

RESIDENTS URGED TO SIGN PETITION TO STOP PROPOSED INCINERATOR TO BE BUILT NEAR MIRAMAR

In an assertive move to safeguard its community and environment, the City of Miramar is rallying against the proposed construction of a new incinerator within a perilously close proximity of just 0.8 miles from West Miramar's residential areas. The contentious project, aimed at replacing the older Doral incinerator which suffered a significant fire earlier this year, is one of three proposed sites that Miami Dade county is considering for development of a replacement incinerator.
Amid growing concerns over air pollu-
tion and the health implications for the local populace, Miramar's leadership, spearheaded by Mayor Wayne Messam, has vocally opposed the plan. "The safety and well-being of our citizens is our top priority," Mayor Messam emphasized, highlighting the critical need to prevent the establishment of such facilities near homes and educational institutions. The city's firm stance is manifested through the initiation of a petition, advocating for a comprehensive environmental impact review prior to any commencement of construction activities on the proposed incinerator.
Further underscoring the city's proactive approach, Mayor Messam advocated for the exploration of modern, sustainable waste management alternatives that do not compromise public health. "We need to explore sustainable options for waste management rather than resorting to outdated methods like incineration. Our city deserves better," he asserted.
The City of Miramar is not only taking a stand but also mobilizing its residents and local businesses to join the cause. By signing the petition, available on the city's official website, community members can
voice their concerns and push for a reconsideration of waste management strategies that are both effective and environmentally friendly.

A backflow assembly allows water to flow from the public water distribution system to each property. This should be the only way water flows. The assembly also prevents the reversal of flow from properties into the public water distribution system. This reverse flow of water is strictly prohibited.
IMPORTANCE OF BACKFLOW DEVICE?
Backflow assemblies are an essential component within our water distribution system. They protect the public water system by preventing contaminants and/or pollutants from entering the system. With this type of protection, the high-quality drinking water produced at both Water Treatment Plants within the City of Miramar is maintained and delivered to our residents and businesses.
Due to the critical importance of backflow assemblies, they are mandated by the State of Florida and the City of Miramar’s code of ordinances. Backflow assemblies are required to be tested once installed and annually thereafter to certify their effectiveness to operate as designed, that is to continue safeguarding our water system.

ATTENTION BUSINESS OWNERS
Your backflow assembly is due to be tested annually in order to comply with the State of Florida Administrative Code (FAC) 62-555.360 and the City's code of ordinances chapter 21. The City’s Utilities Department will send a letter informing owners of the due date for when devices are to be tested. Testing must be conducted through a licensed plumber or certified tester that is registered with the City of Miramar Utilities Department.
For the device to be considered compliant, ensure that the tester uploads the test report for your assembly to the City’s dedicated backflow website that can be assessed using https://miramar.tokaytest.com/.

ATTENTION PLUMBERS/CERTIFIED BACKFLOW TESTERS
The City of Miramar Utilities Department has gone away from paper reports and are now fully electronic. The website for submitting backflow test reports is https://miramar.tokaytest.com/. To access the website, you will need a username and password which should have already been provided to you by the Utilities Department. If you have not yet received your login credentials, please contact us.
The website is user-friendly, can be accessed using various devices (phones, tablets, etc.) and web browsers. This new online format requires the same pertinent information that was previously included on the paper reports but with less hassle. With the paper version,
you would have to mail the completed test report and payment to the Utilities Department. However, with the online platform, the information can be entered as the test is performed at the customer’s property and submitted immediately without delays. As a progressive City, we are constantly improving our service provision and this initiative to upgrade to an electronic system supports this statement. The City of Miramar pursued this opportunity to improve our operating efficiency, so we invite you to join us in utilizing this portal for a successful transition.

