Message from the City Manager On behalf of the entire City of Naples Team, I am proud to present

the Fiscal Year 2024 Annual Report. This year’s report builds on the fresh design and engaging format introduced with the FY 2023 Report, offering an informative overview for our residents and businesses. Alongside important fiscal year-end financial reports, you will find summaries of major projects and initiatives that reflect our shared commitment to our quality of life, public safety, beautification, sustainability, and resilience.

The City of Naples faced another challenging fiscal year, marked by the impacts of Hurricanes Debby and Helene. These storms brought significant flooding from rains and storm surges, requiring a collaborative and dedicated response to protect and restore our community. Additionally, as we were about to close out FY 2024, Hurricane Milton started FY 2025 with another natural disaster to test our team. Details of this devastating storm will be included in next year’s FY 2025 report.

Despite these challenges, we achieved much progress in key initiatives and essential tasks, highlighting the dedication of our team and our commitment to “The Naples Way.” In FY 2024, our city celebrated a significant milestone - the Centennial of Naples. This momentous occasion was marked by a three-day celebration that included the Centennial Gala, a Community Concert, a Family-Fun Day, and a spectacular Fireworks Show.

Thousands of residents and visitors joined us to commemorate this historic achievement.

Additionally, the City achieved several significant accomplishments during FY 2024, which are highlighted in this report: • Completed significant progress in the completion of the 1st Avenue South Public Parking Garage, which will enhance accessibility and convenience for residents and visitors alike.

• Completed substantial improvements to the River Park Community Center and the Charlie C. Anthony Park in the River Park East neighborhood, providing enhanced recreational and community spaces.

• Completed several landscape reconstruction projects to address damages caused by Hurricane Ian, contributing to the city’s beautification and recovery efforts.

• Celebrated the recognition of the Arthur Allen Tennis Center and its staff with the USTA Outstanding Tennis Facility Award for a Large Public Facility.

• Approved the construction contract for the Stormwater Beach Outfall Project, a key initiative for improving water quality and protecting our beaches 10 years in the making.

• Secured approximately $31.5 million from the State of Florida for stormwater, lakes restoration, and the Naples Pier projects.

• Made substantial progress with the design and permitting for the Naples Pier restoration project, with final permitting approvals expected in early FY 2025 to enable groundbreaking early in the new year.

These accomplishments reflect our commitment to public service through “The Naples Way” — an approach that emphasizes exceptional care, attention to detail, and a dedication to serving the community with the highest standards of excellence and professionalism.

As we look to the future, our commitment to excellence and service remains steadfast. Together, we will continue to build on our successes, overcome challenges, and work toward a prosperous and sustainable future for Naples.

Message from Mayor Heitmann I believe that we can agree, we are blessed to live in the

crown jewel of Southwest Florida. It is my continued honor to serve our community upholding the values of our residents. We are coming off a special year having celebrated our centennial anniversary. Our rich history is steeped in ingenuity, whether we consider the early fishing practices of the Calusa, the rail service that reached Naples in 1927, or the airfield that was built during World War II. If you haven’t already, I encourage you to visit some of the historic sites such as Palm Cottage or The Depot in our Design District. Today, the City of Naples is truly a unique place to live with its character, small-town charm, and numerous beach access points. However, what I believe makes Naples exceptional are the residents who deeply love our city.

They actively engage in council meetings, weigh in on policy making, and volunteer on the boards and committees. Their engagement helps shape the values we uphold and drives the positive changes they wish to see in our community.

This year, we have a new council, and I am happy to report that we are working together on key resident priorities like storm resiliency, infrastructure, beach access improvements, as well as reconstructing the Naples Pier which is set to begin after the new year. The City of Naples is pleased to continue to be at the forefront of environmentally responsible and resilient development that preserves the character and integrity of our community. This October, we are grateful to be finalizing and celebrating our partnership with The Athens Group and the North American Land Trust in forever preserving the 104.6 acres of greenspace with the Naples Beach Club Conservation Easement.

Soon, the City Council will begin reviewing and amending our comprehensive plans and codes. This process will include analyzing concurrency levels, which play a key role in shaping our capital improvement projects and development orders.

