Summer in O’Fallon wouldn’t be complete without the concerts, festivals, and family fun that fill our days—and this year, we’re gearing up to hit the road on the Great American Road Trip!

No matter where the summer road takes you, there’s no shortage of excitement waiting right here in O’Fallon. Whether you’re staying close to home or just looking for weekend fun, our city is bursting with activities for all ages – from live music and theatre to pool days and patriotic celebrations. Inside this edition of O’FallonLife, you’ll find everything you need to make the most of the season. Discover a lineup of can’t-miss events, family-friendly festivals, and community favorites that promise to keep you, and your loved ones entertained all summer long.

As the temperature heats up in O’Fallon it means one thing – the much-loved return of our Heritage & Freedom Fest. This year promises to be unforgettable! I’m thrilled to welcome our headlining performers, Neon Trees on July 4 and Gabby Barrett on July 5, making 2025 a celebration full of energy, music, and plenty of “The Good Ones.”

Our weekly Jammin’ Concert Series is in full swing, filling Civic Park with great music and big crowds every Tuesday evening. I invite you to come out and enjoy these free, family-friendly shows. And when you need to beat the heat, head over to Alligator’s Creek Aquatic Center nearby. Don’t miss Pop Drop on June 7 and our brand-new promo-event, Bomb-Pop Day on June 26 – it’s going to be a blast!

We’re also looking forward to another fantastic O’Fallon Theatre Works production at City Hall – join us for the final weekend of Six: Teen Edition during the weekend of June 13-15! It’s an electrifying take on history that you won’t want to miss. Be sure to mark your calendars for their next production of TheCuriousSavage , weekends, September 5 through 14. This heartfelt comedy is sure to remind us about the importance of fostering community and connection in our own lives.

Bring the entire family to downtown O’Fallon and join us for the annual Heritage & Freedom Fest parade! Deck yourselves out in red, white & blue and cheer on your favorite entries celebrating this year’s parade theme, “Great American Road Trip!” The parade will take off at 9:30 a.m. from the corner of Main Street and Civic Park Drive, head north on Main Street, turn east onto Tom Ginnever Avenue and end at TR Hughes Boulevard near the entrance to the festival. Winning float entries will be announced at 4 p.m. on the festival main stage.

Get ready for an electrifying Fourth of July celebration with a performance by Neon Trees! On July 4, Heritage & Freedom Fest will be captivated by indie rock anthems and infectious energy as Neon Trees takes the stage.

Since releasing their debut album, “Habits,” in 2010, Neon Trees have cemented themselves as a dynamic, engaging band. Their lead single “Animal” scored a doubleplatinum certification and took home “Top Alternative Song” at the Billboard Music Awards. This year’s production is a music filled remount of the 2022 TourCo, AMidsummerNight’sDream directed by artist Tre’von Griffith with an all-Black cast and creative team. Nominated for Best Ensemble in a Comedy at the 2022 St. Louis Theater Circle Awards. This show begins at 6:30 p.m. and is free to attend.

Pool Paws Dog Swim

It’s a pool paw-ty! Celebrate the end of summer at our annual Dog Swim where your pup can beat the heat and support a great cause! Not only will tails be wagging, but every splash helps—proceeds benefit the Missouri Alliance for Animal Legislation, supporting animal welfare across the state. Let your furry friend make a splash while you enjoy a fun-filled day at the pool.

Just remember, all dogs must be accompanied by a responsible adult (18+) with written proof of their rabies vaccinations. Want to skip the line? Register your pup in advance! It’s the pawfect way to make a splash for a good cause. Section H includes 1 dog and 1 human. Section I is for additional humans.

Fall into the Arts

Immerse yourself in a vibrant celebration of art at O’Fallon’s Fall into the Arts festival! Artists and crafters will be on-hand to exhibit and sell their work. Also featured are craft beer tastings, artisan food vendors, and live music at O’Day Amphitheater. This free event was created to embrace all the various types of art mediums, food, drink, and music for the entire family to enjoy. For the kids there will be FREE hands-on activities. The City of O’Fallon invites artists of all disciplines to the 7th Annual Fall into the Arts at O’Day Park. Artist booths are permitted to sell their art, and provide demonstrations, such as aluminum casting, lamp work, and iron working.