We started off 2024 on a positive note, aiming to do better each and every year. This year, I am thrilled to introduce new initiatives to the City of Miramar while continuing to build upon the foundation laid in previous years.
On January 4th, we kicked off the year with a breakfast to welcome 10 new apprentices and showcased the success stories of those who have completed the program and are now gainfully employed. The Youth Apprenticeship program that I started in 2014, has provided training in various trades, paid for certifications, and offered good paying jobs to young adults between the ages of 1826. It’s truly heartwarming to see the impact this has had on the lives of our youth.
We continued our annual gun buyback events on January 13th and 20th. This provided a safe and anonymous way for residents and neighboring communities to dispose of unwanted firearms, potentially preventing them from falling into the wrong hands.
Collaborating with various stakeholders is key to our success, and on January 11th, executive staff and I engaged with organizations like the Broward School Board and staff including Superintendent Dr. Peter Licata as well as the YMCA of South Florida and staff along with CEO Sheryl Woods. These meetings ensure that Miramar has a voice on important decisions affecting our residents and outlines the various resources available to them.
On January 31st, we visited Cooper City to learn about their Center for Autism Related Disabilities (CARD) City initiatives. As a City, we aim to implement changes to our services that will be more inclusive of our autistic community to ultimately be designated a CARD City.
February was a month of celebration, honoring Black History Month and Reggae Month. On February 1st, we kicked off the month with the Black History Meets Reggae Month launch event, followed by the Reggae Icon Awards on February 13th where reggae artist Tony Rebel received the Reggae Icon Award, global renowned reggae artist Judy Mowatt received the Lifetime Achievement Award, and dub poet extraordinary Mutabaruka received the Marcus Garvey Award. On February 16th, I hosted the Pre-Party for the Afro Carib festival; the Selecta Showdown. Congratulations to DJ Fergie as he was crowned the champion DJ and Spragga Benz as he received the dancehall legend award in celebration of dancehall week.
The Afro Carib Festival on February 17th was a huge success, thanks to the hard work of our team and the support of our community. Folks came out and enjoyed the diverse offerings of musical talent and
supported our vendors. This year’s lineup was Tony Rebel, Fireboy DML, Kabaka Pyramid, Nadine Sutherland, Kenny Haiti, David Lucca, and Yung Wylin’. We are truly blessed and highly favored to have had a safe and wholesome event in the City of Miramar! We strive to improve year after year to produce a world class tourist product for the City and Broward County!
As we reflect on the past year, let’s carry forward the spirit of progress and collaboration into the future, making Miramar an even better place to live, work, and thrive. The City of Miramar is certainly the place to be. Until next time. Always remember putting you first, keeps us first!

As we enter the second quarter of 2024, I greet you with hopes for a fulfilling and prosperous new year.
We've celebrated Black History Month and Women's History and Empowerment Month in the City of Miramar. These are not just events on the calendar but significant moments where we honor the historical contributions of those who came before us and those who are making significant impacts to remove barriers in our society today. It’s a
testament to our city's rich cultural awareness and inclusivity.
Over the last four years, I have had the incredible pleasure of hosting our annual kite festival, and what a joy it has been. Even when this year's installment was delayed for a day by inclement weather, our atendees numbered in thousands, like every year, far more than we antcipated.
One of the most rewarding aspects of the kite festival's success is its continued status as a family event, open to all members of the public free of charge. It's a joy to see children experiencing the thrill of kite flying for the first time, often with parents who fondly remember their own kite-flying days. I want to take this opportunity to express my hearƞelt gratitude to all the citizens of Miramar for their enthusiastic participation and for making this event a grand success.
Our hyperbole that this is the greatest kite festival in the world may be pushing it; one thing is sure: our fair city is now hosting an event that is nothing less than a regional event for years to come.
It's important to recognize that the success of the kite festival is a testament to our staff's dedication and hard work, particularly those from parks and recreation, the police department and fire rescue, marketing, and our invaluable volunteers.