City Council MISSION STATEMENT The mission of the Mayor and City Council is to preserve the City’s distinctive small-town character and culture through legislative action that restores Naples Bay, protects beaches and other waterways, promotes community sustainability and environmental conservation, establishes more green space, supports public amenities, enhances mobility and public safety, and strengthens the health and vitality of the City.

The Office of the Mayor and City Council is the legislative body representing the City of Naples. Naples is governed by a “council-manager” form of government. The City Council consists of a mayor and six Council Members, each receiving a salary and limited benefits. All the powers of the city are vested in the City Council and their actions are governed by the City Charter, City Code of Ordinances, and the General Laws of the State of Florida.

CELEBRATING THE CITY Centennial ?

The City of Naples celebrated its centennial in 2023, marking 100 years since its incorporation as a town on December 1, 1923. However, the area’s rich history stretches back thousands of years before European settlement, when it was home to the Calusa Native Americans. The Calusa were known for their advanced society, creating extensive canal systems and constructing shell mounds that still stand as evidence of their sophisticated engineering. Their deep connection to the land and waters of Southwest Florida laid the foundation for the region’s development long before the city was founded.

Naples’ modern history began in the late 19th century when pioneers like Rodger Gordon and Joe Wiggins settled in the area around 1874. In 1876, brothers John and Madison Weeks became the first permanent residents of Naples, settling near the northern edge of present-day Gordon Pass. In 1881, Hamilton Disston purchased four million acres of Florida real estate—the largest private land purchase in U.S. history— rescuing the state from bankruptcy. By 1885, Kentucky residents Walter Haldeman and General John S. Williams recognized the area’s potential and began transforming it into a winter resort destination.

Their efforts led to the construction of the 20-room Hotel Naples and the iconic Naples Pier, originally 600 feet long, which helped establish the town as both a community and a tourist hub. In 1890, however, the town faced financial struggles due to the lack of fast » 8 CITY OF NAPLES

and affordable railroad service. As a result, the Naples Pier, hotel, ships, and undeveloped land were auctioned off to Walter Haldeman for $50,000.

On December 1, 1923, the Town of Naples was officially incorporated as a municipality under Chapter 9846 of the Laws of Florida, Special Acts of Legislature. On June 13, 1949, the Town of Naples charter was abolished, and the City of Naples was established as a municipal corporation in the state of Florida, reflecting the city’s growth in population and other factors. » 10 CITY OF NAPLES

Throughout 2023, Naples honored its centennial with a series of events celebrating its past, present, and future. The festivities included a Centennial Gala, a Community Concert, Family Day, and a grand Centennial Fireworks show that lit up the night in celebration of 100 years of growth and prosperity. Various fundraisers and art projects also took place, highlighting the community’s spirit.

Lila Zuck:

Honoring the Legacy of Naples’ History

For decades, the City of Naples has been fortunate to have individuals dedicated to preserving its rich history, ensuring that the stories of our past are not forgotten but instead cherished and passed on to future generations. Among these passionate historians, one individual has left an indelible mark on the preservation of Naples’ heritage: Ms. Lila Zuck. Through her dedication, tireless research, and boundless enthusiasm, Lila has become an indispensable figure in chronicling the archives of Naples. Her work has unearthed forgotten narratives, breathed life into the city’s history, and provided a profound connection between Naples’ past and present.

Ms. Zuck has spent her career bridging the gap between history and the community, fostering a deeper understanding of Naples’ cultural, social, and architectural heritage. Through her dedication, she has enriched the lives of residents and visitors alike, ensuring that the history of Naples is not just a record but a living, breathing legacy.

As an esteemed author, Ms. Zuck has penned several authoritative books dedicated to the history of Naples, solidifying her status as a leading figure in local historical research. Her most ambitious work, A Second Paradise, is a monumental 1,016page history of Naples that took over 12 years to complete. This exhaustive work showcases the development of Naples alongside the broader evolution of Florida. During her research, Ms. Zuck painstakingly read every issue of the Collier County News (the forerunner of the Naples Daily News) since its inception in 1923. She also spent countless hours in the City Clerk’s office, meticulously reviewing minutes, resolutions, and ordinances passed by the Town Council and later the City Council since 1923.

Her work is a testament to her commitment to preserving every detail of Naples’ story for future generations.

In addition to her accomplishments as an author, Ms. Zuck is the President and Founder of the Collier County Historical Research Center, further cementing her legacy as a preeminent authority on local history.

