explorer program by maximizing resources, equipment sharing, networking, and increasing the advisor to explorer ratio, while maintaining our individual post.

O’Fallon Post 2943 provides opportunities to area youth to learn about their community and about the law enforcement profession. The explorers assist the police department at community events, attend regular meetings, and participate in training instructed

by Police Officers. The explorers also participate annually in trainings and competitions at the Police Explorer Academy.

In 2024, Officers Bob Schoonover and Andy Lubiewski served as advisors for the O’Fallon Police Explorer Post, supervising our 13 Explorers in all their activities, service hours, and training events.

SAFETY TOWN The O’Fallon Police Department proudly celebrated the 40th anniversary of its Safety Town Program this year, marking four decades of commitment to educating young children about safety in a fun and engaging way. Safety Town is a nationally recognized program designed for children aged 4-7, teaching essential safety concepts through hands-on activities, interactive lessons, and creative play. The program includes lessons on pedestrian safety, bicycle safety, strander danger, fire prevention, and more. This is all taught in a miniature “town” complete with scaled down buildings, roads, and traffic signals.

Over the years, Safety Town has become a cherished tradition in O’Fallon, fostering a strong connection between the police department and the community. Generations of families have participated, with parents who attended the program as children, now enrolling their own kids. This milestone year was marked with special celebrations and acknowledgements of the officers, volunteers, and community members who have supported Safety Town’s success. By investing in the education and safety of its youngest residents, the O’Fallon Police Department continues to exemplify its dedication to building a safer, more informed community for all.

This year’s Safety Town was headed by Officers Bob Schoonover, Nick Valenti, Bob Goewert, Lisa Sutter, and Andy Lubiewski. Due to its popularity last year, a second location was added in 2024. Safety Town was attended by 232 students at Progress South Elementary and 78 students at Discovery Ridge Elementary, for a total of 310 students. This is an increase from the 245 students that attended last year.

SCHOOL RESOURCE OFFICERS (SRO) The SRO Program is a collaborative effort between law enforcement agencies and schools to enhance safety, prevent crime, and build positive relationships between officers and students. The SROs educate students and staff on topics such as crime prevention, substance abuse, and conflict resolution. Our SROs strive to build trust and foster positive relationships with the students, serving as role models and offering guidance.

Officers assigned full time to a school go through training and are certified through the National Association of School Resource Officers. In 2024, three O’Fallon Officers were certified through this program as part of the new assignments.

SHOP WITH A COP The Annual Shop with a Cop event was another success in 2024. This marks the 8th annual event in cooperation with Walmart and Christian Foods/McDonalds. The day started at McDonalds, where lunch was provided, prior to a police escort to Walmart.

This year, 12 children, ages 5-17, were selected to partner up with a police officer to do Christmas shopping at Walmart using

a gift card in the amount of $350, provided by Walmart’s community grant fund.

Shop with a Cop is a fun way for officers and schoolaged children to spend time getting to know one another in a relaxed atmosphere away from home, work, and school. The season of giving is enjoyed by everyone who takes part in this event, whether it’s the students awarded the experience, the shoppers that see the excitement in the students, or the staff that helps wrap the gifts.

STATION TOURS The Justice Center serves as a state-of-the-art facility designed to support our mission of public safety and community engagement. Equipped with modern law enforcement technology, detention areas, dispatch operations, firing range, training room, multiple conference rooms, and administrative offices, the Justice Center allows our officers to effectively serve and protect the residents of O’Fallon.

As part of our commitment to community outreach, we offer guided tours of the Justice Center to scout groups, civic organizations, and other community members.

These tours provide an inside look at our facility, helping participants learn about law enforcement operations, investigative processes, and the resources we use to keep the city safe. Visitors gain a deeper understanding of our department’s role in the community while exploring key areas, such as the booking area, emergency communications center, and training spaces.

SPECIAL OLYMPICS/TORCH RUN Since 1986, the O’Fallon Police Department has participated in the Special Olympics Torch Run. Each year, both officers and civilians raise awareness for the Special Olympics by carrying the torch in an escorted run through the city; a run that leads to the capital, where the Special Olympics Torch is lit for the Summer Games.