It’s your People’s Commissioner Maxwell B. Chambers. We started the New Year with lots of events and excitement. We have completed a quarter of the New Year already and I hope its been treating you well. I had the pleasure of hosting many community events and initiatives and recognized leaders who have made an impact in the community. Thank you for your continued support.
BELOW ARE THE EVENTS OF THE FIRST QUARTER FOR 2024:
Historic Miramar Pop N Shop Street Fair
On January 30, 2024, I hosted an event where local vendors and residents were able to come and embrace a spirit of community and shop for local hand-crafted goods and merchandise.
City of Miramar Commission Gala
On February 3, 2024, I am proud to say that I held the first City of Miramar Commission Gala. It is an initiative that is dear to my heart. This event was held to raise funds that will as-
sist City of Miramar seniors with their utility bills. Also, some leaders and residents were honored for the work that they have been doing in the community – Former City of Miramar Commissioner Fitzroy Salesman, Broward county Commissioner Hazelle P. Rogers, Former Broward County Mayor Dale V.C. Holness, City of Miramar Residents: Mr. & Mrs. Delano Dawkins, Mr. & Mrs. Jason Cowell and Cleopatra Mills, and Community Champion – Robert Woodson. The Master of Ceremony for the event was WSVN News Anchor, Tavares Jones. Thanks to everyone who came out and supported this great cause.
Praise on the Green Gospel Extravaganza
This was a FREE Gospel event held at Shirley Branca Park. It was an unforgettable experience where the dynamic trio – Chevelle Franklyn, Carlene Davis and Minister Marion Hall ministered to the people of Miramar and surrounding cities. This concert was in association with Inner Circle. Even though we had to reschedule the event for another day, it was well supported.
Miramar Family Night
It was night filled with music and live performances and games for the whole family. We had a special guest appearance from a performing arts group called the ASHE Company. They entertained the crowd with songs from a variety of genres.
3rd Annual Celebrating Garvey & Reggae
This event was in partnership with Consul General of Jamaica Oliver Mair and was a great highlight in celebrating Black History Month. A video about the History of Marcus Garvey and The Know was shown along with a mind -blowing special lecture about the music of Marcus Garvey from Professor Steven Golding.
Black Excellence Drone Light Show
On February 28, 2024, I hosted a Black Excellence Drone Light in collaboration with Luna Lite Technologies. Seven hun-




dred (700) drones illuminated the skies of Miramar at Miramar Regional Park and unforgettable experience for all attendees. I am strong advocate for community enrichment and I stated “We are thrilled to bring the Black Excellence Drone Light Show to Miramar, celebrating the rich heritage and achievements of the Black community. It’s an honor to showcase excellence and innovation in such a spectacular manner.”
Citizenship Drive
Throughout the year, I will be doing Citizenship Drives to provide resources to simplify the process and alleviate the hassle of obtaining American citizenship. The latest Citizenship Drive was held on March 9, 2024 and it was well attended. The need is great.

March was Women’s History month and I look forward to this month every year because empowering women and advancing gender equality has been my passion for decades.
Every year since 2019, I've proudly hosted the annual Women's Empowerment Lunch which featured renowned guest speakers including the host of the View, Ana Navarro, Political Strategist, and bestselling Author, Donna Brazil, and prominent political commentator Angela Rye and also recognize women who lead women in our community. Congratulations to the 2024 Community honorees Christway Baptist Church Women’s Ministry Leader Dr. Anna Airy and St John XXIII Church
Women’s Club President Dora OrtizBevan, this year I also recognize and celebrate women leaders in our city Government working in jobs that are not traditionally held by women. Congratulations to our 2024 Women’s History Month Municipal Government Employees Honorees, Police Major Tysheika Shaw; Park Manager Silvia Dominguez; Chief of Staff Kassandra Carvalho-Lindsay; Emergency Management Division Chief, Tara Wagner; Production Manager, Janine Elmore; Lucie Tondreau Commission Aide; Chief Operating Officer Shana Coombs and Senior Engineering Manager Marilyn Markwei. It is crucial that we continue to support and uplift the voices of outstanding women who shape our communities every day.
In 2020, I spearheaded legislation for the creation of the Ruth Bader Ginsburg Commission on the Status of Women. This Committee conducts surveys and provides recommendations to ensure equal treatment of women in our community. I am committed to ensuring equality for women.
As I continue to represent the City of Miramar and advocate for our communities on a national level. I am honored to announce that I have been named the President of the Women in Municipal Government constituency group for the National League of Cities. This committee spotlights issues facing women leaders in local government and provides resources to help women make a positive impact on the communities we serve.
In March I had the honor of attending the National League of Cities Conference and hosted the Women’s Luncheon as well as our Membership meeting of women in municipal government throughout the United States.