She is also a Naples Historical Society Historian and has contributed significantly to numerous historical projects in the city. Notably, she provided the majority of facts, stories, and images for the creation of the City of Naples Centennial website, ensuring that the city’s history is accessible to all.

Another remarkable work by Ms. Zuck is Naples Oldest Tradition: Swamp Buggy Days 60th Anniversary, a 365-page book that encapsulates the spirit of one of Naples’ most cherished traditions. This work ensures that future generations can appreciate and understand the unique cultural significance of the Swamp Buggy Days.

On November 1, 2023, as part of the City of Naples’ Centennial celebration, the city proclaimed a day of recognition for Ms. Zuck’s contributions to the preservation of local history. In addition to this honor, she was bestowed the title of Honorary Historian of the City of Naples, a distinction that stands as a testament to her unparalleled commitment to the city she loves. This title recognizes her exceptional efforts to safeguard the history of Naples while celebrating the present and shaping the future through her dedication to educating the community.

Ms. Zuck’s contributions also extend to her booklet Collier County, Town of Everglades, and Town of Naples Centennial 1923-2023, where she chronicled the relocation of the county seat from the Everglades to East Naples. This booklet highlights the collaboration and unity of Collier County’s

Finance Mission Statement

The mission of the Finance Department is to provide to City Council, staff, residents, and guests of Naples all municipal financial business needs, efficiently and professionally, and to ensure City resources are used for City purposes through a combination of efficient transaction processing, effective internal controls, and accurate financial information. In a spirit of excellence, integrity and dedication, the highest standards of accounting, financial reporting, budgeting, investments, and revenue collections shall be followed and promoted.

The Finance Department operates in three funds: General Fund, Beach Fund and Water/Sewer Fund. In the General Fund, the Division of Finance/Accounting is assigned with a distinct set of financial responsibilities.

This Department, as a whole, is responsible for maintaining City-wide internal controls and financial accountability.

Finance/Accounting is responsible for all general accounting duties of the City, such as fixed assets, accounts payable, annual audit, payroll and the preparation of all City financial reports such as the Comprehensive Annual Financial Report. This section is responsible for the preparation of the City’s Budget, financial budgetary controls, the management of all debt, the investment of surplus funds, and the monitoring of grants. The Division also collects revenues for the City, such as parking fines and utility bill payments.

Utility Billing/Customer Service is shown in the Water Sewer Fund. This division is responsible for reading meters, turn offs, customer assistance, billing, estoppels, general billing, utility billing and business tax receipts.

Beach Fund Administration is responsible for the maintenance of the 20 pay stations at beach ends, including pay station maintenance, data collection and the handling of parking tickets.

Administration & Finance Human Resources Mission Statement:

The mission of the Human Resources Department is to provide quality customer driven Human Resource services for the City’s most valuable assets, its employees, by ensuring that the City recruits, develops, recognizes and retains the best talent possible to deliver quality public services to the citizens and visitors of Naples.

The Human Resources Department handles all employmentrelated issues for the City of Naples. This includes recruitment and retention, background checks, pay and classification studies, discipline, training, employee and labor relations.

The Department is responsible for the management of all union contracts and ensures employees’ compliance with the City’s Personnel Policies and Procedures. The Human Resources Director is also responsible for Risk Management and Employee Benefits, which are both Internal Services Funds discussed later in this document.

Purchasing The Purchasing Division is responsible for assisting departments in the procurement of goods and services in the most efficient and fiscally responsible manner for the City. Procurements are based on fair and open competition, reducing the appearance and opportunity for favoritism, and inspiring public confidence that contracts are awarded equitably and economically.

The Division also manages the sales of surplus equipment, the Purchasing Card program, and the acquisition and monitoring of grants.

Administration & Finance Sea Turtle Protection Program The City of Naples Sea Turtle Protection Program, established in 2007, is a collaborative effort between the Natural Resources Division and the Code Compliance Division. Natural Resources staff review lighting plans for new construction, renovations, and alterations on structures visible from the beach. This detailed process includes plan reviews as well as pre-installation and post-installation site inspections. These efforts are coordinated with the Code Compliance team, which conducts nighttime lighting inspections during sea turtle nesting season, running from May 1 through October 31 each year.