Another big event for Team O’Fallon is the annual Polar Plunge, held in Lake St. Louis each winter. Teams compete in fundraising efforts; the results of which are announced at the Polar Plunge events, where teams prove their dedication with an icy dip in Lake St. Louis. The annual event draws large crowds, raises funds and awareness for Special Olympics Missouri, and brings teams together from all over for a common goal.

Officer Nick Valenti is the official Special Olympics Missouri liaison for the O’Fallon Police Department and represents team O’Fallon at meetings, conferences, and events for the Special Olympics. In addition to the Torch Run and Polar Plunge, Officer Valenti coordinates other fundraising efforts, including Cop on a Rooftop, Cover a Cruiser, and the Drive it Home Raffle.

COMMUNITY OUTREACH The O’Fallon Police Department participates in numerous community engagement activities, programs, and events throughout the year. Whether hosting an event or making an appearance at an event hosted by one of our community partners, we take pride seizing opportunities to make positive contacts with our residents through community outreach efforts.

Some of the events organized by the Police Department in 2024 include the Dunk Tank Fundraiser at the Heritage and Freedom Festival, Teen Driving Classes, Women’s SelfDefense classes, Pop-Up Golf Cart and Bicycle Patrols, BBQs in the Park, Cops and Bobbers, National Night Out, Seniors Banking and Fraud Seminar, Trunk or Treat, Cocoa with a Cop, Shop with a Cop, and the Holiday Lights Contest. We were also honored to be guests at Senior Center Dances, Children’s Miracle Network Celebrations, Women’s Health Walks, STEM Night events at O’Fallon Schools, Parks and Rec “Get Out and Play Days”, Chamber of Commerce Rail District Festival, Grand Openings and Ribbon Cuttings, O’Fallon Jammin Festivals, and Community Parades.

We had a very active 2024, meeting new people, listening to concerns, answering questions, and providing education about the role of the Police Department in our city.

SOCIAL MEDIA The O’Fallon Police Department has cultivated a strong social media presence, engaging with the community across multiple platforms, including Facebook, Instagram, and X (formerly Twitter). Among these, Facebook serves as the department’s primary channel for community interaction and outreach.

Over the past year, the department’s Facebook following has grown significantly, increasing from 46,000 followers to 57,000 followers. This remarkable growth not only highlights the department’s commitment to transparency and communication but also places the O’Fallon Police Department among the top law enforcement social media pages in St. Charles County.

In addition to Facebook, the department actively connects with residents on Instagram, boasting 3,451 followers. By maintaining a presence on X, the department extends its reach to a diverse audience, ensuring timely updates and building trust with the community. The department’s dedication to innovative and consistent social media usage reflects its mission to maintain strong relationships with O’Fallon residents while remaining a leader in digital outreach among regional law enforcement agencies.

AWARDS BANQUET This year, the O’Fallon Police Department held their 4th annual Awards Banquet on Saturday April 6, 2024. This event serves as an opportunity to celebrate the police officers and professional staff by acknowledging their hard work and exceptional effort. It also allows the department to recognize the dedication of its employees to the community they serve.

This event was again hosted by Caroline Hecker of KMOV News. This would be her second consecutive year serving as Mistress of Ceremonies for this banquet. Mrs. Hecker presented numerous awards, including Letters of Appreciation, Chaplain’s Award, Productivity Awards, Administrative Commendations, Unit Commendations, Exceptional Service Awards, and the Chief’s Commendation Award.

Danielle Kehoe was awarded the Communications Officer of the Year for her dedication and commitment to the dispatch center at O’Fallon, throughout her long and illustrious 27-year career.

Office Manager Laura Weiss was presented with the Civilian Employee of the Year Award for her tireless efforts and dedication to keeping the Police Department running smoothly day in and day out.

The awards ceremony ended with the Officer of the Year Award presented to Officer Brandon Gubricky, who has been with the police department for about 2.5 years. In his years at O’Fallon, Officer Gubricky has become a Drone Pilot, Taser Instructor, Virtra Instructor, MACTAC Instructor, Field Training Officer, ID Tech, and a Task Force Officer through Homeland Security.