COMMISSIONER YVETTE COLBOURNE NAMED CHAIR OF BROWARD METROPOLITAN PLANNING ORGANIZATION BOARD OF DIRECTORS
Commissioner Yvette Colbourne stands as a beacon of inspiration, having assumed the position as the new Chair of the Broward Metropolitan Planning Organization (MPO) Board of Directors. This appointment marks a significant milestone, with Commissioner Colbourne becoming only the second woman and the first woman of color to hold this esteemed position in the agency's history.
Commissioner Colbourne, who has served on the MPO Board since 2013, brings a wealth of experience and dedication to her new role. Her appointment to the executive board underscores her strong commitment to serving the community and advocating for equitable transportation planning that addresses the needs of all residents.
In a statement regarding her historic appointment, Commissioner Colbourne remarked, "March is a time to celebrate the invaluable contributions of women throughout history. I am filled with pride and excitement to contribute to this legacy by serving as the Chair of the Broward MPO Board of Directors. I believe that representation matters, and as the first woman






of color in this role, I am deeply committed to ensuring that our leadership reflects the diversity of the communities we serve."

Do the Right Thing is a non-profit organization that partners with law enforcement agencies. The program recognizes youth for positive behavior, accomplishments, and good deeds. Vice-Mayor Alexandra P. Davis’ vision was instrumental in bringing Do the Right Thing to Miramar. We could not run this program without the generosity of several organizations: the Ansin Foundation, Sunbeam Properties, Memorial Healthcare Systems, and the Kiwanis Club of Miramar/ Pembroke Pines.

In honor of Black History Month, the Miramar Police Department held a special screening of the Emmy Award-winning documentary Crossing Overtown at the Miramar Cultural Center. The documentary explores the compelling origins of Overtown and the unique role the cityplayed in the national civil rights movement. Miramar’s own police chief, Delrish Moss, played a significant role in the film. The viewing, hosted by Commissioner Yvette Colbourne, was followed by panel discussion that included Moss, the filmmaker and guest speakers.

Meet our Deputy Chief
Shakera Bucknor Ingram has been promoted to deputy chief of police for the Miramar Police Department. She is a 16-year veteran of the department, has a doctorate degree in clinical psychology and is also a major in the Florida Army National Guard. Congratulations Deputy Chief Bucknor Ingram!



Miramar Police Department has a new Bloodhound K-9 program (SEARCH & RESCUE/ Community Engagement)! MEET OUR Girl “HOPE!”

Captain Matias Wilson recently contacted the Jimmy Ryce Foundation, which provides Bloodhound Canines to law enforcement organizations nationwide. The Jimmy Ryce Foundation was founded out of a tragic incident involving the abduction of 9-year-old Jimmy Ryce on September 11, 1995, in Miami-Dade County. Since then, the organization has provided local law enforcement agencies with a free Bloodhound Canine to assist in investigations involving missing children and adults. Within a couple of weeks, the Co-Directors of the Jimmy Ryce Center, Mark Young, and Terri Lynn, were able to coordinate with Captain Matias Wilson the ability for the Miramar Police Department to receive a Bloodhound Canine.
Captain Matias Wilson also researched the ability to utilize the Bloodhound Canine for community engagement events. Local police departments with a Bloodhound Canine routinely provide their residents and community with that additional resource. Bloodhounds are incredibly welcoming and popular among children and adults. The Bloodhound can be utilized for career days at schools, community engagement, and holiday events. These specific dogs can also be used as Therapy Dogs. Bloodhounds are an excellent resource for comforting victims of crimes during a tragic incident. They can also be used for comforting families involved in a stressful or tragic incident. Bloodhounds have the ability to determine a location or path of travel involving a missing child or adult. Bloodhound Canines are specifically trained in this area and have proven to be a successful resource related to these situations. Bloodhound Canines, also called Search and Rescue Canines, are renowned for their exceptional sense of smell, making them valuable in police work for tracking and locating missing children or adults who become disoriented due to Alzheimer’s or dementia.
An interview was held to assess and determine a qualified Police Officer within the Miramar Police Department to be assigned as the handler to work alongside the Bloodhound Canine. After a thorough analysis of the position, it was determined that Officer