In 2024, a total of 458 loggerhead sea turtle nests were laid on City beaches, with 150 successfully hatching! Unfortunately, many nests were negatively impacted by high storm activity, including the three hurricanes that affected Southwest Florida: Debby, Helene, and Milton.

During the first week of August, Hurricane Debby skirted the coast of Southwest Florida resulting in significant rainfall and storm surge, inundating most existing nests. Despite being flooded, the sea turtles proved resilient, with several nests hatching. Remarkably, a few new nests were laid in August as well. Sea turtles increase their chances of survival by laying multiple nests each season, providing a buffer against challenges like hurricanes and storm surge. While we can’t predict what next summer will bring, you can help protect our nesting sea turtles by: • Keeping beaches dark at night, • Filling in holes, and • Flattening sandcastles before leaving the beach.

Every small action contributes to the survival of these remarkable creatures! Only about 1 in 1,000 sea turtles survive to adulthood.

Building Mission Statement

The mission of the Building Department is to provide the highest standards of customer service and public input while professionally implementing the City’s Vision Plan and the Florida Building Code through the timely review of development permits. The Building Department is statutorily responsible for administration and oversight of all construction requiring permits, ensuring work complies with all federal, state, and local laws. The Florida Building Code was updated statewide to the 8th Edition, 2023 Florida Building Code, which required all applications and forms be updated. The Building Department primarily derives its budget from the collection of fees charged for the review and inspection of construction activities as required by the Florida Building Code, Florida Fire Prevention Code, and local zoning ordinances.

Accomplishments

The Building Department optimized processes to deliver a high level of customer service despite the challenges posed by two major hurricanes. Updated flood mapping and floodplain management software were implemented to ensure compliance with the National Flood Insurance Program (NFIP) and preserve the City’s Community Rating System (CRS) rating, which provides homeowners with flood insurance discounts. Significant efforts were made to assist residents in understanding the 50% rule requirements and obtaining permits after hurricanes Ian and Helene. Additionally, the department implemented the new mandatory Milestone Inspections for Condominiums and Co-ops three stories and above, as required by legislation signed by Governor DeSantis in 2022, with compliance due by the end of December 2024.

In Fiscal Year 2023-24, the Planning Department implemented a number of measures to improve efficiency, enhance service to our residents and customers, and improve transparency through the creation and publication of a Site Plan Summary spreadsheet tracking all Site Plans that are in review. We standardized the departmental reviews of all Site Plans and Planning petitions, formalized the pre-application meeting required for all new submittals, and restructured the organization of the department to streamline reviews and improve response times. The Planning Department facilitated and participated in discussions internally with all departments involved in the petition review process and hosted public forums with building and design professionals including contractors, land use attorneys, planners, designers, architects, landscape architects, and engineers in an ongoing initiative to optimize the City’s processes and improve efficiency.

Community Redevelopment Agency (CRA) Mission Statement:

It is the mission of the Naples CRA to guide private and public initiatives in the redevelopment area to facilitate economic development, improve physical characteristics, and encourage investment, thus improving the quality of life for residents of the redevelopment area and the City of Naples.

The Naples CRA is a dependent special district created by the Naples City Council in 1994 for the purpose of eliminating and preventing slum and blight, and the preservation

or enhancement of the tax base in the redevelopment area. The redevelopment area is comprised of approximately 550 acres with a wide range of residential and commercial properties. Approximately 25% of the existing acreage is residential and approximately 75% of the existing acreage is non-residential.

The original Community Redevelopment Plan (the Plan) was adopted by the City Council in 1994. The Plan was subsequently amended in 2014 and 2021. The Plan is designed to provide a workable program for using public

resources to fund redevelopment initiatives and provide a broad vision of those initiatives. The CRA may decide to complete any activity in the Plan; however, the CRA may not undertake any activity that is not in the Plan.

The Naples CRA is funded through the Tax Increment Financing (TIF) methodology. Incremental revenue is calculated based on the increase in taxable property values between the “base year” when the Plan was originally adopted, and the current taxable value. The incremental increase is deposited into the Community Redevelopment Trust fund for a steady source of funds to be used to finance the projects and programs identified in the Plan. When the Plan was originally adopted, the tax base for the Naples CRA was $183,809,274. The taxable value for FY 2024 was $2,526,740,694.