From January through November, Officer Gubricky’s hard work led him to making 155 arrests, issuing 243 warnings and 1282 summonses in 1079 traffic stops, while taking 203 reports. Officer Gubricky also located key evidence, which led to the arrest of a serial burglar and the recovery of property for the multiple burglaries that were involved. Based on everything that Officer Gubricky does on a daily basis for the citizens of this city, and for the officer of this department, Officer Gubricky certainly embodied all the qualities and characteristics of an officer of this award.

COMMUNICATIONS The O’Fallon Police Department Emergency Communications Division is the primary answering point for all 9-1-1 calls and emergency communications for the City of O’Fallon. With almost 94,000 residents, O’Fallon is the most populated city within St. Charles County and covers 29.19 square miles.

The O’Fallon Emergency Communications Division serves the public 24 hours a day, 7 days a week, and 365 days a year with specially trained communication officers to answer all emergency and non-emergency calls for assistance. These communication officers receive and/or transmit emergency telephone, radio, alarm, and other types of data over multiple computer systems, then analyze the information in a timely manner for the purpose of relaying vital information between citizens and law enforcement officers in order to preserve life and protect property.

The men and women of the Emergency Communications Division serve as first responders and have received such recognition from the City of O’Fallon in October 2022, and by the State of Missouri in August 2022. The top priority of the Emergency Communications Division continues to be focusing on and ensuring reliable, accurate and timely emergency dispatch services.

In 2024, the O’Fallon Emergency Communications Department was completely restructured. In July, Paul Jokerst was appointed as the new Emergency Communications Administrator following the retirement of the previous Communications Manager, Daniel Kehoe. Before coming to O’Fallon, Paul managed the second busiest 9-1-1 center in St. Louis County that served seven police and fire departments.

As part of the continued improvements and restructure of the Emergency Communications Division, a new 911 Professional Development Coordinator position was created as were four new Emergency Communications Supervisor positions, one for each shift.

A totally new training program was created to ensure consistent training on all shifts along with the new requirement of Training Officer and Supervisor certifications through the Association of Public-Safety Officials (APCO). APCO is the world’s oldest and largest organization of public safety communications professionals and support the largest U.S. membership base of any public safety association.

In 2024, the O’Fallon Police Department’s Emergency Communications Center welcomed a new Computer Aided Dispatch (CAD). O’Fallon partnered with Caliber Public Safety to bring a modern software solution into the center to improve situational awareness, response times, managing highstress situations, and making critical decisions in the blink of an eye. Emergency Communications Staff was excited to implement this solution in an effort to maintain high customer service marks and provide officers with accurate information on calls for service. The Emergency Communications Center had been using the previous CAD for the last 20+ years.

In November, the O’Fallon Emergency Communications Center announced the launch of CommsCoach, a state-of-the-art technology solution that redefines training, quality assurance, and staff support for 9-1-1 emergency communications officers. This initiative reflects the Emergency Communication Centers unwavering commitment to provide the highest standard of emergency response to the O’Fallon community, ensuring that every call and dispatch response is met with professionalism, accuracy, and compassion.

The O’Fallon Emergency Communications was the first 9-1-1 center in the State of Missouri to use this technology and was one of the first twenty in the entire country.

As we look ahead into 2025; we will be implementing Emergency Police Dispatch (EPD) Protocols.

EPD empowers our Emergency Communications Officers to efficiently gather essential information and send the right response to help callers, victims, officers, and bystanders in emergency situations.

CRIMINAL INVESTIGATION SECTION The O’Fallon Criminal Investigation Section, or Detective Bureau, is staffed by 18 commissioned personnel and one civilian clerk. In addition to 3 supervisors, there are 9 criminal investigators who act as general assignment detectives when it comes to day-to-day investigations. Several of the 9 detectives also have sub-specialties such as fraud, identity theft, and sex crimes. The Bureau is responsible for conducting follow-up investigations initiated by the Patrol Section and maintaining a caseload of selfinitiated complaints.

Beginning in 2020, a more appropriate metric was examined, “Criminal Cases Cleared”. This statistic represents the number of criminal cases solved by the detective bureau. Also, this metric disregards cases still actively being investigated.

Therefore, the clearance of rate is continually changing. The UCR data clearance rate, however, does include active case statuses. *2021 numbers were recalculated due to a clerical error the previous year.