Heidy Arias possessed the overall background and fortitude for the position. Her educational background in dealing with adults and children with special needs and her passion for the initiative made her a great candidate for the Bloodhound position.
Through the Jimmy Ryce Foundation, the Miramar Police Department traveled to the Brevard County Sherriff’s Office on December 5, 2023, to select the new addition to the Miramar Police Department Canine Unit. Officer Arias then selected a 5-month-old Bloodhound, which she named Hope, as the latest member
of the Canine Unit. Over the next couple of months, Officer Arias and her canine partner, Hope, will go through a training regiment, teaching canine Hope the skills she will need to locate missing children and adults. Hope will also take part in community engagement events with the Miramar Police Department, bringing joy to children and members of the community within the City of Miramar. Adding Bloodhound Hope to our Miramar Family has exceeded our expectations. This case is just one example of Captain Wilson's hard work and daily dedication to Miramar.

HOUSEHOLD HAZARDOUS WASTE (HHW) AND ELECTRONIC WASTE (E-WASTE)
RECYCLING:
The City in collaboration with Waste Pro offers Miramar residents multiple opportunities to recycle HHW and E-waste materials. Additionally, on the first Saturday of each month, between 8 a.m. and 2 p.m., at no cost, residents can drop-off these materials at the Waste Pro Operating Facility located at 17302 Pines Boulevard, Pembroke Pines, 33029, phone: (954) 967-4200.
It is very important to keep these items out of the trash and recycle carts/ streams, as they can present significant health (respiratory) and safety issues (fire) during the collection and transportation process.

HURRICANE RESPONSE:

Beginning this Hurricane Season, the National Hurricane center will be introducing a new Hurricane Cone which identifies hurricane watches and warning for expected areas of impact. This new cone aims to better represent the full reach and scale of wind hazards associated with the storm.

All curbside items should be relocated and secured whenever the City is placed in Hurricane Watch or Warning. Following a storms impact, the City’s Emergency Operations immediate plan includes, clearing roads for Emergency response vehicles, assessing all areas of the City to determine the severity of damage, estimating the amount of debris created and identifying the hardest hit areas. Some or all curbside collection services may be suspended prior, during and immediately following a severe weather event or Hurricane. The City adheres to Federal Emergency Management Agency (FEMA) Public Assistance Funding policies and procedures.. The City highly recommends all residents develop a Family Emergency Plan, prepare a Hurricane Emergency Kit, and Stay Informed.

RECYCLING GUIDE TO RECYCLE RIGHT MIRAMAR
Residents can place all acceptable recycling program materials together in the blue recycling receptacle (DO NOT USE PLASTIC BAGS). Collection is provided once per week on designated collection days, with no service on Sunday or Christmas Day. Receptacle must be placed curbside by 7 a.m. away from any damageable property. To help expedite the collection process do not push down on materials as this can prevent contents from being completely emptied.
ACCEPTABLE RECYCLABLE MATERIALS INCLUDE:
Plastic bottles with necks smaller than the body – such as soda, milk, water and detergent bottles (caps off please, but in the recycling cart). Newspaper, inserts, magazines, catalogs, junk mail, office paper, soft covered books, file folders, soda cartons, cereal, rice and pasta boxes, clear brown or green glass food and beverage containers (please remove food or liquid waste residue). Flatten all cardboard boxes.
DO NOT PLACE WITH RECYCLABLES
Pizza boxes, household garbage, food scraps, tissues, paper plates, plastics such as hoses, toys, hangers, window or auto glass, light bulbs, mirrors, ceramics, glass cook or bakeware. Household Hazardous Waste (batteries, paints, pesticides or chemicals), Electronic Waste (TVs, monitors, etc.), (when mixed these flammable and reactive materials can cause a fire within the collection vehicle), tires, yard debris, syringes, needles, Medical Waste or Pharmaceuticals. Placing these items in the recycle container will contaminate the recyclables.