The taxable value of proper ty within the CRA area increased from $2,059,247,727 in FY 2023 to $2,526,740,694 in FY 2024, a taxable value increase of 22.7 percent. This demonstrates the workable initiatives the CRA has managed to continually protect and increase property values within the CRA area. With thoughtful stewardship of the incremental revenue and the implementation of the Plan, the Naples CRA has achieved significant accomplishments in capital improvements. These improvements encourage investments and facilitate economic development.

Community Redevelopment Agency Advisory Board (CRAAB) The CRAAB was established to assist City Council in its role as the CRA by providing public input, technical advice, and making recommendations including, but not limited to, land use, economic and cultural vitality and diversity, acquisition/ condemnation/demolition of properties, funding alternatives, and staffing needs for the CRA. CRAAB members serving in 2024, as pictured below, include: Gregory Palmer, Chair Mark Komanecky, Natalia Hester, Mary Waller, Vice Chair Maegan Evans, Anthony Matonti, and Patrick Ruff.

Project Highlights Land Acquisition

In 2024, the CRA acquired property located at 160-190 10th Street North for $4,900,000.000. The CRA is actively considering uses for the property, including an evaluation for affordable workforce housing. In consultation with the CRAAB, the CRA aims to encourage initiatives for affordable workforce housing in a city heavily driven by tourism, hospitality, and a seasonal influx of visitors. While the future use of the parcel is being evaluated, under a pending task order, CBRE will prepare a leasing strategy to market and list the parcel units for short-term lease.

Affordable Workforce Housing

Continuing its efforts to advance affordable workforce housing, the CRA approved a task order with CBRE to perform a site analysis of the property located at 160190 10th Street North to determine its capacity for future affordable workforce housing. In August 2024, the site analysis was presented to the CRA. The CRA provided direction to bring back a draft scope of services for an affordable workforce developer. At the same meeting, the

In April 2024, eligible improvements associated with the lifting of a home above flood elevation were amended into the program. To date, five active applications are in the process. Requested improvements include repairing driveways, new windows, door installations and exterior paint. The CRA approved an agreement with Capital Contractors to perform the work.

In January 2024, the CRA approved Resolution to adopt the Residential Improvement Program to initiate incentive programs to assist with the preservation of existing affordable housing in our community, by providing funding for residential improvements. Qualified homeowners are eligible

1st Avenue South Public Parking Garage During 2024, significant progress was made in the construction phase of the approved 1st Avenue South Public Parking Garage site plan. Despite

several storms and an abnormally rainy season, construction work is progressing smoothly, with an expected completion date of Early 2025. The public parking garage site brings increased parking spaces for the public and business owners in a continuous growing area. The public parking garage site will heavily support the increase of traffic to the new site of the Gulfshore Playhouse which opened this year.

1st Avenue South, 12th Avenue South, & 10th Street Corridor Design

The CRA continued its progress in improving safety, drainage, infrastructure, and aesthetics along 1st Avenue South, 12th Avenue South and the 10th Street Corridor design. In June 2024, the CRA received a presentation from project consultant, Grady Minor, in which two alternative designs were presented for each street. The CRA then provided direction to proceed with the selected alternatives for each street. The designs simultaneously focus on providing additional mobility options for residents, visitors and business owners.

Design Walk Pilot Project

In 2024, the CRA and CRAAB outlined the project objectives for the alleyway activation located between Central Avenue

The Design Walk Pilot Project prioritizes improving the pedestrian experience, including art, lighting and landscape where possible, and maintaining all required parking, waste management and service access through the alleys. Project consultant, DPZ CoDesign, met with property owners adjacent to the pilot project to share design concepts and gather feedback, which were later presented along with pre-liminary costs at the September 2024 CRAAB Meeting. The CRA will review the project and CRAAB recommendations at their meeting in January 2025.

The Parks, Recreation, and Facilities Department consists of four major divisions: Administration, Facilities Maintenance, Parks and Parkways, and Recreation.

Administration is responsible for the management and oversight of all the department divisions, personnel management, community relations, long and short-term planning, providing staff support to the Community Services Advisory Board and the Public Arts Advisory Committee, coordinating City sponsored special events, processing special event applications from the non-profit and private sectors, managing and providing oversight for capital projects and managing various enterprise funds and special revenue funds including: Beach Fund – Maintenance, CRA – Maintenance, Beach Fund – Naples Pier, Tennis Fund, Beach Fund – Lowdermilk Park, and City Dock Fund.