In 2024, 353 cases were assigned to the bureau; 274 were determined to be criminal and 176 of those cases were cleared, or “solved” by the Detective Bureau. The CIS submitted 73 state warrant applications to the State Prosecutor’s office in 2024, which was a decrease (-23%) from 90 in 2023.

CYBER CRIME TASK FORCE The St. Charles County Cyber Crime Task Force (SCCCCTF) has been fully operational since August 2001. The unit serves seven different counties in the State of Missouri to include St. Charles, Lincoln, Marion, Montgomery, Pike, Ralls and Warren. It is staffed by personnel from the St. Charles County Police Department, Lincoln County Sheriff's Office, and the O'Fallon, St. Peters, St. Charles City police departments. The Cyber Crime Task Force is divided into two categories: Investigators and Forensic Examiners.

The Investigators of the Cyber Crime Task Force conduct investigations into the illegal activity of individuals who commit internet crimes against children.

They can conduct an analysis on items to include computers, cell phones, digital media storage devices, gaming systems, and even smart watches. The crimes they help investigate are not exclusive to internet crimes against children.

The Investigators and Forensic Examiners are members of the Missouri Internet Crimes Task Force and the FBI Child Exploitation Task Force. The Missouri Internet Crimes Against Children Task Force 2024 Cyber Crime Statistics (MO ICAC), is part of a network of 61 nationwide task forces. MO ICAC has been managed by the St. Charles Cybertips for the State of Missouri 15,948 County Police Department since 2011 and includes a Cybertips Handled By SCCCCTF 232 Investigations from Complaints 269 network of 12 task forces for the State of Missouri.

EMPLOYEE TRAFFIC CRASH COMPARISON

During 2024, O’Fallon Police Department employees were involved in nineteen (19) total crashes, which is a slight increase compared to the 2023 total of sixteen (16). Nine (9) of these crashes were chargeable to the officer/driver, which is an increase from the total of six (6) chargeable crashes in 2023.

Of the chargeable crashes, four (6) were single vehicle crashes. These single-vehicle chargeable crashes involved the employee striking a fixed object, with the predominant contributing circumstances being Improper Backing or Inattention. Of the ten (10) other crashes, other vehicle struck vehicles while under normal operating conditions. Three of the department involved vehicles where parked unoccupied at the time, one was struck by a DWI suspect, and one was a deer strike. The other crashes involved other vehicles sideswiping patrol cars, while on a traffic stops or while on normal patrol.

HIGHWAY SAFETY GRANTS

Grant Statistics for DWI Enforcement and Hazardous Moving Violations January – December 2024

The 2024 calendar year statistics were much higher than 2023 utilizing grant money awarded by the Missouri Department of Transportation. 2023 had shown significant decreases in traffic enforcement summonses utilizing grant monies. Most statistics increased in 2024, in part, due to organized details coordinated by the Special Operations Section. During grant operations there were 33 DWI arrests made by officers on grants, which was major increase from 7 DWI arrests in 2023.

During grant operations summonses increased with a total of 1583 issued. Of that total, 761 summonses were written for Hazardous Moving Violations that contribute to crashes such as speeding, stop sign and electrical signal violations, careless and imprudent driving and following too close. During grant operations 822 citations were issued for non-hazardous violations with the largest category being expired license plates and temporary tags, no insurance, and no valid driver’s license. During grant operation 52 fugitives were also located and arrested. .

This department strives to educate the community on traffic crash reducing behaviors both through social media, speed trailers and on individual traffic stops.

The O’Fallon Police Department will continue to focus on keeping our streets safe using all tools available to us as speed and inattention remains leading causes of traffic crashes statewide.

Operations Division

In 2024, the O’Fallon Police Department conducted a total of 7 administrative investigations. There were 2 external complaints (complaints originating from the public) and 5 internal complaints (complaints originating from within the department). Administrative violations can be greater than the number of complaints due to some complaints involving multiple police personnel or multiple violations of police by officers. After reviewing all reports, information and recommendations available, the Chief of Police will dispose of the in incident by classifying the complaint as one of the following: UNFOUNDED – The allegation is false and not factual.

EXONERATED – The incident did occur but was lawful and proper.

NOT SUSTAINED – Insufficient evidence exists to either prove or disprove the allegation.