We invite you to join us in a special ceremony honoring the brave men and women who have served our country. It’s a chance to express our deepest gratitude for their sacrifices and unwavering commitment to keeping America safe.

Transition to single-stream recycling program complete.

Over the last several weeks, all residents have received a new 96-gallon recycling cart—larger than the previous one—to accommodate a wider range of recyclable materials. Now, items such as plastic, glass, aluminum, steel, cardboard, and paper can all be placed in a single bin, making recycling simpler and more convenient for everyone. All carts included a packet of information detailing the program with FAQ’s, guidelines, and more.

This program represents a major effort by O’Fallon’s Environmental Services Division to bring single-stream recycling back to the community with the goal of simplifying the recycling process. Thanks to their hard work and coordination, over 28,000 new recycling carts were successfully delivered. The City also extends heartfelt appreciation to the 24 O’Fallon volunteers who played a key role in this project, dedicating 240 hours between April 1 and April 22 to prepare 23,000 information packets that were distributed with new carts.

As of May 1, the City of O’Fallon no longer offers paper and cardboard drop-off locations due to the roll-out of the new Single-Stream Recycling Program. As the City transitioned to single-stream curbside recycling, we received some questions about where residents may be able to take large amounts of recycling that do not fit in their carts. St. Charles County offers recycling services for all County residents regardless of jurisdiction with two drop-off locations at the following addresses:

MUNICIPAL NEWS

Newly-elected Councilmembers sworn-in!

On Thursday, April 24, the City of O’Fallon welcomed three new elected officials. Oliver Wexler (Ward 1), Brian Boyer (Ward 2), and Amanda Taylor (Ward 4) were sworn-in to begin their terms as City of O’Fallon Councilmembers.

Also sworn-in for an additional term after re-election were Mayor Bill Hennessy, and Councilmembers Steve Koskela (Ward 3) and Debbie Cook (Ward 5).

Groundbreaking at the Public Works & Fleet Maintenance Building.

Thursday, April 24, marked an exciting milestone for the City of O’Fallon as we broke ground on the site that will be home to our new, state-of-the-art Public Works & Fleet Maintenance Building. This facility represents our city’s continued growth and our commitment to delivering top-tier services to our residents, businesses, and visitors. With a population now exceeding 94,000 (second largest in the metro area), we’ve outgrown the multiple, outdated buildings our teams have worked from for over two decades. Bringing all operations under one roof will improve efficiency and better serve our growing community— especially when it comes to staying ready for whatever Missouri weather throws our way.

Phase One ribbon cutting for the Center for Advanced Skills Training in Law Enforcement!

On Friday, May 2, local leaders and law enforcement gathered at the training center build site to open the facility’s firing range. The second phase of construction is anticipated to begin this summer. This phase includes an expansion to the firing range, a one-mile emergency vehicle operations course, a two-story simunition house, a canine obstacle course training area, a SWAT training area, and a drone training area. Along with seven on-site classrooms and a virtual training room.

Make your next renovation project easier with roll-off container rentals!

Planning on redoing your kitchen? Need to clean out the basement or garage? A large rolloff trash container delivered right to your driveway can make these big jobs much easier. Roll-off containers may be used for most trash, excluding tires, appliances, liquids, car batteries, and hazardous waste. In addition, roll-off containers may be used for yard waste projects, but yard waste may not be combined with other trash. Container sizes vary with 10–, 20–, and 30–yard containers currently available.

Bulk Waste Drop-off

O’Fallon trash customers can drop off certain items that are too large to fit in trash containers, such as carpeting or furniture, at the City’s Waste Transfer Station.

To utilize this service, O’Fallon residents must be current customers of the City’s trash service with their account in good standing. Residents will be required to display a current photo ID showing their O’Fallon address. There is no charge for trash customers. The transfer station is located at 1572 Progress West Ln.

Shred-It Day for O’Fallon residents

Saturday, September 20

8 a.m. – Noon, Environmental Services Building

O’Fallon’s Environmental Services Division offers a “Shred-It Day” where anyone can bring in boxes of paper to be shredded in a secure environment.

To participate, place the documents in cardboard bankers’ boxes, or cardboard boxes of a similar size, and drive up to the facility and drop them off. Please make sure the boxes are not too heavy to lift or overfilled. This service is free for O’Fallon trash customers (up to 5 boxes). Special needs emergency response stickers available!