Facilities Maintenance is responsible for the repair and maintenance of City owned facilities (other than Utilities Facilities) including the Naples Pier, the city parking garages and managing facilities capital projects.

Parks and Parkways is responsible for the care and maintenance of the City’s beach areas, City’s landscaped rights-of-ways, landscaped medians, 21,067 City owned trees (reduced by Hurricane Irma in 2017 and Hurricane Ian in 2022), developing the City’s Urban Forestry Plan, managing contractor services and managing multiple capital projects.

Recreation is responsible for developing, delivering, and managing a broad range of recreation programs, art/ entertainment programs, athletic programs and special events. MAJOR PROJECTS Facilities Management: River Park Improvements

Flooring, Ceiling Tile, Lighting, and Paint Project Built in 2002, the River Park Community Center required interior updates. This project included: • Installation of LVCT flooring throughout the building.

Following the completion of Phase 2 of the Charlie C. Anthony Park Master Plan and its grand opening, the next beautification phase included: • Resurfacing the basketball and tennis courts, which had deteriorated due to weathering and storm surges.

Parks & Parkways: 8th Avenue South Reconstruction

The 8th Avenue South Beach Park suffered extensive damage during Hurricane Ian, including destruction to landscaping, hardscaping, pavers, the ADA wooden walkway, seawall railing, signage, a public art piece, and the park’s foundation. Staff worked diligently to restore approximately 80% of the park, including: • Installing a temporary set of stairs to the beach.

• Adding temporary railing along the seawall to ensure public safety.

This project restored the original ADA wooden walkway to allow for the reinstallation of the ADA beach mat and installation of the permanent railing along the seawall. Once completed, the park will be fully recovered from Hurricane 42 CITY OF NAPLES

Ian. Known for its beautiful landscaping, this location is a popular wedding venue and heavily used beach access point.

Cove Lane Landscape and Irrigation Improvements

The median on Cove Lane, located at the end of Gordon Drive in Port Royal, was severely damaged by flooding from Hurricane Ian and debris staging operations following the storm. Renovations included: • Replacing soil, shrubs, trees, sod, and irrigation.

• Adding new concrete curbing around the median to protect landscaping and irrigation from damage by commercial vehicles.

• Enhancing surface drainage for Cove Lane to prevent future issues.

Seagate Linear Park Landscape Improvements

Hurricane Ian flooding and an electrical undergrounding project caused significant damage to the Seagate Linear Park landscaping. Renovations included: • Installing new soil, shrubs, and turfgrass.

• Enhancing the landscaping along Seagate Drive and the traffic islands leading to Starfish Avenue and Seahorse Avenue.

MAJOR PROJECTS Naples Beach Restoration & Water Quality Improvements Project The City of Naples has initiated the Naples Beach Restoration & Water Quality Improvements Project, also known as the Naples Beach Stormwater Outfall Project, a transformative effort to improve water quality, enhance coastal resilience, and restore the beauty of Naples’ iconic beaches.

Key features of the project include: • Water Quality Enhancements: Implementation of a state-of-the-art stormwater treatment system that exceeds Florida’s minimum water quality standards.

• Stormwater Infrastructure Upgrades: Replacement of outdated gravity-based infrastructure with modern systems, including 6,000 linear feet of stormwater pipes (24–54 inches), 78 new curb inlet catch basins with pretreatment structures, and advanced stormwater management practices.

• Improved Flood Protection: Increasing the level of service from a 5-year to a 25-year storm event, reducing flood risks for Gulf Shore Boulevard residents and adjacent areas.

Public Works

The project spans the Gulf Shore Boulevard right-of-way from Oleander Drive to just south of 2nd Avenue South and is estimated to cost $86 million, with $40 million provided by the State of Florida through legislative appropriations.

This initiative not only addresses immediate stormwater management needs but also ensures long-term environmental sustainability, improved aesthetics, and enhanced quality of life for Naples’ residents and visitors.

Discharge System Innovations: Construction of two diffusion systems and two offshore directionally drilled discharge lines to safely move treated stormwater into the Gulf of Mexico.