K-9 UNIT The O’Fallon Police Department Canine Unit consists of 5 police canine teams and 1 supervisor. One canine team is assigned to every shift as well as one team in Special Operations. The teams are Officer Vegovisch and K9 Vegas, Officer McClenning and K9 Bear, Officer Frkovic and K9 Loki, Officer Risley and K9 Rogue, and Officer Eversmeyer and K9 Caine. Officer Eversmeyer was the fifth canine team added to the department’s unit in April of 2024. The unit is supervised by Sgt. Thompson.

The 5 teams specialized in narcotics detection, tracking, evidence and suspect searching, as well as handler protection and criminal apprehension.

Another important aspect of the unit is to conduct public demonstrations in the community throughout the year. This helps the public understand what the canine teams do in the police department to keep the public and officers safe.

In 2024, the five canine teams were deployed 1373 times. The teams were utilized as cover for officers on most of these incidents. There were 135 drug sniffs conducted, 40 evidence searches conducted, and 50 suspects were apprehended by the canine teams with only three being physical apprehensions by the canine. Multiple tracks were conducted for the O’Fallon Police Department as well as outside

requesting agencies. * Note: Missouri legalized marijuana in 2022 affecting drug seizure numbers and K9 usage.

NEW SOFTWARE SYSTEMS In 2024, the O’Fallon Police Department initiated a strategic upgrade to its core technology infrastructure by procuring a new suite of software systems designed to enhance the department’s operational efficiency and improve service delivery to the community. The primary focus of this initiative was the acquisition of a new Computer-Aided Dispatch (CAD) system, Records Management System (RMS), and Mobile Software. This significant technological investment is expected to streamline the department’s workflows, increase officer safety, and provide better data accessibility and analysis capabilities.

Given the increasing complexity of modern policing and the rising expectations for technological innovation in public safety, it became clear that an upgrade was necessary. A modern CAD, RMS, and Mobile Software suite would improve incident management, enhance data-driven decision-making, and increase officer efficiency, ultimately resulting in better outcomes for the community. This change marks the first for the department since the late 90s.

The process of selecting the new CAD, RMS, and Mobile software was rigorous and involved careful consideration of the department’s needs, existing infrastructure, budget constraints, and long-term technological goals. The department formed a committee consisting of technical staff, officers, and administrators who worked closely with several leading software vendors. The goal was to find a solution that not only met the current needs of the department but also allowed for future growth and integration (with other systems, further improving our operations).

After an extensive review process, the committee selected a comprehensive software suite from a vendor with a proven track record in law enforcement technology. The decision was based on several key factors: •

Integration Capabilities: The new software suite is capable of seamless integration with other systems in use, such as the department’s records management, data storage, and forensic analysis systems.

User-Friendly Interface: The new system is designed with an intuitive interface that minimizes training time and allows officers to quickly adapt to the new technology.

Scalability: The selected software will grow with the department’s needs, ensuring that as the city of O’Fallon grows, the technology will continue to support the department’s mission.

•

Support and Maintenance: The vendor offers comprehensive support and maintenance services, ensuring the software will remain up-to-date and functional throughout its lifecycle.

Computer-Aided Dispatch (CAD) System The new CAD system represents a substantial leap forward in dispatching and response management.

The system allows dispatchers to instantly route calls, track officer locations, and monitor incident progress in real-time. Some of the key features include: 33

PERSONNEL/RETIREMENTS The O’Fallon Police Department is currently authorized to have 126 full-time Police Officers and 1 part-time Police Officer. Additionally, they are authorized to employ 18 Communications Personnel, 7 Confinement Officers, 2 Animal Control Officers, 15 full-time Civilian Support Staff Members, and 4 part-time Civilian Support Staff Members, for a total of 173 employees.

In 2024, the Police Department hired a total of 20 new employees.

POLICE VEHICLES In 2024, the O’Fallon Police Department operated a fleet of 107 total vehicles. The department added 22 vehicles to the fleet from the previous total of 85 in 2023. These vehicles encompassed every section of the police department, from Investigations to Community Services to Special Operations, with the majority assigned to the Patrol Section. The department primarily uses 4 Year Mileage Comparison the Ford Police Interceptor Utility (Explorer) but added 3 of the new Ford 1,500,000 F-150 Police Responder trucks to the fleet. The department also uses several 1,000,000 various smaller SUVs/sedans for the 500,000 Investigations and Administrative sections, as well as 4 motorcycle units 0 and a Mobile Command Post. During 2021 2022 2023 2024 2024, these vehicles traveled a total of Miles Driven 1,351,181 miles.