In March, Sgt. Bloomfield received a call from a resident asking if the police department still offered special needs stickers. The resident was reminded of the program when they found an article clipping about the program. Officers were able to get these stickers to this resident and snapped a photo of the clipping they found!

As a reminder to everyone, these stickers are free to residents and aim to inform first responders of conditions which may impact an individuals’ ability to respond. Anyone looking to get a sticker for themselves or a loved one can visit our website: www.ofallonmo.gov/emergency-stickers.

Additionally, the O’Fallon Police Department offers a Special Needs Locator Program for residents and surrounding areas. This program can help identify an individual with a cognitive disorder who has become lost, disoriented, or is unable to effectively communicate. Fireworks in O’Fallon

The City of O’Fallon’s fireworks ordinance allows the discharge of fireworks on July 3 and 4 from noon until 11 p.m. Additionally, anyone under age 16 who discharges fireworks must be in the company of an adult age 21 or older, and the time frames will be strictly enforced. We encourage families to join us for the fireworks display at Heritage & Freedom Fest on July 4 & 5, see page 4-5 for more information!

RENEW O’FALLON

Engineering projects shaping the City’s future!

The Engineering Department is constantly engaged in a variety of projects, both large and small, all aimed at enhancing the quality of life for residents and ensuring the City’s infrastructure keeps pace with its development. O’Fallon’s commitment to continuous improvement through well-planned and executed engineering projects ensures that the City remains a desirable place to live, work, and play for years to come. By focusing on transportation, utilities, and sustainable development, O’Fallon is building a strong foundation for its future. Keep reading to learn more about some of the projects going on around town!

DARDENNE GREENWAY CONNECTOR PROJECT

This project is a joint effort between the City of O'Fallon, Great Rivers Greenway, and the Missouri Department of Transportation (MoDOT). There will be a new trailhead for the Dardenne Greenway on Technology Drive with a parking lot and connections to nearby trails. There will also be benches, wayfinding signage, and native plants and landscaping. The new trailhead will connect users to the Dardenne Greenway, as well as existing City of O’Fallon trails and a trail within the neighboring Barathaven property. At the same time, the Missouri Department of Transportation will be completely rebuilding the Technology Drive bridge structure and adding a 12’ wide, separated path for walking and biking. Eventually, this trailhead will serve a future walking and biking crossing at I-64 linking the Dardenne and Busch Greenways.

WHAT IS RENEW O’FALLON?

The Renew O’Fallon program is a multiyear effort started in 2017 to “renew” the City’s aging infrastructure and bring it up-to-date. With more than $30 million budgeted for infrastructure upgrades and improvements, nearly every area of the City has, or will see significant improvements over the years.

The 2025 Crackseal Program is in Ward 4. The program will seal all cracks and joints in roadway pavement that are less than 2 inches wide within the ward. The program is set to seal approximately 64 lane miles in Ward 4; this number accounts for all City maintained streets within the ward.

The 2025 Concrete Program is in Ward 1. The program will remove and replace approximately 47,000 square yards of concrete street slabs in various subdivisions throughout the ward. Construction is expected to run through mid-September. O’Fallon added a Partial Depth Repair Program to compliment the Concrete Program. This program focuses on joint repair where the slab has not completely failed. This process will increase the overall condition of pavement for many years.

MAIN STREET IMPROVEMENT PROJECT

The Main Street Improvement Project is a series of improvements to O’Fallon’s Main Street. Working in phases, this project aims to address a variety of concerns. Phase 1 of this project included resurfacing Main Street from Pitman St. to the railroad tracks with pedestrian and lighting improvements. These improvements were completed in 2024.

The project’s Phase 2 will resurface Main Street from W. Terra Ln. to Pitman St. This will include ADA upgrades, an 8’ wide multi-use path on the east side of Main Street and a new 5’ sidewalk on the west side. Waterline upgrades by the City will be coordinated with this project. This Phase is set to begin in summer 2025, and finish in fall 2025.