Phase 2 of the Septic to Sewer Project continued its progress throughout FY 2023-24 despite delays caused

by Hurricanes Ian, Helene, and Milton. With grant funding secured for the project, the design phase is expected to be substantially completed by the end of 2024. This phase targets unsewered areas 1, 2, 3, and 6, encompassing approximately 835 properties currently reliant on onsite septic systems. The estimated construction cost for the sanitary sewer system is $35 million.

• Properties: 253 • Estimated Cost: $11.2 million Project Next Steps Once the designs for utility and stormwater system improvements are complete, the project will be publicly bid.

To streamline implementation, the project will proceed as a single, unified effort under a three-party agreement among the City, Collier County, and the selected contractor.

• The City will issue purchase orders for utility improvements, and the County will issue purchase orders for stormwater improvements.

• Construction is tentatively planned for FY 2025-26, pending finalization of grant funding agreements.

This critical infrastructure project will help mitigate red tide impacts in Naples Bay, eliminate aging septic systems, and enhance the environmental health and water quality of the region.

Lake Restoration Project Update North & South Lake Improvements The design and permitting phase for North and South Lakes were completed in FY 2023-24, with City Council approving a construction contract in June 2024. The project, scheduled for completion in FY 2024-25, includes: • Hydraulic Dredging: Removal of decades of accumulated sediment and unconsolidated muck caused by stormwater runoff.

• Best Management Practices (BMPs): Installation of inlet filter baskets, littoral plant shelves, aeration systems, and upgraded water control structures to enhance water quality and ecosystem health.

Upcoming Lake Restorations In FY 2023-24, design and permitting activities began for the next three lakes targeted for restoration: Devils Lake, Suzanne Lake, and Forest Lake. This phase involves: • Feasibility studies to assess restoration viability.

• Biological and ecological assessments of current lake conditions.

• Bathymetric mapping and sediment characterization.

East Naples Bay Dredge and Rock Removal Project

Upon completion, the plans will be submitted to the South Florida Water Management District for permitting to restore and upgrade these lakes, continuing the City’s commitment to improving water quality and ecological health.

East Naples Bay Dredge and Rock Removal Project The East Naples Bay Dredge and Rock Removal Project, also known as the Royal Harbor Dredging Project, continued throughout FY 2023-24 after initial delays caused by Hurricane Ian. The project, awarded to Quality Enterprises USA, Inc. in June 2021, involves dredging and rock removal from canals in collaboration with the East Naples Bay Taxing District.

Key milestones: • Fall 2023: Dredging resumed after Hurricane Ian cleanup efforts.

• September 2024: Hurricane Helene caused a brief delay in the project timeline.

The project remains on track for completion by June 2025, with a final timeline reassessment planned for spring 2025.

This initiative will improve waterway navigation and maintain the health and functionality of the canal system.

Oyster Restoration Project Update The Natural Resources Division completed a significant oyster restoration project in Haldeman Creek, placing over 850 tons of fossilized shell and limestone rock on the bay floor to establish six new oyster reefs. These materials provide essential substrates for juvenile oysters, fostering the growth of new reefs and expanding this vital habitat over time.

Key benefits of oyster reefs: • Water Filtration: Oysters naturally cleanse the water, improving water quality.

• Habitat Creation: Reefs support hundreds of marine species, including shrimp, sea stars, and stone crabs.

• Shoreline Protection: Reefs buffer against erosion, enhancing coastal resilience and creating conditions for mangroves to establish and thrive.

Public Works This effort was supported by project partners, including the Florida Fish and Wildlife Conservation Commission and the South Florida Water Management District (Big Cypress Basin). Over the past decade, a total of 33 new oyster reefs across three sites have been constructed within Naples Bay, demonstrating the City’s commitment to ecological restoration and resilience.

Resilience Adaptation Plan Strategies and Initiatives The City of Naples Critical Infrastructure and Facilities Adaptation Plan was approved by City Council on May 15, 2024. This plan outlines 47 strategies to enhance the City’s resilience to heat and flooding hazards: • 28 non-physical strategies focused on policies and further studies.

• 19 physical strategies targeting improvements or upgrades to highly sensitive and critical City infrastructure.

During the September 18, 2024, City Council meeting, funding was approved for the following key strategies: 1. Inventory Seawalls and Update Seawall Height Ordinance 2. Develop Climate Resilience Outreach Materials 3. Perform Summer Hot Spot Thermal Analysis 4. Conduct a Watershed Master Plan Additional funding was included in the FY 2024-25 budget, and staff remain committed to pursuing grant opportunities to support these efforts.