For 2024, the approximate cost of a fully built, outfitted Mileage and operational police vehicle was $99,000. Approximately 753,219 $53,000 of that was for the 94,183 purchase price of the vehicle 97,014 itself. The additional $46,000 96,718 was for all the necessary 106,134 electronics, technology and 106,528 other equipment needed to outfit the vehicle.

This 18,013 equipment includes items 79,372 such as a ruggedized laptop 1,351,181 computer, mobile radio, in car video system, wireless mobile internet access, emergency lighting and control systems, prisoner cages, and other assorted safety equipment (cones/flares).

The O’Fallon Police Department also implemented a new Vehicle Longevity Program in 2024. This program provides officers who live within the city, and within St. Charles County, with an individually assigned “take home” vehicle, instead of having to share a patrol vehicle with 2-3 other officers. This program serves several purposes. The first of which is it will provide a substantial cost savings to the city once fully implemented. Studies have shown that “take home” vehicles last an average of 7 or more years before needing replacement, as opposed to our current state of having to replace a shared patrol car after only 3 years of service. There is also a substantial savings in the cost of maintenance as vehicles are driven far less frequently, thus diminishing the wear and tear. The program also provides another layer of crime deterrence and protection to the citizens we serve, by having a larger visible presence in the community. A total of 24 vehicles were issued to officers in 2024 as part of this program.

RACIAL PROFILING During 2024, the O’Fallon Police Department conducted 21,608 traffic stops. If a cause for concern would arise from these traffic stops, supervisors would review the stop and, if necessary, investigate and remedy the behavior in a timely manner.

In accordance with Department Policy 17.15, “Professional Traffic Stops”, an administrative review of biased based policing including Department practices, citizen concerns and any corrective measures taken was conducted for the calendar year 2024.

Throughout 2024, all commissioned officers received training on biased based policing as an element of Missouri Peace Officer Standards and Training (POST) mandated continuing education, which requires in part, that “The training shall promote understanding and respect for racial and cultural differences and the use of effective, non-combative methods for carrying out law enforcement duties in a racially and culturally diverse environment.” New officers received biased based police training as part of the requirements to obtain a Missouri POST Peace Officer license.

Section 590.650 RSMo. requires that all officers report specific information, including a driver’s race, for each vehicle stop made in the State of Missouri. The Department must provide this data to the Attorney General by March 1 of every year. As required by law, and after it was reviewed by the Chief of Police, the mandated information was supplied to the Attorney General.

In 2024, there were no complaints filed alleging biased traffic enforcement.

RESPONSE TIMES During 2024, O’Fallon Police Officers arrived on scene to a call within an average of 5 minutes. This “average” considers the time from the initial call for police service to our Communications Center to the arrival of the officer. This “response time” includes incidents of all types, including both emergency and non-emergency calls.

This year, the O’Fallon Police Department spent an average of just over 24 minutes on a scene.

Obviously, depending on the nature of the call, both “averages” can be greater or less depending on the circumstances.

The O’Fallon Police Department prides itself on quick response times and therefore the sectors were reimagined this year. To efficiently and effectively deliver police operations across different areas of the city, the sector map was expanded from 8 sectors to 10.

SPECIAL OPERATIONS SECTION The O’Fallon Police Special Operation Section was formed at the beginning of 2024. This is a proactive unit that targets felony offenders, conducts criminal suppression operations, targets areas within the city to reduce fatality accidents, provides extra patrol to designated areas to assist the Patrol Division, and focuses on other special projects that arise.

This unit consists of one sergeant and 6 officers, including one K-9 handler and his partner. Special Operations falls under the Criminal Investigations Section and assists our Detective Bureau as well as Patrol with investigations, highrisk arrest attempts and tracking down fugitives. The unit works hand in hand with our local, regional and federal partners to keep O’Fallon safe.