Phase 3 of the Main Street Improvement Project is anticipated to begin construction in summer 2026. This project will extend from the railroad tracks to St. Joseph Ave. and includes a roundabout at the Third St. intersection along with a new 8’ multi-use path along the east side of the road, as well as upgraded sidewalks on the west side of the road. The project also includes the installation of decorative street lighting to compliment O’Fallon’s historic Main Street. Additionally, the project will provide for a two-way left turn lane between Third St. and St. Joseph Ave.

WELDON SPRING & CRUSHER ROAD INTERSECTION

This project will reconstruct and improve Weldon Spring Rd., from Technology Dr. to Valleybrook Dr. The installation of a roundabout and the extension of the 10’ shared-use path in the area are part of the planned improvements.

The improvements in this project include a new three lane 39' wide concrete pavement cross section, a new roundabout intersection at Weldon Springs Rd. and Crusher Dr. to accommodate and improve the vehicular traffic through this section. As well as the installation of a 10' wide path along Crusher Dr. to connect to an existing path from Technology Dr. This project includes a 6' wide sidewalk from Technology Dr. to Crusher Dr. with ADA compliant curb ramps, upgrades to the drainage system, and high visibility crosswalks at the proper locations.

Due to the large cuts and fills (10+ feet) required to level out the intersection, this project requires the full closure of the intersection.

The City acquired $1,315,736.00 in federal funding and $1,293,312.65 in St. Charles County funding for a total of $2,609,048.65 in outside funding for this project. The project was able to qualify for this funding by providing traffic flow and pedestrian improvements to the intersection.

Activity codes

Activity codes are used to identify a course for the purpose of registration. For online registration, you can use the activity code to search for specific classes. To the right, you’ll see an example of a course description with the activity code circled.

Location of programs

Location codes are used to denote the location of a program or event. On the right, you’ll find a table of all possible program locations, and their location codes.

How to register for programs

Program registration must be done online at www.ofallonmo.gov/parks. In the top menu, select “REGISTER ONLINE”; this will take you to O’Fallon’s RecTrac website.

Once in RecTrac, click the “SEARCH” button, then click “Search All Activities” and type in the activity code found at the end of each course description. (For example: #220327)

Register in advance!

All classes have a minimum and maximum enrollment. To keep classes from being canceled due to low registration, please register at least six days in advance of the start date. Once a class is canceled, it will not be rescheduled.

For example, if a class begins on a Monday, you must register no later than Tuesday of the previous week. Please note that some programs, including trips, camps, and sports leagues, have earlier deadlines, so please be sure to check the program descriptions.

REFUND POLICY

• A full refund will be given for classes canceled by the City.

• No refunds or make-ups will be given for missed lessons.

• No refunds or credits will be given for cancellations made less than 7 days before the start of the class.

• A $15.00 service charge will be placed on returned checks.

All O’Fallon residents are eligible for resident rates on facility rentals, programs, and admissions with a Resident Privilege Account. Apply for your free Resident Privilege Account at the Renaud Center. Residents ages 16 and under must be accompanied by a resident parent or resident guardian to obtain a Resident Privilege Account. The account expires one year from the date issued.

Definition of a “resident”

“Residents” are people who live within the City of O’Fallon’s corporate limits. City limits and Post Office boundaries are not the same, so it is possible to have an O’Fallon address, yet live outside the City, or have a postal address in an adjacent municipality, yet live in O’Fallon.

Dardenne Prairie residents are eligible for the discounted O’Fallon resident pricing for memberships! Ask about receiving the discount when you register.

If you’re employed in the City of O’Fallon, you qualify for a discount on a membership at the Renaud Center. The Corporate Membership program is available to full and part-time employees (but not seasonal or temporary employees, sorry), who work for a business, non-profit, or government agency in O’Fallon city limits.

The City of O’Fallon welcomes adults and children with disabilities and is dedicated to providing recreation and health resources to the entire community.

Proof of residency

To obtain a Resident Privilege Account, you must present both proof of identity and proof of residency. Acceptable forms of photo ID, which must show your current City of O’Fallon address, include:

• Missouri driver’s license or identification card

• College student identification card

• Military identification card

In addition, residents need one of the following with the same address as the photo ID:

• An unpaid utility bill

• A personal check with pre-printed name and address

• A current auto or voter registration

• A current personal property tax statement

• The most recent personal income tax statement

• A current rental lease agreement

• A “resident family” is defined as 2–5 people* living at the same address within O’Fallon city limits.