The City’s innovative approach—focusing on project-specific strategies rather than an areawide resilience model—was highlighted at the 2024 Florida Resilience Conference in Bonita Springs. The presentation garnered significant interest, sparking discussions with multiple municipalities about adopting similar methodologies.

Well Rehabilitation and Evaluation During FY 2022-23, well rehabilitation activities identified signs of deterioration in production well infrastructure due to aging and the use of antiquated materials. Specifically, issues were found with well casings and associated sealants/grouts, which are critical for preserving and protecting water resources. These deficiencies could result in: • Extended downtimes for repairs.

• Regulatory challenges with bacteriological testing and sampling clearances.

• Increased maintenance costs.

Additionally, abnormally dry to moderate drought conditions during Summer 2023 led to higher demand on the City’s wellfields, emphasizing the need for long-term evaluation and improvement strategies.

To address these challenges, on January 18, 2024, City Council approved a $257,500 contract with Water Science Associates, Inc. for hydrogeological services to evaluate the wellfields’ level of service reliability and identify potential improvements. This initiative has temporarily paused well rehabilitation services until the evaluation is completed, which is expected in FY 2024-25.

Public Safety The department is led by the chief of police who establishes the goals for the organization, provides vision and direction, as well as managing and overseeing all essential functions.

The Police Department is divided into two bureaus, each of which is under the command of an assistant chief.

The Operations Bureau is comprised of two divisions. The Patrol Division provides uniformed police services, responds to calls for service, conducts officer-initiated investigations, maintains public order, engages in crime reduction strategies, and conducts traffic enforcement. The Criminal Investigations Division is responsible for conducting detailed follow-up investigations, collecting evidence, identifying crime trends, and suspects in criminal cases, which enhances clearance rates and convictions. There are several specialty units within the Operations Bureau, which include the Community Policing Unit, the Criminal Investigations Division, Marine Patrol, Traffic Safety, Beach Patrol, and the School Crossing Guards.

The Administrative Services Bureau is responsible for managing the department’s budget and fiscal matters, the recruitment,

hiring, and training of personnel, conducting internal investigations, processing records, maintaining the police facility, meeting law enforcement accreditation standards, as well as receiving and dispatching all calls for police and fire services.

Fire-Rescue Mission Statement

The City of Naples Fire-Rescue Department was established to provide professional fire and rescue services needed to secure, sustain and bolster the quality of life in Naples. We are responsive to the needs of our citizens and provide rapid, compassionate and professional services essential to the health, safety, and well-being of our community. Personnel shall demonstrate exceptional ethics and work seamlessly to achieve public safety excellence.

The City of Naples Fire-Rescue Department serves a total area of 16.45 square miles and a permanent population of approximately 22,000 residents, which increases well over 35,000 during the peak winter months. The Fire-Rescue Department fulfills its commitment to the

community with three Fire Stations which are strategically located within the City to provide prompt fire rescue service.

F i r e - R e s c u e D e p a r t m e n t ’s s c o p e o f responsibilities includes fire suppression, medical advance life support treatment, allhazards rescue operations, aircraft rescue and firefighting, marine firefighting and search & rescue, hazardous materials response, environmental mitigation, and technical rescue responses. The department also delivers fire investigation support and fire prevention, community outreach programs and provides emergency management operations for the City.

These functions are all handled by the Naples Fire Rescue Department which is recognized as an ISO Class 1 Department.

Hurricane Helene, a catastrophic Category 4 hurricane, made landfall in Florida’s Big Bend region on September 26, 2024, with peak sustained winds of 140 mph. Its massive size and rapid intensification caused widespread devastation across the Southeastern United States. The City of Naples experienced significant impacts, primarily from strong winds, storm surge, and heavy rainfall.

Property Damage All beach ends, accesses, Gulf Shore Boulevard, and Gordon Drive were covered with sand, rendering roads impassable until cleanup efforts were completed.

The Naples Pier sustained structural damage exceeding that caused by Hurricane Ian. As a safety precaution, access was restricted to the bathrooms and stairs.

Lowdermilk Park was closed until sand removal and cleanup operations were finished.

The shade structure at Fleischmann Park was damaged beyond repair and requires replacement.