Using technology, partnerships and their investigative skills, Special Operations made 428 arrests in 2024. Dozens of the arrest made were felonies, including multiple armed suspects and a murder suspect from Arkansas in May. Special Operations conducted 3156 traffic stops and issued 4,036 summonses in 2024.

ST. CHARLES COUNTY REGIONAL DRUG TASK FORCE In 2024, the St. Charles County Regional Drug Task Force completed 450 investigations to include 41 search warrants and 195 “hand-to-hand” drug purchases. The Drug Task Force seized $160,768.00 in U.S. currency through criminal investigations into area drug dealers. The O’Fallon Police Department has two detectives, and one Captain assigned to the task force.

In our continuing effort to educate the citizens of St. Charles County regarding current drug trends and resources regarding potential drug abuse, SCCRDTF conducts numerous drug education classes to various organizations within the County to include schools, grand juries, and civic clubs. SCCRDTF considers knowledge a key component in the ongoing battle against drug usage/distribution in St. Charles County and we will endeavor to educate our citizens so that they can serve as our first line of defense in the war on drugs.

The primary focus of the unit is undercover narcotics investigations within the geographical area of St. Charles County; however, many investigations venture into surrounding counties such as St. Louis Metropolitan, St. Louis County, and Lincoln County.

SUSPECTS DETAINED During the operation period of 2024, 170 people were detained. TRAINING St. Charles County Regional SWAT completed the mandatory sixteen (16) hours of monthly training and one (1) week-long (40 hours) training. Sixteen (16) hours were spent at Asymmetric Solutions Training Facility for various range, tactical, and medical training iterations. In 2024, some team members attended additional specialized training such as Command, Multiple Instructor Courses, Dignitary Protection School, Hostage Rescue, and CONTOMS Tactical Medic School.

SUMMARY SWAT, is a designated law enforcement team whose members are recruited, selected, trained, equipped, and assigned to resolve critical incidents involving a threat to public safety, which would otherwise exceed the capabilities of traditional law enforcement.

The O’Fallon Police Department has 1 Assistant Team Commander, 5 operators, 1 Negotiator Commander, 4 negotiators and 6 drivers assigned to the SWAT Team.

REGIONAL CRIMINAL INTERDICTION TASK FORCE The Saint Charles County Regional Criminal Interdiction Task Force was established in response to the surge in motor vehicle thefts and break-ins that persisted in early 2021. This initiative was prompted by a 65% increase in vehicle thefts and a 7% rise in thefts from vehicles across St. Charles County, highlighting the urgent need for coordinated action.

Since its launch in March 2021, the task force’s proactive approach has driven steady declines in these crime rates. Over the past three years, through the end of 2023 and into 2024, the task force helped reduce motor vehicle thefts by 59% and thefts from vehicles by 76% compared to peak levels in 2020.

These successes are a testament to the collaborative efforts of all participating law enforcement agencies, including Cottleville, Lake St. Louis, O’Fallon, St. Charles City, St. Peters, Wentzville, and the Missouri State Highway Patrol. The task force has been instrumental in fostering a safer environment throughout the region. Furthermore, the task force’s achievements have served as a benchmark for agencies in St. Louis County, inspiring the adoption of similar strategies and yielding comparable results in their jurisdiction.

TRAINING The Training Sergeant, and Training Coordinator assigned to oversee all department training ensures the department provides the best possible training for our agency, while being fiscally responsible. Officers took time to review many different department policies and covered several training topics during their daily roll call sessions. Other course delivery methods included classroom attendance, off-site classes, outdoor and indoor range training, VirTra Shooting simulator, online courses, video presentations, and the use of printed materials. Obtaining the best training possible for our department, while ensuring fiscal accountability is the commitment of the O’Fallon Police Department.

In 2024, the department hosted 62 courses. Hosting these courses, permits our department to be more fiscally responsible than ever by saving registration and travel expenses. Many of the students and instructors travel from across the United States to attend training at our facility. The department also coordinates with Economic Development to promote local hotels to offer competitive rates for our out-of-town guests and businesses.

Below is a breakdown of the commissioned personnel 2024 training. On average each O’Fallon officer attended 80 hours of training from a Licensed Provider from outside of the department and 20 hours of training using Missouri State approved instructors within our department.