• A “non-resident family” is defined as 2–5 people* living at the same address outside of O’Fallon city limits.

• All family members must be declared when a family account is established. Inappropriate use of membership ID and/or privileges may result in termination or suspension of the membership.

*Additional individual family members (ages 3+) may be added to a Renaud Center membership at the cost of $25 for residents, $50 for nonresidents.

Civic Dance Studio classes emphasize correct technique, placement, elegance, and discipline. Class typically includes a warmup, progressive steps across the floor, and dance combos. Ballet classes include ballet and en pointe at the barre. Tuition does not include the required dance class attire (dance shoes, leotards, or tights) or recital costumes.

This 9-month dance program encourages students to practice and improve throughout the school year and culminates with a year-end dance recital. New students can be accepted into the program at any time. Classes are held at the Krekel Civic Center.

FIND THE RIGHT GROUP LESSONS FOR YOUR CHILD

To ensure success in the O’Fallon Swim Academy, it’s important to register children for the appropriate level. Children who have participated in the swimming program should register according to the last class successfully completed, moving to the next class or skill level when all skills from the previous level are mastered. Some classes may seem repetitive, but we want swimmers to perfect their skills in order to advance safely, not quickly. Children learn at different paces and it is common to repeat a class.

SHRIMP

Parent or guardian participation in the water with the child is required. Children will enjoy learning basics of water safety and participating in a swim class. Parents/ guardians will learn how to safely guide their child and help them advance at their own pace. Min/Max: 3/8.

PUFFERFISH • Ages 2-3

This transitional class is for children who have passed Starfish but are not yet ready to be away from mom or dad just yet. Swimmers gain confidence and independence as they master introductory skills and learn safe practices. Parents/ guardians will participate in the water during the first 2-4 classes. Min/Max: 3/8.

Prerequisites: At least 2 years old or completion of Starfish. Swimmers who successfully complete Pufferfish can: swim/ bob underwater with assistance, following directions, swim independently of parent/ guardian, and jump in without assistance.

Swimmers who successfully complete the Turtle level can: jump in, bob, self-propel 5 feet, and swim underwater comfortably without assistance, know safety practices, and can retrieve an object from chest-deep water with assistance.

The Seahorse class continues to build your child’s independence and confidence in the water to prepare them for Level 1: Jellyfish. Min/Max: 3/6.

Swimmers who successfully complete the Seahorse level can: float on their front and back, retrieve a chest deep object, jump in, and self-propel 10 feet without assistance, and blow bubbles out of their nose

JELLYFISH • Ages 4+

This level builds on basic swimming skills, reinforces independent swimming, and introduces the freestyle and backstroke. Min/Max: 3/6.

Swimmers who successfully complete Level 1: Jellyfish can: swim 8 feet of freestyle, slide on front, and self-propel 15 feet without assistance, and retrieve an object from bottom of the pool with assistance.

Sea Lion emphasizes freestyle and backstroke skills while continuing to build endurance and independent swimming skills. Min/Max: 3/6.

Swimmers who successfully complete the Sea Lion level can: swim freestyle 15 feet, swim underwater 10 feet, and swim backstroke 8 feet without assistance.

STINGRAY • Ages 5+

Stingray perfects freestyle/ backstroke techniques and skills to further build upon the swimmer’s endurance.

Skills taught: backstroke form, freestyle with rotary breathing, treading water, retrieving objects in deep water, and jumping in water over their head and traveling to safety.

MARLIN • Ages 6+

Marlin emphasizes distance, endurance, and technique. Swimmers will learn how to perform an open turn on the wall and begin learning the basics of breaststroke and butterfly.

Skills taught: open wall turns, introduction to breaststroke kick, breathing and arms, breaststroke push off and pullout off the wall under water, and butterfly kick (dolphin kick).

D OLPHIN • Ages 6+

Dolphin emphasizes distance, technique, and endurance for all 4 strokes. Swimmers will work on perfecting their turns off the wall along with the overall stroke form.

Skills taught: swim 50 yards of freestyle and backstroke with a turn, bilateral breathing, flip turns, tread water for 2 minutes, introduction to arms and breathing for butterfly, and breaststroke with good form for 10 yards.