Do not push down on materials as this can prevent contents from being emptied. To ensure safe and efficient curbside collections DO NOT overload container by more than a few inches, containers overloaded by more than a few inches will not be collected.

SOLID WASTE GUIDE
All City of Miramar residents receiving curbside collection service are required to use City issued Green wheeled roll-out carts for disposal of their solid waste. Collection is provided twice per week, with no service on Sunday or Christmas Day.

BULK WASTE REMOVAL
Bulk collection is provided once per month on scheduled collection days.
Bulk shall not be placed more than 7-days prior to the properties scheduled collection day. Violators will be subject to Code enforcement measures. Bulk Waste includes, but is not limited to: yard waste, appliances (with Freon removed), furniture, carpet and padding, and tree branches (no longer than 6 feet and greater than 12 inches in diameter). Large glass items, such as tables or mirrors, must be placed in a wrapping strong enough that the container may be safely lifted while containing its contents. Glass tabletops, mirrors etc., not properly secured, will not be collected as they present a safety hazard to people, pets and vehicles.
Up to 3 cubic yards (81 square feet) of Contractor Generated waste will be collected, provided a City permit has been issued to the property. Unpermitted Contractor Generated waste will not be collected. Disposal of items produced by a hired contractor, are the home-owners responsibility. To ensure safe and efficient curbside collections, do not place carts or bulk items under, leaning on, or next to trees, vehicles, mail or utility boxes, poles, on storm drains, or other damageable property.

National Flood Insurance Program and National Pollutant Discharge Elimination System
Local Flood Hazard
The City of Miramar, including your property, is situated in or near a Special Flood Hazard Area identified by FEMA’s Flood Insurance Rate Map (FIRM) from August 18, 2014. These areas are prone to flooding during or after heavy rainfall. To ensure compliance with the National Flood Insurance Program (NFIP) and the Community Rating System (CRS), the city has partnered with Forerunner Industries Inc., a Delaware-based software company, to enhance floodplain management. The recently launched Forerunner application on the city’s website provides access to flood risk data for individual properties at https://miramarfl.withforerunner.com/properties.
Flood Safety
In the event of a flood, here are some things you can do to protect yourself.
1. Avoiding walking in flowing water; use a pole to check depth.
2. Never drive through flooded areas; 8 inches can float a car.
3. Stay away from power lines to prevent electrocution.
4. Don’t use wet appliances until cleaned and dried.
5. Beware of displaced animals like snakes.
6. Watch for post-flood debris and slippery surfaces.
7. Clean and disinfect items touched by floodwater to prevent health risks.
Flood Insurance
Standard homeowner’s insurance policies do not include coverage for flood damage. To safeguard your property, consider purchasing flood insurance through the National Flood Insurance Program, which is accessible to all property owners in Miramar, regardless of past flooding incidents. Flooding, a common hazard in Florida, can lead to significant financial losses. Even properties outside designated flood zones are at risk. With flood insurance, you can mitigate the financial impact of flood-related damages, as it covers expenses not typically included in standard insurance policies. Elevation Certificates
Elevation Certificates are available for buildings constructed in 2002 or later. Elevation Certificates show whether the

building is at or above the required elevation as determined from the Flood Insurance Rate Map. Elevations Certificates can also be viewed on Forerunner.
Flood Protection Assistance is available at the Building, Planning & Zoning Department for site specific flooding information and information about hiring contractors to floodproof or retrofit your property.