In a landmark development, the Training Division Cadre, supported by Command Staff, initiated the development of an 87-acre training facility: The Center for Advanced Skills Training in Law Enforcement. This expansive project, with its groundbreaking ceremony held on June 24, 2024, underscores the department's commitment to advancing law enforcement training. With phase one nearing completion, the facility's state-of-the-art firing range is scheduled for its grand opening in March 2025.

REGIONAL TRAINING CENTER In 2024, the cities of O’Fallon and St. Charles announced their partnership in the development of a landmark regional law enforcement training center.

This law enforcement training center is critical in enhancing safety and security in our communities. The training center will be unique in Missouri insofar as all the needed training components will be on one campus, the importance of which simply cannot be overstated. For an officer to be able to complete classroom, range, and driving training while also having the ability to perform force-on-force evolutions in one place will be a paradigm shift, both from an operational and planning perspective but also from a budgeting perspective resulting in a boon for all agencies. This is not even mentioning the specialized training in drone operations, as well as K-9 and SWAT training that will be available. No other facility within the region combines all these attributes on one campus. The training center will include: A one-mile Emergency Vehicle Operations Course. Currently there are no EVOC tracks in eastern Missouri. This course will include an operating traffic intersection, skid pad, and wetcondition simulation.

A 200-yard rifle and pistol range. The firing range will provide training opportunities at shooting distances regularly faced by officers such as hallways in large schools and businesses.

A two-story simunition house. The training provided by simunitions is the closest thing to force-on-force encounters without the use of real firearms. Having a modular and adaptive space in a safe environment allows training that takes officers to the edge of preparedness for critical encounters.

K9 training space. Providing space for K9 training, agility, and kenneling to create a state-of-the-art facility not found anywhere in eastern Missouri. This training center will be equipped to host multistate K9 qualification trials.

Drone training space. Institutionalizing drone training is a must for future generations. Partnering with high-stress training results in a better prepared officer, providing the best of services to residents.

SWAT training space. This site provides specialized training that will allow SWAT teams to train together in one location.

Sniper training at the 200-yard range, an obstacle course for physical fitness testing, a breachers alley for hostage rescue training, and an area set aside for bus and airplane hostage situations.

The training center is located on an 87-acre site off Hwy 79, north of Interstate 70, in St. Charles County, Missouri.

UNIFORM CRIME REPORTING & ARREST 18 AND OLDER As noted by the FBI, The Uniform Crime Reporting (UCR) Program has been the starting place for law enforcement executives, students of criminal justice, researchers, members of the media, and the public at large seeking information on crime in the nation. The program was conceived in 1929 by the International Association of Chiefs of Police to meet the need for reliable uniform crime statistics for the nation.

In 1930, the FBI was tasked with collecting, publishing, and archiving those statistics. The UCR statistics are the crime numbers used for the City of O’Fallon as having one of the lowest crime rates in America.

The UCR Program collects offense information for murder and non-negligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny-theft, motor vehicle theft, and arson. These are Part I offenses and are serious crimes by nature and/or volume. Not all crimes, such as embezzlement, are readily brought to the attention of the police. In addition, some serious crimes, such as kidnapping, occur infrequently. Therefore, the UCR Program limits the reporting of offenses known to the eight selected crime classifications because they are the crimes most likely to be reported and most likely to occur with enough frequency to provide an adequate basis for comparison.

USE OF FORCE In 2024, the O’Fallon Police Department responded to 62,226 incidents. Of those incidents, only .0013% resulted in the need to use force. From the 62.226 incidents, 2,286 required custodial arrests, in which 3.5% resulted in the need to use force. There was a total of 82 Use of Force incidents filed, which was a decrease from the 101 Use of Force incidents from 2023.

Use of Force reporting does not include placing a subject in handcuffs, which is done on every physical arrest. From the 82 reported Use of Force incidents, there were 20 incidents where the suspect reported some sort of injury and 5 incidents where the officer reported some sort of injury.

In 2024, there was 1 single incident in which force was used improperly, meaning 98% of all Use of Force incidences followed department policy. The involved officer was immediately retrained and there have been no concerns since. This violation was identified through the review procedures that our department has in place.

Of the 82 subjects who force was applied, 9% were female and 91% were male. The racial makeup of the suspects involved was 71% Caucasian, 29% African American, and <1% Hispanic.