SHARK • Ages 6+

Shark helps swimmers fine-tune their technique with every stroke and open their opportunity to join a swim team.

Skills taught: swim butterfly with good form and technique for 25 yards, swim breaststroke for 50 yards with an open turn off the wall, and demonstrate proficiency with all aquatic skills.

Aqua Power Intermediate

Our aqua aerobics class is an exhilarating, joint-friendly workout with low, medium, and high-intensity exercises. No swimming is required. We’ll focus on cardiovascular fitness and muscle conditioning with water dumbbells, noodles, and other pool fitness equipment.

Therapeutic Aqua Aerobics

If you have arthritis or a bone/joint condition, treat yourself to warm water and relieve aches and pains. No swimming required for this class, which relieves bones of weightbearing stress as you strengthen muscles and joints. Specialized instruction will help you improve movement and flexibility.

Water Walking/Running

Aqua Fit Beginner

Swimming skills are not required for this beginner class, which offers a great way to get started in our water exercise program. Aqua aerobics is a low-impact exercise that strengthens muscles and joints and provides a great cardiovascular workout in the pool.

Swimming is not required! Walk in the lazy river (you’ll find it’s not really so lazy) to improve cardiovascular health, balance, and flexibility. We offer two different types of walking classes: Water Walking, which meets semiweekly; and Water Running, which meets once a week. Both classes mix up your workout with lazy river jets for resistance!

Aqua Cardio, Core and Toning

Water exercise with the use of noodles and dumbbells. Focus is on core strength, cardiovascular fitness, and an overall toning of the body. You’ll be enjoying the water in no time!

INFANT SWIMMING (ISR)

Gateway Infant Swimming

Resource (ISR) • Ages 0-6

Infant Swimming Resource is the safest and most effective provider of survival swimming lessons worldwide, teaching children how to use ISR self-rescue skills and giving them the competence and confidence they need to survive in the water. This program is available to children at least six months old to six years.

Private & Semi-Private Swimming Lessons

Recommended for Ages 3+

Private or Semi-Private lessons are for swimmers who are struggling with a few skills, want more individual attention, or are not sure what class would be the right fit.

Private lessons include three 30-minute lessons, or practice with a friend or family member and make it a semi-private lesson. Private lessons are offered year-round at the Renaud Center. This summer, you can register for private or semi-private lessons at Alligator’s Creek Aquatic Center.

Please note, space is limited for private lessons. Private lesson requests can be filled out online at: www.renaudcenter.com/ swim-lessons. You may request specific instructors, your preferred location, and lesson timeframe.

Softball Leagues at Ozzie Smith

Sports Complex • Ages 18+

Adult softball will offer 12 games (six weeks of double headers) that will play under USSSA rules and guidelines. Space is limited and registration is taken on a firstcome, first-served basis. This league is offered to both men and women. Teams will play in a six week regular season each team will play double headers for 12 games a season. League is offered Thursday and Sunday evenings and is based off availability. #161801

Youth Weight Room

Orientation • Ages 12-15

To ensure a safe and successful experience, all youth between 12 and 15 years old must complete our Youth Weight Room Orientation class before using the fitness equipment. This is required even if you’re working out with an adult.

The class will teach proper technique and safety protocols for using the weight room. Once you’ve completed the class, you will get a wristband from the front desk each visit, which you’ll need to wear while using the Fitness Center. Classes are offered twice per month. The Renaud Center offers a variety of group fitness classes to meet your fitness needs. Multi-Purpose Room rentals

This versatile room easily accommodates 50 people and has a sink, countertop space, and tile floors. Tables and chairs can be set up at no extra cost. Outside food is allowed for an additional fee.

Gymnasium rentals

The gymnasium features two full-size basketball courts, an optional dividing curtain, and plenty of room for spectators. A minimum one-hour rental is required.

Natatorium rentals

Pool parties are limited to a maximum of 150. The natatorium includes zero-depth pool entry, interactive play structures, three lap lanes, a lazy river, a vortex, and 185-foot water slide. A minimum one-hour rental is required.

Lock-in & combo rentals

Lock-ins are popular for graduations, reunions, school, and church gatherings. A minimum six-hour rental is required. Facilities include:
